EA follow-up in the Ghanaian mining sector: Challenges and opportunities

Environmental assessment (EA) follow-up provides a means for monitoring and evaluating the implementation of environmental impact studies. It is integral to the success or failure of a project or program. In spite of its importance, very little attention is given to the need for follow-up programs in most jurisdictions in Africa. Using a case study in the Ghanaian mining sector, this paper explores the challenges and opportunities within the country's EA process for an effective follow-up program. The paper is based on informal interviews, content analysis of relevant publications, official EA documents, and internet searches. The authors suggest a standard EA follow-up program to be formalized as an integral part of Ghana's environmental assessment policy. They also propose a follow-up process that harnesses existing opportunities within the country's EA system. This approach can be replicated in other African countries.

The Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0948, addressing future operations of the HB-Line facility and the Frame Waste Recovery process at the Savannah River Site (SRS), near Aiken, South Carolina. Based on the analyses in the EA, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, DOE has concluded that, the preparation of an environmental impact statement is not required, and is issuing this Finding of No Significant Impact.

Conceptualising the effectiveness of impact assessment processes

This paper aims at conceptualising the effectiveness of impact assessment processes through the development of a literature-based framework of criteria to measure impact assessment effectiveness. Four categories of effectiveness were established: procedural, substantive, transactive and normative, each containing a number of criteria; no studies have previously brought together all four of these categories into such a comprehensive, criteria-based framework and undertaken systematic evaluation of practice. The criteria can be mapped within a cycle/or cycles of evaluation, based on the ‘logic model’, at the stages of input, process, output and outcome to enable the identification of connections between the criteria across the categories of effectiveness. This framework is considered to have potential application in measuring the effectiveness of many impact assessment processes, including strategic environmental assessment (SEA), environmental impact assessment (EIA), social impact assessment (SIA) and health impact assessment (HIA). -- Highlights: • Conceptualising effectiveness of impact assessment processes. • Identification of factors influencing effectiveness of impact assessment processes. • Development of criteria within a framework for evaluating IA effectiveness. • Applying the logic model to examine connections between effectiveness criteria.

High Level Waste Tank Farm Replacement Project for the Idaho Chemical Processing Plant at the Idaho National Engineering Laboratory. Environmental Assessment

The Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0831, for the construction and operation of the High-Level Waste Tank Farm Replacement (HLWTFR) Project for the Idaho Chemical Processing Plant located at the Idaho National Engineering Laboratory (INEL). The HLWTFR Project as originally proposed by the DOE and as analyzed in this EA included: (1) replacement of five high-level liquid waste storage tanks with four new tanks and (2) the upgrading of existing tank relief piping and high-level liquid waste transfer systems. As a result of the April 1992 decision to discontinue the reprocessing of spent nuclear fuel at INEL, DOE believes that it is unlikely that the tank replacement aspect of the project will be needed in the near term. Therefore, DOE is not proposing to proceed with the replacement of the tanks as described in this-EA. The DOE`s instant decision involves only the proposed upgrades aspect of the project described in this EA. The upgrades are needed to comply with Resource Conservation and Recovery Act, the Idaho Hazardous Waste Management Act requirements, and the Department`s obligations pursuant to the Federal Facilities Compliance Agreement and Consent Order among the Environmental Protection Agency, DOE, and the State of Idaho. The environmental impacts of the proposed upgrades are adequately covered and are bounded by the analysis in this EA. If DOE later proposes to proceed with the tank replacement aspect of the project as described in the EA or as modified, it will undertake appropriate further review pursuant to the National Environmental Policy Act.

Draft environmental assessment -- Test Area North pool stabilization project update

The purpose of this Environmental Assessment (EA) is to update the ``Test Area North Pool Stabilization Project`` EA (DOE/EA-1050) and finding of no significant impact (FONSI) issued May 6, 1996. This update analyzes the environmental and health impacts of a drying process for the Three Mile Island (TMI) nuclear reactor core debris canisters now stored underwater in a facility on the Idaho National Engineering and Environmental Laboratory (INEEL). A drying process was analyzed in the predecision versions of the EA released in 1995 but that particular process was determined to be ineffective and dropped form the Ea/FONSI issued May 6, 1996. The origin and nature of the TMI core debris and the proposed drying process are described and analyzed in detail in this EA. As did the 1996 EA, this update analyzes the environmental and health impacts of removing various radioactive materials from underwater storage, dewatering these materials, constructing a new interim dry storage facility, and transporting and placing the materials into the new facility. Also, as did the 1996 EA, this EA analyzes the removal, treatment and disposal of water from the pool, and placement of the facility into a safe, standby condition. The entire action would take place within the boundaries of the INEEL. The materials are currently stored underwater in the Test Area North (TAN) building 607 pool, the new interim dry storage facility would be constructed at the Idaho Chemical Processing Plant (ICPP) which is about 25 miles south of TAN.

Based on action by the U.S. Congress, the U.S. Department of Energy (DOE) has funding available to support a proposal by the Iroquois Bio-energy Company (IBEC), an Indiana limited liability company, to construct a fuel ethanol plant in Jasper County, Indiana (the proposed plant). Congress has acknowledged the merit of this project by providing specific funding through DOE. Consequently, DOE proposes to provide partial funding to IBEC to subsidize the design and construction of the proposed plant (the Proposed Action). In accordance with DOE and National Environmental Policy Act (NEPA) implementing regulations, DOE is required to evaluate the potential environmental impacts of DOE facilities, operations, and related funding decisions. The proposal to use Federal funds to support the project requires DOE to address NEPA requirements and related environmental documentation and permitting requirements. In compliance with NEPA (42 U.S.C. {section} 4321 et seq.) and DOE's NEPA implementing regulations (10 CFR section 1021.330) and procedures, this environmental assessment (EA) examines the potential environmental impacts of DOE's Proposed Action and a No Action Alternative.

ChEAS Data: The Chequamegon Ecosystem Atmosphere Study

The Chequamegon Ecosystem-Atmosphere Study (ChEAS) is a multi-organizational research effort studying biosphere/atmosphere interactions within a northern mixed forest in Northern Wisconsin. A primary goal is to understand the processes controlling forest-atmosphere exchange of carbon dioxide and the response of these processes to climate change. Another primary goal is to bridge the gap between canopy-scale flux measurements and the global CO2 flask sampling network. The ChEAS flux towers participate in AmeriFlux, and the region is an EOS-validation site. The WLEF tower is a NOAA-CMDL CO2 sampling site. ChEAS sites are primarily located within or near the Chequamegon-Nicolet National Forest in northern Wisconsin, with one site in the Ottawa National Forest in the upper peninsula of Michigan. Current studies observe forest/atmosphere exchange of carbon dioxide at canopy and regional scales, forest floor respiration, photosynthesis and transpiration at the leaf level and use models to scale to canopy and regional levels. EOS-validation studies quantitatively assess the land cover of the area using remote sensing and conduct extensive ground truthing of new remote sensing data (i.e. ASTER and MODIS). Atmospheric remote sensing work is aimed at understanding atmospheric boundary layer dynamics, the role of entrainment in regulating the carbon dioxide mixing ratio profiles through the lower troposphere, and feedback between boundary layer dynamics and vegetation (especially via the hydrologic cycle). Airborne studies have included include balloon, kite and aircraft observations of the CO2 profile in the troposphere.

The Proposed Action includes the following principal elements: (1) The accelerated plugging and abandoning of uneconomic wells over the next six years. Uneconomic wells are operating wells which can no longer cover their direct and indirect costs. DOE estimates that there are 900 wells to be plugged and abandoned over the next six years, leaving approximately 200 wells for transfer by 2003. (2) Complete reclamation and restoration of abandoned sites. Restoration would include dismantling surface facilities, batteries, roads, test satellites, electrical distribution systems and associated power poles, when they are no longer needed for production. Soil contaminated by hydrocarbons would be biologically treated. Roads, facilities, batteries, and well sites would be ripped up, recontoured, disked and seeded with native vegetation. (3) The continued development of the Rocky Mountain Oilfield Testing Center (RMOTC) through the establishment of a consortium of university, state and private institutions. RMOTC would continue to provide facilities and support to government and private industry for testing and evaluating new oilfield and environmental technologies. Based on the findings of the EA, DOE has determined that the proposal does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of NEPA. Therefore, an environmental impact statement is not required.

Methodology and Process for Condition Assessment at Existing Hydropower Plants

Hydropower Advancement Project was initiated by the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy to develop and implement a systematic process with a standard methodology to identify the opportunities of performance improvement at existing hydropower facilities and to predict and trend the overall condition and improvement opportunity within the U.S. hydropower fleet. The concept of performance for the HAP focuses on water use efficiency how well a plant or individual unit converts potential energy to electrical energy over a long-term averaging period of a year or more. The performance improvement involves not only optimization of plant dispatch and scheduling but also enhancement of efficiency and availability through advanced technology and asset upgrades, and thus requires inspection and condition assessment for equipment, control system, and other generating assets. This paper discusses the standard methodology and process for condition assessment of approximately 50 nationwide facilities, including sampling techniques to ensure valid expansion of the 50 assessment results to the entire hydropower fleet. The application and refining process and the results from three demonstration assessments are also presented in this paper.

This EA originally addressed the sustainable design requirements contained in the Federal building rule. Since the Notice of Proposed Rulemaking (NOPR), however, the DOE has modified and downscaled this rule to a procedural rule that only addresses only the green building certification requirements. While the final rule is significantly downscaled from the proposed rule, due to the fact that the previous EA was put out for public review, is tied to this rulemaking, and in order to maintain the integrity of the NEPA process, we continue to use the EA process for this rulemaking.

Decision-support tools for the assessment process

A new software system is under development that provides a framework to link disparate assessment software and databases for site-specific, regional, or national analyses. This system represents the merger of the Framework for Risk Analysis in Multimedia Environmental Systems (FRAMES), which performs site-specific assessments, and Multi-media, Multi-pathway, Multi-receptor Risk Assessment (3MRA) methodology, which performs regional and national assessments. This Merged System is an icon-driven, site-layout platform, which represents an interactive means by which the user graphically constructs a conceptualization of the problem by visually expressing the assessment, indicating sources of contamination, contaminant travel pathways through the environment, linkages between contamination and people or wildlife, and impacts associated with the contamination. It processes data as part of a systems-based assessment and is an open-architecture, object-oriented framework, which contains ''sockets'' for a collection of databases and computer codes that will transparently simulate elements of transport, exposure, and risk assessment, including contaminant source and release to and through overland soils, vadose and saturated zones, air, surface water, food supply, intake human health impacts, sensitivity/uncertainty, ecological impacts, with the ability to expand into areas including Geographical Information System (GIS), remediation technology, cost analysis, Data Quality Objectives, life-cycle management, and conceptual site design. A user can choose from a list of models, and the assessment path forward can be visually presented, which describes the models and their linkages from source through receptor to the decision-making endpoint.

Model and Analytic Processes for Export License Assessments

This paper represents the Department of Energy Office of Nonproliferation Research and Development (NA-22) Simulations, Algorithms and Modeling (SAM) Program's first effort to identify and frame analytical methods and tools to aid export control professionals in effectively predicting proliferation intent; a complex, multi-step and multi-agency process. The report focuses on analytical modeling methodologies that alone, or combined, may improve the proliferation export control license approval process. It is a follow-up to an earlier paper describing information sources and environments related to international nuclear technology transfer. This report describes the decision criteria used to evaluate modeling techniques and tools to determine which approaches will be investigated during the final 2 years of the project. The report also details the motivation for why new modeling techniques and tools are needed. The analytical modeling methodologies will enable analysts to evaluate the information environment for relevance to detecting proliferation intent, with specific focus on assessing risks associated with transferring dual-use technologies. Dual-use technologies can be used in both weapons and commercial enterprises. A decision-framework was developed to evaluate which of the different analytical modeling methodologies would be most appropriate conditional on the uniqueness of the approach, data availability, laboratory capabilities, relevance to NA-22 and Office of Arms Control and Nonproliferation (NA-24) research needs and the impact if successful. Modeling methodologies were divided into whether they could help micro-level assessments (e.g., help improve individual license assessments) or macro-level assessment. Macro-level assessment focuses on suppliers, technology, consumers, economies, and proliferation context. Macro-level assessment technologies scored higher in the area of uniqueness because less work has been done at the macro level. An approach to developing testable hypotheses for the macro-level assessment methodologies is provided. The outcome of this works suggests that we should develop a Bayes Net for micro-level analysis and continue to focus on Bayes Net, System Dynamics and Economic Input/Output models for assessing macro-level problems. Simultaneously, we need to develop metrics for assessing intent in export control, including the risks and consequences associated with all aspects of export control.

This report represents a technical assessment of the following advanced coal gasification processes: AVCO High Throughput Gasification (HTG) Process, Bell Single - Stage High Mass Flux (HMF) Process, Cities Service/Rockwell (CS/R) Hydrogasification Process, and the Exxon Catalytic Coal Gasification (CCG) Process. Each process is evaluated for its potential to produce SNG from a bituminous coal. In addition to identifying the new technology these processes represent, key similarities/differences, strengths/weaknesses, and potential improvements to each process are identified. The AVCO HTG and the Bell HMF gasifiers share similarities with respect to: short residence time (SRT), high throughput rate, slagging and syngas as the initial raw product gas. The CS/R Hydrogasifier is also SRT but is non-slagging and produces a raw gas high in methane content. The Exxon CCG gasifier is a long residence time, catalytic fluidbed reactor producing all of the raw product methane in the gasifier.

Accelerator Production of Tritium project process waste assessment

DOE has made a commitment to compliance with all applicable environmental regulatory requirements. In this respect, it is important to consider and design all tritium supply alternatives so that they can comply with these requirements. The management of waste is an integral part of this activity and it is therefore necessary to estimate the quantities and specific wastes that will be generated by all tritium supply alternatives. A thorough assessment of waste streams includes waste characterization, quantification, and the identification of treatment and disposal options. The waste assessment for APT has been covered in two reports. The first report was a process waste assessment (PWA) that identified and quantified waste streams associated with both target designs and fulfilled the requirements of APT Work Breakdown Structure (WBS) Item 5.5.2.1. This second report is an expanded version of the first that includes all of the data of the first report, plus an assessment of treatment and disposal options for each waste stream identified in the initial report. The latter information was initially planned to be issued as a separate Waste Treatment and Disposal Options Assessment Report (WBS Item 5.5.2.2).

Plantwide Energy Assessment of a Sugarcane Farming and Processing Facility

A plantwide energy assessment was performed at Hawaiian Commercial & Sugar Co., an integrated sugarcane farming and processing facility on the island of Maui in the State of Hawaii. There were four main tasks performed for the plantwide energy assessment: 1) pump energy assessment in both field and factory operations, 2) steam generation assessment in the power production operations, 3) steam distribution assessment in the sugar manufacturing operation, and 4) electric power distribution assessment of the company system grid. The energy savings identified in each of these tasks were summarized in terms of fuel savings, electricity savings, or opportunity revenue that potentially exists mostly from increased electric power sales to the local electric utility. The results of this investigation revealed eight energy saving projects that can be implemented at HC&S. These eight projects were determined to have potential for $1.5 million in annual fuel savings or 22,337 MWh equivalent annual electricity savings. Most of the savings were derived from pump efficiency improvements and steam efficiency improvements both in generation and distribution. If all the energy saving projects were implemented and the energy savings were realized as less fuel consumed, there would be corresponding reductions in regulated air pollutants and carbon dioxide emissions from supplemental coal fuel. As HC&S is already a significant user of renewable biomass fuel for its operations, the projected reductions in air pollutants and emissions will not be as great compared to using only coal fuel for example. A classification of implementation priority into operations was performed for the identified energy saving projects based on payback period and ease of implementation.

This study provides an assesses seven waste forms and eight processes for immobilizing transuranic (TRU) wastes. The waste forms considered are cast cement, cold-pressed cement, FUETAP (formed under elevated temperature and pressure) cement, borosilicate glass, aluminosilicate glass, basalt glass-ceramic, and cold-pressed and sintered silicate ceramic. The waste-immobilization processes considered are in-can glass melting, joule-heated glass melting, glass marble forming, cement casting, cement cold-pressing, FUETAP cement processing, ceramic cold-pressing and sintering, basalt glass-ceramic processing. Properties considered included gas generation, chemical durability, mechanical strength, thermal stability, and radiation stability. The ceramic products demonstrated the best properties, except for plutonium release during leaching. The glass and ceramic products had similar properties. The cement products generally had poorer properties than the other forms, except for plutonium release during leaching. Calculations of the Pu release indicated that the waste forms met the proposed NRC release rate limit of 1 part in 10/sup 5/ per year in most test conditions. The cast-cement process had the lowest processing cost, followed closely by the cold-pressed and FUETAP cement processes. Joule-heated glass melting had the lower cost of the glass processes. In-can melting in a high-quality canister had the highest cost, and cold-pressed and sintered ceramic the second highest. Labor and canister costs for in-can melting were identified. The major contributor to costs of disposing of TRU wastes in a defense waste repository is waste processing costs. Repository costs could become the dominant cost for disposing of TRU wastes in a commercial repository. It is recommended that cast and FUETAP cement and borosilicate glass waste-form systems be considered. 13 figures, 16 tables.

The U.S. Department of Energy (DOE) has prepared an environmental assessment (EA) (DOE/EA-0347) on the proposed surface remediation of the Maybell uranium mill processing site in Moffat County, Colorado. The mill site contains radioactively contaminated materials from processing uranium ore that would be stabilized in place at the existing tailings pile location. Based on the analysis in the EA, DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969, Public Law 91-190 (42 U.S.C. {section}4321 et seq.), as amended. Bench-scale co-processing economic assessment. Final report

The UOP Co-Processing scheme is a single-stage slurry catalyzed process in which petroleum vacuum resid and coal are simultaneously upgraded to a high-quality synthetic oil. A highly active dispersed catalyst has been developed which enables the operation of the co-processing unit at relatively moderate and high temperatures and relatively high pressure. Under the current contract, a multi-year research program was undertaken to study the technical and economic feasibility of this technology. All the contractual tasks were completed. Autoclave experiments were carried out to evaluate dispersed vanadium catalysts, molybdenum catalysts, and a less costly UOP-proprietary catalyst preparation technique. Autoclave experiments were also carried out in support of the continuous pilot plant unit operation and to study the effects of the process variables (pressure, temperature, and metal loading on the catalyst). A total of 24 continuous pilot plant runs were made. Research and development efforts during the pilot plant operations were concentrated on addressing the cost effectiveness of the UOP single-stage slurry catalyzed co-processing concept based on UOP experience gained in the previous DOE contract. To this end, effect of catalyst metal concentration was studied and a highly-active Mo-based catalyst was developed. This catalyst enabled successful long-term operation (924 hours) of the continuous bench-scale plant at highly severe operating conditions of 3,000 psig, 465{degree}C temperature, and 2:1 resid-to-MAF (moisture- and ash-free) coal ratio with 0.1 wt % active metal. The metal loading of the catalyst was low enough to consider the catalyst as a disposable slurry catalyst. Also, liquid recycle was incorporated in the pilot plant design to increase the, reactor back mixing and to increase the flow of liquid through the reactor (to introduce turbulence in the reactor) and to represent the design of a commercial-scale reactor.

The 2dF Galaxy Redshift Survey: the local E+A galaxy population

We select a sample of low-redshift (z ~ 0.1) E+A galaxies from the 2dF Galaxy Redshift Survey (2dFGRS). The spectra of these objects are defined by strong hydrogen Balmer absorption lines (H-delta, H-gamma, H-beta) combined with a lack of [OII] 3727A emission, together implying a recently-truncated burst of star formation. The E+A spectrum is thus a signpost to galaxies in the process of evolution. We quantify the local environments, clustering properties and luminosity function of the E+A galaxies. We find that the environments are consistent with the ensemble of 2dFGRS galaxies: low-redshift E+A systems are located predominantly in the field, existing as isolated objects or in poor groups. However, the luminosity distribution of galaxies selected using three Balmer absorption lines H-delta-gamma-beta appears more typical of ellipticals. Indeed, morphologically these galaxies are preferentially spheroidal (E/S0) systems. In a small but significant number we find evidence for recent major mergers, such as tidal tails. We infer that major mergers are one important formation mechanism for E+A galaxies, as suggested by previous studies. At low redshift the merger probability is high in the field and low in clusters, thus these recently-formed spheroidal systems do not follow the usual morphology-density relation for ellipticals. Regarding the selection of E+A galaxies: we find that basing the Balmer-line criterion solely on H-delta absorption leads to a significant sub-population of disk systems with detectable H-alpha emission. In these objects the [OII] emission is presumably either obscured by dust or present with a low signal-to-noise ratio, whilst the (H-gamma, H-beta) absorption features are subject to emission-filling.

This report summarizes the results of an energy and water conservation assessment of the Radiochemical Processing Laboratory (RPL) at Pacific Northwest National Laboratory (PNNL). The assessment was performed in October 2013 by engineers from the PNNL Building Performance Team with the support of the dedicated RPL staff and several Facilities and Operations (F&O) department engineers. The assessment was completed for the Facilities and Operations (F&O) department at PNNL in support of the requirements within Section 432 of the Energy Independence and Security Act (EISA) of 2007.

This EA evaluates the environmental impacts of a proposal to provide Federal funding to the Illinois Department of Commerce and Economic Opportunity (DCEO) under the State Energy Program (SEP). DCEO is seeking to provide $4 million of its SEP funds to Rockford Solar Partners LLC (RSP), who would use these funds for the design, permitting, and construction of a solar photovoltaic facility with a generating capacity of up to 20 megawatts (MW). DOE’s Proposed Action would authorize $4,025,000 million in grant expenditures. The total cost of Rockford Solar Partner’s proposed project would be approximately $127 million.
