    Liquid high-level nuclear waste at the Savannah River Site (SRS) will be immobilized by vitrification in borosilicate glass. The glass will be produced and poured into stainless steel canisters in the Defense Waste Processing Facility (DWPF). Other waste form producers, such as West Valley Nuclear Services (WVNS) and the Hanford Waste Vitrification Project (HWVP), will also immobilize high-level radioactive waste in borosilicate glass. The canistered waste will be stored temporarily at each facility for eventual permanent disposal in a geologic repository. The Department of Energy has defined a set of requirements for the canistered waste forms, the Waste Acceptance Product Specifications (WAPS). The current Waste Acceptance Primary Specification (WAPS) 1.3, the product consistency specification, requires the waste form producers to demonstrate control of the consistency of the final waste form using a crushed glass durability test, the Product Consistency Test (PCI). In order to be acceptable, a waste glass must be more durable during PCT analysis than the waste glass identified in the DWPF Environmental Assessment (EA). In order to supply all the waste form producers with the same standard benchmark glass, 1000 pounds of the EA glass was fabricated. The chemical analyses and characterization of the benchmark EA glass are reported. This material is now available to act as a durability and/or redox Standard Reference Material (SRM) for all waste form producers.

    This Environmental Assessment (EA) evaluates the differences in potential environmental impacts between two plutonium Special Isotope Separation (SIS) technologies: Atomic Vapor Laser Isotope Separation (AVLIS) and Molecular Laser Isotope Separation (MLIS). Both SIS technologies use PuO/sub 2/ as feed; AVLIS converts feed to plutonium metal and MLIS converts feed to PuF/sub 6/. The AVLIS process uses laser energy to selectively photoionize and electrostatically separate plutonium isotopes from an atomic vapor stream. The MLIS process uses laser energy to selectively disassociate specific isotopes of plutonium in the form of PuF/sub 6/ molecules to create PuF/sub 5/ for collection and further processing. Both processes produce plutonium metal as their product. An evaluation of differences in potential environmental impacts attributed to the construction of an SIS facility, based on either technology, included a comparison of construction materials, land areas required, and the size of the design and construction workforce. The differences in potential environmental impacts from operating an SIS facility were also compared. No large differences in potential environmental impacts would be expected from the use of process chemicals. An AVLIS or an MLIS facility would produce operating effluents that would meet all applicable radiation, chemical, and hazardous waste standards and would be constructed to protect workers, the public and the environment. This EA has not revealed any significant differences in the potential environmental impacts that could occur as a result of deploying either the AVLIS or the MLIS Special Isotope Separation technology.

    Environmental assessment (EA) follow-up provides a means for monitoring and evaluating the implementation of environmental impact studies. It is integral to the success or failure of a project or program. In spite of its importance, very little attention is given to the need for follow-up programs in most jurisdictions in Africa. Using a case study in the Ghanaian mining sector, this paper explores the challenges and opportunities within the country's EA process for an effective follow-up program. The paper is based on informal interviews, content analysis of relevant publications, official EA documents, and internet searches. The authors suggest a standard EA follow-up program to be formalized as an integral part of Ghana's environmental assessment policy. They also propose a follow-up process that harnesses existing opportunities within the country's EA system. This approach can be replicated in other African countries.

    This Process Waste Assessment was conducted to evaluate hazardous wastes generated in the Paint Shop, Building 913, Room 130. Special attention is given to waste streams generated by the spray painting process because it requires a number of steps for preparing, priming, and painting an object. Also, the spray paint booth covers the largest area in R-130. The largest and most costly waste stream to dispose of is {open_quote}Paint Shop waste{close_quotes} -- a combination of paint cans, rags, sticks, filters, and paper containers. These items are compacted in 55-gallon drums and disposed of as solid hazardous waste. Recommendations are made for minimizing waste in the Paint Shop. Paint Shop personnel are very aware of the need to minimize hazardous wastes and are continuously looking for opportunities to do so.

  18. Actinide solution processing at the Rocky Flats Environmental Technology Site

    The Department of Energy (DOE) has prepared an Environmental Assessment (EA), DOE/EA-1039, for radioactive solution removal and processing at Rocky Flats Environmental Technology Site, Golden, Colorado. The proposal for solution removal and processing is in response to independent safety assessments and an agreement with the State of Colorado to remove mixed residues at Rocky Flats and reduce the risk of future accidents. Monthly public meetings were held during the scoping and preparation of the EA. The scope of the EA included evaluations of alternative methods and locations of solution processing. A comment period from February 20, 1995 through March 21, 1995 was provided to the public and the State of Colorado to offer written comment on the EA. Comments were received from the State of Colorado and the U.S. Environmental Protection Agency. A response to the agency comments is included in the Final EA.

    This process Waste Assessment was conducted on the Electroplating Research Facility to identify waste generating processes with the goal of minimizing hazardous wastes. The primary focus was on the hazardous chemical and toxic waste streams with special attention given to the Oakite 90 alkaline cleaning solution. It was concluded that this facility, which contributes less than 1% of the hazardous wastes to the site`s overall waste stream, is committed to minimization of hazardous wastes. It is recommended that a research program be implemented to study the possibility of replacing the Oakite 90 cleaning solution with a less hazardous one and/or minimizing its volume of waste. Instituting a formal documentation system to keep track of the most used raw materials would be helpful also.

    A new method to study Extensive Air Shower (EAS) hadronic component is proposed. It is shown that addition of specific detectors for thermal neutron detection to a standard array for EAS study can significantly improve its performance. Results of CORSIKA based Monte Carlo simulations as well as preliminary experimental data are presented. A proposal of novel type of EAS array is given.

    The introduction of the hazards assessment process is to document the impact of the release of hazards at the Advanced Manufacturing Processes Laboratory (AMPL) that are significant enough to warrant consideration in Sandia National Laboratories` operational emergency management program. This hazards assessment is prepared in accordance with the Department of Energy Order 5500.3A requirement that facility-specific hazards assessments be prepared, maintained, and used for emergency planning purposes. This hazards assessment provides an analysis of the potential airborne release of chemicals associated with the operations and processes at the AMPL. This research and development laboratory develops advanced manufacturing technologies, practices, and unique equipment and provides the fabrication of prototype hardware to meet the needs of Sandia National Laboratories, Albuquerque, New Mexico (SNL/NM). The focus of the hazards assessment is the airborne release of materials because this requires the most rapid, coordinated emergency response on the part of the AMPL, SNL/NM, collocated facilities, and surrounding jurisdiction to protect workers, the public, and the environment.

  11. ChEAS Data: The Chequamegon Ecosystem Atmosphere Study

    The Chequamegon Ecosystem-Atmosphere Study (ChEAS) is a multi-organizational research effort studying biosphere/atmosphere interactions within a northern mixed forest in Northern Wisconsin. A primary goal is to understand the processes controlling forest-atmosphere exchange of carbon dioxide and the response of these processes to climate change. Another primary goal is to bridge the gap between canopy-scale flux measurements and the global CO2 flask sampling network. The ChEAS flux towers participate in AmeriFlux, and the region is an EOS-validation site. The WLEF tower is a NOAA-CMDL CO2 sampling site. ChEAS sites are primarily located within or near the Chequamegon-Nicolet National Forest in northern Wisconsin, with one site in the Ottawa National Forest in the upper peninsula of Michigan. Current studies observe forest/atmosphere exchange of carbon dioxide at canopy and regional scales, forest floor respiration, photosynthesis and transpiration at the leaf level and use models to scale to canopy and regional levels. EOS-validation studies quantitatively assess the land cover of the area using remote sensing and conduct extensive ground truthing of new remote sensing data (i.e. ASTER and MODIS). Atmospheric remote sensing work is aimed at understanding atmospheric boundary layer dynamics, the role of entrainment in regulating the carbon dioxide mixing ratio profiles through the lower troposphere, and feedback between boundary layer dynamics and vegetation (especially via the hydrologic cycle). Airborne studies have included include balloon, kite and aircraft observations of the CO2 profile in the troposphere.

    The US Department of Energy (DOE) has completed an environmental assessment (DOE/EA-1414) for the proposed implementation of the authorized limits process for waste acceptance at the C-746-U Landfill at the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, Kentucky. Based on the results of the impact analysis reported in the EA, which is incorporated herein by this reference, DOE has determined that the proposed action is not a major Federal action that would significantly affect the quality of the human environment within the context of the ''National Environmental Policy Act of 1969'' (NEPA). Therefore preparation of an environmental impact statement is not necessary, and DOE is issuing this Finding of No Significant Impact (FONSI).

  15. Environmental assessment of remedial action at the Naturita Uranium processing site near Naturita, Colorado. Revision 1

    The proposed remedial action for the Naturita processing site is relocation of the contaminated materials and debris to the Dry Flats disposal site, 6 road miles (mi) [ 1 0 kilometers (km)] to the southeast. At the disposal site, the contaminated materials would be stabilized and covered with layers of earth and rock. The proposed disposal site is on land administered by the Bureau of Land Management (BLM) and used primarily for livestock grazing. The final disposal site would cover approximately 57 ac (23 ha), which would be permanently transferred from the BLM to the DOE and restricted from future uses. The remedial action activities would be conducted by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project. The remedial action would result in the loss of approximately 164 ac (66 ha) of soils, but 132 ac (53 ha) of these soils are contaminated and cannot be used for other purposes. Another 154 ac (62 ha) of soils would be temporarily disturbed. Approximately 57 ac (23 ha) of open range land would be permanently removed from livestock grazing and wildlife use. The removal of the contaminated materials would affect the 1 00-year floodplain of the San Miguel River and would result in the loss of riparian habitat along the river. The southwestern willow flycatcher, a Federal candidate species, may be affected by the remedial action, and the use of water from the San Miguel River ``may affect`` the Colorado squawfish, humpback chub, bonytail chub, and razorback sucker. Traffic levels on State Highways 90 and 141 would be increased during the remedial action, as would the noise levels along these transportation routes. Measures for mitigating the adverse environmental impacts of the proposed remedial action are discussed in Section 6.0 of this environmental assessment (EA).

    This paper represents the Department of Energy Office of Nonproliferation Research and Development (NA-22) Simulations, Algorithms and Modeling (SAM) Program's first effort to identify and frame analytical methods and tools to aid export control professionals in effectively predicting proliferation intent; a complex, multi-step and multi-agency process. The report focuses on analytical modeling methodologies that alone, or combined, may improve the proliferation export control license approval process. It is a follow-up to an earlier paper describing information sources and environments related to international nuclear technology transfer. This report describes the decision criteria used to evaluate modeling techniques and tools to determine which approaches will be investigated during the final 2 years of the project. The report also details the motivation for why new modeling techniques and tools are needed. The analytical modeling methodologies will enable analysts to evaluate the information environment for relevance to detecting proliferation intent, with specific focus on assessing risks associated with transferring dual-use technologies. Dual-use technologies can be used in both weapons and commercial enterprises. A decision-framework was developed to evaluate which of the different analytical modeling methodologies would be most appropriate conditional on the uniqueness of the approach, data availability, laboratory capabilities, relevance to NA-22 and Office of Arms Control and Nonproliferation (NA-24) research needs and the impact if successful. Modeling methodologies were divided into whether they could help micro-level assessments (e.g., help improve individual license assessments) or macro-level assessment. Macro-level assessment focuses on suppliers, technology, consumers, economies, and proliferation context. Macro-level assessment technologies scored higher in the area of uniqueness because less work has been done at the macro level. An approach to developing testable hypotheses for the macro-level assessment methodologies is provided. The outcome of this works suggests that we should develop a Bayes Net for micro-level analysis and continue to focus on Bayes Net, System Dynamics and Economic Input/Output models for assessing macro-level problems. Simultaneously, we need to develop metrics for assessing intent in export control, including the risks and consequences associated with all aspects of export control.

    This report represents a technical assessment of the following advanced coal gasification processes: AVCO High Throughput Gasification (HTG) Process, Bell Single - Stage High Mass Flux (HMF) Process, Cities Service/Rockwell (CS/R) Hydrogasification Process, and the Exxon Catalytic Coal Gasification (CCG) Process. Each process is evaluated for its potential to produce SNG from a bituminous coal. In addition to identifying the new technology these processes represent, key similarities/differences, strengths/weaknesses, and potential improvements to each process are identified. The AVCO HTG and the Bell HMF gasifiers share similarities with respect to: short residence time (SRT), high throughput rate, slagging and syngas as the initial raw product gas. The CS/R Hydrogasifier is also SRT but is non-slagging and produces a raw gas high in methane content. The Exxon CCG gasifier is a long residence time, catalytic fluidbed reactor producing all of the raw product methane in the gasifier.

  19. Plantwide Energy Assessment of a Sugarcane Farming and Processing Facility

    A plantwide energy assessment was performed at Hawaiian Commercial & Sugar Co., an integrated sugarcane farming and processing facility on the island of Maui in the State of Hawaii. There were four main tasks performed for the plantwide energy assessment: 1) pump energy assessment in both field and factory operations, 2) steam generation assessment in the power production operations, 3) steam distribution assessment in the sugar manufacturing operation, and 4) electric power distribution assessment of the company system grid. The energy savings identified in each of these tasks were summarized in terms of fuel savings, electricity savings, or opportunity revenue that potentially exists mostly from increased electric power sales to the local electric utility. The results of this investigation revealed eight energy saving projects that can be implemented at HC&S. These eight projects were determined to have potential for $1.5 million in annual fuel savings or 22,337 MWh equivalent annual electricity savings. Most of the savings were derived from pump efficiency improvements and steam efficiency improvements both in generation and distribution. If all the energy saving projects were implemented and the energy savings were realized as less fuel consumed, there would be corresponding reductions in regulated air pollutants and carbon dioxide emissions from supplemental coal fuel. As HC&S is already a significant user of renewable biomass fuel for its operations, the projected reductions in air pollutants and emissions will not be as great compared to using only coal fuel for example. A classification of implementation priority into operations was performed for the identified energy saving projects based on payback period and ease of implementation.

    The Proposed Action includes the following principal elements: (1) The accelerated plugging and abandoning of uneconomic wells over the next six years. Uneconomic wells are operating wells which can no longer cover their direct and indirect costs. DOE estimates that there are 900 wells to be plugged and abandoned over the next six years, leaving approximately 200 wells for transfer by 2003. (2) Complete reclamation and restoration of abandoned sites. Restoration would include dismantling surface facilities, batteries, roads, test satellites, electrical distribution systems and associated power poles, when they are no longer needed for production. Soil contaminated by hydrocarbons would be biologically treated. Roads, facilities, batteries, and well sites would be ripped up, recontoured, disked and seeded with native vegetation. (3) The continued development of the Rocky Mountain Oilfield Testing Center (RMOTC) through the establishment of a consortium of university, state and private institutions. RMOTC would continue to provide facilities and support to government and private industry for testing and evaluating new oilfield and environmental technologies. Based on the findings of the EA, DOE has determined that the proposal does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of NEPA. Therefore, an environmental impact statement is not required.

    This report presents the results of a project sponsored by the Morgantown Energy Technology Center (METC). The purpose of the study was to perform an economic and market assessment of advanced flue gas desulfurization (FGD) processes for application to coal-fired electric utility plants. The time period considered in the study is 1981 through 1990, and costs are reported in 1980 dollars. The task was divided into the following four subtasks: (1) determine the factors affecting FGD cost evaluations; (2) select FGD processes to be cost-analyzed; (3) define the future electric utility FGD system market; and (4) perform cost analyses for the selected FGD processes. The study was initiated in September 1979, and separate reports were prepared for the first two subtasks. The results of the latter two subtasks appear only in this final reprot, since the end-date of those subtasks coincided with the end-date of the overall task. The Subtask 1 report, Criteria and Methods for Performing FGD Cost Evaluations, was completed in October 1980. A slightly modified and condensed version of that report appears as appendix B to this report. The Subtask 2 report, FGD Candidate Process Selection, was completed in January 1981, and the principal outputs of that subtask appear in Appendices C and D to this report.

    The UOP Co-Processing scheme is a single-stage slurry catalyzed process in which petroleum vacuum resid and coal are simultaneously upgraded to a high-quality synthetic oil. A highly active dispersed catalyst has been developed which enables the operation of the co-processing unit at relatively moderate and high temperatures and relatively high pressure. Under the current contract, a multi-year research program was undertaken to study the technical and economic feasibility of this technology. All the contractual tasks were completed. Autoclave experiments were carried out to evaluate dispersed vanadium catalysts, molybdenum catalysts, and a less costly UOP-proprietary catalyst preparation technique. Autoclave experiments were also carried out in support of the continuous pilot plant unit operation and to study the effects of the process variables (pressure, temperature, and metal loading on the catalyst). A total of 24 continuous pilot plant runs were made. Research and development efforts during the pilot plant operations were concentrated on addressing the cost effectiveness of the UOP single-stage slurry catalyzed co-processing concept based on UOP experience gained in the previous DOE contract. To this end, effect of catalyst metal concentration was studied and a highly-active Mo-based catalyst was developed. This catalyst enabled successful long-term operation (924 hours) of the continuous bench-scale plant at highly severe operating conditions of 3,000 psig, 465{degree}C temperature, and 2:1 resid-to-MAF (moisture- and ash-free) coal ratio with 0.1 wt % active metal. The metal loading of the catalyst was low enough to consider the catalyst as a disposable slurry catalyst. Also, liquid recycle was incorporated in the pilot plant design to increase the, reactor back mixing and to increase the flow of liquid through the reactor (to introduce turbulence in the reactor) and to represent the design of a commercial-scale reactor.

    This document is the first volume of a two-volume NUREG/CR. It describes a four-phase approach for developing criteria that can be used for assessing the adequacy of severe accident management plans for nuclear power plants. The general attributes of accident management plans (Phase 1) are identified, and a process for developing and implementing severe accident management plans (Phase 2) is described. This process is based on a prototype process described in NUREG/CR-5543. The prototype process was revised using results from an evaluation of this process (Phase 3), which is documented in Volume 2.     The Department of Energy, Rocky Flats Office, Safety and Health Group, Health Physics Team (HPT) is responsible for oversight of the Radiation Protection and Health Physics Program (RPHP) of the Integrating Management Contractor (IMC), Kaiser-Hill (K-H) operations at the Rocky Flats Environmental Technology Site (RFETS). As of 1 January 1996 the Rocky Flats Plant employed 300 DOE and 4,300 contractor personnel (K-H and their subcontractors). WSI is a subcontractor and provides plant security. To accomplish the RPHP program oversight HPT personnel developed a systematic methodology for performing a functional RPHP Assessment. The initial process included development of a flow diagram identifying all programmatic elements and assessment criteria documents. Formulation of plans for conducting interviews and performance of assessments constituted the second major effort. The generation of assessment reports was the final step, based on the results of this process. This assessment will be a 6 person-year effort, over the next three years. This process is the most comprehensive assessment of any Radiation Protection and Health Physics (RPHP) Program ever performed at Rocky Flats. The results of these efforts will establish a baseline for future RPHP Program assessments at RFETS. This methodology has been well-received by contractor personnel and creates no Privacy Act violations or other misunderstandings.

    There is increasing interest in Health Impact Assessment in planning. This paper describes the results of different approaches to health impact assessment (HIA) conducted in 10 municipalities and one county in Minnesota. The paper outlines the HIA processes, outputs, and short-term outcomes concluding that it is important to engage a diverse group of stakeholders. Overall, HIA is potentially an important new tool in the planning toolkit. Strategic use of HIA to evaluate draft plans and inform plan updates and project redesigns can help raise awareness about health issues and focus planning on important human problems.

    The U.S. Department of Energy (DOE) has prepared an environmental assessment (EA) (DOE/EA-0339) of the proposed remedial action at two uranium processing sites near Slick Rock in San Miguel County, Colorado. These sites contain radioactively contaminated materials that would be removed and stabilized at a remote location. Based on the information and analyses in the EA, the DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321 et seq.), as amended. Therefore, preparation of an environmental impact statement is not required, and the DOE is issuing this Finding of No Significant Impact (ONSI).

    Preliminary process economics data for the electrogenerative process to manufacture acetaldehyde from ethanol were generated based on patent information. The technology was assessed in four alternative processing options. The Electrohol process is viable in the US only if integrated to the production of 190 pf ethanol from corn in a large scale unit. To be competitive, the Electrohol process must show yields in excess of 93%. Its attractiveness depends on corn prices remaining under $2.90/bu and DDG selling for more than $132/T. A corn price of $2.00/bu is needed to make a farm-size corn-based processing alternative competitive. A plant based on the fermentation of molasses proved too expensive under the US economic assumptions. The Electrohol technology based on purchased ethanol cannot compete with the existing ethylene-based process under current conditions. To become attractive, the Electrohol process must have access to cheap ethanol ($1.43/gal). The zero electricity generation mode is the most attractive mode of operation for the Electrohol technology in the US. The penalty for low levels of generation (0.130 kwh/kg AcH) is, however, negligible. The optimum operating mode in W. Europe is the generation of 0.312 kwh/kg AcH. In Japan, the low generation level is perferred (0.130 kwh/kg AcH). In general, higher energy prices improve the competitiveness of the Electrohol processing alternatives.

    Energy conservation projects involving high-temperature processes in various stages of development are assessed to quantify their energy conservation potential; to determine their present status of development; to identify their research and development needs and estimate the associated costs; and to determine the most effective role for the Federal government in developing these technologies. The program analyzed 25 energy conserving processes in the iron and steel, aluminium, copper, magnesium, cement, and glassmaking industries.     The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic University’s South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMREC’s experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

  6. Assessment of Controlling Processes for Field-Scale Uranium Reactive Transport under Highly Transient Flow Conditions

    This paper presents the results of a comprehensive model-based analysis of a uranium tracer test conducted at the U.S Department of Energy Hanford 300 Area (300A) IFRC site. A three-dimensional multi-component reactive transport model was employed to assess the key factors and processes that control the field-scale uranium reactive transport. Taking into consideration of relevant physical and chemical processes, the selected conceptual/numerical model replicates the spatial and temporal variations of the observed U(VI) concentrations reasonably well in spite of the highly complex field conditions. A sensitivity analysis was performed to interrogate the relative importance of various processes and factors for reactive transport of U(VI) at the field-scale. The results indicate that multi-rate U(VI) sorption/desorption, U(VI) surface complexation reactions, and initial U(VI) concentrations were the most important processes and factors controlling U(VI) migration. On the other hand, cation exchange reactions, the choice of the surface complexation model, and dual-domain mass transfer processes, which were previously identified to be important in laboratory experiments, played less important roles under the field-scale experimental condition at the 300A site. However, the model simulations also revealed that the groundwater chemistry was relatively stable during the uranium tracer experiment and therefore presumably not dynamic enough to appropriately assess the effects of ion exchange reaction and the choice of surface complexation models on U(VI) sorption and desorption. Furthermore, it also showed that the field experimental duration (16 days) was not sufficiently long to precisely assess the role of a majority of the sorption sites that were accessed by slow kinetic processes within the dual domain model. The sensitivity analysis revealed the crucial role of the intraborehole flow that occurred within the long-screened monitoring wells and thus significantly affected both field-scale measurements and simulated U(VI) concentrations as a combined effect of aquifer heterogeneity and highly dynamic flow conditions. Overall, this study, which provides one of the few detailed and highly data-constrained uranium transport simulations, highlights the difference in controlling processes between laboratory and field scale that prevent a simple direct upscaling of laboratory-scale models.

  16. Biological assessment of remedial action at the abandoned uranium mill tailings site near Naturita, Colorado

    Pursuant to the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, the U.S. Department of Energy (DOE) is proposing to conduct remedial action to clean up the residual radioactive materials (RRM) at the Naturita uranium processing site in Colorado. The Naturita site is in Montrose County, Colorado, and is approximately 2 miles (mi) (3 kilometer [km]) from the unincorporated town of Naturita. The proposed remedial action is to remove the RRM from the Naturita site to the Upper Burbank Quarry at the Uravan disposal site. To address the potential impacts of the remedial action on threatened and endangered species, the DOE prepared this biological assessment. Informal consultations with the U.S. Department of the Interior, Fish and Wildlife Service (FWS) were initiated in 1986, and the FWS provided a list of the threatened and endangered species that may occur in the Naturita study area. This list was updated by two FWS letters in 1988 and by verbal communication in 1990. A biological assessment was included in the environmental assessment (EA) of the proposed remedial action that was prepared in 1990. This EA addressed the impacts of moving the Naturita RRM to the Dry Flats disposal site. In 1993, the design for the Dry Flats disposal alternative was changed. The FWS was again consulted in 1993 and provided a new list of threatened and endangered species that may occur in the Naturita study area. The Naturita EA and the biological assessment were revised in response to these changes. In 1994, remedial action was delayed because an alternate disposal site was being considered. The DOE decided to move the FIRM at the Naturita site to the Upper Burbank Quarry at the Uravan site. Due to this delay, the FWS was consulted in 1995 and a list of threatened and endangered species was provided. This biological assessment is a revision of the assessment attached to the Naturita EA and addresses moving the Naturita RRM to the Upper Burbank Quarry disposal site.

    A Technology Readiness Assessment (TRA) is a systematic, metric-based process and accompanying report that evaluates the maturity of the technologies used in systems; it is designed to measure technology maturity using the Technology Readiness Level (TRL) scale pioneered by the National Aeronautics and Space Administration (NASA) in the 1980's. More recently, DoD has adopted and provided systematic guidance for performing TRAs and determining TRLs. In 2007 the GAO recommended that the DOE adopt the NASA/DoD methodology for evaluating technology maturity. Earlier, in 2006-2007, DOE-EM had conducted pilot TRAs on a number of projects at Hanford and Savannah River. In March 2008, DOE-EM issued a process guide, which established TRAs as an integral part of DOE-EM's Project Management Critical Decision Process. Since the development of its detailed TRA guidance in 2008, DOE-EM has continued to accumulate experience in the conduct of TRAs and the process for evaluating technology maturity. DOE has developed guidance on TRAs applicable department-wide. DOE-EM's experience with the TRA process, the evaluations that led to recently developed proposed revisions to the DOE-EM TRA/TMP Guide; the content of the proposed changes that incorporate the above lessons learned and insights are described.     The paper describes the original proposal of ways of solution and function of the program equipment for assessment of the process of casting slabs. The program system LITIOS was developed and implemented in EVRAZ Vitkovice Steel Ostrava on the equipment of continuous casting of steel (further only ECC). This program system works on the data warehouse of technological parameters of casting and quality parameters of slabs. It enables an ECC technologist to analyze the course of casting melt and with using statistics methods to set the influence of single technological parameters on the duality of final slabs. The system also enables long term monitoring and optimization of the production.

This study focuses on directly assessing the impact of two different thermochemical conversion technologies on the microalgae to biofuel process through life cycle assessment. A system boundary of a “well to pump” (WTP) is defined and includes sub-process models of the growth, dewatering, thermochemical bio-oil recovery, bio-oil stabilization, conversion to renewable diesel, and transport to the pump. Models were validated with experimentalmore »and literature data and are representative of an industrial-scale microalgae to biofuel process. Two different thermochemical bio-oil conversion systems are modeled and compared on a systems level, hydrothermal liquefaction (HTL) and pyrolysis. The environmental impact of the two pathways were quantified on the metrics of net energy ratio (NER), defined here as energy consumed over energy produced, and greenhouse gas (GHG) emissions. Results for WTP biofuel production through the HTL pathway were determined to be 1.23 for the NER and GHG emissions of -11.4 g CO2 eq (MJ renewable diesel)-1. WTP biofuel production through the pyrolysis pathway results in a NER of 2.27 and GHG emissions of 210 g CO2 eq (MJ renewable diesel)-1. The large environmental impact associated with the pyrolysis pathway is attributed to feedstock drying requirements and combustion of co-products to improve system energetics. Discussion focuses on a detailed breakdown of the overall process energetics and GHGs, impact of modeling at laboratory- scale compared to industrial-scale, environmental impact sensitivity to engineering systems input parameters for future focused research and development and a comparison of results to literature.« less

    The U.S. Department of Energy (DOE) Clean Coal Technology (CCT) Program seeks to offer the energy marketplace more efficient and environmentally benign coal utilization technology options by demonstrating them in industrial settings. This document is a DOE post-project assessment (PPA) of one of the projects selected in Round III of the CCT Program, the commercial-scale demonstration of the Liquid Phase Methanol (LPMEOH{trademark}) Process, initially described in a Report to Congress by DOE in 1992. Methanol is an important, large-volume chemical with many uses. The desire to demonstrate a new process for the production of methanol from coal, prompted Air Products and Chemicals, Inc. (Air Products) to submit a proposal to DOE. In October 1992, DOE awarded a cooperative agreement to Air Products to conduct this project. In March 1995, this cooperative agreement was transferred to Air Products Liquid Phase Conversion Company, L.P. (the Partnership), a partnership between Air Products and Eastman Chemical Company (Eastman). DOE provided 43 percent of the total project funding of $213.7 million. Operation of the LPMEOH Demonstration Unit, which is sited at Eastman's chemicals-from-coal complex in Kingsport, Tennessee, commenced in April 1997. Although operation of the CCT project was completed in December 2002, Eastman continues to operate the LPMEOH Demonstration Unit for the production of methanol. The independent evaluation contained herein is based primarily on information from Volume 2 of the project's Final Report (Air Products Liquid Phase Conversion Co., L.P. 2003), as well as other references cited.

    A multi-faceted study was initiated in November 1993 to provide assurance that needed testing capabilities, facilities, and support infrastructure (sampling systems, casks, transportation systems, permits, etc.) would be available when needed for process and equipment development to support pretreatment and vitrification facility design and construction schedules. This first major report provides a snapshot of the known testing needs for pretreatment, low-level waste (LLW) and high-level waste (HLW) vitrification, and documents the results of a series of preliminary studies and workshops to define the issues needing resolution by cold or hot testing. Identified in this report are more than 140 Hanford Site tank waste pretreatment and LLW/HLW vitrification technology issues that can only be resolved by testing. The report also broadly characterizes the level of testing needed to resolve each issue. A second report will provide a strategy(ies) for ensuring timely test capability. Later reports will assess the capabilities of existing facilities to support needed testing and will recommend siting of the tests together with needed facility and infrastructure upgrades or additions.

    US industry produces about 12 billion tons of waste a year, or two-thirds of the waste generated in the US. The costs of handling and disposing of these wastes are significant, estimated to be between $25 and $43 billion in 1991, and represent an increase of 66% since 1986. US industry also uses about one-third of all energy consumed in the nation, which adds to the environmental burden. Industrial wastes affect the environmental well-being of the nation and, because of their growing costs, the competitive abilities of US industry. As part of a national effort to reduce industrial wastes, the US Congress passed the Energy Policy Act (EPAct, P.L. 102-486). Section 2108, subsections (b) and (c), of EPAct requires the Department of Energy (DOE) to identify opportunities to demonstrate energy efficient pollution prevention technologies and processes; to assess their availability and the energy, environmental, and cost effects of such technologies; and to report the results. Work for this report clearly pointed to two things, that there is insufficient data on wastes and that there is great breadth and diversity in the US industrial sector. This report identifies: information currently available on industrial sector waste streams, opportunities for demonstration of energy efficient pollution prevention technologies in two industries that produce significant amounts of waste--chemicals and petroleum, characteristics of waste reducing and energy saving technologies identifiable in the public literature, and potential barriers to adoption of waste reducing technologies by industry.

    Based on MAKET-ANI EAS data the distributions of equatorial coordinates of EAS core directions are obtained in the knee region. Anisotropy of primary cosmic rays is displayed only by declination equatorial coordinates (20+/-3 degrees) at primary energies more than 5-10 PeV.
