    In 1978, ships began unloading LNG from Algeria at Cove Point`s berthing facilities 1.25 miles offshore. An underwater pipeline transported the LNG to land, where it was stored in the terminal`s four 140-foot-high cryogenic storage tanks. When the LNG was needed, the terminals 10 vaporizers converted it back to gas for send out via an 87-mile-long, 36-inch-diameter pipeline linking the terminal with interstate pipelines of CNG Transmission Corp. and Columbia Gas Transmission Corp. in Loudon County, Va. But Cove Point handled only about 80 shiploads of LNG before shutting down in December 1980, after a dispute about gas prices between US customers and Algeria. The plant sat dormant until the natural gas industry`s deregulation under Order 636. Deregulation resulted in major pipelines abandoning their sales service, and gas distributors and large customers found it was now their obligation to ensure that they had adequate gas supplies during winter peak-demand periods. Enter Cove Point`s peaking capabilities. They had to add the liquefaction unit and recommission other parts of the plant, but the timing was right. Cove Point`s new liquefaction unit is liquefying about 15 million cubic feet (MMcf) of LNG per day of domestic gas. It chills the gas to {minus}260 degrees Fahrenheit to turn it into a liquid for injection and storage in one of the facility`s double-walled insulated tanks. During its initial injection season, which ends Dec. 15, Cove Point is expected to produce enough LNG to almost fill one tank, which can store up to 1.25 billion cubic feet (Bcf). Were the gas not intended for peak-shaving purposes, it would be enough to supply 14,000 homes for a year. As it is, most of the gas will be returned as pipeline gas, during next January and February`s expected cold snaps, to the utilities and users who supplied it. Cove Point`s initial daily sendout capacity is about 400 MMcf.

    The Federal Energy Regulatory Commission (FERC) prepared an EA that examined the potential environmental impacts of a proposal to add natural gas liquefaction and exportation capabilities to the existing Cove Point LNG Terminal. DOE, Office of Fossil Energy, was a cooperating agency because it had an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it found that the import or export is not consistent with the public interest. DOE adopted FERC’s EA and issued a Finding of No Significant Impact.

    The code verification (COVE) activity of the Nevada Nuclear Waste Storage Investigations (NNWSI) Project is the first step in certification of flow and transport codes used for NNWSI performance assessments of a geologic repository for disposing of high-level radioactive wastes. The goals of the COVE activity are (1) to demonstrate and compare the numerical accuracy and sensitivity of certain codes, (2) to identify and resolve problems in running typical NNWSI performance assessment calculations, and (3) to evaluate computer requirements for running the codes. This report describes the work done for COVE 1, the first step in benchmarking some of the codes. Isothermal calculations for the COVE 1 benchmarking have been completed using the hydrologic flow codes SAGUARO, TRUST, and GWVIP; the radionuclide transport codes FEMTRAN and TRUMP; and the coupled flow and transport code TRACR3D. This report presents the results of three cases of the benchmarking problem solved for COVE 1, a comparison of the results, questions raised regarding sensitivities to modeling techniques, and conclusions drawn regarding the status and numerical sensitivities of the codes. 30 refs.

    The purpose of the the Code Verification (COVE) 2A benchmarking activity is to assess the numerical accuracy of several computer programs for the Yucca Mountain Site Characterization Project of the Department of Energy. This paper presents a brief description of the computer program TOSPAC and a discussion of the calculational effort and results generated by TOSPAC for the COVE 2A problem set. The calculations were performed twice. The initial calculations provided preliminary results for comparison with the results from other COVE 2A participants. TOSPAC was modified in response to the comparison and the final calculations included a correction and several enhancements to improve efficiency. 8 refs.

    The proposed Half Moon Cove Tidal Power Project would be located in a small cove in the northern part of Cobscook Bay in the vicinity of Eastport, Maine. The project would be the first tidal electric power generating plant in the United States of America. The basin impounded by the barrier when full will approximate 1.2 square miles. The average tidal range at Eastport is 18.2 feet. The maximum spring tidal range will be 26.2 feet and the neap tidal range 12.8 feet. The project will be of the single pool-type single effect in which generation takes place on the ebb tide only. Utilizing an average mean tidal range of 18.2 feet the mode of operation enables generation for approximately ten and one-half (10-1/2) hours per day or slightly in excess of five (5) hours per tide. The installed capacity will be 12 MW utilizing 2 to 6 MW units. An axial flow, or Bulb type of turbine was selected for this study.

    The International Joint Commission (IJC) in a recently published report states that various clean-up techniques have resulted in significantly cleaner lakes than 20 years ago. Both the US EPA and Environment Canada have passed laws that require emissions controls on significant sources of contaminants. Improved emission controls have played a large part in the reduced pollution levels to the Great Lakes. Improved controls have significantly reduced the pollutants deposited to both land and water. This paper will discuss a Risk Analysis for the emissions from a Hospital in Rochester, New York. Current New York Department of Environmental Conservation (DEC) regulations require emission controls on such incinerators. This hospital has added both a scrubber and a bag house to control emissions. Twenty years ago, such incinerators, like many other emission sources would not have had control devices. New York`s Department of Environmental Conservation requires, as part of the Permitting process, that an Impact Analysis and if required, a multipathway Health Risk Assessment (HRA) be performed for all Medical Waste Incinerators before a Permit can be issued. This insures that the emissions will not create a health hazard to humans. Such an analysis was performed for a new 1,000 lb/hr Medical Waste Incinerator (MWI) installed in the North-East part of Rochester, New York. An Air Quality Impact Assessment (AQIA) based on an actual stack test indicated that this facility`s dioxin emissions would exceed the NY DEC Guideline levels. The Carcinogenic Risk (of death) for our most exposed individual (MEI) was calculated to be 8.75 E{sup {minus}06} (<1:100,000). The Hazard Index calculated for this MEI was 0.43. Hazard Index`s less then 1 are considered a reasonable risk. Health risk assessments are by design, very conservative. EPA sources have concluded that calculated death risks between one (1) and one hundred (100) per million are not excessive.

    The Tennessee Valley Authority (TVA) is required by the National Pollutant Discharge Elimination System (NPDES) Permit for Sequoyah Nuclear Plant (SQN) to conduct and report annually a nonradiological operational monitoring program to evaluate potential effects of SQN on Chickamauga Reservoir. This monitoring program was initially designed to identify potential changes in water quality and biological communities in Chickamauga Reservoir resulting from operation of SQU. Chickamauga Reservoir cove rotenone sampling has also been conducted as part of the preoperational monitoring program for Watts Bar Nuclear Plant (WBN) to evaluate the combined effects of operating two nuclear facilities on one reservoir once WBU becomes operational. The purpose of this report is to present results of cove rotenone sampling conducted on Chickamauga Reservoir in 1992.

    Six steady-state and six transient benchmarking calculations have been performed, using the finite element code NORIA, to simulate one-dimensional infiltration into Yucca Mountain. These calculations were made to support the code verification (COVE 2A) activity for the Yucca Mountain Site Characterization Project. COVE 2A evaluates the usefulness of numerical codes for analyzing the hydrology of the potential Yucca Mountain site. Numerical solutions for all cases were found to be stable. As expected, the difficulties and computer-time requirements associated with obtaining solutions increased with infiltration rate. 10 refs., 128 figs., 5 tabs.

    This report addresses the adequacy of Ocean Thermal Corporation's socioeconomic impact assessment of its 40-MWe closed-cycle ocean thermal energy conversion (OTEC) pilot plant proposed for Kahe Point, Oahu, Hawaii. The socioeconomic impacts identified as relevant to the plant were assessed in detail, including potential economic-demographic, public-service and fiscal, ocean-use, aesthetic, cultural, and energy impacts. The economic-demographic impact assessment does not estimate the full extent of population and income changes or second-order effects associated with the plant. There is no subjective assessment of perceptions on the part of local communities concerning probable changes in land values, housing, and population. Anticipated public-service and fiscal impacts are found to be relatively unimportant; however, the measurement of the impact of the plant on tax revenues needs improvement. The assessment does not sufficiently consider the objective and subjective assessment of ocean-use, aesthetic, and cultural impacts, which are of major significance to the local communities. The quantification of physical impacts, perceptions of impacts, and potential mitigation measures is inadequate. The energy impacts need to be updated to reflect the recent declines in oil prices and price projections. An assessment of low-probability, high-risk occurrences may be necessary. 12 refs., 3 tabs.

    Federal Energy Regulatory Commission (FERC), with DOE as a cooperating agency, prepared an EIS to analyze the potential environmental impacts of a proposal to construct and operate the Jordan Cove Liquefaction and Pacific Connector Pipeline Projects, respectively a proposed new liquefied natural gas (LNG) export terminal and associated facilities in Coos County, Oregon, and a natural gas pipeline between the Malin Hub in Klamath County, Oregon, and the Jordan Cove terminal. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.

    The configuration and stability of the present coast line near Abalone Cove, on the south side of Palos Verdes Peninsula, California is related to the geology, oceanographic conditions, and recent and ancient landslide activity. This case study utilizes offshore high resolution seismic profiles, side-scan sonar, diving, and coring, to relate marine geology to the stability of a coastal region with known active landslides utilizing a desk top computer and off-the-shelf software. Electronic navigation provided precise positioning that when applied to computer generated charts permitted correlation of survey data needed to define the offshore geology and sea floor sediment patterns. A mackintosh desk-top computer and commercially available off-the-shelf software provided the analytical tools for constructing a base chart and a means to superimpose template overlays of topography, isopachs or sediment thickness, bottom roughness and sediment distribution patterns. This composite map of offshore geology and oceanography was then related to an extensive engineering and geological land study of the coastal zone forming Abalone Cove, an area of active landslides. Vibrocoring provided ground sediment data for high resolution seismic traverses. This paper details the systems used, present findings relative to potential landslide movements, coastal erosion and discuss how conclusions were reached to determine whether or not onshore landslide failures extend offshore.

    This report presents the preliminary preconceptual designs for two possible versions of the Next Generation Nuclear Plant (NGNP), one for a prismatic fuel type helium gas-cooled reactor and one for a pebble bed fuel helium gas reactor. Both designs are to meet three basic requirements: a coolant outlet temperature of 1000 C, passive safety, and a total power output consistent with that expected for commercial high-temperature gas-cooled reactors. The two efforts are discussed separately below. The analytical results presented in this report are very promising, however, we wish to caution the reader that future, more detailed, design work will be needed to provide final answers to a number of key questions including the allowable power level, the inlet temperature, the power density, the optimum fuel form, and others. The point design work presented in this report provides a starting point for other evaluations, and directions for the detailed design, but not final answers.

    Assessments are made of the benefits of the 1990 Clean Air Act Title IV (COVE), Phase 2, SO2 and NOX reduction provisions, to the visibility in typical eastern and western Class 1 areas. Probable bands of visibility impairment distribution curves are developed for Shenandoah National Park, Smoky Mountain National Park and the Grand Canyon National Park, based on the existing emissions, ``Base Case``, and for the COVE emission reductions, ``CAAA Case``. Emission projections for 2010 are developed with improved versions of the National Acid Precipitation Assessment Program emission projection models. Source-receptor transfer matrices created with the Advanced Statistical Trajectory Regional Air Pollution (ASTRAP) model are used with existing emission inventories and with the emission projections to calculate atmospheric concentrations of sulfate and nitrate at the receptors of interest for existing and projected emission scenarios. The Visibility Assessment Scoping Model (VASM) is then used to develop distributions of visibility impairment. VASM combines statistics of observed concentrations of particulate species and relative humidity with ASTRAP calculations of the relative changes in atmospheric sulfate and nitrate particulate concentrations in a Monte Carlo approach to produce expected distributions of hourly particulate concentrations and RH. Light extinction relationships developed in theoretical and field studies are then used to calculate the resulting distribution of visibility impairment. Successive Monte Carlo studies are carried out to develop sets of visibility impairment distributions with and without the COVE emission reductions to gain insight into the detectability of expected visibility improvements.

    The U.S. Nuclear Regulatory Commission (USNRC) initiated a contract with Oak Ridge National Laboratory (ORNL) to calculate radiation dose rates to members of the public that may result from exposure to patients recently administered iodine-131 (131I) as part of medical therapy. The main purpose was to compare dose rate estimates based on a point source and target with values derived from more realistic simulations that considered the time-dependent distribution of 131I in the patient and attenuation of emitted photons by the patient’s tissues. The external dose rate estimates were derived using Monte Carlo methods and two representations of the Phantom with Movable Arms and Legs, previously developed by ORNL and the USNRC, to model the patient and a nearby member of the public. Dose rates to tissues and effective dose rates were calculated for distances ranging from 10 to 300 cm between the phantoms and compared to estimates based on the point-source method, as well as to results of previous studies that estimated exposure from 131I patients. The point-source method overestimates dose rates to members of the public in very close proximity to an 131I patient but is a broadly accurate method of dose rate estimation at separation distances of 300 cm or more at times closer to administration.

    Naval Station Treasure Island, Hunters Point Annex (HPA), an inactive Naval shipyard located on a peninsula in the San Francisco Bay, San Francisco, California, was listed for base closure in 1990. Metals, pesticides, radium-226, polychlorinated biphenyls (PCBs), polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds, semivolatile organic compounds, petroleum products, and asbestos have been found in various media such as soil, groundwater, surface water, air, and sediments. Navy contractors have identified 58 HPA areas where there may be contamination; investigations at these areas are ongoing.

    The development of precision pointing systems has been underway in Sandia's Electronic Systems Center for over thirty years. Important areas of emphasis are synthetic aperture radars and optical reconnaissance systems. Most applications are in the aerospace arena, with host vehicles including rockets, satellites, and manned and unmanned aircraft. Systems have been used on defense-related missions throughout the world. Presently in development are pointing systems with accuracy goals in the nanoradian regime. Future activity will include efforts to dramatically reduce system size and weight through measures such as the incorporation of advanced materials and MEMS inertial sensors.

    The Western Area Power Administration (Western), an agency of the United States Department of Energy, is proposing to construct the 115-kV Wolf Point Substation near Wolf Point in Roosevelt County, Montana (Figure 1). As part of the construction project, Western's existing Wolf Point Substation would be taken out of service. The existing 115-kV Wolf Point Substation is located approximately 3 miles west of Wolf Point, Montana (Figure 2). The substation was constructed in 1949. The existing Wolf Point Substation serves as a Switching Station'' for the 115-kV transmission in the region. The need for substation improvements is based on operational and reliability issues. For this environmental assessment (EA), the environmental review of the proposed project took into account the removal of the old Wolf Point Substation, rerouting of the five Western lines and four lines from the Cooperatives and Montana-Dakota Utilities Company, and the new road into the proposed substation. Reference to the new proposed Wolf Point Substation in the EA includes these facilities as well as the old substation site. The environmental review looked at the impacts to all resource areas in the Wolf Point area. 7 refs., 6 figs.

    We present a method to establish inner point contacts with dimensions as small as 100 nm on hexagonal boron nitride (hBN) encapsulated graphene heterostructures by pre-patterning the top-hBN in a separate step prior to dry-stacking. 2- and 4-terminal field effect measurements between different lead combinations are in qualitative agreement with an electrostatic model assuming point-like contacts. The measured contact resistances are 0.5–1.5 kΩ per contact, which is quite low for such small contacts. By applying a perpendicular magnetic field, an insulating behaviour in the quantum Hall regime was observed, as expected for inner contacts. The fabricated contacts are compatible with high mobility graphene structures and open up the field for the realization of several electron optical proposals.

    By utilizing a nanometer ultrafast electron source in a point projection microscope we demonstrate that images of nanoparticles with spatial resolutions of the order of 100 nanometers can be obtained. The duration of the emission process of the photoemitted electrons used to make images is shown to be of the order of 100 fs using an autocorrelation technique. The compact geometry of this photoelectron point projection microscope does not preclude its use as a simple ultrafast electron microscope, and we use simple analytic models to estimate temporal resolutions that can be expected when using it as a pump-probe ultrafast electron microscope. These models show a significant increase in temporal resolution when comparing to ultrafast electron microscopes based on conventional designs. We also model the microscopes spectroscopic abilities to capture ultrafast phenomena such as the photon induced near field effect.

Five turning points in reactor design and some safety problems associated with them are reviewed: (1) stability of Dresden-1, (2) ECCS, (3) PRA, (4) TMI-2, and (5) advanced passive LWR designs. While the emphasis is on the thermal-hydraulic aspects, the discussion is also about reactor systems.

    This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

    Phase diagram or phase envelope is a relation between temperature and pressure that shows the condition of equilibria between the different phases of chemical compounds, mixture of compounds, and solutions. Phase diagram is an important issue in chemical thermodynamics and hydrocarbon reservoir. It is very useful for process simulation, hydrocarbon reactor design, and petroleum engineering studies. It is constructed from the bubble line, dew line, and critical point. Bubble line and dew line are composed of bubble points and dew points, respectively. Bubble point is the first point at which the gas is formed when a liquid is heated. Meanwhile, dew point is the first point where the liquid is formed when the gas is cooled. Critical point is the point where all of the properties of gases and liquids are equal, such as temperature, pressure, amount of substance, and others. Critical point is very useful in fuel processing and dissolution of certain chemicals. Here in this paper, we will show the critical point analytically. Then, it will be compared with numerical calculations of Peng-Robinson equation by using Newton-Raphson method. As case studies, several hydrocarbon mixtures are simulated using by Matlab.

    BattellePacific Northwest Division operates numerous research and development laboratories in Richland, Washington, including those associated with the Pacific Northwest National Laboratory (PNNL) on the Department of Energys Hanford Site that have the potential for radionuclide air emissions. The National Emission Standard for Hazardous Air Pollutants (NESHAP 40 CFR 61, Subparts H and I) requires an assessment of all effluent release points that have the potential for radionuclide emissions. Potential emissions are assessed annually. Sampling, monitoring, and other regulatory compliance requirements are designated based upon the potential-to-emit dose criteria found in the regulations. The purpose of this document is to describe the facility radionuclide air emission sampling program and provide current and historical facility emission point system performance, operation, and design information. A description of the buildings, exhaust points, control technologies, and sample extraction details is provided for each registered or deregistered facility emission point. Additionally, applicable stack sampler configuration drawings, figures, and photographs are provided.

    This investigation examined the use of nano-patterned structures on Silicon-on-Insulator (SOI) material to reduce the bulk material melting point (1414 C). It has been found that sharp-tipped and other similar structures have a propensity to move to the lower energy states of spherical structures and as a result exhibit lower melting points than the bulk material. Such a reduction of the melting point would offer a number of interesting opportunities for bonding in microsystems packaging applications. Nano patterning process capabilities were developed to create the required structures for the investigation. One of the technical challenges of the project was understanding and creating the specialized conditions required to observe the melting and reshaping phenomena. Through systematic experimentation and review of the literature these conditions were determined and used to conduct phase change experiments. Melting temperatures as low as 1030 C were observed.

    A high speed microseismic event detector constructed in accordance with the present invention uses a point derivative comb to quickly and accurately detect microseismic events. Compressional and shear waves impinging upon microseismic receiver stations disposed to collect waves are converted into digital data and analyzed using a point derivative comb including assurance of quiet periods prior to declaration of microseismic events. If a sufficient number of quiet periods have passed, the square of a two point derivative of the incoming digital signal is compared to a trip level threshold exceeding the determined noise level to declare a valid trial event. The squaring of the derivative emphasizes the differences between noise and signal, and the valid event is preferably declared when the trip threshold has been exceeded over a temporal comb width to realize a comb over a given time period. Once a trial event has been declared, the event is verified through a spatial comb, which applies the temporal event comb to additional stations. The detector according to the present invention quickly and accurately detects initial compressional waves indicative of a microseismic event which typically exceed the ambient cultural noise level by a small amount, and distinguishes the waves from subsequent larger amplitude shear waves.

    Here we derive an approximate turbulent self-similar model for a class of favorable pressure gradient wedge-like flows, focusing on the stagnation point limit. While the self-similar model provides a useful gross flow field estimate this approach must be combined with a near wall model is to determine skin friction and by Reynolds analogy the heat transfer coefficient. The combined approach is developed in detail for the stagnation point flow problem where turbulent skin friction and Nusselt number results are obtained. Comparison to the classical Van Driest (1958) result suggests overall reasonable agreement. Though the model is only valid near the stagnation region of cylinders and spheres it nonetheless provides a reasonable model for overall cylinder and sphere heat transfer. The enhancement effect of free stream turbulence upon the laminar flow is used to derive a similar expression which is valid for turbulent flow. Examination of free stream enhanced laminar flow suggests that the rather than enhancement of a laminar flow behavior free stream disturbance results in early transition to turbulent stagnation point behavior. Excellent agreement is shown between enhanced laminar flow and turbulent flow behavior for high levels, e.g. 5% of free stream turbulence. Finally the blunt body turbulent stagnation results are shown to provide realistic heat transfer results for turbulent jet impingement problems.

    The thermodynamic characterization of the wax point of a given crude is essential in order to maintain flow conditions that prevent plugging of undersea pipelines. This report summarizes the efforts made towards applying an Acoustic Cavity Resonance Spectrometer (ACRS) to the determination of pressures and temperatures at which wax precipitates from crude. Phillips Petroleum Company, Inc., the CRADA participant, supplied the ACRS. The instrumentation was shipped to Dr. Thomas Schmidt of ORNL, the CRADA contractor, in May 2000 after preliminary software development performed under the guidance of Dr. Samuel Colgate and Dr. Evan House of the University of Florida, Gainesville, Fl. Upon receipt it became apparent that a number of modifications still needed to be made before the ACRS could be precisely and safely used for wax point measurements. This report reviews the sequence of alterations made to the ACRS, as well as defines the possible applications of the instrumentation once the modifications have been completed. The purpose of this Cooperative Research and Development Agreement (CRADA) between Phillips Petroleum Company, Inc. (Participant) and Lockheed Martin Energy Research Corporation (Contractor) was the measurement of the formation of solids in crude oils and petroleum products that are commonly transported through pipelines. This information is essential in the proper design, operation and maintenance of the petroleum pipeline system in the United States. Recently, new petroleum discoveries in the Gulf of Mexico have shown that there is a potential for plugging of undersea pipeline because of the precipitation of wax. It is important that the wax points of the expected crude oils be well characterized so that the production facilities for these new wells are capable of properly transporting the expected production.     The low-temperature properties of a magnetic impurity of spin S interacting with an electron gas via anisotropic spin exchange are studied via Bethe's ansatz. For S>1/2 the impurity is only partially compensated at T=0 , leaving an effective spin that is neither integer nor half integer. The entropy has an essential singularity at H=T=0 , and the susceptibility and the specific heat follow power laws of H and T with nonuniversal exponents, which are the consequence of a quantum critical point.
