  17. Aerosol Characterization Data from the Asian Pacific Regional Aerosol Characterization Project (ACE-Asia)

    The Aerosol Characterization Experiments (ACE) were designed to increase understanding of how atmospheric aerosol particles affect the Earth's climate system. These experiments integrated in-situ measurements, satellite observations, and models to reduce the uncertainty in calculations of the climate forcing due to aerosol particles and improve the ability of models to predict the influences of aerosols on the Earth's radiation balance. ACE-Asia was the fourth in a series of experiments organized by the International Global Atmospheric Chemistry (IGAC) Program (A Core Project of the International Geosphere Biosphere Program). The Intensive Field Phase for ACE-Asia took place during the spring of 2001 (mid-March through early May) off the coast of China, Japan and Korea. ACE-Asia pursued three specific objectives: 1) Determine the physical, chemical, and radiative properties of the major aerosol types in the Eastern Asia and Northwest Pacific region and investigate the relationships among these properties. 2) Quantify the physical and chemical processes controlling the evolution of the major aerosol types and in particular their physical, chemical, and radiative properties. 3) Develop procedures to extrapolate aerosol properties and processes from local to regional and global scales, and assess the regional direct and indirect radiative forcing by aerosols in the Eastern Asia and Northwest Pacific region [Edited and shortened version of summary at http://data.eol.ucar.edu/codiac/projs?ACE-ASIA]. The Ace-Asia collection contains 174 datasets.

This is one reason detection efforts must be seen as just one part of an overall nuclear defense strategy which includes, inter alia, material security, detection, interdiction, consequence management and recovery. Nevertheless, one could argue that there has been a revolution in detection affairs in the past several decades as the innovative application of new technology has changed the character and conduct of detection operations. This revolution will likely be most effectively reinforced in the coming decades with the networking of detectors and innovative application of anomaly detection algorithms.

    During the last two decades, expanding industrial activity in east Asia has led to increased production of airborne pollutants that can be transported to North America. Previous efforts to detect this trans-Pacific pollution have relied upon remote sensing and remote sample locations. We tested whether Pb isotope ratios in airborne particles can be used to directly evaluate the Asian contribution to airborne particles of anthropogenic origin in western North America, using a time series of samples from a pair of sites upwind and downwind of the San Francisco Bay Area. Our results for airborne Pb at these sites indicate a median value of 29 Asian origin, based on mixing relations between distinct regional sample groups. This trans-Pacific Pb is present in small quantities but serves as a tracer for airborne particles within the growing Asian industrial plume. We then applied this analysis to archived samples from urban sites in central California. Taken together, our results suggest that the analysis of Pb isotopes can reveal the distribution of airborne particles affected by Asian industrial pollution at urban sites in northern California. Under suitable circumstances, this analysis can improve understanding of the global transport of pollution, independent of transport models.

    OAK-B135 In the Asian Energy Security (AES) Project, Nautilus Institute works together with a network of collaborating groups from the countries of Northeast Asia to evaluate the energy security implications of different national and regional energy ''paths''. The goal of the Asia Energy Security project is to illuminate energy paths--and the energy policy choices that might help to bring them about--that result in a higher degree of energy security for the region and for the world as a whole, that is, to identify energy paths that are ''robust'' in meeting many different energy security and development objectives, while also offering flexibility in the face of uncertainty. In work to date, Nautilus has carefully assembled a network of colleagues from the countries of the region, trained them together as a group in the use of a common, flexible, and transparent energy and environmental analysis planning software tool (LEAP, the Long-range Energy Alternatives Planning system), and worked with them to prepare base-year energy sector models for each country. To date, complete data sets and models for ''Business as Usual'' (BAU) energy paths have been compiled for China, Japan, the Republic of Korea, and the Democratic Peoples' Republic of Korea. A partial data set and BAU path has been compiled for the Russian Far East, and a data set is being started in Mongolia, where a team of researchers has just joined the AES project. In several countries, ''Alternative'' energy paths have been developed as well, or partially elaborated. National energy sector developments, progress on national LEAP modeling, additional LEAP training, and planning for the next phase of the AES project were the topics of a recent (early November) workshop held in Vancouver, British Columbia.     Over the years, I've daydreamed about stealing a Vermeer, a Picasso, or Rembrandt. It tickles me, as much as watching the reboot of The Thomas Crown Affair. Why is it, do you suppose, so much fun to think about stealing a world renowned piece off the wall of a major metropolitan museum? Is it the romantic thoughts of getting away with it, walking past infrared detectors, and pressure sensors ala Indiana Jones with the sack of sand to remove the idol without triggering the security system? Is it the idea of snatching items with such fantastic prices, where the romance of possessing an item of such value is less intoxicating than selling it to a private collector for it to never be seen again? I suspect others share my daydreams as they watch theater or hear of a brazen daylight heist at museums around the world, or from private collections. Though when reality sets in, the mind of the security professional kicks in. How could one do it, why would one do it, what should you do once it's done? The main issue a thief confronts when acquiring unique goods is how to process or fence them. They become very difficult to sell because they are one-of-a-kind, easy to identify, and could lead to the people involved with the theft. The whole issue of museum security takes up an ironic twist when one considers the secretive British street artist 'Banksy'. Banksy has made a name for himself by brazenly putting up interesting pieces of art in broad daylight (though many critics don't consider his work to be art) on building walls, rooftops, or even museums. I bring him up for a interesting take on what may become a trend in museum security. In March of 2005, Banksy snuck a piece of his called 'Vandalized Oil Painting' into the Brooklyn Museum's Great Historical Painting Wing, plus 3 other pieces into major museums in New York.     Results from a global coupled ocean-atmosphere climate model and a model with specified tropical convective heating anomalies show that the South Asian monsoon was an active part of the tropical biennial oscillation (TBO). Convective heating anomalies over Africa and the western Pacific Ocean associated with the TBO altered the simulated pattern of atmospheric circulation for the Northern Hemisphere winter mid-latitude over Asia. This alteration in the mid-latitude circulation maintained temperature anomalies over South Asia through winter and helped set up the land-sea temperature contrast for subsequent monsoon development. South Asian snow cover contributed to monsoon strength but was symptomatic of the larger scale alteration in the mid-latitude atmospheric circulation pattern. 36 refs., 5 figs.

    As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

    Of all forms of renewable energy, biomass offers the best near-term opportunity for supplying a significant portion of the world`s need for electric power. Biomass is especially competitive when fuel supply costs are partially defrayed as production activities associated with the processing of another product, e.g., sugar, rice, or vegetable oil. Not only do such processing situations provide cost savings, they also generate very large supplies of fuel and therefore can contribute significantly to the local energy mix. Access to ample supplies of competitively-priced biomass feedstocks is only one of several factors needed to encourage the use of biomass for power generation; equally important is a healthy market for electricity, i.e., need for large blocks of additional power and sufficient strength in the economy to attract investment in new capacity. Worldwide, the Asia-Pacific region is projected to have the greatest need for new generating capacity in the next decade and shows the highest rate of economic growth, making it an attractive market for biomass power. Also critical to the expansion of bioenergy is the adoption of positive, stable policies on energy production, distribution, and sale, that encourage the generation and use of electricity from biomass. The aforementioned three factors--adequate biomass supplies, increasing demand for electricity, and supportive policies--are examined for four Asian countries, the Philippines, Thailand, Malaysia, and Indonesia. Information presented for each of the four countries include the types and amounts of bioresidues and their associated electric power generation potential; present and future supplies and demand for electricity; and existing or planned government and utility policies that could impact the generation and use of biomass power.

    The Earth's climate has varied significantly in the past, yet climate records reveal that in the tropics, sea surface temperatures seem to have been remarkably stable, varying by less than a few degrees Celsius over geologic time. Today, the large warm pool of the western Pacific shows similar characteristics. Its surface temperature always exceeds 27[degree]C, but never 31[degree]C. Heightened interest in this observation has been stimulated by questions of global climate change and the exploration of stabilizing climate feedback processes. Efforts to understand the observed weak sensitivity of tropical sea surface temperatures to climate forcing has led to a number of competing ideas about the nature of this apparent thermostat. Although there remains disagreement on the processes that regulate tropical sea surface temperature, most agree that further progress in resolving these differences requires comprehensive field observations of three-dimensional water vapor concentrations, solar and infrared radiative fluxes, surface fluxes of heat and water vapor, and cloud microphysical properties. This document describes the Central Equatorial Pacific Experiment (CEPEX) plan to collect such observations over the central equatorial Pacific Ocean during March of 1993.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

  11. Assessing the Effects of Anthropogenic Aerosols on Pacific Storm Track Using a Multiscale Global Climate Model

    Atmospheric aerosols impact weather and global general circulation by modifying cloud and precipitation processes, but the magnitude of cloud adjustment by aerosols remains poorly quantified and represents the largest uncertainty in estimated forcing of climate change. Here we assess the impacts of anthropogenic aerosols on the Pacific storm track using a multi-scale global aerosol-climate model (GCM). Simulations of two aerosol scenarios corresponding to the present day and pre-industrial conditions reveal long-range transport of anthropogenic aerosols across the north Pacific and large resulting changes in the aerosol optical depth, cloud droplet number concentration, and cloud and ice water paths. Shortwave and longwave cloud radiative forcing at the top of atmosphere are changed by - 2.5 and + 1.3 W m-2, respectively, by emission changes from pre-industrial to present day, and an increased cloud-top height indicates invigorated mid-latitude cyclones. The overall increased precipitation and poleward heat transport reflect intensification of the Pacific storm track by anthropogenic aerosols. Hence, this work provides for the first time a global perspective of the impacts of Asian pollution outflows from GCMs. Furthermore, our results suggest that the multi-scale modeling framework is essential in producing the aerosol invigoration effect of deep convective clouds on the global scale.

    The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various counties. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics.

  6. Parametric Sensitivity Analysis for the Asian Summer Monsoon Precipitation Simulation in the Beijing Climate Center AGCM Version 2.1

    In this study, we apply an efficient sampling approach and conduct a large number of simulations to explore the sensitivity of the simulated Asian summer monsoon (ASM) precipitation, including the climatological state and interannual variability, to eight parameters related to the cloud and precipitation processes in the Beijing Climate Center AGCM version 2.1 (BCC_AGCM2.1). Our results show that BCC_AGCM2.1 has large biases in simulating the ASM precipitation. The precipitation efficiency and evaporation coefficient for deep convection are the most sensitive parameters in simulating the ASM precipitation. With optimal parameter values, the simulated precipitation climatology could be remarkably improved, e.g. increased precipitation over the equator Indian Ocean, suppressed precipitation over the Philippine Sea, and more realistic Meiyu distribution over Eastern China. The ASM precipitation interannual variability is further analyzed, with a focus on the ENSO impacts. It shows the simulations with better ASM precipitation climatology can also produce more realistic precipitation anomalies during El Niño decaying summer. In the low-skill experiments for precipitation climatology, the ENSO-induced precipitation anomalies are most significant over continents (vs. over ocean in observation) in the South Asian monsoon region. More realistic results are derived from the higher-skill experiments with stronger anomalies over the Indian Ocean and weaker anomalies over India and the western Pacific, favoring more evident easterly anomalies forced by the tropical Indian Ocean warming and stronger Indian Ocean-western Pacific tele-connection as observed. Our model results reveal a strong connection between the simulated ASM precipitation climatological state and interannual variability in BCC_AGCM2.1 when key parameters are perturbed.

    The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The Pacific Northwest Loads and Resources Study analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resource in addition to the Federal system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. This study presents the Federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1994--95 through 2003--04.

  17. Future projection of mean and variability of the Asian Summer Monsoon and Indian Ocean Climate systems

    The overall goal of this project is to assess the ability of the CMIP3/5 models to simulate the Indian-Ocean monsoon systems. The PI along with post-docs investigated research issues ranging from synoptic systems to long-term trends over the Asian monsoon region. The PI applied diagnostic tools such as moist static energy (MSE) to isolate: the moist and radiative processes responsible for extended monsoon breaks over South Asia, precursors in the ENSO-monsoon association, reasons for the drying tendency over South Asia and the possible effect on tropical Indian Ocean climate anomalies influencing certain aspects of ENSO characteristics. By diagnosing various observations and coupled model simulations, we developed working hypothesis and tested them by carrying out sensitivity experiments with both linear and nonlinear models. Possible physical and dynamical reasons for model sensitivities were deduced. On the teleconnection front, the ability of CMIP5 models in representing the monsoon-desert mechanism was examined recently. Further more, we have applied a suite of diagnostics and have performed an in depth analysis on CMIP5 integrations to isolate the possible reasons for the ENSO-monsoon linkage or lack thereof. The PI has collaborated with Dr. K.R. Sperber of PCMDI and other CLIVAR Asian-Australian monsoon panel members in understanding the ability of CMIP3/5 models in capturing monsoon and its spectrum of variability. The objective and process-based diagnostics aided in selecting models that best represent the present-day monsoon and its variability that are then employed for future projections. Two major highlights were an invitation to write a review on present understanding monsoons in a changing climate in Nature Climate Change, and identification of an east-west shift in observed monsoon rainfall (more rainfall over tropical western Pacific and drying tendency over South Asia) in the last six decades and attributing that shift to SST rise over the tropical

    To help determine the Pacific lamprey’s ability to survive turbine passage, Pacific Northwest National Laboratory scientists conducted laboratory tests designed to simulate a fish’s passage through the turbine environment.     The once abundant stocks of Pacific lamprey (Lampetra tridentata) above Bonneville Dam are currently depressed (Close et al. 1995). It is likely that many of the same factors that led to the decline of wild stocks of Columbia River Pacific salmon and steelhead have impacted Pacific lamprey populations as well. The Pacific Lamprey Research and Restoration Project, funded by Bonneville Power Administration, is a cooperative effort between the Confederated Tribes of the Umatilla Indian Reservation, the Columbia River Inter-Tribal Fish Commission, and Oregon State University with the goal to increase Pacific lamprey stocks above Bonneville Dam.

    The Pacific Northwest Loads and Resources Study (White Book) is published annually by BPA and establishes the planning basis for supplying electricity to customers. It serves a dual purpose. First, the White Book presents projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to its regional power sales contracts. Specifically, BPA uses the information in the White Book for determining the notice required when customers request to increase or decrease the amount of power purchased from BPA. The White Book will not be used in calculations for the 2002 regional power sales contract subscription process. The White Book compiles information obtained from several formalized resource planning reports and data submittals, including those from the Northwest Power Planning Council (Council) and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions, including expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. The forecasted future electricity demands--firm loads--are subtracted from the projected capability of existing and ''contracted for'' resources to determine whether BPA and the region will be surplus or deficit.     Severe wind and snow storms hit the Pacific Northwest region on December 14 – 15, 2006, following severe flooding during the past few days. The severe weather resulted in major power outages through the region. At peak there were 1.8 million customers without power which included BC Hydro in Canada. Currently, there are over 1.5 million outages in the region as a result of the Pacific Northwest Storms. This represents about 42 percent of customers in affected utility service areas in Oregon and Washington. See table below. Because the current wind and snow storms are coming on the heels of extensive flooding in the region, electric utilities are experiencing damage. Wind gusts reached close to 100 mph in some areas of the region. The storm is expected to bring its strong winds and heavy snow into Idaho, Montana and Wyoming Friday and into the weekend. There are currently no reported major impacts to the petroleum and natural gas infrastructure.

    The Pacific Northwest Loads and Resources Study (White Book) is published annually by BPA and establishes the planning basis for supplying electricity to customers. It serves a dual purpose. First, the White Book presents projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to the 1981 regional power sales contracts.     The Earth`s climate has varied significantly in the past, yet climate records reveal that in the tropics, sea surface temperatures seem to have been remarkably stable, varying by less than a few degrees Celsius over geologic time. Today, the large warm pool of the western Pacific shows similar characteristics. Its surface temperature always exceeds 27{degree}C, but never 31{degree}C. Heightened interest in this observation has been stimulated by questions of global climate change and the exploration of stabilizing climate feedback processes. Efforts to understand the observed weak sensitivity of tropical sea surface temperatures to climate forcing has led to a number of competing ideas about the nature of this apparent thermostat. Although there remains disagreement on the processes that regulate tropical sea surface temperature, most agree that further progress in resolving these differences requires comprehensive field observations of three-dimensional water vapor concentrations, solar and infrared radiative fluxes, surface fluxes of heat and water vapor, and cloud microphysical properties. This document describes the Central Equatorial Pacific Experiment (CEPEX) plan to collect such observations over the central equatorial Pacific Ocean during March of 1993.

    Prospects for worldwide pipeline construction, viewed by operators as 1998 began, were very bright. But as the Asian financial crisis spreads and becomes more entrenched, it casts doubts on previously bullish petroleum and natural gas demand forecasts. These forecasts underpin pipeline operators` plans for new construction. Plans for petroleum (oil, condensate, and NGL) and natural gas pipeline installation during the year show a 27% jump over those announced a year ago for 1997 alone. Plans for construction beyond 1998, however, are off from what was envisioned a year ago, by nearly 17%. More than 67,000 miles of crude oil, product, and natural gas pipeline are planned for 1998 and beyond. The latest Oil and Gas Journal pipeline construction data indicate these trends. The data are derived from a survey of world pipeline operators, industry sources, and published information. But the data behind these trends were submitted before the full effects of the Asian financial crisis had begun to emerge. And, at presstime, industry forecasts for oil and gas demand among formerly booming Asian economies were being trimmed.

    The once abundant stocks of Pacific lamprey (Lampetra tridentata) above Bonneville Dam are currently depressed (Close et al. 1995). It is likely that many of the same factors that led to the decline of wild stocks of Columbia River Pacific salmon and steelhead have impacted Pacific lamprey populations. The Pacific lamprey is an important part of the food web of North Pacific ecosystems, both as predator and prey. Lamprey (a.k.a. eels) are also a valuable food and culture resource for American Indian Tribes of the Pacific Northwest. Depressed Pacific lamprey runs have impacted treaty secured fishing opportunities by forcing tribal members to gather this traditional food in lower Columbia River locations. The Pacific Lamprey Research and Restoration Project, funded by Bonneville Power Administration, is a cooperative effort between the Confederated Tribes of The Umatilla Indian Reservation, the Columbia River Intertribal Fish Commission, and Oregon State University with the goal to increase Pacific lamprey stocks above Bonneville Dam. The initial objectives of the project are to determine the past and current abundance of Pacific lamprey stocks in major mid Columbia tributaries and at various hydroelectric facilities, and to determine factors limiting Pacific lamprey abundance and distribution. Ultimately, Pacific lamprey restoration plans will be developed and implemented. Part (A)-CTUIR: (1) determine past and present abundance and distribution in NE Oregon and SE Washington tributaries; and (2) determine limiting habitat factors. Part (B)-CRITFC: (1) adult abundance monitoring at Columbia and Snake River dams; (2) juvenile abundance monitoring at Columbia and Snake River dams; and (3) juvenile passage impediments and needed improvements at Columbia and Snake River dams. The Olympic pipeline reports that the pipeline is operational; however, pipeline throughput remains reduced since one substation along the line remains without power. Complete power restoration is expected later today. There are no reports of problems regarding fuel distribution and production.

    The Joint Center for Information Security Technology (JCIST) at Oak Ridge, Tennessee, under an interagency agreement between the Department of State (DOS) and the Department of Energy (DOE), has been tasked with the security certification testing of the Foreign Affairs Information system (FAIS) Early Operational Capability (EOC) software. The basis for this certification is the FAIS (EOC) Security Requirements Allocation (SRA) document. This document defines the security requirements for the FAIS EOC software. Security certification of the FAIS system is the responsibility of the Office of Information Systems Security, Bureau of Diplomatic Security (DS/ST/ISS). The overall FAIS EOC certification will be completed in two general steps. First, a test of a stand-alone FAIS EOC system against the SRA requirements which is currently in progress. Second is a test of all FAIS network system interfaces against the SRA requirements as expanded to adequately address the network security issues. This accumulation of requirements is referred to as the FAIS EOC Network Security Criteria. 5 refs.

    Pacific lamprey (Lampetra tridentata) has significantly declined along the Oregon coast and in the Columbia River Basin (Downey et al. 1993; Close and Jackson 2001). Declines in adults can be partially attributed to hydroelectric dams, which have impeded passage of adult Pacific lamprey in the Columbia and Snake rivers, thus effecting larval recruitment in the basin. Adult pacific lamprey also declined in numbers in the Umatilla River, a tributary of the Columbia River. In addition to hydro power dams in the Columbia River, habitat alterations and chemical treatments have been involved in the collapse of Pacific lamprey populations in the Umatilla River. To initiate the restoration effort, CTUIR began developing a restoration plan in 1998. The goal of the lamprey research and restoration project is to restore natural production of Pacific lampreys in the Umatilla River to self-sustaining and harvestable level. This report is summarizing the studies and restoration efforts concluded in 2001.

These energy deficits will be met by any combination of the following: better-than-critical water conditions, demand-side management and conservation programs

    Hazardous waste control activities in Asia and the Pacific have been reviewed. The review includes China (mainland, Hong Kong, and Taiwan), Indonesia, Korea, Malaysia, Papua New Guinea, the Philippines, Singapore, and Thailand. It covers the sources of hazardous waste, the government structure for dealing with hazardous waste, and current hazardous waste control activities in each country. In addition, the hazardous waste program activities of US government agencies, US private-sector organizations, and international organizations are reviewed. The objective of these reviews is to provide a comprehensive picture of the current hazardous waste problems and the waste management approaches being used to address them so that new program activities can be designed more efficiently.

    Despite a small storm that came through the area last night with wind gusts peaking at 45 MPH, progress continues to be made in restoring power to customers who lost power during the December 14-15 storms which hit the Pacific Northwest region. Currently, 95,971 customers remain without power, down from 1.8 million customers. The wind storm which affected the area yesterday was not as bad as previously expected, with the majority of the customer outages in the BC Hydro region, and 3,000 additional customer outages in the Puget Sound Energy service area. The customers without power represent 5 percent of customers in the affected utility service areas of Washington. The majority of customers without power are served by Puget Sound Energy, BC Hydro, and Seattle City Light.
