    The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the ‘greening’ of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing ‘the mainstream’ by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ? Mainstreaming is witnessing a revival over the last few years and a comeback amongst environmental appraisal communities. ? Mainstreaming efforts through environmental appraisal have failed to challenge the deeply rooted belief in economic growth. ? Recent mainstreaming efforts are incorporated in “green deals” following ecological modernisation discourses. ? Environmental appraisal is urged to embrace ecosystem service approaches prompting a rethink of its advocacy role and purpose.

    During 1993-94 Venezuela experienced a severe banking crisis which ended up with 18 commercial banks intervened by the government. Here we develop an early warning system for detecting credit related bankruptcy through discriminant functions developed on financial and macroeconomic data predating the crisis. A robustness test performed on these functions shows high precision in error estimation. The model calibrated on pre-crisis data could detect abnormal financial tension in the late Banco Capital many months before it was intervened and liquidated.

    The first step in financing a street lighting retrofit is a detailed financial analysis. Because street lighting systems are designed to last ten or twenty years, or even longer, all aspects of first costs, ongoing expenses, and long-term savings are important. While a preliminary or first-level analysis can be used to determine such things as simple payback, rate of return, and cost of light, the results may neglect a number of important economic considerations, such as the time value of money, additional savings and expenses and their relative timing, and future energy price escalations. Hence a first-level analysis does not typically provide the end user with sufficient details to make a fully informed decision. For this reason, the Illuminating Engineering Society (IES) recommends a full life cycle cost/benefit analysis (LCCBA).

    Recently, large-scale cascading failures in complex systems have garnered substantial attention. Such extreme events have been treated as an integral part of the self-organized criticality (SOC). Recent empirical work has suggested that some extreme events systematically deviate from the SOC paradigm, requiring a different theoretical framework. We shed additional theoretical light on this possibility by studying financial crisis. We build our model of financial crisis on the well-known forest fire model in scale-free networks. Our analysis shows a non-trivial scaling feature indicating supercritical behavior, which is independent of system size. Extreme events in the supercritical state result from bursting of a fat bubble, seeds of which are sown by a protracted period of a benign financial environment with few shocks. Our findings suggest that policymakers can control the magnitude of financial meltdowns by keeping the economy operating within reasonable duration of a benign environment.

    Direct numerical simulations of transitional plane Poiseuille flow in a mirror-symmetric subspace reveal several interior and exterior crisis bifurcations. They appear in the upper branch that emerges in a saddle-node bifurcation near $Re_{SN}=641$ and then undergoes several bifurcations into a chaotic attractor. Near $Re_{XC}=785.95$ the attractor collides with the lower-branch state and turns into a chaotic saddle in a exterior crisis, with a characteristic $(Re-Re_{XC})^{-\\delta}$ variation in lifetimes. For intermediate Reynolds numbers, the attractor undergoes several interior crises, in which new states appear and intermittent behavior can be observed. They contribute to increasing the complexity of the dynamics and to a more dense coverage of state space. The exterior crisis marks the onset of transient turbulence in this subspace of plane Poiseuille flow.

    Many shear flows follow a route to turbulence that has striking similarities to bifurcation scenarios in low-dimensional dynamical systems. Among the bifurcations that appear, crisis bifurcations are important because they cause global transitions between open and closed attractors, or indicate drastic increases in the range of the state space that is covered by the dynamics. We here study exterior and interior crisis bifurcations in direct numerical simulations of transitional plane Poiseuille flow in a mirror-symmetric subspace. We trace the state space dynamics from the appearance of the first three-dimensional exact coherent structures to the transition from an attractor to a chaotic saddle in an exterior crisis. For intermediate Reynolds numbers, the attractor undergoes several interior crises, in which new states appear and intermittent behavior can be observed. The bifurcations contribute to increasing the complexity of the dynamics and to a more dense coverage of state space.

    I present the case for fundamental physics experiments in space playing an important role in addressing the current "dark energy'' crisis. If cosmological observations continue to favor a value of the dark energy equation of state parameter w=-1, with no change over cosmic time, then we will have difficulty understanding this new fundamental physics. We will then face a very real risk of stagnation unless we detect some other experimental anomaly. The advantages of space-based experiments could prove invaluable in the search for the a more complete understanding of dark energy. This talk was delivered at the start of the Fundamental Physics Research in Space Workshop in May 2006.

Response problems are projected as a combination of failure in communication, failure in technology, failure in methodology, failure of management, and finally failure of observation. In this paper we compare eight crisis response systems namely: DrillSim [2, 13], DEFACTO [12, 17], ALADDIN [1, 6], RoboCup Rescue [11, 15], FireGrid [3, 8, 18], WIPER [16], D-AESOP [4], and PLAN C [14]. Comparison results will disclose the cause of failure of current crisis response operations (the response gap).     This report provides an experimental plan for a proposed Asian long-range tracer study as part of the international Tracer Experiment and Atmospheric Modeling (TEAM) Project. The TEAM partners are China, Japan, South Korea and the United States. Optimal times of year to conduct the study, meteorological measurements needed, proposed tracer release locations, proposed tracer sampling locations and the proposed durations of tracer releases and subsequent sampling are given. Also given are the activities necessary to prepare for the study and the schedule for completing the preparation activities leading to conducting the actual field operations. This report is intended to provide the TEAM members with the information necessary for planning and conducting the Asian long-range tracer study. The experimental plan is proposed, at this time, to describe the efforts necessary to conduct the Asian long-range tracer study, and the plan will undoubtedly be revised and refined as the planning goes forward over the next year.

    In this work we suggest a simple theoretical model of the proton able to effectively solve proton spin crisis. Within domain of applicability of this simple model proton consists only of two u quarks and one d quarks (two of which have spin opposite to proton and one identical to proton) and one neutral vector phi meson (with spin two times larger than proton spin and directed identically to proton spin). This model is in full agreement not only with existing DIS experiments, but also with spin and electric charge conservation as well as in a satisfactory agreement with rest mass-energy conservation (since phi meson mass is close to proton rest mass). Our model opens an interesting possibility of the solution of the quarks and leptons families problem (proton is not an absolutely non-strange particle, but only a particle with almost totally effectively hidden strange). Also we suggest a possible "first step" toward the solution of the supersymmetry crisis using so-called superexclusion principle.     The financial system in the United States is slowly migrating from the bricks and mortar of banks on the city square to branch banks, ATM`s, and now direct linkage through computers to the home. Much work has been devoted to the security problems inherent in protecting property and people. The impact of attacks on the information aspects of the financial system has, however, received less attention. Awareness is raised through publicized events such as the junk bond fraud perpetrated by Milken or gross mismanagement in the failure of the Barings Bank through unsupervised trading activities by Leeson in Singapore. These events, although seemingly large (financial losses may be on the order of several billion dollars), are but small contributors to the estimated $114 billion loss to all types of financial fraud in 1993. Most of the losses can be traced to the contribution of many small attacks perpetrated against a variety of vulnerable components and systems. This paper explores the magnitude of these financial system losses and identifies new areas for security to be applied to high consequence events.

    On Aug. 2, 1990, Iraqi forces invaded Kuwait and triggered one of the most severe crises in the world's oil supplies since World War II. Within a few days of the invasion, Iraqi and Kuwaiti oil exports were embargoed, and almost 4.6 million b/d oil of production was removed from world markets. This shortfall amounted to about 20% of total Organization of Petroleum Exporting Countries production at the time and could have proven disastrous to the world's industrial and financial well-being. However, there was no disruption to the major economies of the world. This paper reports that the primary reason for the cushioning of this impact was the massive expansion in production undertaken by Saudi Arabian Oil Co. (Saudi Aramco).

    Interstellar dust models are facing a "carbon crisis", so called because recent observations suggest that the abundance of carbon available for dust in the interstellar medium is less than half of the amount required to be tied up in graphite grains in order to explain the interstellar extinction curve. This paper presents an detailed assessment of a newly-proposed dust model (Mathis 1996), in which the majority of the interstellar carbon is contained in composite and fluffy dust (CFD) grains. Per unit mass, these grains produce more UV extinction, and can therefore account for the interstellar extinction curve with about half the carbon required in traditional dust models. The results of our analysis show that the CFD model falls short in solving the carbon crisis, in providing a fit to the UV-optical interstellar extinction curve. It also predicts a far-infrared emissivity in excess of that observed with the COBE/DIRBE and FIRAS instruments from the diffuse interstellar medium. The failure of the new model highlights the interrelationships between the various dust properties and their observational consequences, and the need to satisfy them all simultaneously in any comprehensive interstellar dust model. In light of these problems, the paper examines other possible solutions to the carbon crisis.

Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)

    Human activities generate waste and the amounts tend to increase as the demand for quality of life increases. Today's rate in the Southeast Asian Nations (ASEANs) is alarming, posing a challenge to governments regarding environmental pollution in the recent years. The expectation is that eventually waste treatment and waste prevention approaches will develop towards sustainable waste management solutions. This expectation is for instance reflected in the term 'zero emission systems'. The concept of zero emissions can be applied successfully with today's technical possibilities in the agro-based processing industry. First, the state-of-the-art of waste management in Southeast Asian countries will be outlined in this paper, followed by waste generation rates, sources, and composition, as well as future trends of waste. Further on, solutions for solid waste management will be reviewed in the discussions of sustainable waste management. The paper emphasizes the concept of waste prevention through utilization of all wastes as process inputs, leading to the possibility of creating an ecosystem in a loop of materials. Also, a case study, focusing on the citrus processing industry, is displayed to illustrate the application of the aggregated material input-output model in a widespread processing industry in ASEAN. The model can be shown as a closed cluster, which permits an identification of opportunities for reducing environmental impacts at the process level in the food processing industry. Throughout the discussion in this paper, the utilization of renewable energy and economic aspects are considered to adapt to environmental and economic issues and the aim of eco-efficiency. Additionally, the opportunities and constraints of waste management will be discussed.

    Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward.     We investigate the recent claim of 'photon underproduction crisis' by Kollmeier et al. (2014) which suggests that the known sources of ultra-violet (UV) radiation may not be sufficient to generate the inferred hydrogen photoionization rate ($\\Gamma_{\\rm HI}$) in the low redshift inter-galactic medium. Using the updated QSO emissivities from the recent studies and our radiative transfer code developed to estimate the UV background, we show that the QSO contribution to $\\Gamma_{\\rm HI}$ is higher by a factor ~2 as compared to the previous estimates. Using self-consistently computed combinations of star formation rate density and dust attenuation, we show that a typical UV escape fraction of 4% from star forming galaxies should be sufficient to explain the inferred $\\Gamma_{\\rm HI}$ by Kollmeier et al. (2014). Interestingly, we find that the contribution from QSOs alone can explain the recently inferred $\\Gamma_{\\rm HI}$ by Shull et al.     To stimulate investment in renewable energy generation projects, the federal government developed a series of support structures that reduce taxes for eligible investors--the investment tax credit, the production tax credit, and accelerated depreciation. The nature of these tax incentives often requires an outside investor and a complex financial arrangement to allocate risk and reward among the parties. These financial arrangements are generally categorized as 'advanced financial structures.' Among renewable energy technologies, advanced financial structures were first widely deployed by the wind industry and are now being explored by the solar industry to support significant scale-up in project development. This report describes four of the most prevalent financial structures used by the renewable sector and evaluates the impact of financial structure on energy costs for utility-scale solar projects that use photovoltaic and concentrating solar power technologies.

    A common feature of model inter-comparison efforts is that the base year numbers for important parameters such as population and GDP can differ substantially across models. This paper explores the sources and implications of this variation in Asian countries across the models participating in the Asian Modeling Exercise (AME). Because the models do not all have a common base year, each team was required to provide data for 2005 for comparison purposes. This paper compares the year 2005 information for different models, noting the degree of variation in important parameters, including population, GDP, primary energy, electricity, and CO2 emissions. It then explores the difference in these key parameters across different sources of base-year information. The analysis confirms that the sources provide different values for many key parameters. This variation across data sources and additional reasons why models might provide different base-year numbers, including differences in regional definitions, differences in model base year, and differences in GDP transformation methodologies, are then discussed in the context of the AME scenarios. Finally, the paper explores the implications of base-year variation on long-term model results.

    Bioavailable iron from atmospheric aerosol is an essential nutrient that can control oceanic productivity, thereby impacting the global carbon budget and climate. Particles collected on Okinawa Island during an atmospheric pollution transport event from China were analyzed using complementary single particle techniques to determine the iron source and speciation. Comparing the spatial distribution of iron within ambient particles and standard Asian mineral dust, it was determined that field-collected atmospheric Fe-containing particles have numerous sources, including anthropogenic sources such as coal combustion. Fe-containing particles were found to be internally mixed with secondary species such as sulfate, soot, and organic carbon. The mass weighted average Fe(II) fraction (defined as Fe(II)/[Fe(II)+Fe(III)]) was determined to be 0.33 {+-} 0.08. Within the experimental uncertainty, this value lies close to the range of 0.26-0.30 determined for representative Asian mineral dust. Previous studies have indicated that the solubility of iron from combustion is much higher than that from mineral dust. Therefore, chemical and/or physical differences other than oxidation state may help explain the higher solubility of iron in atmospheric particles.

    US Energy Industry Financial Developments, 1993 Second Quarter provides information on the financial performance of energy companies during the most recent reporting period. The data are taken from public sources such as the Wall Street Journal, Energy Information Administration publications, corporate press releases, and other public sources. Based on information provided in 1993 second quarter financial disclosures, net income for 114 petroleum companies--including 19 majors--rose 33 percent between the second quarter of 1992 and the second quarter of 1993. Both upstream (oil and gas exploration, development and production) operations and downstream (petroleum refining, marketing, and transport) contributed to the improved financial Performance of petroleum companies consolidated operations. Rate-regulated industries also showed positive income growth between the second quarter of 1992 and the second quarter of 1993 due to higher natural gas prices and increased electricity consumption.

    This paper reports on Oil and Gas Journal's list of the largest, publicly traded oil and gas producing companies in the U.S. which is both smaller and larger this year than it was in 1990. It's smaller because it covers fewer companies. Industry consolidation has slashed the number of public companies. As a result, the former OGJ400 has become the OGJ300, which includes the 30 largest limited partnerships. But the assets-ranked list is larger because important financial totals - representing 1990 results - are significantly higher than those of a year ago, despite the lower number of companies. Consolidation of the U.S. producing industry gained momentum throughout the 1980s. Unable to sustain profitability in a period of sluggish energy prices and, for many, rising costs, companies sought relief through mergers or liquidation of producing properties. As this year's list shows, however, surviving companies have managed to grow. Assets for the OGJ300 group totaled $499.3 billion in 1990 - up 6.3% from the 1989 total of last year's OGJ400. Stockholders' equity moved up 5.3% to $170.7 billion. Stockholders' equity was as high as $233.8 billion in 1983.
