    Global carbon dioxide emissions from fossil-fuel combustion and cement production grew 5.9% in 2010, surpassed 9 Pg of carbon (Pg C) for the first time, and more than offset the 1.4% decrease in 2009. The impact of the 2008 2009 global financial crisis (GFC) on emissions has been short-lived owing to strong emissions growth in emerging economies, a return to emissions growth in developed economies, and an increase in the fossil-fuel intensity of the world economy.

    To examine how the financial crisis has impacted expectations of photovoltaic production, demand and pricing over the next several years, we surveyed the market forecasts of industry analysts that had issued projections in 2008 and 2009. We find that the financial crisis has had a significant impact on the PV industry, primarily through increasing the cost and reducing the availability of investment into the sector. These effects have been more immediately experienced by PV installations than by production facilities, due to the different types and duration of investments, and thus PV demand has been reduced by a greater proportion than PV production. By reducing demand more than production, the financial crisis has accelerated previously expected PV overcapacity and resulting price declines.

    The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the ‘greening’ of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing ‘the mainstream’ by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ? Mainstreaming is witnessing a revival over the last few years and a comeback amongst environmental appraisal communities. ? Mainstreaming efforts through environmental appraisal have failed to challenge the deeply rooted belief in economic growth. ? Recent mainstreaming efforts are incorporated in “green deals” following ecological modernisation discourses. ? Environmental appraisal is urged to embrace ecosystem service approaches prompting a rethink of its advocacy role and purpose.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    Recently, large-scale cascading failures in complex systems have garnered substantial attention. Such extreme events have been treated as an integral part of the self-organized criticality (SOC). Recent empirical work has suggested that some extreme events systematically deviate from the SOC paradigm, requiring a different theoretical framework. We shed additional theoretical light on this possibility by studying financial crisis. We build our model of financial crisis on the well-known forest fire model in scale-free networks. Our analysis shows a non-trivial scaling feature indicating supercritical behavior, which is independent of system size. Extreme events in the supercritical state result from bursting of a fat bubble, seeds of which are sown by a protracted period of a benign financial environment with few shocks. Our findings suggest that policymakers can control the magnitude of financial meltdowns by keeping the economy operating within reasonable duration of a benign environment.

    Astrophysical observations provide robust evidence that our current picture of fundamental physics is incomplete. The discovery in 1998 that the expansion of the Universe is accelerating (apparently due to gravitational repulsion between regions of empty space!) presents us with a profound challenge, at the interface between gravity and quantum mechanics. This "Dark Energy" problem is arguably the most pressing open question in modern fundamental physics. The first talk will describe why the Dark Energy problem constitutes a crisis, with wide-reaching ramifications. One consequence is that we should probe our understanding of gravity at all accessible scales, and the second talk will present experiments and observations that are exploring this issue.

    I present the case for fundamental physics experiments in space playing an important role in addressing the current "dark energy'' crisis. If cosmological observations continue to favor a value of the dark energy equation of state parameter w=-1, with no change over cosmic time, then we will have difficulty understanding this new fundamental physics. We will then face a very real risk of stagnation unless we detect some other experimental anomaly. The advantages of space-based experiments could prove invaluable in the search for the a more complete understanding of dark energy. This talk was delivered at the start of the Fundamental Physics Research in Space Workshop in May 2006.

    Members of the American Coke and Coal Chemicals Institute (ACCCI), as responsible corporate citizens, have embraced the concepts of crisis management and progress down the various paths of planning and preparation, monitoring, media communications, community outreach, emergency response, and recovery. Many of the concepts outlined here reflect elements of crisis management guidelines developed by the Chemical Manufacturers Association (CMA). At a coke plant, crises can take the form of fires, chemical releases, labor strikes, feedstock supply disruptions, and excessive snowfall, just to name a few.     The 1996 spike in gasoline prices was not a signal of any fundamental worldwide shortage of crude oil. But based on a review of many studies of recoverable crude oil that have been published since the 1950s, it looks as though such a shortfall is now within sight. With world demand for oil growing at 2 percent per year, global production is likely to peak between the years 2007 and 2014. As this time approaches, we can expect prices to rise markedly and, most likely, permanently. Policy changes are needed now to ease the transition to high-priced oil. Oil production will continue, though at a declining rate, for many decades after its peak, and there are enormous amounts of coal, oil sands, heavy oil, and oil shales worldwide that could be used to produce liquid or gaseous substitutes for crude oil, albeit at higher prices. But the facilities for making such synthetic fuels are costly to build and environmentally damaging to operate, and their use would substantially increase carbon dioxide emissions (compared to emissions from products made from conventional crude oil). This paper examines ways of heading of the impending oil crisis. 8 refs., 3 figs.

    In this work we suggest a simple theoretical model of the proton able to effectively solve proton spin crisis. Within domain of applicability of this simple model proton consists only of two u quarks and one d quarks (two of which have spin opposite to proton and one identical to proton) and one neutral vector phi meson (with spin two times larger than proton spin and directed identically to proton spin). This model is in full agreement not only with existing DIS experiments, but also with spin and electric charge conservation as well as in a satisfactory agreement with rest mass-energy conservation (since phi meson mass is close to proton rest mass). Our model opens an interesting possibility of the solution of the quarks and leptons families problem (proton is not an absolutely non-strange particle, but only a particle with almost totally effectively hidden strange). Also we suggest a possible "first step" toward the solution of the supersymmetry crisis using so-called superexclusion principle. According to this principle usual particles (electron, neutrino,...) can exist actually and virtually, while their supersymmetric partners, s-particles (selectron, neutralino, ...) can exist (super)exclusively virtually but not actually.

    On Aug. 2, 1990, Iraqi forces invaded Kuwait and triggered one of the most severe crises in the world's oil supplies since World War II. Within a few days of the invasion, Iraqi and Kuwaiti oil exports were embargoed, and almost 4.6 million b/d oil of production was removed from world markets. This shortfall amounted to about 20% of total Organization of Petroleum Exporting Countries production at the time and could have proven disastrous to the world's industrial and financial well-being. However, there was no disruption to the major economies of the world. This paper reports that the primary reason for the cushioning of this impact was the massive expansion in production undertaken by Saudi Arabian Oil Co. (Saudi Aramco).

Very recently, however, a discrete self-similar cosmological paradigm based on the fundamental principle of discrete scale invariance has been found to offer a rationale for reducing the vacuum energy density disparity by at least 115 orders of magnitude, and possibly this new paradigm offers a means of eliminating the vacuum energy density crisis entirely.

These statements include the consolidated Statement of Financial Position and the consolidated Statement of Operations and Changes in Net Position. The statements have been prepared in accordance with the Office of Management and Budget Bulletin No. 94-01, Form and Content for Agency Financial Statements, and were developed in accordance with the hierarchy of accounting standards described therein. The overview provides a narrative on the Department of Energy`s mission, activities, and accomplishments. Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)

    The prediction of wind speed is very important when dealing with the production of energy through wind turbines. In this paper, we show a new nonparametric model, based on semi-Markov chains, to predict wind speed. Particularly we use an indexed semi-Markov model that has been shown to be able to reproduce accurately the statistical behavior of wind speed. The model is used to forecast, one step ahead, wind speed. In order to check the validity of the model we show, as indicator of goodness, the root mean square error and mean absolute error between real data and predicted ones. We also compare our forecasting results with those of a persistence model. At last, we show an application of the model to predict financial indicators like the Internal Rate of Return, Duration and Convexity.

The effect of non-gravitational processes is imprinted in the ICM as an entropy minimum, whose effects are visible in the Luminosity-Temperature relation and in the Entropy-Temperature relation. However, the X-ray emission alone cannot discriminate between different mechanisms and sources of heating. There are no answers at present to the following questions: how much non-gravitational energy per baryons is present in the ICM? When was this energy injected? Which are the sources of heating? The embarrassment in front of these questions is amplified by the fact that the most viable sources of heating, SNae and stellar winds, seem to be inefficient in bringing the ICM to the observed entropy level. We may call it the energy crisis. Here we review the main aspects of this crisis, listing possible solutions, including other sources, like AGNs and Radio Galaxies, or other mechanisms, like large scale shocks and selective cooling.

    Climate Information Needs for Financial Decision Making (Final Report) This Department of Energy workshop award (grant #DE-SC0008480) provided primary support for the American Meteorological Society’s study on climate information needs for financial decision making. The goal of this study was to help advance societal decision making by examining the implications of climate variability and change on near-term financial investments. We explored four key topics: 1) the conditions and criteria that influence returns on investment of major financial decisions, 2) the climate sensitivity of financial decisions, 3) climate information needs of financial decision makers, and 4) potential new mechanisms to promote collaboration between scientists and financial decision makers. Better understanding of these four topics will help scientists provide the most useful information and enable financial decision makers to use scientific information most effectively. As a result, this study will enable leaders in business and government to make well-informed choices that help maximize long-term economic success and social wellbeing in the United States The outcomes of the study include a workshop, which brought together leaders from the scientific and financial decision making communities, a publication of the study report, and a public briefing of the results to the policy community. In addition, we will present the results to the scientific community at the AMS Annual Meeting in February, 2014. The study results were covered well by the media including Bloomberg News and E&E News. Upon request, we also briefed the Office of Science Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) on the outcomes. We presented the results to the policy community through a public briefing in December on Capitol Hill. The full report is publicly available at www.ametsoc.org/cin. Summary of Key Findings The United States invests roughly $1.5 trillion U.S. dollars (USD) in capital assets each year across the public and private sectors (Orszag 2008; United States Census Bureau 2013). Extreme weather events create and exacerbate risks to these financial investments by contributing to: • Direct physical impacts on the investments themselves • Degradation of critical supporting infrastructure • Changes in the availability of key natural resources • Changes to workforce availability or capacity • Changes in the customer base • Supply chain disruptions • Legal liability • Shifts in the regulatory environment • Reductions in credit ratings Even small changes in weather can impact operations in critical economic sectors. As a result, maximizing returns on financial investments depends on accurately understanding and effectively accounting for these risks. Climate variability and change can either exacerbate existing risks or cause new sources of risk to emerge. Managing these risks most effectively will depend on scientific advances and increases in the capacity of financial decision makers to use the scientific knowledge that results. Barriers to using climate information must also be overcome. This study proposes three predefined levels of certainty for communicating about weather and climate risks: 1) possible (i.e., unknown likelihood or less than 50% chance of occurrence), 2) probable (greater than 50% chance of occurrence), and 3) effectively certain (at least 95% chance of occurrence). For example, it is effectively certain that a change in climate will alter weather patterns. It is probable that climate warming will cause increases in the intensity of some extreme events. It is possible that climate change will cause major and widespread disruptions to key planetary life-support services. Key recommendations of this study: 1) Identify climate-related risks and opportunities for financial decision making. 2) Create a framework to translate scientific information in clear and actionable terms for financial decision makers. 3) Analyze existing climate assessments and translate projected impacts into possible, probable,

We find that this system presents the same infinite size instanton solution as the commutative Chern-Simons-CP(1) model without a potential term. Based on this result we argue that the BPS equations are compatible with the full variational equations of motion, rejecting the hypothesis of an "energy crisis". In addition we examine the noncommutative CP(1) system with a Chern-Simons interaction. In this case we find that when the theory is transformed by the Seiberg-Witten map it also presents the same instanton solution as the commutative Chern-Simons-CP(1) model.

It is not yet understood where the excess energy is going, thus, the so-called 'energy crisis'. We show here that it is very likely that a significant fraction of the unaccounted for energy is being taken up in accelerating cosmic rays, thus bolstering the argument for the SB origin of cosmic rays.

    Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward. Any risk as global warming that causes economic surprises will hamper the efficient working of the financial market and the modern economy.

    Few events of the past decade have affected the global economic and political landscape as much as the sharp increase in the price of oil in 1973-74 and again in 1979-80. The massive transfer of real resources from mostly Western oil-consuming nations to oil-producing countries, especially to members of the Organization of Petroleum Exporting Countries, raised widespread fears that actions of OPEC nations could disrupt world financial markets, that oil markets and energy supplies would become unstable, and that a significant shift of political power would increase international tensions. In this study of how OPEC nations have used and learned to invest their wealth, Richard P. Mattione shows that the fears, have not in any significant way been realized. Mattione is the first to analyze in detail the size and distribution of the investments, their effects on the international financial system, and the motivations behind each OPEC member's investment strategy. Analyzing hard-to-find data from a variety of sources, he argues that investments in the United States and elsewhere have been motivated at least as much by conventional financial considerations - the need for liquidity, diversification, safety, and adequate rate of return - as by oil policy, development policy, or political considerations. He also traces the growth of these countries' abilities to absorb funds through internal development, their growing sophistication in financial planning and in moving Arab banks into international financial markets, and their mixed success in using aid to Third World countries to further their foreign policy goals. The book concludes with an analysis of the interplay of oil prices and policy, development needs, and financial strategies and their implication for the investments of each OPEC member in the 1980s. 33 tabs.

    During the last two decades, expanding industrial activity in east Asia has led to increased production of airborne pollutants that can be transported to North America. Previous efforts to detect this trans-Pacific pollution have relied upon remote sensing and remote sample locations. We tested whether Pb isotope ratios in airborne particles can be used to directly evaluate the Asian contribution to airborne particles of anthropogenic origin in western North America, using a time series of samples from a pair of sites upwind and downwind of the San Francisco Bay Area. Our results for airborne Pb at these sites indicate a median value of 29 Asian origin, based on mixing relations between distinct regional sample groups. This trans-Pacific Pb is present in small quantities but serves as a tracer for airborne particles within the growing Asian industrial plume. We then applied this analysis to archived samples from urban sites in central California. Taken together, our results suggest that the analysis of Pb isotopes can reveal the distribution of airborne particles affected by Asian industrial pollution at urban sites in northern California. Under suitable circumstances, this analysis can improve understanding of the global transport of pollution, independent of transport models.

    To stimulate investment in renewable energy generation projects, the federal government developed a series of support structures that reduce taxes for eligible investors--the investment tax credit, the production tax credit, and accelerated depreciation. The nature of these tax incentives often requires an outside investor and a complex financial arrangement to allocate risk and reward among the parties. These financial arrangements are generally categorized as 'advanced financial structures.' Among renewable energy technologies, advanced financial structures were first widely deployed by the wind industry and are now being explored by the solar industry to support significant scale-up in project development. This report describes four of the most prevalent financial structures used by the renewable sector and evaluates the impact of financial structure on energy costs for utility-scale solar projects that use photovoltaic and concentrating solar power technologies.

    A common feature of model inter-comparison efforts is that the base year numbers for important parameters such as population and GDP can differ substantially across models. This paper explores the sources and implications of this variation in Asian countries across the models participating in the Asian Modeling Exercise (AME). Because the models do not all have a common base year, each team was required to provide data for 2005 for comparison purposes. This paper compares the year 2005 information for different models, noting the degree of variation in important parameters, including population, GDP, primary energy, electricity, and CO2 emissions. It then explores the difference in these key parameters across different sources of base-year information. The analysis confirms that the sources provide different values for many key parameters. This variation across data sources and additional reasons why models might provide different base-year numbers, including differences in regional definitions, differences in model base year, and differences in GDP transformation methodologies, are then discussed in the context of the AME scenarios. Finally, the paper explores the implications of base-year variation on long-term model results.

    US agricultural export marketing opportunities are limited by the existence of trade barriers in many overseas countries. For example, Japan and South Korea do not permit the importation of apples due to their stated concern over codling moth infestation. One of the purposes of this study was to evaluate the potential of exporting irradiated fruits and vegetables from Washington State to overcome existing trade barriers and prevent the establishment of future barriers. The Asian countries specifically evaluated in this study are Japan, Hong Kong and Singapore. Another purpose of this project was to determine the feasibility of locating an irradiation facility in Washington State. Advantages that irradiated agricultural products would bring in terms of price and quality in export markets were also evaluated.

    The impacts of cloud radiative heating on East Asian Summer Monsoon (EASM) over the southeastern China (105°-125°E, 20°-35°N) are explained by using the Community Atmosphere Model version 5 (CAM5). Sensitivity experiments demonstrate that the radiative heating of clouds leads to a positive effect on the local EASM circulation over southeastern China. Without the radiative heating of cloud, the EASM circulation and precipitation would be much weaker than that in the normal condition. The longwave heating of clouds dominates the changes of EASM circulation. The positive effect of clouds on EASM circulation is explained by the thermodynamic energy equation, i.e. themore »different heating rate between cloud base and cloud top enhances the convective instability over southeastern China, which enhances updraft consequently. The strong updraft would further result in a southward meridional wind above the center of the updraft through Sverdrup vorticity balance.« less

  6. Crisis of the Chaotic Attractor of a Climate Model: A Transfer Operator Approach

    The destruction of a chaotic attractor leading to a rough change in the dynamics of a system as a control parameter is smoothly varied is studied. While bifurcations involving non-chaotic invariant sets, such as fixed points or periodic orbits, can be characterised by a Lyapunov exponent crossing the imaginary axis, little is known about the changes in a chaotic attractor during a crisis. The statistical physics framework, is particularly well suited for the study of global properties of chaotic systems. In particular, the semigroup of transfer operators governing the finite time evolution of probability distributions in phase space and its spectrum characterises both the relaxation rate of distributions to a statistical steady-state and the stability of this steady-state to perturbations. If critical slowing down indeed occurs in the approach to an attractor crisis, the gap in the spectrum (between the leading eigenvalue and the secondary ones) of the semigroup is expected to shrink. Here we use a high-dimensional, chaotic climate model system in which a transition from today's warm climate state to a snow-covered state occurs. This transition is associated with the destruction of a chaotic attractor as the solar constant is decreased. We show that critical slowing down develops in this model before the destruction of the chaotic attractor and that it can be observed from trajectories along the attractor. In addition, we demonstrate that the critical slowing down can be traced back to the shrinkage of the leading eigenvalues of coarse-grained approximations of the transfer operators and that these eigenvalues capture the fundamental features of the attractor crisis.

    With the coming changes in the electrical industry, there is a broad need to understand the impacts of restructuring on customers, existing utilities, and other stakeholders. Retail wheeling; performance-based regulation; unbundling of generation, transmission, and distribution; and the impact of stranded commitments are all key issues in the discussions of the future of the industry. To quantify these issues, financial and production cost models are required. The authors have created a smaller and faster finance and operations model call the Oak Ridge Financial Model (ORFIN) to help analyze the ramifications of the issues identified above. It combines detailed pricing and financial analysis with an economic dispatch model over a multi-year period. Several types of ratemaking are modeled, as well as the wholesale market and retail wheeling. Multiple plants and purchased power contracts are modeled for economic dispatch, and separate financial accounts are kept for each. Transmission, distribution, and other functions are also broken out. Regulatory assets such as deferred tax credits and demand-side management (DSM) programs are also included in the income statement and balance sheet. This report describes some of the key features of the model. Examples of the financial reports are shown, with a description of their formulation. Some of the ways these results can be used in analyzing various issues are provided.

The SCM includes a processor for performing secure processing operations, a host interface for coupling the processor to the host device, and a memory connected to the processor wherein the processor logically isolates at least some of the memory from access by the host device. The SCM also includes a proximate-field wireless communicator connected to the processor to communicate with another SCM associated with another host device. The SCM generates a secure digital signature for a financial transaction package and communicates the package and the signature to the other SCM using the proximate-field wireless communicator. Financial transactions are performed from person to person using the secure digital signature of each person's SCM and possibly message encryption. The digital signatures and transaction details are communicated to appropriate financial organizations to authenticate the transaction parties and complete the transaction.

Accordingly, the EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents.

  18. Responses of East Asian Summer Monsoon to Natural and Anthropogenic Forcings in the 17 Latest CMIP5 Models

    In this study, we examined the responses of East Asian Summer Monsoon (EASM) to natural (solar variability and volcanic aerosols) and anthropogenic (greenhouse gasses and aerosols) forcings simulated in the 17 latest Coupled Model Intercomparison Program phase 5 (CMIP5) models with 105 realizations. The observed weakening trend of low-level EASM circulation during 1958-2001 is partly reproduced under all-forcing runs. A comparison of separate forcing experiments reveals that the aerosol-forcing plays a primary role in driving the weakened low-level monsoon circulation. The preferential cooling over continental East Asia caused by aerosol affects the monsoon circulation through reducing the land-sea thermal contrast and results in higher sea level pressure over northern China. In the upper-level, both natural-forcing and aerosol-forcing contribute to the observed southward shift of East Asian subtropical jet through changing the meridional temperature gradient.

    In this study, the relative financial impact on HUD and PHAs of these four funding strategies, based on case studies of actual retrofit efforts by two local housing authorities: San Francisco, California and Trenton, New Jersey are examined. The selected retrofits all show significant energy savings. This is not, however, reflected in the financial benefits to each party because current provisions of the Performance Funding System (PFS) for public housing energy subsidies require that costs and savings associated with energy conservation retrofits be shared between HUD and the local housing authorities, regardless of the financing mechanism used.

  2. Future projection of mean and variability of the Asian Summer Monsoon and Indian Ocean Climate systems

    The overall goal of this project is to assess the ability of the CMIP3/5 models to simulate the Indian-Ocean monsoon systems. The PI along with post-docs investigated research issues ranging from synoptic systems to long-term trends over the Asian monsoon region. The PI applied diagnostic tools such as moist static energy (MSE) to isolate: the moist and radiative processes responsible for extended monsoon breaks over South Asia, precursors in the ENSO-monsoon association, reasons for the drying tendency over South Asia and the possible effect on tropical Indian Ocean climate anomalies influencing certain aspects of ENSO characteristics. By diagnosing various observations and coupled model simulations, we developed working hypothesis and tested them by carrying out sensitivity experiments with both linear and nonlinear models. Possible physical and dynamical reasons for model sensitivities were deduced. On the teleconnection front, the ability of CMIP5 models in representing the monsoon-desert mechanism was examined recently. Further more, we have applied a suite of diagnostics and have performed an in depth analysis on CMIP5 integrations to isolate the possible reasons for the ENSO-monsoon linkage or lack thereof. The PI has collaborated with Dr. K.R. Sperber of PCMDI and other CLIVAR Asian-Australian monsoon panel members in understanding the ability of CMIP3/5 models in capturing monsoon and its spectrum of variability. The objective and process-based diagnostics aided in selecting models that best represent the present-day monsoon and its variability that are then employed for future projections. Two major highlights were an invitation to write a review on present understanding monsoons in a changing climate in Nature Climate Change, and identification of an east-west shift in observed monsoon rainfall (more rainfall over tropical western Pacific and drying tendency over South Asia) in the last six decades and attributing that shift to SST rise over the tropical western Pacific. On the training of post-doctoral scientists: the PI spent considerable amount of time and efforts in introducing the post-docs into climate modeling and designing the numerical experiments. With training provided and knowledge gained, post-docs worked in the project obtained long term positions elsewhere. The PI also enjoyed the experience in managing the works and educating work ethics to the younger generation. Based on the research achievements and publications, the PI gave invited talks in major international monsoon conferences/workshops, and gave lectures in various research organizations in the last six years. Finally, during the project period, the PI attended all the DOE organized PIs meeting and presented the major results. Some of the major implications of the project include: (i) Sustained observational efforts are necessary to monitor the three-dimensional moisture distribution over the Asian monsoon region that would aid in better understanding, modeling and predicting severe monsoons well in advance and (ii) process-based diagnostics lead pathways for model improvements.

    This report presents a preliminary, detailed evaluation of various shelter options for use if the President orders crisis relocation of the US urban population because of strong expectation of a nuclear war. The availability of livable shelter space at 40 ft/sup 2/ per person (congregate-care space) by state is evaluated. Options are evaluated for construction of fallout shelters allowing 10 ft/sup 2/ per person - such shelters are designed to provide 100% survival at projected levels of radioactive fallout. The FEMA concept of upgrading existing buildings to act as fallout shelters can, in principle, provide adequate shelter throughout most of the US. Exceptions are noted and remedies proposed. In terms of upgrading existing buildings to fallout shelter status, great benefits are possible by turning away from a standard national approach and adopting a more site-specific approach. Existing FEMA research provides a solid foundation for successful crisis relocation planning, but the program can be refined by making suitable modifications in its locational, engineering, and institutionally specific elements.

    At the request of the Pacific Northwest National Laboratory, an in-depth analysis of the rapidly evolving state of real estate investments, high-performance building technology, and interest in efficiency was conducted by HaydenTanner, LLC, for the U.S. Department of Energy (DOE) Building Technologies Program. The analysis objectives were • to evaluate the link between high-performance buildings and their market value • to identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to appropriately value and deploy high-performance strategies and technologies across new and existing buildings • to summarize financial mechanisms that facilitate increased investment in these buildings. To meet these objectives, work consisted of a literature review of relevant writings, examination of existing and emergent financial and policy mechanisms, interviews with industry stakeholders, and an evaluation of the value implications through financial modeling. This report documents the analysis methodology and findings, conclusion and recommendations. Its intent is to support and inform the DOE Building Technologies Program on policy and program planning for the financing of high-performance new buildings and building retrofit projects.

    We analyse a multiplex of networks between OECD countries during the decade 2002-2010, which consists of five financial layers, given by foreign direct investment, equity securities, short-term, long-term and total debt securities, and five environmental layers, given by emissions of N O x, P M 10 SO 2, CO 2 equivalent and the water footprint associated with international trade. We present a new measure of cross-layer correlations between flows in different layers based on reciprocity. For the assessment of results, we implement a null model for this measure based on the exponential random graph theory. We find that short-term financial flows are more correlated with environmental flows than long-term investments. Moreover, the correlations between reverse financial and environmental flows (i.e. flows of different layers going in opposite directions) are generally stronger than correlations between synergic flows (flows going in the same direction).
