Members of the American Coke and Coal Chemicals Institute (ACCCI), as responsible corporate citizens, have embraced the concepts of crisis management and progress down the various paths of planning and preparation, monitoring, media communications, community outreach, emergency response, and recovery. Many of the concepts outlined here reflect elements of crisis management guidelines developed by the Chemical Manufacturers Association (CMA). At a coke plant, crises can take the form of fires, chemical releases, labor strikes, feedstock supply disruptions, and excessive snowfall, just to name a few. The CMA defines a crisis as: ``an unplanned event that has the potential to significantly impact a company`s operability or credibility, or to pose a significant environment, economic or legal liability``; and crisis management as: ``those activities undertaken to anticipate or prevent, prepare for, respond to and recover from any incident that has the potential to greatly affect the way a company conducts its business.

When the authors peer into their crystal ball for the global petrochemical industry's future, they see substantial growth in virtually all markets. These increases emanate from both the large demand base in developed countries and the rapidly evolving needs in industrializing nations. A perspective on global petrochemicals can be gained by referencing ethylene demand, forecast to grow at an average rate approaching 5%/yr through 2000. The importance of East Asia is particularly impressive in view of the region's portion of worldwide ethylene demand, projected to increase from 11.7% in 1993 to 15.3% by 2000. Sustainable solutions for solid waste management in Southeast Asian countries

Human activities generate waste and the amounts tend to increase as the demand for quality of life increases. Today's rate in the Southeast Asian Nations (ASEANs) is alarming, posing a challenge to governments regarding environmental pollution in the recent years. The expectation is that eventually waste treatment and waste prevention approaches will develop towards sustainable waste management solutions. This expectation is for instance reflected in the term 'zero emission systems'. The concept of zero emissions can be applied successfully with today's technical possibilities in the agro-based processing industry. First, the state-of-the-art of waste management in Southeast Asian countries will be outlined in this paper, followed by waste generation rates, sources, and composition, as well as future trends of waste. Further on, solutions for solid waste management will be reviewed in the discussions of sustainable waste management. The paper emphasizes the concept of waste prevention through utilization of all wastes as process inputs, leading to the possibility of creating an ecosystem in a loop of materials. Also, a case study, focusing on the citrus processing industry, is displayed to illustrate the application of the aggregated material input-output model in a widespread processing industry in ASEAN. The model can be shown as a closed cluster, which permits an identification of opportunities for reducing environmental impacts at the process level in the food processing industry. Throughout the discussion in this paper, the utilization of renewable energy and economic aspects are considered to adapt to environmental and economic issues and the aim of eco-efficiency. Additionally, the opportunities and constraints of waste management will be discussed.

The energy situation in the Asian-Pacific region and international cooperation

After the second oil crisis (1979-80), the developing countries in the Asian-Pacific region adopted two major energy policies: conservation and the introduction and stimulation of alternative sources of energy to oil. Energy conservation was successfully achieved only in the newly industrialized countries, including Korea, Taiwan, and Singapore; the potential for conservation was very limited in other less-developed countries. In order to promote energy conservation, many countries adopted a policy of higher prices for particular petroleum products. The results of the push to introduce or expand nonoil alternative sources of energy have been quite encouraging. Excellent examples are the development of natural gas in Thailand, Malaysia, and Indonesia; of coal and lignite in Indonesia; and of lignite in Thailand. Energy management and the expansion of domestic energy resources in the developing countries will require not only imported technology but the upgrading of indigenous human resources to guarantee long-term and successful development.

Little study sees large growth in Asian natural gas market

Power capacity additions in Asia will at least triple by 2010, and Arthur D. Little Inc. predicts natural gas can pick up a good 15 percent of that market. The study predicts Asia potentially will need 720 gigawatts of new power generation by 2010, of which 15 percent may be gas-based. This represents a market three times the size of the US market in the same period, and would require more than $1 trillion in investment to finance the power generation projects alone. Six forces are driving new market opportunities for natural gas in Asia, and have set the stage for major investments in Asian gas-based power generation. They are: New technologies; growing environmental pressures; privatization; alternative energy pricing; gas availability; and continued economic growth. Japan, South Korea and Taiwan already have large, well-established markets for both gas and power that provide minimal opportunities for foreign investment. But the rest of Asia - specifically, India, Pakistan, the Philippines, Vietnam, Indonesia, Malaysia, the People's Republic of China, Thailand, Bangladesh and Myanmar - is still relatively undeveloped, the study said, and gas is emerging as an energy import substitute or export earner. The study found those countries will turn increased environmental awareness and concern into legislation as their economic prosperity grows, leading to a higher future value for natural gas relative to other fuels. Stricter emissions standards will favor gas over diesel, fuel oil and coal.

Applying clean coal technologies in the Asian Pacific Basin

The United States is well positioned to play an expanding role in meeting the energy-technology demands of the Asian Pacific Basin (APB). The US Clean Coal Technology (CCT) Demonstration Program, spearheaded, stewarded, and managed by the US Department of Energy in full partnership with US industry, provides a proving ground for innovative coal-related technologies. Its precombustion, combustion, postcombustion, and conversion technologies, once tested and proven at the demonstration level, are expected to be applicable to coal-burning facilities in the APB (and elsewhere), in both the utility and industrial sectors. These technologies and concepts are expected to allow for increased utilization of the vast coal and lignite resources in the APB in an efficient, economic, and environmentally acceptable manner. They also could provide the opportunity for increased sales of US coals. Specific, potential applications in the APB will be presented, highlighting possibilities in Indonesia, Japan, the Peoples' Republic of China, South Korea, Taiwan, and Thailand. 4 refs., 1 tab.

Addressing the Crisis in Fundamental Physics

I present the case for fundamental physics experiments in space playing an important role in addressing the current "dark energy'' crisis. If cosmological observations continue to favor a value of the dark energy equation of state parameter w=-1, with no change over cosmic time, then we will have difficulty understanding this new fundamental physics. We will then face a very real risk of stagnation unless we detect some other experimental anomaly. The advantages of space-based experiments could prove invaluable in the search for the a more complete understanding of dark energy. This talk was delivered at the start of the Fundamental Physics Research in Space Workshop in May 2006.

The Energy Policy and Conservation Act (EPCA) mandated that minimum energy efficiency standards be established for classes of refrigerators and refrigerator-freezers, freezers, clothes dryers, water heaters, room air conditioners, home heating equipment, kitchen ranges and ovens, central air conditioners, and furnaces. EPCA requires that standards be designed to achieve the maximum improvement in energy efficiency that is technologically feasible and economically justified. Following the introductory chapter, Chapter Two describes the methodology used in the economic analysis and its relationship to legislative criteria for consumer product efficiency assessment; details how the CPES Value Model systematically compared and evaluated the economic impacts of regulation on the consumer, manufacturer and Nation. Chapter Three briefly displays the results of the analysis and lists the proposed performance standards by product class. Chapter Four describes the reasons for developing a baseline forecast, characterizes the baseline scenario from which regulatory impacts were calculated and summarizes the primary models, data sources and assumptions used in the baseline formulations. Chapter Five summarizes the methodology used to calculate regulatory impacts; describes the impacts of energy performance standards relative to the baseline discussed in Chapter Four. Also discussed are regional standards and other program alternatives to performance standards. Chapter Six describes the procedure for balancing consumer, manufacturer, and national impacts to select standard levels. Details of models and data bases used in the analysis are included in Appendices A through K.

Dynamism of the world economy has compelled Nigerians to accept the liberalization of its economy to encourage private sector participation and induce managerial efficiency. This has become very imperative most especially, in the downstream sub-sector of the Nigerian oil and gas industry by the establishment and management of private refineries in view of the persistent fuel energy crisis. An attempt is made here at analyzing the prospects and problems of such refineries that are expected to end the fuel energy crisis which started in the 1970s due to increased demand for petroleum products for rehabilitation and reconstruction after the civil war but later metamorphosed into a hydraheaded monster in the 1980s to date. Efforts towards arresting this crisis by the government through the establishment of more refineries, storage depots and network of distribution pipelines etc achieved a short-term solution due to the abysmal low performance of the refineries and facilities in contrast to increasing demand for petroleum products. It is deduced that the low performance resulted from bad and corrupt management by indigenous technocrats and political leaders as well as vandalization of facilities. Prospects for such investments were identified, as well as some of the problems to content with. This is in order to understand the pros and cons of such investments in view of their capital intensiveness and the need to achieve economic goals that must incorporate environmental and social objectives.

Development of East Asia`s petrochemical industry has been phenomenal, with major complexes built in numerous locations. The Southeast Asian countries of particular interest are members of the Association of Southeast Asian Nations (ASEAN): Singapore, Thailand, Malaysia, Indonesia, the Philippines, Brunei and Vietnam. As new capacity is built in this region, these large operating facilities will affect supply and demand for key petrochemical products--ethylene and polyolefins. What are the potential regional effects from this new capacity? Traditional net export countries will have to re-evaluate their future marketing strategies to remain competitive in Southeast Asia and other trading areas. As East Asia`s petrochemical industry comes of age, competition will undoubtedly increase. However, this growing region offers opportunities to widen manufacturing basis. The paper discusses basic chemical demands and the outlook for the Asian petrochemical industry.

This report provides an experimental plan for a proposed Asian long-range tracer study as part of the international Tracer Experiment and Atmospheric Modeling (TEAM) Project. The TEAM partners are China, Japan, South Korea and the United States. Optimal times of year to conduct the study, meteorological measurements needed, proposed tracer release locations, proposed tracer sampling locations and the proposed durations of tracer releases and subsequent sampling are given. Also given are the activities necessary to prepare for the study and the schedule for completing the preparation activities leading to conducting the actual field operations. This report is intended to provide the TEAM members with the information necessary for planning and conducting the Asian long-range tracer study. The experimental plan is proposed, at this time, to describe the efforts necessary to conduct the Asian long-range tracer study, and the plan will undoubtedly be revised and refined as the planning goes forward over the next year.

Reflecting on mainstreaming through environmental appraisal in times of financial crisis — From ‘greening’ to ‘pricing’?

The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the ‘greening’ of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing ‘the mainstream’ by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ? Mainstreaming is witnessing a revival over the last few years and a comeback amongst environmental appraisal communities. ? Mainstreaming efforts through environmental appraisal have failed to challenge the deeply rooted belief in economic growth. ? Recent mainstreaming efforts are incorporated in “green deals” following ecological modernisation discourses. ? Environmental appraisal is urged to embrace ecosystem service approaches prompting a rethink of its advocacy role and purpose.

Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)

The report attempts of apply econophysics concepts to the Eurozone crisis. It starts by examining the idea of conservation laws as applied to market economies. It formulates a measure of financial entropy and gives numerical simulations indicating that this tends to rise. We discuss an analogue for free energy released during this process. The concepts of real and symbolic appropriation are introduced as a means to analyse debt and taxation. We then examine the conflict between the conservation laws that apply to commodity exchange with the exponential growth implied by capital accumulation and how these have necessitated a sequence of evolutionary forms for money, and go on to present a simple stochastic model for the formation of rates of interest and a model for the time evolution of the rate of profit. The Heating of the ICM: Energy Crisis and viable solutions

X-ray observations indicate that non-gravitational processes play a key role in the thermodynamics of the Intra Cluster Medium (ICM). The effect of non-gravitational processes is imprinted in the ICM as an entropy minimum, whose effects are visible in the Luminosity-Temperature relation and in the Entropy-Temperature relation. However, the X-ray emission alone cannot discriminate between different mechanisms and sources of heating. There are no answers at present to the following questions: how much non-gravitational energy per baryons is present in the ICM? When was this energy injected? Which are the sources of heating? The embarrassment in front of these questions is amplified by the fact that the most viable sources of heating, SNae and stellar winds, seem to be inefficient in bringing the ICM to the observed entropy level. We may call it the energy crisis. Here we review the main aspects of this crisis, listing possible solutions, including other sources, like AGNs and Radio Galaxies, or other mechanisms, like large scale shocks and selective cooling.

This is a progress report on the first phase of a project to measure the economic impacts of a rapidly changing U.S. target base. The purpose of the first phase is to designate and test the macroeconomic impact analysis model. Criteria were established for a decision-support model. Additional criteria were defined for an interactive macroeconomic impact analysis model. After a review of several models, the Economic Impact Forecast System model of the U.S. Army Construction Research Laboratory was selected as the appropriate input-output tool that can address local and regional economic analysis. The model was applied to five test cases to demonstrate its utility and define possible revisions to meet project criteria. A plan for EIFS access was defined at three levels. Objectives and tasks for scenario refinement are proposed.

Photon underproduction crisis: Are QSOs sufficient to resolve it?

We investigate the recent claim of 'photon underproduction crisis' by Kollmeier et al. (2014) which suggests that the known sources of ultra-violet (UV) radiation may not be sufficient to generate the inferred hydrogen photoionization rate ($\\Gamma_{\\rm HI}$) in the low redshift inter-galactic medium. Using the updated QSO emissivities from the recent studies and our radiative transfer code developed to estimate the UV background, we show that the QSO contribution to $\\Gamma_{\\rm HI}$ is higher by a factor ~2 as compared to the previous estimates. Using self-consistently computed combinations of star formation rate density and dust attenuation, we show that a typical UV escape fraction of 4% from star forming galaxies should be sufficient to explain the inferred $\\Gamma_{\\rm HI}$ by Kollmeier et al. (2014). Interestingly, we find that the contribution from QSOs alone can explain the recently inferred $\\Gamma_{\\rm HI}$ by Shull et al. (2015) which used the same observational data but different simulation. Ther...

Pb Isotopes as an Indicator of the Asian Contribution to Particulate Air Pollution in Urban California

During the last two decades, expanding industrial activity in east Asia has led to increased production of airborne pollutants that can be transported to North America. Previous efforts to detect this trans-Pacific pollution have relied upon remote sensing and remote sample locations. We tested whether Pb isotope ratios in airborne particles can be used to directly evaluate the Asian contribution to airborne particles of anthropogenic origin in western North America, using a time series of samples from a pair of sites upwind and downwind of the San Francisco Bay Area. Our results for airborne Pb at these sites indicate a median value of 29 Asian origin, based on mixing relations between distinct regional sample groups. This trans-Pacific Pb is present in small quantities but serves as a tracer for airborne particles within the growing Asian industrial plume. We then applied this analysis to archived samples from urban sites in central California. Taken together, our results suggest that the analysis of Pb isotopes can reveal the distribution of airborne particles affected by Asian industrial pollution at urban sites in northern California. Under suitable circumstances, this analysis can improve understanding of the global transport of pollution, independent of transport models.

Technology transfer, resources import, and economic growth of newly industrializing countries

The general characteristics of developing economies are poor resources endowments and relatively backward technologies. These characteristics are considered to be obstacles to economic growth. Yet, despite embodying these characteristics, Hong Kong, Korea, Singapore, and Taiwan have grown rapidly in the past two decades. Their phenomenal growth is attributed to rapid export expansion which serves as a vehicle in securing the financing of resources import and technology transfer. The important role of export expansion was investigated in models of economic growth and international trade. The models generally fall into two classes. The first class is solely concerned with the importation of resources while the second class emphasizes transfer of technology. This dissertation presents a new class of model combining the two existing classes. In the new model, resources are being introduced into the technology transfer model developed by Feldstein and Hartman, Berglas and Jones, and Khang. Thus, the new model contains two types of imports instead of one. The two imports are advanced capital, which embodies advanced technology, and resources. The new model explains fully the phenomenal growth of the four Asian NICs by demonstrating that rapid economic growth requires massive technology transfer and the alleviation of resource constraints.

Economic analysis of fusion breeders

This paper presents a study of the economic performance of Fission/Fusion Hybrid devices. This work takes fusion breeder cost estimates and applies methodology and cost factors used in the fission reactor programs to compare fusion breeders with Liquid Metal Fast Breeder Reactors (LMFBR). The results of the analysis indicate that the Hybrid will be in the same competitive range as proposed LMFBRs and have the potential to provide economically competitive power in a future of rising uranium prices. The sensitivity of the results to variations in key parameters is included.

Natural gas could be an important alternative energy source in meeting some of the market demand presently met by liquid products from crude oil. This study was initiated to analyze three energy markets to determine if greater use could be made of natural gas or natural gas derived products and if those products could be provided on an economically competitive basis. The three markets targeted for possible increases in gas use were motor fuels, power generation, and the chemical feedstocks market. The economics of processes to convert natural gas to transportation fuels, chemical products, and power were analyzed. The economic analysis was accomplished by drawing on a variety of detailed economic studies, updating them and bringing the results to a common basis. The processes analyzed included production of methanol, MTBE, higher alcohols, gasoline, CNG, and LNG for the transportation market. Production and use of methanol and ammonia in the chemical feedstock market and use of natural gas for power generation were also assessed. Use of both high and low quality gas as a process feed stream was evaluated. The analysis also explored the impact of various gas price growth rates and process facility locations, including remote gas areas. In assessing the transportation fuels market the analysis examined production and use of both conventional and new alternative motor fuels.
