The opportunity in Asia for petrochemical companies generally is well known among global players in the industry. Conventional wisdom dictates that most companies at least consider investing in Asia, and for good reason, in most cases. The more aggressive, growth-oriented companies, however, already are attempting to discover the ``next Asia,`` if there is such a thing. Latin America has been nominated as one of the less developed regions that might inherit the Asia/Pacific region`s enviable position. This nomination, however, was made before the Mexican financial crisis and the burgeoning pressure on the currencies of Brazil and Argentina. In light of current events, can Latin America still be considered the next Asia, and, if so, what opportunities will follow the devaluation of the Mexican peso? An analysis of the economic and political factors affecting the petrochemical industry in Latin America indicates that the region still hold excellent prospects for petrochemical companies.

Almost a third of the total energy consumed in South Asia is managed or administered by women. Yet there are no institutional arrangements available to prepare women for this task and there are few instances where women are given the training, information, knowledge, and skills to plan and manage the efficient utilization of energy, including the use of renewable energy sources in their daily lives. Women in Sustainable Energy Research (WISER) is set up to fulfill this need through the development of application oriented energy management programs and their dissemination to the women of South Asia. WISER will work in close partnership with the South Asia Women in Energy (SAWIE) network. WISER will be the training hub for SAWIE, showcasing clean energy technologies and incubating energy efficiency and renewable energy systems for women entrepreneurs in South Asia (SA). Through capacity building programs offered by WISER, women will be empowered, adopt sustainable development life styles and measures, and contribute to economic growth.

South Asia Water Resources Workshop: An effort to promote water quality data sharing in South Asia

To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of sites within the region at which water quality data are to be collected; (4) instituting a data and information collection and sharing process; and, (5) training of partners in the use of water quality monitoring equipment.

Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

The intensely adversarial relationship between India and Pakistan is marked by military rivalry, mutual distrust, and suspicion. The most dividing disagreement has been over the Kashmir region. An inability to discuss the Kashmir issue has prevented discussion on other important issues. Since there is little prospect of detente, at least in the near-term, the question is whether this rivalry can be contained by other means, such as arms control approaches. Conventional arms control has been applied flexibly and successfully in some regions to reduce threat-perceptions and achieve reassuring military stability. Some lessons from other international models might be applied to the India/Pakistan context. This paper discusses the status of conventional arms control in South Asia, the dominant Indian and Pakistani perceptions about arms control, the benefits that could be derived from arms control, as well as the problems and prospects of arms control. It also discusses existing conventional arms control agreements at the regional and global levels as well as the potential role of cooperative monitoring technology.

Seasonal cycle of Precipitation over Major River Basins in South and Southeast Asia: A Review of the CMIP5 climate models data for present climate and future climate projections

We review the skill of thirty coupled climate models participating in Coupled Model Intercomparison Project 5 in terms of reproducing properties of the seasonal cycle of precipitation over the major river basins of South and Southeast Asia (Indus, Ganges, Brahmaputra and Mekong) for historical period (1961-2000). We also present projected changes by these models by end of century (2061-2100) under extreme scenario RCP8.5. First, we assess their ability to reproduce observed timings of the monsoon onset and the rate of rapid fractional accumulation (RFA slope) - a measure of seasonality within active monsoon period. Secondly, we apply a threshold-independent seasonality index (SI) - a multiplicative measure of precipitation and extent of its concentration relative to the uniform distribution (relative entropy - RE). We apply SI distinctly for monsoonal precipitation regime (MPR), westerly precipitation regime (WPR) and annual precipitation regime. India: Asia-Pacific energy series country report

As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

Energy use and sulphur dioxide emissions in Asia

This paper presents a review of energy use in 22 selected countries of Asia and estimates the anthropogenic emission of sulphur dioxide (SO{sub 2}) for the selected countries, both at national and disaggregated sub-country-regional levels. The paper also makes a comparative assessment of the Asian countries in terms of SO{sub 2} emission intensity (i.e. emission per GDP), emission per capita and emission density (i.e. emission per unit area). Total SO{sub 2} emission in the region was estimated to be about 38 million tons in 1990 Five countries, China, India, South Korea, Japan and Thailand, accounted for over 91% of the regional SO{sub 2} emission. Coal use had the dominant share (81%) of the total emission from the region. Among the economic sectors, industry contributed the largest share (49%) to the total emissions of the selected countries as a whole, followed by the power sector (30%). These findings suggest the need for mitigation strategies focussed on the industry and power sectors of the major emitting countries in Asia. 20 refs., 10 tabs.

Energy technology and emissions control for acid rain abatement in Asia

After more than ten years of research, acid rain is a sufficiently serious problem in North America to warrant control action. The acid rain problem has become a threat to the Asian continent as well. Emissions of sulfur dioxide and nitrogen oxides are already high and announces plans for increases in coal use by countries in the region imply a major increase in emissions in the future. This will inevitably lead to greater incidence of acid rain and probably significant environmental damage in some locations. The purpose of this paper is to examine some of the issues relating to acid-rain-control technology in Asia and to suggest ways to include technology options in integrated simulation models of acid rain in Asia. 14 refs., 9 figs., 6 tabs. Cooperative measures to mitigate Asia-Pacific maritime conflicts.

The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. This paper provides an overview on these threats, issue by issue, to identify common elements and needed cooperation. Cooperation on other topics such as search and rescue, fisheries protection, and oil spill response may help support improved relations to prevent maritime conflicts. Many technologies can help support maritime cooperation, including improved communications links, tracking and emergency beacon devices, and satellite imaging. Appropriate technical and political means are suggested for each threat to the SLOCs.

The Role of Asia in Mitigating Climate Change: Results from the Asia Modeling Exercise

In 2010, Asia accounted for 60% of global population, 39% of Gross World Product, 44% of global energy consumption and nearly half of the world’s energy system CO2 emissions. WRF-Chem Simulations of Aerosols and Anthropogenic Aerosol Radiative Forcing in East Asia

This study aims to provide a first comprehensive evaluation of WRF-Chem for modeling aerosols and anthropogenic aerosol radiative forcing (RF) over East Asia. Several numerical experiments were conducted from November 2007 to December 2008. Comparison between model results and observations shows that the model can generally reproduce the observed spatial distributions of aerosol concentration, aerosol optical depth (AOD) and single scattering albedo (SSA) from measurements at different sites, including the relatively higher aerosol concentration and AOD over East China and the relatively lower AOD over Southeast Asia, Korean, and Japan. The model also depicts the seasonal variation and transport of pollutions over East Asia. Particulate matter of 10 um or less in the aerodynamic diameter (PM10), black carbon (BC), sulfate (SO42-), nitrate (NO3-) and ammonium (NH4+) concentrations are higher in spring than other seasons in Japan due to the pollutant transport from polluted area of East Asia. AOD is high over Southwest and Central China in winter, spring and autumn and over North China in summer while is low over South China in summer due to monsoon precipitation. SSA is lowest in winter and highest in summer. The model also captures the dust events at the Zhangye site in the semi-arid region of China. Anthropogenic aerosol RF is estimated to range from -5 to -20 W m-2 over land and -20 to -40 W m-2 over ocean at the top of atmosphere (TOA), 5 to 30 W m-2 in the atmosphere (ATM) and -15 to -40 W m-2 at the bottom (BOT). The warming effect of anthropogenic aerosol in ATM results from BC aerosol while the negative aerosol RF at TOA is caused by scattering aerosols such as SO4 2-, NO3 - and NH4+. Positive BC RF at TOA compensates 40~50% of the TOA cooling associated with anthropogenic aerosol.

Asia-wide emissions of greenhouse gases

Emissions of principal greenhouse gases (GHGs) from Asia are increasing faster than those from any other continent. This is a result of rapid economic growth, as well as the fact that almost half of the world`s population lives in Asian countries. In this paper, the author provides estimates of emissions of the two principal greenhouse gases, carbon dioxide (CO{sub 2}) and methane (CH{sub 4}), from individual countries and areas. Recent literature has been reviewed for emission estimates for individual sources, such as carbon dioxide from cement manufacture, and methane from rice fields. There are very large uncertainties in many of these estimates, so several estimates are provided, where available. The largest anthropogenic source of CO{sub 2} emissions is the use of fossil fuels. Energy consumption data from 1992 have been used to calculate estimated emissions of CO{sub 2} from this source. In view of the ongoing negotiations to limit future greenhouse gas emissions, estimates of projected CO{sub 2} emissions from the developing countries of Asia are also provided. These are likely to be 3 times their 1986 levels by 2010, under business as usual scenarios. Even with the implementation of energy efficiency measures and fuel switching where feasible, the emissions of CO{sub 2} are likely to double within the same time period.

As part of our continuing assessment of the Asia-Pacific energy markets, the Energy Program has embarked upon country studies that discuss in detail the structure of the energy sector in each country within the region. The country studies also provide the reader with an overview of the economic situation and, when possible, of the political situation in the country under study. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, as much as possible, we have provided the latest available statistics---more often than not, from unpublished sources. Staff members have traveled extensively in the countries under review and have spoken to top policymakers in government and industry. Thus, these reports provide not only information but the latest thinking on energy issues in various countries. It is our hope that over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. 48 refs., 23 figs., 56 tabs.

New Zealand: Asia-Pacific energy series, country report

The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various counties. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics.

Radioactive Waste Management in Central Asia - 12034

After the collapse of the Soviet Union the newly independent states in Central Asia (CA) whose regulatory bodies were set up recently are facing problems with the proper management of radioactive waste and so called 'nuclear legacy' inherited from the past activities. During the former Soviet Union (SU) period, various aspects of nuclear energy use took place in CA republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Activities range from peaceful use of energy to nuclear testing for example at the former Semipalatinsk Nuclear Test Site (SNTS) in Kazakhstan, and uranium mining and milling industries in all four countries. Large amounts of radioactive waste (RW) have been accumulated in Central Asia and are waiting for its safe disposal. In 2008 the Norwegian Radiation Protection Authority (NRPA), with the support of the Norwegian Ministry of Foreign Affairs, has developed bilateral projects that aim to assist the regulatory bodies in Kazakhstan, Kyrgyzstan Tajikistan, and Uzbekistan (from 2010) to identify and draft relevant regulatory requirements to ensure the protection of the personnel, population and environment during the planning and execution of remedial actions for past practices and radioactive waste management in the CA countries. The participating regulatory authorities included: Kazakhstan Atomic Energy Agency, Kyrgyzstan State Agency on Environmental Protection and Forestry, Nuclear Safety Agency of Tajikistan, and State Inspectorate on Safety in Industry and Mining of Uzbekistan. The scope of the projects is to ensure that activities related to radioactive waste management in both planned and existing exposure situations in CA will be carried out in accordance with the international guidance and recommendations, taking into account the relevant regulatory practice from other countries in this area. In order to understand the problems in the field of radioactive waste management we have analysed the existing regulations through the so called 'Threat assessment' in each CA country which revealed additional problems in the existing regulatory documents beyond those described at the start of our ongoing bilateral projects in Kazakhstan, Kirgizistan Tajikistan and Uzbekistan. Outlook and challenges to coal in Asia: 1994--2015

The two key threats to coal`s long term dominance in Asia are: (1) its uneven distribution of reserves and lack of adequate rail transportation infrastructure, and (2) growing environmental concerns about coal-related pollution. Even with increased attention to emissions control for coal, continued growth in coal consumption is expected to result in further deterioration of the environment in Asia for another one to two decades. China will remain the largest polluter in Asia, but it`s believed it will become Asia`s largest user of emissions control technology by 2015. The authors have subjectively weighed the above constraints to increased coal use in preparing the projections of the future role of coal in the Asian region. This paper shows past trends in coal production and consumption, plus projections of coal production, consumption and trade over the 1994--2015 period. The projections in this paper are useful as a general indicator of long term patterns in Asia. However, there are too many uncertainties about economic growth rates and energy and environmental policies to suggest that the projections will be accurate for every economy. This paper concludes with the preliminary results of research under way, which suggests that increasing economic wealth in China is the most important factor in solving China`s coal-related pollution problems.

In the framework of the model inter-comparison study - Asia Phase II (MICS2), where eight models are compared over East Asia, this paper studies the influence of different parameterizations used in the aerosol module on the aerosol concentrations of sulfate and nitrate in PM10. An intracomparison of aerosol concentrations is done for March 2001 using different configurations of the aerosol module of one of the model used for the intercomparison. Single modifications of a reference setup for model configurations are performed and compared to a reference case. These modifications concern the size distribution, i.e. the number of sections, and physical processes, i.e. coagulation, condensation/evaporation, cloud chemistry, heterogeneous reactions and sea-salt emissions. Comparing monthly averaged concentrations at different stations, the importance of each parameterization is first assessed. It is found that sulfate concentrations are little sensitive to sea-salt emissions and to whether condensation is computed...

Energy problems in Latin America

Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity. Investments needed to sustain a reasonable increase in production from conventional energy sources up to 1990 are presented. 14 references, 1 figure, 4 tables.

Can coyotes affect deer populations in Southeastern North America?

ABSTRACT The coyote (Canis latrans) is a recent addition to the fauna of eastern North America, and in many areas coyote populations have been established for only a decade or two. Although coyotes are known predators of white-tailed deer (Odocoileus virginianus) in their historic range, effects this new predator may have on eastern deer populations have received little attention. We speculated that in the southeastern United States, coyotes may be affecting deer recruitment, and we present 5 lines of evidence that suggest this possibility. First, the statewide deer population in South Carolina has declined coincident with the establishment and increase in the coyote population. Second, data sets from the Savannah River Site (SRS) in South Carolina indicate a new mortality source affecting the deer population concurrent with the increase in coyotes. Third, an index of deer recruitment at SRS declined during the period of increase in coyotes. Fourth, food habits data from SRS indicate that fawns are an important food item for coyotes during summer. Finally, recent research from Alabama documented significant coyote predation on fawns there. Although this evidence does not establish cause and effect between coyotes and observed declines in deer recruitment, we argue that additional research should proactively address this topic in the region. We identified several important questions on the nature of the deer–coyote relationship in the East.

The Aerosol Characterization Experiments (ACE) were designed to increase understanding of how atmospheric aerosol particles affect the Earth's climate system. These experiments integrated in-situ measurements, satellite observations, and models to reduce the uncertainty in calculations of the climate forcing due to aerosol particles and improve the ability of models to predict the influences of aerosols on the Earth's radiation balance. ACE-Asia was the fourth in a series of experiments organized by the International Global Atmospheric Chemistry (IGAC) Program (A Core Project of the International Geosphere Biosphere Program). The Intensive Field Phase for ACE-Asia took place during the spring of 2001 (mid-March through early May) off the coast of China, Japan and Korea. ACE-Asia pursued three specific objectives: 1) Determine the physical, chemical, and radiative properties of the major aerosol types in the Eastern Asia and Northwest Pacific region and investigate the relationships among these properties. 2) Quantify the physical and chemical processes controlling the evolution of the major aerosol types and in particular their physical, chemical, and radiative properties. 3) Develop procedures to extrapolate aerosol properties and processes from local to regional and global scales, and assess the regional direct and indirect radiative forcing by aerosols in the Eastern Asia and Northwest Pacific region [Edited and shortened version of summary at http://data.eol.ucar.edu/codiac/projs?ACE-ASIA]. This paper examines the changing energy mix for Asia to 2020, and impacts of increased coal consumption on Asia`s share of world SO{sub 2} and CO{sub 2} emissions. Stricter SO{sub 2} emissions laws are summarized for eight Asian economies along with implications for fuel and technology choices. The paper compares the economics of different technologies for coal and natural gas in 1997 and in 2007. Trends toward introducing clean coal technologies and the use of natural gas will accelerate in response to tighter environmental standards by 2000. The most important coal conversion technology for Asia, particularly China, in the long term is likely to be integrated gasification combined-cycle (IGCC), but only under the assumption of multiple products.

CO2 Supermarket Refrigeration Systems for Southeast Asia and the USA

This paper presents a comparative analysis of the annual energy consumption of these refrigeration systems in eighty eight cities from all climate zones in Southeast Asia. Also, the performance of the CO2 refrigeration systems is compared to the baseline R404A multiplex direct expansion (DX) system. Finally, the overall performance of the CO2 refrigeration systems in various climatic conditions in Southeast Asia is compared to that in the United States. For the refrigeration systems investigated, it was found that the Transcritical Booster System with Bypass Compressor (TBS-BC) performs better or equivalent to the R404A multiplex DX system in the northern regions of Southeast Asia (China and Japan). In the southern regions of Southeast Asia (India, Bangladesh, Burma), the R404A multiplex DX system and the Combined Secondary Cascade (CSC) system performs better than the TBS-BC.

The succession of nuclear tests by India and Pakistan in May 1998 has changed the nature of their missile rivalry, which is only one of numerous manifestations of their relationship as hardened adversaries, deeply sensitive to each other's existing and evolving defense capabilities. The political context surrounding this costly rivalry remains unmediated by arms control measures or by any nascent prospect of detente. As a parallel development, sensible voices in both countries will continue to talk of building mutual confidence through openness to avert accidents, misjudgments, and misinterpretations. To facilitate a future peace process, this paper offers possible suggestions for stabilization that could be applied to India's and Pakistan's missile situation. Appendices include descriptions of existing missile agreements that have contributed to better relations for other countries as well as a list of the cooperative monitoring technologies available to provide information useful in implementing subcontinent missile regimes.

The Pleistocene biogeography of eastern North America: A nonmigration scenario for deciduous forest

The current reconstruction of the vegetation of eastern North America at the last glacial maximum postulates a very wide zone of tundra and boreal forest south of the ice. This reconstruction requires that the deciduous forest retreated far to the south. The authors believe that this reconstruction is seriously in error. Geologic evidence for glacial activity or tundra is absent from the southern Appalachians. Positive evidence for boreal forest is based on pollen identifications for Picea, Betula, and Pinus, when in reality southern members of these genera have pollen that cannot be distinguished from that of northern members. Further, pollen of typical southern species such as oaks and hickories occurs throughout profiles that past authors had labeled boreal. Pollen evidence for a far southern deciduous forest refuge is lacking. Data on endemics are particularly challenging for the scenario in which deciduous forest migrated to the south and back. The southern Appalachian region is rife with endemics that are often extreme-habitat specialists unable to migrate. The previously glaciated zone is almost completely lacking in endemics. Outlier populations, range boundaries, and absence of certain hybrids all argue against a large boreal zone. The new reconstruction postulates a cold zone no more than 75--100 miles wide south of the ice in the East.

Hadron Therapy in Latin America

The use of proton and heavy ion beams for radiotherapy is a well established cancer treatment modality in the first world, which is becoming increasingly widespread, due to its clear advantages over conventional photon-based treatments. This strategy is suitable when the tumor is spatially well localized. Also the use of neutrons has tradition. Here Boron Neutron Capture Therapy (BNCT) stands out, though on a much smaller scale, being a promising alternative for tumors which are diffuse and infiltrating. On this sector, so far only nuclear reactors have been used as neutron sources. In this paper we briefly describe the situation in Latin America and in particular we discuss the present status of an ongoing project to develop a folded Tandem-ElectroStatic-Quadrupole (TESQ) accelerator for Accelerator-Based (AB)-Boron Neutron Capture Therapy (BNCT) at the Atomic Energy Commission of Argentina. The project goal is a machine capable of delivering 30 mA of 2.4 MeV protons to be used in conjunction with a neutron production target based on the {sup 7}Li(p,n){sup 7}Be reaction. These are the specifications needed to produce sufficiently intense and clean epithermal neutron beams to perform BNCT for deep-seated tumors in less than an hour. The machine being currently designed and constructed is a folded TESQ with a terminal at 0.6 MV as a smaller scale prototype. Since the concept is modular the same structure will be used for the 1.2 MV final accelerator.

Regional Modeling of Dust Mass Balance and Radiative Forcing over East Asia using WRF-Chem

The Weather Research and Forecasting model with Chemistry (WRF-Chem) is used to investigate the seasonal and annual variations of mineral dust over East Asia during 2007-2011, with a focus on the dust mass balance and radiative forcing. A variety of measurements from in-stu and satellite observations have been used to evaluate simulation results. Generally, WRF-Chem reproduces not only the column variability but also the vertical profile and size distribution of mineral dust over and near the dust source regions of East Asia. We investigate the dust lifecycle and the factors that control the seasonal and spatial variations of dust mass balance and radiative forcing over the seven sub-regions of East Asia, i.e. source regions, the Tibetan Plateau, Northern China, Southern China, the ocean outflow region, and Korea-Japan regions. Results show that, over the source regions, transport and dry deposition are the two dominant sinks. Transport contributes to ~30% of the dust sink over the source regions. Dust results in a surface cooling of up to -14 and -10 W m-2, atmospheric warming of up to 20 and 15 W m-2, and TOA cooling of -5 and -8 W m-2 over the two major dust source regions of East Asia, respectively. Over the Tibetan Plateau, transport is the dominant source with a peak in summer. Over identified outflow regions, maximum dust mass loading in spring is contributed by the transport. Dry and wet depositions are the comparably dominant sinks, but wet deposition is larger than dry deposition over the Korea-Japan region, particularly in spring (70% versus 30%). The WRF-Chem simulations can generally capture the measured features of dust aerosols and its radaitve properties and dust mass balance over East Asia, which provides confidence for use in further investigation of dust impact on climate over East Asia.

An anticipatory integrated assessment of regional acidification: The RAINS-Asia model

Across large parts of Asia, air pollution problems are becoming more and more evident. Rainfall in some areas, including China, Japan, and Thailand, has been measured to be 10 times more acidic than unpolluted rain. Increasing evidence of acidification damage to ecosystems such as surface waters, soils, and economically important crops, is beginning to appear. In addition, urban air quality in many areas of the region continues to decrease. Current economic forecasts predict continued rapid economic growth in the region, which will bring with it increasing emissions of air pollutants, especially sulfur. The total primary energy demand in Asia currently doubles every twelve years (as compared to a world average of every 28 years). Coal is expected to continue to be the dominant energy source, with coal demand projected to increase by 65 percent per year, a rate that outpaces regional economic growth. If current trends in economic development and energy use in Asia continue, emissions of sulfur dioxide, one of the key components in acid rain, will more than triple within the next 30 years. Many ecosystems will be unable to continue to absorb these increased levels of pollution without harmful effects, thus creating a potential danger for irreversible environmental damage in many areas. In view of the potential environmental consequences of projected growth in Asian energy consumption, emissions, and air pollution, the World Bank, together with the Asian Development Bank, have funded a project to develop and implement an integrated assessment model for the acid deposition phenomenon in Asia. The Regional Air Pollution INformation and Simulation model for Asia (RAINS-Asia) is a software tool to help decision makers assess and project future trends in emissions, transport, and deposition of air pollutants, and their potential environmental effects.
