    Almost a third of the total energy consumed in South Asia is managed or administered by women. Yet there are no institutional arrangements available to prepare women for this task and there are few instances where women are given the training, information, knowledge, and skills to plan and manage the efficient utilization of energy, including the use of renewable energy sources in their daily lives. Women in Sustainable Energy Research (WISER) is set up to fulfill this need through the development of application oriented energy management programs and their dissemination to the women of South Asia. WISER will work in close partnership with the South Asia Women in Energy (SAWIE) network. WISER will be the training hub for SAWIE, showcasing clean energy technologies and incubating energy efficiency and renewable energy systems for women entrepreneurs in South Asia (SA). Through capacity building programs offered by WISER, women will be empowered, adopt sustainable development life styles and measures, and contribute to economic growth.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the U.S. Department of Energy (DOE) Office of Science (SC), the single largest supporter of basic research in the physical sciences in the United States. In support of SC programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet be a highly successful enabler of scientific discovery for over 25 years. In November 2012, ESnet and the Office of Biological and Environmental Research (BER) of the DOE SC organized a review to characterize the networking requirements of the programs funded by the BER program office. Several key findings resulted from the review. Among them: 1) The scale of data sets available to science collaborations continues to increase exponentially. This has broad impact, both on the network and on the computational and storage systems connected to the network. 2) Many science collaborations require assistance to cope with the systems and network engineering challenges inherent in managing the rapid growth in data scale. 3) Several science domains operate distributed facilities that rely on high-performance networking for success. Key examples illustrated in this report include the Earth System Grid Federation (ESGF) and the Systems Biology Knowledgebase (KBase). This report expands on these points, and addresses others as well. The report contains a findings section as well as the text of the case studies discussed at the review.

    The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of sites within the region at which water quality data are to be collected; (4) instituting a data and information collection and sharing process; and, (5) training of partners in the use of water quality monitoring equipment.

    The two key threats to coal`s long term dominance in Asia are: (1) its uneven distribution of reserves and lack of adequate rail transportation infrastructure, and (2) growing environmental concerns about coal-related pollution. Even with increased attention to emissions control for coal, continued growth in coal consumption is expected to result in further deterioration of the environment in Asia for another one to two decades. China will remain the largest polluter in Asia, but it`s believed it will become Asia`s largest user of emissions control technology by 2015. The authors have subjectively weighed the above constraints to increased coal use in preparing the projections of the future role of coal in the Asian region. This paper shows past trends in coal production and consumption, plus projections of coal production, consumption and trade over the 1994--2015 period. The projections in this paper are useful as a general indicator of long term patterns in Asia. However, there are too many uncertainties about economic growth rates and energy and environmental policies to suggest that the projections will be accurate for every economy. This paper concludes with the preliminary results of research under way, which suggests that increasing economic wealth in China is the most important factor in solving China`s coal-related pollution problems.

    ESnet - the Energy Sciences Network - has the mission of enabling the aspects of the US Department of Energy's Office of Science programs and facilities that depend on large collaborations and large-scale data sharing to accomplish their science. The Office of Science supports a large fraction of all U.S. physical science research and operates many large science instruments and supercomputers that are used by both DOE and University researchers. The network requirements of this community have been explored in some detail by ESnet and a long-term plan has been developed in order to ensure adequate networking to support the science. In this paper we describe the planning process (which has been in place for several years and was the basis of a new network that is just now being completed and a new set of network services) and examine the effectiveness and adequacy of the planning process in the light of evolving science requirements.

    To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

    The Weather Research and Forecasting model with Chemistry (WRF-Chem) is used to investigate the seasonal and annual variations of mineral dust over East Asia during 2007-2011, with a focus on the dust mass balance and radiative forcing. A variety of measurements from in-stu and satellite observations have been used to evaluate simulation results. Generally, WRF-Chem reproduces not only the column variability but also the vertical profile and size distribution of mineral dust over and near the dust source regions of East Asia. We investigate the dust lifecycle and the factors that control the seasonal and spatial variations of dust mass balance and radiative forcing over the seven sub-regions of East Asia, i.e. source regions, the Tibetan Plateau, Northern China, Southern China, the ocean outflow region, and Korea-Japan regions. Results show that, over the source regions, transport and dry deposition are the two dominant sinks. Transport contributes to ~30% of the dust sink over the source regions. Dust results in a surface cooling of up to -14 and -10 W m-2, atmospheric warming of up to 20 and 15 W m-2, and TOA cooling of -5 and -8 W m-2 over the two major dust source regions of East Asia, respectively. Over the Tibetan Plateau, transport is the dominant source with a peak in summer. Over identified outflow regions, maximum dust mass loading in spring is contributed by the transport. Dry and wet depositions are the comparably dominant sinks, but wet deposition is larger than dry deposition over the Korea-Japan region, particularly in spring (70% versus 30%). The WRF-Chem simulations can generally capture the measured features of dust aerosols and its radaitve properties and dust mass balance over East Asia, which provides confidence for use in further investigation of dust impact on climate over East Asia.

    Emissions of principal greenhouse gases (GHGs) from Asia are increasing faster than those from any other continent. This is a result of rapid economic growth, as well as the fact that almost half of the world`s population lives in Asian countries. In this paper, the author provides estimates of emissions of the two principal greenhouse gases, carbon dioxide (CO{sub 2}) and methane (CH{sub 4}), from individual countries and areas. Recent literature has been reviewed for emission estimates for individual sources, such as carbon dioxide from cement manufacture, and methane from rice fields. There are very large uncertainties in many of these estimates, so several estimates are provided, where available. The largest anthropogenic source of CO{sub 2} emissions is the use of fossil fuels. Energy consumption data from 1992 have been used to calculate estimated emissions of CO{sub 2} from this source. In view of the ongoing negotiations to limit future greenhouse gas emissions, estimates of projected CO{sub 2} emissions from the developing countries of Asia are also provided. These are likely to be 3 times their 1986 levels by 2010, under business as usual scenarios. Even with the implementation of energy efficiency measures and fuel switching where feasible, the emissions of CO{sub 2} are likely to double within the same time period.

    The opportunity in Asia for petrochemical companies generally is well known among global players in the industry. Conventional wisdom dictates that most companies at least consider investing in Asia, and for good reason, in most cases. The more aggressive, growth-oriented companies, however, already are attempting to discover the ``next Asia,`` if there is such a thing. Latin America has been nominated as one of the less developed regions that might inherit the Asia/Pacific region`s enviable position. This nomination, however, was made before the Mexican financial crisis and the burgeoning pressure on the currencies of Brazil and Argentina. In light of current events, can Latin America still be considered the next Asia, and, if so, what opportunities will follow the devaluation of the Mexican peso? An analysis of the economic and political factors affecting the petrochemical industry in Latin America indicates that the region still hold excellent prospects for petrochemical companies.

    After more than ten years of research, acid rain is a sufficiently serious problem in North America to warrant control action. The acid rain problem has become a threat to the Asian continent as well. Emissions of sulfur dioxide and nitrogen oxides are already high and announces plans for increases in coal use by countries in the region imply a major increase in emissions in the future. This will inevitably lead to greater incidence of acid rain and probably significant environmental damage in some locations.   16. Modelling of long-range transport of Southeast Asia biomass-burning aerosols to Taiwan and their radiative forcings over East Asia

    Biomass burning is a major source of aerosols and air pollutants during the springtime in Southeast Asia. At Lulin mountain background station (elevation 2862 m) in Taiwan, the concentrations of carbon monoxide (CO), ozone (O3) and particulate matter particles with diameter less than 10 ?m (PM10), were measured around 150-250 ppb, 40-60 ppb, and 10-30?g/m3, respectively at spring time (February-April) during 2006 and 2009, which are about 2~3 times higher than those in other seasons. Observations and simulation results indicate that the higher concentrations during the spring time are clearly related to biomass burning plumes transported from the Indochina Peninsula of Southeast Asia. The spatial distribution of high aerosols optical depth (AOD) were identified by the satellite measurement and Aerosol Robotic Network (AERONET) ground observation, and could be reasonably captured by the WRF-Chem model during the study period of 15-18 March, 2008. AOD reached as high as 0.8-1.0 in Indochina ranging from 10 to 22įN and 95 to 107įE. Organic carbon (OC) is a major contributor of AOD over Indochina according to simulation results. The contributor of AOD from black carbon (BC) is minor when compared with OC over the Indochina. However, the direct absorption radiative forcing of BC in the atmosphere could reach 35-50 W m-2, which is about 8-10 times higher than that of OC. The belt shape of radiation reduction at surface from Indochina to Taiwan could be as high 20-40 W m-2 during the study period. The implication of the radiative forcing from biomass burning aerosols and their impact on the regional climate in East Asia is our major concern.

    After the collapse of the Soviet Union the newly independent states in Central Asia (CA) whose regulatory bodies were set up recently are facing problems with the proper management of radioactive waste and so called 'nuclear legacy' inherited from the past activities. During the former Soviet Union (SU) period, various aspects of nuclear energy use took place in CA republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Activities range from peaceful use of energy to nuclear testing for example at the former Semipalatinsk Nuclear Test Site (SNTS) in Kazakhstan, and uranium mining and milling industries in all four countries. Large amounts of radioactive waste (RW) have been accumulated in Central Asia and are waiting for its safe disposal. In 2008 the Norwegian Radiation Protection Authority (NRPA), with the support of the Norwegian Ministry of Foreign Affairs, has developed bilateral projects that aim to assist the regulatory bodies in Kazakhstan, Kyrgyzstan Tajikistan, and Uzbekistan (from 2010) to identify and draft relevant regulatory requirements to ensure the protection of the personnel, population and environment during the planning and execution of remedial actions for past practices and radioactive waste management in the CA countries. The participating regulatory authorities included: Kazakhstan Atomic Energy Agency, Kyrgyzstan State Agency on Environmental Protection and Forestry, Nuclear Safety Agency of Tajikistan, and State Inspectorate on Safety in Industry and Mining of Uzbekistan. The scope of the projects is to ensure that activities related to radioactive waste management in both planned and existing exposure situations in CA will be carried out in accordance with the international guidance and recommendations, taking into account the relevant regulatory practice from other countries in this area. In order to understand the problems in the field of radioactive waste management we have analysed the existing regulations through the so called 'Threat assessment' in each CA country which revealed additional problems in the existing regulatory documents beyond those described at the start of our ongoing bilateral projects in Kazakhstan, Kirgizistan Tajikistan and Uzbekistan.     The purpose of this paper is to propose Asia as a focus market for commercialization of CCT`s; describe the principles for successful penetration of CCT`s in the international market; and summarize prospects for CCT`s in Asia and other international markets. The paper outlines the following: Southern Company`s clean coal commitment; acquisition of Consolidated Electric Power Asia (CEPA); the prospects for CCT`s internationally; requirements for CCT`s widespread commercialization; CEPA`s application of CCT`s; and gas turbine power plants as a perfect example of a commercialization driver.

    In the framework of the model inter-comparison study - Asia Phase II (MICS2), where eight models are compared over East Asia, this paper studies the influence of different parameterizations used in the aerosol module on the aerosol concentrations of sulfate and nitrate in PM10. An intracomparison of aerosol concentrations is done for March 2001 using different configurations of the aerosol module of one of the model used for the intercomparison. Single modifications of a reference setup for model configurations are performed and compared to a reference case. These modifications concern the size distribution, i.e. the number of sections, and physical processes, i.e. coagulation, condensation/evaporation, cloud chemistry, heterogeneous reactions and sea-salt emissions. Comparing monthly averaged concentrations at different stations, the importance of each parameterization is first assessed. It is found that sulfate concentrations are little sensitive to sea-salt emissions and to whether condensation is computed...

    As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

    This paper presents a review of energy use in 22 selected countries of Asia and estimates the anthropogenic emission of sulphur dioxide (SO{sub 2}) for the selected countries, both at national and disaggregated sub-country-regional levels. The paper also makes a comparative assessment of the Asian countries in terms of SO{sub 2} emission intensity (i.e. emission per GDP), emission per capita and emission density (i.e. emission per unit area). Total SO{sub 2} emission in the region was estimated to be about 38 million tons in 1990 Five countries, China, India, South Korea, Japan and Thailand, accounted for over 91% of the regional SO{sub 2} emission. Coal use had the dominant share (81%) of the total emission from the region. Among the economic sectors, industry contributed the largest share (49%) to the total emissions of the selected countries as a whole, followed by the power sector (30%). These findings suggest the need for mitigation strategies focussed on the industry and power sectors of the major emitting countries in Asia. 20 refs., 10 tabs.

    Vast networks of meteorological sensors ring the globe, providing continuous measurements of an array of atmospheric state variables such as temperature, humidity, rainfall, and the concentration of carbon dioxide [New etal., 1999; Tans etal., 1996]. These measurements provide input to weather and climate models and are key to detecting trends in climate, greenhouse gases, and air pollution. Yet to understand how and why these atmospheric state variables vary in time and space, biogeoscientists need to know where, when, and at what rates important gases are flowing between the land and the atmosphere. Tracking trace gas fluxes provides information on plant or microbial metabolism and climate-ecosystem interactions. The existence of trace gas flux networks is a relatively new phenomenon, dating back to research in 1984. The first gas flux measurement networks were regional in scope and were designed to track pollutant gases such as sulfur dioxide, ozone, nitric acid, and nitrogen dioxide. Atmospheric observations and model simulations were used to infer the depositional rates of these hazardous chemicals [Fowler etal., 2009; Meyers etal., 1991]. In the late 1990s, two additional trace gas flux measurement networks emerged. One, the United States Trace Gas Network (TRAGNET), was a short-lived effort that measured trace gas emissions from the soil and plants with chambers distributed throughout the country [Ojima etal., 2000]. The other, FLUXNET, was an international endeavor that brought many regional networks together to measure the fluxes of carbon dioxide, water vapor, and sensible heat exchange with the eddy covariance technique [Baldocchi etal., 2001]. FLUXNET, which remains active today, currently includes more than 400 tower sites, dispersed across most of the world's climatic zones and biomes, with sites in North and South America, Europe, Asia, Africa, and Australia. More recently, several specialized networks have emerged, including networks dedicated to urban areas (Urban Fluxnet), nitrogen compounds in Europe (NitroEurope), and methane (MethaneNet). Technical Aspects of Flux Networks Eddy covariance flux measurements are the preferred method by which biogeoscientists measure trace gas exchange between ecosystems and the atmosphere [Baldocchi, 2003].

    The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. This paper provides an overview on these threats, issue by issue, to identify common elements and needed cooperation. Cooperation on other topics such as search and rescue, fisheries protection, and oil spill response may help support improved relations to prevent maritime conflicts. Many technologies can help support maritime cooperation, including improved communications links, tracking and emergency beacon devices, and satellite imaging. Appropriate technical and political means are suggested for each threat to the SLOCs.

    The Aerosol Characterization Experiments (ACE) were designed to increase understanding of how atmospheric aerosol particles affect the Earth's climate system. These experiments integrated in-situ measurements, satellite observations, and models to reduce the uncertainty in calculations of the climate forcing due to aerosol particles and improve the ability of models to predict the influences of aerosols on the Earth's radiation balance. ACE-Asia was the fourth in a series of experiments organized by the International Global Atmospheric Chemistry (IGAC) Program (A Core Project of the International Geosphere Biosphere Program). The Intensive Field Phase for ACE-Asia took place during the spring of 2001 (mid-March through early May) off the coast of China, Japan and Korea. ACE-Asia pursued three specific objectives: 1) Determine the physical, chemical, and radiative properties of the major aerosol types in the Eastern Asia and Northwest Pacific region and investigate the relationships among these properties. 2) Quantify the physical and chemical processes controlling the evolution of the major aerosol types and in particular their physical, chemical, and radiative properties. 3) Develop procedures to extrapolate aerosol properties and processes from local to regional and global scales, and assess the regional direct and indirect radiative forcing by aerosols in the Eastern Asia and Northwest Pacific region [Edited and shortened version of summary at http://data.eol.ucar.edu/codiac/projs?ACE-ASIA].     This paper examines the changing energy mix for Asia to 2020, and impacts of increased coal consumption on Asia`s share of world SO{sub 2} and CO{sub 2} emissions. Stricter SO{sub 2} emissions laws are summarized for eight Asian economies along with implications for fuel and technology choices. The paper compares the economics of different technologies for coal and natural gas in 1997 and in 2007. Trends toward introducing clean coal technologies and the use of natural gas will accelerate in response to tighter environmental standards by 2000. The most important coal conversion technology for Asia, particularly China, in the long term is likely to be integrated gasification combined-cycle (IGCC), but only under the assumption of multiple products.

    This paper presents a comparative analysis of the annual energy consumption of these refrigeration systems in eighty eight cities from all climate zones in Southeast Asia. Also, the performance of the CO2 refrigeration systems is compared to the baseline R404A multiplex direct expansion (DX) system. Finally, the overall performance of the CO2 refrigeration systems in various climatic conditions in Southeast Asia is compared to that in the United States. For the refrigeration systems investigated, it was found that the Transcritical Booster System with Bypass Compressor (TBS-BC) performs better or equivalent to the R404A multiplex DX system in the northern regions of Southeast Asia (China and Japan). In the southern regions of Southeast Asia (India, Bangladesh, Burma), the R404A multiplex DX system and the Combined Secondary Cascade (CSC) system performs better than the TBS-BC.

    The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various counties. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics.

    A coupled meteorology and aerosol/chemistry model WRF-Chem (Weather Research and Forecast model coupled with Chemistry) was used to conduct a pair of simulations with present-day (PD) and preindustrial (PI) emissions over East Asia to examine the aerosol indirect effect on clouds. As a result of an increase in aerosols in January, the cloud droplet number increased by 650 cm{sup -3} over the ocean and East China, 400 cm{sup -3} over Central and Southwest China, and less than 200 cm{sup -3} over North China. The cloud liquid water path (LWP) increased by 40-60 g m{sup -2} over the ocean and Southeast China and 30 g m{sup -2} over Central China; the LWP increased less than 5 g m{sup -2} or decreased by 5 g m{sup -2} over North China. The effective radius (Re) decreased by more than 4 {mu}m over Southwest, Central, and Southeast China and 2 {mu}m over North China. In July, variations in cloud properties were more uniform; the cloud droplet number increased by approximately 250-400 cm{sup -3}, the LWP increased by approximately 30-50 g m{sup -2}, and Re decreased by approximately 3 {mu}m over most regions of China. In response to cloud property changes from PI to PD, shortwave (SW) cloud radiative forcing strengthened by 30 W m{sup -2} over the ocean and 10 W m{sup -2} over Southeast China, and it weakened slightly by approximately 2-10 W m{sup -2} over Central and Southwest China in January. In July, SW cloud radiative forcing strengthened by 15 W m{sup -2} over Southeast and North China and weakened by 10 W m{sup -2} over Central China. The different responses of SW cloud radiative forcing in different regions was related to cloud feedbacks and natural variability.

    Across large parts of Asia, air pollution problems are becoming more and more evident. Rainfall in some areas, including China, Japan, and Thailand, has been measured to be 10 times more acidic than unpolluted rain. Increasing evidence of acidification damage to ecosystems such as surface waters, soils, and economically important crops, is beginning to appear. In addition, urban air quality in many areas of the region continues to decrease. Current economic forecasts predict continued rapid economic growth in the region, which will bring with it increasing emissions of air pollutants, especially sulfur. The total primary energy demand in Asia currently doubles every twelve years (as compared to a world average of every 28 years). Coal is expected to continue to be the dominant energy source, with coal demand projected to increase by 65 percent per year, a rate that outpaces regional economic growth. If current trends in economic development and energy use in Asia continue, emissions of sulfur dioxide, one of the key components in acid rain, will more than triple within the next 30 years. Many ecosystems will be unable to continue to absorb these increased levels of pollution without harmful effects, thus creating a potential danger for irreversible environmental damage in many areas. In view of the potential environmental consequences of projected growth in Asian energy consumption, emissions, and air pollution, the World Bank, together with the Asian Development Bank, have funded a project to develop and implement an integrated assessment model for the acid deposition phenomenon in Asia. The Regional Air Pollution INformation and Simulation model for Asia (RAINS-Asia) is a software tool to help decision makers assess and project future trends in emissions, transport, and deposition of air pollutants, and their potential environmental effects.

    The Asia-Pacific economies consume substantial amounts of coal for electricity generation and are potential important markets for clean coal technologies (CCTs). CCTs are defined as those technologies that can substantially reduce emissions of SO{sub 2} and NO{sub x} resulting from the combustion of coal and lignite in electricity generating power plants. The rate of introduction of CCTs into Asia-Pacific economies varies widely and is broadly related to the level of economic development and environmental problems resulting from coal burning in individual economies. An overview is presented of the trends in electricity generation in the Asia-Pacific region and estimates of the market for CCTs in electricity generation plants to 2010. There are other important markets for CCTs, such as in the iron and steel industry, that are not covered. Governments in all coal-consuming Asia-Pacific economies are examining options for maintaining high levels of economic growth and reducing environmental impacts associated with increased energy consumption. There is a correlation between the expansion in economic activity, commonly measured as the gross domestic product (GDP), and the growth in electricity consumption. In low-income economies the growth rate of electricity consumption usually exceeds the growth rate of GDP. However, in higher income, mature economies (such as Japan) the increase in electricity consumption is often substantially lower than the GDP growth rate. The expansion in coal consumption for electricity generation is the dominant factor in the large increase in coal consumption. Without effective control measures, the projected increase in coal consumption will have a serious impact on environmental quality in many countries in the region. Therefore, there is a need to develop sound policies and strategies at both national and regional levels to reduce the negative environmental effects of increased coal use in Asia.

    This is the summary report of the third annual Optical Networking Testbed Workshop (ONT3), which brought together leading members of the international advanced research community to address major challenges in creating next generation communication services and technologies. Networking research and development (R&D) communities throughout the world continue to discover new methods and technologies that are enabling breakthroughs in advanced communications. These discoveries are keystones for building the foundation of the future economy, which requires the sophisticated management of extremely large qualities of digital information through high performance communications. This innovation is made possible by basic research and experiments within laboratories and on specialized testbeds. Initial network research and development initiatives are driven by diverse motives, including attempts to solve existing complex problems, the desire to create powerful new technologies that do not exist using traditional methods, and the need to create tools to address specific challenges, including those mandated by large scale science or government agency mission agendas. Many new discoveries related to communications technologies transition to wide-spread deployment through standards organizations and commercialization. These transition paths allow for new communications capabilities that drive many sectors of the digital economy. In the last few years, networking R&D has increasingly focused on advancing multiple new capabilities enabled by next generation optical networking. Both US Federal networking R&D and other national R&D initiatives, such as those organized by the National Institute of Information and Communications Technology (NICT) of Japan are creating optical networking technologies that allow for new, powerful communication services. Among the most promising services are those based on new types of multi-service or hybrid networks, which use new optical networking technologies. Several years ago, when many of these optical networking research topics were first being investigated, they were the subject of controversial debate. The new techniques challenged many long-held concepts related to architecture and technology. However, today all major networking organizations are transitioning toward infrastructure that incorporates these new concepts. This progress has been assisted through the series of Optical Networking Testbed Workshops (ONT). The first (ONT1) outlined a general framework of key issues and topics and developed a series of recommendations (www.nren.nasa.gov/workshop7). The second (ONT2) developed a common vision of optical network technologies, services, infrastructure, and organizations (www.nren.nasa.gov/workshop8). Processes that allow for a common vision encourage widespread deployment of these types of resources among advanced networking communities. Also, such a shared vision enables key concepts and technologies to migrate from basic research testbeds to wider networking communities. The ONT-3 workshop built on these earlier activities by expanding discussion to include additional considerations of the international interoperability and of greater impact of optical networking technology on networking in general. In accordance with this recognition, the workshop confirmed that future-oriented research and development is indispensable to fundamentally change the current Internet architecture to create a global network incorporating completely new concepts. The workshop also recognized that the first priority to allow for this progress is basic research and development, including international collaborative activities, which are important for the global realization of interoperability of a new generation architecture.

This rapid expansion has redirected many Asian nations` energy resources to the petrochemical industry, according to an advisory report by Ronald E. Hagen of the East-West Center, Honolulu. Petrochemical producers throughout the region are planning to build a number of new, world-scale ethylene plants, and expand and upgrade existing facilities. Feedstocks used to produce ethylene include: ethane, LPG, naphtha, kerosene, gas oil, and ethanol. Traditionally, usage of ethanol and kerosene in the region has been small, and gas oil usage is centered mainly in China.     This study aims to provide a first comprehensive evaluation of WRF-Chem for modeling aerosols and anthropogenic aerosol radiative forcing (RF) over East Asia. Several numerical experiments were conducted from November 2007 to December 2008. Comparison between model results and observations shows that the model can generally reproduce the observed spatial distributions of aerosol concentration, aerosol optical depth (AOD) and single scattering albedo (SSA) from measurements at different sites, including the relatively higher aerosol concentration and AOD over East China and the relatively lower AOD over Southeast Asia, Korean, and Japan. The model also depicts the seasonal variation and transport of pollutions over East Asia. Particulate matter of 10 um or less in the aerodynamic diameter (PM10), black carbon (BC), sulfate (SO42-), nitrate (NO3-) and ammonium (NH4+) concentrations are higher in spring than other seasons in Japan due to the pollutant transport from polluted area of East Asia. AOD is high over Southwest and Central China in winter, spring and autumn and over North China in summer while is low over South China in summer due to monsoon precipitation. SSA is lowest in winter and highest in summer. The model also captures the dust events at the Zhangye site in the semi-arid region of China. Anthropogenic aerosol RF is estimated to range from -5 to -20 W m-2 over land and -20 to -40 W m-2 over ocean at the top of atmosphere (TOA), 5 to 30 W m-2 in the atmosphere (ATM) and -15 to -40 W m-2 at the bottom (BOT). The warming effect of anthropogenic aerosol in ATM results from BC aerosol while the negative aerosol RF at TOA is caused by scattering aerosols such as SO4 2-, NO3 - and NH4+. Positive BC RF at TOA compensates 40~50% of the TOA cooling associated with anthropogenic aerosol.

    Acid deposition is a serious problem throughout much of Asia. Emissions of sulfur dioxide (SO{sub 2}) and nitrogen oxides (NO{sub x}) have been increasing steadily, as nations strive to increase their levels of economic development. Coal and fuel oil have been the main choices for powering industrial development; and, until recently, only a few countries (notably Japan and Taiwan) had taken significant steps to avert the atmospheric emissions that accompany fuel combustion. This paper discusses trends in emissions of SO{sub 2} and NO{sub x} that have occurred in Asian countries in the period 1985--1997, using results from the RAINS-ASIA computer model and energy-use trends from the IEA Energy Statistics and Balances database. Emissions of SO{sub 2} in Asia grew from 26.6 Tg in 1985 to 33.7 Tg in 1990 and to 39.2 Tg in 1997. Though SO{sub 2} emissions used to grow as fast as fossil-fuel use, recent limitations on the sulfur content of coal and oil have slowed the growth. The annual-average emissions growth between 1990 and 1997 was only 1.1%, considerably less than the economic growth rate. Emissions of NO{sub x}, on the other hand, continue to grow rapidly, from 14.1 Tg in 1985 to 18.7 Tg in 1990 and 28.5 Tg in 1997, with no signs of abating. Thus, though SO{sub 2} remains the major contributor to acidifying emissions in Asia, the role of NO{sub x}, will become more and more important in the future.

    The Coal Project was able to make considerable progress in understanding the evolving energy situation in Asia and the future role of coal and Clean Coal Technologies. It is clear that there will be major growth in consumption of coal in Asia over the next two decades -- we estimate an increase of 1.2 billion metric tons. Second, all governments are concerned about the environmental impacts of increased coal use, however enforcement of regulations appears to be quite variable among Asian countries. There is general caution of the part of Asian utilities with respect to the introduction of CCT's. However, there appears to be potential for introduction of CCT's in a few countries by the turn of the century. It is important to emphasize that it will be a long term effort to succeed in getting CCT's introduced to Asia. The Coal Project recommends that the US CCT program be expanded to allow the early introduction of CCT's in a number of countries.

    The theme of this symposium to look ahead almost a quarter century to 2020 gives one the freedom to speculate more than usual in projections for coal. It is important to attempt to take a long term look into the future of coal and energy, so that one can begin to prepare for major changes on the horizon. However, it would be a mistake to believe that the crystal ball for making long term projections is accurate for 2020. Hopefully it can suggest plausible changes that have long term strategic importance to Asia`s coal sector. The second part of the paper examines the two major changes in Asia that could be most important to the long term role of coal.     While the world has yet to adopt a single unified policy to limit climate change, many countries and regions have adopted energy and climate policies that have implications for global emissions. In this paper, we discuss a few key policies and how they are included in a set of 24 energy and integrated assessment models that participated in the Asia Modeling Exercise. We also compare results from these models for a small set of stylized scenarios to the pledges made as part of the Copenhagen Accord and the goals stated by the Major Economies Forum. We find that the targets outlined by the United States, the European Union, Japan, and Korea require significant policy action in most of the models analyzed. For most of the models in the study, however, the goals outlined by India are met without any climate policy. The stringency of climate policy required to meet Chinaís Copenhagen pledges varies across models and accounting methodologies.

    To estimate the emissions of anthropogenic semivolatile organic compounds (SOCs) from East Asia and to identify unique SOC molecular markers in Asian air masses, high-volume air samples were collected on the island of Okinawa, Japan between 22 March and 2 May 2004. Contributions from different source regions (China, Japan, the Koreas, Russia, and ocean/local) were estimated by use of source region impact factors (SRIFs). Elevated concentrations of hexachlorobenzene (HCB), hexachlorcyclohexanes (HCHs), dichlorodiphenyltrichloroethanes (DDTs), and particulate-phase polycyclic aromatic hydrocarbons (PAHs) were attributed to air masses from China. A large proportion of the variation in the current-use pesticides, gas-phase PAHs, and polychlorinated biphenyl (PCB) concentrations was explained by meteorology. Chlordanes showed a technical mixture profile and similar concentrations regardless of source region. {alpha}/{gamma} HCH and trans/cis chlordane ratios did not vary significantly with different source regions and had regional averages of 2.5 {+-} 1.0 and 1.2 {+-} 0.3, respectively. Particulate-phase PAH concentrations were significantly correlated (p value {lt} 0.05) with other incomplete combustion byproduct concentrations, including elemental mercury (Hg{sup 0}), CO, NOx{asterisk}, black carbon, submicrometer aerosols, and SO{sub 2}. By use of measured PAH, CO, and black carbon concentrations and estimated CO and black carbon emission inventories, the emission of six carcinogenic particulate-phase PAHs was estimated to be 1518-4179 metric tons/year for Asia and 778-1728 metric tons/year for China, respectively. These results confirm that East Asian outflow contains significant emissions of carcinogenic particulate-phase PAHs. 39 refs., 3 figs.

    Synchronization processes in populations of locally interacting elements are in the focus of intense research in physical, biological, chemical, technological and social systems. The many efforts devoted to understand synchronization phenomena in natural systems take now advantage of the recent theory of complex networks. In this review, we report the advances in the comprehension of synchronization phenomena when oscillating elements are constrained to interact in a complex network topology. We also overview the new emergent features coming out from the interplay between the structure and the function of the underlying pattern of connections. Extensive numerical work as well as analytical approaches to the problem are presented. Finally, we review several applications of synchronization in complex networks to different disciplines: biological systems and neuroscience, engineering and computer science, and economy and social sciences.
