    Almost a third of the total energy consumed in South Asia is managed or administered by women. Yet there are no institutional arrangements available to prepare women for this task and there are few instances where women are given the training, information, knowledge, and skills to plan and manage the efficient utilization of energy, including the use of renewable energy sources in their daily lives. Women in Sustainable Energy Research (WISER) is set up to fulfill this need through the development of application oriented energy management programs and their dissemination to the women of South Asia. WISER will work in close partnership with the South Asia Women in Energy (SAWIE) network. WISER will be the training hub for SAWIE, showcasing clean energy technologies and incubating energy efficiency and renewable energy systems for women entrepreneurs in South Asia (SA). Through capacity building programs offered by WISER, women will be empowered, adopt sustainable development life styles and measures, and contribute to economic growth.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the U.S. Department of Energy (DOE) Office of Science (SC), the single largest supporter of basic research in the physical sciences in the United States. In support of SC programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet be a highly successful enabler of scientific discovery for over 25 years. In November 2012, ESnet and the Office of Biological and Environmental Research (BER) of the DOE SC organized a review to characterize the networking requirements of the programs funded by the BER program office. Several key findings resulted from the review. Among them: 1) The scale of data sets available to science collaborations continues to increase exponentially. This has broad impact, both on the network and on the computational and storage systems connected to the network. 2) Many science collaborations require assistance to cope with the systems and network engineering challenges inherent in managing the rapid growth in data scale. 3) Several science domains operate distributed facilities that rely on high-performance networking for success. Key examples illustrated in this report include the Earth System Grid Federation (ESGF) and the Systems Biology Knowledgebase (KBase). This report expands on these points, and addresses others as well. The report contains a findings section as well as the text of the case studies discussed at the review.

    In 1989, a study of farmers' tree breeding objectives was carried out in 31 villages in 7 countries of Asia. These conference proceedings contain discussion of the study's findings and its methodology and recommendations for follow-up activities. The primary aim of the study was to describe 'ideotypes' (plant models designed to yield products of greater quality and quantity than a conventional cultivar or wild plant) of multipurpose trees desired by farmer respondents. The study's main conclusion is that farmers' tree-breeding objectives can be elicited by the methodology used, and factors related to local situations. Recommended follow-up activities include: (1) consultation which extends beyond farmers to include other interest groups within the community; and (2) a small-scale study of processes by which farmers improve trees, with consideration of a larger scale study if warranted. Individual reports discuss tree breeding in Thailand, Sri Lanka, Indonesia, the Philippines, and Nepal.

    The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of sites within the region at which water quality data are to be collected; (4) instituting a data and information collection and sharing process; and, (5) training of partners in the use of water quality monitoring equipment.

    The Tulsa U. Fluid Flow Projects (TUFFP) is an industry/university research consortium established in 1973 to investigate multiphase flow in pipes for the petroleum industry. Currently, TUFFP maintains three types of computing power: HP/Apollo UNIX-based workstations, Apple Macintoshes, and AT-class IBM PC's and compatibles. The PC's, and more recently the Macintoshes, are used for data acquisition in experimental research facilities. The data are then transferred to HP/Apollo workstations for analysis and future simulation. The results from the workstation analysis are then ported to the Macintosh system for further graphical analysis in the form of plots and for report generation. This paper describes the current TUFFP computer network is a state-of-the-art and user-friendly system. Users require no prior knowledge of networking protocol and can transfer files among many computers in the network. Researchers can then concentrate on their research without checking hardware connections and learning software communication commands. Moreover, the new network can accommodate growth and change as new needs are introduced and the user population increases.

    ESnet - the Energy Sciences Network - has the mission of enabling the aspects of the US Department of Energy's Office of Science programs and facilities that depend on large collaborations and large-scale data sharing to accomplish their science. The Office of Science supports a large fraction of all U.S. physical science research and operates many large science instruments and supercomputers that are used by both DOE and University researchers. The network requirements of this community have been explored in some detail by ESnet and a long-term plan has been developed in order to ensure adequate networking to support the science. In this paper we describe the planning process (which has been in place for several years and was the basis of a new network that is just now being completed and a new set of network services) and examine the effectiveness and adequacy of the planning process in the light of evolving science requirements.

    The Asia Pacific Region is experiencing a period of sustained economic expansion. Economic growth has led to an increasing demand for energy that has spurred a rapid expansion of baseload liquefied natural gas (LNG) facilities in this region. This is illustrated by the fact that seven of the ten baseload facilities in existence provide LNG for markets in the Asia Pacific region. With the three exceptions having been initially commissioned in 1972 and earlier, it is fair to observed that most advances in LNG technology have been developed and applied for this market. The paper presents the current status and identified future trends for the Asia Pacific LNG trade. Technology development in terms of application to onstream production, processing and transportation facilities, including LNG tankers, is presented. The potential of future advances to applied technology and operational practices to improve the cost-effectiveness of new and existing facilities is discussed. Current design data and methods as actually used are examined in terms of identifying where fundamental research and basic physical data are insufficient for optimization purposes. These findings are then summarized and presented in terms of the likely evolution of future and existing LNG projects in the Asia Pacific region.

    To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

    Many complex systems of importance to the U.S. Department of Energy consist of networks of discrete components. Examples are cyber networks, such as the internet and local area networks over which nearly all DOE scientific, technical and administrative data must travel, the electric power grid, social networks whose behavior can drive energy demand, and biological networks such as genetic regulatory networks and metabolic networks. In spite of the importance of these complex networked systems to all aspects of DOE's operations, the scientific basis for understanding these systems lags seriously behind the strong foundations that exist for the 'physically-based' systems usually associated with DOE research programs that focus on such areas as climate modeling, fusion energy, high-energy and nuclear physics, nano-science, combustion, and astrophysics. DOE has a clear opportunity to develop a similarly strong scientific basis for understanding the structure and dynamics of networked systems by supporting a strong basic research program in this area. Such knowledge will provide a broad basis for, e.g., understanding and quantifying the efficacy of new security approaches for computer networks, improving the design of computer or communication networks to be more robust against failures or attacks, detecting potential catastrophic failure on the power grid and preventing or mitigating its effects, understanding how populations will respond to the availability of new energy sources or changes in energy policy, and detecting subtle vulnerabilities in large software systems to intentional attack. This white paper outlines plans for an aggressive new research program designed to accelerate the advancement of the scientific basis for complex networked systems of importance to the DOE. It will focus principally on four research areas: (1) understanding network structure, (2) understanding network dynamics, (3) predictive modeling and simulation for complex networked systems, and (4) design, situational awareness and control of complex networks. The program elements consist of a group of Complex Networked Systems Research Institutes (CNSRI), tightly coupled to an associated individual-investigator-based Complex Networked Systems Basic Research (CNSBR) program. The CNSRI's will be principally located at the DOE National Laboratories and are responsible for identifying research priorities, developing and maintaining a networked systems modeling and simulation software infrastructure, operating summer schools, workshops and conferences and coordinating with the CNSBR individual investigators. The CNSBR individual investigator projects will focus on specific challenges for networked systems. Relevancy of CNSBR research to DOE needs will be assured through the strong coupling provided between the CNSBR grants and the CNSRI's.

    The emergence and popularization of online social networks suddenly made available a large amount of data from social organization, interaction and human behaviour. All this information opens new perspectives and challenges to the study of social systems, being of interest to many fields. Although most online social networks are recent (less than fifteen years old), a vast amount of scientific papers was already published on this topic, dealing with a broad range of analytical methods and applications. This work describes how computational researches have approached this subject and the methods used to analyse such systems. Founded on a wide though non-exaustive review of the literature, a taxonomy is proposed to classify and describe different categories of research. Each research category is described and the main works, discoveries and perspectives are highlighted.

    Coal exports from the US to Asia are declining over time as a result of (1) increased competition from coal suppliers within the Asia-Pacific region, (2) changing steel making technologies, (3) decreased emphasis on security of coal supplies, and (4) deregulation of the energy industry--particularly electric utilities. There are no major changes on the horizon that are likely to alter the role of the US as a modest coal supplier to the Asia-Pacific region. The downward trend in US coal exports to Asia is expected to continue over the 1997--2010 period. But economic and policy changes underway in Asia are likely to result in periodic coal shortages, lasting a few months to a year, and short term increased export opportunities for US coal. US coal exports to Asia are projected to fluctuate within the following ranges over the 2000--2010 period: 10--17 million tons in total exports, 6--12 million tons in thermal coal exports, and 4--9 million tons in coking coal exports. The most important role for US coal, from the perspective of Asian coal importing countries, is to ensure a major alternative source of coal supplies that can be turned to in the event of unforeseen disruptions in coal supplies from the Asia-Pacific region or South Africa. However, the willingness of consumers to pay a premium to ensure US export capacity is declining, with increased emphasis on obtaining the lowest cost coal supplies.

    The Weather Research and Forecasting model with Chemistry (WRF-Chem) is used to investigate the seasonal and annual variations of mineral dust over East Asia during 2007-2011, with a focus on the dust mass balance and radiative forcing. A variety of measurements from in-stu and satellite observations have been used to evaluate simulation results. Generally, WRF-Chem reproduces not only the column variability but also the vertical profile and size distribution of mineral dust over and near the dust source regions of East Asia. We investigate the dust lifecycle and the factors that control the seasonal and spatial variations of dust mass balance and radiative forcing over the seven sub-regions of East Asia, i.e. source regions, the Tibetan Plateau, Northern China, Southern China, the ocean outflow region, and Korea-Japan regions. Results show that, over the source regions, transport and dry deposition are the two dominant sinks. Transport contributes to ~30% of the dust sink over the source regions. Dust results in a surface cooling of up to -14 and -10 W m-2, atmospheric warming of up to 20 and 15 W m-2, and TOA cooling of -5 and -8 W m-2 over the two major dust source regions of East Asia, respectively. Over the Tibetan Plateau, transport is the dominant source with a peak in summer. Over identified outflow regions, maximum dust mass loading in spring is contributed by the transport. Dry and wet depositions are the comparably dominant sinks, but wet deposition is larger than dry deposition over the Korea-Japan region, particularly in spring (70% versus 30%). The WRF-Chem simulations can generally capture the measured features of dust aerosols and its radaitve properties and dust mass balance over East Asia, which provides confidence for use in further investigation of dust impact on climate over East Asia.

    Biomass burning is a major source of aerosols and air pollutants during the springtime in Southeast Asia. At Lulin mountain background station (elevation 2862 m) in Taiwan, the concentrations of carbon monoxide (CO), ozone (O3) and particulate matter particles with diameter less than 10 ?m (PM10), were measured around 150-250 ppb, 40-60 ppb, and 10-30?g/m3, respectively at spring time (February-April) during 2006 and 2009, which are about 2~3 times higher than those in other seasons. Observations and simulation results indicate that the higher concentrations during the spring time are clearly related to biomass burning plumes transported from the Indochina Peninsula of Southeast Asia. The spatial distribution of high aerosols optical depth (AOD) were identified by the satellite measurement and Aerosol Robotic Network (AERONET) ground observation, and could be reasonably captured by the WRF-Chem model during the study period of 15-18 March, 2008. AOD reached as high as 0.8-1.0 in Indochina ranging from 10 to 22°N and 95 to 107°E. Organic carbon (OC) is a major contributor of AOD over Indochina according to simulation results. The contributor of AOD from black carbon (BC) is minor when compared with OC over the Indochina. However, the direct absorption radiative forcing of BC in the atmosphere could reach 35-50 W m-2, which is about 8-10 times higher than that of OC. The belt shape of radiation reduction at surface from Indochina to Taiwan could be as high 20-40 W m-2 during the study period. The implication of the radiative forcing from biomass burning aerosols and their impact on the regional climate in East Asia is our major concern.

    After the collapse of the Soviet Union the newly independent states in Central Asia (CA) whose regulatory bodies were set up recently are facing problems with the proper management of radioactive waste and so called 'nuclear legacy' inherited from the past activities. During the former Soviet Union (SU) period, various aspects of nuclear energy use took place in CA republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Activities range from peaceful use of energy to nuclear testing for example at the former Semipalatinsk Nuclear Test Site (SNTS) in Kazakhstan, and uranium mining and milling industries in all four countries. Large amounts of radioactive waste (RW) have been accumulated in Central Asia and are waiting for its safe disposal. In 2008 the Norwegian Radiation Protection Authority (NRPA), with the support of the Norwegian Ministry of Foreign Affairs, has developed bilateral projects that aim to assist the regulatory bodies in Kazakhstan, Kyrgyzstan Tajikistan, and Uzbekistan (from 2010) to identify and draft relevant regulatory requirements to ensure the protection of the personnel, population and environment during the planning and execution of remedial actions for past practices and radioactive waste management in the CA countries. The participating regulatory authorities included: Kazakhstan Atomic Energy Agency, Kyrgyzstan State Agency on Environmental Protection and Forestry, Nuclear Safety Agency of Tajikistan, and State Inspectorate on Safety in Industry and Mining of Uzbekistan. The scope of the projects is to ensure that activities related to radioactive waste management in both planned and existing exposure situations in CA will be carried out in accordance with the international guidance and recommendations, taking into account the relevant regulatory practice from other countries in this area. In order to understand the problems in the field of radioactive waste management we have analysed the existing regulations through the so called 'Threat assessment' in each CA country which revealed additional problems in the existing regulatory documents beyond those described at the start of our ongoing bilateral projects in Kazakhstan, Kirgizistan Tajikistan and Uzbekistan.     In the framework of the model inter-comparison study - Asia Phase II (MICS2), where eight models are compared over East Asia, this paper studies the influence of different parameterizations used in the aerosol module on the aerosol concentrations of sulfate and nitrate in PM10. An intracomparison of aerosol concentrations is done for March 2001 using different configurations of the aerosol module of one of the model used for the intercomparison. Single modifications of a reference setup for model configurations are performed and compared to a reference case. These modifications concern the size distribution, i.e. the number of sections, and physical processes, i.e. coagulation, condensation/evaporation, cloud chemistry, heterogeneous reactions and sea-salt emissions. Comparing monthly averaged concentrations at different stations, the importance of each parameterization is first assessed. It is found that sulfate concentrations are little sensitive to sea-salt emissions and to whether condensation is computed...

    This report presents an overview of the state of conventional energy sources and the potential for development of renewable energy sources in the Central Asia countries of Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, and Tajikistan. The region has a population of about 50 million in an area of more than four million square kilometers. The per capita gross internal product is more than $2,500, although the economy has been declining the past five years. The area has substantial coal, oil, uranium, and natural gas reserves, although they are not distributed equally among the five countries. Energy production is such that the countries do not have to rely heavily on imports. One of the problems in Central Asia is that the energy prices are substantially below the world prices. This is a factor in development of renewable energy sources. The primary renewable energy resources available are wind in Kazakhstan, solar in the entire region, biomass in Kyrgyzstan, and micro-hydropower stations in Kazakhstan and Kyrgyzstan. All of these have the potential to provide a significant amount of the required energy for the region. However, all of the countries have an abundance of various renewable energy resources. To effectively use these resources, however, a number of barriers to their development and commercialization must be overcome. These include low prices of conventional energy sources, absence of legislative support, lack of financing for new technologies, and lack of awareness of renewable energy sources by the population. A number of specific actions are proposed to overcome these barriers. These include establishment of a Central Asia coordinating council for renewable energy, development of a regional renewable energy program, and setting up a number of large demonstration projects. 16 figs.

    As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing.     The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. This paper provides an overview on these threats, issue by issue, to identify common elements and needed cooperation. Cooperation on other topics such as search and rescue, fisheries protection, and oil spill response may help support improved relations to prevent maritime conflicts. Many technologies can help support maritime cooperation, including improved communications links, tracking and emergency beacon devices, and satellite imaging. Appropriate technical and political means are suggested for each threat to the SLOCs.

    The Aerosol Characterization Experiments (ACE) were designed to increase understanding of how atmospheric aerosol particles affect the Earth's climate system. These experiments integrated in-situ measurements, satellite observations, and models to reduce the uncertainty in calculations of the climate forcing due to aerosol particles and improve the ability of models to predict the influences of aerosols on the Earth's radiation balance. ACE-Asia was the fourth in a series of experiments organized by the International Global Atmospheric Chemistry (IGAC) Program (A Core Project of the International Geosphere Biosphere Program). The Intensive Field Phase for ACE-Asia took place during the spring of 2001 (mid-March through early May) off the coast of China, Japan and Korea. ACE-Asia pursued three specific objectives: 1) Determine the physical, chemical, and radiative properties of the major aerosol types in the Eastern Asia and Northwest Pacific region and investigate the relationships among these properties. 2) Quantify the physical and chemical processes controlling the evolution of the major aerosol types and in particular their physical, chemical, and radiative properties. 3) Develop procedures to extrapolate aerosol properties and processes from local to regional and global scales, and assess the regional direct and indirect radiative forcing by aerosols in the Eastern Asia and Northwest Pacific region [Edited and shortened version of summary at http://data.eol.ucar.edu/codiac/projs?ACE-ASIA]. The country studies also provide the reader with an overview of the economic and political situation in the various countries. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics -- often from unpublished and disparate sources that are unavailable to most readers. Staff members have traveled extensively in -- and at times have lived in -- the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. This report summarizes the energy and economic situation in Pakistan.

    Australia's natural gas players, keen to increase their presence in world liquefied natural gas trade, see Asia as their major LNG market in the decades to come. That's despite the fact that two spot cargoes of Australian Northwest Shelf LNG were shipped to Europe during the last 12 months and more are likely in 1994. Opportunities for growth are foreseen within the confines of the existing Northwest Shelf gas project for the rest of the 1990s. But the main focus for potential new grassroots project developers and expansions of the existing LNG plant in Australia is the expected shortfall in contract volumes of LNG to Japan, South Korea, and Taiwan during 2000--2010. Traditionally the price of crude oil has been used as a basis for calculating LNG prices. This means the economics of any new 21st century supply arrangements are delicately poised because of the current low world oil prices, a trend the market believes is likely to continue. In a bid to lessen the effect of high initial capital outlays and still meet projected demand using LNG from new projects and expansion of the existing plant, Australia's gas producers are working toward greater cooperation with prospective Asian buyers.

    The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region.     A coupled meteorology and aerosol/chemistry model WRF-Chem (Weather Research and Forecast model coupled with Chemistry) was used to conduct a pair of simulations with present-day (PD) and preindustrial (PI) emissions over East Asia to examine the aerosol indirect effect on clouds. As a result of an increase in aerosols in January, the cloud droplet number increased by 650 cm{sup -3} over the ocean and East China, 400 cm{sup -3} over Central and Southwest China, and less than 200 cm{sup -3} over North China. The cloud liquid water path (LWP) increased by 40-60 g m{sup -2} over the ocean and Southeast China and 30 g m{sup -2} over Central China; the LWP increased less than 5 g m{sup -2} or decreased by 5 g m{sup -2} over North China. The effective radius (Re) decreased by more than 4 {mu}m over Southwest, Central, and Southeast China and 2 {mu}m over North China. In July, variations in cloud properties were more uniform; the cloud droplet number increased by approximately 250-400 cm{sup -3}, the LWP increased by approximately 30-50 g m{sup -2}, and Re decreased by approximately 3 {mu}m over most regions of China. In response to cloud property changes from PI to PD, shortwave (SW) cloud radiative forcing strengthened by 30 W m{sup -2} over the ocean and 10 W m{sup -2} over Southeast China, and it weakened slightly by approximately 2-10 W m{sup -2} over Central and Southwest China in January. In July, SW cloud radiative forcing strengthened by 15 W m{sup -2} over Southeast and North China and weakened by 10 W m{sup -2} over Central China. The different responses of SW cloud radiative forcing in different regions was related to cloud feedbacks and natural variability.

    The countries of south-central Asia (Afghanistan to Thailand) are made up of fragments of Gondwana that collided with the southern margin of Eurasia during the Mesozoic and Cenozoic. The Cimmerian terranes (Turkey, Iran, Afghanistan, Qiang Tang, and Burma-Malaya) rifted away from Gondwana beginning in the Late Carboniferous and were accreted to Asia during the Late Triassic-Jurassic. The Lhasa terrane, presumably also derived from Gondwana, was accreted during the Late Jurassic. By the Early Cretaceous, India-Madagascar had separated from Africa and from Australia-Antarctica. In the middle Cretaceous, India rapidly rifted away from Madagascar, and during the early Eocene collided with Asia giving rise to the Tibetam Plateau and the mountain belts from Afghanistan through Burma. The sedimentary basins and petroleum provinces adjacent to and south of these collision zones are best understood when viewed in the context of their tectonic history and paleogeographic setting. About 7 billion bbl of oil and 50 tcf of gas have been discovered in south-central Asia, mostly in Cenozoic deltaic sandstones or marine carbonate reservoirs in rift (Cambay), passive margin (Bombay shelf), and foreland basins (Assam, Indux, Potwar, Bengal) in India, Pakistan, and Bangladesh, and in a fore-arc setting in Burma.     This is the summary report of the third annual Optical Networking Testbed Workshop (ONT3), which brought together leading members of the international advanced research community to address major challenges in creating next generation communication services and technologies. Networking research and development (R&D) communities throughout the world continue to discover new methods and technologies that are enabling breakthroughs in advanced communications. These discoveries are keystones for building the foundation of the future economy, which requires the sophisticated management of extremely large qualities of digital information through high performance communications. This innovation is made possible by basic research and experiments within laboratories and on specialized testbeds. Initial network research and development initiatives are driven by diverse motives, including attempts to solve existing complex problems, the desire to create powerful new technologies that do not exist using traditional methods, and the need to create tools to address specific challenges, including those mandated by large scale science or government agency mission agendas. Many new discoveries related to communications technologies transition to wide-spread deployment through standards organizations and commercialization. These transition paths allow for new communications capabilities that drive many sectors of the digital economy. In the last few years, networking R&D has increasingly focused on advancing multiple new capabilities enabled by next generation optical networking. Both US Federal networking R&D and other national R&D initiatives, such as those organized by the National Institute of Information and Communications Technology (NICT) of Japan are creating optical networking technologies that allow for new, powerful communication services. Among the most promising services are those based on new types of multi-service or hybrid networks, which use new optical networking technologies. Several years ago, when many of these optical networking research topics were first being investigated, they were the subject of controversial debate. The new techniques challenged many long-held concepts related to architecture and technology. However, today all major networking organizations are transitioning toward infrastructure that incorporates these new concepts. This progress has been assisted through the series of Optical Networking Testbed Workshops (ONT). The first (ONT1) outlined a general framework of key issues and topics and developed a series of recommendations (www.nren.nasa.gov/workshop7). The second (ONT2) developed a common vision of optical network technologies, services, infrastructure, and organizations (www.nren.nasa.gov/workshop8). Processes that allow for a common vision encourage widespread deployment of these types of resources among advanced networking communities. Also, such a shared vision enables key concepts and technologies to migrate from basic research testbeds to wider networking communities. The ONT-3 workshop built on these earlier activities by expanding discussion to include additional considerations of the international interoperability and of greater impact of optical networking technology on networking in general. In accordance with this recognition, the workshop confirmed that future-oriented research and development is indispensable to fundamentally change the current Internet architecture to create a global network incorporating completely new concepts. The workshop also recognized that the first priority to allow for this progress is basic research and development, including international collaborative activities, which are important for the global realization of interoperability of a new generation architecture.

    This study aims to provide a first comprehensive evaluation of WRF-Chem for modeling aerosols and anthropogenic aerosol radiative forcing (RF) over East Asia. Several numerical experiments were conducted from November 2007 to December 2008. Comparison between model results and observations shows that the model can generally reproduce the observed spatial distributions of aerosol concentration, aerosol optical depth (AOD) and single scattering albedo (SSA) from measurements at different sites, including the relatively higher aerosol concentration and AOD over East China and the relatively lower AOD over Southeast Asia, Korean, and Japan. The model also depicts the seasonal variation and transport of pollutions over East Asia. Particulate matter of 10 um or less in the aerodynamic diameter (PM10), black carbon (BC), sulfate (SO42-), nitrate (NO3-) and ammonium (NH4+) concentrations are higher in spring than other seasons in Japan due to the pollutant transport from polluted area of East Asia. AOD is high over Southwest and Central China in winter, spring and autumn and over North China in summer while is low over South China in summer due to monsoon precipitation. SSA is lowest in winter and highest in summer. The model also captures the dust events at the Zhangye site in the semi-arid region of China. Anthropogenic aerosol RF is estimated to range from -5 to -20 W m-2 over land and -20 to -40 W m-2 over ocean at the top of atmosphere (TOA), 5 to 30 W m-2 in the atmosphere (ATM) and -15 to -40 W m-2 at the bottom (BOT). The warming effect of anthropogenic aerosol in ATM results from BC aerosol while the negative aerosol RF at TOA is caused by scattering aerosols such as SO4 2-, NO3 - and NH4+. Positive BC RF at TOA compensates 40~50% of the TOA cooling associated with anthropogenic aerosol.

    Acid deposition is a serious problem throughout much of Asia. Emissions of sulfur dioxide (SO{sub 2}) and nitrogen oxides (NO{sub x}) have been increasing steadily, as nations strive to increase their levels of economic development. Coal and fuel oil have been the main choices for powering industrial development; and, until recently, only a few countries (notably Japan and Taiwan) had taken significant steps to avert the atmospheric emissions that accompany fuel combustion. This paper discusses trends in emissions of SO{sub 2} and NO{sub x} that have occurred in Asian countries in the period 1985--1997, using results from the RAINS-ASIA computer model and energy-use trends from the IEA Energy Statistics and Balances database. Emissions of SO{sub 2} in Asia grew from 26.6 Tg in 1985 to 33.7 Tg in 1990 and to 39.2 Tg in 1997. Though SO{sub 2} emissions used to grow as fast as fossil-fuel use, recent limitations on the sulfur content of coal and oil have slowed the growth. The annual-average emissions growth between 1990 and 1997 was only 1.1%, considerably less than the economic growth rate. Emissions of NO{sub x}, on the other hand, continue to grow rapidly, from 14.1 Tg in 1985 to 18.7 Tg in 1990 and 28.5 Tg in 1997, with no signs of abating. Thus, though SO{sub 2} remains the major contributor to acidifying emissions in Asia, the role of NO{sub x}, will become more and more important in the future.

    The theme of this symposium to look ahead almost a quarter century to 2020 gives one the freedom to speculate more than usual in projections for coal. It is important to attempt to take a long term look into the future of coal and energy, so that one can begin to prepare for major changes on the horizon. However, it would be a mistake to believe that the crystal ball for making long term projections is accurate for 2020. Hopefully it can suggest plausible changes that have long term strategic importance to Asia`s coal sector. This paper presents the medium scenario of long term projects of coal production, consumption, imports and exports in Asia. The second part of the paper examines the two major changes in Asia that could be most important to the long term role of coal. These include: (1) the impact of strict environmental legislation on energy and technology choices in Asia, and (2) the increased role of the private sector in all aspects of coal in Asia.

    The Coal Project was able to make considerable progress in understanding the evolving energy situation in Asia and the future role of coal and Clean Coal Technologies. It is clear that there will be major growth in consumption of coal in Asia over the next two decades -- we estimate an increase of 1.2 billion metric tons. Second, all governments are concerned about the environmental impacts of increased coal use, however enforcement of regulations appears to be quite variable among Asian countries. There is general caution of the part of Asian utilities with respect to the introduction of CCT's. However, there appears to be potential for introduction of CCT's in a few countries by the turn of the century. It is important to emphasize that it will be a long term effort to succeed in getting CCT's introduced to Asia. The Coal Project recommends that the US CCT program be expanded to allow the early introduction of CCT's in a number of countries.

    While the majority of ice core investigations have been undertaken in the polar regions, a few ice cores recovered from carefully selected high altitude/mid-to-low latitude glaciers have also provided valuable records of climate variability in these regions. A regional array of high resolution, multi-parameter ice core records developed from temperate and tropical regions of the globe can be used to document regional climate and environmental change in the latitudes which are home to the vase majority of the Earth's human population. In addition, these records can be directly compared with ice core records available from the polar regions and can therefore expand our understanding of inter-hemispheric dynamics of past climate changes. The main objectives of our paleoclimate research in the Tien Shan mountains of middle Asia combine the development of detailed paleoenvironmental records via the physical and chemical analysis of ice cores with the analysis of modern meteorological and hydrological data. The first step in this research was the collection of ice cores from the accumulation zone of the Inylchek Glacier and the collection of meteorological data from a variety of stations throughout the Tien Shan. The research effort described in this report was part of a collaborative effort with the United State Geological Survey's (USGS) Global Environmental Research Program which began studying radionuclide deposition in mid-latitude glaciers in 1995.

  13. A Sociospatial Approach to Understanding Terrorist Networks

    Terrorist networks operate in hybrid space where activities in social and geographic spaces are necessary for logistics and security. The Islamist terrorist network is analyzed as a sociospatial system using social network analysis, Geographic Information Science (GISc), and novel techniques designed for hybrid space analyses. This research focuses on identifying distance and sociospatial dependencies within the terrorist network. A methodology for analyzing sociospatial systems is developed and results lead to a greater understanding of terrorist network structures and activities. Distance and sociospatial dependencies are shown to exist for the Islamist terrorist network structure. These findings are discordant with recent literature that focuses on terrorist network tendencies toward decentralization in the information age. In this research, the Islamist terrorist network is theorized to use multiple structures of hierarchical and decentralized organization for effectiveness, efficiency, and resilience. Implications for counterterrorism policy and strategies are given.

    In this paper we examine the direct effects of sulfate and black carbon aerosols in China on East Asia monsoons and its precipitation processes by using the CAM3.0 model. It is demonstrated that sulfate and black carbon aerosols in China both have the effects to weaken East Asia monsoons in both summer and winter seasons. However, they certainly differ from each other in affecting vertical structures of temperature and atmospheric circulations. Their differences are expected because of their distinct optical properties, i.e., scattering vs. absorbing. Even for a single type of aerosol, its effects on temperature structures and atmospheric circulations are largely season-dependent. Applications of T-test on our results indicate that forcing from black carbon aerosols over China is relatively weak and limited. It is also evident from our results that the effects of synthetic aerosols (sulfate and black carbon together) on monsoons are not simply a linear summation between these two types of aerosols. Instead, they are determined by their integrated optical properties. Synthetic aerosols to a large degree resemble effects of sulfate aerosols. This implies a likely scattering property for the integration of black carbon and sulfate aerosols in China.

  16. Regional seismic discrimination in central Asia with emphasis on western China

    In support of an anticipated Comprehensive Test Ban Treaty, the authors have started to evaluate regional seismic event discrimination capabilities for central Asia, emphasizing western China. The authors have measured noise and seismic phase amplitudes of over 250 earthquakes and 18 underground nuclear explosions recorded at the broadband, digital station WMQ in western China and over 100 earthquakes and 5 nuclear explosions at station AAK in Kyrgyzstan. The explosions are from the Kazakh Test Site (KTS) and Lop Nor, China. The earthquakes are mostly from northwest China. They have also evaluated a single suspected chemical explosion. Event magnitudes (m{sub b}) range between 2.5 and 6.5 and maximum event-station distance is about 1,700 km. Using these measurements the authors formed phase, spectral, cross-spectral, short-period/long-period, and long-period ratios to test many possible event discriminants. All ratios were corrected for distance effects before forming ratio-versus-magnitude discrimination plots. The authors found that all five classes of these discriminants are useful for separating earthquakes from explosions in central Asia, provided the right combinations of frequency bands and phases are selected. Results are described.

    The vertical structure of aerosol optical and physical properties was measured by Lidar in Eastern Kyrgyzstan, Central Asia, from June 2008 to May 2009. Lidar measurements were supplemented with surface-based measurements of PM2.5and PM10mass and chemical composition in both size fractions. Dust transported into the region is common, being detected 33% of the time. The maximum frequency occurred in the spring of 2009. Dust transported to Central Asia comes from regional sources, for example, Taklimakan desert and Aral Sea basin, and from long-range transport, for example, deserts of Arabia, Northeast Africa, Iran, and Pakistan. Regional sources are characterized by pollutionmore »transport with maximum values of coarse particles within the planetary boundary layer, aerosol optical thickness, extinction coefficient, integral coefficient of aerosol backscatter, and minimum values of the Ĺngström exponent. Pollution associated with air masses transported over long distances has different characteristics during autumn, winter, and spring. During winter, dust emissions were low resulting in high values of the Ĺngström exponent (about 0.51) and the fine particle mass fraction (64%). Dust storms were more frequent during spring with an increase in coarse dust particles in comparison to winter. The aerosol vertical profiles can be used to lower uncertainty in estimating radiative forcing.« less
