    Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

    Throughout this project, the Hemispheric Center for Environmental Technology's (HCET) goal was to initiate a comprehensive research program on sustainable development, environmental protection, and the market for environmental technologies in Latin America and the Caribbean. The data resulting from the work associated with this project has been entered into an information system which supplies useful and accurate data knowledge to interested parties. When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.

To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean.     The authors discusses the changes that are taking place in Argentina as well as in all of Latin America today -- privatization, deregulation, and the modernization of the economy, changes which will serve to strengthen the governments and provide a better quality of life for all of them. He gives an insight into the factors which helped bring about these changes, the support they are receiving, the problems which persist, and the measures that still must be taken so that these positive changes remain in place. He offers some useful information that will perhaps contribute to their understanding of the vast area which he refers to as Latin America, and more specifically, gives a thumbnail sketch of what is happening today in the Republic of Argentina. For many years now, Latin American leaders have travelled to other parts of the world and spoken about the plans and expectations for the region`s future. When these well-intentioned projects and plans never materialized, partners and supporters in the United States and other countries were frustrated and disappointed by the failure to make things work. The author`s intention here today is to describe things as they are, not as they might be, to tell about what is already happening in the sphere of business and growth of the economies in Latin America.

    The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration.     Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year's Persian Gulf Crisis are making foreign investment in Latin America's energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America's need for foreign financial and technical assistance are providing an important pull'' factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico's plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    Nine non-local databases were evaluated with respect to their suitability for the environmental assessment of industrial activities in Latin America. Three assessment methods were considered, namely Life Cycle Assessment (LCA), Environmental Impact Assessment (EIA) and air emission inventories. The analysis focused on data availability in the databases and the applicability of their international data to Latin American industry. The study showed that the European EMEP/EEA Guidebook and the U.S. EPA AP-42 database are the most suitable ones for air emission inventories, whereas the LCI database Ecoinvent is the most suitable one for LCA and EIA. Due to the data coverage in the databases, air emission inventories are easier to develop than LCA or EIA, which require more comprehensive information. One strategy to overcome the limitations of non-local databases for Latin American industry is the combination of validated data from international databases with newly developed local datasets.

  13. RECENT DEVELOPMENTS OF THE IRIS PROJECT OF INTEREST FOR LATIN AMERICA

    The IRIS (International Reactor Innovative and Secure) reactor design is being developed by an international consortium of 21 organizations from ten countries, including three members from Brazil and one from Mexico. This reflects the interest that Latin America has for a project which addresses the energy needs of the region. Presented here are some of the most recent developments in the IRIS project. The project's highest priority is the current pre-application licensing with the US NRC, which has required an investigation of the major accident sequences and a preliminary probabilistic risk assessment (PRA). The results of the accident analyses confirmed the outstanding inherent safety of the IRIS configuration and the PRA analyses indicated a core damage frequency due to internal events of the order of 2E-8. This not only highlights the enhanced safety characteristic of IRIS which should enhance its public acceptance, but it has also prompted IRIS to consider the possibility of being licensed without the need for off-site emergency response planning which would have a very positive economic implication. The modular IRIS, with each module rated at {approx} 335 MWe, is of course an ideal size for developing countries as it allows to easily introduce a moderate amount of power on limited electric grids. IRIS can be deployed in single modules in regions only requiring a few hundred MWs or in multiple modules deployed successively at time intervals in large urban areas requiring a larger amount of power increasing with time. IRIS is designed to operate ''hands-off'' as much as possible, with a small crew, having in mind deployment in areas with limited infrastructure. Thus IRIS has a 48-months maintenance interval, long refueling cycles in excess of three years, and is designed to increase as much as possible operational reliability. For example, the project has recently adopted internal control rod drive mechanisms to eliminate vessel head penetrations and the possibility of corrosion cracking as in Davis-Besse and other plants. Latin America, as many other regions on the earth, needs water as much as electricity. IRIS has developed a water desalination co-generation design which can employ a variety of processes as dictated by local and economic conditions. Applications to the arid Brazilian Nord-Este and Mexican Nord-Oeste are being considered.

    Over the years, the East-West Center (EWC) has developed considerable expertise in refinery modeling, especially in the area of forecasting product balances for countries, given planned capacity changes, changes in product demand, changes in crude slates, and changes in product specifications. This expertise has been applied on an ongoing basis to the major refiners in the Middle East and the Asia-Pacific region, along with the US West Coast as region in its own right. Refinery modeling in these three areas has been ongoing for nearly 15 years at the Center, and the tools and information sources are now well developed. To date, the EWC has not applied these tools to Latin America. Although research on Latin America has been an ongoing area of concern at the Center in recent years, the information gathered to date is still not of the level of detail nor quality available for other areas. The modeling efforts undertaken in this report are of a ``baseline`` nature, designed to outline the major issues, attempt a first cut at emerging product balances, and, above all, to elicit commentary from those directly involved in the oil industry in the key countries modeled. Our experience in other regions has shown that it takes a few years dialogue with refiners and government planner in individual countries to develop a reliable database, as well as the insights into operational constraints and practices that make accurate modeling possible. This report is no more than a first step down the road.

    The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

    In this paper we introduce quantum Latin squares, combinatorial quantum objects which generalize classical Latin squares, and investigate their applications in quantum computer science. Our main results are on applications to unitary error bases (UEBs), basic structures in quantum information which lie at the heart of procedures such as teleportation, dense coding and error correction. We present a new method for constructing a UEB from a quantum Latin square equipped with extra data. Developing construction techniques for UEBs has been a major activity in quantum computation, with three primary methods proposed: shift-and-multiply, Hadamard, and algebraic. We show that our new approach simultaneously generalizes the shift-and-multiply and Hadamard methods. Furthermore, we explicitly construct a UEB using our technique which we prove cannot be obtained from any of these existing methods.

    Coal exports from the US to Asia are declining over time as a result of (1) increased competition from coal suppliers within the Asia-Pacific region, (2) changing steel making technologies, (3) decreased emphasis on security of coal supplies, and (4) deregulation of the energy industry--particularly electric utilities. There are no major changes on the horizon that are likely to alter the role of the US as a modest coal supplier to the Asia-Pacific region. The downward trend in US coal exports to Asia is expected to continue over the 1997--2010 period. But economic and policy changes underway in Asia are likely to result in periodic coal shortages, lasting a few months to a year, and short term increased export opportunities for US coal. US coal exports to Asia are projected to fluctuate within the following ranges over the 2000--2010 period: 10--17 million tons in total exports, 6--12 million tons in thermal coal exports, and 4--9 million tons in coking coal exports. The most important role for US coal, from the perspective of Asian coal importing countries, is to ensure a major alternative source of coal supplies that can be turned to in the event of unforeseen disruptions in coal supplies from the Asia-Pacific region or South Africa. However, the willingness of consumers to pay a premium to ensure US export capacity is declining, with increased emphasis on obtaining the lowest cost coal supplies.

    A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

    In 2010, Asia accounted for 60% of global population, 39% of Gross World Product, 44% of global energy consumption and nearly half of the world’s energy system CO2 emissions. Thus, Asia is an important region to consider in any discussion of climate change or climate change mitigation. This paper explores the role of Asia in mitigating climate change, by comparing the results of 23 energy-economy and integrated assessment models. We focus our analysis on seven key areas: base year data, future energy use and emissions absent climate policy, the effect of urban and rural development on future energy use and emissions, the role of technology in emissions mitigation, regional emissions mitigation, and national climate policies

    After the collapse of the Soviet Union the newly independent states in Central Asia (CA) whose regulatory bodies were set up recently are facing problems with the proper management of radioactive waste and so called 'nuclear legacy' inherited from the past activities. During the former Soviet Union (SU) period, various aspects of nuclear energy use took place in CA republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Activities range from peaceful use of energy to nuclear testing for example at the former Semipalatinsk Nuclear Test Site (SNTS) in Kazakhstan, and uranium mining and milling industries in all four countries. Large amounts of radioactive waste (RW) have been accumulated in Central Asia and are waiting for its safe disposal. In 2008 the Norwegian Radiation Protection Authority (NRPA), with the support of the Norwegian Ministry of Foreign Affairs, has developed bilateral projects that aim to assist the regulatory bodies in Kazakhstan, Kyrgyzstan Tajikistan, and Uzbekistan (from 2010) to identify and draft relevant regulatory requirements to ensure the protection of the personnel, population and environment during the planning and execution of remedial actions for past practices and radioactive waste management in the CA countries. The participating regulatory authorities included: Kazakhstan Atomic Energy Agency, Kyrgyzstan State Agency on Environmental Protection and Forestry, Nuclear Safety Agency of Tajikistan, and State Inspectorate on Safety in Industry and Mining of Uzbekistan. The scope of the projects is to ensure that activities related to radioactive waste management in both planned and existing exposure situations in CA will be carried out in accordance with the international guidance and recommendations, taking into account the relevant regulatory practice from other countries in this area. In order to understand the problems in the field of radioactive waste management we have analysed the existing regulations through the so called 'Threat assessment' in each CA country which revealed additional problems in the existing regulatory documents beyond those described at the start of our ongoing bilateral projects in Kazakhstan, Kirgizistan Tajikistan and Uzbekistan.     Almost a third of the total energy consumed in South Asia is managed or administered by women. Yet there are no institutional arrangements available to prepare women for this task and there are few instances where women are given the training, information, knowledge, and skills to plan and manage the efficient utilization of energy, including the use of renewable energy sources in their daily lives. Women in Sustainable Energy Research (WISER) is set up to fulfill this need through the development of application oriented energy management programs and their dissemination to the women of South Asia. WISER will work in close partnership with the South Asia Women in Energy (SAWIE) network. WISER will be the training hub for SAWIE, showcasing clean energy technologies and incubating energy efficiency and renewable energy systems for women entrepreneurs in South Asia (SA). Through capacity building programs offered by WISER, women will be empowered, adopt sustainable development life styles and measures, and contribute to economic growth.

    To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

    A procedure for extending the size of a Latin hypercube sample (LHS) with rank correlated variables is described and illustrated. The extension procedure starts with an LHS of size m and associated rank correlation matrix C and constructs a new LHS of size 2m that contains the elements of the original LHS and has a rank correlation matrix that is close to the original rank correlation matrix C. The procedure is intended for use in conjunction with uncertainty and sensitivity analysis of computationally demanding models in which it is important to make efficient use of a necessarily limited number of model evaluations.

    The Asia Pacific Region is experiencing a period of sustained economic expansion. Economic growth has led to an increasing demand for energy that has spurred a rapid expansion of baseload liquefied natural gas (LNG) facilities in this region. This is illustrated by the fact that seven of the ten baseload facilities in existence provide LNG for markets in the Asia Pacific region. With the three exceptions having been initially commissioned in 1972 and earlier, it is fair to observed that most advances in LNG technology have been developed and applied for this market. The paper presents the current status and identified future trends for the Asia Pacific LNG trade. Technology development in terms of application to onstream production, processing and transportation facilities, including LNG tankers, is presented. The potential of future advances to applied technology and operational practices to improve the cost-effectiveness of new and existing facilities is discussed. Current design data and methods as actually used are examined in terms of identifying where fundamental research and basic physical data are insufficient for optimization purposes. These findings are then summarized and presented in terms of the likely evolution of future and existing LNG projects in the Asia Pacific region.

    In the framework of the model inter-comparison study - Asia Phase II (MICS2), where eight models are compared over East Asia, this paper studies the influence of different parameterizations used in the aerosol module on the aerosol concentrations of sulfate and nitrate in PM10. An intracomparison of aerosol concentrations is done for March 2001 using different configurations of the aerosol module of one of the model used for the intercomparison. Single modifications of a reference setup for model configurations are performed and compared to a reference case. These modifications concern the size distribution, i.e. the number of sections, and physical processes, i.e. coagulation, condensation/evaporation, cloud chemistry, heterogeneous reactions and sea-salt emissions. Comparing monthly averaged concentrations at different stations, the importance of each parameterization is first assessed. It is found that sulfate concentrations are little sensitive to sea-salt emissions and to whether condensation is computed...

    This report presents an overview of the state of conventional energy sources and the potential for development of renewable energy sources in the Central Asia countries of Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, and Tajikistan. The region has a population of about 50 million in an area of more than four million square kilometers. The per capita gross internal product is more than $2,500, although the economy has been declining the past five years. The area has substantial coal, oil, uranium, and natural gas reserves, although they are not distributed equally among the five countries. Energy production is such that the countries do not have to rely heavily on imports. One of the problems in Central Asia is that the energy prices are substantially below the world prices. This is a factor in development of renewable energy sources. The primary renewable energy resources available are wind in Kazakhstan, solar in the entire region, biomass in Kyrgyzstan, and micro-hydropower stations in Kazakhstan and Kyrgyzstan. All of these have the potential to provide a significant amount of the required energy for the region. However, all of the countries have an abundance of various renewable energy resources. To effectively use these resources, however, a number of barriers to their development and commercialization must be overcome. These include low prices of conventional energy sources, absence of legislative support, lack of financing for new technologies, and lack of awareness of renewable energy sources by the population. A number of specific actions are proposed to overcome these barriers. These include establishment of a Central Asia coordinating council for renewable energy, development of a regional renewable energy program, and setting up a number of large demonstration projects. 16 figs.

    As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

    The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of sites within the region at which water quality data are to be collected; (4) instituting a data and information collection and sharing process; and, (5) training of partners in the use of water quality monitoring equipment.

Biggest growth in LNG demand is expected from some of the region's strongest economies such as Japan, South Korea, and Taiwan, Key LNG exporters such as Brunei, Malaysia, and Indonesia are scrambling to implement projects to meet that expected demand growth. Uncertainties cloud the outlook for Far East LNG trade, Australia, for one, is more cautious in pressing expansion of its LNG export capacity as more competing LNG expansions spring up around the world, notably in the Middle East and Africa.

    The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. This paper provides an overview on these threats, issue by issue, to identify common elements and needed cooperation. Cooperation on other topics such as search and rescue, fisheries protection, and oil spill response may help support improved relations to prevent maritime conflicts. Many technologies can help support maritime cooperation, including improved communications links, tracking and emergency beacon devices, and satellite imaging. Appropriate technical and political means are suggested for each threat to the SLOCs.

  3. Aerosol Characterization Data from the Asian Pacific Regional Aerosol Characterization Project (ACE-Asia)

    The Aerosol Characterization Experiments (ACE) were designed to increase understanding of how atmospheric aerosol particles affect the Earth's climate system. These experiments integrated in-situ measurements, satellite observations, and models to reduce the uncertainty in calculations of the climate forcing due to aerosol particles and improve the ability of models to predict the influences of aerosols on the Earth's radiation balance. ACE-Asia was the fourth in a series of experiments organized by the International Global Atmospheric Chemistry (IGAC) Program (A Core Project of the International Geosphere Biosphere Program). The Intensive Field Phase for ACE-Asia took place during the spring of 2001 (mid-March through early May) off the coast of China, Japan and Korea. ACE-Asia pursued three specific objectives: 1) Determine the physical, chemical, and radiative properties of the major aerosol types in the Eastern Asia and Northwest Pacific region and investigate the relationships among these properties. 2) Quantify the physical and chemical processes controlling the evolution of the major aerosol types and in particular their physical, chemical, and radiative properties. 3) Develop procedures to extrapolate aerosol properties and processes from local to regional and global scales, and assess the regional direct and indirect radiative forcing by aerosols in the Eastern Asia and Northwest Pacific region [Edited and shortened version of summary at http://data.eol.ucar.edu/codiac/projs?ACE-ASIA].     Australia's natural gas players, keen to increase their presence in world liquefied natural gas trade, see Asia as their major LNG market in the decades to come. That's despite the fact that two spot cargoes of Australian Northwest Shelf LNG were shipped to Europe during the last 12 months and more are likely in 1994. Opportunities for growth are foreseen within the confines of the existing Northwest Shelf gas project for the rest of the 1990s. But the main focus for potential new grassroots project developers and expansions of the existing LNG plant in Australia is the expected shortfall in contract volumes of LNG to Japan, South Korea, and Taiwan during 2000--2010. Traditionally the price of crude oil has been used as a basis for calculating LNG prices. This means the economics of any new 21st century supply arrangements are delicately poised because of the current low world oil prices, a trend the market believes is likely to continue. In a bid to lessen the effect of high initial capital outlays and still meet projected demand using LNG from new projects and expansion of the existing plant, Australia's gas producers are working toward greater cooperation with prospective Asian buyers.

    The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various counties. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics.
