    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2009 ESnet and the Office of Advanced Scientific Computing Research (ASCR), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by ASCR. The ASCR facilities anticipate significant increases in wide area bandwidth utilization, driven largely by the increased capabilities of computational resources and the wide scope of collaboration that is a hallmark of modern science. Many scientists move data sets between facilities for analysis, and in some cases (for example the Earth System Grid and the Open Science Grid), data distribution is an essential component of the use of ASCR facilities by scientists. Due to the projected growth in wide area data transfer needs, the ASCR supercomputer centers all expect to deploy and use 100 Gigabit per second networking technology for wide area connectivity as soon as that deployment is financially feasible. In addition to the network connectivity that ESnet provides, the ESnet Collaboration Services (ECS) are critical to several science communities. ESnet identity and trust services, such as the DOEGrids certificate authority, are widely used both by the supercomputer centers and by collaborations such as Open Science Grid (OSG) and the Earth System Grid (ESG).     In December 1982 DOE-SR directed SRL to study the feasibility and impact of a program to lower the U-236 content of the Highly Enriched Uranium (HEU) stockpile used as fuel for the SRP reactors. In response to this request SRL assessed four technologies, Atomic Vapor Laser Isotope Separation (AVLIS), Molecular Laser Isotope Separation (MLIS), Gas Centrifuge, and the Plasma Separation Process (PSP) for this purpose with the assistance of the Engineering Department. In April 1983 cost/benefit analyses for these processes, high spot cost estimates for production facilities, and process uncertainties were submitted to DOE-SR with a recommendation to proceed with the conceptual design and supporting development programs for a facility based on the use of the PSP process. The current program status for the PSP development program at SRL and the design and documentation of a production facility at SRP, referred to as the Fuel Improvement Demonstration Facility (FIDF), is described in this report.

    This report details the findings of the DOE ASCR Workshop on Quantum Computing for Science that was organized to assess the viability of quantum computing technologies to meet the computational requirements of the DOE’s science and energy mission, and to identify the potential impact of quantum technologies. The workshop was held on February 17-18, 2015, in Bethesda, MD, to solicit input from members of the quantum computing community. The workshop considered models of quantum computation and programming environments, physical science applications relevant to DOE's science mission as well as quantum simulation, and applied mathematics topics including potential quantum algorithms for linear algebra, graph theory, and machine learning. This report summarizes these perspectives into an outlook on the opportunities for quantum computing to impact problems relevant to the DOE’s mission as well as the additional research required to bring quantum computing to the point where it can have such impact.

    This paper describes a new form of program documentation that is precise, systematic and readable. This documentation comprises a set of displays supplemented by a lexicon and an index. Each display presents a program fragment in such a way that its correctness can be examined without looking at any other display. Each display has three parts: (1) the specification of the program presented in the display, (2) the program itself, and (3) the specifications of programs invoked by this program. The displays are intended to be used by Software Engineers as a reference document during inspection and maintenance. This paper also introduces a specification technique that is a refinement of Mills functional approach to program documentation and verification; programs are specified and described in tabular form.

    This Environmental Restoration (ER) Program Document Control Plan has been developed to comply with the document control system requirements of the US Department of Energy, Richland Operations Office (RL), the Hanford Federal Facility and the ER Program. One of the five components, or summary subprojects, of the Environmental Restoration (ER) Program is program management and support, which includes both management systems development and information and data management. Efforts within the management systems development area include the creation of a document control plan. Westinghouse Hanford Company (WHC) has developed and established an overall document control system that governs the methods by which all WHC documents are generated, maintained, and disposed of. The ER Program performing organizations within WHC utilize the established WHC document control systems to the maximum extent possible. These systems are discussed in Chapters 3.0 and 4.0 of this plan. In addition, this plan describes the documents that require control within the ER Program and how they will be controlled.

    The Advanced Neutron Source (ANS) severe accident document was developed to provide a concise and coherent mechanism for presenting the ANS SAP goals, a strategy satisfying these goals, a succinct summary of the work done to date, and what needs to be done in the future to ensure timely licensability. Guidance was received from various bodies [viz., panel members of the ANS severe accident workshop and safety review committee, Department of Energy (DOE) orders, Nuclear Regulatory Commission (NRC) requirements for ALWRs and advanced reactors, ACRS comments, world-wide trends] were utilized to set up the ANS-relevant SAS goals and strategy. An in-containment worker protection goal was also set up to account for the routine experimenters and other workers within containment. The strategy for achieving the goals is centered upon closing the severe accident issues that have the potential for becoming certification issues when assessed against realistic bounding events. Realistic bounding events are defined as events with an occurrency frequency greater than 10{sup {minus}6}/y. Currently, based upon the level-1 probabilistic risk assessment studies, the realistic bounding events for application for issue closure are flow blockage of fuel element coolant channels, and rapid depressurization-related accidents.

    At the request of the U.S. Department of Energy's (DOE) Office of Science (SC) Advanced Scientific Computing Research (ASCR) program office, a workshop was held June 2-3, 2015, in Gaithersburg, MD, to identify potential long term (10 to +20 year) cybersecurity fundamental basic research and development challenges, strategies and roadmap facing future high performance computing (HPC), networks, data centers, and extreme-scale scientific user facilities. This workshop was a follow-on to the workshop held January 7-9, 2015, in Rockville, MD, that examined higher level ideas about scientific computing integrity specific to the mission of the DOE Office of Science. Issues included research computation and simulation that takes place on ASCR computing facilities and networks, as well as network-connected scientific instruments, such as those run by various DOE Office of Science programs. Workshop participants included researchers and operational staff from DOE national laboratories, as well as academic researchers and industry experts. Participants were selected based on the submission of abstracts relating to the topics discussed in the previous workshop report [1] and also from other ASCR reports, including "Abstract Machine Models and Proxy Architectures for Exascale Computing" [27], the DOE "Preliminary Conceptual Design for an Exascale Computing Initiative" [28], and the January 2015 machine learning workshop [29]. The workshop was also attended by several observers from DOE and other government agencies. The workshop was divided into three topic areas: (1) Trustworthy Supercomputing, (2) Extreme-Scale Data, Knowledge, and Analytics for Understanding and Improving Cybersecurity, and (3) Trust within High-end Networking and Data Centers. Participants were divided into three corresponding teams based on the category of their abstracts.     Sandia National Laboratories operates DOE`s Kauai Test Facility (KTF) on the western coast of the Hawaiian island of Kauai. In July 1992, DOE approved a comprehensive Environmental Assessment (EA) covering ongoing and future rocket launches of experimental payloads. The KTF EA fulfilled two basic objectives: Consideration of environmental values early in the planning and decision making process; and public disclosure. These objectives can also be considered to be benefits of preparing comprehensive NEPA documents. However, proponents of an action are not as dedicated to these twin NEPA objectives as they are motivated by NEPA`s ability to reduce program risks. Once the KTF environmental assessment was underway, it was apparent that reducing risks to the program, budget, and schedule was the main incentive for successful completion of the EA. The comprehensive or ``omnibus`` environmental assessment prepared for the KTF is a de facto ``detailed statement,`` and it is also a good example of a ``mitigated FONSI,`` i.e., mitigation measures are essential to render some potential impacts not significant. Because the KTF EA is a broad scope, umbrella-like, site-wide assessment, it ``bounds`` the impacts of continuing and proposed future actions. The successful completion of this document eliminated the need to review, document, and gain approval individually for numerous related actions. Also, because it supported a Finding of No Significant Impact (FONSI) after identifying appropriate mitigation, it also eliminated the need for an environmental impact statement (EIS). This paper discusses seven specific ways in which the KTF EA reduced program risks and supported budget and schedule objectives.

    This appendix provides detailed information on the assumptions and methods employed to estimate the benefits of EEREs Solar Energy Technologies Program. The benefits analysis for the Solar Program utilized both NEMS and MARKAL as the analytical tools for estimating the Programs benefits. As will be discussed below, a number of assumptions and structural modifications to the models were made in order to represent the suite of solar technologies funded by the program as accurately as possible (Photovoltaics, Concentrating Solar Power and Solar Water Heating). Many of the assumptions used in the FY06 analysis are the same as or similar to those employed in the FY05 analysis; however, two key changes are important to highlight up-front. First, the AEO2004 analysis used a new set of reference case assumptions with respect to photovoltaic technology cost reductions. The new sets of reference case assumptions are very similar to the Solar Programs targets for PV. This shift in assumptions necessitated developing a new approach for estimating the baseline (i.e., no program) input assumptions for PV. Second, the FY06 analysis included CSP technology benefits CSP benefits were not included in the FY05 analysis.

    As mandated by the Clean Air Act Amendments of 1990, the Occupational Safety and Health Administration (OSHA) promulgated on February 24, 1992 the Process Management (PSM) rule: 29 CFR 1910.119. Compliance with the PSM requirements is causing a significant impact on both financial resources and manpower for the covered facilities. A major portion of the efforts have been concentrated on developing and compiling a vast amount of data in various formats (i.e., autocad, word processing, and numeric databases). Because of the need to access and revise these data on a continuous basis, many facilities have started to implement computer-based document management systems to store, manage, and maintain these data. This paper provides a plant perspective of the necessary features and characteristics of a computer-based document management system. An electronic document management system can also form the basis for a plant workflow system. Once, all the information related to a plant`s PSM program are inputted into the system, it is possible to control the plant workflow using the management of change system and maintenance work requests. Other key issues that must be included in a computer-based system are redlining capabilities, execution of management of change authorization, and interfacing with existing computer programs (many plants are already using different kinds of software for a variety of objectives). This paper provides a roadmap for the development and implementation of an electronic document management system.

The purpose is to identify recommendations for improvement and to influence the rewrite of the DNS Program Management Plan (PMP) and the documentation supporting it. As a part of this process, over 40 documents required by DNS or its stakeholders were reviewed. In addition, approximately 12 other documents produced outside of DNS and its stakeholders were reviewed in an effort to identify best practices. The complete list of documents reviewed is provided as an attachment to this paper.

    Lockheed Martin Energy Systems, Inc. (LMES) has established and maintains Document Management Centers (DMCs) to support Environmental Restoration Program (ER) activities undertaken at three Oak Ridge facilities: Oak Ridge National Laboratory, Oak Ridge K-25 Site, Oak Ridge Y-12 Plant; and two sister sites: Portsmouth Gaseous Diffusion Plant in Portsmouth, Ohio, and Paducah Gaseous Diffusion Plant in Paducah, Kentucky. The role of the DMCs is to receive, store, retrieve, and properly dispose of records. In an effort to make the DMCs run more efficiently and to more proactively manage the records` life cycles from cradle to grave, ER has decided to investigate ways in which Electronic Document Management System (EDMS) technologies can be used to redefine the DMCs and their related processes. Specific goals of this study are tightening control over the ER documents, establishing and enforcing record creation and retention procedures, speeding up access to information, and increasing the accessibility of information. A working pilot of the solution is desired within the next six months. Based on a series of interviews conducted with personnel from each of the DMCs, key management, and individuals representing related projects, it is recommended that ER utilize document management, full-text retrieval, and workflow technologies to improve and automate records management for the ER program. A phased approach to solution implementation is suggested starting with the deployment of an automated storage and retrieval system at Portsmouth. This should be followed with a roll out of the system to the other DMCs, the deployment of a workflow-enabled authoring system at Portsmouth, and a subsequent roll out of this authoring system to the other sites.

    The objective of this document is to ease the task of adding new system components to the Transient Reactor Analysis Code (TRAC) or altering old ones. Sufficient information is provided to permit replacement or modification of physical models and correlations. Within TRAC, information is passed at two levels. At the upper level, information is passed by system-wide and component-specific data modules at and above the level of component subroutines. At the lower level, information is passed through a combination of module-based data structures and argument lists. This document describes the basic mechanics involved in the flow of information within the code. The discussion of interfaces in the body of this document has been kept to a general level to highlight key considerations. The appendices cover instructions for obtaining a detailed list of variables used to communicate in each subprogram, definitions and locations of key variables, and proposed improvements to intercomponent interfaces that are not available in the first level of code modernization.

    The development of new or the upgrade of existing physical protection systems (PPS) for nuclear facilities involves a multi-step and multidimensional process. The process consists of conceptual design, design, and commissioning stages. The activities associated with each of these stages are governed by Russian government and agency regulations. To ensure a uniform approach to development or upgrading of PPS at Russian nuclear facilities, the development of a range of regulatory and methodological documents is necessary. Some issues of PPS development are covered by the regulatory documents developed by Rosatom, as well as other Russian agencies with nuclear facilities under their control. This regulatory development has been accomplished as part of the U.S.-Russian MPC&A cooperation or independently by the Russian Federation. While regulatory coverage is extensive, there are a number of issues such as vulnerability analysis, effectiveness assessment, upgrading PPS, and protection of information systems for PPS that require additional regulations be developed. This paper reports on the status of regulatory coverage for PPS development or upgrade, and outlines a new approach to regulatory document development. It describes the evolutionary process of regulatory development through experience gained in the design, development and implementation of PPS as well as experience gained through the cooperative efforts of Russian and U.S. experts involved the development of MPC&A regulations.

    This report provides technical documentation for a software package called PEAR (Program for Energy Analysis of Residences) developed by LBL. PEAR offers an easy-to-use and accurate method of estimating the energy savings associated with various energy conservation measures used in site-built, single-family homes. This program was designed for use by non-technical groups such as home builders, home buyers or others in the buildings industry, and developed as an integral part of a set of voluntary guidelines entitled Affordable Housing Through Energy Conservation: A Guide to Designing and Constructing Energy Efficient Homes. These guidelines provide a method for selecting and evaluating cost-effective energy conservation measures based on the energy savings estimated by PEAR. This work is part of a Department of Energy program aimed at conducting research that will improve the energy efficiency of the nation's stock of conventionally-built and manufactured homes, and presenting the results to the public in a simplified format.
