    The DOE Energy Materials Coordinating Committee (EMaCC) serves primarily to enhance coordination among the Department`s materials programs and to further effective use of materials expertise within the Department. These functions are accomplished through the exchange of budgetary and planning information among program managers and through technical meetings/workshops on selected topics involving both DOE and major contractors. In addition, EMaCC assists in obtaining materials-related inputs for both intra- and interagency compilations. This report summarizes EMaCC activities for FY 1997 and describes the materials research programs of various offices and divisions within the Department.

    The Hydrogen Energy Coordinating Committee (HECC) was established over 14 years ago to ensure that the many varied aspects of hydrogen technology research and development within the Department are coordinated. Each year the committee brings together technical representatives within the Department to coordinate activities, share research results and discuss future priorities and directions. An annual report is published summarizing the work in progress. This summary is the fourteenth consecutive report. It provides an overview of the hydrogen-related programs of the DOE offices represented in the HECC.

    This report summarizes the broad range of activities supported by Federal Energy Management Program (FEMP) and other federal agencies focused on meeting the President`s Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the FERM Coordinating Committee, and as such include activities undertaken from October 1, 1991, through March 31, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for the federal energy manager to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems modernization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities.

    At the occasion of the restructurisation of the Committees at the Nuclear Energy Agency (OECD, Paris), the newly formed Nuclear Energy Agency Nuclear Science Committee (NEA-NSC) took over some of the activities of the former Nuclear Energy Agency Nuclear Data Committee (NEA-NDC). Amongst these activities were two Interlaboratory Collaborations, one on an important standard, the {sup 10}B(n,{alpha}) cross-section, the other on measurements of activation cross-sections. Progress of these two NEA-NSC Interlaboratory Collaborations is reported.

    Industrial operations in the United States account for some 37% of the nation's consumptions of energy. It has been estimated that this figure will increase to 50% by 1990 unless appropriate industrial energy conservation measures are adopted. However, such measures are difficult to implement in spite of the potential of various existing, emerging, and advanced technologies that can be applied to the problem. Specifically, the application of many industrial energy conservation measures entails high economic, technological, and institutional risks and uncertainties that constrain industries from adopting such measures. Accordingly, in 1975 the federal government started a program designed to mitigate these risks and uncertainties via government-industry partnership arrangements in the interests of national energy conservation. An important element of this program is the Industrial Energy Conservation Program in the Federal Department of Energy (DOE). In June 1980, DOE asked the National Materials Advisory Board, a unit of the National Academy of Sciences-National Research Council, to form a study committee to assess the effectiveness of the Industrial Energy Conservation Program. The committee concluded that federal support embodied in the DOE program, present and planned, is important to conserving additional industrial energy. However, the committee also concluded that the program needs various improvements in project selection and management and in transfer of results to industry. The committee's findings and recommendations and the results of the deliberation of the committee's three panels, a special report on heat and power, and a report on the visit by four members of the committee to Japan are presented.

In addition, EMaCC assists in obtaining materials-related inputs for both intra- and interagency compilations. Topical subcommittees of the EMaCC are responsible for conducting seminars and otherwise facilitating information flow between DOE organizational units in materials areas of particular importance to the Department. The EMaCC Terms of Reference were recently modified and developed into a Charter that was approved on June 5, 2003. As a result of this reorganization, the existing subcommittees were disbanded and new subcommittees are being formed. The FY 2004 budget summary for DOE Materials Activities is presented on page 8. The distribution of these funds between DOE laboratories, private industry, academia and other organizations is presented in tabular form on page 10. Following the budget summary is a set of detailed program descriptions for the FY 2004 DOE Materials activities. These descriptions are presented according to the organizational structure of the Department.     Congress passed legislation that requires the US Department of Housing and Urban Development (HUD) to revise the energy efficiency standards for manufactured housing contained in the Manufactured Home Construction and Safety Standards (MHCSS). The Manufactured Housing Institute's Consensus Committee (MHICC) proposed revised standards to HUD based on an analysis contained in a 1989 report by E. Levy. This document is primarily a review of the Levy report, including the methods and inputs to that analysis. The approach to be used in developing the revised standard was specified by Congress as a cost-benefit analysis in which the costs of energy efficiency measures (EEM) were balanced against the benefits of energy savings. The resulting optimum specified an overall level of energy efficiency in terms of a maximum allowable building shell U-value (overall thermal transmittance) that produced the lowest life-cycle cost to the owner of a manufactured home. In his 1989 analysis, this was the general approach used by Levy.

    This document is a compilation of the written records that relate to the Fusion Energy Advisory Committee`s deliberations with regard to the Letter of Charge received from the Director of Energy Research, dated September 1, 1992. During its sixth meeting, held in March 1993, FEAC provided a detailed response to the charge contained in the letter of September 1, 1992. In particular, it responded to the paragraph: ``I would like the Fusion Energy Advisory Committee (FEAC) to evaluate the Neutron Interactive Materials Program of the Office of Fusion Energy (OFE). Materials are required that will satisfy the service requirements of components in both inertial and magnetic fusion reactors -- including the performance, safety, economic, environmental, and recycle/waste management requirements. Given budget constraints, is our program optimized to achieve these goals for DEMO, as well as to support the near-term ITER program?`` Before FEAC could generate its response to the charge in the form of a letter report, one member, Dr. Parker, expressed severe concerns over one of the conclusions that the committee had reached during the meeting. It proved necessary to resolve the issue in public debate, and the matter was reviewed by FEAC for a second time, during its seventh meeting, held in mid-April, 1993. In order to help it to respond to this charge in a timely manner, FEAC established a working group, designated Panel No. 6, which reviewed the depth and breadth of the US materials program, and its interactions and collaborations with international programs. The panel prepared background material, included in this report as Appendix I, to help FEAC in its deliberations.

    The Solid State Sciences Committee (SSSC) of the National Research Council (NRC) is charged with monitoring the health of the field of materials science in the United States. Accordingly, the Committee identifies and examines both broad and specific issues affecting the field. Regular meetings, teleconferences, briefings from agencies and the scientific community, the formation of study panels to prepare reports, and special forums are among the mechanisms used by the SSSC to meet its charge. This progress report presents a review of SSSC activities from May 1, 1992 through April 30, 1993. The details of prior activities are discussed in earlier reports. During the above period, the SSSC has continued to track and participate, when requested, in the development of a Federal initiative on advanced materials and processing. Specifically, the SSSC is presently planning the 1993 SSSC Forum (to be cosponsored with the National Materials Advisory Board (NMAB) and the Washington Materials Forum (WNM)). The thrust will be to highlight the Federal Advanced Materials and Processing Program (AMPP). In keeping with its charge to identify and highlight specific areas for scientific and technological opportunities, the SSSC continued to oversee the conduct of a study on biomolecular materials. Preliminary plans also have been developed for studies on neutron scattering science, on ultrasmall devices, and on molecular routes to materials.

    The Senior Committee on Environmental, Safety, and Economic Aspects of Magnetic Fusion Energy (ESECOM) has assessed magnetic fusion energy's prospects for providing energy with economic, environmental, and safety characteristics that would be attractive compared with other energy sources (mainly fission) available in the year 2015 and beyond. ESECOM gives particular attention to the interaction of environmental, safety, and economic characteristics of a variety of magnetic fusion reactors, and compares them with a variety of fission cases. Eight fusion cases, two fusion-fission hybrid cases, and four fission cases are examined, using consistent economic and safety models. These models permit exploration of the environmental, safety, and economic potential of fusion concepts using a wide range of possible materials choices, power densities, power conversion schemes, and fuel cycles. The ESECOM analysis indicates that magnetic fusion energy systems have the potential to achieve costs-of-electricity comparable to those of present and future fission systems, coupled with significant safety and environmental advantages. 75 refs., 2 figs., 24 tabs.

    A Committee of Visitors (COV) was formed to review the procedures used by the Office of Fusion Energy Sciences to manage its Theory and Computations program. The COV was pleased to conclude that the research portfolio supported by the OFES Theory and Computations Program was of very high quality. The Program supports research programs at universities, research industries, and national laboratories that are well regarded internationally and address questions of high relevance to the DOE. A major change in the management of the Theory and Computations program over the past few years has been the introduction of a system of comparative peer review to guide the OFES Theory Team in selecting proposals for funding. The COV was impressed with the success of OFES in its implementation of comparative peer review and with the quality of the reviewers chosen by the OFES Theory Team. The COV concluded that the competitive peer review process has improved steadily over the three years that it has been in effect and that it has improved both the fairness and accountability of the proposal review process. While the COV commends OFES in its implementation of comparative review, the COV offers the following recommendations in the hope that they will further improve the comparative peer review process: The OFES should improve the consistency of peer reviews. We recommend adoption of a “results-oriented” scoring system in their guidelines to referees (see Appendix II), a greater use of review panels, and a standard format for proposals; The OFES should further improve the procedures and documentation for proposal handling. We recommend that the “folders” documenting funding decisions contain all the input from all of the reviewers, that OFES document their rationale for funding decisions which are at variance with the recommendation of the peer reviewers, and that OFES provide a Summary Sheet within each folder; The OFES should better communicate the procedures used to

    Different estimates of future Soviet oil production are examined. The Central Intelligence Agency (CIA) is generally viewed as having the most-pessimistic assessment, foreseeing a gradual decline. If the CIA is correct, Soviet-bloc countries may become net energy importers later in this decade. The added pressure on world oil prices could then increase our own inflationary problems. Reduced Soviet energy production may lessen its hold on eastern Europe and heighten its interest in Middle Eastern supplies. At the optimistic extreme, the Economic Commission of Europe foresees steady or possibly somewhat increased Soviet oil production throughout the 80s. If the Commission is correct, the US will face another set of challenges and opportunities. The Soviets would not add to existing demand on the world petroleum market, but an exportable surplus of oil and gas could give them a powerful diplomatic tool. 22 references. (DCK)

    This report has highlighted many of the possible fundamental research areas that will help our country avoid a future energy crisis. The report may not have adequately captured the atmosphere of concern that permeated the discussions at the workshop. The difficulties facing our nation and the world in meeting our energy needs over the next several decades are very challenging. It was generally felt that traditional solutions and approaches will not solve the total energy problem. Knowledge that does not exist must be obtained to address both the quantity of energy needed to increase the standard of living world-wide and the quality of energy generation needed to preserve the environment. In terms of investments, it was clear that there is no single research area that will secure the future energy supply. A diverse range of economic energy sources will be required--and a broad range of fundamental research is needed to enable these. Many of the issues fall into the traditional materials and chemical sciences research areas, but with specific emphasis on understanding mechanisms, energy related phenomena, and pursuing novel directions in, for example, nanoscience and integrated modeling. An important result from the discussions, which is hopefully apparent from the brief presentations above, is that the problems that must be dealt with are truly multidisciplinary. This means that they require the participation of investigators with different skill sets. Basic science skills have to be complemented by awareness of the overall nature of the problem in a national and world context, and with knowledge of the engineering, design, and control issues in any eventual solution. It is necessary to find ways in which this can be done while still preserving the ability to do first-class basic science. The traditional structure of research, with specific disciplinary groupings, will not be sufficient. This presents great challenges and opportunities for the funders of the

    This document is the final report of the Fusion Policy Advisory Committee. The report conveys the Committee's views on the matters specified by the Secretary in his charge and subsequent letters to the Committee, and also satisfies the provisions of Section 7 of the Magnetic Fusion Energy Engineering Act of 1980, Public Law 96-386, which require a triennial review of the conduct of the national Magnetic Fusion Energy program. Three sub-Committee's were established to address the large number of topics associated with fusion research and development. One considered magnetic fusion energy, a second considered inertial fusion energy, and the third considered issues common to both. For many reasons, the promise of nuclear fusion as a safe, environmentally benign, and affordable source of energy is bright. At the present state of knowledge, however, it is uncertain that this promise will become reality. Only a vigorous, well planned and well executed program of research and development will yield the needed information. The Committee recommends that the US commit to a plan that will resolve this critically important issue. It also outlines the first steps in a development process that will lead to a fusion Demonstration Power Plant by 2025. The recommended program is aggressive, but we believe the goal is reasonable and attainable. International collaboration at a significant level is an important element in the plan.
