    This document is a compilation of the written records that relate to the Fusion Energy Advisory Committee`s deliberations with regard to the Letter of Charge received from the Director of Energy Research, dated September 1, 1992. During its sixth meeting, held in March 1993, FEAC provided a detailed response to the charge contained in the letter of September 1, 1992. In particular, it responded to the paragraph: ``I would like the Fusion Energy Advisory Committee (FEAC) to evaluate the Neutron Interactive Materials Program of the Office of Fusion Energy (OFE). Materials are required that will satisfy the service requirements of components in both inertial and magnetic fusion reactors -- including the performance, safety, economic, environmental, and recycle/waste management requirements. Given budget constraints, is our program optimized to achieve these goals for DEMO, as well as to support the near-term ITER program?`` Before FEAC could generate its response to the charge in the form of a letter report, one member, Dr. Parker, expressed severe concerns over one of the conclusions that the committee had reached during the meeting. It proved necessary to resolve the issue in public debate, and the matter was reviewed by FEAC for a second time, during its seventh meeting, held in mid-April, 1993. In order to help it to respond to this charge in a timely manner, FEAC established a working group, designated Panel No. 6, which reviewed the depth and breadth of the US materials program, and its interactions and collaborations with international programs. The panel prepared background material, included in this report as Appendix I, to help FEAC in its deliberations.

The EPOC met at the M & D Professional Services Conference Facility on August 4 and 5, 2008 to discuss various aspects of that responsibility including FY 2009 planning. Formal presentations were made to update the EPOC on the these subjects.

    The System Advisor Model (SAM) is a broad and robust set of models and frameworks for analyzing both system performance and system financing. It does this across a range of technologies dominated by solar technologies including photovoltaics (PV) and concentrated solar power (CSP). The U.S. Department of Energy (DOE) Solar Energy Technology Program requested the SAM development team to review the photovoltaic performance modeling with the development community and specifically, with the independent engineering community. The report summarizes the major effort for this technical review committee (TRC).

    We present a preliminary statistical analysis of a period change of eclipsing binaries from the ASAS Catalog of Variable Stars. For each contact and semidetached system brighter than 13.3$mag$ (in V) with a period shorter than 0.4 days and at least 300 observation points we have found an angular velocity $\\omega$ and its time derivative $\\frac{d\\omega}{dt}$. According to our accuracy there is no evidence that average $\\frac{d\\omega}{dt}$ differs from 0. Light curves for selected stars are presented.

    Using the data from the public database of the All Sky Automated Survey ({\\tt ASAS}) we performed the very first light curve analyses of the three eclipsing binary systems \\astrobj{AO~Aqr}, \\astrobj{CW~Aqr} and \\astrobj{ASAS~012206-4924.7}. The physical parameters of the systems were determined by the {\\tt PHOEBE} software. From an analysis of the ASAS data it was concluded that AO~Aqr was found to be a contact binary system while CW~Aqr and ASAS~012206-4924.7 were found to be near--contact and detached binaries, respectively. Finally, the locations of the components, corresponding to the estimated physical parameters, in the HR diagram were also discussed.

    We analysed V-filter ASAS-3 photometry of 41 known Beta Cephei-type stars. The ASAS-3 photometry was combined with the archival data, if available, to determine long-term stability of periods and amplitudes of excited modes. We detected amplitude changes in three Beta Cephei stars, BW Cru, V836 Cen, and V348 Nor. Period changes were found in KK Vel and V836 Cen. Our analysis shows that intrinsic period changes are more common among multiperiodic stars, apparently because they are caused by some kind of mode interaction. In addition, we found new modes for seven stars, and for ten others we provide new solutions or remove ambiguities in the detected frequencies. One candidate hybrid Beta Cephei/SPB star, HD133823, is discovered.

    This paper gives the 2002 self-consistent set of values of the basic constants and conversion factors of physics and chemistry recommended by the Committee on Data for Science and Technology (CODATA) for international use. Further, it describes in detail the adjustment of the values of the subset of constants on which the complete 2002 set of recommended values is based. Two noteworthy additions in the 2002 adjustment are recommended values for the bound-state rms charge radii of the proton and deuteron and tests of the exactness of the Josephson and quantum-Hall-effect relations K{sub J}=2e/h and R{sub K}=h/e{sup 2}, where K{sub J} and R{sub K} are the Josephson and von Klitzing constants, respectively, e is the elementary charge, and h is the Planck constant. The 2002 set replaces the previously recommended 1998 CODATA set. The 2002 adjustment takes into account the data considered in the 1998 adjustment as well as the data that became available between 31 December 1998, the closing date of that adjustment, and 31 December 2002, the closing date of the new adjustment. The differences between the 2002 and 1998 recommended values compared to the uncertainties of the latter are generally not unreasonable. The new CODATA set of recommended values may also be found on the World Wide Web at physics.nist.gov/constants.

    The Advisory Committee on Human Radiation Experiments was created by President Clinton to advise the Human Radiation Interagency Working Group on the ethical and scientific criteria applicable to human radiation experiments carried out or sponsored by the U.S. Government. The Committee seeks to answer several fundamental question: What ethics criteria should be used to evaluate human radiation experiments? What was the Federal Government`s role in human radiation experiments? What are the criteria for determining appropriate Federal responses where wrongs or harms have occurred? What lessons learned from studying past and present research standards and practices should be applied to the future? The Committee has been gathering vast amounts of information and working to render it orderly and accessible. In the next six months, the Committee will continue with the tasks of data gathering and organizing. The focus of the work, however, will be developing criteria for judging historical and contemporary experiments, policies, and procedures, as well as criteria for remedies that may be appropriate where harms or wrongs have ocurred. Based on findings, the Committee will make specific recommendations regarding policies for the future.

    The Secretary of Energy directed that an independent review of the current cost and schedule baseline for the SSC be conducted. The purpose of this independent review was to validate the current cost and schedule baseline and to ensure that the project status is accurate as currently reported. Through May 1993, approximately $1.5 billion of the baseline cost of $8.249 billion had been expended, with project completion forecasted on the baseline schedule as of September 1999. This report documents the findings of the SSC Baseline Validation Review Committee (the Committee). The report is organized into five parts. The first section is the Executive Summary. This introduction is followed by a discussion of the project progress/status as determined by the Committee. The next section describes the Committee`s estimate of the cost at completion for the SSC project, followed by an assessment of the adequacy of the business management systems currently being used to manage the project.     We have analyzed the double-lined eclipsing binary system ASAS J180057-2333.8 from the All Sky Automated Survey (ASAS) catalogue . We measure absolute physical and orbital parameters for this system based on archival $V$-band and $I$-band ASAS photometry, as well as on high-resolution spectroscopic data obtained with ESO 3.6m/HARPS and CORALIE spectrographs. The physical and orbital parameters of the system were derived with an accuracy of about 0.5 - 3%. The system is a very rare configuration of two bright well-detached giants of spectral types K1 and K4 and luminosity class II. The radii of the stars are $R_1$ = 52.12 $\\pm$ 1.38 and $R_2$ = 67.63 $\\pm$ 1.40 R$_\\odot$ and their masses are $M_1$ = 4.914 $\\pm$ 0.021 and $M_2$ = 4.875$\\pm$ 0.021 M$_\\odot$ . The exquisite accuracy of 0.5% obtained for the masses of the components is one of the best mass determinations for giants. We derived a precise distance to the system of 2.14 $\\pm$ 0.06 kpc (stat.) $\\pm$ 0.05 (syst.) which places the star in the Sagittariu...

    This report comprises an annual summary of activities under the U.S. Strategic Petroleum Reserve (SPR) Vapor Pressure Committee in FY2009. The committee provides guidance to senior project management on the issues of crude oil vapor pressure monitoring nd mitigation. The principal objectives of the vapor pressure program are, in the event of an SPR drawdown, to minimize the impact on the environment and assure worker safety and public health from crude oil vapor emissions. The annual report reviews key program areas ncluding monitoring program status, mitigation program status, new developments in measurements and modeling, and path forward including specific recommendations on cavern sampling for the next year. The contents of this report were first presented to SPR senior anagement in December 2009, in a deliverable from the vapor pressure committee. The current SAND report is an adaptation for the Sandia technical audience.

Recommendation III provided four specific requirements necessary for Panel approval of a proposal to revise the chemistry control limits for the Double-Shell Tanks (DSTs). One of the more significant requirements was successful performance of an accelerated stress corrosion cracking (SCC) experimental program. This testing program has evaluated the optimization of the chemistry controls to prevent corrosion in the interstitial liquid and supernatant regions of the DSTs.

    We analysed ASAS-3 photometry of bright early-type stars with the goal of finding new Beta Cephei stars. We were particularly interested in stars that would be good for seismic analysis, i.e., stars that (i) have a large number of excited modes, (ii) show rotationally split modes, (iii) are components of eclipsing binary systems, (iv) have low-frequency modes, that is, are hybrid Beta Cephei/SPB stars. Our study was made with a homogeneous sample of over 4100 stars having MK spectral type B5 or earlier. For these stars, the ASAS-3 photometry was analysed by means of a Fourier periodogram. We have discovered 103 Beta Cephei stars, nearly doubling the number of previously known stars of this type. Among these stars, four are components of eclipsing binaries, seven have modes equidistant or nearly equidistant in frequency. In addition, we found five Beta Cephei stars that show low-frequency periodic variations, very likely due to pulsations. We therefore regard them as candidate hybrid Beta Cephei/SPB pulsators. All these stars are potentially very useful for seismic modeling. Moreover, we found Beta Cephei-type pulsations in three late O-type stars and fast period changes in one, HD 168050.

    In Jan. 1996, the Fusion Energy Advisory Committee (FEAC) provided recommendations to DOE on how to restructure the fusion program in light of compressional guidance and budget realities. DOE endorsed these recommendations and prepared a strategic plan. The FEAC report concluded that the goals of the restructured program could most effectively be accomplished at a funding level of $275 million per year, including Federal government management costs. DOE requested that Congress appropriate $255.6 million in FY97 for the fusion energy sciences program exclusive of Federal government management costs (about $8 million). On Sept. 11, 1996, the Energy and Water Development Conference Committee settled on a FY97 appropriation for the fusion energy sciences program of $232.5 million. This report contains the response to the charge letter, on how the program described in the strategic plan could be changed to make it consistent with the $232.5 million appropriation.

    The information and evaluations provided in this report were compiled to address the recurring problem of synthetic sling failure. As safety is the number one priority in all work aspects, a solution must be devised to prevent accidents from occurring. A total of thirteen cases regarding synthetic sling failure were evaluated in order to determine their causes, effects, and preventative measures. From the collected data, it was found that all cases in which the synthetic sling contacted the edge of its load resulted in sling failure. It is required that adequate synthetic sling protection devices be used to protect slings in any lift where the sling comes in direct contact with the edge or corner of its load. However, there are no consensus codes or standards stating the type, material, or purpose of the type of protective device used to protect the sling from being cut. Numerous industry standards and codes provide vague descriptions on how to protect synthetic slings. Without a clear, concise statement of how to protect synthetic slings, it is common for inadequate materials and sling protection devices to be used in an attempt to meet the intent of these requirements. The use of an inadequate sling protection device is the main cause of synthetic sling failure in all researched cases. Commercial sling protection devices come in many shapes and sizes, and have a variety of names, as well as advertised uses. 'Abrasion pads' and 'wear protectors' are two different names for products with the same intended purpose. There is no distinguishable way to determine the extent of sling protection which these devices will provide, or what specific scenarios they are made for. This creates room for error in a field where error is unacceptable. This report provides a recommended action for hoisting and rigging activities which require synthetic slings to contact a load, as well as recommended changes to industry standards which will benefit overall industry safety.

    A computer code has been developed that implements the recommendations of ICRP Committee 2 for computing limits for occupational exposure of radionuclides. The purpose of this report is to describe the various modules of the computer code and to present a description of the methods and criteria used to compute the tables published in the Committee 2 report. The computer code contains three modules of which: (1) one computes specific effective energy; (2) one calculates cumulated activity; and (3) one computes dose and the series of ICRP tables. The description of the first two modules emphasizes the new ICRP Committee 2 recommendations in computing specific effective energy and cumulated activity. For the third module, the complex criteria are discussed for calculating the tables of committed dose equivalent, weighted committed dose equivalents, annual limit of intake, and derived air concentration.

    Despite the widespread use of intensity-modulated radiation therapy (IMRT) for approximately a decade, a lack of adequate guidelines for documenting these treatments persists. Proper IMRT treatment documentation is necessary for accurate reconstruction of prior treatments when a patient presents with a marginal recurrence. This is especially crucial when the follow-up care is managed at a second treatment facility not involved in the initial IMRT treatment. To address this issue, an American Society for Radiation Oncology (ASTRO) workgroup within the American ASTRO Radiation Physics Committee was formed at the request of the ASTRO Research Council to develop a set of recommendations for documenting IMRT treatments. This document provides a set of comprehensive recommendations for documenting IMRT treatments, as well as image-guidance procedures, with example forms provided.

    This report documents the development and testing of recommendations, from the American Society of Heating, Refrigeration and Air Conditioning Engineers, Inc. (ASHRAE) Special Projects Committee No. 53, designed to provide the technical foundation for the Congressionally-mandated energy standard for new residential buildings. The recommendations were developed over a 25-month period by a multidisciplinary project team, under the management of the US Department of Energy and its prime contractor, Pacific Northwest Laboratory. The report has been issued in four volumes, VOLUME IV - Description of the Testing Process details how the Standard was tested and provides case studies of the possible impact of the Standard in select locations throughout the country. It is supported by a description of the assumptions and input data, and an analysis of the results.

    Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards.     The explosive growth of information challenges people's capability in finding out items fitting to their own interests. Recommender systems provide an efficient solution by automatically push possibly relevant items to users according to their past preferences. Recommendation algorithms usually embody the causality from what having been collected to what should be recommended. In this article, we argue that in many cases, a user's interests are stable, and thus the previous and future preferences are highly consistent. The temporal order of collections then does not necessarily imply a causality relationship. We further propose a consistence-based algorithm that outperforms the state-of-the-art recommendation algorithms in disparate real data sets, including \\textit{Netflix}, \\textit{MovieLens}, \\textit{Amazon} and \\textit{Rate Your Music}.

    Previous studies in the nuclear weapons complex have shown that ambiguous work instructions (WIs) and operating procedures (OPs) can lead to human error, which is a major cause for concern. This report outlines some of the sources of ambiguity in written English and describes three recommendations for reducing ambiguity in WIs and OPs. The recommendations are based on commonly used research techniques in the fields of linguistics and cognitive psychology. The first recommendation is to gather empirical data that can be used to improve the recommended word lists that are provided to technical writers. The second recommendation is to have a review in which new WIs and OPs and checked for ambiguities and clarity. The third recommendation is to use self-paced reading time studies to identify any remaining ambiguities before the new WIs and OPs are put into use. If these three steps are followed for new WIs and OPs, the likelihood of human errors related to ambiguity could be greatly reduced.

    We present ground-based and Swift photometric and spectroscopic observations of the candidate tidal disruption event (TDE) ASASSN-14li, found at the center of PGC 043234 ($d\\simeq90$~Mpc) by the All-Sky Automated Survey for SuperNovae (ASAS-SN). The source had a peak bolometric luminosity of $L\\simeq10^{44}$ ergs s$^{-1}$ and a total integrated energy of $E\\simeq7\\times10^{50}$ ergs radiated over the $\\sim6$ months of observations presented. The UV/optical emission of the source is well-fit by a blackbody with roughly constant temperature of $T\\sim35,000$ K, while the luminosity declines by roughly a factor of 16 over this time. The optical/UV luminosity decline is broadly consistent with an exponential decline, $L\\propto e^{-t/t_0}$, with $t_0\\simeq60$ days. ASASSN-14li also exhibits soft X-ray emission comparable in luminosity to the optical and UV emission but declining at a slower rate, and the X-ray emission now dominates.     As part of the MHD Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee's activities to date have focused primarily on the technology transfer'' aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings.     Probabilistic Seismic Hazard Analysis (PSHA) is a methodology that estimates the likelihood that various levels of earthquake-caused ground motion will be exceeded at a given location in a given future time period. Due to large uncertainties in all the geosciences data and in their modeling, multiple model interpretations are often possible. This leads to disagreement among experts, which in the past has led to disagreement on the selection of ground motion for design at a given site. In order to review the present state-of-the-art and improve on the overall stability of the PSHA process, the U.S. Nuclear Regulatory Commission (NRC), the U.S. Department of Energy (DOE), and the Electric Power Research Institute (EPRI) co-sponsored a project to provide methodological guidance on how to perform a PSHA. The project has been carried out by a seven-member Senior Seismic Hazard Analysis Committee (SSHAC) supported by a large number other experts. The SSHAC reviewed past studies, including the Lawrence Livermore National Laboratory and the EPRI landmark PSHA studies of the 1980`s and examined ways to improve on the present state-of-the-art. The Committee`s most important conclusion is that differences in PSHA results are due to procedural rather than technical differences. Thus, in addition to providing a detailed documentation on state-of-the-art elements of a PSHA, this report provides a series of procedural recommendations. The role of experts is analyzed in detail. Two entities are formally defined-the Technical Integrator (TI) and the Technical Facilitator Integrator (TFI)--to account for the various levels of complexity in the technical issues and different levels of efforts needed in a given study.

    In 1993, the Government Performance and Results Act (GPRA, PL 103-62) was enacted. GPRA, which applies to all federal programs, has three components: strategic plans, annual performance plans, and metrics to show how well annual plans are being followed. As part of meeting the GRPA requirement in FY2000, a 14-member external peer review panel (the Garwin Committee) was convened on May 17-19, 2000 to review Sandia National Laboratories' Pulsed Power Programs as a component of the Performance Appraisal Process negotiated with the Department of Energy (DOE). The scope of the review included activities in inertial confinement fission (ICF), weapon physics, development of radiation sources for weapons effects simulation, x-ray radiography, basic research in high energy density physics (HEDP), and pulsed power technology research and development. In his charge to the committee, Jeffrey Quintenz, Director of Pulsed Power Sciences (1600) asked that the review be based on four criteria (1) quality of science, technology, and engineering, (2) programmatic performance, management, and planning, (3) relevance to national needs and agency missions, and (4) performance in the operation and construction of major research facilities. In addition, specific programmatic questions were posed by the director and by the DOE-Defense Programs (DP). The accompanying report, produced as a SAND document, is the report of the committee's findings.

    A compendium of dosimetry cross sections is presented for use in the characterization of fission reactor spectrum and fluence. The contents of this cross section library are based upon the ENDF/B-VI and IRDF-90 cross section libraries and are recommended as a replacement for the DOSCROS84 multigroup library that is widely used by the dosimetry community. Documentation is provided on the rationale for the choice of the cross sections selected for inclusion in this library and on the uncertainty and variation in cross sections presented by state-of-the-art evaluations.

    The Energy Conservation for New Buildings Act of 1976, as amended, 42 U.S.C Section 6831 et. seq. requires the US Department of Energy to issue energy conservation standards for the design of new residential and commercial buildings. The standards will be mandatory only for the design of new federal buildings, and will serve as voluntary guidelines for the design of new non-federal buildings. This report documents the development and testing of a set of recommendations, from the American Society of Heating, Refrigeration and Air Conditioning Engineers, Inc. (ASHRAE) Special Projects Committee No. 53, designed to provide the technical foundation for the Congressionally-mandated energy standard for new residential buildings. The recommendations have been developed over the past 25 months by a multidisciplinary project team, under the management of the US Department of Energy and its prime contractor, Pacific Northwest Laboratory. Volume III -- Introduction and Background to the Standard Development Effort is a description of the Standard development process and contains the rationale for the general approach and specific criteria contained within the recommendations.

    The charge to FEAC Panel 7 on inertial fusion energy (IFE) is encompassed in the four articles of correspondence. To briefly summarize, the scope of the panel`s review and analysis adhered to the following guidelines. (1) Consistent with previous recommendations by the Fusion Policy Advisory Committee (FPAC) and the National Academy of Science (NAS) panel on inertial fusion, the principal focus of FEAC Panel 7`s review and planning activities for next-generation experimental facilities in IFE was limited to heavy ions. (2) The panel considered the three budget cases: $5M, $10M, and $15M annual funding at constant level-of-effort (FY92 dollars), with a time horizon of about five years. (3) While limiting the analysis of next-generation experimental facilities to heavy ions, the panel assessed both the induction and rf linac approaches, and factored European plans into its considerations as well. (4) Finally, the panel identified high-priority areas in system studies and supporting IFE technologies, taking into account how IFE can benefit from related activities funded by the Office of Fusion Energy and by Defense Programs. This report presents the technical assessment, findings, and recommendations on inertial fusion energy prepared by FEAC Panel 7.

    On February 14, 2002, U.S. Secretary of Energy Spencer Abraham provided to the President the ''Recommendation by the Secretary of Energy Regarding the Suitability of the Yucca Mountain Site for a Repository Under the Nuclear Waste Policy Act of 1982.'' This Recommendation, along with supporting materials, complied with statutory requirements for communicating a site recommendation to the President, and it did more: in 49 pages, the Recommendation also spoke directly to the Nation, illuminating the methodology and considerations that led toward the decision to recommend the site. Addressing technical suitability, national interests, and public concerns, the Recommendation helped the public understand the potential risks and benefits of repository development and placed those risks and benefits in a meaningful national context.

From the review, the paper identifies areas where enhancements to either the relief request process or the applicable test codes can improve IST of pumps and valves. Certain types of requests occur frequently. The paper examines some frequent requests and considers possible changes to the requirements to determine if the frequent requests can be eliminated. Recommended changes and their bases will be discussed. IST of safety-related pumps and valves at commercial nuclear power plants is done according to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (the Code), Section XI. Because of the design and function of some safety systems in nuclear plants, performing Code testing of certain pumps and valves is impractical or a hardship without a compensating increase in the level of safety. Deviations from the Code are allowed by law, as reviewed and approved by the United States Nuclear Regulatory Commission (NRC), through the relief request process. Because of similarities in plant design and system function, many problems encountered in testing components are similar from plant to plant. Likewise, there are often common problems associated with test methods or equipment. Therefore, many relief requests received by the NRC from various plants are similar. Identifying and addressing the root causes for these common requests will greatly improve IST.
