    This report is the proceedings of the National Conference on Environmental Externalities. A environmental externality is the environmental impact of a process or a plant that society must endure. It is a social cost and is paid, but not by the company who produced it or the company`s customers who endure it. The main purpose of this report is to gather the many designs and ideas of how and why to internalize the externalities into the pricing systems of the public utility commissions, especially that of the electric utilities. Economic and sociological aspects of the internalization of these externalities are given in these proceedings. Individual papers are processed separately for databases. (MB)

    Electricity constitutes a critical input in sustaining the Nation`s economic growth and development and the well-being of its inhabitants. However, there are byproducts of electricity production that have an undesirable effect on the environment. Most of these are emissions introduced by the combustion of fossil fuels, which accounts for nearly 70 percent of the total electricity generated in the United States. The environmental impacts (or damages) caused by these emissions are labeled environmental ``externalities.`` Included in the generic term ``externality`` are benefits or costs resulting as an unintended byproduct of an economic activity that accrue to someone other than the parties involved in the activity. This report provides an overview of the economic foundation of externalities, the Federal and State regulatory approaches, and case studies of the impacts of the externality policies adopted by three States.

    Awareness of the environmental consequences of electricity production have led many state public utility commissions (PUC) to consider these externalities formally in their regulation of utilities. At the request of NARUC`s Energy Conservation staff subcommittee, the Lawrence Berkeley Laboratory conducted a survey to identify the extent and range of PUC approaches to this issue; responses were obtained from PUC staff in 49 states and the District of Columbia. The study should be viewed as providing a ``snapshot`` of regulatory developments in an area that is evolving rapidly. 16 refs.

  13. Comparative analysis of monetary estimates of external environmental costs associated with combustion of fossil fuels

    Public utility commissions in a number of states have begun to explicitly treat costs of environmental externalities in the resource planning and acquisition process (Cohen et al. 1990). This paper compares ten different estimates and regulatory determinations of external environmental costs associated with fossil fuel combustion, using consistent assumptions about combustion efficiency, emissions factors, and resource costs. This consistent comparison is useful because it makes explicit the effects of various assumptions. This paper uses the results of the comparison to illustrate pitfalls in calculation of external environmental costs, and to derive lessons for design of policies to incorporate these externalities into resource planning. 38 refs., 2 figs., 10 tabs.

    This report is a review of current practices and policies in considering environmental externalities in the integrated resource planning and performance based regulation (IRP/PBR) process. The following issues are presented and examined: What are the pros and cons of treating environmental externalities in the IRP process? How are potential future environmental regulations being treated? Are externalities being qualitatively or quantitatively considered, or monetized? Are offsets being allowed? How are externality policies being coordinated among different levels and branches of governments? Should environmental externalities be considered in dispatching a utility`s existing resources? What are the procedures for addressing uncertainty in incorporating environmental externalities into IRP? How are externalities valued? What are other approaches to addressing environmental externalities. This report describes seven major approaches for addressing environmental externalities in the IRP process: qualitative treatment, weighting and ranking, cost of control, damage function, percentage adders, monetization by emission, and multiattribute trade-off analysis. The discussion includes a taxonomy of the full range of alternative methods for addressing environmental externalities, a summary of state PUC actions, the role of state laws, the debate on environmental adders, and the choice of methodologies. In addition, this report characterizes the interests of stakeholders such as the electric industry, fuel suppliers, energy consumers, governmental agencies, public interest groups, consultants, and others. It appears that the views, positions, and interests of these stakeholders are affected by their perceptions of the potential impacts on their economic interests or the viability of their position on environmental policy, by the societal perspective they take, and by the orientation of the analysts toward market competition and their respective accumulated expertise.

  16. Environmental Assessment for the Warren Station externally fired combined cycle demonstration project

    The proposed Penelec project is one of 5 projects for potential funding under the fifth solicitation under the Clean Coal Technology program. In Penelec, two existing boilers would be replaced at Warren Station, PA; the new unit would produce 73 MW(e) in a combined cycle mode (using both gas-fired and steam turbines). The project would fill the need for a full utility-size demonstration of externally fire combined cycle (EFCC) technology as the next step toward commercialization. This environmental assessment was prepared for compliance with NEPA; its purpose is to provide sufficient basis for determining whether to prepare an environmental impact statement or to issue a finding of no significant impact. It is divided into the sections: purpose and need for proposed action; alternatives; brief description of affected environment; environmental consequences, including discussion of commercial operation beyond the demonstration period.

    Based on analysis of management history of three global environmental issues in Russia--climate change, ozone depletion and acid rains--the author suggests a few explanations of failure to build-up the nationwide strategy to manage global risks. Among them are specific factors related to the science-policy relationship on global changes processes and impacts. Particular attention is given to such internal factors as: the monopolization of these issues by the single state agency Hydromet until the late 1980s; the interest of the Soviet military in global atmospheric issues; the absence of any major input from the public or the media; and the manner in which the discussion of these issues was nested within the Soviet government`s broader foreign policy agenda.

  20. The role of integrated resource planning, environmental externalities, and anticipation of future regulation in compliance planning under the Clean Air Act Amendments of 1990

    Utilities are developing sulfur dioxide (SO{sub 2}) emission compliance plans to meet limitations of the Clean Air Act Amendments of 1990 (CAAA). Compliance plans will have long-term effects on resource selection, fuel choice, and system dispatch. Use of integrated resource planning (IRP) is necessary to ensure compliance plans are consistent with the overall societal goals. In particular, environmental externalities must be integrated with the compliance planning process. The focus of the CAAA is on air pollution reduction, specifically acid gases and toxics, and attainment of National Ambient Air Quality Standards (NAAQS) for criteria pollutants. Title IV specifically focuses on sulfur dioxide with a national allowance trading system, while further regulation of toxics and nitrogen oxides is slated for additional study. Yet, compliance planning based narrowly upon today`s environmental regulations could fail to meet the broad goals of IRP if a larger array of environmental externalities is excluded from the analysis. Compliance planning must consider a broad range of environmental effects from energy production and use to (1) protect society`s long-term stake in environmental quality, and (2) ensure that today`s plans are rich enough to accommodate potential changes in regulation and national environmental goals. The explicit recognition of environmental effects, such as those associated with CO{sub 2} release, will result in prudent compliance plans that take advantage of current opportunities for pollution avoidance and have long-term viability in the face of regulatory change. By including such considerations, the mix of resources acquired and operated (supply and demand, existing and new, conventional and renewable, fuel type and fuel quality, pollution control, and dispatch protocols) will be robust and truly least-cost.

    As water utilities incorporate integrated resource planning in their management processes, it is necessary to incorporate the concept of externalities. This is particularly important as methods evolve of evaluating the costs and benefits of water conservation programs. The purpose of this article is to provide an introduction to the issues surrounding externalities, including their definition, methods of internalizing externalities, and a survey of ways to estimate costs and benefits of externalities. Although most discussions of externalities emphasize negative effects on the environment, this article will illustrate both positive and negative externalities associated with practicing water conservation.

    This invention is directed to the fabrication of boron articles by a powder metallurgical method wherein the articles are of a density close to the theoretical density of boron and are essentially crackfree. The method comprises the steps of admixing 1 to 10 weight percent carbon powder with amorphous boron powder, cold pressing the mixture and then hot pressing the cold pressed compact into the desired article. The addition of the carbon to the mixture provides a pressing aid for inhibiting the cracking of the hot pressed article and is of a concentration less than that which would cause the articles to possess significant concentrations of boron carbide.

    This invention provides an electrically conductive, less anisotropic, recompressed exfoliated graphite article comprising a mixture of (a) expanded or exfoliated graphite flakes; and (b) particles of non-expandable graphite or carbon, wherein the non-expandable graphite or carbon particles are in the amount of between about 3% and about 70% by weight based on the total weight of the particles and the expanded graphite flakes combined; wherein the mixture is compressed to form the article having an apparent bulk density of from about 0.1 g/cm.sup.3 to about 2.0 g/cm.sup.3. The article exhibits a thickness-direction conductivity typically greater than 50 S/cm, more typically greater than 100 S/cm, and most typically greater than 200 S/cm. The article, when used in a thin foil or sheet form, can be a useful component in a sheet molding compound plate used as a fuel cell separator or flow field plate. The article may also be used as a current collector for a battery, supercapacitor, or any other electrochemical cell.

    A vertical-external-cavity surface-emitting-laser is demonstrated in the terahertz range, which is based upon an amplifying metasurface reflector composed of a sub-wavelength array of antenna-coupled quantum-cascade sub-cavities. Lasing is possible when the metasurface reflector is placed into a low-loss external cavity such that the external cavity—not the sub-cavities—determines the beam properties. A near-Gaussian beam of 4.3° × 5.1° divergence is observed and an output power level >5 mW is achieved. The polarized response of the metasurface allows the use of a wire-grid polarizer as an output coupler that is continuously tunable.

    This is a review article concerning the crystal growth under external electric fields that has been studied in our lab for the past 10 years. An external field is applied electrostatically either through an electrically insulating phase or a direct injection of an electric current to the solid-interface-liquid. The former changes the chemical potential of both solid and liquid and controls the phase relationship while the latter modifies the transport and partitioning of ionic solutes in the oxide melt during crystallization and changes the solute distribution in the crystal.

The first and second stationary magnetic field sources apply a stationary magnetic field to the coil. An external magnetic field source may be disposed outside the coil to apply a moving magnetic field to the coil. Electrical energy is generated in response to an interaction between the coil, the moving magnetic field, and the stationary magnetic field.

    This handbook is intended as an aid for tuning the external particle beam (EPB) lines at the Lawrence Berkeley Laboratory's Bevalac. The information contained within will be useful to the Bevalac's Main Control Room and experimenters alike. First, some general information is given concerning the EPB lines and beam optics. Next, each beam line is described in detail: schematics of the beam line components are shown, all the variables required to run a beam transport program are presented, beam envelopes are given with wire chamber pictures and magnet currents, focal points and magnifications. Some preliminary scaling factors are then presented which should aid in choosing a given EPB magnet's current for a given central Bevalac field. Finally, some tuning hints are suggested.

    Activities in environmental analysis support included assistance to the Morgantown and Pittsburgh Energy Technology Centers (METC and PETC) in reviewing and preparing documents required by the National Environmental Policy Act (NEPA) for projects selected for the Clean Coal Technology (CCT) Program. An important activity was the preparation for METC of a final Environmental Assessment (EA) for the proposed Externally Fired Combined Cycle (EFCC) Project in Warren, Pennsylvania. In addition, a post-project environmental analysis was prepared for PETC to evaluate the Demonstration of Advanced Combustion Techniques for a Tangentially-Fired Boiler in Lynn Haven, Florida.

    The purpose and objective of this analysis is to apply an external events Hazards Analysis (HA) to the License Application Design Selection Enhanced Design Alternative 11 [(LADS EDA II design (Reference 8.32))]. The output of the HA is called a Hazards List (HL). This analysis supersedes the external hazards portion of Rev. 00 of the PHA (Reference 8.1). The PHA for internal events will also be updated to the LADS EDA II design but under a separate analysis. Like the PHA methodology, the HA methodology provides a systematic method to identify potential hazards during the 100-year Monitored Geologic Repository (MGR) operating period updated to reflect the EDA II design. The resulting events on the HL are candidates that may have potential radiological consequences as determined during Design Basis Events (DBEs) analyses. Therefore, the HL that results from this analysis will undergo further screening and analysis based on the criteria that apply during the performance of DBE analyses.

    A method of producing articles comprising reaction-bonded silicon carbide (SiC) and graphite (and/or carbon) is given. The process converts the graphite (and/or carbon) in situ to SiC, thus providing the capability of economically obtaining articles made up wholly or partially of SiC having any size and shape in which graphite (and/or carbon) can be found or made. When the produced articles are made of an inner graphite (and/or carbon) substrate to which SiC is reaction bonded, these articles distinguish SiC-coated graphite articles found in the prior art by the feature of a strong bond having a gradual (as opposed to a sharply defined) interface which extends over a distance of mils. A method for forming SiC whisker-reinforced ceramic matrices is also given. The whisker-reinforced articles comprise SiC whiskers which substantially retain their structural integrity.

    The present invention is directed to the fabrication of boron carbide articles having length-to-diameter or width ratios greater than 2 to 1. The process of the present invention is practiced by the steps comprising hot pressing boron carbide powder into article segments or portions in which the segments have a length-to-diameter or width ratio less than 1.5, aligning a plurality of the initially hot-pressed segments in a hot-pressing die with the end surfaces of the segments placed in intimate contact with one another, and then hot pressing the aligned segments into an article of the desired configuration. The resulting article exhibits essentially uniform density throughout the structure with the bonds between the segments being equivalent in hardness, strength, and density to the remainder of the article.

    Sandia National Laboratories (SNL) is committed to conducting its operations in an environmentally safe and sound manner. It is mandatory that activities at SNL/California comply with all applicable environmental statutes, regulations, and standards. Moreover, SNL/California continuously strives to reduce risks to employees, the public, and the environment to the lowest levels reasonably possible. To help verify effective protection of public safety and preservation of the environment, SNL/California maintains an extensive, ongoing environmental monitoring program. This program monitors all significant effluents and the environment at the SNL/California site perimeter. Lawrence Livermore National Laboratory (LLNL) performs off-site external radiation monitoring for both sites. These monitoring efforts ensure that emission controls are effective in preventing contamination of the environment. As part of SNL/California's Environmental Monitoring Program, an environmental surveillance system measures the possible presence of hazardous materials in groundwater, stormwater, and sewage. The program also includes an extensive environmental dosimetry program, which measures external radiation levels around the Livermore site and nearby vicinity. Each year, the results of the Environmental Monitoring Program are published in this report, the Site Environmental Report. This executive summary focuses on impacts to the environment. Chapter 3, ''Compliance Summary,'' reviews the site's various environmental protection activities and compliance status with applicable environmental regulations. The effluent monitoring and environmental surveillance results for 1998 show that SNL/California operations had no harmful effects on the environment or the public.

    A method of texturing a multifilamentary article having filaments comprising a desired oxide superconductor or its precursors by torsionally deforming the article is provided. The texturing is induced by applying a torsional strain which is at least about 0.3 and preferably at least about 0.6 at the surface of the article, but less than the strain which would cause failure of the composite. High performance multifilamentary superconducting composite articles having a plurality of low aspect ratio, twisted filaments with substantially uniform twist pitches in the range of about 1.00 inch to 0.01 inch (25 to 0.25 mm), each comprising a textured desired superconducting oxide material, may be obtained using this texturing method. If tighter twist pitches are desired, the article may be heat treated or annealed and the strain repeated as many times as necessary to obtain the desired twist pitch. It is preferred that the total strain applied per step should be sufficient to provide a twist pitch tighter than 5 times the diameter of the article, and twist pitches in the range of 1 to 5 times the diameter of the article are most preferred. The process may be used to make a high performance multifilamentary superconducting article, having a plurality of twisted filaments, wherein the degree of texturing varies substantially in proportion to the radial distance from the center of the article cross-section, and is substantially radially homogeneous at any given cross-section of the article. Round wires and other low aspect ratio multifilamentary articles are preferred forms. The invention is not dependent on the melting characteristics of the desired superconducting oxide. Desired oxide superconductors or precursors with micaceous or semi-micaceous structures are preferred. When used in connection with desired superconducting oxides which melt irreversibly, it provides multifilamentary articles that exhibit high DC performance characteristics and AC performance markedly

    Super-smooth rounded or formed articles made of thermoplastic materials including various poly(methyl methacrylate) or acrylonitrile-butadiene-styrene copolymers are produced by immersing the articles into a bath, the composition of which is slowly changed with time. The starting composition of the bath is made up of at least one solvent for the polymer and a diluent made up of at least one nonsolvent for the polymer and optional materials which are soluble in the bath. The resulting extremely smooth articles are useful as mandrels for laser fusion and should be useful for a wide variety of other purposes, for example lenses.

Companies are integrating environmental considerations into their business plans to a greater extent, and are directing proportionally more resources toward managing these issues. This paper addresses several environmental management focus areas in Exxon`s domestic E&P sector to: (1) manage risks, (2) ensure compliance, (3) improve performance, and (4) assist in the development of balanced legislation and regulations. Specific examples of Production Department programs are discussed, along with keys to success for continued progress in improving performance.

    This paper addresses preferred SMES configurations and the external magnetic fields which they generate. Possible biological effects of fields are reviewed briefly. It is proposed that SMES units be fenced at the 10 gauss (1 mT) level to keep unrestricted areas safe, even for persons with cardiac pacemakers. For a full size 5000 MWh (1.8 {times} 10 {sup 13} J) SMES the magnetic field decreases to 10 gauss at a radial distance of 2 km from the center of the coil. Other considerations related to the environmental impact of large SMES magnetic fields are discussed briefly.

    This disclosure relates to an improved method for achieving the best bond strength and for minimizing distortion and cracking of hot pressed articles. In particular, in a method for hot press forming both an outer facing circumferential surface of and an inner portion of a hub, and of bonding that so-formed outer facing circumferential surface to an inner facing circumferential surface of a pre-formed ring thereby to form an article, the following improvement is made. Normally, in this method, the outside ring is restrained by a restraining sleeve of ring-shaped cross-section having an inside diameter. A die member, used to hot press form the hub, is so-formed as to have an outside diameter sized to engage the inside diameter of the restraining sleeve in a manner permitting relative movement therebetween. The improved method is one in which several pairs of matched restraining sleeve and die member are formed with each matched pair having a predetermined diameter. The predetermined diameter of each matched pair is different from another matched pair by stepped increments. The largest inside diameter of a restraining sleeve is equal to the diameter of the outer facing circumferential surface of the hub. Each pair of the matched restraining sleeve and die member is used to form an article in which an inside hub is bonded to an outside ring. The several samples so-formed are evaluated to determine which sample has the best bond formed between the hub and the ring with the least or no cracking or distortion in the ring portion of the article. Thereafter, the matched restraining sleeve and die member which form the article having the best bonding characteristics and least distortion cracking is then used for repeated formations of articles.

    A method is presented for fabricating uranium oxide into a shaped refractory article by introducing a uranium halide fluxing reagent into the uranium oxide, and then mixing and compressing the materials into a shaped composite mass. The shaped mass of uranium oxide and uranium halide is then fired at an elevated temperature so as to form a refractory sintered article. It was found in the present invention that the introduction of a uraninm halide fluxing agent afforded a fluxing action with the uranium oxide particles and that excellent cohesion between these oxide particles was obtained. Approximately 90% of uranium dioxide and 10% of uranium tetrafluoride represent a preferred composition.

    The invention is directed to the preparation of boron carbide articles of various configurations. A stoichiometric mixture of particulate boron and carbon is confined in a suitable mold, heated to a temperature in the range of about 1250 to 1500$sup 0$C for effecting a solid state diffusion reaction between the boron and carbon for forming the boron carbide (B$sub 4$C), and thereafter the resulting boron-carbide particles are hot-pressed at a temperature in the range of about 1800 to 2200$sup 0$C and a pressure in the range of about 1000 to 4000 psi for densifying and sintering the boron carbide into the desired article.

    Preliminary design studies of the 95 kWe-class SOFC test article continue resulting in a stack architecture of that is 1/3 of 250 kWe-class SOFC advanced module. The 95 kWeclass test article is envisioned to house 20 bundles (eight cells per bundle) of Delta8 cells with an active length of 100 cm. Significant progress was made in the conceptual design of the internal recirculation loop. Flow analyses were initiated in order to optimize the bundle row length for the 250 kWeclass advanced module. A preferred stack configuration based on acceptable flow and thermal distributions was identified. Potential module design and analysis issues associated with pressurized operation were identified.
