Estimating pixel variances in the scenes of staring sensors

A technique for detecting changes in a scene perceived by a staring sensor is disclosed. The technique includes acquiring a reference image frame and a current image frame of a scene with the staring sensor. A raw difference frame is generated based upon differences between the reference image frame and the current image frame. Pixel error estimates are generated for each pixel in the raw difference frame based at least in part upon spatial error estimates related to spatial intensity gradients in the scene. The pixel error estimates are used to mitigate effects of camera jitter in the scene between the current image frame and the reference image frame.

In this example method, the three-dimensional scene is made up of objects that are spatially partitioned into a plurality of cells that make up the grid. The method includes a first act of computing a bounding frustum of a packet of rays, and a second act of traversing the grid slice by slice along a major traversal axis. Inexpensive RGB-D cameras that give an RGB image together with depth data have become widely available. We use this data to build 3D point clouds of a full scene. In this paper, we address the task of labeling objects in this 3D point cloud of a complete indoor scene such as an office. We propose a graphical model that captures various features and contextual relations, including the local visual appearance and shape cues, object co-occurrence relationships and geometric relationships. With a large number of object classes and relations, the model's parsimony becomes important and we address that by using multiple types of edge potentials. The model admits efficient approximate inference, and we train it using a maximum-margin learning approach. In our experiments over a total of 52 3D scenes of homes and offices (composed from about 550 views, having 2495 segments labeled with 27 object classes), we get a performance of 84.06% in labeling 17 object classes for offices, and 73.38% in labeling 17 object classe...

Automatic scene categorization can benefit various aerial video processing applications. This paper addresses the problem of predicting the scene category from aerial video frames using a prior model learned from satellite imagery. We show that local and global features in the form of line statistics and 2-D power spectrum parameters respectively can characterize the aerial scene well. The line feature statistics and spatial frequency parameters are useful cues to distinguish between different urban scene categories. Error Detection, Factorization and Correction for Multi-View Scene Reconstruction from Aerial Imagery

Scene reconstruction from video sequences has become a prominent computer vision research area in recent years, due to its large number of applications in fields such as security, robotics and virtual reality. Despite recent progress in this field, there are still a number of issues that manifest as incomplete, incorrect or computationally-expensive reconstructions. The engine behind achieving reconstruction is the matching of features between images, where common conditions such as occlusions, lighting changes and texture-less regions can all affect matching accuracy. Subsequent processes that rely on matching accuracy, such as camera parameter estimation, structure computation and non-linear parameter optimization, are also vulnerable to additional sources of error, such as degeneracies and mathematical instability. Detection and correction of errors, along with robustness in parameter solvers, are a must in order to achieve a very accurate final scene reconstruction. However, error detection is in general difficult due to the lack of ground-truth information about the given scene, such as the absolute position of scene points or GPS/IMU coordinates for the camera(s) viewing the scene. In this dissertation, methods are presented for the detection, factorization and correction of error sources present in all stages of a scene reconstruction pipeline from video, in the absence of ground-truth knowledge. Two main applications are discussed. The first set of algorithms derive total structural error measurements after an initial scene structure computation and factorize errors into those related to the underlying feature matching process and those related to camera parameter estimation. A brute-force local correction of inaccurate feature matches is presented, as well as an improved conditioning scheme for non-linear parameter optimization which applies weights on input parameters in proportion to estimated camera parameter errors. Another application is in reconstruction pre-processing, where an algorithm detects and discards frames that would lead to inaccurate feature matching, camera pose estimation degeneracies or mathematical instability in structure computation based on a residual error comparison between two different match motion models. The presented algorithms were designed for aerial video but have been proven to work across different scene types and camera motions, and for both real and synthetic scenes.

Susannah Tringe, who leads the Metagenome Program at the Department of Energy's Joint Genome Institute (JGI), a collaboration in which Berkeley Lab plays a leading role, takes us behind the scenes to show how DNA from unknown wild microbes is extracted and analyzed to see what role they play in the carbon cycle. Tringe collects samples of microbial communities living in the wetland muck of the Sacramento-San Joaquin River Delta, organisms that can determine how these wetlands store or release carbon.

Various papers on the characterization, propagation, and simulation of IR scenes are presented. Individual topics addressed include: total radiant exitance measurements, absolute measurement of diffuse and specular reflectance using an FTIR spectrometer with an integrating sphere, fundamental limits in temperature estimation, incorporating the BRDF into an IR scene-generation system, characterizing IR dynamic response for foliage backgrounds, modeling sea surface effects in FLIR performance codes, automated imaging IR seeker performance evaluation system, generation of signature data bases with fast codes, background measurements using the NPS-IRST system. Also discussed are: naval ocean IR background analysis, camouflage simulation and effectiveness assessment for the individual soldier, discussion of IR scene generators, multiwavelength Scophony IR scene projector, LBIR target generator and calibrator for preflight seeker tests, dual-mode hardware-in-the-loop simulation facility, development of the IR blackbody source of gravity-type heat pipe and study of its characteristic.

Science/art - art/science: case studies of the development of a professional art product

Objective was to follow the cognitive and creative processes demonstrated by student research participants as they integrated a developing knowledge of ``big`` science, as practiced at LLNL, into a personal and idiosyncratic visual, graphical, or multimedia product. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists. We have also become interested in the different processes that can be used to teach science to non-scientists, so that they are able to understand and portray scientific information.

Implementation of a Dual Containment/Surveillance System utilizing scene-change detection and radio frequency technology

This paper will examine the implementation of scene-change detection and radio frequency technology within a Dual Containment/Surveillance (C/S) System. Additionally, this paper will examine the human performance factors in the operation of these systems. Currently, Westinghouse Savannah River Company utilizes the Continuous Item Monitoring and Surveillance System (CIMS) in the performance of Dual C/S to monitor special nuclear materials within International Atomic Energy Agency (IAEA) Safeguards and Domestic Safeguards. CIMS is comprised of the Material Monitoring System (MMS) (R), a multi-media electronic surveillance system developed by Sandia National Laboratory which incorporates the use of active seals commonly called Radio Frequency Tamper Indicating Devices (RFTIDs), NT Vision (R) as developed by Los Alamos National Laboratory, a Microsoft Windows NT (R) based operating system providing for domestic scene-change detection and the Digital Multi-Camera Optical Surveillance System (DMOS) (R) which provides scene-change detection for IAEA. Although this paper will focus on the implementation of Dual C/S utilizing the Continuous Item Monitoring and Surveillance System, the necessity for a thorough review of Safeguards and Security requirements with organizations and personnel having minimal to no prior MPC&A training will also be covered. Successful Dual C/S implementation plans must consider not only system design and failure modes, but must also be accompanied with the appropriate ''mind shift'' within operations and technical personnel. This is required to ensure completion of both physical and electronic activities, and system design changes are performed conscientiously and with full awareness of MPC&A requirements.

Scientists and artists: ""Hey! You got art in my science! You got science on my art

The pairing of science and art has proven to be a powerful combination since the Renaissance. The combination of these two seemingly disparate disciplines ensured that even complex scientific theories could be explored and effectively communicated to both the subject matter expert and the layman. In modern times, science and art have frequently been considered disjoint, with objectives, philosophies, and perspectives often in direct opposition to each other. However, given the technological advances in computer science and high fidelity 3-D graphics development tools, this marriage of art and science is once again logically complimentary. Art, in the form of computer graphics and animation created on supercomputers, has already proven to be a powerful tool for improving scientific research and providing insight into nuclear phenomena. This paper discusses the power of pairing artists with scientists and engineers in order to pursue the possibilities of a widely accessible lightweight, interactive approach. We will use a discussion of photo-realism versus stylization to illuminate the expected beneficial outcome of such collaborations and the societal advantages gained by a non-traditional pa11nering of these two fields.

The power conversion system (PCS) is a vital part of many energy storage systems. It serves as the interface between the storage device, an energy source, and an AC load. This report summarizes the results of an extensive study of state-of-the-art power conversion systems used for energy storage applications. The purpose of the study was to investigate the potential for cost reduction and performance improvement in these power conversion systems and to provide recommendations for fiture research and development. This report provides an overview of PCS technology, a description of several state-of-the-art power conversion systems and how they are used in specific applications, a summary of four basic configurations for l:he power conversion systems used in energy storage applications, a discussion of PCS costs and potential cost reductions, a summary of the stancku-ds and codes relevant to the technology, and recommendations for future research and development.

The Solar 2 Green Energy, Arts and Education Center is an 8,000 sq.ft. demonstration project that will be constructed to Platinum LEED certification and will be the first carbon-neutral, net-zero energy use public building in New York City, giving it local and national appeal. Employing √ʬ?¬?green√ʬ?¬Ě building features and holistic engineering practices throughout its international award-winning design, Solar 2 will be powered by a 90kW photovoltaic (PV) array in conjunction with a geothermal heating and cooling system and a high efficient design that seeks to reduce the overall energy load of the building. Solar 2 will replace our current 500 sq.ft. prototype facility - known as Solar 1 - as the educational and cultural centerpiece of a five-block public greenway on the East River in Stuyvesant Cove Park, located along two acres of public riverfront on a newly reclaimed, former brownfield in lower Manhattan. Designed as a public-use complex for year-round environmental education exhibits and onsite activities for all ages and backgrounds, Solar 2 will demonstrate energy-efficiency technologies and sustainable environmental practices available now to all urban residents, eco-tourists, teachers, and students alike. Showcasing one of Solar 2√ʬ?¬?s most striking design elements is the PV roof array with a caf√?¬© and river vistas for miles of New York City√ʬ?¬?s skylines. Capping the building as a solar-powered landmark, and visible from the FDR Drive, the PV array is also designed to provide visitors below a view of the solar roof when standing outside, as well as directly underneath it. Recognized by an international jury of architects, civil engineers and urban designers by the Swiss-based Holcim Foundation, the Solar 2 design was awarded the prestigious Holcim North American 2008 Gold Award for Sustainable Construction for √ʬ?¬?innovative, future-oriented and tangible sustainable construction projects,√ʬ?¬Ě selected from more than 1900 entries. Funding from the Department of Energy was provided to assist with the ongoing design work of Solar 2, including architecture, engineering and the development of construction specifications. The work performed during the project period brought this process as far along as it could go pending the raising of funds to begin construction of the building. Once those funds are secured, we will finalize any additional details needed before beginning the bidding process and then moving into construction. DOE√ʬ?¬?s funding was extremely valuable in helping Solar One determine the feasibility of a net-zero construction on the site and allowed for the design to project to meet the high standards necessary for LEED Platinum status.

Investigation of HVDC inverter with series compensation on analogue simulator

HVdc converters connected into weak ac systems require effective application of voltage control devices to ensure satisfactory voltage control and recovery following disturbances. Both an MOV arrangement and a series capacitor were found to be potentially very cost effective solutions in investigations using digital simulation. However, although the series capacitor performed well in controlling temporary overvoltage following HVdc load rejection, satisfactory recovery from faults was difficult to obtain. This paper presents a follow-up study which uses a state-of-the-art analogue simulator to further investigate the performance of the MOV and series capacitor arrangements, especially the fault recovery performance of the latter.

Hydrogen from biomass: state of the art and research challenges

The report was prepared for the International Energy Agency (IEA) Agreement on the Production and Utilization of Hydrogen, Task 16, Hydrogen from Carbon-Containing Materials. Hydrogen's share in the energy market is increasing with the implementation of fuel cell systems and the growing demand for zero-emission fuels. Hydrogen production will need to keep pace with this growing market. In the near term, increased production will likely be met by conventional technologies, such as natural gas reforming. In these processes, the carbon is converted to CO2 and released to the atmosphere. However, with the growing concern about global climate change, alternatives to the atmospheric release of CO2 are being investigated. Sequestration of the CO2 is an option that could provide a viable near-term solution. Reducing the demand on fossil resources remains a significant concern for many nations. Renewable-based processes like solar- or wind-driven electrolysis and photobiological water splitting hold great promise for clean hydrogen production; however, advances must still be made before these technologies can be economically competitive. For the near-and mid-term, generating hydrogen from biomass may be the more practical and viable, renewable and potentially carbon-neutral (or even carbon-negative in conjunction with sequestration) option. Recently, the IEA Hydrogen Agreement launched a new task to bring together international experts to investigate some of these near- and mid-term options for producing hydrogen with reduced environmental impacts. This review of the state of the art of hydrogen production from biomass was prepared to facilitate in the planning of work that should be done to achieve the goal of near-term hydrogen energy systems. The relevant technologies that convert biomass to hydrogen, with emphasis on thermochemical routes are described. In evaluating the viability of the conversion routes, each must be put in the context of the availability of appropriate feedstocks and deployment scenarios that match hydrogen to the local markets. Co-production opportunities are of particular interest for near-term deployment since multiple products improve the economics; however, co-product development is not covered in this report. Biomass has the potential to accelerate the realization of hydrogen as a major fuel of the future. Since biomass is renewable and consumes atmospheric CO2 during growth, it can have a small net CO2 impact compared to fossil fuels. However, hydrogen from biomass has major challenges. There are no completed technology demonstrations. The yield of hydrogen is low from biomass since the hydrogen content in biomass is low to being with (approximately 6% versus 25% for methane) and the energy content is low due to the 40% oxygen content of biomass. Since over half of the hydrogen from biomass comes from splitting water in the steam reforming reaction, the energy content of the feedstock is an inherent limitation of the process . The low yield of hydrogen on a weight basis is misleading since the energy conversion efficiency is high. However, the cost for growing, harvesting, and transporting biomass is high. Thus even with reasonable energy efficiencies, it is not presently economically competitive with natural gas steam reforming for stand-alone hydrogen without the advantage of high-value co-products. Additionally, as with all sources of hydrogen, production from biomass will require appropriate hydrogen storage and utilization systems to be developed and deployed. The report also looked at promising areas for further research and development. The major areas for R,D and D are: feedstock preparation and feeding; gasification gas conditioning; system integration; modular systems development; valuable co-product integration; and larger-scale demonstrations. These are in addition to the challenges for any hydrogen process in storage and utilization technologies.

An in-depth study of the state of the art in Geothermal Well Log Interpretation has been made encompassing case histories, technical papers, computerized literature searches, and actual processing of geothermal wells from New Mexico, Idaho, and California. A classification scheme of geothermal reservoir types was defined which distinguishes fluid phase and temperature, lithology, geologic province, pore geometry, salinity, and fluid chemistry. Major deficiencies of Geothermal Well Log Interpretation are defined and discussed with recommendations of possible solutions or research for solutions. The Geothermal Well Log Interpretation study and report has concentrated primarily on Western US reservoirs. Geopressured geothermal reservoirs are not considered.

This report documents observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy GATEWAY Solid-State Lighting (SSL) Technology Demonstration Program at the Smithsonain American Art Museum in Washington, DC. LED Lamp samples were tested in the museum workshop, temporarily installed in a gallery for feedback, and ultimately replaced all traditional incandescent lamps in one gallery of modernist art at the American Art Museum and partially replacing lamps in two galleries at the Musesum's Renwick Gallery. This report describes the selection and testing process, technology challenges, perceptions, economics, energy use, and mixed results of usign LED replacement lamps in art galleries housing national treasures.

This one-year, study topic project will survey and investigate the known state-of-the-art of modeling and simulation methods suitable for performing fine-scale, fully 3-D modeling, of the growth of CZT crystals at the melt-solid interface, and correlating physical growth and post-growth conditions with generation and incorporation of defects into the solid CZT crystal. In the course of this study, this project will also identify the critical gaps in our knowledge of modeling and simulation techniques in terms of what would be needed to be developed in order to perform accurate physical simulations of defect generation in melt-grown CZT. The transformational nature of this study will be, for the first time, an investigation of modeling and simulation methods for describing microstructural evolution during crystal growth and the identification of the critical gaps in our knowledge of such methods, which is recognized as having tremendous scientific impacts for future model developments in a wide variety of materials science areas.

The U.S. Department of Energy (DOE) Oak Ridge Office (ORO) of Environmental Management (EM) requested the technical assistance of Oak Ridge Institute for Science and Education (ORISE) to characterize a tract of land associated with the David Witherspoon, Incorporated (DWI) Volunteer Equipment and Supply Company (VESC). This tract of land (hereinafter referred to as Screen Arts) is located in the Vestal Community in the 2000-block of Maryville Pike in south Knoxville, Tennessee, as shown in Figure A-1. This tract of land has been used primarily to store salvaged equipment and materials for resale, recycle, or for disposal in the former landfill once operated by DWI. The DWI Site industrial landfill and metal recycling business had been permitted by the Tennessee Division of Radiological Health to accept low-level radiologically contaminated metals. DWI received materials and equipment associated with operations from DOE sites, including those in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio. It is likely that items stored at Screen Arts may have contained some residual radiological materials.

Science into art: A study of the creative process

Objective was to examine the creative process, demonstrated by 5 student participants in a class at the Art Center College of Design in Pasadena CA, from the germ of the creative idea through the final creative product. The students, drawn from classes sponsored by LLNL, were assigned the problem of representing ``big`` science, as practiced at LLNL, in a graphic, artistic, or multimedia product. As a result of this study, it was discovered that the process of creativity with these students was not linear in nature, nor did it strictly follow the traditional creativity 5-step schema of preparation, incubation, insight, evaluation, and elaboration. Of particular interest were several emergent themes of the creative process: spontaneous use of metaphor to describe the Laboratory; a general lack of interest in ``school`` science or mathematics by the American art students; a well developed sense of conscience; and finally, the symbolism inherent in the repeated use of a single artistic element. This use of the circle revealed a continuity of thinking and design perhaps related to the idealistic bias mentioned above.

The increased demand for freight movements through international ports of entry and the signing of the North American Free Trade Agreement (NAFTA) have increased freight traffic at border ports of entry. The State-of-the-Art Port of Entry Workshop initiated a dialogue among technologists and stakeholders to explore the potential uses of technology at border crossings and to set development priorities. International ports of entry are both information and labor intensive, and there are many promising technologies that could be used to provide timely information and optimize inspection resources. Participants universally held that integration of technologies and operations is critical to improving port services. A series of Next Steps was developed to address stakeholder issues and national priorities, such as the National Transportation Policy and National Drug Policy. This report documents the views of the various stakeholders and technologists present at the workshop and outlines future directions of study.

A report is given of an address by Kathleen Bennett, Assistant Administrator of Air, Noise and Radiation, Environmental Protection Agency which was presented to the US Senate Committee on the Environment and Public Works. Bennet explained that in view of the many unknowns about acid rain, and the possible substantial cost burden of additional controls, EPA is proceeding with its program to investigate this environmental malady over a 10-year period. The three major areas of the research program are (1) transport, transformation, and deposition processes, (2) effects of acid deposition, and (3) assessments and policy studies. Other issues discussed were global transboundary air pollution and Senate amendments addressing long-range transport. (JMT)

Electrical shock accident investigation

This report documents results of the accident investigation of an electrical shock received by two subcontractor employees on May 13, 1994, at the Pinellas Plant. The direct cause of the electrical shock was worker contact with a cut ``hot`` wire and a grounded panelboard (PPA) enclosure. Workers presumed that all wires in the enclosure were dead at the time of the accident and did not perform thorough Lockout/Tagout (LO/TO). Three contributing causes were identified. First, lack of guidance in the drawing for the modification performed in 1987 allowed the PPA panel to be used as a junction box. The second contributing cause is that Environmental, Safety and Health (ES&H) procedures do not address multiple electrical sources in an enclosure. Finally, the workers did not consider the possibility of multiple electrical sources. The root cause of the electrical shock was the inadequacy of administrative controls, including construction requirement and LO/TO requirements, and subcontractor awareness regarding multiple electrical sources. Recommendations to prevent further reoccurrence of this type of accident include revision of ES&H Standard 2.00, Electrical Safety Program Manual, to document requirements for multiple electrical sources in a single enclosure to specify a thorough visual inspection as part of the voltage check process. In addition, the formality of LO/TO awareness training for subcontractor electricians should be increased.

Ultrasonic mitigation investigation

The suggestion was made that the introduction of ultrasound into Tank 101-SY might serve to release the hydrogen bubbles trapped in the slurry. This would cause a continuous release of bubbles and thereby prevent the turnover phenomenon. Two major considerations were (1) the method for delivering the energy into the slurry and (2) the effective volume of action. In this study, we attached the former by designing and testing a liquid-filled waveguide and radiator, and the latter by making ultrasonic property measurements on synthetic waste. Our conclusion is that ultrasonic mitigation may not be feasible, primarily because of the very high attenuation (1000 to 50000 dB/m) factor to 10 to 30 kHz. Such a high attenuation would restrict the action volume to such a low value as to make the method impractical. Further investigations are recommended to identify the cause of this effect and determine if this same effect will be seen in real 101-SY waste.

Synthetic fuels from peat: state-of-the-art review

The world has significant resources of peat. Total energy contained in these resources is estimated to be equivalent to over 1800 billion barrels of oil. Peat has been used extensively in Europe and Russia for years as a source of energy. In the United States, where peat resources are estimated at equivalent to 240 billion barrels of oil, peat is not used commercially as a source of energy. In 1974, the Institute of Gas Technology (IGT) initiated peat gasification research under the sponsorship of the Minnesota Gas Company (Minnegasco). The results of that work, continued at IGT under the sponsorship of the US Department of Energy (DOE) and Minnegasco, show that on the basis of chemistry and kinetics, peat is a better raw material for making synthetic fuels than coal. This paper reviews the state-of-the-art of the total system of taking peat from the ground and converting it to synthetic fuels. This system incorporates subsystems on harvesting, dewatering, and conversion processes. The world peat resources and environmental effects on large-scale peat utilization are also reviewed.

The research funded by this NEER grant establishes the framework for a detailed understanding of the challenges in beta dosimetry, especially in the presence of a mixed radiation field. The work also stimulated the thinking of the research group which will lead to new concepts in digital signal processing to allow collection of detection signals and real-time analysis such that simultaneous beta and gamma spectroscopy can take place. The work described herein (with detail in the many publications that came out of this research) was conducted in a manner that provided dissertation and thesis topics for three students, one of whom was completely funded by this grant. The overall benefit of the work came in the form of a dramatic shift in signal processing that is normally conducted in analog pulse shape analysis. Analog signal processing was shown not to be feasible for this type of work; digital signal processing was a must. This, in turn, led the research team to a new understanding of pulse analysis, one in which expands the state-of-the-art in simultaneous beta and gamma spectroscopy with a single detector.

The electrostatic scrubber (electroscrubber) discussed combines advantages of electrostatic precipitators and inertial wet scrubbers, and removes many shortcomings inherent to both of these systems operating independently. The electroscrubber is a device in which Coulomb attraction or repulsion forces between electrically charged scrubbing droplets (collector) and dust particles are utilized for the removal of particles from a gas. Unlike wet electrostatic precipitators in which particles are precipitated only on the collection electrode, in electroscrubbers, the collection of dust particles takes place in the entire precipitator chamber. Compared to inertial scrubbers, the electroscrubbers can operate at lower droplet velocities, but the collection efficiency for a single droplet can be larger than 1. The paper reviews the state-of-the-art of wet electrostatic scrubbing (electroscrubbing) technique used for gas cleaning from dust or smoke particles. Three groups of problems are discussed: (1) The fundamental problems concerning the charged dust particle deposition on a charged collector, usually a drop, with a focus on different models describing the process. (2) The experimental works of fundamental importance referring to the scrubbing process, which can be used for validating the theory. (3) The laboratory demonstrations and industrial tests of different constructions of electroscrubbers designed for effective gas cleaning. It was shown in the paper that a higher collection efficiency of an electroscrubber could be obtained for higher values of Coulomb number and for a Stokes number lower than 5. 103 refs., 4 figs.

Big-hole drilling - the state of the art

The art of big-hole drilling has been in a continual state of evolution at the Nevada Test Site since the start of underground testing in 1961. Emplacement holes for nuclear devices are still being drilled by the rotary-drilling process, but almost all the hardware and systems have undergone many changes during the intervening years. The current design of bits, cutters, and other big-hole-drilling hardware results from contributions of manufacturers and Test Site personnel. The dual-string, air-lift, reverse-circulation system was developed at the Test Site. Necessity was really the Mother of this invention, but this circulation system is worthy of consideration under almost any condition. Drill rigs for big-hole drilling are usually adaptations of large oil-well drill rigs with minor modifications required to handle the big bits and drilling assemblies. Steel remains the favorite shaft lining material, but a lot of thought is being given to concrete linings, especially precast concrete.

Rather, the report describes the important aspects and limitations, tells the reader where he can go for further information, and more importantly, describes the accuracy of the models. Nevertheless, the report still contains over 150 equations and over 400 references. The main sections of this report describe: (1) the evolution of piping fracture mechanics history relative to the developments of the nuclear industry, (2) technical developments in stress analyses, material property aspects, and fracture mechanics analyses, (3) unresolved issues and technically evolving areas, and (4) a summary of conclusions of major developments to date.

State of the art of pressurized fluidized bed combustion systems

This report was prepared at the request of the Tennessee Valley Authority (TVA) to clarify the development status of the pressurized fluidized bed combustor (PFBC) and to place in perspective the problems which are yet to be solved before commercialization of the concept is practical. This report, in essence, supersedes the interim report published in 1979, Assessment of the State of the Art of Pressurized Fluidized Bed Combustion Systems. A brief overview of the PFBC concept is included citing potential advantages and disadvantages relative to atmospheric fluidized bed combustion (AFBC) and conventional pulverized coal plants. A survey of existing and developing PFBC experimental facilities is presented in some detail which includes the major accomplishments at the respective facilities. Recent data on plant emissions, turbine/gas cleanup systems, and overall efficiency are provided. Findings of several design studies are also discussed. The results of recent gas turbine and cascade tests have been encouraging although the full assessment of the accomplishments have not been made. The delay in construction of the Grimethorpe plant causes further delay in proof-testing full-size, rotating turbomachinery. Several parameters are recommended for further assessment in design studies including: (1) effect of turbine life on cost of power; and (2) effect of reduced gas turbine inlet temperature and pressure on cost of power.

Many countries and regions are introducing policies aimed at reducing the environmental footprint from the energy sector and increasing the use of renewable energy. In the United States, a number of initiatives have been taken at the state level, from renewable portfolio standards (RPSs) and renewable energy certificates (RECs), to regional greenhouse gas emission control schemes. Within the U.S. Federal government, new energy and environmental policies and goals are also being crafted, and these are likely to increase the use of renewable energy substantially. The European Union is pursuing implementation of its ambitious 20/20/20 targets, which aim (by 2020) to reduce greenhouse gas emissions by 20% (as compared to 1990), increase the amount of renewable energy to 20% of the energy supply, and reduce the overall energy consumption by 20% through energy efficiency. With the current focus on energy and the environment, efficient integration of renewable energy into the electric power system is becoming increasingly important. In a recent report, the U.S. Department of Energy (DOE) describes a model-based scenario, in which wind energy provides 20% of the U.S. electricity demand in 2030. The report discusses a set of technical and economic challenges that have to be overcome for this scenario to unfold. In Europe, several countries already have a high penetration of wind power (i.e., in the range of 7 to 20% of electricity consumption in countries such as Germany, Spain, Portugal, and Denmark). The rapid growth in installed wind power capacity is expected to continue in the United States as well as in Europe. A large-scale introduction of wind power causes a number of challenges for electricity market and power system operators who will have to deal with the variability and uncertainty in wind power generation when making their scheduling and dispatch decisions. Wind power forecasting (WPF) is frequently identified as an important tool to address the variability and uncertainty in wind power and to more efficiently operate power systems with large wind power penetrations. Moreover, in a market environment, the wind power contribution to the generation portofolio becomes important in determining the daily and hourly prices, as variations in the estimated wind power will influence the clearing prices for both energy and operating reserves. With the increasing penetration of wind power, WPF is quickly becoming an important topic for the electric power industry. System operators (SOs), generating companies (GENCOs), and regulators all support efforts to develop better, more reliable and accurate forecasting models. Wind farm owners and operators also benefit from better wind power prediction to support competitive participation in electricity markets against more stable and dispatchable energy sources. In general, WPF can be used for a number of purposes, such as: generation and transmission maintenance planning, determination of operating reserve requirements, unit commitment, economic dispatch, energy storage optimization (e.g., pumped hydro storage), and energy trading. The objective of this report is to review and analyze state-of-the-art WPF models and their application to power systems operations. We first give a detailed description of the methodologies underlying state-of-the-art WPF models. We then look at how WPF can be integrated into power system operations, with specific focus on the unit commitment problem.
