    A technique for detecting changes in a scene perceived by a staring sensor is disclosed. The technique includes acquiring a reference image frame and a current image frame of a scene with the staring sensor. A raw difference frame is generated based upon differences between the reference image frame and the current image frame. Pixel error estimates are generated for each pixel in the raw difference frame based at least in part upon spatial error estimates related to spatial intensity gradients in the scene. The pixel error estimates are used to mitigate effects of camera jitter in the scene between the current image frame and the reference image frame.

In this example method, the three-dimensional scene is made up of objects that are spatially partitioned into a plurality of cells that make up the grid. The method includes a first act of computing a bounding frustum of a packet of rays, and a second act of traversing the grid slice by slice along a major traversal axis. Each slice traversal includes a first act of determining one or more cells in the slice that are overlapped by the frustum and a second act of testing the rays in the packet for intersection with any objects at least partially bounded by the one or more cells overlapped by the frustum.

    Inexpensive RGB-D cameras that give an RGB image together with depth data have become widely available. We use this data to build 3D point clouds of a full scene. In this paper, we address the task of labeling objects in this 3D point cloud of a complete indoor scene such as an office. We propose a graphical model that captures various features and contextual relations, including the local visual appearance and shape cues, object co-occurrence relationships and geometric relationships. With a large number of object classes and relations, the model's parsimony becomes important and we address that by using multiple types of edge potentials. The model admits efficient approximate inference, and we train it using a maximum-margin learning approach. In our experiments over a total of 52 3D scenes of homes and offices (composed from about 550 views, having 2495 segments labeled with 27 object classes), we get a performance of 84.06% in labeling 17 object classes for offices, and 73.38% in labeling 17 object classe...

    Scene reconstruction from video sequences has become a prominent computer vision research area in recent years, due to its large number of applications in fields such as security, robotics and virtual reality. Despite recent progress in this field, there are still a number of issues that manifest as incomplete, incorrect or computationally-expensive reconstructions. The engine behind achieving reconstruction is the matching of features between images, where common conditions such as occlusions, lighting changes and texture-less regions can all affect matching accuracy. Subsequent processes that rely on matching accuracy, such as camera parameter estimation, structure computation and non-linear parameter optimization, are also vulnerable to additional sources of error, such as degeneracies and mathematical instability. Detection and correction of errors, along with robustness in parameter solvers, are a must in order to achieve a very accurate final scene reconstruction. However, error detection is in general difficult due to the lack of ground-truth information about the given scene, such as the absolute position of scene points or GPS/IMU coordinates for the camera(s) viewing the scene. In this dissertation, methods are presented for the detection, factorization and correction of error sources present in all stages of a scene reconstruction pipeline from video, in the absence of ground-truth knowledge. Two main applications are discussed. The first set of algorithms derive total structural error measurements after an initial scene structure computation and factorize errors into those related to the underlying feature matching process and those related to camera parameter estimation. A brute-force local correction of inaccurate feature matches is presented, as well as an improved conditioning scheme for non-linear parameter optimization which applies weights on input parameters in proportion to estimated camera parameter errors. Another application is in reconstruction pre-processing, where an algorithm detects and discards frames that would lead to inaccurate feature matching, camera pose estimation degeneracies or mathematical instability in structure computation based on a residual error comparison between two different match motion models. The presented algorithms were designed for aerial video but have been proven to work across different scene types and camera motions, and for both real and synthetic scenes.

    This paper will examine the implementation of scene-change detection and radio frequency technology within a Dual Containment/Surveillance (C/S) System. Additionally, this paper will examine the human performance factors in the operation of these systems. Currently, Westinghouse Savannah River Company utilizes the Continuous Item Monitoring and Surveillance System (CIMS) in the performance of Dual C/S to monitor special nuclear materials within International Atomic Energy Agency (IAEA) Safeguards and Domestic Safeguards. CIMS is comprised of the Material Monitoring System (MMS) (R), a multi-media electronic surveillance system developed by Sandia National Laboratory which incorporates the use of active seals commonly called Radio Frequency Tamper Indicating Devices (RFTIDs), NT Vision (R) as developed by Los Alamos National Laboratory, a Microsoft Windows NT (R) based operating system providing for domestic scene-change detection and the Digital Multi-Camera Optical Surveillance System (DMOS) (R) which provides scene-change detection for IAEA. Although this paper will focus on the implementation of Dual C/S utilizing the Continuous Item Monitoring and Surveillance System, the necessity for a thorough review of Safeguards and Security requirements with organizations and personnel having minimal to no prior MPC&A training will also be covered. Successful Dual C/S implementation plans must consider not only system design and failure modes, but must also be accompanied with the appropriate ''mind shift'' within operations and technical personnel. This is required to ensure completion of both physical and electronic activities, and system design changes are performed conscientiously and with full awareness of MPC&A requirements.

    The burgeoning field of nanotechnology opens windows between science and art. Exploration of this interplay encourages interaction between scientists, artists and educators alike. The image below serves as an example of the fertile ground for exchange. The substrate that this image captures is made of silicon, the material from which computer chips are made. A thin ({approx}1 nm thick) chemical coating was applied homogeneously to the silicon. Specific regions of the coating, 600 nm wide (approximately 150 times smaller than the diameter of a human hair), were then locally removed from the silicon via photocatalytic nanolithography (PCNL(Bearinger, Hiddessen et al. 2005)). PCNL engages light, such as from a light emitting diode or an ultraviolet source, to activate molecules that are attached to a transparent mask above the silicon substrate. These molecules can be compounds similar to chlorophyll, the photoactive material that aids plants in photosynthesis, or may be semiconductor materials, such as TiO{sub 2}. Once these molecules are activated, chemical reactions result in local destruction of the coating on the silicon. Thus, only regions of the coated silicon in close contact with mask are affected. A non-fouling polymer hydrogel ({approx}10 nm thick) was then grafted to the retained coating. Hydrogels are superabsorbent and are therefore used on the bulk scale in common items including contact lenses and diapers. They also find utility in topical drug delivery and tissue engineering applications. Because the hydrogel is so absorbent, exposing the silicon chip with patterned hydrogel to water vapor from one's breath reveals the pattern that the lithography dictates(Lopez, Biebuyck et al. 1993). The myriad of colors seen in the image are due to optical interference. The thickness of the swollen layer determines the colors that are visible. While the field of view immediately following hydration appears like a big drop of oil shining in the sun, the oil drop appearance breaks up into many small domains as the water vapor evaporates. The base silicon does not retain the water in the same way that the way the hydrogel does, due to differences in surface tension. Thus, the pattern stands out from the background. In addition to bringing together nanotechnology, polymer chemistry, materials science and optics, this image suggests imposing order to an otherwise chaotic world. This is a repeated theme in nature across multiple orders of magnitude. The interface of this order and chaos is amorphous, and render a Klimt-like vision of reflected light. As this image is just a still in time, it also reminds us that all things and states are transient and that the materials of the earth, just as we individuals, are constantly evolving.

    The pairing of science and art has proven to be a powerful combination since the Renaissance. The combination of these two seemingly disparate disciplines ensured that even complex scientific theories could be explored and effectively communicated to both the subject matter expert and the layman. In modern times, science and art have frequently been considered disjoint, with objectives, philosophies, and perspectives often in direct opposition to each other. However, given the technological advances in computer science and high fidelity 3-D graphics development tools, this marriage of art and science is once again logically complimentary. Art, in the form of computer graphics and animation created on supercomputers, has already proven to be a powerful tool for improving scientific research and providing insight into nuclear phenomena. This paper discusses the power of pairing artists with scientists and engineers in order to pursue the possibilities of a widely accessible lightweight, interactive approach. We will use a discussion of photo-realism versus stylization to illuminate the expected beneficial outcome of such collaborations and the societal advantages gained by a non-traditional pa11nering of these two fields.

    The power conversion system (PCS) is a vital part of many energy storage systems. It serves as the interface between the storage device, an energy source, and an AC load. This report summarizes the results of an extensive study of state-of-the-art power conversion systems used for energy storage applications. The purpose of the study was to investigate the potential for cost reduction and performance improvement in these power conversion systems and to provide recommendations for fiture research and development. This report provides an overview of PCS technology, a description of several state-of-the-art power conversion systems and how they are used in specific applications, a summary of four basic configurations for l:he power conversion systems used in energy storage applications, a discussion of PCS costs and potential cost reductions, a summary of the stancku-ds and codes relevant to the technology, and recommendations for future research and development.

    HVdc converters connected into weak ac systems require effective application of voltage control devices to ensure satisfactory voltage control and recovery following disturbances. Both an MOV arrangement and a series capacitor were found to be potentially very cost effective solutions in investigations using digital simulation. However, although the series capacitor performed well in controlling temporary overvoltage following HVdc load rejection, satisfactory recovery from faults was difficult to obtain. This paper presents a follow-up study which uses a state-of-the-art analogue simulator to further investigate the performance of the MOV and series capacitor arrangements, especially the fault recovery performance of the latter.

    The report was prepared for the International Energy Agency (IEA) Agreement on the Production and Utilization of Hydrogen, Task 16, Hydrogen from Carbon-Containing Materials. Hydrogen's share in the energy market is increasing with the implementation of fuel cell systems and the growing demand for zero-emission fuels. Hydrogen production will need to keep pace with this growing market. In the near term, increased production will likely be met by conventional technologies, such as natural gas reforming. In these processes, the carbon is converted to CO2 and released to the atmosphere. However, with the growing concern about global climate change, alternatives to the atmospheric release of CO2 are being investigated. Sequestration of the CO2 is an option that could provide a viable near-term solution. Reducing the demand on fossil resources remains a significant concern for many nations. Renewable-based processes like solar- or wind-driven electrolysis and photobiological water splitting hold great promise for clean hydrogen production; however, advances must still be made before these technologies can be economically competitive. For the near-and mid-term, generating hydrogen from biomass may be the more practical and viable, renewable and potentially carbon-neutral (or even carbon-negative in conjunction with sequestration) option. Recently, the IEA Hydrogen Agreement launched a new task to bring together international experts to investigate some of these near- and mid-term options for producing hydrogen with reduced environmental impacts. This review of the state of the art of hydrogen production from biomass was prepared to facilitate in the planning of work that should be done to achieve the goal of near-term hydrogen energy systems. The relevant technologies that convert biomass to hydrogen, with emphasis on thermochemical routes are described. In evaluating the viability of the conversion routes, each must be put in the context of the availability of appropriate feedstocks and deployment scenarios that match hydrogen to the local markets. Co-production opportunities are of particular interest for near-term deployment since multiple products improve the economics; however, co-product development is not covered in this report. Biomass has the potential to accelerate the realization of hydrogen as a major fuel of the future. Since biomass is renewable and consumes atmospheric CO2 during growth, it can have a small net CO2 impact compared to fossil fuels. However, hydrogen from biomass has major challenges. There are no completed technology demonstrations. The yield of hydrogen is low from biomass since the hydrogen content in biomass is low to being with (approximately 6% versus 25% for methane) and the energy content is low due to the 40% oxygen content of biomass. Since over half of the hydrogen from biomass comes from splitting water in the steam reforming reaction, the energy content of the feedstock is an inherent limitation of the process . The low yield of hydrogen on a weight basis is misleading since the energy conversion efficiency is high. However, the cost for growing, harvesting, and transporting biomass is high. Thus even with reasonable energy efficiencies, it is not presently economically competitive with natural gas steam reforming for stand-alone hydrogen without the advantage of high-value co-products. Additionally, as with all sources of hydrogen, production from biomass will require appropriate hydrogen storage and utilization systems to be developed and deployed. The report also looked at promising areas for further research and development. The major areas for R,D and D are: feedstock preparation and feeding; gasification gas conditioning; system integration; modular systems development; valuable co-product integration; and larger-scale demonstrations. These are in addition to the challenges for any hydrogen process in storage and utilization technologies.

    This report documents observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy GATEWAY Solid-State Lighting (SSL) Technology Demonstration Program at the Smithsonain American Art Museum in Washington, DC. LED Lamp samples were tested in the museum workshop, temporarily installed in a gallery for feedback, and ultimately replaced all traditional incandescent lamps in one gallery of modernist art at the American Art Museum and partially replacing lamps in two galleries at the Musesum's Renwick Gallery. This report describes the selection and testing process, technology challenges, perceptions, economics, energy use, and mixed results of usign LED replacement lamps in art galleries housing national treasures.

In the course of this study, this project will also identify the critical gaps in our knowledge of modeling and simulation techniques in terms of what would be needed to be developed in order to perform accurate physical simulations of defect generation in melt-grown CZT.     A report is given of an address by Kathleen Bennett, Assistant Administrator of Air, Noise and Radiation, Environmental Protection Agency which was presented to the US Senate Committee on the Environment and Public Works. Bennet explained that in view of the many unknowns about acid rain, and the possible substantial cost burden of additional controls, EPA is proceeding with its program to investigate this environmental malady over a 10-year period. The three major areas of the research program are (1) transport, transformation, and deposition processes, (2) effects of acid deposition, and (3) assessments and policy studies.     The U.S. Department of Energy (DOE) Oak Ridge Office (ORO) of Environmental Management (EM) requested the technical assistance of Oak Ridge Institute for Science and Education (ORISE) to characterize a tract of land associated with the David Witherspoon, Incorporated (DWI) Volunteer Equipment and Supply Company (VESC). This tract of land (hereinafter referred to as Screen Arts) is located in the Vestal Community in the 2000-block of Maryville Pike in south Knoxville, Tennessee, as shown in Figure A-1. This tract of land has been used primarily to store salvaged equipment and materials for resale, recycle, or for disposal in the former landfill once operated by DWI. The DWI Site industrial landfill and metal recycling business had been permitted by the Tennessee Division of Radiological Health to accept low-level radiologically contaminated metals. DWI received materials and equipment associated with operations from DOE sites, including those in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio. It is likely that items stored at Screen Arts may have contained some residual radiological materials.

    Objective was to examine the creative process, demonstrated by 5 student participants in a class at the Art Center College of Design in Pasadena CA, from the germ of the creative idea through the final creative product. The students, drawn from classes sponsored by LLNL, were assigned the problem of representing ``big`` science, as practiced at LLNL, in a graphic, artistic, or multimedia product. As a result of this study, it was discovered that the process of creativity with these students was not linear in nature, nor did it strictly follow the traditional creativity 5-step schema of preparation, incubation, insight, evaluation, and elaboration. Of particular interest were several emergent themes of the creative process: spontaneous use of metaphor to describe the Laboratory; a general lack of interest in ``school`` science or mathematics by the American art students; a well developed sense of conscience; and finally, the symbolism inherent in the repeated use of a single artistic element. This use of the circle revealed a continuity of thinking and design perhaps related to the idealistic bias mentioned above.

    This report documents results of the accident investigation of an electrical shock received by two subcontractor employees on May 13, 1994, at the Pinellas Plant. The direct cause of the electrical shock was worker contact with a cut ``hot`` wire and a grounded panelboard (PPA) enclosure. Workers presumed that all wires in the enclosure were dead at the time of the accident and did not perform thorough Lockout/Tagout (LO/TO). Three contributing causes were identified. First, lack of guidance in the drawing for the modification performed in 1987 allowed the PPA panel to be used as a junction box. The second contributing cause is that Environmental, Safety and Health (ES&H) procedures do not address multiple electrical sources in an enclosure. Finally, the workers did not consider the possibility of multiple electrical sources. The root cause of the electrical shock was the inadequacy of administrative controls, including construction requirement and LO/TO requirements, and subcontractor awareness regarding multiple electrical sources.     The increased demand for freight movements through international ports of entry and the signing of the North American Free Trade Agreement (NAFTA) have increased freight traffic at border ports of entry. The State-of-the-Art Port of Entry Workshop initiated a dialogue among technologists and stakeholders to explore the potential uses of technology at border crossings and to set development priorities. International ports of entry are both information and labor intensive, and there are many promising technologies that could be used to provide timely information and optimize inspection resources. Participants universally held that integration of technologies and operations is critical to improving port services. A series of Next Steps was developed to address stakeholder issues and national priorities, such as the National Transportation Policy and National Drug Policy. This report documents the views of the various stakeholders and technologists present at the workshop and outlines future directions of study.
