    The US Human Genome Project is the largest scientific project funded by the federal government since the Apollo Moon Project. The overall effect from this project should be of great benefit to humankind because it will provide a better understanding both of single gene defects and multifactorial or familial diseases such as diabetes, arteriosclerosis, and cancer. At first this will lead to more exact ways of screening and diagnosing genetic disease, and later it will lead, in many if not most instances, to specific genetic cures. However, in the past, in both the US and German eugenic movements genetic information has been misused. Hopefully, by remembering and understanding the past injustices and inhumanity of negative eugenics, further misuse of scientific information can be avoided. 142 refs.

    The Jordan Schnitzer Museum of Art in Eugene, Oregon, houses a remarkable permanent collection of Asian art and antiquities, modern art, and sculpture, and also hosts traveling exhibitions. In the winter and spring of 2011, a series of digital photographs by artist Chris Jordan, titled "Running the Numbers," was exhibited in the Coeta and Donald Barker Special Exhibitions Gallery. These works graphically illustrate waste (energy, money, health, consumer objects, etc.) in contemporary culture. The Bonneville Power Administration and the Eugene Water and Electricity Board provided a set of Cree 12W light-emitting diode (LED) PAR38 replacement lamps (Cree LRP38) for the museum to test for accent lighting in lieu of their standard Sylvania 90W PAR38 130V Narrow Flood lamps (which draw 78.9W at 120V). At the same time, the museum tested LED replacement lamps from three other manufacturers, and chose the Cree lamp as the most versatile and most appropriate color product for this exhibit. The lamps were installed for the opening of the show in January 2011. This report describes the process for the demonstration, the energy and economic results, and results of a survey of the museum staff and gallery visitors on four similar clusters of art lighted separately by four PAR38 lamps.

    In 2000, CERN hosted Signatures of the Invisible – one of the landmark initiatives in arts and science. In 2012, CERN is now initiating its own science/arts programme Collide@CERN in different arts disciplines. The first of these is in digital arts, and the international competition to find the winning artist is called the Prix Ars Electronica Collide@CERN. It was announced September 2011 at CERN’s first collaboration with an international arts festival – Ars Electronica in Linz. The competition attracted over 395 entries from 40 countries around the world. The winning artist, Julius Von Bismarck, will begin his two month residency here at CERN next month. Ariane Koek who leads on this initiative, discusses the residency programme, as well as the background about Art@CERN.     Objective was to follow the cognitive and creative processes demonstrated by student research participants as they integrated a developing knowledge of ``big`` science, as practiced at LLNL, into a personal and idiosyncratic visual, graphical, or multimedia product. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists. We have also become interested in the different processes that can be used to teach science to non-scientists, so that they are able to understand and portray scientific information.

    The burgeoning field of nanotechnology opens windows between science and art. Exploration of this interplay encourages interaction between scientists, artists and educators alike. The image below serves as an example of the fertile ground for exchange. The substrate that this image captures is made of silicon, the material from which computer chips are made. A thin ({approx}1 nm thick) chemical coating was applied homogeneously to the silicon. Specific regions of the coating, 600 nm wide (approximately 150 times smaller than the diameter of a human hair), were then locally removed from the silicon via photocatalytic nanolithography (PCNL(Bearinger, Hiddessen et al. 2005)). PCNL engages light, such as from a light emitting diode or an ultraviolet source, to activate molecules that are attached to a transparent mask above the silicon substrate. These molecules can be compounds similar to chlorophyll, the photoactive material that aids plants in photosynthesis, or may be semiconductor materials, such as TiO{sub 2}. Once these molecules are activated, chemical reactions result in local destruction of the coating on the silicon. Thus, only regions of the coated silicon in close contact with mask are affected. A non-fouling polymer hydrogel ({approx}10 nm thick) was then grafted to the retained coating. Hydrogels are superabsorbent and are therefore used on the bulk scale in common items including contact lenses and diapers. They also find utility in topical drug delivery and tissue engineering applications. Because the hydrogel is so absorbent, exposing the silicon chip with patterned hydrogel to water vapor from one's breath reveals the pattern that the lithography dictates(Lopez, Biebuyck et al. 1993). The myriad of colors seen in the image are due to optical interference. The thickness of the swollen layer determines the colors that are visible. While the field of view immediately following hydration appears like a big drop of oil shining in the sun, the oil drop appearance breaks up into many small domains as the water vapor evaporates. The base silicon does not retain the water in the same way that the way the hydrogel does, due to differences in surface tension. Thus, the pattern stands out from the background. In addition to bringing together nanotechnology, polymer chemistry, materials science and optics, this image suggests imposing order to an otherwise chaotic world. This is a repeated theme in nature across multiple orders of magnitude. The interface of this order and chaos is amorphous, and render a Klimt-like vision of reflected light. As this image is just a still in time, it also reminds us that all things and states are transient and that the materials of the earth, just as we individuals, are constantly evolving.

    Objective was to examine the creative process, demonstrated by 5 student participants in a class at the Art Center College of Design in Pasadena CA, from the germ of the creative idea through the final creative product. The students, drawn from classes sponsored by LLNL, were assigned the problem of representing ``big`` science, as practiced at LLNL, in a graphic, artistic, or multimedia product. As a result of this study, it was discovered that the process of creativity with these students was not linear in nature, nor did it strictly follow the traditional creativity 5-step schema of preparation, incubation, insight, evaluation, and elaboration. Of particular interest were several emergent themes of the creative process: spontaneous use of metaphor to describe the Laboratory; a general lack of interest in ``school`` science or mathematics by the American art students; a well developed sense of conscience; and finally, the symbolism inherent in the repeated use of a single artistic element. This use of the circle revealed a continuity of thinking and design perhaps related to the idealistic bias mentioned above.

    In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOE’s Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics’ eW® Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical illuminance measurements taken on the walls, indicating better lateral dispersion of the light. The undercabinet fixture’s light output was midway between the low and high power halogen undercabinet fixture light outputs (35.8 foot candle versus 13.4 fc and 53.4 fc) but it produced a more uniform light (max/min ratio of 7.0 versus 10.8). The color correlated temperature (CCT, the blue or yellowness) of the LED light correlated well with the halogen and incandescent lights (2675 K vs 2700 K). The color rendering of the LED downlight also correlated well at 92 CRI compared to 100 CRI for the halogen and incandescent lamps. The LED undercabinet fixture had measures of 2880 K CCT and 71 CRI compared to the 2700 K and 100 CRI scores for the halogen undercabinet fixture. Builders who toured the homes were surveyed; they gave the LED downlight high marks for brightness, said the undercabinet improved shadows and glare and said both products improved overall visibility, home appearance, and home value. Paybacks on the LED downlight ranged from 7.6 years (assuming electricity cost of 11 c/kWh) to 13.5 years (at 5C/kWh). Paybacks on the LED undercabinet fixture in a new home ranged from 4.4 years (11c/kWh electricity) to 7.6 years (5c/kWh) based on product costs of $95 per LED downlight and $140 per LED undercabinet fixture at 3 hrs per day of usage for the downlight and 2 hrs per day for the undercabinet lighting.

    The pairing of science and art has proven to be a powerful combination since the Renaissance. The combination of these two seemingly disparate disciplines ensured that even complex scientific theories could be explored and effectively communicated to both the subject matter expert and the layman. In modern times, science and art have frequently been considered disjoint, with objectives, philosophies, and perspectives often in direct opposition to each other. However, given the technological advances in computer science and high fidelity 3-D graphics development tools, this marriage of art and science is once again logically complimentary. Art, in the form of computer graphics and animation created on supercomputers, has already proven to be a powerful tool for improving scientific research and providing insight into nuclear phenomena. This paper discusses the power of pairing artists with scientists and engineers in order to pursue the possibilities of a widely accessible lightweight, interactive approach. We will use a discussion of photo-realism versus stylization to illuminate the expected beneficial outcome of such collaborations and the societal advantages gained by a non-traditional pa11nering of these two fields.

    In this work a general relativistic generalization of Bell inequality is suggested. Namely,it is proved that practically in any general relativistic metric there is a generalization of Bell inequality.It can be satisfied within theories of local (subluminal) hidden variables, but it cannot be satisfied in the general case within standard quantum mechanical formalism or within theories of nonlocal (superluminal) hidden variables. It is shown too that within theories of nonlocal hidden variables but not in the standard quantum mechanical formalism a paradox appears in the situation when one of the correlated subsystems arrives at a Schwarzschild black hole. Namely, there is no way that black hole horizon obstructs superluminal influences between spin of the subsystem without horizon and spin of the subsystem within horizon,or simply speaking,there is none black hole horizon nor "no hair" theorem for subsystems with correlated spins. It implies that standard quantum mechanical formalism yields unique consistent and complete description of the quantum mechanical phenomenons.

    The Art of Memory started with Aristotle's questions on memory. During its long evolution, it had important contributions from alchemist, was transformed by Ramon Llull and apparently ended with Giordano Bruno, who was considered the best known representative of this art. This tradition did not disappear, but lives in the formulations of our modern scientific theories. From its initial form as a method of keeping information via associations, it became a principle of classification and structuring of knowledge. This principle, which we here name {\\it differentiation with stratification}, is a structural design behind classical mechanics. Integrating two different traditions of science in one structure, this physical theory became the modern paradigm of science. In this paper, we show that this principle can also be formulated as a set of questions. This is done via an analysis of theories, based on the epistemology of observational realism. A combination of Rudolph Carnap's concept of theory as a system of observational and theoretical languages, with a criterion for separating observational languages, based on analytical psychology, shapes this epistemology. The `nuclear' role of the observational laws and the differentiations from these nucleus, reproducing the general cases of phenomena, reveals the memory art's heritage in the theories. Here in this paper we argue that this design is also present in special relativity and in quantum mechanics.

    The galilean genesis scenario is an alternative to inflation in which the universe starts expanding from Minkowski in the asymptotic past by violating the null energy condition stably. Several concrete models of galilean genesis have been constructed so far within the context of galileon-type scalar-field theories. We give a generic, unified description of the galilean genesis scenario in terms of the Horndeski theory, i.e., the most general scalar-tensor theory with second-order field equations. In doing so we generalize the previous models to have a new parameter (denoted by {\\alpha}) which results in controlling the evolution of the Hubble rate. The background dynamics is investigated to show that the generalized galilean genesis solution is an attractor, similarly to the original model. We also study the nature of primordial perturbations in the generalized galilean genesis scenario.     A general approach to description of multigravity models in D-dimensional space-time is presented. Different possibilities of generalization of the invariant volume are given. Then a most general form of the interaction potential is constructed, which for bigravity coincides with the Pauli-Fierz model. A thorough analysis of the model along the 3+1 expansion formalism is done. It is shown that the absence of ghosts the considered bigravity model is equivalent in the weak field limit to the massive gravity (the Pauli-Fierz model). This generalized concatenation method provides a systematical way for constructing good quantum codes, both stabilizer codes and nonadditive codes. Using this method, we construct families of new single-error-correcting nonadditive quantum codes, in both binary and nonbinary cases, which not only outperform any stabilizer codes for finite block length, but also asymptotically achieve the quantum Hamming bound for large block length.

In this note we give a simple criterion to determine when such a generalized description is possible.     Many countries and regions are introducing policies aimed at reducing the environmental footprint from the energy sector and increasing the use of renewable energy. In the United States, a number of initiatives have been taken at the state level, from renewable portfolio standards (RPSs) and renewable energy certificates (RECs), to regional greenhouse gas emission control schemes. Within the U.S. Federal government, new energy and environmental policies and goals are also being crafted, and these are likely to increase the use of renewable energy substantially. The European Union is pursuing implementation of its ambitious 20/20/20 targets, which aim (by 2020) to reduce greenhouse gas emissions by 20% (as compared to 1990), increase the amount of renewable energy to 20% of the energy supply, and reduce the overall energy consumption by 20% through energy efficiency. With the current focus on energy and the environment, efficient integration of renewable energy into the electric power system is becoming increasingly important. In a recent report, the U.S. Department of Energy (DOE) describes a model-based scenario, in which wind energy provides 20% of the U.S. electricity demand in 2030. The report discusses a set of technical and economic challenges that have to be overcome for this scenario to unfold. In Europe, several countries already have a high penetration of wind power (i.e., in the range of 7 to 20% of electricity consumption in countries such as Germany, Spain, Portugal, and Denmark). The rapid growth in installed wind power capacity is expected to continue in the United States as well as in Europe. A large-scale introduction of wind power causes a number of challenges for electricity market and power system operators who will have to deal with the variability and uncertainty in wind power generation when making their scheduling and dispatch decisions. Wind power forecasting (WPF) is frequently identified as an important tool to address the variability and uncertainty in wind power and to more efficiently operate power systems with large wind power penetrations. Moreover, in a market environment, the wind power contribution to the generation portofolio becomes important in determining the daily and hourly prices, as variations in the estimated wind power will influence the clearing prices for both energy and operating reserves. With the increasing penetration of wind power, WPF is quickly becoming an important topic for the electric power industry. System operators (SOs), generating companies (GENCOs), and regulators all support efforts to develop better, more reliable and accurate forecasting models. Wind farm owners and operators also benefit from better wind power prediction to support competitive participation in electricity markets against more stable and dispatchable energy sources. In general, WPF can be used for a number of purposes, such as: generation and transmission maintenance planning, determination of operating reserve requirements, unit commitment, economic dispatch, energy storage optimization (e.g., pumped hydro storage), and energy trading. The objective of this report is to review and analyze state-of-the-art WPF models and their application to power systems operations. We first give a detailed description of the methodologies underlying state-of-the-art WPF models. We then look at how WPF can be integrated into power system operations, with specific focus on the unit commitment problem.

    Conformal transformations of a Euclidean (complex) plane have some kind of completeness (sufficiency) for the solution of many mathematical and physical-mathematical problems formulated on this plane. There is no such completeness in the case of Euclidean, pseudo-Euclidean and polynumber spaces of dimension greater than two. In the present paper we show that using the concepts of analogical geometries allows us to generalize conformal transformations not only to the case of Euclidean or pseudo-Euclidean spaces, but also to the case of Finsler spaces, analogous to the spaces of affine connectedness. Examples of such transformations in the case of complex and hypercomplex numbers H_4 are presented. In the general case such transformations form a group of transitions, the elements of which can be viewed as transitions between projective Euclidean geometries of a distinguished class fixed by the choice of metric geometry admitting affine coordinates. The correlation between functions realizing generalized conformal transformations and generalized analytical functions can appear to be productive for the solution of fundamental problems in theoretical and mathematical physics.

    We present a general method to calculate radiative transfer including scattering in the continuum as well as in lines in spherically symmetric systems that are influenced by the effects of general relativity (GR). We utilize a comoving wavelength ansatz that allows to resolve spectral lines throughout the atmosphere. The used numerical solution is an operator splitting (OS) technique that uses a characteristic formal solution. The bending of photon paths and the wavelength shifts due to the effects of GR are fully taken into account, as is the treatment of image generation in a curved spacetime. We describe the algorithm we use and demonstrate the effects of GR on the radiative transport of a two level atom line in a neutron star like atmosphere for various combinations of continuous and line scattering coefficients. In addition, we present grey continuum models and discuss the effects of different scattering albedos on the emergent spectra and the determination of effective temperatures and radii of neutron star atmospheres.

    The definition of relative accelerations and strains among a set of comoving particles is studied in connection with the geometric properties of the frame adapted to a "fiducial observer." We find that a relativistically complete and correct definition of strains must take into account the transport law of the chosen spatial triad along the observer's congruence. We use special congruences of (accelerated) test particles in some familiar spacetimes to elucidate such a point. The celebrated idea of Szekeres' compass of inertia, arising when studying geodesic deviation among a set of free-falling particles, is here generalized to the case of accelerated particles. In doing so we have naturally contributed to the theory of relativistic gravity gradiometer. Moreover, our analysis was made in an observer-dependent form, a fact that would be very useful when thinking about general relativistic tests on space stations orbiting compact objects like black holes and also in other interesting gravitational situations.

Definition of Subject The purpose of this text is to provide an introduction to aspects of oceanic general circulation models (OGCMs), an important component of Climate System or Earth System Model (ESM). The role of the ocean in ESMs is described in Chapter XX (EDITOR: PLEASE FIND THE COUPLED CLIMATE or EARTH SYSTEM MODELING CHAPTERS). The emerging need for understanding the Earth’s climate system and especially projecting its future evolution has encouraged scientists to explore the dynamical, physical, and biogeochemical processes in the ocean. Understanding the role of these processes in the climate system is an interesting and challenging scientific subject. For example, a research question how much extra heat or CO2 generated by anthropogenic activities can be stored in the deep ocean is not only scientifically interesting but also important in projecting future climate of the earth. Thus, OGCMs have been developed and applied to investigate the various oceanic processes and their role in the climate system.

    We explore a generalization of quantum secret sharing (QSS) in which classical shares play a complementary role to quantum shares, exploring further consequences of an idea first studied by Nascimento, Mueller-Quade, and Imai [Phys. Rev. A 64, 042311 (2001)]. We examine three ways, termed inflation, compression, and twin thresholding, by which the proportion of classical shares can be augmented. This has the important application that it reduces quantum (information processing) players by replacing them with their classical counterparts, thereby making quantum secret sharing considerably easier and less expensive to implement in a practical setting. In compression, a QSS scheme is turned into an equivalent scheme with fewer quantum players, compensated for by suitable classical shares. In inflation, a QSS scheme is enlarged by adding only classical shares and players. In a twin-threshold scheme, we invoke two separate thresholds for classical and quantum shares based on the idea of information dilution.

    The General Accounting Office recently published results of a study conducted for the US Congress entitled, ''Oil and Natural Gas From Alaska, Canada, and Mexico - Only Limited Help for US.'' Copies are available from the GPO as report number EMD-80-72. From this, the GAO made the following observations: (1) The gap between domestic consumption and production of conventional oil and gas can be expected to widen during the 1980's and 1990's, and our import dependency can be expected to continue. This observation is made with consideration of Alaskan production, which, regardless of how promising it may appear to be, requires long lead times for production to come on line and is subject to uncertainty. (2) Concentrated effort should be made to increase our domestic production, including the development of synthetic fuels, and unconventional oil and gas resources. (3) The decline in domestic production cannot be offset by synfuels development during the 1980's and 1990's because of lead times and other constraints, but unconventional gas appears to offer more promise because several technologies are already operational on a commercial basis.

Translating the coincident signatures recorded by these systems, which include , and , into the concentration of detectable radionuclides in the sample requires generalized multicoincidence analysis tools. The development and validation of the Coincidence Lookup Library, which currently contains the probabilities of single and coincidence signatures from more than 420 isotopes, is described. Also discussed is a method to calculate the probability of observing a coincidence signature which incorporates true coincidence summing effects. These effects are particularly important for high-geometric-efficiency detection systems. Finally, a process for validating the integrated analysis software package is demonstrated using GEANT 4 simulations of the prototype detector systems.

    We investigate the dynamics of generalized tachyon field in FRW spacetime. We obtain the autonomous dynamical system for the general case. Because the general autonomous dynamical system cannot be solved analytically, we discuss two cases in detail: $\\beta=1$ and $\\beta=2$. We find the critical points and study their stability. At these critical points, we also consider the stability of the generalized tachyon field, which is as important as the stability of critical points. The possible final states of the universe are discussed.
