Demonstration of LED Retrofit Lamps at the Jordan Schnitzer Museum of Art

SciTech Connect (OSTI)

The Jordan Schnitzer Museum of Art in Eugene, Oregon, houses a remarkable permanent collection of Asian art and antiquities, modern art, and sculpture, and also hosts traveling exhibitions. In the winter and spring of 2011, a series of digital photographs by artist Chris Jordan, titled "Running the Numbers," was exhibited in the Coeta and Donald Barker Special Exhibitions Gallery. These works graphically illustrate waste (energy, money, health, consumer objects, etc.) in contemporary culture. The Bonneville Power Administration and the Eugene Water and Electricity Board provided a set of Cree 12W light-emitting diode (LED) PAR38 replacement lamps (Cree LRP38) for the museum to test for accent lighting in lieu of their standard Sylvania 90W PAR38 130V Narrow Flood lamps (which draw 78.9W at 120V). At the same time, the museum tested LED replacement lamps from three other manufacturers, and chose the Cree lamp as the most versatile and most appropriate color product for this exhibit. The lamps were installed for the opening of the show in January 2011. This report describes the process for the demonstration, the energy and economic results, and results of a survey of the museum staff and gallery visitors on four similar clusters of art lighted separately by four PAR38 lamps.

Argonne's Murray Gibson is a physicist whose life's work includes finding patterns among atoms. The love of distinguishing patterns also drives Gibson as a musician and Blues enthusiast. Both artists and scientists rely on the principles of mathematics and physics, whether consciously or intuitively, to achieve their goals. And, at the same time, both science and art rely on the creative questioner to ask, "Why do we do it this way?" and "Why not try something else and see what happens?"

Science/art - art/science: case studies of the development of a professional art product

SciTech Connect (OSTI)

Objective was to follow the cognitive and creative processes demonstrated by student research participants as they integrated a developing knowledge of ``big`` science, as practiced at LLNL, into a personal and idiosyncratic visual, graphical, or multimedia product. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists. We have also become interested in the different processes that can be used to teach science to non-scientists, so that they are able to understand and portray scientific information.

Demonstration Assessment of Light Emitting Diode (LED) Residential Downlights and Undercabinet Lights in the Lane County Tour of Homes, Eugene, Oregon

SciTech Connect (OSTI)

In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOEs Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics eW Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical illuminance measurements taken on the walls, indicating better lateral dispersion of the light. The undercabinet fixtures light output was midway between the low and high power halogen undercabinet fixture light outputs (35.8 foot candle versus 13.4 fc and 53.4 fc) but it produced a more uniform light (max/min ratio of 7.0 versus 10.8). The color correlated temperature (CCT, the blue or yellowness) of the LED light correlated well with the halogen and incandescent lights (2675 K vs 2700 K). The color rendering of the LED downlight also correlated well at 92 CRI compared to 100 CRI for the halogen and incandescent lamps. The LED undercabinet fixture had measures of 2880 K CCT and 71 CRI compared to the 2700 K and 100 CRI scores for the halogen undercabinet fixture. Builders who toured the homes were surveyed; they gave the LED downlight high marks for brightness, said the undercabinet improved shadows and glare and said both products improved overall visibility, home appearance, and home value. Paybacks on the LED downlight ranged from 7.6 years (assuming electricity cost of 11 c/kWh) to 13.5 years (at 5C/kWh). Paybacks on the LED undercabinet fixture in a new home ranged from 4.4 years (11c/kWh electricity) to 7.6 years (5c/kWh) based on product costs of $95 per LED downlight and $140 per LED undercabinet fixture at 3 hrs per day of usage for the downlight and 2 hrs per day for the undercabinet lighting.

Science into art: A study of the creative process

Objective was to examine the creative process, demonstrated by 5 student participants in a class at the Art Center College of Design in Pasadena CA, from the germ of the creative idea through the final creative product. The students, drawn from classes sponsored by LLNL, were assigned the problem of representing ``big`` science, as practiced at LLNL, in a graphic, artistic, or multimedia product. As a result of this study, it was discovered that the process of creativity with these students was not linear in nature, nor did it strictly follow the traditional creativity 5-step schema of preparation, incubation, insight, evaluation, and elaboration. Of particular interest were several emergent themes of the creative process: spontaneous use of metaphor to describe the Laboratory; a general lack of interest in ``school`` science or mathematics by the American art students; a well developed sense of conscience; and finally, the symbolism inherent in the repeated use of a single artistic element. This use of the circle revealed a continuity of thinking and design perhaps related to the idealistic bias mentioned above.

Scientists and artists: ""Hey! You got art in my science! You got science on my art

SciTech Connect (OSTI)

The pairing of science and art has proven to be a powerful combination since the Renaissance. The combination of these two seemingly disparate disciplines ensured that even complex scientific theories could be explored and effectively communicated to both the subject matter expert and the layman. In modern times, science and art have frequently been considered disjoint, with objectives, philosophies, and perspectives often in direct opposition to each other. However, given the technological advances in computer science and high fidelity 3-D graphics development tools, this marriage of art and science is once again logically complimentary. Art, in the form of computer graphics and animation created on supercomputers, has already proven to be a powerful tool for improving scientific research and providing insight into nuclear phenomena. This paper discusses the power of pairing artists with scientists and engineers in order to pursue the possibilities of a widely accessible lightweight, interactive approach. We will use a discussion of photo-realism versus stylization to illuminate the expected beneficial outcome of such collaborations and the societal advantages gained by a non-traditional pa11nering of these two fields.

Generalized Galilean Genesis

E-Print Network [OSTI]

The galilean genesis scenario is an alternative to inflation in which the universe starts expanding from Minkowski in the asymptotic past by violating the null energy condition stably. Several concrete models of galilean genesis have been constructed so far within the context of galileon-type scalar-field theories. We give a generic, unified description of the galilean genesis scenario in terms of the Horndeski theory, i.e., the most general scalar-tensor theory with second-order field equations. In doing so we generalize the previous models to have a new parameter (denoted by {\\alpha}) which results in controlling the evolution of the Hubble rate. The background dynamics is investigated to show that the generalized galilean genesis solution is an attractor, similarly to the original model. We also study the nature of primordial perturbations in the generalized galilean genesis scenario. In all the models described by our generalized genesis Lagrangian, amplification of tensor perturbations does not occur as ...

Generalized Fusion Potentials

E-Print Network [OSTI]

Recently, DiFrancesco and Zuber have characterized the RCFTs which have a description in terms of a fusion potential in one variable, and proposed a generalized potential to describe other theories. In this note we give a simple criterion to determine when such a generalized description is possible. We also determine which RCFTs can be described by a fusion potential in more than one variable, finding that in fact all RCFTs can be described in such a way, as conjectured by Gepner.

Generalized Concatenated Quantum Codes

E-Print Network [OSTI]

We introduce the concept of generalized concatenated quantum codes. This generalized concatenation method provides a systematical way for constructing good quantum codes, both stabilizer codes and nonadditive codes. Using this method, we construct families of new single-error-correcting nonadditive quantum codes, in both binary and nonbinary cases, which not only outperform any stabilizer codes for finite block length, but also asymptotically achieve the quantum Hamming bound for large block length.

Wind power forecasting : state-of-the-art 2009.

SciTech Connect (OSTI)

Many countries and regions are introducing policies aimed at reducing the environmental footprint from the energy sector and increasing the use of renewable energy. In the United States, a number of initiatives have been taken at the state level, from renewable portfolio standards (RPSs) and renewable energy certificates (RECs), to regional greenhouse gas emission control schemes. Within the U.S. Federal government, new energy and environmental policies and goals are also being crafted, and these are likely to increase the use of renewable energy substantially. The European Union is pursuing implementation of its ambitious 20/20/20 targets, which aim (by 2020) to reduce greenhouse gas emissions by 20% (as compared to 1990), increase the amount of renewable energy to 20% of the energy supply, and reduce the overall energy consumption by 20% through energy efficiency. With the current focus on energy and the environment, efficient integration of renewable energy into the electric power system is becoming increasingly important. In a recent report, the U.S. Department of Energy (DOE) describes a model-based scenario, in which wind energy provides 20% of the U.S. electricity demand in 2030. The report discusses a set of technical and economic challenges that have to be overcome for this scenario to unfold. In Europe, several countries already have a high penetration of wind power (i.e., in the range of 7 to 20% of electricity consumption in countries such as Germany, Spain, Portugal, and Denmark). The rapid growth in installed wind power capacity is expected to continue in the United States as well as in Europe. A large-scale introduction of wind power causes a number of challenges for electricity market and power system operators who will have to deal with the variability and uncertainty in wind power generation when making their scheduling and dispatch decisions. Wind power forecasting (WPF) is frequently identified as an important tool to address the variability and uncertainty in wind power and to more efficiently operate power systems with large wind power penetrations. Moreover, in a market environment, the wind power contribution to the generation portofolio becomes important in determining the daily and hourly prices, as variations in the estimated wind power will influence the clearing prices for both energy and operating reserves. With the increasing penetration of wind power, WPF is quickly becoming an important topic for the electric power industry. System operators (SOs), generating companies (GENCOs), and regulators all support efforts to develop better, more reliable and accurate forecasting models. Wind farm owners and operators also benefit from better wind power prediction to support competitive participation in electricity markets against more stable and dispatchable energy sources. In general, WPF can be used for a number of purposes, such as: generation and transmission maintenance planning, determination of operating reserve requirements, unit commitment, economic dispatch, energy storage optimization (e.g., pumped hydro storage), and energy trading. The objective of this report is to review and analyze state-of-the-art WPF models and their application to power systems operations. We first give a detailed description of the methodologies underlying state-of-the-art WPF models. We then look at how WPF can be integrated into power system operations, with specific focus on the unit commitment problem.

Generalized coherent states

E-Print Network [OSTI]

In the coherent state of the harmonic oscillator, the probability density is that of the ground state subjected to an oscillation along a classical trajectory. Senitzky and others pointed out that there are states of the harmonic oscillator corresponding to an identical oscillatory displacement of the probability density of any energy eigenstate. These generalizations of the coherent state are rarely discussed, yet they furnish an interesting set of quantum states of light that combine features of number states and coherent states. Here we give an elementary account of the quantum optics of generalized coherent states.

Generalization of Conformal Transformations

E-Print Network [OSTI]

Conformal transformations of a Euclidean (complex) plane have some kind of completeness (sufficiency) for the solution of many mathematical and physical-mathematical problems formulated on this plane. There is no such completeness in the case of Euclidean, pseudo-Euclidean and polynumber spaces of dimension greater than two. In the present paper we show that using the concepts of analogical geometries allows us to generalize conformal transformations not only to the case of Euclidean or pseudo-Euclidean spaces, but also to the case of Finsler spaces, analogous to the spaces of affine connectedness. Examples of such transformations in the case of complex and hypercomplex numbers H_4 are presented. In the general case such transformations form a group of transitions, the elements of which can be viewed as transitions between projective Euclidean geometries of a distinguished class fixed by the choice of metric geometry admitting affine coordinates. The correlation between functions realizing generalized conformal transformations and generalized analytical functions can appear to be productive for the solution of fundamental problems in theoretical and mathematical physics.

Solar 2 Green Energy, Arts & Education Center

SciTech Connect (OSTI)

The Solar 2 Green Energy, Arts and Education Center is an 8,000 sq.ft. demonstration project that will be constructed to Platinum LEED certification and will be the first carbon-neutral, net-zero energy use public building in New York City, giving it local and national appeal. Employing â??greenâ? building features and holistic engineering practices throughout its international award-winning design, Solar 2 will be powered by a 90kW photovoltaic (PV) array in conjunction with a geothermal heating and cooling system and a high efficient design that seeks to reduce the overall energy load of the building. Solar 2 will replace our current 500 sq.ft. prototype facility - known as Solar 1 - as the educational and cultural centerpiece of a five-block public greenway on the East River in Stuyvesant Cove Park, located along two acres of public riverfront on a newly reclaimed, former brownfield in lower Manhattan. Designed as a public-use complex for year-round environmental education exhibits and onsite activities for all ages and backgrounds, Solar 2 will demonstrate energy-efficiency technologies and sustainable environmental practices available now to all urban residents, eco-tourists, teachers, and students alike. Showcasing one of Solar 2â??s most striking design elements is the PV roof array with a caf?© and river vistas for miles of New York Cityâ??s skylines. Capping the building as a solar-powered landmark, and visible from the FDR Drive, the PV array is also designed to provide visitors below a view of the solar roof when standing outside, as well as directly underneath it. Recognized by an international jury of architects, civil engineers and urban designers by the Swiss-based Holcim Foundation, the Solar 2 design was awarded the prestigious Holcim North American 2008 Gold Award for Sustainable Construction for â??innovative, future-oriented and tangible sustainable construction projects,â? selected from more than 1900 entries. Funding from the Department of Energy was provided to assist with the ongoing design work of Solar 2, including architecture, engineering and the development of construction specifications. The work performed during the project period brought this process as far along as it could go pending the raising of funds to begin construction of the building. Once those funds are secured, we will finalize any additional details needed before beginning the bidding process and then moving into construction. DOEâ??s funding was extremely valuable in helping Solar One determine the feasibility of a net-zero construction on the site and allowed for the design to project to meet the high standards necessary for LEED Platinum status.

Generalized constructive tree weights

SciTech Connect (OSTI)

The Loop Vertex Expansion (LVE) is a quantum field theory (QFT) method which explicitly computes the Borel sum of Feynman perturbation series. This LVE relies in a crucial way on symmetric tree weights which define a measure on the set of spanning trees of any connected graph. In this paper we generalize this method by defining new tree weights. They depend on the choice of a partition of a set of vertices of the graph, and when the partition is non-trivial, they are no longer symmetric under permutation of vertices. Nevertheless we prove they have the required positivity property to lead to a convergent LVE; in fact we formulate this positivity property precisely for the first time. Our generalized tree weights are inspired by the Brydges-Battle-Federbush work on cluster expansions and could be particularly suited to the computation of connected functions in QFT. Several concrete examples are explicitly given.

Extremal generalized quantum measurements

E-Print Network [OSTI]

A measurement on a section K of the set of states of a finite dimensional C*-algebra is defined as an affine map from K to a probability simplex. Special cases of such sections are used in description of quantum networks, in particular quantum channels. Measurements on a section correspond to equivalence classes of so-called generalized POVMs, which are called quantum testers in the case of networks. We find extremality conditions for measurements on K and characterize generalized POVMs such that the corresponding measurement is extremal. These results are applied to the set of channels. We find explicit extremality conditions for two outcome measurements on qubit channels and give an example of an extremal qubit 1-tester such that the corresponding measurement is not extremal.

A Generalized Deletion Machine

E-Print Network [OSTI]

In this work we prescribe a more generalized quantum-deleting machine (input state dependent). The fidelity of deletion is dependent on some machine parameters such that on alteration of machine parameters we get back to standard deleting machines. We also carried out a various comparative study of various kinds of quantum deleting machines. We also plotted graphs, making a comparative study of fidelity of deletion of the deletion machines, obtained as particular cases on changing the machine parameters of our machine.

Generalized qudit Choi maps

E-Print Network [OSTI]

Following the linear programming prescription of Ref. \\cite{PRA72}, the $d\\otimes d$ Bell diagonal entanglement witnesses are provided. By using Jamiolkowski isomorphism, it is shown that the corresponding positive maps are the generalized qudit Choi maps. Also by manipulating particular $d\\otimes d$ Bell diagonal separable states and constructing corresponding bound entangled states, it is shown that thus obtained $d\\otimes d$ BDEW's (consequently qudit Choi maps) are non-decomposable in certain range of their parameters.

Ocean General Circulation Models

SciTech Connect (OSTI)

1. Definition of Subject The purpose of this text is to provide an introduction to aspects of oceanic general circulation models (OGCMs), an important component of Climate System or Earth System Model (ESM). The role of the ocean in ESMs is described in Chapter XX (EDITOR: PLEASE FIND THE COUPLED CLIMATE or EARTH SYSTEM MODELING CHAPTERS). The emerging need for understanding the Earths climate system and especially projecting its future evolution has encouraged scientists to explore the dynamical, physical, and biogeochemical processes in the ocean. Understanding the role of these processes in the climate system is an interesting and challenging scientific subject. For example, a research question how much extra heat or CO2 generated by anthropogenic activities can be stored in the deep ocean is not only scientifically interesting but also important in projecting future climate of the earth. Thus, OGCMs have been developed and applied to investigate the various oceanic processes and their role in the climate system.

Generalized Multicoincidence Analysis Methods

SciTech Connect (OSTI)

The ability to conduct automated trace radionuclide analysis at or near the sample collection point would provide a valuable tool for emergency response, nuclear forensics and environmental monitoring. Pacific Northwest National Laboratory is developing systems for this purpose based on dual gamma-ray spectrometers, e.g. NaI(TI) or HPGe, combined with thin organic scintillator sensors to detect light charged particles. Translating the coincident signatures recorded by these systems, which include , and , into the concentration of detectable radionuclides in the sample requires generalized multicoincidence analysis tools. The development and validation of the Coincidence Lookup Library, which currently contains the probabilities of single and coincidence signatures from more than 420 isotopes, is described. Also discussed is a method to calculate the probability of observing a coincidence signature which incorporates true coincidence summing effects. These effects are particularly important for high-geometric-efficiency detection systems. Finally, a process for validating the integrated analysis software package is demonstrated using GEANT 4 simulations of the prototype detector systems.

In 1984 electron beam melting and refining appear poised for an important new growth phase. The driving force for this phase is improved production economics made possible by technological advances. There is also a new and exciting growth application for electron beam melting: its use for surface properties beneficiation. This article is based in part on the content of the Conference on Electron Beam Melting and Refining, The State-of-the-Art 1983, held in November 1983 in Reno, Nevada.

Blind shaft drilling: The state of the art

SciTech Connect (OSTI)

This report discusses the ``Art`` of blind shaft drilling which has been in a continual state of evolution at the Nevada Test Site (NTS) since the start of underground testing in 1957. Emplacement holes for nuclear devices are still being drilled by the rotary drilling process, but almost all the hardware and systems have undergone many changes during the intervening years. Blind shaft drilling and tunnel construction technologies received increased emphasis with the signing of the LTBT in 1963.

OLEDS FOR GENERAL LIGHTING

SciTech Connect (OSTI)

The goal of this program was to reduce the long term technical risks that were keeping the lighting industry from embracing and developing organic light-emitting diode (OLED) technology for general illumination. The specific goal was to develop OLEDs for lighting to the point where it was possible to demonstrate a large area white light panel with brightness and light quality comparable to a fluorescence source and with an efficacy comparable to that of an incandescent source. it was recognized that achieving this would require significant advances in three area: (1) the improvement of white light quality for illumination, (2) the improvement of OLED energy efficiency at high brightness, and (3) the development of cost-effective large area fabrication techniques. The program was organized such that, each year, a ''deliverable'' device would be fabricated which demonstrated progress in one or more of the three critical research areas. In the first year (2001), effort concentrated on developing an OLED capable of generating high illumination-quality white light. Ultimately, a down-conversion method where a blue OLED was coupled with various down-conversion layers was chosen. Various color and scattering models were developed to aid in material development and device optimization. The first year utilized this approach to deliver a 1 inch x 1 inch OLED with higher illumination-quality than available fluorescent sources. A picture of this device is shown and performance metrics are listed. To their knowledge, this was the first demonstration of true illumination-quality light from an OLED. During the second year, effort concentrated on developing a scalable approach to large area devices. A novel device architecture consisting of dividing the device area into smaller elements that are monolithically connected in series was developed. In the course of this development, it was realized that, in addition to being scalable, this approach made the device tolerant to the most common OLED defect--electrical shorts. This architecture enabled the fabrication of a 6 inch x 6 inch OLED deliverable for 2002. A picture of this deliverable is shown and the performance metrics are listed. At the time, this was the highest efficiency, highest lumen output illumination-quality OLED in existence. The third year effort concentrated on improving the fabrication yield of the 6 inch x 6 inch devices and improving the underlying blue device efficiency. An efficiency breakthrough was achieved through the invention of a new device structure such that now 15 lumen per watt devices could be fabricated. A 2 feet x 2 feet OLED panel consisting of sixteen 6 inch x 6 inch high efficiency devices tiled together was then fabricated. Pictures of this panel are shown with performance metrics listed. This panel met all project objectives and was the final deliverable for the project. It is now the highest efficiency, highest lumen output, illumination-quality OLED in existence.

Extremality conditions for generalized channels

E-Print Network [OSTI]

A generalized channel is a completely positive map that preserves trace on a given subspace. We find conditions under which a generalized channel with respect to a positively generated subspace J is an extreme point in the set of all such generalized channels. As a special case, this yields extremality conditions for quantum protocols. In particular, we obtain new extremality conditions for quantum 1-testers with 2 outcomes, which correspond to yes/no measurements on the set of quantum channels.

Dynamics of generalized tachyon field

E-Print Network [OSTI]

We investigate the dynamics of generalized tachyon field in FRW spacetime. We obtain the autonomous dynamical system for the general case. Because the general autonomous dynamical system cannot be solved analytically, we discuss two cases in detail: $\\beta=1$ and $\\beta=2$. We find the critical points and study their stability. At these critical points, we also consider the stability of the generalized tachyon field, which is as important as the stability of critical points. Geothermal well log interpretation state of the art. Final report

SciTech Connect (OSTI)

An in-depth study of the state of the art in Geothermal Well Log Interpretation has been made encompassing case histories, technical papers, computerized literature searches, and actual processing of geothermal wells from New Mexico, Idaho, and California. A classification scheme of geothermal reservoir types was defined which distinguishes fluid phase and temperature, lithology, geologic province, pore geometry, salinity, and fluid chemistry. Major deficiencies of Geothermal Well Log Interpretation are defined and discussed with recommendations of possible solutions or research for solutions. The Geothermal Well Log Interpretation study and report has concentrated primarily on Western US reservoirs. Geopressured geothermal reservoirs are not considered.

Characterization Report for the David Witherspoon Screen Art Site

SciTech Connect (OSTI)

The U.S. Department of Energy (DOE) Oak Ridge Office (ORO) of Environmental Management (EM) requested the technical assistance of Oak Ridge Institute for Science and Education (ORISE) to characterize a tract of land associated with the David Witherspoon, Incorporated (DWI) Volunteer Equipment and Supply Company (VESC). This tract of land (hereinafter referred to as Screen Arts) is located in the Vestal Community in the 2000-block of Maryville Pike in south Knoxville, Tennessee, as shown in Figure A-1. This tract of land has been used primarily to store salvaged equipment and materials for resale, recycle, or for disposal in the former landfill once operated by DWI. The DWI Site industrial landfill and metal recycling business had been permitted by the Tennessee Division of Radiological Health to accept low-level radiologically contaminated metals. DWI received materials and equipment associated with operations from DOE sites, including those in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio. It is likely that items stored at Screen Arts may have contained some residual radiological materials.

Louisiana Title V General Permits

SciTech Connect (OSTI)

Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.
