    While international nonproliferation and arms control verification capabilities have their foundations in physical and chemical sensors, state declarations, and on-site inspections, verification experts are beginning to consider the importance of open source data to complement and support traditional means of verification. One of those new, and increasingly expanding, sources of open source information is social media, which can be ingested and understood through social media analytics (SMA). Pacific Northwest National Laboratory (PNNL) is conducting research to further our ability to identify, visualize, and fuse social media data to support nonproliferation and arms control treaty verification efforts. This paper will describe our preliminary research to examine social media signatures of nonproliferation or arms control proxy events. We will describe the development of our preliminary nonproliferation and arms control proxy events, outline our initial findings, and propose ideas for future work.

    Traditional arms control treaty verification activities typically involve a combination of technical measurements via physical and chemical sensors, state declarations, political agreements, and on-site inspections involving international subject matter experts. However, the ubiquity of the internet, and the electronic sharing of data that it enables, has made available a wealth of open source information with the potential to benefit verification efforts. Open source information is already being used by organizations such as the International Atomic Energy Agency to support the verification of state-declared information, prepare inspectors for in-field activities, and to maintain situational awareness . The recent explosion in social media use has opened new doors to exploring the attitudes, moods, and activities around a given topic. Social media platforms, such as Twitter, Facebook, and YouTube, offer an opportunity for individuals, as well as institutions, to participate in a global conversation at minimal cost. Social media data can also provide a more data-rich environment, with text data being augmented with images, videos, and location data. The research described in this paper investigates the utility of applying social media signatures as potential arms control and nonproliferation treaty verification tools and technologies, as determined through a series of case studies. The treaty relevant events that these case studies touch upon include detection of undeclared facilities or activities, determination of unknown events recorded by the International Monitoring System (IMS), and the global media response to the occurrence of an Indian missile launch. The case studies examine how social media can be used to fill an information gap and provide additional confidence to a verification activity. The case studies represent, either directly or through a proxy, instances where social media information may be available that could potentially augment the evaluation

    In the last ten years, since the break-up of the Soviet Union, remarkable progress in arms control and disarmament has occurred. The Nuclear Non-Proliferation Treaty (NPT), the completion of the Comprehensive Test Ban Treaty (CTBT), and the Chemical Weapons Treaty (CWC) are indicative of the great strides made in the non- proliferation arena. Simultaneously, the Intermediate Nuclear Forces Treaty (INF), the Conventional Forces Treaty in Europe (CFE), and the Strategic Arms Reduction Treaties (START), all associated with US-Soviet Union (now Russia) relations have assisted in redefining European relations and the security landscape. Finally, it now appears that progress is in the offing in developing enhanced compliance measures for the Biological and Toxin Weapons Convention (BTWC). In sum, all of these achievements have set the stage for the next round of arms control activities, which may lead to a much broader, and perhaps more diffused multilateral agenda. In this new and somewhat unpredictable international setting, arms control and disarmament issues will require solutions that are both more creative and innovative than heretofore.

    International security requires reductions in the quantity and availability of catastrophic weaponry. Arms control negotiators are responding to this challenge by finalizing pivotal new initiatives. This progress should, however, be met with more than mere applause--the implications of arms control must be understood, potential problems must be identified, and solutions must be proposed. In this Article, the authors examine an issue raised by the strategic Arms Reduction Treaty (START) and the Chemical Weapons Convention (CWC): how to verify compliance while protecting confidential business information (CBI). The concern is that the verification of arms control treaties requires the ability to investigate private industrial activities, and that this requirement risks revelation of valuable information in an uncertain legal environment. Since cooperation from the private sector is essential to the implementation of these treaties, methods must be devised to assure industries of the sanctity of their commercial information. The Article consists of three additional parts. Part 2 describes in detail the modalities of arms control verification, focusing on two recently signed agreements: the Strategic Arms Reduction Treaty and the Chemical Weapons Convention. Parts 3 and 4 address the threat that verifying these treaties poses to the confidentiality of valuable information. Part 3 considers problems of CBI loss due to the activities of inspectors and officials gaining access to private information. Part 4 considers the possibility that CBI will be lost due to the operation of US law. Each part suggests strategies to protect CBI and provides examples of relevant federal legislation.

    During the January 1994 Summit Presidents Clinton and Yeltsin agreed on the goal of ensuring the ``transparency and irreversibility`` of the nuclear arms reduction process. As a result, negotiations are presently underway between the United States Government and the Russian Federation to confirm the stockpiles of plutonium and highly enriched uranium removed from nuclear weapons. In December 1994 the United States presented a paper to the Russian Federation proposing additional measures to provide broader transparency of nuclear arms reduction. The US Department of Energy is studying the implementation of these broader transparency measures at appropriate DOE facilities. The results of the studies include draft protocols for implementation, assessments of the implementation procedures and the impacts on the facilities and estimates of the cost to implement these measures at various facilities.

    The Treaty on Conventional Forces in Europe (CFE) was signed in November 1990 by sixteen nations, members of the North Atlantic Treaty Organization (NATO), and six nations, members of the Warsaw Treaty Organization (WTO). It was resigned to prevent a major surprise attack in Europe by the conventional forces of one Treaty Organization against those of the other and was the first major arms control treaty to address conventional weapons. This paper focuses on how CFE adapted to changes in the military-political situation in Europe which occurred after 1990 and failed to adapt to others. Suggestions are offered on how it might be changed to make it more relevant under these changed conditions.

    The pounding of the gavel in the Senate Foreign Relations Committee hearing room on Tuesday served as the starting gun signaling the beginning of the Senate's race toward a July finish line: US ratification of the chemical weapons treaty. President Clinton sent the treaty to Congress for Senate consent to ratification and for House and Senate approval of implementing legislation soon after the US signed it on Jan. 13. But the crush of other Congressional business--domestic legislation and other arms control agreements--has, in the words of one Congressional staffer, kept this accord off the members' radar screens.'' That is, until this week, when the Senate Foreign Relations Committee held its first in a series of hearings on the Chemical Weapons Convention (CWC). At the hearing, top officials from the State Department and the Arms Control Disarmament Agency offered an overview of the treaty and US obligations under it. After the committees get past a general understanding of the accord's requirements, they will begin probing for problems. Issues likely to be explored include the treaty's verifiability; its effect on industry, and especially whether confidential business information can be protected; the US's ability to meet the accord's chemical weapons destruction schedule; and Russia's ability to destroy its chemical stocks. Costs that the US will bear to support the international organization now being set up to implement and monitor the treaty, and financial aid to the Russians for destruction of their chemical arms, also will be scrutinized.

    The US-Russian Federation initiative to provide safeguards, transparency, and irreversibility (STI) of nuclear arms reductions has been emphasized by several Presidential Joint Summit Statements as well as various agreements between the two parties. Beginning with the US and Russian Federation agreement in March, 1994, to host reciprocal inspections to confirm the stockpiles of plutonium removed from nuclear weapons, the US and Russia have been negotiating an STI regime to increase the transparency and irreversibility of nuclear arms reduction. In December, 1994, the US presented a paper to the Russian Federation proposing a regime of specific transparency measures to provide broader transparency and irreversibility of nuclear arms reductions. Presently the US considers STI to consist of the following measures: (1) agreement for cooperation (AFC); (2) stockpile data exchange agreement (SDEA); (3) mutual reciprocal inspections (MRI); (4) spot checks to confirm data exchanges (SC); and (5) limited Chain of Custody of Warheads Being Dismantled (LCC). The US and Russian have begun negotiations, which are in various stages of progress, on the first three of these measures. This paper will present a brief historical background of STI and discuss the transparency measures including the status of negotiation for each of the measures.

With the negotiations of New START, there has been much speculation that a tactical nuclear weapons treaty should be included in the follow on to New START. This paper examines the current policy environment related to tactical weapons and some of the issues surrounding the definition of tactical nuclear weapons. We then map out the steps that would need to be taken in order to begin discussions on a tactical nuclear weapons treaty. These steps will review the potential role of the IAEA in verification of a tactical nuclear weapons treaty. Specifically, does IAEA involvement in various arms control treaties serve as a useful roadmap on how to overcome some of the issues pertaining to a tactical nuclear weapons treaty?

    In January 1986, the Soviet Union's Mikhail Gorbachev proposed elimination of all nuclear weapons by the year 2000. In April of that year, Mr. Gorbachev proposed substantial reductions of conventional weapons in Europe, from the Atlantic Ocean to the Ural Mountains, including reductions in operational-tactical nuclear weapons. In May 1986, the North Atlantic Treaty Organization (NATO) responded with the Brussels Declaration on Conventional Arms Control,'' which indicated readiness to open East/West discussions on establishing a mandate for negotiating conventional arms control throughout Europe. The Group of 23,'' which met in Vienna beginning in February 1987, concluded the meeting in January 1989 with a mandate for the Conventional Armed Forced in Europe (CFE) negotiations. On 6 March 1989, CFE talks began, and these talks have continued through six rounds (as of April 1990). Although US President George Bush, on 30 May 1989, called for agreement within six months to a year, and the Malta meeting of December 1989 called for completion of a CFE agreement by the end of 1990, much remains to be negotiated. This report provides three types of information. First, treaty provisions brought to the table by both sides are compared. Second, on the basis of these provisions, problem areas for each of the provision elements are postulated and possible scenarios for resolving these problem areas are developed. Third, the scenarios are used as requirements for tasks assigned program elements for possible US implementation of a CFE treaty. As progress is achieved during the negotiations, this report could be updated, as necessary, in each of the areas to provide a continuing systematic basis for program implementation and technology development. 8 refs.

    This paper analyzes the first extended effort to limit arms in the history of the United States. The author adopts a broad international approach in its examination of the naval arms limitation process that culminated with treaties intended to end the naval competition between the United States, Great Britain, and Japan--the Washington treaties of 1922, the London Treaty of 1930, and the London Treaty of 1936. The author focuses on the following questions in presenting the history and analysis of these treaties: what motivated the U.S. to pursue naval limitation; what did American decisionmakers hope and expect the treaties to achieve; what was the impact of domestic politics on the negotiations and their outcomes; how did negotiators address the problem of verification; and what was the impact of the treaties on naval doctrine and deployment The author has based this study on the premise that a systematic study of prenuclear ideas and events can improve our understanding of the relationship between arms limitation and national security. The author draws comparisons and contrasts between arms limitation during the interwar years and arms control in the nuclear age, offering specific, direct, and compelling considerations of the relevance of the interwar experience to contemporary arms negotiations.

    Presidents Obama and Medvedev in April 2009 committed to a continuing process of step-by-step nuclear arms reductions beyond the new START treaty that was signed April 8, 2010 and to the eventual goal of a world free of nuclear weapons. In addition, the US Nuclear Posture review released April 6, 2010 commits the US to initiate a comprehensive national research and development program to support continued progress toward a world free of nuclear weapons, including expanded work on verification technologies and the development of transparency measures. It is impossible to predict the specific directions that US-RU nuclear arms reductions will take over the 5-10 years. Additional bilateral treaties could be reached requiring effective verification as indicated by statements made by the Obama administration. There could also be transparency agreements or other initiatives (unilateral, bilateral or multilateral) that require monitoring with a standard of verification lower than formal arms control, but still needing to establish confidence to domestic, bilateral and multilateral audiences that declared actions are implemented. The US Nuclear Posture Review and other statements give some indication of the kinds of actions and declarations that may need to be confirmed in a bilateral or multilateral setting. Several new elements of the nuclear arsenals could be directly limited. For example, it is likely that both strategic and nonstrategic nuclear warheads (deployed and in storage), warhead components, and aggregate stocks of such items could be accountable under a future treaty or transparency agreement. In addition, new initiatives or agreements may require the verified dismantlement of a certain number of nuclear warheads over a specified time period. Eventually procedures for confirming the elimination of nuclear warheads, components and fissile materials from military stocks will need to be established.     A Fissile Material Cutoff Treaty (FMCT) would ban the production of fissile material - in practice highly-enriched uranium and separated plutonium - for weapons. It has been supported by strong majorities in the United Nations. After it comes into force, newly produced fissile materials could only be produced under international - most likely International Atomic Energy Agency - monitoring. Many non-weapon states argue that the treaty should also place under safeguards pre-existing stocks of fissile material in civilian use or declared excess for weapons so as to make nuclear-weapons reductions irreversible. This paper discusses the scope of the FMCT, the ability to detect clandestine production and verification challenges in the nuclear-weapons states.

    This paper argues that intelligence support is critical to the success of arms control. It identifies and describes the roles of intelligence in the arms control process, describes the existing intelligence organizational structure for arms control support, and identifies and analyzes issues. The roles include support to policy formulation, support to treaty negotiation, support to ratification, and finally, during verification, support for the implementation of the treaty through monitoring. The Director of Central Intelligence is responsible for monitoring, while the Arms Control and Disarmament Agency has responsibility for verification. Adjudication of conflicting interpretations occurs within the NSC committee structure. For several reasons, intelligence cannot be expected to do the actual verification of an arms control treaty. Most importantly, determination of an acceptable degree of confidence is always a political issue, although based on military judgement. Assigning intelligence responsibility for monitoring, rather than verification, helps to limit the politicization of intelligence. Issues identified during the research for this paper were analyzed within three subgroups: those inherent in the intelligence discipline; these must be managed successfully to limit adverse impact on intelligence products. Second, issues and challenges inherent in arms control bureaucratic relationships; these are best managed by keeping separate the actual monitoring analysis and verification this gives the West justification for caution, and reinforces the need for continued emphasis on verification.

    On November 13, 2003 the INMM hosted a workshop in Washington, DC entitled “The Implications of a New Era in Arms Control on Regional Nonproliferation and Nuclear Materials Management.” In this paper we summarize the workshop’s highlights and provide our analysis of the dominant themes. Ambassador Linton Brooks, Administrator of the National Nuclear Security Agency (NNSA), delivered the keynote address and focused on four points that are key to understanding the new era: • The demise of traditional East/West arms control; • The new strategic relationship between Russia and the United States; • The blurring of the distinction between nonproliferation and counter-terrorism; • The growing recognition that the nonproliferation regime is no longer adequate and needs to be strengthened. He issued a set of challenges to the workshop participants: if his premises were right, what should replace the lexicon of arms control? He described a four-part strategy for nuclear materials protection in Russia, and asked if that model should be replicated globally - potentially by leveraging the new relationship with Russia. Should it be through the IAEA, bilaterally, or some other mechanism? Asserting that the old Nonproliferation Treaty regime was inadequate, he asked what should replace it, and how do we bring it about? Three panel discussions were presented: • Implications of a New Era in US/Russia Arms Control Agreements • Implications of a New in Arms Control Upon Regional Nuclear Nonproliferation: South Asia/East Asia/Middle East • Nuclear Materials Management in a New Era of Arms Control In the first panel, Daryl Kimball, Executive Director of the Arms Control Association argued that arms control agreements provided predictability in the reduction of arms, and had been successful in advancing the methods of verification.     Using the decades of experience of developing concepts and technologies for verifying bilateral and multilateral arms control agreements, a broad conceptual systems approach is being developed that takes into account varying levels of information and risk. The IAEA has already demonstrated the applicability of a systems approach by implementing safeguards at the State level, with acquisition path analysis as the key element. In order to test whether such an approach could also be implemented for arms control verification, an exercise was conducted in November 2014 at the JRC ITU Ispra. Based on the scenario of a hypothetical treaty between two model nuclear weapons states aimed at capping their nuclear arsenals at existing levels, the goal of this exercise was to explore how to use acquisition path analysis in an arms control context. Our contribution will present the scenario, objectives and results of this exercise, and attempt to define future workshops aimed at further developing verification measures that will deter or detect treaty violations.

    Nuclear weapon arms control treaty verification is a key aspect of any agreement between signatories to establish that the terms and conditions spelled out in the treaty are being met. Historically, arms control negotiations have focused more on the rules and protocols for reducing the numbers of warheads and delivery systems - sometimes resorting to complex and arcane procedures for counting forces - in an attempt to address perceived or real imbalances in a nation's strategic posture that could lead to instability. Verification procedures are generally defined in arms control treaties and supporting documents and tend to focus on technical means and measures designed to ensure that a country is following the terms of the treaty and that it is not liable to engage in deception or outright cheating in an attempt to circumvent the spirit and the letter of the agreement. As the Obama Administration implements the articles, terms, and conditions of the recently ratified and entered-into-force New START treaty, there are already efforts within and outside of government to move well below the specified New START levels of 1550 warheads, 700 deployed strategic delivery vehicles, and 800 deployed and nondeployed strategic launchers (Inter-Continental Ballistic Missile (ICBM) silos, Submarine-Launched Ballistic Missile (SLBM) tubes on submarines, and bombers). A number of articles and opinion pieces have appeared that advocate for significantly deeper cuts in the U.S. nuclear stockpile, with some suggesting that unilateral reductions on the part of the U.S. would help coax Russia and others to follow our lead. Papers and studies prepared for the U.S. Department of Defense and at the U.S. Air War College have also been published, suggesting that nuclear forces totaling no more than about 300 warheads would be sufficient to meet U.S. national security and deterrence needs.     Cosmic ray muon imaging has been studied for the past several years as a possible technique for nuclear warhead inspection and verification as part of the New Strategic Arms Reduction Treaty between the United States and the Russian Federation. The Los Alamos team has studied two different muon imaging methods for this application, using detectors on two sides and one side of the object of interest. In this report we present results obtained on single sided imaging of configurations aimed at demonstrating the potential of this technique for counting nuclear warheads in place with detectors above the closed hatch of a ballistic missile submarine.

    About 30 specialists in non-proliferation participated in a workshop to explore ideas for US Government preparatory steps leading to the 1995 Nuclear Non-Proliferation Treaty (NPT) Extension Conference. To that end, workshop sessions were devoted to reviewing the lessons learned from previous Review Conferences, discussing the threats to the non-proliferation regime together with ways of preserving and strengthening it, and examining the management of international nuclear commerce. A fundamental premise shared by workshop participants was that extension of the NPT is immensely important to international security. The importance of stemming proliferation and, more specifically, extending the Treaty, is growing as a result of the significant changes in the world. If the conferees of the Extension Conference decide on no extension or extension for a short limited duration, some technically advanced states that have foregone development of nuclear weapons may begin to rethink their options. Also, other arms control measures, such as the Chemical Weapons Convention, could start to unravel. The US must provide strong international leadership to ensure that the Extension Conference is a success, resulting in Treaty extension, perhaps through successive terms, into the indefinite future. Workshop participants were struck by the urgent need for the US to take organizational steps so that it is highly effective in its advance preparations for the Extension Conference. Moreover, the Extension Conference provides both a challenge and an opportunity to mold a cohesive set of US policy actions to define the future role of nuclear weapons and combat their proliferation.

    Under the Columbia River Treaty (Treaty or CRT) of 1964, Canada and the United States (U.S.) jointly regulate and manage the Columbia River as it flows from British Columbia into the U.S. The Treaty has provided substantial flood control and power generation benefits to both nations. The Treaty established Canadian and U.S. Entities as implementing agents for each government. British Columbia Hydro and Power Authority (BC Hydro) was designated as the Canadian Entity. The Bonneville Power Administration (BPA) Administrator and the U.S. Army Corps of Engineers (Corps) Division Engineer, Northwestern Division, were designated as the U.S. Entity. The Canadian and U.S. Entities are empowered by their respective governments with broad discretion to implement the existing Columbia River Treaty. They are not, however, authorized to terminate, renegotiate, or otherwise modify the Treaty. In the U.S., authority over international treaties rests with the President, assisted in foreign relations and international negotiations by the Department of State and subject in certain cases to the advice and consent of the U.S. Senate. In Canada, international treaties are within the prerogative of the executive branch of the federal government. Under current policy, treaties are tabled in the House of Commons, and are subject to a waiting period before the executive branch brings the treaty into effect. In the case of the Columbia River Treaty, Canada has assigned certain rights and obligations relating to the Treaty to British Columbia pursuant to the Canada-B.C. Agreement. The Phase 1 report is provided to those respective governmental bodies to support possible independent and/or joint decisions that may be made with respect to the future of the Treaty.     A comprehensive ban on nuclear explosive testing is briefly characterized as an arms control initiative related to the Non-Proliferation Treaty. The work of monitoring for nuclear explosions uses several technologies of which the most important is seismology-a physics discipline that draws upon extensive and ever-growing assets to monitor for earthquakes and other ground-motion phenomena as well as for explosions. This paper outlines the basic methods of seismic monitoring within that wider context, and lists web-based and other resources for learning details. It also summarizes the main conclusions, concerning capability to monitor for test-ban treaty compliance, contained in a major study published in March 2012 by the US National Academy of Sciences.

    A robotic arm positionable within a nuclear vessel by access through a small diameter opening and having a mounting tube supported within the vessel and mounting a plurality of arm sections for movement lengthwise of the mounting tube as well as for movement out of a window provided in the wall of the mounting tube. An end effector, such as a grinding head or welding element, at an operating end of the robotic arm, can be located and operated within the nuclear vessel through movement derived from six different axes of motion provided by mounting and drive connections between arm sections of the robotic arm. The movements are achieved by operation of remotely-controllable servo motors, all of which are mounted at a control end of the robotic arm to be outside the nuclear vessel.

    The 2010 ratification of the New START Treaty has been widely regarded as a noteworthy national security achievement for both the Obama administration and the Medvedev-Putin regime, but deeper cuts are envisioned under future arms control regimes. Future verification needs will include monitoring the storage of warhead components and fissile materials and verifying dismantlement of warheads, pits, secondaries, and other materials. From both the diplomatic and technical perspectives, verification under future arms control regimes will pose new challenges. Since acceptable verification technology must protect sensitive design information and attributes, non-nuclear non-sensitive signatures may provide a significant verification tool without the use of additional information barriers. The use of electromagnetic signatures to monitor nuclear material storage containers is a promising technology with the potential to fulfill these challenging requirements. Research performed at Pacific Northwest National Laboratory (PNNL) has demonstrated that low frequency electromagnetic signatures of sealed metallic containers can be used to confirm the presence of specific components on a “yes/no” basis without revealing classified information. Arms control inspectors might use this technique to verify the presence or absence of monitored items, including both nuclear and non-nuclear materials. Although additional research is needed to study signature aspects such as uniqueness and investigate container-specific scenarios, the technique potentially offers a rapid and cost-effective tool to verify reduction and dismantlement of U.S. and Russian nuclear weapons.

The TDAM utilizes the Motorola DSP56001 Digital Signal Processor as a coprocessor and supports both the STD Bus and PC-AT Bus platforms. The TDAM is embedded within an Authenticated Data Communication Subsystem (ADCS) which provides transparent data authentication and communications, thereby concealing the details of securely authenticating and communicating compliance data and commands. The TDAM has been designed according to the NIST security guidelines for cryptographic modules.     The Nuclear Non-Proliferation Treaty (NPT) is the most important international security arrangement that we have that is protecting the world community and this has been true for many years. But it did not happen by accident, it is a strategic bargain in which 184 states gave up the right forever to acquire the most powerful weapon ever created in exchange for a commitment from the five states allowed to keep nuclear weapons under the NPT (U.S., U.K., Russia, France and China), to share peaceful nuclear technology and to engage in disarmament negotiations aimed at the ultimate elimination of their nuclear stockpiles. The most important part of this is the comprehensive nuclear test ban (CTBT); the thinking by the 184 NPT non-nuclear weapon states was and is that they understand that the elimination of nuclear weapon stockpiles is a long way off, but at least the NPT nuclear weapon states could stop testing the weapons. The CTBT has been ratified by 161 states but by its terms it can only come into force if 44 nuclear potential states ratify; 36 have of the 44 have ratified it, the remaining eight include the United States and seven others, most of whom are in effect waiting for the United States. No state has tested a nuclear weapon-except for complete outlier North Korea-in 15 years. There appears to be no chance that the U.S. Senate will approve the CTBT for ratification in the foreseeable future, but the NPT may not survive without it. Perhaps it is time to consider an interim measure, for the UN Security Council to declare that any future nuclear weapon test any time, anywhere is a 'threat to peace and security', in effect a violation of international law, which in today's world it clearly would be.

    Following victory in the Cold War, the Soviet threat that shaped United States` nuclear deterrent strategy for the past 40 years, is gone. That defined, monolithic threat has been replaced by a diverse array of new challenges including proliferation of nuclear, chemical and biological Weapons of Mass Destruction (WMD) among regional powers, rogue states and non-state actors. In the face of this emerging WMD threat, the United States is dismantling its chemical and biological weapons stockpile and remains committed to further reductions in its nuclear arsenal. Can a reduced U.S. nuclear weapons arsenal provide a credible deterrent to the growing threat posed by proliferation of WMD. Finally, in light of the current Revolution in Military Affairs (RMA), is it time to reduce our dependence on nuclear weapons and pursue other deterrent options.
