    The DOE Office of Fossil Energy had maintained a web site that was meant to provide useful business- and energy-related information about countries and regions of the world for exporters, project developers, and researchers. The site consisted of more than 130 country pages (organized into seven different world regions), with each country page having its own set of links to information sources about that country. There were also more than 30 Country Energy Overviews at the web site -- each of these was a comprehensive review of a specific country's entire energy situation, including sections on Energy Policy, Oil, Natural Gas, Coal, Hydroelectric/Renewables, Nuclear Power, Energy Transmission Infrastructure, Electricity, Electric Industry Overview, Environmental Activities, Privatization, Trade, and Economic Situation.     The Absheron Peninsula forms the extreme Eastern part of Azerbaijan and juts into the Caspian Sea. The region has a long history of oil and gas exploration, transport, and processing and includes a number of abandoned chemical plants that were used in the separation of iodine from formation waters. As a result of lax environmental standards during the Soviet era, the industrial activity has led to serious contamination from oils residues, heavy metals and naturally occurring radioactive materials (NORM). Radiometric surveys performed over a wide range of the Absheron Peninsula showed generally low NORM concentrations. However, radiation levels two to three orders of magnitude above background levels were detected at two abandoned iodine separation plants near the capital city, Baku. These elevated radiation levels are mainly due to Ra-226 and U-238 with lower contributions from Ra-228 and U-235. (authors)

The subsea stack will be installed on the semisubmersible drilling rig Shelf 7 currently under construction in Astrakan in the Soviet Union. Shelf 7 will drill wells in the Caspian Sea, one of the most prolific production areas in the Soviet Union.

This presentation will review the genotoxic effects of oil exposure in wildlife and discuss the potential for an oil spill to impact wildlife populations. Whereas some aspects of a spill are predictable, each spill is different because oils are highly variable, as are the environments in which they occur. The presentation will discuss what has been learned from previous spills, including the Exxon Valdez and the soviet oil legacy in Azerbaijan, and the potential dangers of offshore oil development in the Arctic. Related Purdue University research efforts in oil-spill related engineering and science also will be highlighted.

    This paper reports that the Caspian Pipeline Consortium (CPC) has let contract to Overseas Bechtel Inc. for a 500 mile crude oil export pipeline in Russia. Bechtel will provide engineering, procurement, financing, and construction services and serve as project manager for the 42 inc. line that will extend west from Grozny, near the Caspian Sea, to Novorossiisk, on the Black Sea. Estimated cost is more than $850 million. At Grozny, the new line will tie into 800 miles of existing pipeline that runs along the north shore of the Caspian Sea from supergiant Tengiz field in Kazakhstan. Together, the two segments will form a 1,300 mile system capable of shipping crude oil from the Tengiz region and from Baku, Azerbaijan, to a new terminal and port facilities at Novorossiisk for shipment to world markets, ultimately reaching open oceans via the Mediterranean Sea.

    The proliferation of ideas and strategies is equally as important as the proliferation of weapons. This paper challenges the reader to search for counters to historically successful strategies which could be turned against the US. Specifically, consider the following scenario: In 1994 Iraq, Syria, Kazakhstan, and Azerbaijan form an alliance called the Southwest Asia Consortium (SAC). In 1996 Iraq invades Kuwait to reclaim its title to the province, and a limited US-led coalition immediately begins to build up a conventional force in the Persian Gulf region. SAC members recognize Iraq's claim to Kuwait and remind the world in a joint statement that an attack on any of its members would be considered an attack on the entire alliance. Furthermore, SAC reserves the right to respond to any attack at an appropriate level, including conventional weapons, battlefield nuclear weapons, intermediate range nuclear missiles or ICBMs. As Iraq prepares a defense of Kuwait with its national forces and token SAC troop deployments, the Consortium's strategy and capability of responding to a potential attack with a full spectrum of weapons confounds America's response to the crisis.

    Spurred by criticism that plastics contribute to the solid waste problem, some plastics industry associations are joining forces to find global solutions. For one, manufacturers of expanded polystyrene (EPS) protective foam packaging from the US, Germany, Austria, and Japan have entered an agreement to encourage the collection and recycling of postconsumer material. Meanwhile, polyvinyl chloride (PVC) makers from Japan, Europe, and North and South America met in September and agreed to develop systems and technology for PVC recycling as well as incineration. The EPS agreement was motivated by fears that packaging material made outside of Germany would not meet the country's new Packaging Ordinance, says a spokesman for the Association of Foam Packaging Recyclers (AFPR; Washington). AFPR chairman John O'Leary Jr., who is also president and CEO of Tuscarora Inc. (New Brighton, PA), says [open quotes]Some consumer product manufacturers in the US incorrectly believe that EPS protective foam packaging may not be acceptable in Germany.[close quotes] The agreement was signed by EPSY-Germany, EPSY-Austria, AFPR, and the Japan EPS Recycling Association. The AFPR is affiliated with the Society of the Plastics Industry (Washington).

    During summer of 1998 two large-scale complex campaigns, LITFASS98 (May 25th to June 22nd) and LACE98 (July 13th to August 14th), took place at the Meteorological Observatory Lindenberg (MOL). The aim of both experiments focus on the intensive daily observations of atmospheric conditions and the determination of their fundamental meteorological parameters in the vertical column over Lindenberg (Lindenberg's Column). About 20 German research institutions and addition one from the Netherlands, Austria and Russia participated at the experiments. A wide variety of ground-based instruments was operated in Lindenberg and Falkenberg, including LIDARs, microwave radiometer and radiosondes complemented by tethered balloons and aircraft measurements. For the first time the star- and sunphotometer of MOL were used together with other geophysical tools.     The U.S. National Nuclear Security Administration’s Next Generation Safeguards Initiative, the U.S. Department of State, and the International Atomic Energy Agency (IAEA) organized a a workshop on the subject of ”Software Sustainability for Safeguards Instrumentation.” The workshop was held at the Vienna International Centre in Vienna, Austria, May 6-8, 2014. The workshop participants included software and hardware experts from national laboratories, industry, government, and IAEA member states who were specially selected by the workshop organizers based on their experience with software that is developed for the control and operation of safeguards instrumentation. The workshop included presentations, to orient the participants to the IAEA Department of Safeguards software activities related to instrumentation data collection and processing, and case studies that were designed to inspire discussion of software development, use, maintenance, and upgrades in breakout sessions and to result in recommendations for effective software practices and management.     The MedAustron facility, to be built in Wiener Neustadt (Austria), will provide protons and ions for both cancer therapy and research [1]. Different types of kicker magnets will be used in the accelerator complex, including fast beam chopper dipoles: these allow the beam to be switched on and off for routine operational reasons or in case of emergency. Main requirements for the beam chopper system are safety and reliability. A criticality analysis, to chart the probability of failure modes against the severity of their consequences of the fault, has been carried out for the chopper dipole system. This "Failure Mode, Effects, and Criticality Analysis" (FMECA), has been used to highlight failure modes with relatively high probability and severity of consequences: conservative ratings of critical components and appropriate redundancy, together with measurements and interlocks, have been used to reduce the probability and criticality of faults. Four projects were undertaken: a comparative analysis of bioenergy in Sweden and Austria; a one-day workshop on nontechnical barriers jointly supported by the Production Systems Activity; the development and testing of a framework for analyzing barriers and drivers to bioenergy markets; and surveys of wood pellet users in Sweden, Austria and the US. For the second objective, two projects were undertaken. First, the Activity worked with the Integrated BioEnergy Systems (TBS) Activity of TEA Bioenergy Task XIII to enhance the BioEnergy Assessment Model (BEAM). This model is documented in the final report of the IBS Activity. The Systems Studies Activity contributed to enhancing the feedstock portion of the model by developing a coherent set of willow, poplar, and switchgrass production modules relevant to both the US and the UK. The Activity also developed a pretreatment module for switchgrass. Second, the Activity sponsored a three-day workshop on modeling bioenergy systems with the objectives of providing an overview of the types of models used to evaluate bioenergy and promoting communication among bioenergy modelers. There were nine guest speakers addressing different types of models used to evaluate different aspects of bioenergy, ranging from technoeconomic models based on the ASPEN software to linear programming models to develop feedstock supply curves for the US. The papers from this workshop have been submitted to Biomass and Bioenergy and are under editorial review.

    Continuous hydroprocessing of liquid phase pyrolysis bio-oil, provided by BDI-BioEnergy International bioCRACK pilot plant at OMV Refinery in Schwechat/Vienna Austria was investigated. These hydroprocessing tests showed promising results using catalytic hydroprocessing strategies developed for unfractionated bio-oil. A sulfided base metal catalyst (CoMo on Al2O3) was evaluated. The bed of catalyst was operated at 400 °C in a continuous-flow reactor at a pressure of 12.1 MPa with flowing hydrogen. The condensed liquid products were analyzed and found that the hydrocarbon liquid was significantly hydrotreated so that nitrogen and sulfur were below the level of detection (<0.05), while the residual oxygen ranged from 0.7 to 1.2%. The density of the products varied from 0.71 g/mL up to 0.79 g/mL with a correlated change of the hydrogen to carbon atomic ratio from 2.1 down to 1.9. The product quality remained high throughout the extended tests suggesting minimal loss of catalyst activity through the test. These tests provided the data needed to assess the quality of liquid fuel products obtained from the bioCRACK process as well as the activity of the catalyst for comparison with products obtained from hydrotreated fast pyrolysis bio-oils from fluidized-bed operation.

  1. Can land management and biomass utilization help mitigate global warming?

    With rising concern about the increase of the CO{sub 2} concentration in the earth`s atmosphere there is considerable interest in various land-use based mitigation options, like afforestation of surplus agricultural land with or without subsequent harvest; improved forest management; strategies that rely on wood plantations managed in short rotation or agricultural crops with high yields to produce bioenergy, timber and other biomass products. In the first step of this study, the net carbon benefits of such strategies will be calculated per unit of land, i.e., per hectare, because it is assumed that land is the limiting resource for such strategies in the future, and thus, the benefits per unit land need to be optimized. For these calculations a computer model has been developed. The results take into account the time dependence of carbon storage in the biosphere and are shown graphically both for land and for plantation systems with constant output of biomass over time. In the second step, these results will be combined with data on available land for Austria. The potential contribution of each of the above strategies towards mitigating the Austrian CO{sub 2} emissions will be demonstrated. A comparison to other renewable mitigation options, like solar thermal or photovoltaics, will be drawn in terms of available land resources and overall CO{sub 2} reductions.

    The purpose of the DOE/OHER Chernobyl Database project is to create and maintain an information system to provide usable information for research studies related to the nuclear accident. The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989. This document lists the bibliographic information in the DOE/OHER Chernobyl Database at the current time.

    The World Nuclear University Summer Institute was established by the World Nuclear Association in 2005 as a program for future leaders in the nuclear field. Since the Summer Institute s inception in 2005, a total of some 800 fellows from more than 70 countries have participated in the program. In 2012, the World Nuclear University held its first ever alumni event at the IAEA in Vienna, Austria, and at that time, the precedent was set that the reunion would be held biennially. The 2014 alumni assembly was held at Oak Ridge National Laboratory from March 31 April 4, 2014. The event offered three separate areas of opportunities for the participating alumni: professional development, leadership, and peer-to-peer engagement. The professional development consisted of training groups, while the leadership will involve discussions with invited leaders, including members of the Blue Ribbon Commission. The peer-to-peer engagement not only give past fellows a chance to reconnect with their own classmates, but it allowed for further international engagement, between the speakers and alumni, as well as between the classes themselves.

    The author presents a review about the fleet tests carried out by the Austrian Armed Forces concerning the practical application of a vegetable oil, i.e Rape Oil Methyl Ester (RME) and Used Cooking Oil Methyl Ester (UOME) as alternative fuels for vehicles under military conditions, and reviews other research results carried out in Austria. As a result of over-production in Western European agriculture, the increase in crop yields has led to tremendous surpluses. Alternative agricultural products have been sought. One alternative can be seen in biological fuel production for tractors, whereby the farmer is able to produce his own fuel supply as was the case when he previously provided self-made feed for his horses. For the market introduction different activities were necessary. A considerable number of institutes and organizations including the Austrian Armed Forces have investigated, tested and developed these alternative fuels. The increasing disposal problems of used cooking oil have initiated considerations for its use. The recycling of this otherwise waste product, and its preparation for use as an alternative fuel to diesel oil, seems to be most promising.

  7. Environmental Assessment of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel

    The Department of Energy has completed the Environmental Assessment (EA) of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel and issued a Finding of No Significant Impact (FONSI) for the proposed action. The EA and FONSI are enclosed for your information. The Department has decided to accept a limited number of spent nuclear fuel elements (409 elements) containing uranium that was enriched in the United States from eight research reactors in Austria, Denmark, Germany, Greece, the Netherlands, Sweden, and Switzerland. This action is necessary to maintain the viability of a major US nuclear weapons nonproliferation program to limit or eliminate the use of highly enriched uranium in civil programs. The purpose of the EA is to maintain the cooperation of the foreign research reactor operators with the nonproliferation program while a more extensive Environmental Impact Statement (EIS) is prepared on a proposed broader policy involving the acceptance of up to 15,000 foreign research reactor spent fuel elements over a 10 to 15 year period. Based on an evaluation of transport by commercial container liner or chartered vessel, five eastern seaboard ports, and truck and train modes of transporting the spent fuel overland to the Savannah River Sits, the Department has concluded that no significant impact would result from any combination of port and made of transport. In addition, no significant impacts were found from interim storage of spent fuel at the Savannah River Site.

    The treatment of high-dimensional problems such as the Schr\\"odinger equation can be approached by concepts of tensor product approximation. We present general techniques that can be used for the treatment of high-dimensional optimization tasks and time-dependent equations, and connect them to concepts already used in many-body quantum physics. Based on achievements from the past decade, entanglement-based methods, -- developed from different perspectives for different purposes in distinct communities already matured to provide a variety of tools -- can be combined to attack highly challenging problems in quantum chemistry. The aim of the present paper is to give a pedagogical introduction to the theoretical background of this novel field and demonstrate the underlying benefits through numerical applications on a text book example. Among the various optimization tasks we will discuss only those which are connected to a controlled manipulation of the entanglement which is in fact the key ingredient of the methods considered in the paper. The selected topics will be covered according to a series of lectures given on the topic "New wavefunction methods and entanglement optimizations in quantum chemistry" at the Workshop on Theoretical Chemistry, 18 - 21 February 2014, Mariapfarr, Austria.

With respect to speakers, 29 were established faculty members and 13 were graduate students or postdoctoral fellows. With respect to gender representation, among speakers, 13 were female and 28 were male, and among all participants 43 were female and 58 were male. Program these included the following topics: Cancer Pathways and Networks (Day 1), Metabolic Disease Networks (Day 2), Day 3 ? Organs, Pathways and Stem Cells (Day 3), and Day 4 ?   10. A Proposal submitted to Biological Systems Science Division of DOE requesting Participant Support Costs for the Fifth International Conference on Polar and Alpine Microbiology

    The 5th International Conference on Polar and Alpine Microbiology (PAM5) was held in Big Sky, Montana (USA) from 8-12 September 2013. This meeting is a continuation of the highly successful meetings previously held in Rovaniemi, Finland (2004), Innsbruck, Austria (2006), Banff, Canada (2008) and Ljubljana, Slovenia (2011), which brought together leading international researchers and students in this field. The objectives of the Big Sky meeting were to bring together scientists, students and professionals to discuss all aspects of cold-adapted microorganisms and the roles they play in polar and alpine environments, to understand the role of these organisms in our search for life on other icy worlds, to address recent developments, and to exchange ideas and experiences on an international scale. The conference provided a multi-disciplinary forum to explore emerging areas in the field and as always, will have a wealth of opportunities for the exchange of ideas and building of collaborations. Funds were requested to help defray registration fees and travel costs of 13 early career scientists. Distribution of the funds were based on the quality of the abstracts submitted.

    This Safety Analysis Report for Packaging (SARP) documents the analysis and testing performed on and for the 9977 Shipping Package, referred to as the General Purpose Fissile Package (GPFP). The performance evaluation presented in this SARP documents the compliance of the 9977 package with the regulatory safety requirements for Type B packages. Per 10 CFR 71.59, for the 9977 packages evaluated in this SARP, the value of ''N'' is 50, and the Transport Index based on nuclear criticality control is 1.0. The 9977 package is designed with a high degree of single containment. The 9977 complies with 10 CFR 71 (2002), Department of Energy (DOE) Order 460.1B, DOE Order 460.2, and 10 CFR 20 (2003) for As Low As Reasonably Achievable (ALARA) principles. The 9977 also satisfies the requirements of the Regulations for the Safe Transport of Radioactive Material--1996 Edition (Revised)--Requirements. IAEA Safety Standards, Safety Series No. TS-R-1 (ST-1, Rev.), International Atomic Energy Agency, Vienna, Austria (2000). The 9977 package is designed, analyzed and fabricated in accordance with Section III of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, 1992 edition.

  12. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

    In 2010, Siempelkamp Nukleartechnik GmbH was awarded the contract for design and erection of a Hot Cell for handling and storage of highly radioactive radiation sources. This Hot Cell is part of a new hot cell laboratory, constructed for the NHZ (Neues Handhabungszentrum = New Handling Center) of the Nuclear Engineering Seibersdorf GmbH (NES). All incurring radioactive materials from Austria are collected in the NHZ, where they are safely conditioned and stored temporarily until their final storage. The main tasks of the NES include, apart from the collection, conditioning and storage of radioactive waste, also the reprocessing and the decontamination of facilities and laboratories originating from 45 years of research and development at the Seibersdorf site as well as the operation of the Hot Cell Laboratory [1]. The new Hot Cell Laboratory inside the NHZ consists of the following room areas: - One hot cell, placed in the center, for remote controlled, radiation protected handling of radioactive materials, including an integrated floor storage for the long-term temporary storage of highly radioactive radiation sources; - An anteroom for the loading and unloading of the hot cell; - One control room for the remote controlling of the hot cell equipment; - One floor storage, placed laterally to the hot cell, for burial, interim storage and removal of fissionable radioactive material in leak-proof packed units in 100 l drums. The specific design activity of the hot cell of 1.85 Pbq relating to 1-Me-Radiator including the integrated floor storage influences realization and design of the components used in the cell significantly.     PREFACE The Twenty-First Workshop on Geothermal Reservoir Engineering was held at the Holiday Inn, Palo Alto on January 22-24, 1996. There were one-hundred fifty-five registered participants. Participants came from twenty foreign countries: Argentina, Austria, Canada, Costa Rica, El Salvador, France, Iceland, Indonesia, Italy, Japan, Mexico, The Netherlands, New Zealand, Nicaragua, the Philippines, Romania, Russia, Switzerland, Turkey and the UK. The performance of many geothermal reservoirs outside the United States was described in several of the papers. Professor Roland N. Horne opened the meeting and welcomed visitors. The key note speaker was Marshall Reed, who gave a brief overview of the Department of Energy's current plan. Sixty-six papers were presented in the technical sessions of the workshop. Technical papers were organized into twenty sessions concerning: reservoir assessment, modeling, geology/geochemistry, fracture modeling hot dry rock, geoscience, low enthalpy, injection, well testing, drilling, adsorption and stimulation. Session chairmen were major contributors to the workshop, and we thank: Ben Barker, Bobbie Bishop-Gollan, Tom Box, Jim Combs, John Counsil, Sabodh Garg, Malcolm Grant, Marcel0 Lippmann, Jim Lovekin, John Pritchett, Marshall Reed, Joel Renner, Subir Sanyal, Mike Shook, Alfred Truesdell and Ken Williamson. Jim Lovekin gave the post-dinner speech at the banquet and highlighted the exciting developments in the geothermal field which are taking place worldwide.   15. Comparison between lab- and full-scale applications of in situ aeration of an old landfill and assessment of long-term emission development after completion

Information on the transferability of results from lab- to full-scale aeration. - Abstract: Sustainable landfilling has become a fundamental objective in many modern waste management concepts. In this context, the in situ aeration of landfills has been recognised for its potential to convert conventional anaerobic landfills into biological stabilised state, whereby both current and potential (long-term) emissions of the landfilled waste are mitigated. In recent years, different in situ aeration concepts have been successfully applied in Europe, North America and Asia, all pursuing different objectives and strategies. In Austria, the first full-scale application of in situ landfill aeration by means of low pressure air injection and simultaneous off-gas collection and treatment was implemented on an old, small municipal solid waste (MSW) landfill (2.6 ha) in autumn 2007. Complementary laboratory investigations were conducted with waste samples taken from the landfill site in order to provide more information on the transferability of the results from lab- to full-scale aeration measures. In addition, long-term emission development of the stabilised waste after aeration completion was assessed in an ongoing laboratory experiment. Although the initial waste material was described as mostly stable in terms of the biological parameters gas generation potential over 21 days (GP{sub 21}) and respiration activity over 4 days (RA{sub 4}), the lab-scale experiments indicated that aeration, which led to a significant improvement of leachate quality, was accompanied by further measurable changes in the solid waste material under optimised conditions. Even 75 weeks after aeration completion the leachate, as well as gaseous emissions from the stabilised waste material, remained low and stayed below the authorised Austrian discharge limits. However, the application of in situ aeration at the investigated landfill is a factor 10 behind the lab-based predictions after 3 years of operation, mainly due to technical limitations in the full-scale operation (e.g. high air flow resistivity due to high water content of waste and temporarily high water levels within the landfill; limited efficiency of the aeration wells). In addition, material preparation (e.g. sieving, sorting and homogenisation) prior to the emplacement in Landfill Simulation Reactors (LSRs) must be considered when transferring results from lab- to full-scale application.

  16. Potential Impact of Atmospheric Releases at Russian Far East Nuclear Submarine Complexes

    An ''Assessment of the Impact of Russian Nuclear Fleet Operations on Far Eastern Coastal Regions'' is being performed as part of the Radiation Safety of the Biosphere Project (RAD) of the International Institute for Applied Systems Analysis (IIASA) of Laxenburg, Austria. To the best of our knowledge, this is the first comprehensive unclassified analysis of the potential impact of accidents at the Russian Far East nuclear submarine sites near Vladivostok and Petropavlovsk. We have defined the situation there based upon available information and studies commissioned by RAD in collaboration with Russian research institutes including Russian Research Center-''Kurchatov Institute'', Institute of Northern Environmental Problems and Lazurit Central Design Bureau. Further, in our original work, some in collaboration with the staff of the Danish Meteorological Institute (DMI) and members of the Japan Atomic Energy Research Institute, we have calculated the nuclide trajectories from these sites in the atmospheric boundary layer, less than 1.5 kilometers high, and determined their probability of crossing any of the nearby countries as well as Asiatic Russia. We have further determined the concentrations in each of these crossings as well as the total, dry and wet depositions of nuclides on these areas. Finally, we have calculated the doses to the Japanese Island population from typical winter airflow patterns (those most likely to cross the Islands in the minimum times), strong north winds, weak north winds and cyclonic winds for conditions similar to the Chazhma Bay criticality accident (fresh fuel) and for a criticality accident for the same type of reactor with fuel being withdrawn (spent fuel). The maximum individual committed dosages were less than 2 x 10-7 and 2 x 10-3 mSv, respectively. The long-term external doses by radionuclides deposited on the ground and the internal doses by consumption of foods were not evaluated as it is believed that such doses can be avoided by social controls. In other calculations taking these longer term doses into account and determining the sum of the maximum individual committed dosages (SMICD), we found for each of the surrounding countries to be less than 1 mSv. In that part of Russia the (SMICD) is less than 6 mSv. For releases from the Petropavlovsk sites the (SMICD) for each of the surrounding countries is less than 0.3 mSv. In that part of Russia the (SMICD) is less than 6 mSv.

    The overall goal of this project was to establish an education and training program in biobased products at Iowa State University (ISU). In particular, a graduate program in Biorenewable Resources and Technology (BRT) was to be established as a way of offering students advanced study in the use of plant- and crop-based resources in the production of biobased products. The program was to include three fundamental elements: an academic program, a research program, and industrial interactions. The academic program set out to introduce a new graduate major in Biorenewable Resources and Technology. Unlike other schools, which only offer certificates or areas of emphasis in biobased products, Iowa State University offers both M.S. and Ph.D degrees through its graduate program. Core required courses in Biorenewable Resources and Technology include a foundation course entitled Fundamentals of Biorenewable Resources (BRT 501); a seminar course entitled Biobased Products Seminar (BRT 506); a laboratory course, and a special topics laboratory course. The foundation course is a three-credit course introducing students to basic concepts in biorenewable resources and technology. The seminar course provides students with an opportunity to hear from nationally and internationally recognized leaders in the field. The laboratory requirement is a 1-credit laboratory course or a special topics laboratory/research experience (BRT 591L). As part of student recruitment, quarter-time assistantships from DOE funds were offered to supplement assistantships provided by faculty to students. Research was built around platform teams in an effort to encourage interdisciplinary research and collaborative student learning in biorenewable resources. A platform is defined as the convergence of enabling technologies into a highly integrated system for transforming a specific feedstock into desired products. The platform teams parallel the way industry conducts research and product development. Platform teams organize faculty and students for cross-disciplinary, systems-oriented research and collaborative learning. To date, nine platforms have been developed, although these will most likely be reorganized into a smaller number of broader topics. In the spring of 2004, BRT faculty initiated a regional partnership and collaborative learning program with colleagues at the University of Minnesota, Kansas State University, and South Dakota State University to develop distance education courses in biorenewable resources and technology. As a fledgling graduate program, the BRT graduate program didn’t have the breadth of resources to offer a large number of courses in biorenewables. Other schools faced a similar problem. The academic consortium as first conceived would allow students from the member schools to enroll in biorenewables courses from any of the participating schools, which would assure the necessary enrollment numbers to offer specialized course work. Since its inception, the collaborative curriculum partnership has expanded to include Louisiana State University and the University of Wisconsin. A second international curriculum development campaign was also initiated in the spring of 2004. In particular, several BRT faculty teamed with colleagues at the University of Arkansas, University of Washington, University of Gent (Belgium), National Polytechnic Institute of Toulouse (France), and Technical University of Graz (Austria) to develop an EU-US exchange program in higher education and vocational education/training (entitled “Renewable Resources and Clean Technology”).
