    The purpose of this Atmospheric Radiation Measurement (ARM) Science Plan is to articulate the scientific issues driving the ARM Program, and to relate them to DOE`s programmatic objectives for ARM, based on the experience and scientific progress gained over the past five years. ARM programmatic objectives are to: (1) Relate observed radiative fluxes and radiances in the atmosphere, spectrally resolved and as a function of position and time, to the temperature and composition of the atmosphere, specifically including water vapor and clouds, and to surface properties, and sample sufficient variety of situations so as to span a wide range of climatologically relevant possibilities; (2) develop and test parameterizations that can be used to accurately predict the radiative properties and to model the radiative interactions involving water vapor and clouds within the atmosphere, with the objective of incorporating these parameterizations into general circulation models. The primary observational methods remote sending and other observations at the surface, particularly remote sensing of clouds, water vapor and aerosols.

    Several recent studies have indicated that cloudy atmospheres may absorb significantly more solar radiation than currently predicted by models. The magnitude of this excess atmospheric absorption, is about 50% more than currently predicted and would have major impact on our understanding of atmospheric heating. Incorporation of this excess heating into existing general circulation models also appears to ameliorate some significant shortcomings of these models, most notably a tendency to overpredict the amount of radiant energy going into the oceans and to underpredict the tropopause temperature. However, some earlier studies do not show this excess absorption and an underlying physical mechanism that would give rise to such absorption has yet to be defined. Given the importance of this issue, the Department of Energy's (DOE) Atmospheric Radiation Measurement (ARM) program is sponsoring the ARM Enhanced Shortwave Experiment (ARESE) to study the absorption of solar radiation by clear and cloudy atmospheres. The experimental results will be compared with model calculations. Measurements will be conducted using three aircraft platforms (ARM-UAV Egrett, NASA ER-2, and an instrumented Twin Otter), as well as satellites and the ARM central and extended facilities in North Central Oklahoma. The project will occur over a four week period beginning in late September, 1995. Spectral broadband, partial bandpass, and narrow bandpass (10nm) solar radiative fluxes will be measured at different altitudes and at the surface with the objective to determine directly the magnitude and spectral characteristics of the absorption of shortwave radiation by the atmosphere (clear and cloudy). Narrow spectral channels selected to coincide with absorption by liquid water and ice will help in identifying the process of absorption of radiation.     The Atmospheric Radiation Measurement (ARM) Program has matured into one of the key programs in the U.S. Climate Change Science Program. The ARM Program has achieved considerable scientific success in a broad range of activities, including site and instrument development, atmospheric radiative transfer, aerosol science, determination of cloud properties, cloud modeling, and cloud parameterization testing and development. The focus of ARM science has naturally shifted during the last few years to an increasing emphasis on modeling and parameterization studies to take advantage of the long time series of data now available. During the next 5 years, the principal focus of the ARM science program will be to: Maintain the data record at the fixed ARM sites for at least the next five years; Improve significantly our understanding of and ability to parameterize the 3-D cloud-radiation problem at scales from the local atmospheric column to the global climate model (GCM) grid square; Continue developing techniques to retrieve the properties of all clouds, with a special focus on ice clouds and mixed-phase clouds; Develop a focused research effort on the indirect aerosol problem that spans observations, physical models, and climate model parameterizations; Implement and evaluate an operational methodology to calculate broad-band heating rates in the atmospheric columns at the ARM sites; Develop and implement methodologies to use ARM data more effectively to test atmospheric models, both at the cloud-resolving model scale and the GCM scale; and, Use these methodologies to diagnose cloud parameterization performance and then refine these parameterizations to improve the accuracy of climate model simulations. In addition, the ARM Program is actively developing a new ARM Mobile Facility (AMF) that will be available for short deployments (several months to a year or more) in climatically important regions. The AMF will have much of the same instrumentation as the remote

    Unmanned aerospace vehicles (UAVs) are an important complement to the DOE`s Atmospheric Radiation Measurement (ARM) Program. ARM is primarily a ground-based program designed to extensively quantify the radiometric and meteorological properties of an atmospheric column. There is a need for airborne measurements of radiative profiles, especially flux at the tropopause, cloud properties, and upper troposphere water vapor. There is also a need for multi-day measurements at the tropopause; for example, in the tropics, at 20 km for over 24 hours. UAVs offer the greatest potential for long endurance at high altitudes and may be less expensive than piloted flights. 2 figs.

    ARM-UAV is part of the multi-agency U.S. Global Change Research Program and is addressing the largest source of uncertainty in predicting climatic response: the interaction of clouds and the sun`s energy in the Earth`s atmosphere. An important aspect of the program is the use of unmanned aerospace vehicles (UAVs) as the primary airborne platform. The ARM-UAV Program has completed two major flight series: The first series conducted in April, 1994, using an existing UAV (the General Atomics Gnat 750) consisted of eight highly successful flights at the DOE climate site in Oklahoma. The second series conducted in September/October, 1995, using two piloted aircraft (Egrett and Twin Otter), featured simultaneous measurements above and below clouds and in clear sky. Additional flight series are planned to continue study of the cloudy and clear sky energy budget in the Spring and Fall of 1996 over the DOE climate site in Oklahoma. 3 refs., 4 figs., 1 tab.

    This Program Plan characterizes ESnet with respect to the current and future needs of Energy Research programs for network infrastructure, services, and development. In doing so, this document articulates the vision and recommendations of the ESnet Steering Committee regarding ESnet`s development and its support of computer networking facilities and associated user services. To afford the reader a perspective from which to evaluate the ever-increasing utility of networking to the Energy Research community, we have also provided a historical overview of Energy Research networking. Networking has become an integral part of the work of DOE principal investigators, and this document is intended to assist the Office of Scientific Computing in ESnet program planning and management, including prioritization and funding. In particular, we identify the new directions that ESnet`s development and implementation will take over the course of the next several years. Our basic goal is to ensure that the networking requirements of the respective scientific programs within Energy Research are addressed fairly. The proliferation of regional networks and additional network-related initiatives by other Federal agencies is changing the process by which we plan our own efforts to serve the DOE community. ESnet provides the Energy Research community with access to many other peer-level networks and to a multitude of other interconnected network facilities. ESnet`s connectivity and relationship to these other networks and facilities are also described in this document.     Management of Nuclear Safety, Industrial Safety, Industrial Hygiene, and Fire Protection programs, functions, and field support resources for Tank Waste Remediation Systems (TWRS) has, until recently, been centralized in TWRS Safety, under the Emergency, Safety, and Quality organization. Industrial hygiene technician services were also provided to support operational needs related to safety basis compliance. Due to WHC decentralization of safety and reengineering efforts in West Tank Farms, staffing and safety responsibilities have been transferred to the facilities. Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment. For the purpose of this document ``TWRS Safety`` refers to all safety professionals and technicians (Industrial Safety, Industrial Hygiene, Fire Protection, and Nuclear Safety) within the TWRS organization, regardless of their

  11. ARM Airborne Carbon Measurements VI (ACME VI) Science Plan

    From October 1 through September 30, 2016, the Atmospheric Radiation Measurement (ARM) Aerial Facility will deploy the Cessna 206 aircraft over the Southern Great Plains (SGP) site, collecting observations of trace-gas mixing ratios over the ARM’s SGP facility. The aircraft payload includes two Atmospheric Observing Systems, Inc., analyzers for continuous measurements of CO2 and a 12-flask sampler for analysis of carbon cycle gases (CO2, CO, CH4, N2O, 13CO2, 14CO2, carbonyl sulfide, and trace hydrocarbon species, including ethane). The aircraft payload also includes instrumentation for solar/infrared radiation measurements. This research is supported by the U.S. Department of Energy’s ARM Climate Research Facility and Terrestrial Ecosystem Science Program and builds upon previous ARM Airborne Carbon Measurements (ARM-ACME) missions. The goal of these measurements is to improve understanding of 1) the carbon exchange at the SGP site, 2) how CO2 and associated water and energy fluxes influence radiative forcing, convective processes and CO2 concentrations over the SGP site, and 3) how greenhouse gases are transported on continental scales.

  12. Atmospheric Radiation Measurement (ARM) Data from Specific Instruments Used in the ARM Program

    ARM is known for its comprehensive set of world-class, and in some cases, unique, instruments available for use by the global scientific community. In addition to the ARM instruments, the ARM Climate Research Facility identifies and acquires a wide variety of data including model, satellite, and surface data, from "external instruments," to augment the data being generated within the program. External instruments belong to organizations that are outside of the ARM Program. Field campaign instruments are another source of data used to augment routine observations. The huge archive of ARM data can be organized by instrument categories into twelve "collections:" Aerosols, Airborne Observations, Atmospheric Carbon, Atmospheric Profiling, Cloud Properties, Derived Quantities and Models, Ocean Observations, Radiometric, Satellite Observations, Surface Meteorology, Surface/Subsurface Properties, and Other. Clicking on one of the instrument categories leads to a page that breaks that category down into sub-categories. For example, "Atmospheric Profiling" is broken down into ARM instruments (with 11 subsets), External Instruments (with 6 subsets), and Field Campaign Instruments (with 42 subsets). Each of the subset links, in turn, leads to detailed information pages and links to specific data streams. Users will be requested to create a password, but the data files are free for viewing and downloading.

    The Department of Energy`s Atmospheric Radiation Measurement (ARM) Program was created in 1989 as part of the US Global Change Research Program to improve the treatment of atmospheric radiative and cloud processes in computer models used to predict climate change. The overall goal of the ARM program is to develop and test parameterizations of important atmospheric processes, particularly cloud and radiative processes, for use in atmospheric models. This goal is being achieved through a combination of field measurements and modeling studies. Three primary locales were chosen for extensive field measurement facilities. These are the Southern Great Plains of the United States, the Tropical Western Pacific, and the North Slope of Alaska and Adjacent Arctic Ocean. This paper describes the ARM program in the Tropical Western Pacific locale.

    The Defense TRU Waste Program (DTWP) is the focal point for the Department of Energy in national planning, integration, operation, and technical development for TRU waste management. The scope of this program extends from the point of TRU waste generation through delivery to a permanent repository. The TRU program maintains a close interface with repository development to ensure program compatibility and coordination. The defense TRU program does not directly address commercial activities that generate TRU waste. Instead, it is concerned with providing alternatives to manage existing and future defense TRU wastes.     The objective of the Solid Waste Management Program Plan (SWMPP) is to provide a summary level comprehensive approach for the storage, treatment, and disposal of current and future solid waste received at the Hanford Site (from onsite and offsite generators) in a manner compliant with current and evolving regulations and orders (federal, state, and Westinghouse Hanford Company (Westinghouse Hanford)). The Plan also presents activities required for disposal of selected wastes currently in retrievable storage. The SWMPP provides a central focus for the description and control of cost, scope, and schedule of Hanford Site solid waste activities, and provides a vehicle for ready communication of the scope of those activities to onsite and offsite organizations. This Plan represents the most complete description available of Hanford Site Solid Waste Management (SWM) activities and the interfaces between those activities. It will be updated annually to reflect changes in plans due to evolving regulatory requirements and/or the SWM mission. 8 refs., 9 figs., 4 tabs.

    The Atmospheric Radiation Measurement (ARM) Program has matured into one of the key programs in the U.S. Climate Change Science Program. The ARM Program has achieved considerable scientific success in a broad range of activities, including site and instrument development, atmospheric radiative transfer, aerosol science, determination of cloud properties, cloud modeling, and cloud parameterization testing and development. The focus of ARM science has naturally shifted during the last few years to an increasing emphasis on modeling and parameterization studies to take advantage of the long time series of data now available. During the next 5 years, the principal focus of the ARM science program will be to: Maintain the data record at the fixed ARM sites for at least the next five years. Improve significantly our understanding of and ability to parameterize the 3-D cloud-radiation problem at scales from the local atmospheric column to the global climate model (GCM) grid square. Continue developing techniques to retrieve the properties of all clouds, with a special focus on ice clouds and mixed-phase clouds. Develop a focused research effort on the indirect aerosol problem that spans observations, physical models, and climate model parameterizations. Implement and evaluate an operational methodology to calculate broad-band heating rates in the atmospheric columns at the ARM sites. Develop and implement methodologies to use ARM data more effectively to test atmospheric models, both at the cloud-resolving model scale and the GCM scale. Use these methodologies to diagnose cloud parameterization performance and then refine these parameterizations to improve the accuracy of climate model simulations. In addition, the ARM Program is actively developing a new ARM Mobile Facility (AMF) that will be available for short deployments (several months to a year or more) in climatically important regions. The Energy Systems ER Division was established to support the DOE Oak Ridge Field Office (DOE-OR) consolidated ER Program. The DOE-OR Assistant Manager for Environmental Restoration and Waste Management provides program and budget direction to the Energy Systems ER Program for environmental restoration activities at the sites operated by Energy Systems (Oak Ridge K-25 Site, Oak Ridge National Laboratory, Oak Ridge Y-12 Plant, Paducah Gaseous Diffusion Plant, Portsmouth Gaseous Diffusion Plant) and at the off-site locations. The Energy Systems ER Division is specifically charged with assessing these sites for potential contamination and managing the cleanup processes. The Energy Systems Environmental Restoration Division was chartered on October 1, 1989, as a central organization to manage the Remedial Action (RA) Program.     This document is the February 14, 1990 version of the LLNL Waste Minimization Program Plan (WMPP). The Waste Minimization Policy field has undergone continuous changes since its formal inception in the 1984 HSWA legislation. The first LLNL WMPP, Revision A, is dated March 1985. A series of informal revision were made on approximately a semi-annual basis. This Revision 2 is the third formal issuance of the WMPP document. EPA has issued a proposed new policy statement on source reduction and recycling. This policy reflects a preventative strategy to reduce or eliminate the generation of environmentally-harmful pollutants which may be released to the air, land surface, water, or ground water. In accordance with this new policy new guidance to hazardous waste generators on the elements of a Waste Minimization Program was issued. In response to these policies, DOE has revised and issued implementation guidance for DOE Order 5400.1, Waste Minimization Plan and Waste Reduction reporting of DOE Hazardous, Radioactive, and Radioactive Mixed Wastes, final draft January 1990. This WMPP is formatted to meet the current DOE guidance outlines. The current WMPP will be revised to reflect all of these proposed changes when guidelines are established. Updates, changes and revisions to the overall LLNL WMPP will be made as appropriate to reflect ever-changing regulatory requirements. 3 figs., 4 tabs.

    The Waste Isolation Pilot Plant (WIPP) facility comprises surface and subsurface facilities, including a repository mined in a bedded salt formation at a depth of 2,150 feet. It has been developed to safely and permanently isolate transuranic (TRU) radioactive wastes in a deep geological disposal site. On April 12, 1996, the DOE submitted a revised Resource Conservation and Recovery Act (RCRA) Part B permit application to the New Mexico Environment Department (NMED). The DOE anticipates receiving an operating permit from the NMED; this permit is required prior to the start of disposal operations. On October 29, 1996, the DOE submitted a Compliance Certification Application (CCA) to the US Environmental Protection Agency (EPA) in accordance with the WIPP land Withdrawal Act (LWA) of 1992 (Public Law 102-579) as amended, and the requirements of Title 40 of the Code of Federal Regulations (40 CFR) Parts 191 and 194. The DOE plans to begin disposal operations at the WIPP in November 1997 following receipt of certification by the EPA. The disposal phase is expected to last for 35 years, and will include recertification activities no less than once every five years. This Disposal Phase Experimental Program (DPEP) Plan outlines the experimental program to be conducted during the first 5-year recertification period. It also forms the basis for longer-term activities to be carried out throughout the 35-year disposal phase. Once the WIPP has been shown to be in compliance with regulatory requirements, the disposal phase gives an opportunity to affirm the compliance status of the WIPP, enhance the operations of the WIPP and the national TRU system, and contribute to the resolution of national and international nuclear waste management technical needs. The WIPP is the first facility of its kind in the world. As such, it provides a unique opportunity to advance the technical state of the art for permanent disposal of long-lived radioactive wastes.

    As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    This document describes the interface control documents that will be used to identify and control interface features throughout all phases of the Light Duty Utility Arm (LDUA) development and design. After the system is built, delivered and installed in the Cold Test Facility and later at the tank farm, the Interface Control Documents can be used in maintaining the configuration control process. The Interface Control Document will consist of Interface Control Drawings and a data base directly tied to the Interface Control Drawings. The data base can be used as an index to conveniently find interface information. Design drawings and other text documents that contain interface information will appear in the database. The Interface Control Drawings will be used to document and control the data and information that define the interface boundaries between systems, subsystems and equipment. Also, the interface boundaries will define the areas of responsibility for systems and subsystems. The drawing will delineate and identify all the physical and functional interfaces that required coordination to establish and maintain compatibility between the co-functioning equipment, computer software, and the tank farm facilities. An appendix contains the Engineering interface control database system riser manual.

    The Office of the Associate Laboratory Director for Energy and Environmental Technology has established the OTEC Program Management Office to be responsible for the ANL-assigned tasks of the OTEC Program under DOE's Chicago Operations and Regional Office (DOE/CORO). The ANL OTEC Program Management Plan is essentially a management-by-objective plan. The principal objective of the program is to provide lead technical support to CORO in its capacity as manager of the DOE power-system program. The Argonne OTEC Program is divided into three components: the first deals with development of heat exchangers and other components of OTEC power systems, the second with development of biofouling counter-measures and corrosion-resistant materials for these components in seawater service, and the third with environmental and climatic impacts of OTEC power-system operation.     This Environmental Restoration (ER) Program Document Control Plan has been developed to comply with the document control system requirements of the US Department of Energy, Richland Operations Office (RL), the Hanford Federal Facility and the ER Program.     The Earth’s surface temperature is determined by the balance between incoming solar radiation and thermal (or infrared) radiation emitted by the Earth back to space. Changes in atmospheric composition, including greenhouse gases, clouds, and aerosols can alter this balance and produce significant climate change. Global climate models (GCMs) are the primary tool for quantifying future climate change; however, there remain significant uncertainties in the GCM treatment of clouds, aerosol, and their effects on the Earth’s energy balance. The 2007 assessment (AR4) by the Intergovernmental Panel on Climate Change (IPCC) reports a substantial range among GCMs in climate sensitivity to greenhouse gas emissions. The largest contributor to this range lies in how different models handle changes in the way clouds absorb or reflect radiative energy in a changing climate (Solomon et al. 2007). In 1989, the U.S. Department of Energy (DOE) Office of Science created the Atmospheric Radiation Measurement (ARM) Program within the Office of Biological and Environmental Research (BER) to address scientific uncertainties related to global climate change, with a specific focus on the crucial role of clouds and their influence on the transfer of radiation in the atmosphere. To address this problem, BER has adopted a unique two-pronged approach: * The ARM Climate Research Facility (ACRF), a scientific user facility for obtaining long-term measurements of radiative fluxes, cloud and aerosol properties, and related atmospheric characteristics in diverse climate regimes. * The ARM Science Program, focused on the analysis of ACRF data to address climate science issues associated with clouds, aerosols, and radiation, and to improve GCMs. This report describes accomplishments of the BER ARM Program toward addressing the primary uncertainties related to climate change prediction as identified by the IPCC.

Transition activities primarily involve shutdown and isolation of operational systems and buildings, radiological/hazardous waste cleanup, N Fuel Basin stabilization and environmental stabilization of the facilities. The N Reactor Deactivation Program covers the period FY 1992 through FY 1997. The directive to cease N Reactor preservation and prepare for decommissioning was issued by DOE to WHC on September 20, 1991.     On June 6, 1995, a waiver to Hanford Site Solid Waste Acceptance Criteria, was approved by the US Department of Energy Richland Operations Office (RL) to replace the low-level, mixed, and transuranic (TRU) generator assessment programs with the Solid Waste Assurance Program (SWAP). This is associated with a waiver that was approved on March 16, 1995 to replace the Storage/Disposal Approval Record (SDAR) requirements with the Waste Specification System (WSS). This implementation plan and the SWAP applies to Solid Waste Disposal (SWD) functions, facilities, and personnel who perform waste acceptance, verification, receipt, and management functions of dangerous, radioactive, and mixed waste from on- and off-site generators who ship to or within the Hanford Site for treatment, storage, and/or disposal (TSD) at SWD TSD facilities.

    The Martin Marietta Energy Systems, Inc., Environmental Restoration (ER) Program was initially chartered on October 1, 1989, as a ``entral Environmental Restoration Division`` to manage the investigation and remediation of inactive sites and facilities that have been declared surplus and have no further programmatic use. The Energy Systems ER Division was established to support the DOE Oak Ridge Field Office (DOE-OR) consolidated ER Program. The DOE-OR Assistant Manager for Environmental Restoration and Waste Management provides program and budget direction to the Energy Systems ER Program for environmental restoration activities at the sites operated by Energy Systems (Oak Ridge K-25 Site, Oak Ridge National Laboratory, Oak Ridge Y-12 Plant, Paducah Gaseous Diffusion Plant, Portsmouth Gaseous Diffusion Plant) and at the off-site locations. The Energy Systems ER Division is specifically charged with assessing these sites for potential contamination and managing the cleanup processes. The Energy Systems Environmental Restoration Division was chartered on October 1, 1989, as a central organization to manage the Remedial Action (RA) Program. The purpose of this document is to ensure that: senior ER management provides planning, organization, direction, control, and support to achieve the organization`s objectives; the line organization achieves quality; and overall performance is reviewed and evaluated using a rigorous assessment process.

    For the past 40 years, the Savannah River Site (SRS) has been subjected to numerous geological and geotechnical investigations in support of facility construction and waste site development and remediation. Over this period,.a variety of different subcontractors have collected large quantities of geoscience data. In addition, current programs involve numerous investigators from different departments, and consequently, earth science data and interpretations are scattered among the departments, investigators, and subcontractors at SRS. As a result, scientific and management decisions cannot take advantage of the significant body of information that exists at SRS. Recent DOE Orders (Systematic Evaluation Program, 1991) have put specific requirements on their contractors to compile geological databases to coordinate DOE site data gathering and interpretations, and to assist in compiling safety analysis reports. The Earth Science Advisory Committee and the Environmental Advisory Committee have also made specific recommendations on the management of SRS geoscience data. This plan describes a management system to identify, communicate, and compile SRS geological (including geohydrologic), seismological, and geotechnical (656) data and interpretations on a Geographic Information System (GIS).

    Formal sitewide environmental planning at the . Savannah River Site (SRS) began in 1986 with the development and adoption of the Strategic Environmental Plan. The Strategic Environmental Plan describes the philosophy, policy, and overall program direction of environmental programs for the operation of the SRS. The Strategic Environmental Plan (Volume 2) provided the basis for development of the Environmental Implementation Plan (EIP).     Nuclear power has safely, reliably, and economically contributed almost 20% of electrical generation in the United States over the past two decades. It remains the single largest contributor (more than 70%) of non-greenhouse-gas-emitting electric power generation in the United States. Domestic demand for electrical energy is expected to experience a 31% growth from 2009 to 2035. At the same time, most of the currently operating nuclear power plants will begin reaching the end of their initial 20-year extension to their original 40-year operating license for a total of 60 years of operation. Figure E-1 shows projected nuclear energy contribution to the domestic generating capacity. If current operating nuclear power plants do not operate beyond 60 years, the total fraction of generated electrical energy from nuclear power will begin to decline - even with the expected addition of new nuclear generating capacity. The oldest commercial plants in the United States reached their 40th anniversary in 2009. The U.S. Department of Energy Office of Nuclear Energy's Research and Development Roadmap (Nuclear Energy Roadmap) organizes its activities around four objectives that ensure nuclear energy remains a compelling and viable energy option for the United States. The four objectives are as follows: (1) develop technologies and other solutions that can improve the reliability, sustain the safety, and extend the life of the current reactors; (2) develop improvements in the affordability of new reactors to enable nuclear energy to help meet the Administration's energy security and climate change goals; (3) develop sustainable nuclear fuel cycles; and (4) understand and minimize the risks of nuclear proliferation and terrorism. The Light Water Reactor Sustainability (LWRS) Program is the primary programmatic activity that addresses Objective 1. This document summarizes the LWRS Program's plans.
