    The energy-efficient building codes adopted by Tacoma, Washington will give the city a reservoir of power comparable to the water stored behind Grand Coulee Dam. The code standards reduce energy requirements 60%, a saving that will continue through the 50- to 60-year service life of the houses. The first to adopt the Northwest Power Planning Council (NWPPC) Model Conservation Stardards, Tacoma recognized that current electric power surpluses are temporary and that conservation is the cheapest way to get new power. The city adopted the plan despite its low rates because economic growth is likely to come from power-intensive industries. A support package for the plan combines building code compliance, an information system, marketing, and financial incentives.

    In 2000 and 2001, the Kalispel Natural Resource Department (KNRD) continued to mitigate the wildlife habitat losses as part of the Albeni Falls Wildlife Mitigation Project. Utilizing Bonneville Power Administration (BPA) funds, the Kalispel Tribe of Indians (Tribe) purchased three projects totaling nearly 1,200 acres. The Tacoma/Trimble Wildlife Management Area is a conglomeration of properties now estimated at 1,700 acres. It is the Tribe's intent to manage these properties in cooperation and collaboration with the Pend Oreille County Public Utility District (PUD) No. 1 and the U.S. Fish and Wildlife Service (USFWS) to benefit wildlife habitats and associated species, populations, and guilds.

    The measurement campaign had one year duration from 04/01/2011 to 03/31/2012 and was taken at 20m and 34m with NRG instrumentation. The data was analyzed weekly to check inconsistencies and validity and processed using Excel, Flexpro and Windographer standard Edition Version 2.04. The site analyzed is located in the Waldron, Arkansas in Scott County. It is an open site for most of the direction sectors with immediate roughness class of 1.5. It has seasonally directional winds, of which the most energetic come from the southern direction. The vertical wind profile shows moderate wind shear that varies by season as well.

    Crowley's Ridge is a 320 km long topographic ridge that extends from Thebes, Illinois to Helena, Arkansas. The ridge has been interpreted as an erosional remnant formed during Quaternary incision of the ancestral Mississippi and Ohio rivers; however, the Reelfoot Rift COCORP line identified a down-to-the-west fault bounding the western margin of Crowley's Ridge south of Jonesboro, Arkansas. Subsequent Mini-Sosie seismic reflection profiles confirmed the COCORP data and identified additional faults beneath other margins of the ridge. In each case the faults lie beneath the base of the ridge scarp. The Mini-Sosie data did not resolve the uppermost 150 m and so it was not possible to determine if the faults displace the near-surface Claiborne Group (middle Eocene). A shotgun source seismic reflection survey was subsequently conducted to image the uppermost 250 m across the faulted margins. The shotgun survey across the western margin of the ridge south of Jonesboro reveals displaced reflectors as shallow as 30 m depth. Claiborne Group strata are displaced approximately 6 m and it appears that some of the topographic relief of Crowley's Ridge at this location is due to post middle Eocene fault displacement. Based on the reflection data, the authors suggest that Crowley's Ridge is tectonic in origin.

    Understanding and providing proactive information on the potential for tidal energy projects to cause changes to the physical system and to key water quality constituents in tidal waters is a necessary and cost-effective means to avoid costly regulatory involvement and late stage surprises in the permitting process. This paper presents a modeling study for evaluating the tidal energy extraction and its potential impacts on the marine environment in a real world site - Tacoma Narrows of Puget Sound, Washington State, USA. An unstructured-grid coastal ocean model, fitted with a module that simulates tidal energy devices, was applied to simulate the tidal energy extracted by different turbine array configurations and the potential effects of the extraction at local and system-wide scales in Tacoma Narrows and South Puget Sound. Model results demonstrated the advantage of an unstructured-grid model for simulating the far-field effects of tidal energy extraction in a large model domain, as well as assessing the near-field effect using a fine grid resolution near the tidal turbines. The outcome shows that a realistic near-term deployment scenario extracts a very small fraction of the total tidal energy in the system and that system wide environmental effects are not likely; however, near-field effects on the flow field and bed shear stress in the area of tidal turbine farm are more likely. Model results also indicate that from a practical standpoint, hydrodynamic or water quality effects are not likely to be the limiting factor for development of large commercial-scale tidal farms. Results indicate that very high numbers of turbines are required to significantly alter the tidal system; limitations on marine space or other environmental concerns are likely to be reached before reaching these deployment levels. These findings show that important information obtained from numerical modeling can be used to inform regulatory and policy processes for tidal energy development.

    The Woods is a 30-home, high- performance, energy efficient sustainable community built by Habitat for Humanity (HFH). With Support from Tacoma Public Utilities, Washington State University (part of the Building America Partnership for Improved Residential Construction) is researching the energy performance of these homes and the ductless heat pumps (DHP) they employ. This project provides Building America with an opportunity to: field test HVAC equipment, ventilation system air flows, building envelope tightness, lighting, appliance, and other input data that are required for preliminary Building Energy Optimization (BEopt™) modeling and ENERGY STAR® field verification; analyze cost data from HFH and other sources related to building-efficiency measures that focus on the DHP/hybrid heating system and heat recovery ventilation system; evaluate the thermal performance and cost benefit of DHP/hybrid heating systems in these homes from the perspective of homeowners; compare the space heating energy consumption of a DHP/electric resistance (ER) hybrid heating system to that of a traditional zonal ER heating system; conduct weekly "flip-flop tests" to compare space heating, temperature, and relative humidity in ER zonal heating mode to DHP/ER mode.

    This study demonstrates the use of a formal method for common cause failure analysis in a reliability analysis of the Arkansas Nuclear One - Unit 1 rodded scram system. The scram system failure of interest is loss of capability of the system to shut the reactor down when required.     The Pine Bluff Arsenal (PBA) near Pine Bluff, Arkansas, is one of eight continental United States (CONUS) Army installations where lethal unitary chemical agents and munitions are stored and where destruction of agents and munitions is proposed under the Chemical Stockpile Disposal Program (CSDP). The chemical agent inventory at PBA consists of approximately 12%, by weight, of the total US stockpile. The destruction of the stockpile is necessary to eliminate the risk to the public from continued storage and to dispose of obsolete and leaking munitions. In 1988 the US Army issued a Final Programmatic Environmental Impact Statement (FPEIS) for the CSDP that identified on-site disposal of agents and munitions as the environmentally preferred alternative (i.e., the alternative with the least potential to cause significant adverse impacts). The purpose of this report is to examine the proposed implementation of on-site disposal at PBA in light of more recent and more detailed data than those on which the FPEIS is based. New population data were used to compute fatalities using the same computation methods and values for all other parameters as in the FPEIS. Results indicate that all alternatives are indistinguishable when the potential health impacts to the PBA community are considered. However, risks from on-site disposal are in all cases equal to or less than risks from other alternatives. Furthermore, no unique resources with the potential to prevent or delay implementation of on-site disposal at PBA have been identified.

    The new North Shongaloo/Red Rock/Haynesville/East Haynesville (herein called Shongaloo) field is a recent discovery (1988) with reserves of 20-30 MMBOE. The field has over 50 wells producing from the Smackover Formation at about 11,000 ft depth, and is the largest field discovered in the very mature Arkansas-Louisiana state-line Smackover play in the past 20 yr. More significantly, the field is locate within the state-line graben, an area considered by industry as barren of Smackover potential because Smackover reservoir rocks were assumed absent. Shongaloo field pay is from the Smackover. The [open quotes]C[close quotes] sand has average porosity of 5-7% and average permeability of less than 1 md (average initial flow rate is 1500 MCFGD with 430 BCPD). The [open quotes]B[close quotes] carbonate reservoirs consist of ooid grainstones with average porosity of 14% and average permeability of 60 md, ranging up to 1800 md (average initial flow rate is 550 BOPD and 950 MCFGD). Shongaloo field is an upthrown fault trap within the overall downthrown central graben. Shongaloo field was found by overcoming two technical hurdles. First, reservoir rock distribution was shown to follow paleoshorelines through the graben. Porous ooid grainstones facies within a mappable cycle of the Smackover [open quotes]B[close quotes] are parallel to, and immediately downdip (<1.5 mi) of paleoshorelines. Paleoshorelines are documented by the updip pinchout of [open quotes]B[close quotes] cycles into time-equivalent Buckner red beds. Second, the critical trapping fault was resolved by shooting and interpreting modern proprietary seismic data. The discovery of Shongaloo field proves that significant reserves can be found in mature domestic plays by applying new technology and stratigraphic concepts.

    A hydrogeochemical ground water orientation study was conducted in the multi-mineralized area of the Ouachita Mountains, Arkansas in order to evaluate the usefulness of ground water as a sampling medium for uranium exploration in similar areas. Ninety-three springs and nine wells were sampled in Clark, Garland, Hot Springs, Howard, Montgomery, Pike, Polk, and Sevier Counties. Manganese, barite, celestite, cinnabar, stibnite, copper, lead, and zinc are present. The following parameters were determined: pH, conductivity, alkalinity, U, Br, Cl, F, He, Mn, Na, V, Al, Dy, NO/sub 3/, NH/sub 3/, SO/sub 4/, and PO/sub 4/. The minerals appear to significantly affect the chemistry of the ground water. This report is issued in draft form, without detailed technical and copy editing. This was done to make the report available to the public before the end of the National Uranium Resource Evaluation.

    The Pine Bluff Arsenal (PBA) near Pine Bluff, Arkansas, is one of eight continental United States (CONUS) Army installations where lethal unitary chemical agents and munitions are stored and where destruction of agents and munitions is proposed under the Chemical Stockpile Disposal Program (CSDP). The chemical agent inventory at PBA consists of approximately 12%, by weight, of the total US stockpile. The destruction of the stockpile is necessary to eliminate the risk to the public from continued storage and to dispose of obsolete and leaking munitions. In 1988 the US Army issued a Final Programmatic Environmental Impact Statement (FPEIS) for the CSDP that identified on-site disposal of agents and munitions as the environmentally preferred alternative (i.e., the alternative with the least potential to cause significant adverse impacts). The purpose of this report is to examine the proposed implementation of on-site disposal at PBA in light of more recent and more detailed data than those on which the FPEIS is based. New population data were used to compute fatalities using the same computation methods and values for all other parameters as in the FPEIS. Results indicate that all alternatives are indistinguishable when the potential health impacts to the PBA community are considered. However, risks from on-site disposal are in all cases equal to or less than risks from other alternatives. Furthermore, no unique resources with the potential to prevent or delay implementation of on-site disposal at PBA have been identified.

    We study that the mid-section of the Arkansas-White-Red (AWR) river basin near the 100th parallel is particularly promising for sustainable biomass production using cellulosic perennial crops and residues. Along this longitudinal band, precipitation becomes limiting to competing crops that require irrigation from an increasingly depleted groundwater aquifer. In addition, the deep-rooted perennial, switchgrass, produces modest-to-high yields in this region with minimal inputs and could compete against alternative crops and land uses at relatively low cost. Previous studies have also suggested that switchgrass and other perennial feedstocks offer environmentally benign alternatives to corn and corn stover. However, water quality implications remain a significant concern for conversion of marginal lands to bioenergy production because excess nutrients produced by agriculture for food or for energy contribute to eutrophication in the dead-zone in the Gulf of Mexico. This study addresses water quality implications for the AWR river basin. We used the SWAT model to compare water quality in rivers draining a baseline, pre-cellulosic-bioenergy and post-cellulosic-bioenergy landscapes for 2022 and 2030. Simulated water quality responses varied across the region, but with a net tendency toward decreased amounts of nutrient and sediment, particularly in subbasins with large areas of bioenergy crops in 2030 future scenarios. We conclude that water quality is one aspect of sustainability for which cellulosic bioenergy production in this region holds promise.

    The Mid-South Wood Products site is located in Polk County, Arkansas, approximately 1/2 mile southwest of Mena, Arkansas. The 57-acre site includes the following areas: the Old Plant site, the Small Old Pond and Old Pond areas, the North and South Landfarms, the landfill, Clear Lake and an existing chromated copper arsenate (CCA) treatment plant. The Old Plant site was used to treat wood with pentachlorophenol (PCP) and creosote; the Small Old Pond was the original impoundment for waste PCP and creosote. These two areas have been covered with soil. The Old Pond area was used to store PCP and creosote sludge and has since been graded and covered with soil; materials from the Old Pond were spread over the Landfarm areas and mixed into the soil; the Landfill area contains deposits of sawdust, woodchips, and other waste-wood products; Clear Lake receives runoff from all the above areas; the CCA treatment plant contains an ongoing wood-treating operation where the surface drainage from the plant is put in sumps.

    The Arkansas River Power Authority (ARPA) Lamar Repowering Project is moving forward. The new generator, capable of producing 18 MW of electricity, is scheduled to be online in June 2008 bringing the total generation to 43 MW. New coal handling equipment, with infrared fire detectors, is almost complete. The new 18 MW steam turbine will be cooled by an air-cooled condenser. Coal will be delivered in a railroad spur to an unloading site then be unloaded onto a conveyor under the tracks and conveyed to two storage domes each holding 6000 tons of coal. It will be drawn out of these through an underground conveyor system, brought into a crusher, conveyed through overhead conveyors and fed into the new coal- fired fluidized bed boilers. 1 photo.

    By using the theory we developed in the early 1970s, a broad range of phenomena is considered for an optical surface of a solid body that is exposed to radiation arbitrarily varying in time and producing temperature fields, thermoelastic stresses and thermal deformations on the surface layer. The examination is based on the relations (which are similar to Duhamel's integral formula from the theory of heat conduction) between the quantities characterising the thermal stress state in any nonstationary regimes of energy input into a solid. A peculiar feature of the analysis of the thermal stress state in this case consists in the fact that this relation comprises time as a parameter, which in turn is a consequence of incoherence of the quasi-stationary problem of thermoelasticity. This phenomenon is particularly important for the optics of high-power, high-pulse repetition rate lasers, which are being actively developed. In the review, we have recently published in Laser Physics, the thermal stress state of a solid is analysed. In this state, time is treated as an independent variable used in differentiation. Such an approach greatly reduces the applicability of the method. The review published contains data on the use of capillary porous structures made of various materials with different degrees of the surface development. Moreover, such structures can be efficiently employed to increase the heat exchange at a temperature below the boiling point of the coolant. In the present review we discuss the dependences of the limiting laser intensities on the duration of a pulse or a pulse train, corresponding to the three stages of the state of the reflecting surface and leading to unacceptable elastic deformations of the surface, to the plastic yield of the material accompanied by the formation of residual stresses and to the melting of the surface layer. We also analyse the problem of heat exchange in the surface layer with a liquid metal coolant pumped through it. The

    A fast nuclear reactor system ls described for producing power and radioactive isotopes. The reactor core is of the heterogeneous, fluid sealed type comprised of vertically arranged elongated tubular fuel elements having vertical coolant passages. The active portion is surrounded by a neutron reflector and a shield. The system includes pumps and heat exchangers for the primary and secondary coolant circuits. The core, primary coolant pump and primary heat exchanger are disposed within an irapenforate tank which is filled with the primary coolant, in this case a liquid metal such as Na or NaK, to completely submerge these elements. The tank is completely surrounded by a thick walled concrete shield. This reactor system utilizes enriched uranium or plutonium as the fissionable material, uranium or thorium as a diluent and thorium or uranium containing less than 0 7% of the U/sup 235/ isotope as a fertile material.

    In 2007, the Southwest Power Pool (SPP) formed the Customer Response Task Force (CRTF) to identify barriers to deploying demand response (DR) resources in wholesale markets and develop policies to overcome these barriers. One of the initiatives of this Task Force was to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This report describes the results of a comprehensive survey conducted by LBNL in support of the Customer Response Task Force and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into wholesale markets in the SPP region. LBNL conducted a detailed survey of existing DR programs and dynamic pricing tariffs administered by SPP's member utilities. Survey respondents were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g. seasonal, annual), participant incentive structures, and monitoring and verification (M&V) protocols. Nearly all of the 30 load-serving entities in SPP responded to the survey. Of this group, fourteen SPP member utilities administer 36 DR programs, five dynamic pricing tariffs, and six voluntary customer response initiatives. These existing DR programs and dynamic pricing tariffs have a peak demand reduction potential of 1,552 MW. Other major findings of this study are: o About 81percent of available DR is from interruptible rate tariffs offered to large commercial and industrial customers, while direct load control (DLC) programs account for ~;;14percent. o Arkansas accounts for ~;;50percent of the DR resources in the SPP footprint; these DR resources are primarily managed by cooperatives. o Publicly-owned cooperatives accounted for 54percent of the existing DR resources

    In response to the need of the Strategic Defense Initiative (SDI) and long range space exploration and extra-terrestrial basing by the National Air and Space Administration (NASA), concepts for nuclear power systems in the multi-megawatt levels are being designed and evaluated. The requirements for these power systems are being driven primarily by the need to minimize weight and maximize safety and reliability. This paper will discuss the present requirements for space based advanced power systems, technological issues associated with the development of these advanced nuclear power systems, and some of the concepts proposed for generating large amounts of power in space. 31 figs.

In the parallel mode, the system adapts to arbitrary non-linear loads. The power processor may operate on a per-phase basis wherein the load may be synthetically transferred from one phase to another by way of a bumpless transfer which causes no interruption of power to the load when transferring energy sources. Voltage transients and frequency transients delivered to the load when switching between the generator and battery sources are minimized, thereby providing an uninterruptible power supply. The power processor may be used as part of a hybrid electrical power source system which may contain, in one embodiment, a photovoltaic array, diesel engine, and battery power sources. 31 figs.

The high speed tunnel diode provides a bistable signal and serves as a memory device of the input pulses for the remaining, slower components. A hybrid digital and analog loop maintains the peak power level of a reference channel at a known amount. Thus, by measuring the average power levels of the reference signal and the source signal, the peak power level of the source signal can be determined.

    A power converter architecture interleaves full bridge converters to alleviate thermal management problems in high current applications, and may, for example, double the output power capability while reducing parts count and costs. For example, one phase of a three phase inverter is shared between two transformers, which provide power to a rectifier such as a current doubler rectifier to provide two full bridge DC/DC converters with three rather than four high voltage inverter legs.

    The SP-100 program was established in 1983 by DOD, DOE, and NASA as a joint program to develop the technology necessary for space nuclear power systems for military and civil application. During FY86 and 87, the NASA SP-100 Advanced Technology Program was devised to maintain the momentum of promising technology advancement efforts started during Phase I of SP-100 and to strengthen, in key areas, the chances for successful development and growth capability of space nuclear reactor power systems for future space applications. In FY88, the Advanced Technology Program was incorporated into NASA`s new Civil Space Technology Initiative (CSTI). The CSTI Program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA SP-100 Advanced Technology project, and provides a bridge to NASA Project Pathfinder. The elements of CSTI High Capacity Power development include Conversion Systems, Thermal Management, Power Management, System Diagnostics, and Environmental Interactions. Technology advancement in all areas, including materials, is required to assure the high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall program will develop and demonstrate the technology base required to provide a wide range of modular power systems as well as allowing mission independence from solar and orbital attitude requirements. Several recent advancements in CSTI High Capacity power development will be discussed.
