    Kohout convection is a low-temperature groundwater thermal convection process in carbonate platform margins. It was first conceived of and postulated to occur in the subsurface of Florida by Francis Kohout in the 1960's. The flow is driven by buoyancy arising from subsurface differences in salinity and in temperature. Cold, dense seawater surrounding a platform at depth migrates inward, displacing warmer pore waters at the same elevation. This inflowing density current is in turn warmed within the platform and is buoyed upward to discharge on the platform shelf or margin resulting in a giant convective half-cell. In isolated platforms, such as the Bahamas, temperature differences alone drive Kohout convection. In Florida, the regional meteoric flow of the Floridan Aquifer mixes by dispersion with the convecting seawater resulting in an enhanced flow rate. Approximate analytical and numerical solutions of the governing differential equations allow the interactions of the flow and temperature fields to be determined. Permeability characteristics and platform margin geometry are the principal controls of the thermal structure and groundwater flow pattern in isolated platforms. In Florida, regional flow strength is also a control. High horizontal permeabilities (100 md to 1 darcy and higher) and tall, steep margins (1 km height, 30/sup 0/ slope) allow Kohout convection to penetrate 30 to 50 km inland causing substantial cooling. It may thus be a control of thermal evolution of the Florida-Bahamas Basin as well as parts of other sedimentary basins.

    Strontium concentrations and delta/sup 18/O are commonly used to infer the gross composition of dolomitizing waters, yet the bases for such inferences are not firmly established. A new approach to calibrating these 2 parameters is suggested from analyses of a section of upper Tertiary dolomites from the Bahamas. In an interval of dolomite, 120 m (394 ft) from a core taken on San Salvador Island, mole % MgCO/sub 3/ is correlated positively with delta/sup 18/O, and negatively with strontium. Strontium substitutes mainly for calcium, thus the negative correlation with mole % MgCO/sub 3/. Dolomites are enriched between 3 to 7% in delta/sup 18/O as compared with coprecipitated calcite, and thus the positive correlation. These two covariations indicate the need to consider the stoichiometric coefficient of dolomites, and to normalize strontium concentrations and delta/sup 18/O with their respective stoichiometric coefficients before inferring their relationship with fluid composition.

    We have searched for possible sites in Argentina for the installation of large air Cherenkov telescope arrays and water Cherenkov systems. At present seven candidates are identified at altitudes from 2500 to 4500 m. The highest sites are located at the Northwest of the country, in La Puna. Sites at 2500 and 3100 m are located in the West at El Leoncito Observatory, with excellent infrastructure. A description of these candidate sites is presented with emphasis on infrastructure and climatology.

    On October 21 and 22, 1998, the Center for International Security Affairs at Los Alamos National Laboratory and the Center for Global Security and Cooperation at Science Applications International Corporation hosted the first of a series of work-shops on states that have chosen to roll back their pursuit of nuclear arms. The objective of the workshop series is to conduct a systematic evaluation of the roles played by U.S. nonproliferation policy in cases of nuclear rollback or restraint and to provide recommendations for future nonproliferation efforts based on lessons learned. Key attendees at the workshop included officials and former officials from the foreign ministries of Argentina and Brazil, and current and former officials from the U.S. Department of State, the Arms Control and Disarmament Agency (ACDA), and the Department of Energy (DOE). Scholars and independent researchers who have examined nuclear policy in Argentina and Brazil also participated. This workshop report includes important background information that helps set the stage for assessing nuclear policies in Argentina and Brazil. It describes national perspectives and areas of consensus and debate among the participants, particularly on the questions of lessons learned and their salience to proliferation challenges in other states. It also summarizes key questions and propositions regarding the roles played in these cases by U.S. nonproliferation policy.

    We analyse the all-sky Leiden/Argentina/Bonn HI survey, where we identify shells belonging to the Milky Way. We used an identification method based on the search of continuous regions of a low brightness temperature that are compatible with given properties of HI shells. We found 333 shells in the whole Galaxy. The size distribution of shells in the outer Galaxy is fitted by a power law with the coefficient of 2.6 corresponding to the index 1.8 in the distribution of energy sources. Their surface density decreases exponentially with a scale length of 2.8 kpc. The surface density of shells with radii >= 100 pc in the solar neighbourhood is around 4 per kpc^2 and the 2D porosity is approximately 0.7.

    The Cherenkov Telescope Array (CTA) Project will consist of two arrays of atmospheric Cherenkov telescopes to study high-energy gamma radiation in the range of a few tens of GeV to beyond 100 TeV. To achieve full-sky coverage, the construction of one array in each terrestrial hemisphere is considered. Suitable candidate sites are being explored and characterized. The candidate sites in the Southern Hemisphere include two locations in Argentina, one in San Antonio de los Cobres (Salta Province, Lat. 24:02:42 S, Long. 66:14:06 W, at 3600 m.a.s.l) and another one in El Leoncito (San Juan Province, Lat. 31:41:49 S, Long. 69:16:21 W, at 2600 m.a.s.l). Here we describe the two sites and the instrumentation that has been deployed to characterize them. We summarize the geographic, atmospheric and climatic data that have been collected for both of them.

    Veins of solid bitumen (asphaltite) have been commerically exploited in the Neuquen basin, Argentina, for over 100 yr. Veins are up to 5 m wide and several kilometers in length, over a region of 15,000 km{sup 2}. These veins were emplaced in fractures both parallel and at high angles to bedding, in close proximity to their source rocks in the Vaca Muetra and Agrio formation (Late Jurassic-Early Cretaceous). Two or more phases of bitumen emplacement can be recognized in several localities; structures bearing viscous oil are younger than structures having solid bitumen. Bitumen emplacement was vigorous and caused brecciation and spalling of the host rocks. The bitumen was also viscous, and supports rock debris ranging in size from sand grains up to meter-scale slabs. Brecciation, bedding-parallel injection, and wall rock impregnation suggest high fluid pressures during emplacement. High fluid pressure may have been engendered by substantial hydrocarbon generation from rich source rocks in a low-permeability sequence, and probably caused the fractures into which the bitumen migrated. The bedding-parallel veins facilitated decollement during thrusting that took place during and after bitumen emplacement. The timing of emplacement relative to thrusting and oil migration constrains bitumen emplacement to the Eocene-Oligocene.

    The nuclear development programs of both Argentina and Brazil have, since the 1970s, been premised on the desire for self-sufficiency and assurance of nuclear fuel supply. While military rivalry and mutual distrust led to nuclear weapons related development programs in the 1970s and 1980s, both countries have since terminated these programs. Furthermore, the governments of both countries have pledged their commitment to exclusively non-explosive use of nuclear energy and have signed the Non Proliferation Treaty (NPT). Utilizing rights provided for under the NPT, both Argentina and Brazil have nuclear fuel production facilities, with the notable exception of enrichment plants, that provide much of the current indigenous fuel requirements for their nuclear power plants. However, both countries are actively developing enrichment capability to fill this gap. The purpose of this report is to assess the economic basis and non-proliferation policy considerations for indigenous enrichment capability within the context of their desired self-sufficiency and to evaluate possible United States Government policy options.

    The geomagnetic field (Bgeo) sets a lower cutoff rigidity (Rc) to the entry of cosmic particles to Earth which depends on the geomagnetic activity. From numerical simulations of the trajectory of a proton using different models for Bgeo (performed with the MAGCOS code), we use backtracking to analyze particles arriving at the location of two nodes of the net LAGO (Large Aperture Gamma ray burst Observatory) that will be built in the near future: Buenos Aires and Marambio (Antarctica), Argentina. We determine the asymptotic trajectories and the values of Rc for different incidence directions, for each node. Simulations were done using several models for Bgeo that emulate different geomagnetic conditions. The presented results will help to make analysis of future observations of the flux of cosmic rays done at these two LAGO nodes.

    In 1922 the University of Buenos Aires (UBA) Council approved a motion to send an invitation to Albert Einstein to visit Argentina and give a course of lectures on his theory of relativity. The motion was proposed by Jorge Duclout (1856-1927), who had been educated at the Eidgenossische Technische Hochschule, Zurich (ETH). This proposal was the culmination of a series of initiatives of various Argentine intellectuals interested in the theory of relativity. In a very short time Dr. Mauricio Nirenstein (1877-1935), then the university's administrative secretary, fulfilled all the requirements for the university's invitation to be endorsed and delivered to the sage in Berlin. The visit took place three years later, in March-April 1925. The Argentine press received Einstein with great interest and respect; his early exchanges covered a wide range of topics, including international politics and Jewish matters. Naturally, the journalists were more eager to hear from the eminent pacifist than from the incomprehensible physicist. However, after his initial openness with the press, the situation changed and Einstein restricted his public discourse to topics on theoretical physics, avoiding some controversial political, religious, or philosophical matters that he had freely touched upon in earlier interviews..     In humans, ingested inorganic arsenic is metabolized to monomethylarsenic (MMA) then to dimethylarsenic (DMA), although in most people this process is not complete. Previous studies have identified associations between the proportion of urinary MMA (%MMA) and increased risks of several arsenic-related diseases, although none of these reported on lung cancer. In this study, urinary arsenic metabolites were assessed in 45 lung cancer cases and 75 controls from arsenic-exposed areas in Cordoba, Argentina. Folate has also been linked to arsenic-disease susceptibility, thus an exploratory assessment of associations between single nucleotide polymorphisms in folate metabolizing genes, arsenic methylation, and lung cancer was also conducted. In analyses limited to subjects with metabolite concentrations above detection limits, the mean %MMA was higher in cases than in controls (17.5% versus 14.3%, p = 0.01). The lung cancer odds ratio for subjects with %MMA in the upper tertile compared to those in the lowest tertile was 3.09 (95% CI, 1.08-8.81). Although the study size was too small for a definitive conclusion, there was an indication that lung cancer risks might be highest in those with a high %MMA who also carried cystathionine {beta}-synthase (CBS) rs234709 and rs4920037 variant alleles. This study is the first to report an association between individual differences in arsenic metabolism and lung cancer, a leading cause of arsenic-related mortality. These results add to the increasing body of evidence that variation in arsenic metabolism plays an important role in arsenic-disease susceptibility.

    In 1989, the US Department of Energy (DOE) responded to the need to redirect resources from weapons production to environmental restoration and waste management by establishing the Office of Environmental Management (EM) and delegated to this office the responsibility of cleaning up the US nuclear weapons complex. Now in its eight year, EM`s mission has three central facets: (1) to assess, remediate, and monitor contaminated sites and facilities; (2) to store, treat, and dispose of waste from past and current operations; and (3) to develop and implement innovative technologies for environmental cleanup. To this end, EM has established domestic and international cooperative technology development programs, including one with the Republic of Argentina. Cooperating with Argentine scientific institutes and industries meets US cleanup objectives by: (1) identifying and accessing Argentine EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) fostering the development of innovative environmental technologies by increasing US private sector opportunities in Argentina in EM-related areas.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. Of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist energy demand in developing will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves.     We describe laboratory and field results of a novel arsenic removal adsorbent called 'Arsenic Removal Using Bottom Ash' (ARUBA). ARUBA is prepared by coating particles of coal bottom ash, a waste material from coal fired power plants, with iron (hydr)oxide. The coating process is simple and conducted at room temperature and atmospheric pressure. Material costs for ARUBA are estimated to be low (~;;$0.08 per kg) and arsenic remediation with ARUBA has the potential to be affordable to resource-constrained communities. ARUBA is used for removing arsenic via a dispersal-and-removal process, and we envision that ARUBA would be used in community-scale water treatment centers. We show that ARUBA is able to reduce arsenic concentrations in contaminated Bangladesh groundwater to below the Bangladesh standard of 50 ppb. Using the Langmuir isotherm (R2 = 0.77) ARUBA's adsorption capacity in treating real groundwater is 2.6x10-6 mol/g (0.20 mg/g). Time-to-90percent (defined as the time interval for ARUBA to remove 90percent of the total amount of arsenic that is removed at equilibrium) is less than one hour. Reaction rates (pseudo-second-order kinetic model, R2>_ 0.99) increase from 2.4x105 to 7.2x105 g mol-1 min-1 as the groundwater arsenic concentration decreases from 560 to 170 ppb. We show that ARUBA's arsenic adsorption density (AAD), defined as the milligrams of arsenic removed at equilibrium per gram of ARUBA added, is linearly dependent on the initial arsenic concentration of the groundwater sample, for initial arsenic concentrations of up to 1600 ppb and an ARUBA dose of 4.0 g/L. This makes it easy to determine the amount of ARUBA required to treat a groundwater source when its arsenic concentration is known and less than 1600 ppb. Storing contaminated groundwater for two to three days before treatment is seen to significantly increase ARUBA's AAD.     ARUBA (Arsenic Removal Using Bottom Ash) has proven effective at removing high concentrations of arsenic from drinking water in Bangladesh. During fieldwork in four sub-districts of the country, ARUBA reduced arsenic levels ranging from 200 to 900 ppb to below the Bangladesh standard of 50 ppb. The technology is cost-effective because the substrate--bottom ash from coal fired power plants--is a waste material readily available in South Asia. In comparison to similar technologies, ARUBA uses less media for arsenic removal due to its high surface area to volume ratio. Hence, less waste is produced. A number of experiments were conducted in Bangladesh to determine the effectiveness of various water treatment protocols. It was found that (1) ARUBA removes more than half of the arsenic from water within five minutes of treatment, (2) ARUBA, that has settled at the bottom of a treatment vessel, continues to remove arsenic for 2-3 days, (3) ARUBA's arsenic removal efficiency can be improved through sequential partial dosing (adding a given amount of ARUBA in fractions versus all at once), and (4) allowing water to first stand for two to three days followed by treatment with ARUBA produced final arsenic levels ten times lower than treating water directly out of the well. Our findings imply a number of tradeoffs between ARUBA's effective arsenic removal capacity, treatment system costs, and waste output. These tradeoffs, some a function of arsenic-related policies in Bangladesh (e.g., waste disposal regulations), must be considered when designing an arsenic removal system. We propose that the most attractive option is to use ARUBA in communityscale water treatment centers, installed as public-private partnerships, in Bangladeshi villages.

    We present an observational program we started in 1999, to systematically obtain mid-resolution spectra of late-type stars, to study in particular chromospheric activity. In particular, we found cyclic activity in four dM stars, including Prox-Cen. We directly derived the conversion factor that translates the known S index to flux in the Ca II cores, and extend its calibration to a wider spectral range. We investigated the relation between the activity measurements in the calcium and hydrogen lines, and found that the usual correlation observed is the product of the dependence of each flux on stellar color, and it is not always preserved when simultaneous observations of a particular star are considered. We also used our observations to model the chromospheres of stars of different spectral types and activity levels, and found that the integrated chromospheric radiative losses, normalized to the surface luminosity, show a unique trend for G and K dwarfs when plotted against the S index.

    Aerosols from natural and antropogenic sources are one of the atmospheric components that have the largest spacial-temporal variability, depending on the type (land or ocean) surface, human activity and climatic conditions (mainly temperature and wind). Since Cherenkov photons generated by the incidence of a primary ultraenergetic cosmic gamma photon have a spectral intensity distribution concentrated in the UV and visible ranges [Hillas AM. Space Science Reviews, 75, 17-30, 1996], it is important to know the aerosol concentration and its contribution to atmospheric radiative transfer. We present results of this concentration measured in typical rather calm (not windy) days at San Antonio de los Cobres (SAC) and El Leoncito/CASLEO proposed Argentinean Andes range sites for the placement of the Cherenkov Telescope Array (CTA).     At CEILAP (CITEDEF-CONICET), a multiangle LIDAR is under development to monitor aerosol extinction coefficients in the frame of the CTA (Cherenkov Telescope Array) Project. This is an initiative to build the next generation of ground-based instruments to collect very high energy gamma-ray radiation (>10 GeV). The atmospheric conditions are very important for CTA observations, and LIDARs play an important role in the measurement of the aerosol optical depth at any direction. The LIDAR being developed at CEILAP was conceived to operate in harsh environmental conditions during the shifts, and these working conditions may produce misalignments. To minimize these effects, the telescopes comprising the reception unit are controlled by a self-alignment system. This paper describes the self-alignment method and hardware automation.

    Higher variability in rainfall and river discharge could be of major importance in landslide generation in the north-western Argentine Andes. Annual layered (varved) deposits of a landslide dammed lake in the Santa Maria Basin (26 deg S, 66 deg W) with an age of 30,000 14C years provide an archive of precipitation variability during this time. The comparison of these data with present-day rainfall observations tests the hypothesis that increased rainfall variability played a major role in landslide generation. A potential cause of such variability is the El Nino/Southern Oscillation (ENSO). The causal link between ENSO and local rainfall is quantified by using a new method of nonlinear data analysis, the quantitative analysis of cross recurrence plots (CRP). This method seeks similarities in the dynamics of two different processes, such as an ocean-atmosphere oscillation and local rainfall. Our analysis reveals significant similarities in the statistics of both modern and palaeo-precipitation data. The similarities in the data suggest that an ENSO-like influence on local rainfall was present at around 30,000 14C years ago. Increased rainfall, which was inferred from a lake balance modeling in a previous study, together with ENSO-like cyclicities could help to explain the clustering of landslides at around 30,000 14C years ago.
