    Over the past ten years, AREVA has performed D and D operations on a wide range of nuclear sites, such as Marcoule and La Hague recycling plants, to Cadarache MOX fuel fabrication plant or Veurey and Annecy metallic Uranium machining plants. Each site is different from the other but some lessons can be shared through this D and D portfolio. In that respect, knowledge management is one of AREVA D and D Technical Department main missions. Four illustrations demonstrate the interest of knowledge share. Waste management is one of the key activities in D and D; It requires a specific characterization methodology, adapted logistics, and optimized waste channels, all of which have been developed over the years by AREVA teams on the site of Marcoule while they are rather new to La Hague, whose main activity remains fuel reprocessing despite the launch of UP2 400 D and D program. The transfer of know how has thus been organized over the past two years. Plasma cutting has been used extensively in Marcoule for years, while prohibited on the site of La Hague following questions raised about the risks associated wit Ruthenium sublimation. La Hague Technical Department has thus developed an experimental protocol to quantify and contain the Ruthenium risk, the result of which will then be applied to Marcoule where the Ruthenium issue has appeared in recent operations. Commissioning and operating fission products evaporators is a rather standard activity on UP2 800 and UP3, while the associated experience has been decreasing in Marcoule following final shutdown in 1998. When the French atomic Energy commission decided to build and operate a new evaporator to concentrate rinsing effluents prior to vitrification in 2009, AREVA La Hague operators were mobilized to test and commission the new equipment, and train local operators. Concrete scabbling is the final stage prior to the free release of a nuclear facility. In the context of Veurey and Annecy final cleanup and declassification, large scale concrete scabbling operations were conducted, and lead to the industrialization of the process and qualification of a new process, NiThrow{sup TM} scabbling technology, developed by AREVA. This experience has now been injected into La Hague D and D scenario and has allowed a significant gain in time and cost for scabbling operations. In short, the variety of experiences and sites under the responsibility of AREVA D and D teams present significant challenges, and yet provide a unique opportunity to innovate and qualify new tools and methods which can then be shared throughout the sites.     The Global Threat Reduction Initiative (GTRI) was established by the U.S. Department of Energy National Nuclear Security Administration (NNSA) in response to the growing need to comprehensively and internationally address the potential threat posed by vulnerable high-risk nuclear material. GTRI's mission is to foster international support for national programs to identify, secure, remove and/or facilitate the disposition, as quickly and expeditiously as possible, of vulnerable, high-risk nuclear and other radioactive materials around the world that pose a potential threat to the international community. Specifically, GTRI establishes international partnerships to address this global issue. To achieve these objectives, GTRI works with international, regional, and domestic partners to: (1) minimize and, to the extent possible, eliminate the use of highly enriched uranium (HEU) in civil nuclear applications worldwide by converting research reactors to LEU fuels; (2) accelerate the removal or final disposition of vulnerable nuclear material throughout the world; (3) accelerate securing and/or removing vulnerable high-risk radiological materials throughout the world; and (4) address the 'gaps' of other programs by identifying throughout the world, recovering and facilitating permanent disposition of vulnerable high-risk nuclear material not previously addressed by other threat reduction programs. DOE desires to work with more partners, both government and industry, to develop options for the disposal of nuclear material in the most expeditious manner. This paper will present the recent success of the first Plutonium Gap Material recycling contract signed by AREVA thanks to the collaboration developed between NNSA and AREVA. Another item which will be presented and illustrates how GTRI supports government-to-industry partnership, is the willingness to consider the treatment option for Gap Materials used-fuel. This new step represents another broadening of the collaboration that already exists between NNSA and AREVA for achieving the goal of GTRI. Such collaboration was already illustrated in 2006 by the recovery of more than 45 Kg of HEU from facilities within Europe and another 15 Kg of fresh HEU were transported from Europe to the U.S. An additional 40 Kg of fresh HEU will be transported from facilities within Europe to the AREVA-CERCA facility before the end of 2007.     Waste management is a key issue for the reprocessing industry; furthermore, vitrification is considered as the reference for nuclear waste management. In order to further improve and strengthen their historical cooperation in high temperature waste management, the CEA, R and D organization, and AREVA, Industrial Operator, decided, in September 2010, to create a Joint Vitrification Laboratory within the framework of a strategic partnership. The main objectives of the CEA-AREVA Joint Vitrification Laboratory (LCV) are (i) support AREVA's activities, notably in its La Hague plants and for new projects, (ii) strengthen the CEA's lead as a reference laboratory in the field of waste conditioning. The LCV is mandated to provide strong, innovative solutions through the performance of R and D on processes and materials for vitrification, fusion and incineration, for high, intermediate and low level waste. The activities carried out in the LCV include academic research on containment matrices (formulation, long-term behaviour), and the improvement of current technologies/development of new ones in lab-scale to full-scale pilot facilities, in non-radioactive and radioactive conditions, including modelling and experimental tools. This paper focuses on the programs and policy managed within the LCV, as well as the means employed by the CEA and AREVA to meet common short-,mid- and long-term challenges, from a scientific and industrial point of view. Among other things, we discuss the technical support provided for the La Hague vitrification facilities on hot melter and CCIM technologies, the start-up of new processes (decommissioning effluents, UMo FP) with CCIM, the preparation of future processes by means of an assessment of new technologies and containment matrices (improved glasses, ceramics, etc.), as well as incineration/vitrification for organic and metallic mixed waste or metallic fusion. The close relationship between the R and D teams and industrial operators enables the LCV to propose attractive waste management solutions, with appropriate schedules and optimized development costs, making allowance for R and D constraints, engineering requirements and the industrial environment.     The search for improvements in nuclear fuel cycle economics results in increasing demands for fuel discharged burnup and reliability, plant maneuverability and power up-rating. To achieve these objectives without any reduction of safety margins, fuel design and materials that enable enhanced performance capabilities have been developed or are under investigations. Research on fuel pellets focuses on the modification of the microstructure to increase fission product retention and pellet mechanical compliance. Currently, production of the desired large grain viscoplastic UO{sub 2} fuel microstructures has been extensively investigated by AREVA NP through the use of doping elements. This track is nowadays a worldwide working field. In this area, AREVA NP has launched the development of a new UO{sub 2} fuel pellet obtained by optimum chromium oxide doping. The purpose of this paper is first to present the current results with the AREVA NP optimized chromia doped fuel and to discuss the key advantages in terms of fuel performance for BWR applications. In particular, the development relies on ramp testing results, fuel temperature and fission gas release values acquired at high burnup and high power levels. Second, the paper focuses on the qualification process implemented by AREVA NP to assess the margins of the optimized Cr{sub 2}O{sub 3}-doped UO{sub 2} fuel towards safety criteria at high burnup and the risk of PCI failure, as well as to develop calculation tools to support design. The driving force in this qualification plan is to gain the accurate knowledge of the optimized doped fuel behavior under normal, transient and anticipated accident conditions. To support this effort, irradiation campaigns are under progress in PWR and BWR plants to cover a wide range of existing operating conditions and to anticipate future demands. Considering only the BWR part, the program has successfully run since 2005 and is designed to obtain data up to high burnup, at least 70 GWd/tU. The aim is to define the range of operational conditions for application of chromia-doped fuel in combination with LTP2 non-liner cladding as an alternative to the present standard Fe-enhanced Zr liner cladding.     In response to the Department of Energy (DOE) funded initiative to develop and deploy lead fuel assemblies (LFAs) of Enhanced Accident Tolerant Fuel (EATF) into a US reactor within 10 years, AREVA put together a team to develop promising technologies for improved fuel performance during off normal operations. This team consisted of the University of Florida (UF) and the University of Wisconsin (UW), Savannah River National Laboratory (SRNL), Duke Energy and Tennessee Valley Authority (TVA). This team brought broad experience and expertise to bear on EATF development. AREVA has been designing; manufacturing and testing nuclear fuel for over 50 years and is one of the 3 large international companies supplying fuel to the nuclear industry. The university and National Laboratory team members brought expertise in nuclear fuel concepts and materials development. Duke and TVA brought practical utility operating experience. This report documents the results from the initial “discovery phase” where the team explored options for EATF concepts that provide enhanced accident tolerance for both Design Basis (DB) and Beyond Design Basis Events (BDB). The main driver for the concepts under development were that they could be implemented in a 10 year time frame and be economically viable and acceptable to the nuclear fuel marketplace. The economics of fuel design make this DOE funded project very important to the nuclear industry. Even incremental changes to an existing fuel design can cost in the range of $100M to implement through to LFAs. If this money is invested evenly over 10 years then it can take the fuel vendor several decades after the start of the project to recover their initial investment and reach a breakeven point on the initial investment. Step or radical changes to a fuel assembly design can cost upwards of $500M and will take even longer for the fuel vendor to recover their investment. With the projected lifetimes of the current generation of nuclear power plants large scale investment by the fuel vendors is difficult to justify. Specific EATF enhancements considered by the AREVA team were; Improved performance in DB and BDB conditions; Reduced release to the environment in a catastrophic accident; Improved performance during normal operating conditions; Improved performance if US reactors start to load follow; Equal or improved economics of the fuel; and Improvements to the fuel behavior to support future transportation and storage of the used nuclear fuel (UNF). In pursuit of the above enhancements, EATF technology concepts that our team considered were; Additives to the fuel pellets which included; Chromia doping to increase fission gas retention. Chromia doping has the potential to improve load following characteristics, improve performance of the fuel pellet during clad failure, and potentially lock up cesium into the fuel matrix; Silicon Carbide (SiC) Fibers to improve thermal heat transfer in normal operating conditions which also improves margin in accident conditions and the potential to lock up iodine into the fuel matrix; Nano-diamond particles to enhance thermal conductivity; Coatings on the fuel cladding; and Nine coatings on the existing Zircaloy cladding to increase coping time and reduce clad oxidation and hydrogen generation during accident conditions, as well as reduce hydrogen pickup and mitigate hydride reorientation in the cladding. To facilitate the development process AREVA adopted a formal “Gate Review Process” (GR) that was used to review results and focus resources onto promising technologies to reduce costs and identify the technologies that would potentially be carried forward to LFAs within a 10 year period. During the initial discovery phase of the project AREVA took the decision to be relatively hands off and allow our university and National Laboratory partners to be free thinking and consider options that would not be constrained by preconceived ideas from the fuel vendor.     Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will develop. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source free of greenhouse gases emissions. The ANTARES module produces 600 MWth which can be split into the required process heat, the remaining power drives an adapted prorated electric plant. Depending on the process heat temperature and power needs, up to 80 % of the nuclear heat is converted into useful power. An important feature of the design is the standardization of the heat source, as independent as possible of the process heat application. This should expedite licensing. The essential conditions for success include: 1. Timely adapted licensing process and regulations, codes and standards for such application and design; 2. An industry oriented R and D program to meet the technological challenges making the best use of the international collaboration. Gen IV could be the vector; 3. Identification of an end user (or a consortium of) willing to fund a FOAK. (authors)

    In March 2010 the submittal of Topical Reports for ARCADIA{sup R} and COBRA-FLX, the thermal-hydraulic module of ARCADIA{sup R}, to the U.S. Nuclear Regulatory Commission (NRC) concluded a major step in the development of AREVA's new code system for core design and safety analyses. This submittal was dedicated to the application of the code system to uranium fuel in pressurized water reactors. The submitted information comprised results for plants operated in the US (France)) and Germany and provided uncertainties for in-core measuring systems with traveling in-core detectors and for the aero-ball system of the EPR. A reduction of the uncertainties in the prediction of F{sub AH} and F{sub Q} of > 1 % (absolute) was derived compared to the current code systems. This paper extents the verification and validation base for uranium based fuel and demonstrates the basic capabilities of ARCADIA{sup R} of describing MOX. The achieved status of verification and validation is described in detail. All applications followed the same standard without any specific calibration. The paper gives also insight in the new capability of 3D full core steady-state and transient pin-by-pin/sub-channel-by-sub-channel calculations and the opportunities offered by this feature.     Liquid wastes decontamination processes are mainly based on two techniques: Bulk processes and the so called Cartridges processes. The first technique has been developed for the French nuclear fuel reprocessing industry since the 60's in Marcoule and La Hague. It is a proven and mature technology which has been successfully and quickly implemented by AREVA at Fukushima site for the processing of contaminated waters. The second technique, involving cartridges processes, offers new opportunities for the use of innovative adsorbents. The AREVA process developed for Fukushima and some results obtained on site will be presented as well as laboratory scale results obtained in CEA laboratories. Examples of new adsorbents development for liquid wastes decontamination are also given. A chemical process unit based on co-precipitation technique has been successfully and quickly implemented by AREVA at Fukushima site for the processing of contaminated waters. The asset of this technique is its ability to process large volumes in a continuous mode. Several chemical products can be used to address specific radioelements such as: Cs, Sr, Ru. Its drawback is the production of sludge (about 1% in volume of initial liquid volume). CEA developed strategies to model the co-precipitation phenomena in order to firstly minimize the quantity of added chemical reactants and secondly, minimize the size of co-precipitation units. We are on the way to design compact units that could be mobilized very quickly and efficiently in case of an accidental situation. Addressing the problem of sludge conditioning, cementation appears to be a very attractive solution. Fukushima accident has focused attention on optimizations that should be taken into account in future studies: - To better take account for non-typical aqueous matrixes like seawater; - To enlarge the spectrum of radioelements that can be efficiently processed and especially short lives radioelements that are usually less present in standard effluents resulting from nuclear activities; - To develop reversible solid adsorbents for cartridge-type applications in order to minimize wastes.     Waste logistics modeling is a powerful analytical technique that can be used for effective planning of future solid waste storage, treatment, and disposal activities. Proper waste management is essential for preventing unacceptable environmental degradation from ongoing operations, and is also a critical part of any environmental remediation activity. Logistics modeling allows for analysis of alternate scenarios for future waste flowrates and routings, facility schedules, and processing or handling capacities. Such analyses provide an increased understanding of the critical needs for waste storage, treatment, transport, and disposal while there is still adequate lead time to plan accordingly. They also provide a basis for determining the sensitivity of these critical needs to the various system parameters. This paper discusses the application of waste logistics modeling concepts to regional planning. In addition to ongoing efforts to aid in planning for a large industrial complex, the Pacific Northwest Laboratory (PNL) is currently involved in implementing waste logistics modeling as part of the planning process for material recovery and recycling within a multi-city region in the western US.

It is found that with the variation of the coupling strength, the system displays several curious features such as the appearance of quadrupling of period, occurrence of isolated period three attractor and the coexistence of the Hopf and pitchfork bifurcations. Possible applications and extensions are discussed.

    Motivated by a possibility to optimize modelling of the population evolution we postulate a generalization of the well-know logistic map. Generalized difference equation reads: \\begin{equation} x_{n+1}=rx^p_n(1-x^q_n), \\end{equation} $x\\in[0,1],\\;(p,q)>0,\\;n=0,1,2,...$, where the two new parameters $p$ and $q$ may assume any positive values. The standard logistic map thus corresponds to the case $p=q=1$. For such a generalized equation we illustrate the character of the transition from regularity to chaos as a function of $r$ for the whole spectrum of $p$ and $q$ parameters. As an example we consider the case for $p=1$ and $q=2$ both in the periodic and chaotic regime. We focus on the character of the corresponding bifurcation sequence and on the quantitative nature of the resulting attractor as well as its universal attribute (Feigenbaum constant).

Spontaneous breakdown of translational invariance is shown to take place at some parameter region, and the bifurcation regime is identified for short and long range interactions. Domain walls between regions of different order parameter are expressed as soliton solutions of the reduced dynamics for nearest neighbor interactions. The analytic results are confirmed by numerical simulations.

    We consider regular lattices of coupled chaotic maps. Depending on lattice size, there may exist a window in parameter space where complete synchronization is eventually attained after a transient regime. Close outside this window, an intermittent transition to synchronization occurs. While asymptotic transversal Lyapunov exponents allow to determine the synchronization threshold, the distribution of finite-time Lyapunov exponents, in the vicinity of the critical frontier, is expected to provide relevant information on phenomena such as intermittency. In this work we scrutinize the distribution of finite-time exponents when the local dynamics is ruled by the logistic map $x \\mapsto 4x(1-x)$. We obtain a theoretical estimate for the distribution of finite-time exponents, that is markedly non-Gaussian. The existence of correlations, that spoil the central limit approximation, is shown to modify the typical intermittent bursting behavior. The present scenario could apply to a wider class of systems with different local dynamics and coupling schemes.

    The 2012 Gap Analysis of Department of Energy Radiological Sealed Sources, Standards, and Materials for Safeguards Technology Development [1] report, and the subsequent Reconciliation of Source Needs and Surpluses across the U.S. Department of Energy National Laboratory Complex [2] report, resulted in the identification of 33 requests for nuclear or radiological sealed sources for which there was potentially available, suitable material from within the U.S. Department of Energy (DOE) complex to fill the source need. Available, suitable material was defined by DOE laboratories as material slated for excess, or that required recertification or refurbishment before being used for safeguards technology development. This report begins by outlining the logistical considerations required for the shipment of nuclear and radiological materials between DOE laboratories. Then, because of the limited need for transfer of matching sources, the report also offers considerations for an alternative approach – the shipment of safeguards equipment between DOE laboratories or technology testing centers. Finally, this report addresses repackaging needs for the two source requests for which there was available, suitable material within the DOE complex.

    AREVA NP as a worldwide PWR fuel provider has to have a fleet of fresh UO{sub 2} shipping casks being agreed within a lot of countries including USA, France, Germany, Belgium, Sweden, China, and South Africa - and to accommodate foreseen EPR Nuclear Power Plants fuel buildings. To reach this target the AREVA NP Fuel Sector decided to develop an up-to-date shipping cask (so called MAP project) gathering experience feedback of the today fleet and an improved safety allowing the design to comply with international regulations (NRC and IAEA) and local Safety Authorities. Based on pre design features a safety case was set up to highlight safety margins. Criticality hypothetical accidental assumptions were defined: - Preferential flooding; - Fuel rod lattice pitch expansion for full length of fuel assemblies; - Neutron absorber penalty; -... Well known computer codes, American SCALE package and French CRISTAL package, were used to check configurations reactivity and to ensure that both codes lead to coherent results. Basic spectral calculations are based on similar algorithms with specific microscopic cross sections ENDF/BV for SCALE and JEF2.2 for CRISTAL. The main differences between the two packages is on one hand SCALE's three dimensional fuel assembly geometry is described by a pin by pin model while an homogenized fuel assembly description is used by CRISTAL and on the other hand SCALE is working with either 44 or 238 neutron energy groups while CRISTAL is with a 172 neutron energy groups. Those two computer packages rely on a wide validation process helping defining uncertainties as required by regulations in force. The shipping cask with two fuel assemblies is designed to maximize fuel isolation inside a cask and with neighboring ones even for large array configuration cases. Proven industrial products are used: - Boral{sup TM} as neutron absorber; - High density polyethylene (HDPE) or Nylon as neutron moderator; - Foam as thermal and mechanical protection. The cask is designed to handle the complete AREVA NP fuel assembly types from the 14x14 to the 18x18 design with a {sup 235}U enrichment up to 5.0% enriched natural uranium (ENU) and enriched reprocessed uranium (ERU). After a brief presentation of the computer codes and the description of the shipping cask, calculation results and comparisons between SCALE and CRISTAL will be discussed. (authors)

    Logistics modeling is a powerful analytical technique for effective planning of waste storage, treatment, and disposal activities. Logistics modeling facilitates analyses of alternate scenarios for future waste flows, facility schedules, and processing or handling capacities. These analyses provide an increased understanding of the specific needs for waste storage, treatment, and disposal while adequate time remains to plan accordingly. They also help to determine the sensitivity of these needs to various system parameters. This paper discusses a logistics modeling system developed by the Pacific Northwest Laboratory (PNL) to aid in solid waste planning for a large industrial complex managing many different types and classifications of waste. The basic needs for such a system are outlined, and the approach adopted in developing the system is described. A key component of this approach is the development of a conceptual model that provides a flexible framework for modeling the waste management system and addressing the range of logistics and economic issues involved. Developing an adequate description of the waste management system being analyzed is discussed. Examples are then provided of the types of analyses that have been conducted. The potential application of this modeling system to different settings is also examined.

In this work we call attention to the advantages the use of a variational formulation should provide to the study of self-regulated systems, such as a unified description of the related phenomena, further comprehension of the internal structure and symmetries of the related equations, and the determination of the equilibria points via the energy function. We study the case of logistic systems, obtaining explicitly several s-equivalent Lagrangeans corresponding to the Verhulst's equation. Some dynamical properties are discussed in the light of this approach. Expressions for the mean energy function are also obtained.     Logistic growth of diffusing reactants on spatial domains with long range competition is studied. The bifurcations cascade involved in the transition from the homogenous state to a spatially modulated stable solution is presented, and a distinction is made between a modulated phase, dominated by single or few wavenumbers, and the spiky phase, where localized colonies are separated by depleted region. The characteristic defects in the periodic structure are presented for each phase, together with the invasion dynamics in case of local initiation. It is shown that the basic length scale that controls the bifurcation is the width of the Fisher front, and that the total population grows as this width decreases. A mix of analytic results and extensive numerical simulations yields a comprehensive examination of the possible phases for logistic growth in the presence of nonlocal competition.

    A construction of reversible extensions of dynamical systems which applies to arbitrary mappings (not necessarily with open range) is presented. It is based on calculating the maximal ideal space of C*-algebras that extends endomorphisms to partial automorphisms via partial isometric representations, and involves a newfound set of "parameters" (the role of parameters play chosen sets or ideals). Additionally, it is characterised as a universal object. As model examples, we give a thorough description of reversible extensions of logistic maps, and a classification of systems associated with compression of unitaries generating homeomorphisms of the circle.

    Urban morphology has presented significant intellectual challenges to mathematicians and physicists ever since the eighteenth century, when Euler first explored the famous Konigsberg bridges problem. Many important regularities and allometries have been observed in urban studies, including Zipf's law and Gibrat's law, rendering cities attractive systems for analysis within statistical physics. Nevertheless, a broad consensus on how cities and their boundaries are defined is still lacking. Applying percolation theory to the street intersection space, we show that growth curves for the maximum cluster size of the largest cities in the UK and in California collapse to a single curve, namely the logistic. Subsequently, by introducing the concept of the condensation threshold, we show that natural boundaries of cities can be well defined in a universal way.     This abstract provides a comprehensive plan supporting the continued development and integration of all waste operations and waste management business systems. These include existing systems such as ATMS (Automated Transportation Management System), RadCalc, RFITS (Radio Frequency Identification Transportation System) Programs as well as incorporating key components of existing government developed waste management systems and COTS (Computer Off The Shelf) applications in order to deliver a truly integrated waste tracking and management business system. Some of these existing systems to be integrated include IWTS at Idaho National Lab, WIMS at Sandia National Lab and others. The aggregation of data and consolidation into a single comprehensive business system delivers best practices in lifecycle waste management processes to be delivered across the Department of Energy facilities. This concept exists to reduce operational costs to the federal government by combining key business systems into a centralized enterprise application following the methodology that as contractors change, the tools they use to manage DOE's assets do not. IWITS is one efficient representation of a sound architecture currently supporting multiple DOE sites from a waste management solution. The integration of ATMS, RadCalc and RFITS and the concept like IWITS into a single solution for DOE contractors will result in significant savings and increased efficiencies for DOE. Building continuity and solving collective problems can only be achieved through mass collaboration, resulting in an online community that DOE contractors and subcontractors access common applications, allowing for the collection of business intelligence at an unprecedented level. This is a fundamental shift from a solely 'for profit' business model to a 'for purpose' business model. To the conventional-minded, putting values before profit is an unfamiliar and unnatural way for a contractor to operate - unless however; your objective is to build a strong, strategic alliance across the enterprise in order to execute an unprecedented change in waste management, transportation and logistical operations. The success of such an initiative can be achieved by creating a responsible framework by enabling key individuals to 'own' the sustainability of the program. This includes the strategic collaboration of responsible revolutionaries covering application developers, information owners and federal stakeholders to ensure compliance, security and risk management are 'baked' into the process and sustainability is fostered through continued innovation by both technology and application functionality. This ensures that working software can adapt to changing circumstances and is the principle measure of the success of the program. The consolidation of waste management business systems must be achieved in order to realize efficiencies in information technology portfolio management, data integrity, business intelligence and the lifecycle management of hazardous materials within the DOE enterprise architecture. By identifying best practices across the enterprise and aggregating computational and application development resources, you can provide a unified, holistic solution serviceable from a single location while being accessed from anywhere. The business impact of integrating and delivering a unified solution would reduce costs to the Department of Energy within the first year of deployment with increased savings annually. (author)
