    Urban sprawl is a major issue for sustainable development. It represents a significant contribution to energy consumption of a territory especially due to transportation requirements. However, transport energy consumption is rarely taken into account when the sustainability of suburban structures is studied. In this context, the paper presents a method to estimate transport energy consumption in residential suburban areas. The study aimed, on this basis, at highlighting the most efficient strategies needed to promote awareness and to give practical hints on how to reduce transport energy consumption linked to urban sprawl in existing and future suburban neighborhoods. The method uses data collected by using empirical surveys and GIS. An application of this method is presented concerning the comparison of four suburban districts located in Belgium to demonstrate the advantages of the approach. The influence of several parameters, such as distance to work places and services, use of public transport and performance of the vehicles, are then discussed to allow a range of different development situations to be explored. The results of the case studies highlight that traveled distances, and thus a good mix between activities at the living area scale, are of primordial importance for the energy performance, whereas means of transport used is only of little impact. Improving the performance of the vehicles and favoring home-work give also significant energy savings. The method can be used when planning new areas or retrofitting existing ones, as well as promoting more sustainable lifestyles regarding transport habits. - Highlights: Black-Right-Pointing-Pointer The method allows to assess transport energy consumption in suburban areas and highlight the best strategies to reduce it. Black-Right-Pointing-Pointer Home-to-work travels represent the most important part of calculated transport energy consumption. Black-Right-Pointing-Pointer Energy savings can be achieved by reducing distances to travel through a good mix between activities at the local scale. Black-Right-Pointing-Pointer Means of transport used in only of little impact in the studied suburban neighborhoods. Black-Right-Pointing-Pointer Improving the performance of the vehicles and favoring home-work can significant energy savings.

    . This study investigates the geometric effects of 90-degree vertical elbows and flow configurations in two-phase flow. The study shows that the elbows make a significant effect on the transport characteristics of two-phase flow, which includes the changes in interfacial structures, bubble interaction mechanisms and flow regime transition. The effect of the elbows is characterized for global and local two-phase flow parameters. The global two-phase flow parameters include two-phase pressure, interfacial structures and flow regime transition. In order to characterize the frictional pressure drop and minor loss across the vertical elbows, pressure measurements are obtained across the test section over a wide range of flow conditions in both single-phase and two-phase flow conditions. A two-phase pressure drop correlation analogous to Lockhart-Martinelli correlation is proposed to predict the minor loss across the elbows. A high speed camera is employed to perform extensive flow visualization studies across the elbows in vertical upward, horizontal and vertical downward sections and modified flow regime maps are proposed. It is found that modified flow regime maps immediately downstream of the vertical upward elbow deviate significantly from the conventional flow regime map. A qualitative assessment of the counter-current flow limitation characteristics specific to the current experimental facility is performed. A multi-sensor conductivity probe is used to measure local two-phase flow parameters such as: void fraction, bubble velocity, interfacial area concentration and bubble frequency. The local measurements are obtained for six different flow conditions at ten measurement locations along axial direction of the test section. Both the vertical-upward and vertical-downward elbows have a significant impact on bubble distribution, resulting in, a bimodal distribution along the horizontal radius of the tube cross-section and migration of bubbles towards the inside of the elbow curvatures immediately downstream of the vertical-upward and vertical-downward elbows, respectively. The elbow effect decays further downstream of the elbow and bubbles migrate to more conventional distribution patterns. The axial transport of void fraction and interfacial area concentration shows that the elbows promote bubble disintegration. Preliminary comparisons between the interfacial area transport model and the experimental data for verticalupward and vertical downward section are also presented.

    The objective of this effort was to correlate the local surface ionic conductance of a Nafion? 212 proton-exchange membrane with its bulk and interfacial transport properties as a function of water content. Both macroscopic and microscopic proton conductivities were investigated at different relative humidity levels, using electrochemical impedance spectroscopy and current-sensing atomic force microscopy (CSAFM). We were able to identify small ion-conducting domains that grew with humidity at the surface of the membrane. Numerical analysis of the surface ionic conductance images recorded at various relative humidity levels helped determine the fractional area of ion-conducting active sites. A simple square-root relationship between the fractional conducting area and observed interfacial mass-transport resistance was established. Furthermore, the relationship between the bulk ionic conductivity and surface ionic conductance pattern of the Nafion? membrane was examined.

    Discrete maps have been extensively used to model 2-dimensional chaotic transport in plasmas and fluids. Here we focus on area-preserving maps describing finite Larmor radius (FLR) effects on ${\\bf E} \\times {\\bf B}$ chaotic transport in magnetized plasmas with zonal flows perturbed by electrostatic drift waves. FLR effects are included by gyro-averaging the Hamiltonians of the maps which, depending on the zonal flow profile, can have monotonic or non-monotonic frequencies. In the limit of zero Larmor radius, the monotonic frequency map reduces to the standard Chirikov-Taylor map, and, in the case of non-monotonic frequency, the map reduces to the standard nontwist map. We show that in both cases FLR leads to chaos suppression, changes in the stability of fixed points, and robustness of transport barriers. FLR effects are also responsible for changes in the phase space topology and zonal flow bifurcations. Dynamical systems methods based on recurrence time statistics are used to quantify the dependence on the Larmor radius of the threshold for the destruction of transport barriers.

    We present estimates of the automobile and truck travel based energy and carbon footprints of the largest 100 U.S. metropolitan areas. The footprints are based on the estimated vehicle miles traveled and the transportation fuels consumed. Results are presented on an annual basis and represent end use emissions only. Total carbon emissions, emissions per capita, and emissions per dollar of gross metropolitan product are reported. Two years of annual data were examined, 2000 and 2005, with most of the in-depth analysis focused on the 2005 results. In section 2 we provide background data on the national picture and derive some carbon and energy consumption figures for the nation as a whole. In section 3 of the paper we examine the metropolitan area-wide results based on the sums and averages across all 100 metro areas, and compare these with the national totals and averages. In section 4 we present metropolitan area specific footprints and examine the considerable variation that is found to exist across individual metro areas. In doing so we pay particular attention to the effects that urban form might have on these differences. Finally, section 5 provides a summary of major findings, and a list of caveats that need to be borne in mind when using the results due to known limitations in the data sources used.

    Plasma transport in a double plasma device from the source region to the target region through a physical window comprising of electrically grounded magnet channels (filled with permanent magnet bars) for transverse magnetic field (TMF) and a pair of stainless steel (SS) plates is studied and presented in this manuscript. The study has relevance in negative ion source research and development where both TMF created by magnet channels and bias plate are used. The experiment is performed in two stages. In the first stage, a TMF is introduced between the two regions along with the SS plates, and corresponding plasma parameter data in the two regions are recorded by changing the distance between the TMF channels. In the second stage, the TMF is withdrawn from the system, and corresponding data are taken by changing the separation between the SS plates. The experimental results are then compared with a theoretical model. In the presence of TMF, where electrons are magnetized and ions are un-magnetized, it is observed that plasma transport perpendicular to the TMF is dominated by the ambipolar diffusion of ions. In the absence of TMF, plasma is un-magnetized, and plasma transport through the SS window aperture is almost independent of open area of the SS window.

    An initial analysis of both surface and aerial SF/sub 6/ tracer data from the Geysers illustrates the importance that terrain, vertical wind shear, time-varying winds and stability have on the downwind distribution of cooling tower effluents during the daytime. Atmospheric stability and near surface winds above 3 m/s results in fumigation and surface impaction of a portion of cooling tower plumes on downwind surfaces and terrain. Vertical wind shear and possible gravity waves in upper-levels (approx. 1800 to 2000 m m.s.l), in addition, to terrain influences assist in distributing plumes horizontally and in the vertical at relative short (approx. 10 to 20 km) distances from the source. Small quantities of gaseous sulfur, primarily H/sub 2/S, are transported up to 20 km or more from the Geysers area. A variety of trace materials such as sulfate, copper, zinc, arsenic, bromine, lead, antimony, selenium and barium appear to be enriched over background levels and transported downwind from the Geysers Area at times.

    The Technical Area 54 (TA-54) Area G disposal facility is used for the disposal of radioactive waste at Los Alamos National Laboratory (LANL). U.S. Department of Energy (DOE) Order 435.1 (DOE, 2001) requires that radioactive waste be managed in a manner that protects public health and safety and the environment. In compliance with that requirement, DOE field sites must prepare and maintain site-specific radiological performance assessments for facilities that receive waste after September 26, 1988. Sites are also required to conduct composite analyses for facilities that receive waste after this date; these analyses account for the cumulative impacts of all waste that has been (and will be) disposed of at the facilities and other sources of radioactive material that may interact with these facilities. LANL issued Revision 4 of the Area G performance assessment and composite analysis in 2008. In support of those analyses, vertical and horizontal sediment flux data were collected at two analog sites, each with different dominant vegetation characteristics, and used to estimate rates of vertical resuspension and wind erosion for Area G. The results of that investigation indicated that there was no net loss of soil at the disposal site due to wind erosion, and suggested minimal impacts of wind on the long-term performance of the facility. However, that study did not evaluate the potential for contaminant transport caused by the horizontal movement of soil particles over long time frames. Since that time, additional field data have been collected to estimate wind threshold velocities for initiating sediment transport due to saltation and rates of sediment transport once those thresholds are reached. Data such as these have been used in the development of the Vegetation Modified Transport (VMTran) model. This model is designed to estimate patterns and long-term rates of contaminant redistribution caused by winds at the site, taking into account the impacts of plant succession and environmental disturbance. Aeolian, or wind-driven, sediment transport drives soil erosion, affects biogeochemical cycles, and can lead to the transport of contaminants. Rates of aeolian sediment transport depend in large part on the type, amount, and spatial pattern of vegetation. In particular, the amount of cover from trees and shrubs, which act as roughness elements, alters rates of aeolian sediment transport. The degree to which the understory is disturbed and the associated spacing of bare soil gaps further influence sediment transport rates. Changes in vegetation structure and patterns over periods of years to centuries may have profound impacts on rates of wind-driven transport. For recently disturbed areas, succession is likely to occur through a series of vegetation communities. Area G currently exhibits a mosaic of vegetation cover, with patches of grass and forbs over closed disposal units, and bare ground in heavily used portions of the site. These areas are surrounded by less disturbed regions of shrubland and pinon-juniper woodland; some ponderosa pine forest is also visible in the canyon along the road. The successional trajectory for the disturbed portions of Area G is expected to proceed from grasses and forbs (which would be established during site closure), to shrubs such as chamisa, to a climax community of pinon-juniper woodland.     Graphene oxide (GO) is becoming increasingly popular for organic electronic applications. We present large active area (0.64?cm{sup 2}), solution processable, poly[[9-(1-octylnonyl)-9H-carbazole-2,7-diyl]-2,5-thiophenediyl-2,1, 3-benzothiadiazole-4,7-diyl-2,5-thiophenediyl]:[6,6]-Phenyl C{sub 71} butyric acid methyl ester (PCDTBT:PC{sub 70}BM) organic photovoltaic (OPV) solar cells, incorporating GO hole transport layers (HTL). The power conversion efficiency (PCE) of ?5% is the highest reported for OPV using this architecture.     The Central Nevada Test Area (CNTA) is a U.S. Department of Energy (DOE) site undergoing environmental restoration. The CNTA is located about 95 km northeast of Tonopah, Nevada, and 175 km southwest of Ely, Nevada (Figure 1.1). It was the site of the Faultless underground nuclear test conducted by the U.S. Atomic Energy Commission (DOE's predecessor agency) in January 1968. The purposes of this test were to gauge the seismic effects of a relatively large, high-yield detonation completed in Hot Creek Valley (outside the Nevada Test Site [NTS]) and to determine the suitability of the site for future large detonations. The yield of the Faultless underground nuclear test was between 200 kilotons and 1 megaton (DOE, 2000). A three-dimensional flow and transport model was created for the CNTA site (Pohlmann et al., 1999) and determined acceptable by DOE and the Nevada Division of Environmental Protection (NDEP) for predicting contaminant boundaries for the site.

    Coastal transport in the Bay of Palma, a small region in the island of Mallorca, Spain, is characterized in terms of Lagrangian descriptors. The data sets used for this study are the output for two months (one in autumn and one in summer) of a high resolution numerical model, ROMS, forced atmospherically and with a spatial resolution of 300 m. The two months were selected because its different wind regime, which is the main driver of the sea dynamics in this area. Finite-size Lyapunov Exponents (FSLEs) were used to locate semi-persistent Lagrangian coherent structures (LCS) and to understand the different flow regimes in the Bay. The different wind directions and regularity in the two months have a clear impact on the surface Bay dynamics, whereas only topographic features appear clearly in the bottom structures. The fluid interchange between the Bay and the open ocean was tudied by computing particle trajectories and Residence Times (RT) maps. The escape rate of particles out of the Bay is qualitatively different, with a 32$%$ more of escape rate of particles to the ocean in October than in July, owing to the different geometric characteristics of the flow. We show that LCSs separate regions with different transport properties by displaying spatial distributions of residence times on synoptic Lagrangian maps together with the location of the LCSs. Correlations between the time-dependent behavior of FSLE and RT are also investigated, showing a negative dependence when the stirring characterized by FSLE values moves particles in the direction of escape.

    Lagrangian approach is applied to study near-surface large-scale transport in the Kuroshio Extension area using a simulation with synthetic particles advected by AVISO altimetric velocity field. A material line technique is applied to find the origin of water masses in cold-core cyclonic rings pinched off from the jet in summer 2011. Tracking and Lagrangian maps provide the evidence of cross-jet transport. Fukushima derived caesium isotopes are used as Lagrangian tracers to study transport and mixing in the area a few months after the March of 2011 tsunami that caused a heavy damage of the Fukushima nuclear power plant (FNPP). Tracking maps are computed to trace the origin of water parcels with measured levels of Cs-134 and Cs-137 concentrations collected in two R/V cruises in June and July 2011 in the large area of the Northwest Pacific.     The groundwater flow system of the Nevada Test Site and surrounding region was evaluated to estimate the highest potential current and near-term risk to the public and the environment from groundwater contamination downgradient of the underground nuclear testing areas. The highest, or greatest, potential risk is estimated by assuming that several unusually rapid transport pathways as well as public and environmental exposures all occur simultaneously. These conservative assumptions may cause risks to be significantly overestimated. However, such a deliberate, conservative approach ensures that public health and environmental risks are not underestimated and allows prioritization of future work to minimize potential risks. Historical underground nuclear testing activities, particularly detonations near or below the water table, have contaminated groundwater near testing locations with radioactive and nonradioactive constituents. Tritium was selected as the contaminant of primary concern for this phase of the project because it is abundant, highly mobile, and represents the most significant contributor to the potential radiation dose to humans for the short term. It was also assumed that the predicted risk to human health and the environment from tritium exposure would reasonably represent the risk from other, less mobile radionuclides within the same time frame. Other contaminants will be investigated at a later date. Existing and newly collected hydrogeologic data were compiled for a large area of southern Nevada and California, encompassing the Nevada Test Site regional groundwater flow system. These data were used to develop numerical groundwater flow and tritium transport models for use in the prediction of tritium concentrations at hypothetical human and ecological receptor locations for a 200-year time frame. A numerical, steady-state regional groundwater flow model was developed to serve as the basis for the prediction of the movement of tritium from the underground testing areas on a regional scale. The groundwater flow model was used in conjunction with a particle-tracking code to define the pathlines followed by groundwater particles originating from 415 points associated with 253 nuclear test locations. Three of the most rapid pathlines were selected for transport simulations. These pathlines are associated with three nuclear test locations, each representing one of the three largest testing areas. These testing locations are: BOURBON on Yucca Flat, HOUSTON on Central Pahute Mesa, and TYBO on Western Pahute Mesa. One-dimensional stochastic tritium transport simulations were performed for the three pathlines using the Monte Carlo method with Latin hypercube sampling. For the BOURBON and TYBO pathlines, sources of tritium from other tests located along the same pathline were included in the simulations. Sensitivity analyses were also performed on the transport model to evaluate the uncertainties associated with the geologic model, the rates of groundwater flow, the tritium source, and the transport parameters. Tritium concentration predictions were found to be mostly sensitive to the regional geology in controlling the horizontal and vertical position of transport pathways. The simulated concentrations are also sensitive to matrix diffusion, an important mechanism governing the migration of tritium in fractured carbonate and volcanic rocks. Source term concentration uncertainty is most important near the test locations and decreases in importance as the travel distance increases. The uncertainty on groundwater flow rates is as important as that on matrix diffusion at downgradient locations. The risk assessment was performed to provide conservative and bounding estimates of the potential risks to human health and the environment from tritium in groundwater.     Many sites of groundwater contamination rely heavily on complex numerical models of flow and transport to develop closure plans. This has created a need for tools and approaches that can be used to build confidence in model predictions and make it apparent to regulators, policy makers, and the public that these models are sufficient for decision making. This confidence building is a long-term iterative process and it is this process that should be termed ''model validation.'' Model validation is a process not an end result. That is, the process of model validation cannot always assure acceptable prediction or quality of the model. Rather, it provides safeguard against faulty models or inadequately developed and tested models. Therefore, development of a systematic approach for evaluating and validating subsurface predictive models and guiding field activities for data collection and long-term monitoring is strongly needed. This report presents a review of model validation studies that pertain to groundwater flow and transport modeling. Definitions, literature debates, previously proposed validation strategies, and conferences and symposia that focused on subsurface model validation are reviewed and discussed. The review is general in nature, but the focus of the discussion is on site-specific, predictive groundwater models that are used for making decisions regarding remediation activities and site closure. An attempt is made to compile most of the published studies on groundwater model validation and assemble what has been proposed or used for validating subsurface models. The aim is to provide a reasonable starting point to aid the development of the validation plan for the groundwater flow and transport model of the Faultless nuclear test conducted at the Central Nevada Test Area (CNTA). The review of previous studies on model validation shows that there does not exist a set of specific procedures and tests that can be easily adapted and applied to determine the validity of site-specific groundwater models. This is true for both deterministic and stochastic models, with the latter posing a more difficult and challenging problem when it comes to validation. This report then proposes a general validation approach for the CNTA model, which addresses some of the important issues recognized in previous validation studies, conferences, and symposia as crucial to the process. The proposed approach links model building, model calibration, model predictions, data collection, model evaluations, and model validation in an iterative loop. The approach focuses on use of collected validation data to reduce model uncertainty and narrow the range of possible outcomes of stochastic numerical models. It accounts for the stochastic nature of the numerical CNTA model, which used Monte Carlo simulation approach. The proposed methodology relies on the premise that absolute validity is not even a theoretical possibility and is not a regulatory requirement. Rather, it highlights the importance of testing as many aspects of the model as possible and using as many diverse statistical tools as possible for rigorous checking and confidence building in the model and its predictions. It is this confidence that will eventually allow for regulator and public acceptance of decisions based on the model predictions.

    The availability and easy production of toxic chemical and biological agents by domestic and international terrorists pose a serious threat to US national security, especially to civilian populations in and around urban areas. To address this threat, the Department of Energy (DOE) has established the Chemical and Biological Nonproliferation Program (CBNP) with the goal of focusing the DOE`s technical resources and expertise on capabilities to deny, deter, mitigate and respond to clandestine releases of chemical and biological agents. With the intent to build on DOE core competencies, the DOE has established six technology thrust areas within the CBNP Program: Biological Information Resources; Point Sensor Systems; Stand-off Detection; Transport and Fate; Decontamination; and Systems Analysis and Integration. Retention processes do not affect the total amount of a contaminant in the soil system, but rather decrease or eliminate the amount available for transport at a given point in time. Sorption reactions retard the contaminant migration. Permanent binding of solute by the sorbent is also possible. These processes and their interactions are controlled by the nature of the hazardous waste, the properties of the porous media and the geochemical and environmental conditions (temperature, moisture and vegetation). The present study summarizes the available data and investigates the fate and transport processes that govern the migration of contaminants from the Radioactive Waste Management Site (RWMS) in Area 5 of the Nevada Test Site (NTS). While the site is currently used only for low-level radioactive waste disposal, past practices have included burial of material now considered hazardous. Fundamentals of chemical and biological transformation processes are discussed subsequently, followed by a discussion of relevant results.

    The Department of Energy (DOE) is preparing an Environmental Impact Statement (EIS) as part of the process for continuing operation of three reactors at the Savannah River Site (SRS). As required by the National Environmental Policy Act (NEPA), the EIS must address the potential environmental consequences to human health and the environment of this major federal action.'' Some of the possible consequences are related to subsurface transport of radionuclides released to seepage basins during normal reactor operation. To assist in the evaluation of the potential subsurface environmental impacts of these releases, Camp Dresser McKee Inc. (CDM) was contracted in June of 1989 to develop a three-dimensional groundwater flow and contaminant transport model which will simulate the movement of radionuclides at each of the reactor areas after they enter the groundwater system through the seepage basins.     This report represents a synthesis and integration of basic and applied research into a system-scale model of the Hanford 300 Area groundwater uranium plume, supported by the U.S. Department of Energy’s Richland Operations (DOE-RL) office. The report integrates research findings and data from DOE Office of Science (DOE-SC), Office of Environmental Management (DOE-EM), and DOE-RL projects, and from the site remediation and closure contractor, Washington Closure Hanford, LLC (WCH). The three-dimensional, system-scale model addresses water flow and reactive transport of uranium for the coupled vadose zone, unconfined aquifer, and Columbia River shoreline of the Hanford 300 Area. The system-scale model of the 300 Area was developed to be a decision-support tool to evaluate processes of the total system affecting the groundwater uranium plume. The model can also be used to address “what if” questions regarding different remediation endpoints, and to assist in design and evaluation of field remediation efforts. For example, the proposed cleanup plan for the Hanford 300 Area includes removal, treatment, and disposal of contaminated sediments from known waste sites, enhanced attenuation of uranium hot spots in the vadose and periodically rewetted zone, and continued monitoring of groundwater with institutional controls. Illustrative simulations of polyphosphate infiltration were performed to demonstrate the ability of the system-scale model to address these types of questions. The use of this model in conjunction with continued field monitoring is expected to provide a rigorous basis for developing operational strategies for field remediation and for defining defensible remediation endpoints.

    The project was initiated to assist the State of Montana to develop a methodology to ameliorate acid mine drainage problems associated with the abandoned mines located in the Stockett/Sand Coulee area near Great Falls, Montana. Extremely acidic water is continuously discharging from abandoned coal mines in the Stockett/Sand Coulee area at an estimated rate of greater than 600 acre-feet per year (about 350 to 400 gallons per minute). Due to its extreme acidity, the water is unusable and is contaminating other water supplies. Most of the local alluvial aquifers have been contaminated, and nearly 5% of the private wells that were tested in the area during the mid-1980`s showed some degree of contamination. Significant government money has been spent replacing water supplies due to the magnitude of this problem. In addition, millions of dollars have been spent trying to remediate acid mine drainage occurring in this coal field. To date, the techniques used have focused on the management and containment of mine waters, rather than designing technologies that would prevent the formation of acid mine drainage.

    To characterize the extent of contamination under the 324 Building, a pit was excavated on the north side of the building in 2010 by Washington Closure Hanford LLC (WCH). Horizontal closed-end steel access pipes were installed under the foundation of the building from this pit and were used for measuring temperatures and exposure rates under the B-Cell. The deployed sensors measured elevated temperatures of up to 61 C (142 F) and exposure rates of up to 8,900 R/hr. WCH suspended deactivation of the facility because it recognized that building safety systems and additional characterization data might be needed for remediation of the contaminated material. The characterization work included additional field sampling, laboratory measurements, and numerical flow and transport modeling. Laboratory measurements of sediment physical, hydraulic, and geochemical properties were performed by Pacific Northwest National Laboratory (PNNL) and others. Geochemical modeling and subsurface flow and transport modeling also were performed by PNNL to evaluate the possible extent of contamination in the unsaturated sand and gravel sediments underlying the building. Historical records suggest that the concentrated 137Cs- and 90Sr-bearing liquid wastes that were spilled in B-Cell were likely from a glass-waste repository testing program associated with the Federal Republic of Germany (FRG). Incomplete estimates of the aqueous chemical composition (no anion data provided) of the FRG waste solutions were entered into a geochemical speciation model and were charge balanced with nitrate to estimate waste composition. Additional geochemical modeling was performed to evaluate reactions of the waste stream with the concrete foundation of the building prior to the stream entering the subsurface.

    The infrastructure for transportation in the United States allows for a high level of mobility and freight activity for the current population of 300 million residents, and several million business establishments. According to a Department of Transportation study, more than 230 million motor vehicles, ships, airplanes, and railroads cars were used on 6.4 million kilometers (4 million miles) of highways, railroads, airports, and waterways in 1998. Pipelines and storage tanks were considered to be part of this deteriorating infrastructure. The annual direct cost of corrosion in the infrastructure category was estimated to be approximately $22.6 billion in 1998. There were 583,000 bridges in the United States in 1998. Of this total, 200,000 bridges were steel, 235,000 were conventional reinforced concrete, 108,000 bridges were constructed using pre-stressed concrete, and the balance was made using other materials of construction. Approximately 15 percent of the bridges accounted for at this point in time were structurally deficient, primarily due to corrosion of steel and steel reinforcement. Iron-based amorphous metals, including SAM2X5 (Fe{sub 49.7}Cr{sub 17.7}Mn{sub 1.9}Mo{sub 7.4}W{sub 1.6}B{sub 15.2}C{sub 3.8}Si{sub 2.4}) and SAM1651 (Fe{sub 48}Mo{sub 14}Cr{sub 15}Y{sub 2}C{sub 15}B{sub 6}) have been developed, and have very good corrosion resistance. These materials have been prepared as a melt-spun ribbons, as well as gas atomized powders and thermal-spray coatings. During electrochemical testing in several environments, including seawater at 90 C, the passive film stabilities of these materials were found to be comparable to that of more expensive high-performance alloys, based on electrochemical measurements of the passive film breakdown potential and general corrosion rates. These materials also performed very well in standard salt fog tests. Chromium (Cr), molybdenum (Mo) and tungsten (W) provided corrosion resistance, and boron (B) enabled glass formation. The high boron content of this particular amorphous metal made it an effective neutron absorber, and suitable for criticality control applications. These amorphous alloys appear to maintain their corrosion resistance up to the glass transition temperature. Visionary research is proposed to extend the application of corrosion-resistant iron-based amorphous metal coatings, and variants of these coatings, to protection of the Nation's transportation infrastructure. Specific objectives of the proposed work are: (1) fabrication of appropriate test samples for evaluation of concept; (2) collection of production and test data for coated steel reinforcement bars, enabling systematic comparison of various coating options, based upon performance and economic considerations; and (3) construction and testing of concrete structures with coated steel reinforcement bars, thereby demonstrating the value of amorphous-metal coatings. The benefits of ceramic coatings as thermal barriers will also be addressed.

    Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach.     An important factor in the development of any base technology is generating it in such a way that these technologies will continue to be useful through systems upgrades and implementation philosophy metamorphoses. Base technologies of traffic engineering including transportation modeling, traffic impact forecasting, traffic operation management, emergency situation routing and re-routing, and signal systems optimization should all be designed with the future in mind. Advanced Traffic Engineering topics, such as Intelligent Vehicle Highway Systems, are designed with advanced engineering concepts such as rules-based design and artificial intelligence. All aspects of development of base technologies must include Total Quality Engineering as the primary factor in order to succeed. This philosophy for development of base technologies for the County of Los Alamos is being developed leveraging the resources of the Center for Advanced Engineering Technology (CAET) at the Los Alamos National Laboratory. The mission of the CAET is to develop next-generation engineering technology that supports the Los Alamos National Laboratory`s mission and to transfer that technology to industry and academia. The CAET`s goal is to promote industrial, academic, and government interactions in diverse areas of engineering technology, such as, design, analysis, manufacturing, virtual enterprise, robotics, telepresence, rapid prototyping, and virtual environment technology.     The ultimate goal of the U.S. Transport Task Force is to develop a physics-based understanding of confinement and particle, momentum and heat transport in magnetic fusion devices. This understanding should be of sufficient depth that it allows the development of predictive models of plasma transport that can be validated against experiment, and then used to anticipate the future performance of burning plasmas in ITER, as well as to provide guidance to the design of next-step fusion nuclear science facilities. To achieve success in transport science, it is essential to characterize local fluctuations and transport in toroidal plasmas, to understand the basic mechanisms responsible for transport, and ultimately to control these transport processes. These goals must be pursued in multiple areas, including ion and electron thermal transport, particle and momentum transport, the physics of H-modes and the edge pedestal, Internal Transport Barriers, energetic particle transport and 3D effects on all the underlying transport processes. Demonstrating our understanding requires multiple, successful, quantitative tests of theory, simulation and modeling using experimental results in fusion-relevant and basic plasmas (i.e., verification and validation). The 2014 U.S. TTF meeting was held in April 2014 in San Antonio TX to provide a forum for leading scientists focused on the study of transport of particles, momentum and heat in fusion plasmas. Approximately 110 scientists from the US and several from the EU and from China attended and heard oral talks on recent transport results. Several poster sessions were also held. One day of plenary talks were followed by Breakout sessions and poster sessions that were held on focused topics, including L-H transition physics, energetic particles, transport in high performance plasmas, divertor particle and heat flux management and innovative divertor designs, fundamental turbulence studies, end edge transport shortfall.     This document is the fourth Transportation Statistics Annual Report (TSAR) prepared by the Bureau of Transportation Statistics (BTS) for the President and Congress. As in previous years, it reports on the state of U.S. transportation system at two levels. First, in Part I, it provides a statistical and interpretive survey of the system—its physical characteristics, its economic attributes, aspects of its use and performance, and the scale and severity of unintended consequences of transportation, such as fatalities and injuries, oil import dependency, and environment impacts. Part I also explores the state of transportation statistics, and new needs of the rapidly changing world of transportation. Second, Part II of the report, as in prior years, explores in detail the performance of the U.S. transportation system from the perspective of desired social outcomes or strategic goals. This year, the performance aspect of transportation chosen for thematic treatment is “Mobility and Access,” which complements past TSAR theme sections on “The Economic Performance of Transportation” (1995) and “Transportation and the Environment” (1996). Mobility and access are at the heart of the transportation system’s performance from the user’s perspective. In what ways and to what extent does the geographic freedom provided by transportation enhance personal fulfillment of the nation’s residents and contribute to economic advancement of people and businesses? This broad question underlies many of the topics examined in Part II: What is the current level of personal mobility in the United States, and how does it vary by sex, age, income level, urban or rural location, and over time? What factors explain variations? Has transportation helped improve people’s access to work, shopping, recreational facilities, and medical services, and in what ways and in what locations? How have barriers, such as age, disabilities, or lack of an automobile, affected these accessibility patterns? How are commodity flows and transportation services responding to global competition, deregulation, economic restructuring, and new information technologies? How do U.S. patterns of personal mobility and freight movement compare with other advanced industrialized countries, formerly centrally planned economies, and major newly industrializing countries? Finally, how is the rapid adoption of new information technologies influencing the patterns of transportation demand and the supply of new transportation services? Indeed, how are information technologies affecting the nature and organization of transportation services used by individuals and firms?

  20. Lessons Learned from Three Mile Island Packaging, Transportation and Disposition that Apply to Fukushima Daiichi Recovery

    Following the massive earthquake and resulting tsunami damage in March of 2011 at the Fukushima Daiichi nuclear power plant in Japan, interest was amplified for what was done for recovery at the Three Mile Island Unit 2 (TMI-2) in the United States following its meltdown in 1979. Many parallels could be drawn between to two accidents. This paper presents the results of research done into the TMI-2 recovery effort and its applicability to the Fukushima Daiichi cleanup. This research focused on three topics: packaging, transportation, and disposition. This research work was performed as a collaboration between Japan’s Central Research Institute of Electric Power Industry (CRIEPI) and the Idaho National Laboratory (INL). Hundreds of TMI-2 related documents were searched and pertinent information was gleaned from these documents. Other important information was also obtained by interviewing employees who were involved first hand in various aspects of the TMI-2 cleanup effort. This paper is organized into three main sections: (1) Transport from Three Mile Island to Central Facilities Area at INL, (2) Transport from INL Central Receiving Facility to INL Test Area North (TAN) and wet storage at TAN, and (3) Transport from TAN to INL Idaho Nuclear Technology and Engineering Center (INTEC) and Dry Storage at INTEC. Within each of these sections, lessons learned from performing recovery activities are presented and their applicability to the Fukushima Daiichi nuclear power plant cleanup are outlined.

    The Southern States Energy Board (SSEB) is an interstate compact organization that serves 16 states and the commonwealth of Puerto Rico with information and analysis in energy and environmental matters. Nuclear waste management is a topic that has garnered considerable attention in the SSEB region in the last several years. Since 1985, SSEB has received support from the US Department of Energy for the regional analysis of high-level radioactive waste transportation issues. In the performance of its work in this area, SSEB formed the Advisory Committee on High-Level Radioactive Materials Transportation, which comprises representatives from impacted states and tribes. SSEB meets with the committee semi-annually to provide issue updates to members and to solicit their views on activities impacting their respective states. Among the waste transportation issues considered by SSEB and the committee are shipment routing, the impacts of monitored retrievable storage, state liability in the event of an accident and emergency preparedness and response. This document addresses the latter by describing the radiological emergency response training courses and programs of the southern states, as well as federal courses available outside the southern region.

    Characterization of the cross-field energy transport in magnetic confinement experiments in a manner applicable to the accurate assessment of future machine performance continues to be a challenging goal. Experimental results from the DIII-D tokamak in the areas of dimensionless scaling and non-diffusive transport represent progress toward this goal. Dimensionless scaling shows how beneficial the increase in machine size and magnetic field is for future devices. The experiments on DIII-D are the first to determine separately the electron and ion scaling with normalized gyroradius {rho}{sub *}; the electrons scale as expected from gyro-Bohm class theories, while the ions scale consistent with the Goldston empirical scaling. This result predicts an increase in transport relative to Bohm diffusion as {rho}{sub *} decreases in future devices. The existence of distinct {rho}{sub *} scalings for ions and electrons cautions against a physical interpretation of one-fluid or global analysis. The second class of experiments reported here are the first to demonstrate the existence of non-diffusive energy transport. Electron cyclotron heating was applied at the half radius; the electron temperature profile remains substantially peaked. Power balance analysis indicates that heat must flow in the direction of increasing temperature, which is inconsistent with purely diffusive transport. The dynamics of electron temperature perturbations indicate the presence in the heat flux of a term dependent on temperature rather than its gradient. These two observations strongly constrain the types of models which can be applied to cross-field heat transport.
