    All electric utilities serve power to their customers through a variety of functional levels, notably substations. The majority of these components consist of distribution substations operating at lower voltages while a small fraction are transmission substations. There is an associated geographical area that encompasses customers who are served, defined as the service area. Analysis of substation service areas is greatly complicated by several factors: distribution networks are often highly interconnected which allows a multitude of possible switching operations; also, utilities dynamically alter the network topology in order to respond to emergency events. As a result, the service area for a substation can change radically. A utility will generally attempt to minimize the number of customers outaged by switching effected loads to alternate substations. In this manner, all or a portion of a disabled substation's load may be served by one or more adjacent substations. This paper describes a suite of analytical tools developed at Los Alamos National Laboratory (LANL), which address the problem of determining how a utility might respond to such emergency events. The estimated outage areas derived using the tools are overlaid onto other geographical and electrical layers in a geographic information system (GIS) software application. The effects of a power outage on a population, other infrastructures, or other physical features, can be inferred by the proximity of these features to the estimated outage area.

    Solar energy collected using photovoltaic (PV) technology is a clean and renewable energy source that offers multiple benefits to the electric utility industry and its customers, such as cost predictability, reduced emissions, and loss reduction by distributed installations. Renewable energy goals established in North Carolina Senate Bill 3 (SB3), in combination with the state tax credit and decreases in the cost of energy from PV panels, have resulted in rapid solar power penetration within the Carolinas services areas of Duke Energy. Continued decreases in PV prices are expected to lead to greater PV penetration rates than currently required in SB3. Despite the potential benefits, significant penetration of PV energy is of concern to the utility industry because of its impact on operating reliability and integration cost to customers, and equally important, how any additional costs may be allocated to different customer groups. Some of these impacts might become limiting factors for PV energy, especially growing distributed generation installed at customer sites. Recognizing the importance of renewable energy developments for a sustainable energy future and economic growth, Duke Energy has commissioned this study to simulate the effects of high-PV penetration rates and to initiate the process of quantifying the impacts. The objective of the study is to inform resource plans, guide operation improvements, and drive infrastructure investments for a steady and smooth transition to a new energy mix that provides optimal values to customers. The study team consists of experts from Pacific Northwest National Laboratory (PNNL), Power Costs, Inc. (PCI), Clean Power Research (CPR), Alstom Grid, and Duke Energy. PNNL, PCI, and CPR performed the study on generation impacts; Duke Energy modeled the transmission cases; and distribution simulations were conducted by Alstom Grid. PNNL analyzed the results from each work stream and produced the report.

    The service areas for electric power substations can be estimated using a Cellular Automata (CA) model. The CA model is a discrete, iterative process whereby substations acquire service area by claiming neighboring cells. The service area expands from a substation until a neighboring substation service area is met or the substation`s total capacity or other constraints are reached. The CA-model output is dependent on the rule set that defines cell interactions. The rule set is based on a hierarchy of quantitative metrics that represent real-world factors such as land use and population density. Together, the metrics determine the rate of cell acquisition and the upper bound for service area size. Assessing the CA-model accuracy requires comparisons to actual service areas. These actual service areas can be extracted from distribution maps. Quantitative assessment of the CA-model accuracy can be accomplished by a number of methods. Some are as simple as finding the percentage of cells predicted correctly, while others assess a penalty based on the distance from an incorrectly predicted cell to its correct service area. This is an initial report of a work in progress.

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy's Idaho National Laboratory, is the lead laboratory for U.S. Department of Energy Advanced Vehicle Testing. Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (ITSNA) to collect data on federal fleet operations as part of the Advanced Vehicle Testing Activity's Federal Fleet Vehicle Data Logging and Characterization study. The Advanced Vehicle Testing Activity study seeks to collect data to validate the utilization of advanced electric drive vehicle transportation. This report focuses on the Golden Gate National Recreation Area (GGNRA) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of plug-in electric vehicles (PEVs) into the agencies' fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (PHEV) (collectively PEVs) can fulfill the mission requirements. GGNRA identified 182 vehicles in its fleet, which are under the management of the U.S. General Services Administration. Fleet vehicle mission categories are defined in Section 4, and while the GGNRA vehicles conduct many different missions, only two (i.e., support and law enforcement missions) were selected by agency management to be part of this fleet evaluation. The selected vehicles included sedans, trucks, and sport-utility vehicles. This report will show that battery electric vehicles and/or PHEVs are capable of performing the required missions and providing an alternative vehicle for support vehicles and PHEVs provide the same for law enforcement, because each has a sufficient range for individual trips and time is available each day for charging to accommodate multiple trips per day. These charging events could occur at the vehicle home base, high-use work areas, or intermediately along routes that the vehicles frequently travel. Replacement of vehicles in the current fleet would result in significant reductions in the emission of greenhouse gases and petroleum use, while also reducing fuel costs. The San Francisco Bay Area is a leader in the adoption of PEVs in the United States. PEV charging stations, or more appropriately identified as electric vehicle supply equipment, located on the GGNRA facility would be a benefit for both GGNRA fleets and general public use. Fleet drivers and park visitors operating privately owned PEVs benefit by using the charging infrastructure. ITSNA recommends location analysis of the GGNRA site to identify the optimal placement of the electric vehicle supply equipment station. ITSNA recognizes the support of Idaho National Laboratory and ICF International for their efforts to initiate communication with the National Parks Service and GGNRA for participation in the study. ITSNA is pleased to provide this report and is encouraged by the high interest and support from the National Park Service and GGNRA personnel.

    DOE's mission under the Distributed Energy and Electricity Reliability (DEER) Program is to strengthen America's electric energy infrastructure and provide utilities and consumers with a greater array of energy-efficient technology choices for generating, transmitting, distributing, storing, and managing demand for electric power and thermal energy. DOE recognizes that distributed energy technologies can help accomplish this mission. Distributed energy (DE) technologies have received much attention for the potential energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention has been the desire to reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and other potential impacts on the distribution system. It is important to assess the costs and benefits of DE to consumers and distribution system companies. DOE commissioned this study to assess the costs and benefits of DE technologies to consumers and to better understand the effect of DE on the grid. Current central power generation units vent more waste heat (energy) than the entire transportation sector consumes and this wasted thermal energy is projected to grow by 45% within the next 20 years. Consumer investment in technologies that increase power generation efficiency is a key element of the DOE Energy Efficiency program. The program aims to increase overall cycle efficiency from 30% to 70% within 20 years as well. DOE wants to determine the impact of DE in several small areas within cities across the U.S. Ann Arbor, Michigan, was chosen as the city for this case study. Ann Arbor has electric and gas rates that can substantially affect the market penetration of DE. This case study analysis was intended to: (1) Determine what DE market penetration can realistically be expected, based on consumer investment in combined heat and power systems (CHP) and the effect of utility applied demand response (DR). (2) Evaluate and quantify the impact on the distribution utility feeder from the perspective of customer ownership of the DE equipment. (3) Determine the distribution feeder limits and the impact DE may have on future growth. For the case study, the Gas Technology Institute analyzed a single 16-megawatt grid feeder circuit in Ann Arbor, Michigan to determine whether there are economic incentives to use small distributed power generation systems that would offset the need to increase grid circuit capacity. Increasing circuit capacity would enable the circuit to meet consumer's energy demands at all times, but it would not improve the circuit's utilization factor. The analysis spans 12 years, to a planning horizon of 2015. By 2015, the demand for power is expected to exceed the grid circuit capacity for a significant portion of the year. The analysis was to determine whether economically acceptable implementation of customer-owned DE systems would reduce the peak power demands enough to forestall the need to upgrade the capacity of the grid circuit. The analysis was based on economics and gave no financial credit for improved power reliability or mitigation of environmental impacts. Before this study was completed, the utility expanded the capacity of the circuit to 22 MW. Although this expansion will enable the circuit to meet foreseeable increases in peak demand, it also will significantly decrease the circuit's overall utilization factor. The study revealed that DE penetration on the selected feeder is not expected to forestall the need to upgrade the grid circuit capacity unless interconnection barriers are removed. Currently, a variety of technical, business practice, and regulatory barriers discourage DE interconnection in the US market.

    This statement, one of a series prepared by the U.S. Department of Energy’s Bonneville Power Administration on various facets of its construction and maintenance activities, addresses the potential impact of a major new facility proposed for fiscal year 1979. To allow power generated in Wyoming to be delivered to Southwest Oregon and to facilitate the exchange of electric power between the Pacific Northwest and the Middle Snake region, two basic plans of service, each with two corridor routing options, have been identified to meet system requirements. BPA proposes construction of the following two transmission facilities: (1) a 500-kV line from Idaho Power Company's Brownlee Substation in Idaho to BPA's Slatt Substation near Arlington, Oregon, and (2) a 500-kV line from Buckley (near Maupin, Oregon) to Malin, Oregon. This statement must be reviewed and used in conjunction with the overall programmatic environmental statement entitled ""The Role of the Bonneville Power Administration in the Pacific Northwest Power Supply System, Including Its Participation in the Hydro-Thermal Power Program: A Program Environmental Statement and Planning Report (The ""Role EIS""), particularly Appendix B - BPA Power Transmission.

    This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority?s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

    During the period of April 1, 2000 through June 30, 2000, alternatives for relocating the Seward Generating Station cofiring project were investigated. A test was conducted at Bailly Generating Station of Northern Indiana Public Service Co., firing a blend of Black Thunder (Powder River Basin) coal and Illinois basin coal, in cyclone boiler designed for Illinois basin coal. This test at Bailly was designed to determine the technical feasibility of cofiring at that station using PRB coals. This report summarizes the activities during the second calendar quarter in 2000 of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction and testing activities at these generating stations.

    Following lengthy and intensive negotiations, OPEC recently reached agreement on new prices and production quotas. Although the agreement has been met by general skepticism, Bankers Trust believes that the chances of defending the new marker price are reasonably good. Saudi willingness to reduce oil production and earnings to shield less financially secure OPEC members from the full impact of production cuts provides added and much-needed strength to the organization. If indeed the OPEC agreement proves successful, product prices in the important US market may have already bottomed out.

    This final report summarizes the accomplishments of the 6-year Environmental Management Cooperative Agreement (EMCA) between the Energy and Environmental Research Center (EERC), a nonprofit, contract-supported unit of the University of North Dakota, and the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). The first portion of the report summarizes EMCA's structure, activities, and accomplishments. The appendix contains profiles of the individual EMCA tasks. Detailed descriptions and results of the tasks can be found separately in published Final Topical Reports. EMCA (DOE Contract No. DE-FC21-94MC31388) was in place from the fall of 1994 to the summer of 2001. Under EMCA, approximately $5.4 million was applied in three program areas to expedite the commercialization of 15 innovative technologies for application in DOE's EM Program ($3.8 million, or 69% of funds), provide technical support to the Deactivation and Decommissioning Focus Area (DDFA; $1.04 million, or 19% of funds), and provide for the coordination of the EMCA activities ($0.62 million, or 11% of funds). The following sections profile the overall accomplishments of the EMCA program followed by a summary of the accomplishments under each of the EMCA areas: commercialization, DDFA technical support, and management. Table 1 provides an overview of EMCA, including program areas, program activities, the duration and funding of each activity, and the associated industry partner, if appropriate.

    This paper proposes that strengthening regional capabilities for formulating and implementing arms control and confidence-building measures is a tangible method of enhancing regional security. It discusses the importance of developing a regional infrastructure for arms control and confidence building and elucidates the role of technology in facilitating regional arms control and confidence-building agreements. In addition, it identifies numerous applications for regional cooperative monitoring in the areas of arms control, resource management, international commerce and disaster response. The Cooperative Monitoring Center at Sandia National Laboratories, whose aim is to help individual countries and regions acquire the tools they need to develop their own solutions to regional problems, is discussed briefly. The paper ends with recommendations for establishing regional cooperative monitoring centers.

    The Pacific Northwest National Laboratory has researched how participating countries divide funding obligations under International Energy Agency (IEA) Implementing Agreements (IAs). This is part of a broader assessment evaluating the buildings-area IAs. This particular part of the analysis looked at 12 IAs funded by the U.S. Department of Energy. By selecting a range of agreements, we hoped to understand the types of arrangements and the range of funding formulas.     Urban areas in warm climates create summer heat islands of daily average intensity of 3--5{degrees}C, adding to discomfort and increasing air-conditioning loads. Two important factors contributing to urban heat islands are reductions in albedo (lower overall city reflectance) and loss of vegetation (less evapotranspiration). Reducing summer heat islands by planting vegetation (shade trees) and increasing surface albedos, saves cooling energy, allows down-sizing of air conditioners, lowers air-conditioning peak demand, and reduces the emission of CO{sub 2} and other pollutants from electric power plants. The focus of this multi-year project, jointly sponsored by SMUD and the California Institute for Energy Efficiency (CIEE), was to measure the direct cooling effects of trees and white surfaces (mainly roofs) in a few buildings in Sacramento. The first-year project was to design the experiment and obtain base case data. We also obtained limited post retrofit data for some sites. This report provides an overview of the project activities during the first year at six sites. The measurement period for some of the sites was limited to September and October, which are transitional cooling months in Sacramento and hence the interpretation of results only apply to this period. In one house, recoating the dark roof with a high-albedo coating rendered air conditioning unnecessary for the month of September (possible savings of up to 10 kWh per day and 2 kW of non-coincidental peak power). Savings of 50% relative to an identical base case bungalow were achieved when a school bungalow`s roof and southeast wall were coated with a high-albedo coating during the same period. Our measured data for the vegetation sites do not indicate conclusive results because shade trees were small and the cooling period was almost over. We need to collect more data over a longer cooling season in order to demonstrate savings conclusively.

    This paper argues that cooperative monitoring plays a critical role in the implementation of regional security agreements and confidence building measures. A framework for developing cooperative monitoring options is proposed and several possibilities for relating bilateral and regional monitoring systems to international monitoring systems are discussed. Three bilateral or regional agreements are analyzed briefly to illustrate different possibilities. These examples illustrate that the relationship of regional or bilateral arms control or security agreements to international agreements depends on a number of factors: the overlap of provisions between regional and international agreements; the degree of interest in a regional agreement among the international community; efficiency in implementing the agreement; and numerous political considerations. Given the importance of regional security to the international community, regions should be encouraged to develop their own infrastructure for implementing regional arms control and other security agreements. A regional infrastructure need not preclude participation in an international regime. On the contrary, establishing regional institutions for arms control and nonproliferation could result in more proactive participation of regional parties in developing solutions for regional and international problems, thereby strengthening existing and future international regimes. Possible first steps for strengthening regional infrastructures are identified and potential technical requirements are discussed.

    This report has been prepared to make available and archive the background scientific data and related information collected on ecological resources during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report focus on several areas of Hawaii County. In this report, reference is made to these areas as study areas rather than as areas where proposed or alternative facilities of the HGP would be located. The resource areas addressed herein include terrestrial ecology, aquatic ecology, and marine ecology.     This report summarizes the findings of a study on the execution of Cooperative Research and Development Agreements (CRADAs) and Non-Federal Work for Others (NF-WFO) agreements across the U.S. Department of Energy (DOE) laboratory complex. The study provides quantitiative estimates of times required to negotiate and execute these agreements across the DOE complex. It identifies factors impacting on cycle times and describes best practicies used at various laboratories and site offices that reduce cycle times.

Major progress was made on several projects including cofiring at Seward (GPU Genco), Allen (TVA), and Bailly (NIPSCO). Most of the work was focused on construction activities at the Seward and Bailly Generating Stations. The conceptual design and feasibility study for gasification-based cofiring at the Allen Fossil Plant was completed. The feasibility study for cofiring at the Pirkey and Northeastern Generating Stations of Central and South West Utilities (C&SW) also was completed. This report summarizes the activities during the fourth calendar quarter in 1998--of the USDOE/EPRI Biomass Cofiring Cooperative Agreement.     The National Renewable Energy Laboratory (NREL), under an interagency agreement with the U.S. Department of the Interior's Bureau of Ocean Energy Management (BOEM), is providing technical assistance to identify and delineate leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM. This report focuses on NREL's development and evaluation of the delineations for the New Jersey (NJ) WEA. The overarching objective of this study is to develop a logical process by which the New Jersey WEA can be subdivided into non-overlapping leasing areas for BOEM's use in developing an auction process in a renewable energy lease sale. NREL identified a selection of leasing areas and proposed delineation boundaries within the established NJ WEA. The primary output of the interagency agreement is this report, which documents the methodology, including key variables and assumptions, by which the leasing areas were identified and delineated.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    The U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to identify and delineate leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM. This report focuses on NREL's development of three delineated leasing area options for the Massachusetts (MA) WEA and the technical evaluation of these leasing areas. The overarching objective of this study is to develop a logical process by which the MA WEA can be subdivided into non-overlapping leasing areas for BOEM's use in developing an auction process in a renewable energy lease sale. NREL worked with BOEM to identify an appropriate number of leasing areas and proposed three delineation alternatives within the MA WEA based on the boundaries announced in May 2012. A primary output of the interagency agreement is this report, which documents the methodology, including key variables and assumptions, by which the leasing areas were identified and delineated.

  2. An Energy Based Fatigue Life Prediction Framework for In-Service Structural Components

    An energy based fatigue life prediction framework has been developed for calculation of remaining fatigue life of in service gas turbine materials. The purpose of the life prediction framework is to account aging effect caused by cyclic loadings on fatigue strength of gas turbine engines structural components which are usually designed for very long life. Previous studies indicate the total strain energy dissipated during a monotonic fracture process and a cyclic process is a material property that can be determined by measuring the area underneath the monotonic true stress-strain curve and the sum of the area within each hysteresis loop in the cyclic process, respectively. The energy-based fatigue life prediction framework consists of the following entities: (1) development of a testing procedure to achieve plastic energy dissipation per life cycle and (2) incorporation of an energy-based fatigue life calculation scheme to determine the remaining fatigue life of in-service gas turbine materials. The accuracy of the remaining fatigue life prediction method was verified by comparison between model approximation and experimental results of Aluminum 6061-T6. The comparison shows promising agreement, thus validating the capability of the framework to produce accurate fatigue life prediction.

    On July 19, 1996 the US Department of Energy (DOE), State of Colorado (CDPHE), and US Environmental Protection Agency (EPA) entered into an agreement called the Rocky Flats Cleanup Agreement (RFCA) for the cleanup and closure of the Rocky Flats Environmental Technology Site (RFETS or Rocky Flats). Major elements of the agreement include: an Integrated Site-Wide Baseline; up to twelve significant enforceable milestones per year; agreed upon soil and water action levels and standards for cleanup; open space as the likely foreseeable land use; the plutonium and TRU waste removed by 2015; streamlined regulatory process; agreement with the Defense Nuclear Facilities Safety Board (DNFSB) to coordinate activities; and a risk reduction focus. Successful implementation of RFCA requires a substantial effort by the parties to change their way of thinking about RFETS and meet the deliverables and commitments. Substantial progress toward Site closure through the implementation of RFCA has been accomplished in the short time since the signing, yet much remains to be done. Much can be learned from the Rocky Flats experience by other facilities in similar situations.

This report focuses on NREL's evaluation of the delineation proposed by the Maryland Energy Administration (MEA) for the Maryland (MD) WEA and two alternative delineations. The objectives of the NREL evaluation were to assess MEA's proposed delineation of the MD WEA, perform independent analysis, and recommend how the MD WEA should be delineated.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

    Several existing nuclear-related agreements already require India and Pakistan, as members, to share information. The agreements are bilateral, regional, and international. Greater nuclear transparency between India and Pakistan could be promoted by first understanding the information flows required by existing agreements. This understanding is an essential step for developing projects that can incrementally advance the sensitivity of the information being shared. This paper provides a survey of existing nuclear-related agreements involving India and Pakistan, and suggests future confidence-building projects using the frameworks provided by these agreements. The Bilateral Agreement on the Prohibition of Attack against Nuclear Reactors and Nuclear Facilities is discussed as a basis for creating further agreements on restricting the use and deployment of nuclear weapons. The author suggests options for enhancing the value of the list of nuclear facilities exchanged annually as a part of this agreement. The International Atomic Energy Agency's regional cooperation agreement among countries in the Asia-Pacific region is an opportunity for greater subregional nuclear cooperation in South Asia. Linking the regional agreement with South Asian environmental cooperation and marine pollution protection efforts could provide a framework for projects involving Indian and Pakistani coastal nuclear facilities. Programs of the Food and Agriculture Organization of the United Nations that use nuclear techniques to increase food and crop production and optimize water management in arid areas also provide similar opportunities for nuclear cooperation. Other frameworks for nuclear cooperation originate from international conventions related to nuclear safety, transportation of nuclear wastes, worker protection against ionizing radiation, and the nondeployment of nuclear weapons in certain areas. The information shared by existing frameworks includes: laws and regulations (including internal inspection procedures that enforce compliance); lists of nuclear facilities; emergency response procedures and available resources; information related to the transportation of nuclear wastes (particularly via shipping); understanding and notification of accidental releases; and radionuclide release data from select coastal facilities. Incremental increases in the sensitivity of the information being shared could strengthen norms for Indian and Pakistani nuclear transparency. This paper suggests seven technology-based Indian and Pakistani nuclear transparency projects for consideration. Existing nuclear-related agreements provide an information-sharing framework within which the projects could occur. Eventually, as confidence increases and new agreements are negotiated, future projects could begin to deal with the accounting of fissile materials and nuclear weapons disposition and control.

    The FETC/EPRI Biomass Cofiring Program has accelerated the pace of cofiring development by increasing the testing activities plus the support activities for interpreting test results. Past tests conducted and analyzed include the Allen Fossil Plant and Seward Generating Station programs. On-going tests include the Colbert Fossil Plant precommercial test program, the Greenidge Station commercialization program, and the Blount St. Station switchgrass program. Tests in the formative stages included the NIPSCO cofiring test at Michigan City Generating Station. Analytical activities included modeling and related support functions required to analyze the cofiring test results, and to place those results into context. Among these activities is the fuel availability study in the Pittsburgh, PA area. This study, conducted for Duquesne Light, supports their initial investigation into reburn technology using wood waste as a fuel. This Quarterly Report, covering the third quarter of the FETC/EPRI Biomass Cofiring Program, highlights the progress made on the 16 projects funded under this cooperative agreement.

    The Principle of Perturbative Agreement, as introduced by Hollands & Wald, is a renormalisation condition in quantum field theory on curved spacetimes. This principle states that the perturbative and exact constructions of a field theoretic model given by the sum of a free and an exactly tractable interaction Lagrangean should agree. We develop a proof of the validity of this principle in the case of scalar fields and quadratic interactions without derivatives which differs in strategy from the one given by Hollands & Wald for the case of quadratic interactions encoding a change of metric. Thereby we profit from the observation that, in the case of quadratic interactions, the composition of the inverse classical M{\\o}ller map and the quantum M{\\o}ller map is a contraction exponential of a particular type. Afterwards, we prove a generalisation of the Principle of Perturbative Agreement and show that considering an arbitrary quadratic contribution of a general interaction either as part of the free theory or as part of the perturbation gives equivalent results. Motivated by the thermal mass idea, we use our findings in order to extend the construction of massive interacting thermal equilibrium states in Minkowski spacetime developed by Fredenhagen & Lindner to the massless case. In passing, we also prove a property of the construction of Fredenhagen & Lindner which was conjectured by these authors.

    The National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to BOEM on the identification and delineation of offshore leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM in 2012. This report focuses on NREL's evaluation of BOEM's Rhode Island/Massachusetts (RIMA) WEA leasing areas. The objective of the NREL evaluation was to assess the proposed delineation of the two leasing areas and determine if the division is reasonable and technically sound. Additionally, the evaluation aimed to identify any deficiencies in the delineation. As part of the review, NREL performed the following tasks: 1. Performed a limited review of relevant literature and RIMA call nominations. 2. Executed a quantitative analysis and comparison of the two proposed leasing areas 3. Conducted interviews with University of Rhode Island (URI) staff involved with the URI Special Area Management Plan (SAMP) 4. Prepared this draft report summarizing the key findings.

The goal of the new approach is to conduct research and development in critical areas of interest to DOE, utilizing the best talent in the Department and in the national science community. To facilitate this solutions-oriented approach, the Office of Science and Technology (EM-50, formerly the Office of Technology Development) formed five Focus AReas to stimulate the required basic research, development, and demonstration efforts to seek new, innovative cleanup methods.     This report discusses the activities of the Division of DOE Oversight in the areas of coordination with other State Agencies with regard to environmental restoration, corrective action, and waste management activities on the Oak Ridge Reservation; and the Division`s efforts to keep the public informed of those DOE activities that may impact their health and the environment. This report includes the status of the Division`s efforts in implementing the Tennessee Oversight Agreement (TOA). Each Program Section provides information concerning the status of its activities. The Administrative Section has been instrumental in achieving access to the ORR without prior notification to DOE and in obtaining documents and environmental, waste management, safety, and health information in a timely manner. The Environmental Restoration Program has provided in-depth document reviews and on-site coordination and monitoring of field activities required under the Federal Facility Agreement. Most notable of the activities are the investigations and planned remediation of the Lower East Fork Poplar Creek and the Watts Bar Reservoir. The Waste Management Program has audited DOE`s compliance with air, water, solid, hazardous, and mixed waste storage, treatment, and disposal regulations. Effort was focused on all three DOE Facilities on the ORR. The final portion of this report discusses the Division`s findings and recommendations. Most significant of these issues is the Division`s request to be an active participant in DOE`s prioritization of its TOA commitments. Other issues discussed include long term storage of radioactive waste and the use of environmental restoration funds. A discussion of those findings and recommendations provided in last year`s annual report and addressed by DOE are included in this report as well. All documents, logs, files, etc. supporting this report are available for review during routine business hours at the Division`s office.

    Objectives are: (1) Develop an inexpensive, rapid-response, high-sensitivity and selective electrochemical sensor for oxides of nitrogen (NO{sub x}) for compression-ignition, direct-injection (CIDI) OBD II systems; (2) Explore and characterize novel, effective sensing methodologies based on impedance measurements and designs and manufacturing methods that are compatible with mass fabrication; and (3) Collaborate with industry in order to (ultimately) transfer the technology to a supplier for commercialization. Approach used is: (1) Use an ionic (O{sup 2-}) conducting ceramic as a solid electrolyte and metal or metal-oxide electrodes; (2) Correlate NO{sub x} concentration with changes in cell impedance; (3) Evaluate sensing mechanisms and aging effects on long-term performance using electrochemical techniques; and (4) Collaborate with Ford Research Center to optimize sensor performance and perform dynamometer and on-vehicle testing. Work in FY2011 focused on using an algorithm developed in FY2010 in a simplified strategy to demonstrate how data from controlled laboratory evaluation could be applied to data from real-world engine testing. The performance of a Au wire prototype sensor was evaluated in the laboratory with controlled gas compositions and in dynamometer testing with diesel exhaust. The laboratory evaluation indicated a nonlinear dependence of the NO{sub x} and O{sub 2} sensitivity with concentration. For both NO{sub x} and O{sub 2}, the prototype sensor had higher sensitivity at concentrations less than {approx}20 ppm and {approx}7%, respectively, compared to lower NO{sub x} and O{sub 2} sensitivity at concentrations greater than {approx}50 ppm and {approx}10.5%, respectively. Results in dynamometer diesel exhaust generally agreed with the laboratory results. Diesel exhaust after-treatment systems will likely require detection levels less than {approx}20 ppm in order to meet emission regulations. The relevant mathematical expressions for sensitivity in different concentration regimes obtained from bench-level laboratory evaluation were used to adjust the sensor signal in dynamometer testing. Both NO{sub x} and O{sub 2} exhibited non-linear responses over the concentration regimes examined (0-100 ppm for NO{sub x} and 4-7% for O{sub 2}). Adjusted sensor signals had better agreement with both a commercial NO{sub x} sensor and FTIR measurements. However, the lack of complete agreement indicated that it was not possible to completely account for the nonlinear sensor behavior in certain concentration regimes. The agreement at lower NO{sub x} levels (less than 20 ppm) was better than at higher levels (50-100 ppm). Other progress in FY2011 included dynamometer testing of sensors with imbedded heaters and protective housings that were mounted directly into the exhaust manifold. Advanced testing protocols were used to evaluate the sensors. These experiments confirmed the potential for sensor robustness and durability. Advanced material processing methods appropriate for mass manufacturing, such as sputtering, are also being evaluated. A major milestone for this past year was the licensing of the LLNL NO{sub x} sensor technology to EmiSense Technologies, LLC. EmiSense has extensive experience and resources for the development of emission control sensors. A CRADA is in development that will allow LLNL to work in partnership with EmiSense to bring the LLNL NO{sub x} sensor technology to commercialization. Ford Motor Company is also a partner in this effort.

    The objective of this study was to define areas of previous disturbance in the 300 Area of the U.S. Department of Energy (DOE) Hanford Site to eliminate these areas from the cultural resource review process, reduce cultural resource monitoring costs, and allow cultural resource specialists to focus on areas where subsurface disturbance is minimal or nonexistent. Research into available sources suggests that impacts from excavations have been significant wherever the following construction activities have occurred: building basements and pits, waste ponds, burial grounds, trenches, installation of subsurface pipelines, power poles, water hydrants, and well construction. Beyond the areas just mentioned, substrates in the' 300 Area consist of a complex, multidimen- sional mosaic composed of undisturbed stratigraphy, backfill, and disturbed sediments; Four Geographic Information System (GIS) maps were created to display known areas of disturbance in the 300 Area. These maps contain information gleaned from a variety of sources, but the primary sources include the Hanford GIS database system, engineer drawings, and historic maps. In addition to these maps, several assumptions can be made about areas of disturbance in the 300 Area as a result of this study: o o Buried pipelines are not always located where they are mapped. As a result, cultural resource monitors or specialists should not depend on maps depicting subsurface pipelines for accurate locations of previous disturbance. Temporary roads built in the early 1940s were placed on layers of sand and gravel 8 to 12 in. thick. Given this information, it is likely that substrates beneath these early roads are only minimally disturbed. Building foundations ranged from concrete slabs no more than 6 to 8 in. thick to deeply excavated pits and basements. Buildings constructed with slab foundations are more numerous than may be expected, and minimally disturbed substrates may be expected in these locations. Historic black and white photographs provide a partial record of some excavations, including trenches, building basements, and material lay-down yards. Estimates of excavation depth and width can be made, but these estimates are not accurate enough to pinpoint the exact location where the disturbedhmdisturbed interface is located (e.g., camera angles were such that depths and/or widths of excavations could not be accurately determined or estimated). In spite of these limitations, these photographs provide essential information. Aerial and historic low-level photographs have captured what appears to be backfill throughout much of the eastern portion of the 300 Area-near the Columbia River shoreline. This layer of fill has likely afforded some protection for the natural landscape buried beneath the fill. This assumption fits nicely with the intermittent and inadvertent discoveries of hearths and stone tools documented through the years in this part of the 300 Area. Conversely, leveling of sand dunes appears to be substantial in the northwestern portion of the 300 Area during the early stages of development. o Project files and engineer drawings do not contain information on any impromptu but necessary adjustments made on the ground during project implementation-after the design phase. Further, many projects are planned and mapped but never implemented-this information is also not often placed in project files. Specific recommendations for a 300 Area cultural resource monitoring strategy are contained in the final section of this document. In general, it is recommended that monitoring continue for all projects located within 400 m of the Columbia River. The 400-m zone is culturally sensitive and likely retains some of the most intact buried substrates in the 300 Area.
