    The conditions for light-beam induced current (LBIC) measurement were experimentally optimised for dye-sensitised solar cells. The impacts of too fast a laser diode modulation frequency (f) and too short a dwell time (t{sub 0}) were investigated for their distortions, artefacts, and noise on the overall photocurrent map image. Optimised mapping conditions for fastest measurement were obtained at a f?=?15?Hz and t{sub 0}?=?900?ms. Whole device maps (nominal area 4?◊?4?mm{sup 2}) were obtained on devices in which fabrication defects were intentionally induced. The defects were readily resolved with the LBIC setup and conditions. The inclusion of defects had the effect of broadening the photocurrent distribution and producing a sub-optimal tail to photocurrent histograms. Photoactive areas were derived from LBIC maps and were larger than those predicted by the projected screen printing pattern by up to 25%, which has obvious implications for efficiency measurements made on nominal projected active area.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

The bottom line is that measurement errors are a fact of life and, since we can`t eliminate them, we have to find a rational way to deal with them. Which leads to the world of statistics. Beyond dealing with measurement errors, another area of statistical application involves the sampling of items for verification. Inspectors from the IAEA and domestic regulatory agencies periodically visit operating facilities and make measurements of selected items. By comparing their own measured values to those declared by the facilities, increased confidence is obtained. If verification measurements were not expensive, time consuming, and disruptive to operations, perhaps verification of 100% of the inventories would be desirable. In reality, many constraints lead to inspection of only a portion of those inventories. Drawing inferences about a larger ``population`` of declared items in a facility based on verification information obtained from a sample of those items is a statistical problem. There are few texts on statistics in safeguards. The lengthy exposition ``IAEA Safeguards: Statistical Concepts and Techniques`` and the US NRC book edited by Bowen and Bennet are two good sources of general information. In the next section, the subject of measurement quality is addressed. The third section covers the evaluation of MUFs, and discusses the related subjects of error propagation and sequential analysis. The final section covers verification, inspection sample size calculations, and the D statistic. The text is written at an elementary level, with references to the safeguards literature for more detailed treatment.

    In January 1994, the US Department of Energy Office of Environmental Management (DOE EM) formally introduced its new approach to managing DOE`s environmental research and technology development activities. The goal of the new approach is to conduct research and development in critical areas of interest to DOE, utilizing the best talent in the Department and in the national science community.     The objective of this study was to define areas of previous disturbance in the 300 Area of the U.S. Department of Energy (DOE) Hanford Site to eliminate these areas from the cultural resource review process, reduce cultural resource monitoring costs, and allow cultural resource specialists to focus on areas where subsurface disturbance is minimal or nonexistent. Research into available sources suggests that impacts from excavations have been significant wherever the following construction activities have occurred: building basements and pits, waste ponds, burial grounds, trenches, installation of subsurface pipelines, power poles, water hydrants, and well construction. Beyond the areas just mentioned, substrates in the' 300 Area consist of a complex, multidimen- sional mosaic composed of undisturbed stratigraphy, backfill, and disturbed sediments; Four Geographic Information System (GIS) maps were created to display known areas of disturbance in the 300 Area. These maps contain information gleaned from a variety of sources, but the primary sources include the Hanford GIS database system, engineer drawings, and historic maps. In addition to these maps, several assumptions can be made about areas of disturbance in the 300 Area as a result of this study: o o Buried pipelines are not always located where they are mapped. As a result, cultural resource monitors or specialists should not depend on maps depicting subsurface pipelines for accurate locations of previous disturbance. Temporary roads built in the early 1940s were placed on layers of sand and gravel 8 to 12 in. thick. Given this information, it is likely that substrates beneath these early roads are only minimally disturbed. Building foundations ranged from concrete slabs no more than 6 to 8 in. thick to deeply excavated pits and basements. Buildings constructed with slab foundations are more numerous than may be expected, and minimally disturbed substrates may be expected in these locations. Historic black and white photographs provide a partial record of some excavations, including trenches, building basements, and material lay-down yards. Estimates of excavation depth and width can be made, but these estimates are not accurate enough to pinpoint the exact location where the disturbedhmdisturbed interface is located (e.g., camera angles were such that depths and/or widths of excavations could not be accurately determined or estimated). In spite of these limitations, these photographs provide essential information. Aerial and historic low-level photographs have captured what appears to be backfill throughout much of the eastern portion of the 300 Area-near the Columbia River shoreline. This layer of fill has likely afforded some protection for the natural landscape buried beneath the fill. This assumption fits nicely with the intermittent and inadvertent discoveries of hearths and stone tools documented through the years in this part of the 300 Area. Conversely, leveling of sand dunes appears to be substantial in the northwestern portion of the 300 Area during the early stages of development. o Project files and engineer drawings do not contain information on any impromptu but necessary adjustments made on the ground during project implementation-after the design phase. Further, many projects are planned and mapped but never implemented-this information is also not often placed in project files. Specific recommendations for a 300 Area cultural resource monitoring strategy are contained in the final section of this document. In general, it is recommended that monitoring continue for all projects located within 400 m of the Columbia River. The 400-m zone is culturally sensitive and likely retains some of the most intact buried substrates in the 300 Area.

    The US Department of Enregy (DOE) Subsurface Contaminants Focus Area is developing technologies to address environmental problems associated with hazardous and radioactive contaminants in soil and groundwater that exist throughout the DOE complex, including radionuclides, heavy metals; and dense non-aqueous phase liquids (DNAPLs). More than 5,700 known DOE groundwater plumes have contaminated over 600 billion gallons of water and 200 million cubic meters of soil. In addition, the Subsurface Contaminants Focus Area is responsible for supplying technologies for the remediation of numerous landfills at DOE facilities. These landfills are estimated to contain over 3 million cubic meters of radioactive and hazardous buried Technology developed within this specialty area will provide efective methods to contain contaminant plumes and new or alternative technologies for development of in situ technologies to minimize waste disposal costs and potential worker exposure by treating plumes in place. While addressing contaminant plumes emanating from DOE landfills, the Subsurface Contaminants Focus Area is also working to develop new or alternative technologies for the in situ stabilization, and nonintrusive characterization of these disposal sites.

    To ensure research and development programs focus on the most pressing environmental restoration and waste management problems at the U.S. Department of Energy (DOE), the Assistant Secretary for the Office of Environmental Management (EM) established a working group in August 1993 to implement a new approach to research and technology development. As part of this new approach, EM developed a management structure and principles that led to the creation of specific Focus Areas. These organizations were designed to focus the scientific and technical talent throughout DOE and the national scientific community on the major environmental restoration and waste management problems facing DOE. The Focus Area approach provides the framework for intersite cooperation and leveraging of resources on common problems. After the original establishment of five major Focus Areas within the Office of Technology Development (EM-50, now called the Office of Science and Technology), the Nuclear Materials Stabilization Task Group (EM-66) followed the structure already in place in EM-50 and chartered the Plutonium Focus Area (PFA). The following information outlines the scope and mission of the EM, EM-60, and EM-66 organizations as related to the PFA organizational structure.

    The Foreign Applied Sciences Assessment Center (FASAC) conducts reviews of selected areas of foreign basic and applied science by US scientists who are technically expert and active in the fields reviewed. Several of the FASAC assessments of Soviet science have involved various aspects of the information sciences, including enabling technologies and applications, as well as the core information sciences. This report draws upon those FASAC assessment reports, the expert judgment of some of the authors of those reports, and other public sources to characterize the current state of the information sciences in the Soviet Union and the effects of information science capabilities upon other areas of Soviet science and technology. This report also provides estimates of the likely effect of the political and social reforms underway in the Soviet Union on future Soviet progress in the information sciences and, at a more general level, in science and technology. 41 refs., 7 tabs.

    Applied Mathematical Sciences serves as the DOE focal point for monitoring and advancing the state of the art in mathematics, statistics, and computer science. Several DOE mission programs develop and refine specific techniques from the applied mathematical sciences applicable to their immediate needs. In contrast, Applied Mathematical Sciences concentrates on more broadly based, continuing needs throughout the DOE community. Emphasis is placed on research basic to the analysis, development, and use of large-scale computational models; the management and analysis of large, complex collections of information; and the effective use of DOE computing resources. The purpose of this research is not to improve existing technologies and methodologies, but rather to render them obsolete. Each part of the Applied Mathematical Sciences activity has been designed with the help and advice of leading mathematicians and computer scientists from universities, industry, and DOE laboratories to assure the broadest and greatest impact on the nation's energy R and D enterprise. Many of them are expert in industry's needs in the relevant areas. Close liaison is maintained with other federal agencies in the selection of areas of emphasis and of individual research tasks. This is high leverage research. In favorable cases, the results may be of great benefit simultaneously to a number of different energy technologies. The requested increase will be an exceptionally sound investment.
