    Here, the current short baseline reactor experiments, Daya Bay and RENO (Double Chooz) have measured (or are capable of measuring) an effective Δm2 associated with the atmospheric oscillation scale of 0.5 km/MeV in electron antineutrino disappearance. In this paper, I compare and contrast the different definitions of such an effective Δm2 and argue that the simple, L/E independent definition given by Δmee2≡cos2θ12Δm312+sin2θ12Δm322, i.e. “the νe weighted average of Δm312 and Δm322,” is superior to all other definitions and is useful for both short baseline experiments mentioned above and for the future medium baseline experiments JUNO and RENO-50.

The need for a user`s guide was identified because the DOT-6M/2R packaging configuration is widely used by DOE site contractors, and DOE receives many questions about the approved packaging configurations.   11. Baseline risk assessment for groundwater operable units at the Chemical Plant Area and the Ordnance Works Area, Weldon Spring, Missouri

    The U.S. Department of Energy (DOE) and the U.S. Department of the Army (DA) are evaluating conditions in groundwater and springs at the DOE chemical plant area and the DA ordnance works area near Weldon Spring, Missouri. The two areas are located in St. Charles County, about 48 km (30 mi) west of St. Louis. The 88-ha (217-acre) chemical plant area is chemically and radioactively contaminated as a result of uranium-processing activities conducted by the U.S. Atomic Energy Commission in the 1950s and 1960s and explosives-production activities conducted by the U.S. Army (Army) in the 1940s. The 6,974-ha (17,232-acre) ordnance works area is primarily chemically contaminated as a result of trinitrotoluene (TNT) and dinitrotoluene (DNT) manufacturing activities during World War II. This baseline risk assessment (BRA) is being conducted as part of the remedial investigation/feasibility study (RUFS) required under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended. The purpose of the BRA is to evaluate potential human health and ecological impacts from contamination associated with the groundwater operable units (GWOUs) of the chemical plant area and ordnance works area. An RI/FS work plan issued jointly in 1995 by the DOE and DA (DOE 1995) analyzed existing conditions at the GWOUs. The work plan included a conceptual hydrogeological model based on data available when the report was prepared; this model indicated that the aquifer of concern is common to both areas. Hence, to optimize further data collection and interpretation efforts, the DOE and DA have decided to conduct a joint RI/BRA. Characterization data obtained from the chemical plant area wells indicate that uranium is present at levels slightly higher than background, with a few concentrations exceeding the proposed U.S. Environmental Protection Agency (EPA) maximum contaminant level (MCL) of 20 {micro}g/L (EPA 1996c).     The National Wind Technology Center (NWTC), located at the foot of the Rocky Mountains near Boulder, Colorado, is a world-class research facility managed by NREL for the U.S. Department of Energy. NWTC researchers work with members of the wind energy industry to advance wind power technologies that lower the cost of wind energy through research and development of state-of-the-art wind turbine designs. NREL's Measurement and Instrument Data Center provides data from NWTC's M2 tower which are derived from instruments mounted on or near an 82 meter (270 foot) meteorological tower located at the western edge of the NWTC site and about 11 km (7 miles) west of Broomfield, and approximately 8 km (5 miles) south of Boulder, Colorado. The data represent the mean value of readings taken every two seconds and averaged over one minute. The wind speed and direction are measured at six heights on the tower and air temperature is measured at three heights. The dew point temperature, relative humidity, barometric pressure, totalized liquid precipitation, and global solar radiation are also available.

    The U.S. Department of Energy (DOE) and the U.S. Department of the Army (DA) are conducting cleanup activities at two properties--the DOE chemical plant area and the DA ordnance works area (the latter includes the training area)--located in the Weldon Spring area in St. Charles County, Missouri. These areas are on the National Priorities List (NPL), and cleanup activities at both areas are conducted in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended. DOE and DA are conducting a joint remedial investigation (RI) and baseline risk assessment (BRA) as part of the remedial investigation/feasibility study (RI/FS) for the groundwater operable units for the two areas. This joint effort will optimize further data collection and interpretation efforts and facilitate overall remedial decision making since the aquifer of concern is common to both areas. A Work Plan issued jointly in 1995 by DOE and the DA discusses the results of investigations completed at the time of preparation of the report. The investigations were necessary to provide an understanding of the groundwater system beneath the chemical plant area and the ordnance works area. The Work Plan also identifies additional data requirements for verification of the evaluation presented.

  9. Feasibility study for remedial action for the groundwater operable units at the chemical plant area and the ordnance works area, Weldon Spring, Missouri

    The U.S. Department of Energy (DOE) and the U.S. Department of Army (DA) are conducting an evaluation to identify the appropriate response action to address groundwater contamination at the Weldon Spring Chemical Plant (WSCP) and the Weldon Spring Ordnance Works (WSOW), respectively. The two areas are located in St. Charles County, about 48 km (30 rni) west of St. Louis. The groundwater operable unit (GWOU) at the WSCP is one of four operable units being evaluated by DOE as part of the Weldon Spring Site Remedial Action Project (WSSRAP). The groundwater operable unit at the WSOW is being evaluated by the DA as Operable Unit 2 (OU2); soil and pipeline contamination are being managed under Operable Unit 1 (OU1). Remedial activities at the WSCP and the WSOW are being conducted in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Consistent with DOE policy, National Environmental Policy Act (NEPA) values have been incorporated into the CERCLA process. A remedial investigation/feasibility study (RI/FS) work plan summarizing initial site conditions and providing site hydrogeological and exposure models was published in August of 1995 (DOE 1995). The remedial investigation (RI) and baseline risk assessment (BRA) have also recently been completed. The RI (DOE and DA 1998b) discusses in detail the nature, extent, fate, and transport of groundwater and spring water contamination.     From May through August, 1993, the M-2 Group within M Division at LANL conducted with the support of the LANL Integration and Coordination Office (ICO) and Applied Decision Analysis, Inc. (ADA), whose purpose was to develop a system for setting priorities among activities. This phase of the project concentrated on prioritizing near-tenn activities (i.e., activities that must be conducted in the next six months) necessary for setting up this new group. Potential future project phases will concentrate on developing a tool for setting priorities and developing annual budgets for the group`s operations. The priority screening system designed to address the near-term problem was developed, applied in a series of meeting with the group managers, and used as an aid in the assignment of tasks to group members. The model was intended and used as a practical tool for documenting and explaining decisions about near-term priorities, and not as a substitute for M-2 management judgment and decision-making processes.

Many phenomena in catalysis, such as synergistic effect, however, transcend the atomic scale and also require the knowledge and control of the mesoscale structure of the specimen to harness. In this paper, we use our discovery of atomic-scale epitaxial interfaces in molybdenum vanadium based complex oxide catalysts systems (i.e., MoVMO, M = Ta, Te, Sb, Nb, etc.) to achieve control of the mesoscale structure of this complex mixturemore » of very different active phases. We can now achieve true epitaxial intergrowth between the catalytically critical M1 and M2 phases in the system that are hypothesized to have synergistic interactions, and demonstrate that the resulting catalyst has improved selectivity in the initial studies.   17. Baseline Risk Assessment Supporting Closure at Waste Management Area C at the Hanford Site Washington

    The Office of River Protection under the U.S. Department of Energy is pursuing closure of the Single-Shell Tank (SST) Waste Management Area (WMA) C under the requirements of the Hanford Federal Facility Agreement and Consent Order (HFFACO). A baseline risk assessment (BRA) of current conditions is based on available characterization data and information collected at WMA C. The baseline risk assessment is being developed as a part of a Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI)/Corrective Measures Study (CMS) at WMA C that is mandatory under Comprehensive Environmental Response, Compensation, and Liability Act and RCRA corrective action. The RFI/CMS is needed to identify and evaluate the hazardous chemical and radiological contamination in the vadose zone from past releases of waste from WMA C. WMA C will be under Federal ownership and control for the foreseeable future, and managed as an industrial area with restricted access and various institutional controls. The exposure scenarios evaluated under these conditions include Model Toxics Control Act (MTCA) Method C, industrial worker, maintenance and surveillance worker, construction worker, and trespasser scenarios. The BRA evaluates several unrestricted land use scenarios (residential all-pathway, MTCA Method B, and Tribal) to provide additional information for risk management. Analytical results from 13 shallow zone (0 to 15 ft. below ground surface) sampling locations were collected to evaluate human health impacts at WMA C. In addition, soil analytical data were screened against background concentrations and ecological soil screening levels to determine if soil concentrations have the potential to adversely affect ecological receptors. Analytical data from 12 groundwater monitoring wells were evaluated between 2004 and 2013.     As the ribonucleotide reductase small subunit, the high expression of ribonucleotide reductase small subunit M2 (RRM2) induces cancer and contributes to tumor growth and invasion. In several colorectal cancer (CRC) cell lines, we found that the expression levels of RRM2 were closely related to the transcription factor E2F1. Mechanistic studies were conducted to determine the molecular basis. Ectopic overexpression of E2F1 promoted RRM2 transactivation while knockdown of E2F1 reduced the levels of RRM2 mRNA and protein. To further investigate the roles of RRM2 which was activated by E2F1 in CRC, CCK-8 assay and EdU incorporation assay were performed. Overexpression of E2F1 promoted cell proliferation in CRC cells, which was blocked by RRM2 knockdown attenuation. In the migration and invasion tests, overexpression of E2F1 enhanced the migration and invasion of CRC cells which was abrogated by silencing RRM2. Besides, overexpression of RRM2 reversed the effects of E2F1 knockdown partially in CRC cells. Examination of clinical CRC specimens demonstrated that both RRM2 and E2F1 were elevated in most cancer tissues compared to the paired normal tissues. Further analysis showed that the protein expression levels of E2F1 and RRM2 were parallel with each other and positively correlated with lymph node metastasis (LNM), TNM stage and distant metastasis. Consistently, the patients with low E2F1 and RRM2 levels have a better prognosis than those with high levels. Therefore, we suggest that E2F1 can promote CRC proliferation, migration, invasion and metastasis by regulating RRM2 transactivation.     Structural and electronic phase transitions behavior of two polycrystalline VO{sub 2} films, one with pure M1 phase and the other with pure M2 phase at room temperature, were investigated by temperature-controlled Raman spectroscopy and ultraviolet photoelectron spectroscopy (UPS). We observed characteristic transient dynamics in which the Raman modes at 195 cm{sup −1} (V-V vibration) and 616 cm{sup −1} (V-O vibration) showed remarkable hardening along the temperature in M1 phase film, indicating the rearrangements of V-V pairs and VO{sub 6} octahedra. It was also shown that the M1 Raman mode frequency approached those of invariant M2 peaks before entering rutile phase. In UPS spectra with high energy resolution of 0.03 eV for the M2 phase film, narrower V{sub 3d} band was observed together with smaller gap compared to those of M1 phase film, supporting the nature of Mott insulator of M2 phase even in the polycrystalline film. Cooperative behavior of lattice rearrangements and electronic phase transition was suggested for M1 phase film.

    U.S. households rely primarily on three sources of energy: natural gas, electricity, and fuel oil. In the past several decades, electricity consumption by households has grown dramatically, and a significant portion of electricity used in homes is for lighting. Lighting includes both indoor and outdoor lighting and is found in virtually every household in the United States. In 2001, according to the US Energy Information Administration, lighting accounted for 101 billion kWh (8.8 percent) of U.S. household electricity use. Incandescent lamps, which are commonly found in households, are highly inefficient sources of light because about 90 percent of the energy used is lost as heat. For that reason, lighting has been one focus area to increase the efficiency of household electricity consumption. Windows have several functions, and one of the main functions is to provide a view to the outside. Daylighting is another one of windows main functions and determines the distribution of daylight to a space. Daylighting windows do not need to be transparent, and a translucent daylighting window is sufficient, and often desired, to diffuse the light and make the space more environmentally pleasing. In homes, skylights are one source of daylighting, but skylights are not very energy efficient and are inseparably linked to solar heat gain. In some climates, added solar heat gains from daylighting may be welcome; but in other climates, heat gain must be controlled. More energy efficient skylights and daylighting solutions, in general, are desired and can be designed by insulating them with aerogels. Aerogels are a highly insulating and transparent material in its pure form. The overall objective for this project was to prepare an economical, translucent, fiber-reinforced aerogel insulation material for daylighting applications that is durable for manufacturing purposes. The neutrino rate as measured by the SciBooNE tracking detectors is used to constrain the rate at the MiniBooNE Cherenkov detector in the first joint analysis of data from both collaborations.   2. Proposed plan for remedial action for the Groundwater Operable Unit at the Chemical Plant Area of the Weldon Spring Site, Weldon Spring, Missouri

    This Proposed Plan addresses the remediation of groundwater contamination at the chemical plant area of the Weldon Spring site in Weldon Spring, Missouri. The site is located approximately 48 km (30 mi) west of St. Louis in St. Charles County . Remedial activities at the site will be conducted in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The U.S. Department of Energy (DOE), in conjunction with the U.S. Department of the Army (DA), conducted a joint remedial investigation/feasibility study (RI/FS) to allow for a comprehensive evaluation of groundwater conditions at the Weldon Spring chemical plant area and the Weldon Spring ordnance works area, which is an Army site adjacent to the chemical plant area. Consistent with DOE policy, National Environmental Policy Act (NEPA) values have been incorporated into the CERCLA process. That is, the analysis conducted and presented in the RVFS reports included an evaluation of environmental impacts that is comparable to that performed under NEPA. This Proposed Plan summarizes information about chemical plant area groundwater that is presented in the following documents: (1) The Remedial Investigation (RI), which presents information on the nature and extent of contamination; (2) The Baseline Risk Assessment (BRA), which evaluates impacts to human health and the environment that could occur if no cleanup action of the groundwater were taken (DOE and DA 1997a); and (3) The Feasibility Study (FS) and the Supplemental FS, which develop and evaluate remedial action alternatives for groundwater remediation.

  3. Structures, Mechanisms, and Kinetics of Ammoxidation and Selective Oxidation of Propane Over the M2 Phase of MoVNbTeO Catalysts

    We report here first-principles-based predictions of the structures, mechanisms, and activation barriers for propane activation by the M2 phase of the MoVNbTeO multi-metal oxide catalysts capable of the direct conversion of propane to acrylonitrile. Our approach is to combine extensive quantum mechanical (QM) calculations to establish the mechanisms for idealized representations of the surfaces for these catalytic systems and then to modify the parameters in the ReaxFF reactive force field for molecular dynamics (MD) calculations to describe accurately the activation barriers and reaction mechanisms of the chemical reactions over complex mixed metal oxides. The parameters for ReaxFF are derived entirely from QM without the use of empirical data so that it can be applied to novel systems on which there is little or no data. To understand the catalysis in these systems it is essential to determine the surface structures that control the surface chemistry. High quality three-dimensional (3D) Rietveld structures are now available for the M1 and M2 phases of the MoVNbTeO catalysts.

  4. The combination of glutamate receptor antagonist MK-801 with tamoxifen and its active metabolites potentiates their antiproliferative activity in mouse melanoma K1735-M2 cells

    Recent reports suggest that N-methyl-D-aspartate receptor (NMDAR) blockade by MK-801 decreases tumor growth. Thus, we investigated whether other ionotropic glutamate receptor (iGluR) antagonists were also able to modulate the proliferation of melanoma cells. On the other hand, the antiestrogen tamoxifen (TAM) decreases the proliferation of melanoma cells, and is included in combined therapies for melanoma. As the efficacy of TAM is limited by its metabolism, we investigated the effects of the NMDAR antagonist MK-801 in combination with TAM and its active metabolites, 4-hydroxytamoxifen (OHTAM) and endoxifen (EDX). The NMDAR blockers MK-801 and memantine decreased mouse melanoma K1735-M2 cell proliferation. In contrast, the NMDAR competitive antagonist APV and the AMPA and kainate receptor antagonist NBQX did not affect cell proliferation, suggesting that among the iGluR antagonists only the NMDAR channel blockers inhibit melanoma cell proliferation. The combination of antiestrogens with MK-801 potentiated their individual effects on cell biomass due to diminished cell proliferation, since it decreased the cell number and DNA synthesis without increasing cell death. Importantly, TAM metabolites combined with MK-801 promoted cell cycle arrest in G1. Therefore, the data obtained suggest that the activity of MK-801 and antiestrogens in K1735-M2 cells is greatly enhanced when used in combination. - Highlights: MK-801 and memantine decrease melanoma cell proliferation. The combination of MK-801 with antiestrogens inhibits melanoma cell proliferation. These combinations greatly enhance the effects of the compounds individually. MK-801 combined with tamoxifen active metabolites induces cell cycle arrest in G1. The combination of MK-801 and antiestrogens is an innovative strategy for melanoma.

    This report describes work on the successful completion of Milestone M2FT-15OR0310041 (1/30/2015) entitled, Demonstrate braided material with 3.5 g U/kg sorption capacity under seawater testing condition . This effort is part of the Seawater Uranium Recovery Program, sponsored by the U.S. Department of Energy, Office of Nuclear Energy, and involved the development of new adsorbent braided materials at the Oak Ridge National Laboratory (ORNL) and marine testing at the Pacific Northwest National Laboratory (PNNL). ORNL has recently developed four braided fiber adsorbents that have demonstrated uranium adsorption capacities greater than 3.5 g U/kg adsorbent after marine testing at PNNL. The braided adsorbents were synthesized by braiding or leno weaving high surface area polyethylene fibers and conducting radiation-induced graft polymerization of itaconic acid and acrylonitrile monomers onto the braided materials followed by amidoximation and base conditioning. The four braided adsorbents demonstrated capacity values ranging from 3.7 to 4.2 g U/kg adsorbent after 56 days of exposure in natural coastal seawater at 20 oC. All data are normalized to a salinity of 35 psu.

    Due to potential level of energy intensity 178m2Hf is an extremely interesting isomer. One possible way to produce this isomer is irradiation of natTa or natW samples with high energy protons. Irradiation of natTa or natW samples performed for other purposes provides an opportunity to study the corresponding reactions. This paper presents the 178m2Hf independent production cross sections for both targets measured by the gamma-ray spectrometry method. The reaction excitation functions have been obtained for the proton energies from 40 up to 2600 MeV. The experimental results were compared with calculations by various versions of the intranuclear cascade model in the well-known codes: ISABEL, Bertini, INCL4.5+ABLA07, PHITS, CASCADE07 and CEM03.02. The isomer ratio for the natTa(p,x) 178m2Hf reaction is evaluated on the basis of the available data.

    Computational screening of metal-organic framework (MOF) materials for selective oxygen adsorption from air could lead to new sorbents for the oxyfuel combustion process feedstock streams. A comprehensive study on the effect of MOF metal chemistry on gas binding energies in two common but structurally disparate metal-organic frameworks has been undertaken. Dispersion-corrected density functional theory methods were used to calculate the oxygen and nitrogen binding energies with each of fourteen metals, respectively, substituted into two MOF series, M2(dobdc) and M3(btc)2. The accuracy of DFT methods was validated by comparing trends in binding energy with experimental gas sorption measurements. A periodic trendmore » in oxygen binding energies was found, with greater oxygen binding energies for early transition-metal-substituted MOFs compared to late transition metal MOFs; this was independent of MOF structural type. The larger binding energies were associated with oxygen binding in a side-on configuration to the metal, with concomitant lengthening of the O-O bond. In contrast, nitrogen binding energies were similar across the transition metal series, regardless of both MOF structural type and metal identity. Altogether, these findings suggest that early transition metal MOFs are best suited to separating oxygen from nitrogen, and that the MOF structural type is less important than the metal identity.« less

    Fall chinook salmon (Oncorhynchus tshawytscha) spawned predominantly in areas of the Hanford Reach of the Columbia River where hyporheic water discharged into the river channel. This upwelling water had a dissolved solids content (i.e., specific conductance) indicative of river water and was presumed to have entered highly permeable riverbed substrate at locations upstream of the spawning areas. Hyporheic discharge zones composed of undiluted ground water or areas with little or no upwelling were not used by spawning salmon. Rates of upwelling into spawning areas averaged 1,200 L?m-2?day-1 (95% C.I.= 784 to 1,665 L?m-2?day-1) as compared to approximately 500 L?m-2?day-1 (95% C.I.= 303 to 1,159 L?m-2?day-1) in non-spawning areas. Dissolved oxygen content of the hyporheic discharge near salmon spawning areas was about 9 mg?L-1 (+ 0.4 mg?L-1) whereas in non-spawning areas dissolved oxygen values were 7 mg?L-1 (+ 0.9 mg?L-1) or lower. In both cases dissolved oxygen of the river water was higher (11.3+ 0.3 mg?L-1). Physical and chemical gradients between the hyporheic zone and the river may provide cues for adult salmon to locate suitable spawning areas. This information will help fisheries managers to describe the suitability of salmon spawning habitat in large rivers.

    Ideal vaccines against influenza viruses should elicit not only a humoral response, but also a cellular response. Mycobacterium tuberculosis HSP70 (mHSP70) have been found to promote immunogenic APCs function, elicit a strong cytotoxic T lymphocyte (CTL) response, and prevent the induction of tolerance. Moreover, it showed linkage of antigens to the C-terminus of mHSP70 (mHSP70c) can represent them as vaccines resulted in more potent, protective antigen specific responses in the absence of adjuvants or complex formulations. Hence, recombinant fusion protein comprising C-terminus of mHSP70 genetically fused to four tandem repeats of the ectodomain of the conserved influenza matrix protein M2 (M2e) was expressed in Escherichia coli, purified under denaturing condition, refolding, and then confirmed by SDS-PAGE, respectively. The recombinant fusion protein, 4xM2e.HSP70c, retained its immunogenicity and displayed the protective epitope of M2e by ELISA and FITC assays. A prime-boost administration of 4xM2e.HSP70c formulated in F105 buffer by intramuscular route in mice (Balb/C) provided full protection against lethal dose of mouse-adapted H1N1, H3N2, or H9N2 influenza A isolates from Iran compared to 0-33.34% survival rate of challenged unimmunized and immunized mice with the currently in use conventional vaccines designated as control groups. However, protection induced by immunization with 4xM2e.HSP70c failed to prevent weight loss in challenged mice; they experienced significantly lower weight loss, clinical symptoms and higher lung viral clearance in comparison with protective effects of conventional influenza vaccines in challenged mice. These data demonstrate that C-terminal domain of mHSP70 can be a superior candidate to deliver the adjuvant function in M2e-based influenza A vaccine in order to provide significant protection against multiple influenza A virus strains.

    To ensure research and development programs focus on the most pressing environmental restoration and waste management problems at the U.S. Department of Energy (DOE), the Assistant Secretary for the Office of Environmental Management (EM) established a working group in August 1993 to implement a new approach to research and technology development. As part of this new approach, EM developed a management structure and principles that led to the creation of specific Focus Areas. These organizations were designed to focus the scientific and technical talent throughout DOE and the national scientific community on the major environmental restoration and waste management problems facing DOE. The Focus Area approach provides the framework for intersite cooperation and leveraging of resources on common problems. After the original establishment of five major Focus Areas within the Office of Technology Development (EM-50, now called the Office of Science and Technology), the Nuclear Materials Stabilization Task Group (EM-66) followed the structure already in place in EM-50 and chartered the Plutonium Focus Area (PFA). The following information outlines the scope and mission of the EM, EM-60, and EM-66 organizations as related to the PFA organizational structure.

    The US Department of Enregy (DOE) Subsurface Contaminants Focus Area is developing technologies to address environmental problems associated with hazardous and radioactive contaminants in soil and groundwater that exist throughout the DOE complex, including radionuclides, heavy metals; and dense non-aqueous phase liquids (DNAPLs). More than 5,700 known DOE groundwater plumes have contaminated over 600 billion gallons of water and 200 million cubic meters of soil. Migration of these plumes threatens local and regional water sources, and in some cases has already adversely impacted off-site rsources. In addition, the Subsurface Contaminants Focus Area is responsible for supplying technologies for the remediation of numerous landfills at DOE facilities. These landfills are estimated to contain over 3 million cubic meters of radioactive and hazardous buried Technology developed within this specialty area will provide efective methods to contain contaminant plumes and new or alternative technologies for development of in situ technologies to minimize waste disposal costs and potential worker exposure by treating plumes in place. While addressing contaminant plumes emanating from DOE landfills, the Subsurface Contaminants Focus Area is also working to develop new or alternative technologies for the in situ stabilization, and nonintrusive characterization of these disposal sites.

The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities.     Ultrahigh surface area carbons (USACs, e.g., >2000 m2/g) are attracting tremendous attention due to their outstanding performance in energy-related applications. The state-of-art approaches to USACs involve templating or activation methods and all these techniques show certain drawbacks. In this work, a series of USACs with specific surface areas up to 3633 m2/g were prepared in two steps: hydrothermal carbonization (200 °C) of carbonated beverages (CBs) and further thermal treatment in nitrogen (600–1000 °C). The rich inner porosity is formed by a self-templated process during which acids and polyelectrolyte sodium salts in the beverage formulas make some contribution. This strategy coversmore » various CBs such as Coca Cola®, Pepsi Cola®, Dr. Pepper®, andFanta® and it enables an acceptable product yield (based on sugars), for example: 21 wt% for carbon (2940 m2/g) from Coca Cola®. Being potential electrode materials for supercapacitors, those carbon materials possessed a good specific capacitance (57.2–185.7 F g-1) even at a scan rate of 1000 mV s-1.     Geothermal Resource area 9 encompasses all of Nye County, Nevada. Within this area there are many different known geothermal sites ranging in temperature from 70/sup 0/ to over 265/sup 0/ F. Fifteen of the more major sites have been selected for evaluation in this Area Development Plan. Various potential uses of the energy found at each of the resource sites discussed in this Area Development Plan were determined after evaluating the area's physical characteristics, land ownership and land use patterns, existing population and projected growth rates, and transportation facilities, and comparing those with the site specific resource characteristics. The uses considered were divided into five main categories: electrical generation, space heating, recreation, industrial process heat, and agriculture. Within two of these categories certain subdivisions were considered separately. The findings about each of the 15 geothermal sites considered in this Area Development Plan are summarized.

    This report documents the history of the major buildings in Sandia National Laboratories` Technical Area II. It was prepared in support of the Department of Energy`s compliance with Section 106 of the National Historic Preservation Act. Technical Area II was designed and constructed in 1948 specifically for the final assembly of the non-nuclear components of nuclear weapons, and was the primary site conducting such assembly until 1952. Both the architecture and location of the oldest buildings in the area reflect their original purpose. Assembly activities continued in Area II from 1952 to 1957, but the major responsibility for this work shifted to other sites in the Atomic Energy Commission`s integrated contractor complex. Gradually, additional buildings were constructed and the original buildings were modified. After 1960, the Area`s primary purpose was the research and testing of high-explosive components for nuclear weapons. In 1994, Sandia constructed new facilities for work on high-explosive components outside of the original Area II diamond-shaped parcel. Most of the buildings in the area are vacant and Sandia has no plans to use them. They are proposed for decontamination and demolition as funding becomes available.

    Purpose: To gauge the impact of inter-scanner variability on radiomics features in computed tomography (CT). Methods: We compared the radiomics features calculated for 17 scans of the specially designed Credence Cartridge Radiomics (CCR) phantom with those calculated for 20 scans of non–small cell lung cancer (NSCLC) tumors. The scans were acquired at four medical centers using General Electric, Philips, Siemens, and Toshiba CT scanners. Each center used its own routine thoracic imaging protocol. To produce a large dynamic range of radiomics feature values, the CCR phantom has 10 cartridges comprising different materials. The features studied were derived from the neighborhood gray-tone difference matrix or image intensity histogram. To quantify the significance of the inter-scanner variability, we introduced the metric “feature noise”, which compares the ratio of inter-scanner variability and inter-patient variability in decibels, positive values indicating substantial noise. We performed hierarchical clustering based to look for dependence of the features on the scan acquisition parameters. Results: For 5 of the 10 features studied, the inter-scanner variability was larger than the inter-patient variability. Of the 10 materials in the phantom, shredded rubber seemed to produce feature values most similar to those of the NSCLC tumors. The feature busyness had the greatest feature noise (14.3 dB), whereas texture strength had the least (−14.6 dB). Hierarchical clustering indicated that the features depended in part on the scanner manufacturer, image slice thickness, and pixel size. Conclusion: The variability in the values of radiomics features calculated for CT images of a radiomics phantom can be substantial relative to the variability in the values of these features calculated for CT images of NSCLC tumors. These inter-scanner differences and their effects should be carefully considered in future radiomics studies.

    This report describes the use of the Set Equation Transformation System (SETS) for vital area analysis. Several concepts are introduced which enable the analyst to construct more efficient SETS user programs to perform vital area analysis. The advantages of performing the transformation of variables without first determining the minimal cut sets of the fault tree are discussed. A ''bottom-up'' approach to solving a fault tree is presented. The techniques described for vital area analysis are also suitable and efficient for many kinds of common cause analysis.

    Geothermal Resource Area 11 includes all of the land in Clark County, Nevada. Within this area are nine geothermal anomalies: Moapa Area, Las Vegas Valley, Black Canyon, Virgin River Narrows, Roger's Springs, Indian Springs, White Rock Springs, Brown's Spring, and Ash Creek Spring. All of the geothermal resources in Clark County have relatively low temperatures. The highest recorded temperature is 145{sup 0}F at Black Canyon. The temperatures of the other resources range from 70 to 90{sup 0}F. Because of the low temperature of the resources and, for the most part, the distance of the resources from any population base, the potential for the development of the resources are considered to be somewhat limited.

    During the third quarter of 1990 the wells which make up the H-Area Seepage Basins (H-HWMF) monitoring network were sampled. Laboratory analyses were performed to measure levels of hazardous constituents, indicator parameters, tritium, nonvolatile beta, and gross alpha. A Gas Chromatograph Mass Spectrometer (GCMS) scan was performed on all wells sampled to determine any hazardous organic constituents present in the groundwater. The primary contaminants observed at wells monitoring the H-Area Seepage Basins are tritium, nitrate, mercury, gross alpha, nonvolatile beta, trichloroethylene (TCE), tetrachloroethylene, lead, cadmium, arsenic, and total radium.

    This report was prepared to discuss the alternatives available for removing the 300 Area overhead signal cable system. This system, installed in 1969, has been used for various monitoring and communication signaling needs throughout the 300 Area. Over the years this cabling system has deteriorated, has been continually reconfigured, and has been poorly documented to the point of nonreliability. The first step was to look at the systems utilizing the overhead signal cable that are still required for operation. Of the ten systems that once operated via the signal cable, only five are still required; the civil defense evacuation alarms, the public address (PA) system, the criticality alarms, the Pacific Northwest Laboratory Facilities Management Control System (FMCS), and the 384 annunciator panel. Of these five, the criticality alarms and the FMCS have been dealt with under other proposals. Therefore, this study focused on the alternatives available for the remaining three systems (evacuation alarms, PA system, and 384 panel) plus the accountability aid phones. Once the systems to be discussed were determined, then three alternatives for providing the signaling pathway were examined for each system: (1) re-wire using underground communication ducts, (2) use the Integrated Voice/Data Telecommunications System (IVDTS) already installed and operated by US West, and (3) use radio control. Each alternative was developed with an estimated cost, advantages, and disadvantages. Finally, a recommendation was provided for the best alternative for each system.

    The corrections system in the U.S. is supervising over five million offenders. This number is rising fast and so are the direct and indirect costs to society. To improve supervision and reduce the cost of parole and probation, first generation home arrest systems were introduced in 1987. While these systems proved to be helpful to the corrections system, their scope is rather limited because they only cover an offender at a single location and provide only a partial time coverage. To correct the limitations of first-generation systems, second-generation wide area continuous electronic offender monitoring systems, designed to monitor the offender at all times and locations, are now on the drawing board. These systems use radio frequency location technology to track the position of offenders. The challenge for this technology is the development of reliable personal locator devices that are small, lightweight, with long operational battery life, and indoors/outdoors accuracy of 100 meters or less. At the center of a second-generation system is a database that specifies the offender`s home, workplace, commute, and time the offender should be found in each. The database could also define areas from which the offender is excluded. To test compliance, the system would compare the observed coordinates of the offender with the stored location for a given time interval. Database logfiles will also enable law enforcement to determine if a monitored offender was present at a crime scene and thus include or exclude the offender as a potential suspect.

    A liquid-metal-cooled fast breeder power reactor is provided with a sealed head access area enclosure disposed above the reactor vessel head consisting of a plurality of prefabricated structural panels including a center panel removably sealed into position with inflatable seals, and outer panels sealed into position with semipermanent sealant joints. The sealant joints are located in the joint between the edge of the panels and the reactor containment structure and include from bottom to top an inverted U-shaped strip, a lower layer of a room temperature vulcanizing material, a separator strip defining a test space therewithin, and an upper layer of a room temperature vulcanizing material. The test space is tapped by a normally plugged passage extending to the top of the enclosure for testing the seal or introducing a buffer gas thereinto.

This correspondence was appended by further Correspondence received on the 19th of February 2004 entitled: ''Technical Direction to Bechtel SAIC Company L.L. C. for Surface Facility Improvements, Contract Number DE-AC28-OIRW12101; TDL No. 04-024'' (BSC 2004a). These documents give the authorization for a Fuel Handling Facility to be included in the baseline. The purpose of this calculation is to establish preliminary bounding equipment envelopes and weights for the Fuel Handling Facility (FHF) transfer areas equipment. This calculation provides preliminary information only to support development of facility layouts and preliminary load calculations. The limitations of this preliminary calculation lie within the assumptions of section 5 , as this calculation is part of an evolutionary design process. It is intended that this calculation is superseded as the design advances to reflect information necessary to support License Application. The design choices outlined within this calculation represent a demonstration of feasibility and may or may not be included in the completed design. This calculation provides preliminary weight, dimensional envelope, and equipment position in building for the purposes of defining interface variables.
