    Here, the current short baseline reactor experiments, Daya Bay and RENO (Double Chooz) have measured (or are capable of measuring) an effective Δm2 associated with the atmospheric oscillation scale of 0.5 km/MeV in electron antineutrino disappearance. In this paper, I compare and contrast the different definitions of such an effective Δm2 and argue that the simple, L/E independent definition given by Δmee2≡cos2θ12Δm312+sin2θ12Δm322, i.e. “the νe weighted average of Δm312 and Δm322,” is superior to all other definitions and is useful for both short baseline experiments mentioned above and for the future medium baseline experiments JUNO and RENO-50.

    The U.S. Department of Energy (DOE) and the U.S. Department of the Army (DA) are evaluating conditions in groundwater and springs at the DOE chemical plant area and the DA ordnance works area near Weldon Spring, Missouri. The two areas are located in St. Charles County, about 48 km (30 mi) west of St. Louis. The 88-ha (217-acre) chemical plant area is chemically and radioactively contaminated as a result of uranium-processing activities conducted by the U.S. Atomic Energy Commission in the 1950s and 1960s and explosives-production activities conducted by the U.S. Army (Army) in the 1940s. The 6,974-ha (17,232-acre) ordnance works area is primarily chemically contaminated as a result of trinitrotoluene (TNT) and dinitrotoluene (DNT) manufacturing activities during World War II. This baseline risk assessment (BRA) is being conducted as part of the remedial investigation/feasibility study (RUFS) required under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended. The purpose of the BRA is to evaluate potential human health and ecological impacts from contamination associated with the groundwater operable units (GWOUs) of the chemical plant area and ordnance works area. An RI/FS work plan issued jointly in 1995 by the DOE and DA (DOE 1995) analyzed existing conditions at the GWOUs. The work plan included a conceptual hydrogeological model based on data available when the report was prepared; this model indicated that the aquifer of concern is common to both areas. Hence, to optimize further data collection and interpretation efforts, the DOE and DA have decided to conduct a joint RI/BRA. Characterization data obtained from the chemical plant area wells indicate that uranium is present at levels slightly higher than background, with a few concentrations exceeding the proposed U.S. Environmental Protection Agency (EPA) maximum contaminant level (MCL) of 20 {micro}g/L (EPA 1996c). Concentrations of other radionuclides (e.g., radium and thorium) were measured at back-ground levels and were eliminated from further consideration. Chemical contaminants identified in wells at the chemical plant area and ordnance works area include nitroaromatic compounds, metals, and inorganic anions. Trichloroethylene (TCE) and 1,2-dichloroethylene (1,2 -DCE) have been detected recently in a few wells near the raffinate pits at the chemical plant.

    The National Wind Technology Center (NWTC), located at the foot of the Rocky Mountains near Boulder, Colorado, is a world-class research facility managed by NREL for the U.S. Department of Energy. NWTC researchers work with members of the wind energy industry to advance wind power technologies that lower the cost of wind energy through research and development of state-of-the-art wind turbine designs. NREL's Measurement and Instrument Data Center provides data from NWTC's M2 tower which are derived from instruments mounted on or near an 82 meter (270 foot) meteorological tower located at the western edge of the NWTC site and about 11 km (7 miles) west of Broomfield, and approximately 8 km (5 miles) south of Boulder, Colorado. The data represent the mean value of readings taken every two seconds and averaged over one minute. The wind speed and direction are measured at six heights on the tower and air temperature is measured at three heights. The dew point temperature, relative humidity, barometric pressure, totalized liquid precipitation, and global solar radiation are also available.

    The U.S. Department of Energy (DOE) and the U.S. Department of Army (DA) are conducting an evaluation to identify the appropriate response action to address groundwater contamination at the Weldon Spring Chemical Plant (WSCP) and the Weldon Spring Ordnance Works (WSOW), respectively. The two areas are located in St. Charles County, about 48 km (30 rni) west of St. Louis. The groundwater operable unit (GWOU) at the WSCP is one of four operable units being evaluated by DOE as part of the Weldon Spring Site Remedial Action Project (WSSRAP). The groundwater operable unit at the WSOW is being evaluated by the DA as Operable Unit 2 (OU2); soil and pipeline contamination are being managed under Operable Unit 1 (OU1). Remedial activities at the WSCP and the WSOW are being conducted in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Consistent with DOE policy, National Environmental Policy Act (NEPA) values have been incorporated into the CERCLA process. A remedial investigation/feasibility study (RI/FS) work plan summarizing initial site conditions and providing site hydrogeological and exposure models was published in August of 1995 (DOE 1995). The remedial investigation (RI) and baseline risk assessment (BRA) have also recently been completed. The RI (DOE and DA 1998b) discusses in detail the nature, extent, fate, and transport of groundwater and spring water contamination. The BRA (DOE and DA 1998a) is a combined baseline assessment of potential human health and ecological impacts and provides the estimated potential health risks and ecological impacts associated with groundwater and springwater contamination if no remedial action were taken. This feasibility study (FS) has been prepared to evaluate potential options for addressing groundwater contamination at the WSCP and the WSOW. A brief description of the history and environmental setting of the sites is presented in Section 1.1, key information relative to the nature and extent of contamination is presented in Section 1.2, and the results of the BRA are summarized in Section 1.3. The objective of this FS is discussed in Section 1.4, and preliminary remediation goals are identified in Section 1.5. The organization of the remaining chapters of this FS is outlined in Section 1.6.

    The U.S. Department of Energy (DOE) and the U.S. Department of the Army (DA) are conducting cleanup activities at two properties--the DOE chemical plant area and the DA ordnance works area (the latter includes the training area)--located in the Weldon Spring area in St. Charles County, Missouri. These areas are on the National Priorities List (NPL), and cleanup activities at both areas are conducted in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended. DOE and DA are conducting a joint remedial investigation (RI) and baseline risk assessment (BRA) as part of the remedial investigation/feasibility study (RI/FS) for the groundwater operable units for the two areas. This joint effort will optimize further data collection and interpretation efforts and facilitate overall remedial decision making since the aquifer of concern is common to both areas. A Work Plan issued jointly in 1995 by DOE and the DA discusses the results of investigations completed at the time of preparation of the report. The investigations were necessary to provide an understanding of the groundwater system beneath the chemical plant area and the ordnance works area. The Work Plan also identifies additional data requirements for verification of the evaluation presented.

    In recent decades, catalysis research has transformed from the predominantly empirical field to one where it is possible to control the catalytic properties via characterization and modification of the atomic-scale active centers. Many phenomena in catalysis, such as synergistic effect, however, transcend the atomic scale and also require the knowledge and control of the mesoscale structure of the specimen to harness. In this paper, we use our discovery of atomic-scale epitaxial interfaces in molybdenum vanadium based complex oxide catalysts systems (i.e., MoVMO, M = Ta, Te, Sb, Nb, etc.) to achieve control of the mesoscale structure of this complex mixture of very different active phases. We can now achieve true epitaxial intergrowth between the catalytically critical M1 and M2 phases in the system that are hypothesized to have synergistic interactions, and demonstrate that the resulting catalyst has improved selectivity in the initial studies. Finally, we highlight the crucial role atomic scale characterization and mesoscale structure control play in uncovering the complex underpinnings of the synergistic effect in catalysis.

  16. Baseline Risk Assessment Supporting Closure at Waste Management Area C at the Hanford Site Washington

    The Office of River Protection under the U.S. Department of Energy is pursuing closure of the Single-Shell Tank (SST) Waste Management Area (WMA) C under the requirements of the Hanford Federal Facility Agreement and Consent Order (HFFACO). A baseline risk assessment (BRA) of current conditions is based on available characterization data and information collected at WMA C. The baseline risk assessment is being developed as a part of a Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI)/Corrective Measures Study (CMS) at WMA C that is mandatory under Comprehensive Environmental Response, Compensation, and Liability Act and RCRA corrective action. The RFI/CMS is needed to identify and evaluate the hazardous chemical and radiological contamination in the vadose zone from past releases of waste from WMA C. WMA C will be under Federal ownership and control for the foreseeable future, and managed as an industrial area with restricted access and various institutional controls. The exposure scenarios evaluated under these conditions include Model Toxics Control Act (MTCA) Method C, industrial worker, maintenance and surveillance worker, construction worker, and trespasser scenarios. The BRA evaluates several unrestricted land use scenarios (residential all-pathway, MTCA Method B, and Tribal) to provide additional information for risk management. Analytical results from 13 shallow zone (0 to 15 ft. below ground surface) sampling locations were collected to evaluate human health impacts at WMA C. In addition, soil analytical data were screened against background concentrations and ecological soil screening levels to determine if soil concentrations have the potential to adversely affect ecological receptors. Analytical data from 12 groundwater monitoring wells were evaluated between 2004 and 2013. A screening of groundwater monitoring data against background concentrations and Federal maximum concentration levels was used to determine vadose zone contamination impacts on groundwater. Waste Management Area C is the first of the Hanford tank farms to begin the closure planning process. The current baseline risk assessment will provide valuable information for making corrective actions and closure decisions for WMA C, and will also support the planning for future tank farm soil investigation and baseline risk assessments.

  17. Highly Insulating Windows with a U-value less than 0.6 W/m2K

    U.S. households rely primarily on three sources of energy: natural gas, electricity, and fuel oil. In the past several decades, electricity consumption by households has grown dramatically, and a significant portion of electricity used in homes is for lighting. Lighting includes both indoor and outdoor lighting and is found in virtually every household in the United States. In 2001, according to the US Energy Information Administration, lighting accounted for 101 billion kWh (8.8 percent) of U.S. household electricity use. Incandescent lamps, which are commonly found in households, are highly inefficient sources of light because about 90 percent of the energy used is lost as heat. For that reason, lighting has been one focus area to increase the efficiency of household electricity consumption. Windows have several functions, and one of the main functions is to provide a view to the outside. Daylighting is another one of windows main functions and determines the distribution of daylight to a space. Daylighting windows do not need to be transparent, and a translucent daylighting window is sufficient, and often desired, to diffuse the light and make the space more environmentally pleasing. In homes, skylights are one source of daylighting, but skylights are not very energy efficient and are inseparably linked to solar heat gain. In some climates, added solar heat gains from daylighting may be welcome; but in other climates, heat gain must be controlled. More energy efficient skylights and daylighting solutions, in general, are desired and can be designed by insulating them with aerogels. Aerogels are a highly insulating and transparent material in its pure form. The overall objective for this project was to prepare an economical, translucent, fiber-reinforced aerogel insulation material for daylighting applications that is durable for manufacturing purposes. This advanced insulation material will increase the thermal performance of daylighting windows, while satisfying constraints such as durability, cost, user acceptance, size limits, and environmental safety concerns. The energy efficient daylighting window will consist of a translucent and resilient aerogel panel sandwiched between glass panes in double glazed windows. Compared to the best windows available today, the double glazed translucent windows with 1/2-inch aerogel inserts will have a U-value of 1.2 W/m{sup 2} K (0.211 BTU/ft{sup 2} h F) without any coating or low conductivity fill gases. These windows will be more effective than the windows with an Energy Star rating of U-2 W/m{sup 2} K and could be made even more efficient by using low-e coated glass glazings and inert gas fills. This report summarizes the work accomplished on Cooperative Agreement DE-FC26-03NT41950. During this project, Aspen Aerogels made transparent and translucent aerogels from TMOS and TEOS. We characterized the transparency of the aerogels, reinforced the transparent aerogels with fibers and prepared large translucent aerogel panels and blankets. We also conducted an initial market study for energy efficient translucent windows. A lab-scale process was developed that could be scaled-up to manufacture blankets of these translucent aerogels. The large blankets prepared were used to fabricate prototype translucent windows and skylights. The primary goal of this project was to develop transparent, resilient, hydrophobic silica aerogels that have low thermal conductivities (R-10/inch) to be used to produce aerogel insulated double-glazing windows with a U value of 0.6 W/m{sup 2}K. To meet this objective we developed a process and equipment to produce blankets of translucent, hydrophobic aerogel. We focused on silica, organically-modified silica aerogels (Ormosils), and fiber reinforced silica aerogels due to the appreciable expertise in silica sol-gel processing available with the personnel at Aspen Aerogels, and also due to the quantity of knowledge available in the scientific literature. The project was conducted in three budget periods, herein called BP1, BP2 and BP3.

    The SciBooNE and MiniBooNE collaborations report the results of a νμ disappearance search in the Δ'm2 region of 0.5-40 eV2. The neutrino rate as measured by the SciBooNE tracking detectors is used to constrain the rate at the MiniBooNE Cherenkov detector in the first joint analysis of data from both collaborations. Two separate analyses of the combined data samples set 90% confidence level (CL) limits on νμ disappearance in the 0.5-40 eV2 Δm2 region, with an improvement over previous experimental constraints between 10 and 30 eV2

  19. Structures, Mechanisms, and Kinetics of Ammoxidation and Selective Oxidation of Propane Over the M2 Phase of MoVNbTeO Catalysts

    We report here first-principles-based predictions of the structures, mechanisms, and activation barriers for propane activation by the M2 phase of the MoVNbTeO multi-metal oxide catalysts capable of the direct conversion of propane to acrylonitrile. Our approach is to combine extensive quantum mechanical (QM) calculations to establish the mechanisms for idealized representations of the surfaces for these catalytic systems and then to modify the parameters in the ReaxFF reactive force field for molecular dynamics (MD) calculations to describe accurately the activation barriers and reaction mechanisms of the chemical reactions over complex mixed metal oxides. The parameters for ReaxFF are derived entirely from QM without the use of empirical data so that it can be applied to novel systems on which there is little or no data. To understand the catalysis in these systems it is essential to determine the surface structures that control the surface chemistry. High quality three-dimensional (3D) Rietveld structures are now available for the M1 and M2 phases of the MoVNbTeO catalysts.

  20. The combination of glutamate receptor antagonist MK-801 with tamoxifen and its active metabolites potentiates their antiproliferative activity in mouse melanoma K1735-M2 cells

    Recent reports suggest that N-methyl-D-aspartate receptor (NMDAR) blockade by MK-801 decreases tumor growth. Thus, we investigated whether other ionotropic glutamate receptor (iGluR) antagonists were also able to modulate the proliferation of melanoma cells. On the other hand, the antiestrogen tamoxifen (TAM) decreases the proliferation of melanoma cells, and is included in combined therapies for melanoma. As the efficacy of TAM is limited by its metabolism, we investigated the effects of the NMDAR antagonist MK-801 in combination with TAM and its active metabolites, 4-hydroxytamoxifen (OHTAM) and endoxifen (EDX). The NMDAR blockers MK-801 and memantine decreased mouse melanoma K1735-M2 cell proliferation. In contrast, the NMDAR competitive antagonist APV and the AMPA and kainate receptor antagonist NBQX did not affect cell proliferation, suggesting that among the iGluR antagonists only the NMDAR channel blockers inhibit melanoma cell proliferation. The combination of antiestrogens with MK-801 potentiated their individual effects on cell biomass due to diminished cell proliferation, since it decreased the cell number and DNA synthesis without increasing cell death. Importantly, TAM metabolites combined with MK-801 promoted cell cycle arrest in G1. Therefore, the data obtained suggest that the activity of MK-801 and antiestrogens in K1735-M2 cells is greatly enhanced when used in combination. - Highlights: MK-801 and memantine decrease melanoma cell proliferation. The combination of MK-801 with antiestrogens inhibits melanoma cell proliferation. These combinations greatly enhance the effects of the compounds individually. MK-801 combined with tamoxifen active metabolites induces cell cycle arrest in G1. The combination of MK-801 and antiestrogens is an innovative strategy for melanoma.

    Due to potential level of energy intensity 178m2Hf is an extremely interesting isomer. One possible way to produce this isomer is irradiation of natTa or natW samples with high energy protons. Irradiation of natTa or natW samples performed for other purposes provides an opportunity to study the corresponding reactions. This paper presents the 178m2Hf independent production cross sections for both targets measured by the gamma-ray spectrometry method. The reaction excitation functions have been obtained for the proton energies from 40 up to 2600 MeV. The experimental results were compared with calculations by various versions of the intranuclear cascade model in the well-known codes: ISABEL, Bertini, INCL4.5+ABLA07, PHITS, CASCADE07 and CEM03.02. The isomer ratio for the natTa(p,x) 178m2Hf reaction is evaluated on the basis of the available data.

    This report describes work on the successful completion of Milestone M2FT-15OR0310041 (1/30/2015) entitled, Demonstrate braided material with 3.5 g U/kg sorption capacity under seawater testing condition . This effort is part of the Seawater Uranium Recovery Program, sponsored by the U.S. Department of Energy, Office of Nuclear Energy, and involved the development of new adsorbent braided materials at the Oak Ridge National Laboratory (ORNL) and marine testing at the Pacific Northwest National Laboratory (PNNL). ORNL has recently developed four braided fiber adsorbents that have demonstrated uranium adsorption capacities greater than 3.5 g U/kg adsorbent after marine testing at PNNL. The braided adsorbents were synthesized by braiding or leno weaving high surface area polyethylene fibers and conducting radiation-induced graft polymerization of itaconic acid and acrylonitrile monomers onto the braided materials followed by amidoximation and base conditioning. The four braided adsorbents demonstrated capacity values ranging from 3.7 to 4.2 g U/kg adsorbent after 56 days of exposure in natural coastal seawater at 20 oC. All data are normalized to a salinity of 35 psu.

  3. Effect of metal in M3(btc)2 and M2(dobdc) MOFs for O2/N2 separations: A combined density functional theory and experimental study

    Computational screening of metal-organic framework (MOF) materials for selective oxygen adsorption from air could lead to new sorbents for the oxyfuel combustion process feedstock streams. A comprehensive study on the effect of MOF metal chemistry on gas binding energies in two common but structurally disparate metal-organic frameworks has been undertaken. Dispersion-corrected density functional theory methods were used to calculate the oxygen and nitrogen binding energies with each of fourteen metals, respectively, substituted into two MOF series, M2(dobdc) and M3(btc)2. The accuracy of DFT methods was validated by comparing trends in binding energy with experimental gas sorption measurements. A periodic trendmore » in oxygen binding energies was found, with greater oxygen binding energies for early transition-metal-substituted MOFs compared to late transition metal MOFs; this was independent of MOF structural type. The larger binding energies were associated with oxygen binding in a side-on configuration to the metal, with concomitant lengthening of the O-O bond. In contrast, nitrogen binding energies were similar across the transition metal series, regardless of both MOF structural type and metal identity. Altogether, these findings suggest that early transition metal MOFs are best suited to separating oxygen from nitrogen, and that the MOF structural type is less important than the metal identity.« less

    Ideal vaccines against influenza viruses should elicit not only a humoral response, but also a cellular response. Mycobacterium tuberculosis HSP70 (mHSP70) have been found to promote immunogenic APCs function, elicit a strong cytotoxic T lymphocyte (CTL) response, and prevent the induction of tolerance. Moreover, it showed linkage of antigens to the C-terminus of mHSP70 (mHSP70c) can represent them as vaccines resulted in more potent, protective antigen specific responses in the absence of adjuvants or complex formulations. Hence, recombinant fusion protein comprising C-terminus of mHSP70 genetically fused to four tandem repeats of the ectodomain of the conserved influenza matrix protein M2 (M2e) was expressed in Escherichia coli, purified under denaturing condition, refolding, and then confirmed by SDS-PAGE, respectively. The recombinant fusion protein, 4xM2e.HSP70c, retained its immunogenicity and displayed the protective epitope of M2e by ELISA and FITC assays. A prime-boost administration of 4xM2e.HSP70c formulated in F105 buffer by intramuscular route in mice (Balb/C) provided full protection against lethal dose of mouse-adapted H1N1, H3N2, or H9N2 influenza A isolates from Iran compared to 0-33.34% survival rate of challenged unimmunized and immunized mice with the currently in use conventional vaccines designated as control groups. However, protection induced by immunization with 4xM2e.HSP70c failed to prevent weight loss in challenged mice; they experienced significantly lower weight loss, clinical symptoms and higher lung viral clearance in comparison with protective effects of conventional influenza vaccines in challenged mice. These data demonstrate that C-terminal domain of mHSP70 can be a superior candidate to deliver the adjuvant function in M2e-based influenza A vaccine in order to provide significant protection against multiple influenza A virus strains.

    In January 1994, the US Department of Energy Office of Environmental Management (DOE EM) formally introduced its new approach to managing DOE`s environmental research and technology development activities. The goal of the new approach is to conduct research and development in critical areas of interest to DOE, utilizing the best talent in the Department and in the national science community. To facilitate this solutions-oriented approach, the Office of Science and Technology (EM-50, formerly the Office of Technology Development) formed five Focus AReas to stimulate the required basic research, development, and demonstration efforts to seek new, innovative cleanup methods.     The US Department of Enregy (DOE) Subsurface Contaminants Focus Area is developing technologies to address environmental problems associated with hazardous and radioactive contaminants in soil and groundwater that exist throughout the DOE complex, including radionuclides, heavy metals; and dense non-aqueous phase liquids (DNAPLs). More than 5,700 known DOE groundwater plumes have contaminated over 600 billion gallons of water and 200 million cubic meters of soil. Migration of these plumes threatens local and regional water sources, and in some cases has already adversely impacted off-site rsources. In addition, the Subsurface Contaminants Focus Area is responsible for supplying technologies for the remediation of numerous landfills at DOE facilities. These landfills are estimated to contain over 3 million cubic meters of radioactive and hazardous buried Technology developed within this specialty area will provide efective methods to contain contaminant plumes and new or alternative technologies for development of in situ technologies to minimize waste disposal costs and potential worker exposure by treating plumes in place. While addressing contaminant plumes emanating from DOE landfills, the Subsurface Contaminants Focus Area is also working to develop new or alternative technologies for the in situ stabilization, and nonintrusive characterization of these disposal sites.

    To ensure research and development programs focus on the most pressing environmental restoration and waste management problems at the U.S. Department of Energy (DOE), the Assistant Secretary for the Office of Environmental Management (EM) established a working group in August 1993 to implement a new approach to research and technology development. As part of this new approach, EM developed a management structure and principles that led to the creation of specific Focus Areas. These organizations were designed to focus the scientific and technical talent throughout DOE and the national scientific community on the major environmental restoration and waste management problems facing DOE. The Focus Area approach provides the framework for intersite cooperation and leveraging of resources on common problems. After the original establishment of five major Focus Areas within the Office of Technology Development (EM-50, now called the Office of Science and Technology), the Nuclear Materials Stabilization Task Group (EM-66) followed the structure already in place in EM-50 and chartered the Plutonium Focus Area (PFA). Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

    S>An improved area radiation dose monitor is designed which is adapted to compensate continuously for background radiation below a threshold dose rate and to give warning when the dose integral of the dose rate of an above-threshold radiation excursion exceeds a selected value. This is accomplished by providing means for continuously charging an ionization chamber. The chamber provides a first current proportional to the incident radiation dose rate. Means are provided for generating a second current including means for nulling out the first current with the second current at all values of the first current corresponding to dose rates below a selected threshold dose rate value. The second current has a maximum value corresponding to that of the first current at the threshold dose rate. The excess of the first current over the second current, which occurs above the threshold, is integrated and an alarm is given at a selected integrated value of the excess corresponding to a selected radiation dose.     Geothermal Resource area 9 encompasses all of Nye County, Nevada. Within this area there are many different known geothermal sites ranging in temperature from 70/sup 0/ to over 265/sup 0/ F. Fifteen of the more major sites have been selected for evaluation in this Area Development Plan. Various potential uses of the energy found at each of the resource sites discussed in this Area Development Plan were determined after evaluating the area's physical characteristics, land ownership and land use patterns, existing population and projected growth rates, and transportation facilities, and comparing those with the site specific resource characteristics. The uses considered were divided into five main categories: electrical generation, space heating, recreation, industrial process heat, and agriculture. Within two of these categories certain subdivisions were considered separately. The findings about each of the 15 geothermal sites considered in this Area Development Plan are summarized.

    Ultrahigh surface area carbons (USACs, e.g., >2000 m2/g) are attracting tremendous attention due to their outstanding performance in energy-related applications. The state-of-art approaches to USACs involve templating or activation methods and all these techniques show certain drawbacks. In this work, a series of USACs with specific surface areas up to 3633 m2/g were prepared in two steps: hydrothermal carbonization (200 °C) of carbonated beverages (CBs) and further thermal treatment in nitrogen (600–1000 °C). The rich inner porosity is formed by a self-templated process during which acids and polyelectrolyte sodium salts in the beverage formulas make some contribution. This strategy coversmore » various CBs such as Coca Cola®, Pepsi Cola®, Dr. Pepper®, andFanta® and it enables an acceptable product yield (based on sugars), for example: 21 wt% for carbon (2940 m2/g) from Coca Cola®. Being potential electrode materials for supercapacitors, those carbon materials possessed a good specific capacitance (57.2–185.7 F g-1) even at a scan rate of 1000 mV s-1.     This report describes the use of the Set Equation Transformation System (SETS) for vital area analysis. Several concepts are introduced which enable the analyst to construct more efficient SETS user programs to perform vital area analysis. The advantages of performing the transformation of variables without first determining the minimal cut sets of the fault tree are discussed. A ''bottom-up'' approach to solving a fault tree is presented. The techniques described for vital area analysis are also suitable and efficient for many kinds of common cause analysis.

    Geothermal Resource Area 11 includes all of the land in Clark County, Nevada. Within this area are nine geothermal anomalies: Moapa Area, Las Vegas Valley, Black Canyon, Virgin River Narrows, Roger's Springs, Indian Springs, White Rock Springs, Brown's Spring, and Ash Creek Spring. All of the geothermal resources in Clark County have relatively low temperatures. The highest recorded temperature is 145{sup 0}F at Black Canyon. The temperatures of the other resources range from 70 to 90{sup 0}F. Because of the low temperature of the resources and, for the most part, the distance of the resources from any population base, the potential for the development of the resources are considered to be somewhat limited.

    During the third quarter of 1990 the wells which make up the H-Area Seepage Basins (H-HWMF) monitoring network were sampled. Laboratory analyses were performed to measure levels of hazardous constituents, indicator parameters, tritium, nonvolatile beta, and gross alpha. A Gas Chromatograph Mass Spectrometer (GCMS) scan was performed on all wells sampled to determine any hazardous organic constituents present in the groundwater. The primary contaminants observed at wells monitoring the H-Area Seepage Basins are tritium, nitrate, mercury, gross alpha, nonvolatile beta, trichloroethylene (TCE), tetrachloroethylene, lead, cadmium, arsenic, and total radium.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    A liquid-metal-cooled fast breeder power reactor is provided with a sealed head access area enclosure disposed above the reactor vessel head consisting of a plurality of prefabricated structural panels including a center panel removably sealed into position with inflatable seals, and outer panels sealed into position with semipermanent sealant joints. The sealant joints are located in the joint between the edge of the panels and the reactor containment structure and include from bottom to top an inverted U-shaped strip, a lower layer of a room temperature vulcanizing material, a separator strip defining a test space therewithin, and an upper layer of a room temperature vulcanizing material. The test space is tapped by a normally plugged passage extending to the top of the enclosure for testing the seal or introducing a buffer gas thereinto.

    Neutron background measurements using a mobile trailer-based system were conducted in Knoxville, Tennessee. The 0.5 m2 system consisting of 8 EJ-301 liquid scintillation detectors was used to collect neutron background measurements in order to better understand the systematic background variations that depend solely on the street-level measurement position in a local, downtown area. Data was collected along 5 different streets in the downtown Knoxville area, and the measurements were found to be repeatable. Using 10-min measurements, fractional uncertainty in each measured data point was <2%. Compared with fast neutron background count rates measured away from downtown Knoxville, a reduction inmore » background count rates ranging from 10-50% was observed in the downtown area, sometimes varying substantially over distances of tens of meters. These reductions are attributed to the shielding of adjacent buildings, quantified in part here by the metric angle-of-open-sky. The adjacent buildings may serve to shield cosmic ray neutron flux.« less

    The U.S. Department of Energy (DOE) continues to face a major radioactive waste tank remediation effort with tanks containing hazardous and radioactive waste resulting from the production of nuclear materials. With some 90 million gallons of waste in the form of solid, sludge, liquid, and gas stored in 287 tanks across the DOE complex, containing approximately 650 million curies, radioactive waste storage tank remediation is the nation's highest cleanup priority. Differing waste types and unique technical issues require specialized science and technology to achieve tank cleanup in an environmentally acceptable manner. Some of the waste has been stored for over 50 years in tanks that have exceeded their design lives. The challenge is to characterize and maintain these contents in a safe condition and continue to remediate and close each tank to minimize the risks of waste migration and exposure to workers, the public, and the environment. In 1994, the DOE's Office of Environmental Management (EM) created a group of integrated, multiorganizational teams focusing on specific areas of the EM cleanup mission. These teams have evolved into five focus areas managed within EM's Office of Science and Technology (OST): Tanks Focus Area (TFA); Deactivation and Decommissioning Focus Area; Nuclear Materials Focus Area; Subsurface Contaminants Focus Area; and Transuranic and Mixed Waste Focus Area.

This scoping level study provides the basis for initiating Remedial Investigation/Feasibility Study (RI/FS) activities under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) or Resource Conservation and Recovery Act (RCRA) Facility Investigations (RFI) and Corrective Measures Studies (CMS) under RCRA. This report also integrates select RCRA treatment, storage, or disposal (TSD) closure activities with CERCLA and RCRA past practice investigations.

    LED Area Lighting Retrofit: Yuma Border Patrol Along the Yuma Sector Border Patrol Area in Yuma, Arizona, the GATEWAY program conducted a trial demonstration in which the incumbent quartz metal halide area lighting was replaced with LED at three pole locations. The LED system was found to equal or better the incumbent system in terms of both illuminance and uniformity, and an advanced optical system and lower pole height improved the illuminance uniformity, reduced stray light, and increased projected energy and maintenance cost savings. This high luminous flux and high temperature application is not unique and similar applications can benefit from the findings of this installation.

    The Central Facilities Area (CFA) located in Butte County, Idaho at Idaho National Laboratory (INL) has an existing wastewater system to collect and treat sanitary wastewater and non contact cooling water from the facility. The existing treatment facility consists of three cells: Cell 1 has a surface area of 1.7 acres, Cell 2 has a surface area of 10.3 acres, and Cell 3 has a surface area of 0.5 acres. If flows exceed the evaporative capacity of the cells, wastewater is discharged to a 73.5 acre land application site that utilizes a center pivot irrigation sprinkler system. The purpose of this current study is to update the analysis and conclusions of the December 2013 study. In this current study, the new seepage rate and influent flow rate data have been used to update the calculations, model, and analysis.

    In accordance with DOE Regulations for Compliance with Floodplain/Wetlands Environmental Review Requirements, wetland surveys were conducted in selected areas within the K-25 Area of Responsibility during the summer of 1994. These areas are Mitchell Branch, Poplar Creek, the K-770 OU, Duct Island Peninsula, the Powerhouse area, and the K-25 South Corner. Previously surveyed areas included in this report are the main plant area of the K-25 Site, the K-901 OU, the AVLIS site, and the K-25 South Site. Wetland determinations were based on the USACE methodology. Forty-four separate wetland areas, ranging in size from 0.13 to 4.23 ha, were identified. Wetlands were identified in all of the areas surveyed with the exception of the interior of the Duct Island Peninsula and the main plant area of the K-25 Site. Wetlands perform functions such as floodflow alteration, sediment stabilization, sediment and toxicant retention, nutrient transformation, production export, and support of aquatic species and wildlife diversity and abundance. The forested, scrub-shrub, and emergent wetlands identified in the K-25 area perform some or all of these functions to varying degrees.

    The LC team undertook a survey of primary Center drivers for CY15. Identified key drivers included enhancing user experience and productivity, pre-exascale platform preparation, process improvement, data-centric computing paradigms and business expansion. The team organized critical supporting efforts into three cross-cutting focus areas; Improving Service Quality; Monitoring, Automation, Delegation and Center Efficiency; and Next Generation Compute and Data Environments In each area the team detailed high level challenges and identified discrete actions to address these issues during the calendar year. Identifying the Center’s primary drivers, issues, and plans is intended to serve as a lens focusing LC personnel, resources, and priorities throughout the year.

    U.S. Department of Energy (DOE) Assistant Secretary for Electricity Delivery and Energy Reliability Kevin M. Kolevar today announced the Department's designation of two National Interest Electric Transmission Corridors (National Corridors) -- the Mid-Atlantic Area National Interest Electric Transmission Corridor, and the Southwest Area National Interest Electric Transmission Corridor. These corridors include areas in two of the Nation's most populous regions with growing electricity congestion problems. The Department based its designations on data and analysis showing that persistent transmission congestion exists in these two areas.

  15. Central Facilities Area Sewage Lagoon Evaluation

    The Central Facilities Area (CFA), located in Butte County, Idaho, at the Idaho National Laboratory has an existing wastewater system to collect and treat sanitary wastewater and non-contact cooling water from the facility. The existing treatment facility consists of three cells: Cell #1 has a surface area of 1.7 acres, Cell #2 has a surface area of 10.3 acres, and Cell #3 has a surface area of 0.5 acres. If flows exceed the evaporative capacity of the cells, wastewater is discharged to a 73.5-acre land application site that uses a center-pivot irrigation sprinkler system. As flows at CFA have decreased in recent years, the amount of wastewater discharged to the land application site has decreased from 13.64 million gallons in 2004 to no discharge in 2012 and 2013. In addition to the decreasing need for land application, approximately 7.7 MG of supplemental water was added to the system in 2013 to maintain a water level and prevent the clay soil liners in the cells from drying out and “cracking.” The Idaho National Laboratory is concerned that the sewage lagoons and land application site may be oversized for current and future flows. A further concern is the sustainability of the large volumes of supplemental water that are added to the system according to current operational practices. Therefore, this study was initiated to evaluate the system capacity, operational practices, and potential improvement alternatives, as warranted.

  20. Determination of leakage areas in nuclear piping

    For the design and operation of nuclear power plants the Leak-Before-Break (LBB) behavior of a piping component has to be shown. This means that the length of a crack resulting in a leak is smaller than the critical crack length and that the leak is safely detectable by a suitable monitoring system. The LBB-concept of Siemens/KWU is based on computer codes for the evaluation of critical crack lengths, crack openings, leakage areas and leakage rates, developed by Siemens/KWU. In the experience with the leak rate program is described while this paper deals with the computation of crack openings and leakage areas of longitudinal and circumferential cracks by means of fracture mechanics. The leakage areas are determined by the integration of the crack openings along the crack front, considering plasticity and geometrical effects. They are evaluated with respect to minimum values for the design of leak detection systems, and maximum values for controlling jet and reaction forces. By means of fracture mechanics LBB for subcritical cracks has to be shown and the calculation of leakage areas is the basis for quantitatively determining the discharge rate of leaking subcritical through-wall cracks. The analytical approach and its validation will be presented for two examples of complex structures. The first one is a pipe branch containing a circumferential crack and the second one is a pipe bend with a longitudinal crack.

    The 200 Area Interim Storage Area (200 Area ISA) at the Hanford Site provides for the interim storage of non-defense reactor spent nuclear fuel (SNF) housed in aboveground dry cask storage systems. The 200 Area ISA is a relatively simple facility consisting of a boundary fence with gates, perimeter lighting, and concrete and gravel pads on which to place the dry storage casks. The fence supports safeguards and security and establishes a radiation protection buffer zone. The 200 Area ISA is nominally 200,000 ft{sup 2} and is located west of the Canister Storage Building (CSB). Interim storage at the 200 Area ISA is intended for a period of up to 40 years until the materials are shipped off-site to a disposal facility. This Final Safety Analysis Report (FSAR) does not address removal from storage or shipment from the 200 Area ISA. Three different SNF types contained in three different dry cask storage systems are to be stored at the 200 Area ISA, as follows: (1) Fast Flux Test Facility Fuel--Fifty-three interim storage casks (ISC), each holding a core component container (CCC), will be used to store the Fast Flux Test Facility (FFTF) SNF currently in the 400 Area. (2) Neutron Radiography Facility (NRF) TRIGA'--One Rad-Vault' container will store two DOT-6M3 containers and six NRF TRIGA casks currently stored in the 400 Area. (3) Commercial Light Water Reactor Fuel--Six International Standards Organization (ISO) containers, each holding a NAC-I cask4 with an inner commercial light water reactor (LWR) canister, will be used for commercial LWR SNF from the 300 Area. An aboveground dry cask storage location is necessary for the spent fuel because the current storage facilities are being shut down and deactivated. The spent fuel is being transferred to interim storage because there is no permanent repository storage currently available.

  3. Preliminary investigation Area 12 fleet operations steam cleaning discharge area Nevada Test Site

    This report documents the characterization activities and findings of a former steam cleaning discharge area at the Nevada Test Site. The former steam cleaning site is located in Area 12 east of Fleet Operations Building 12-16. The characterization project was completed as a required condition of the ``Temporary Water Pollution Control Permit for the Discharge From Fleet Operations Steam Cleaning Facility`` issued by the Nevada Division of Environmental Protection. The project objective was to collect shallow soil samples in eight locations in the former surface discharge area. Based upon field observations, twelve locations were sampled on September 6, 1995 to better define the area of potential impact. Samples were collected from the surface to a depth of approximately 0.3 meters (one foot) below land surface. Discoloration of the surface soil was observed in the area of the discharge pipe and in localized areas in the natural drainage channel. The discoloration appeared to be consistent with the topographically low areas of the site. Hydrocarbon odors were noted in the areas of discoloration only. Samples collected were analyzed for bulk asbestos, Toxicity Characteristic Leaching Procedure (TCLP) metals, total petroleum hydrocarbons (TPHs), volatile organic compounds (VOCs), semi-volatile organic compounds (Semi-VOCs), and gamma scan.

This report focuses on NREL's development and evaluation of the delineations for the New Jersey (NJ) WEA. The overarching objective of this study is to develop a logical process by which the New Jersey WEA can be subdivided into non-overlapping leasing areas for BOEM's use in developing an auction process in a renewable energy lease sale.     This paper reports that Kirkland As, Oslo, has received a geophysical survey and exploration contract (GSEC) in a sizzling exploration and development theater off the Philippines. The license covers about 6,000 sq miles of undisputed waters, with depths mostly less than 300 ft, and lies in the Reed Bank area off Northwest Palawan Island, where several major oil and gas strikes have been made recently. Kirkland has 1 year in which to carry out its seismic work commitment. The terms of the GSEC then give an option to drill one well in a 6 month period. Once the results have been analyzed, the company can either drill another well or enter into a service contract for the license. Kirkland has a 65% share in the license, with the remainder split between Philippine companies Philodrill Corp., Beguet Mining Corp. subsidiary Petrofields, and Seafront Resources Corp. The Philippines is one of Kirkland's main areas of activity, the Kirkland Commercial Manager Ralph Baxter.

    Landfills within the DOE Complex as of 1990 are estimated to contain 3 million cubic meters of buried waste. The DOE facilities where the waste is predominantly located are at Hanford, the Savannah River Site (SRS), the Idaho National Engineering Laboratory (INEL), the Los Alamos National Laboratory (LANL), the Oak Ridge Reservation (ORR), the Nevada Test Site (NTS), and the Rocky Flats Plant (RFP). Landfills include buried waste, whether on pads or in trenches, sumps, ponds, pits, cribs, heaps and piles, auger holes, caissons, and sanitary landfills. Approximately half of all DOE buried waste was disposed of before 1970. Disposal regulations at that time permitted the commingling of various types of waste (i.e., transuranic, low-level radioactive, hazardous). As a result, much of the buried waste throughout the DOE Complex is presently believed to be contaminated with both hazardous and radioactive materials. DOE buried waste typically includes transuranic-contaminated radioactive waste (TRU), low-level radioactive waste (LLW), hazardous waste per 40 CFR 26 1, greater-than-class-C waste per CFR 61 55 (GTCC), mixed TRU waste, and mixed LLW. The mission of the Landfill Stabilization Focus Area is to develop, demonstrate, and deliver safer,more cost-effective and efficient technologies which satisfy DOE site needs for the remediation and management of landfills. The LSFA is structured into five technology areas to meet the landfill remediation and management needs across the DOE complex. These technology areas are: assessment, retrieval, treatment, containment, and stabilization. Technical tasks in each of these areas are reviewed.

In addition to WPI, the team included four subcontractors--TRW (formerly BDM Federal), SAIC, Energetics, and the University of North Dakota Energy and Environmental Research Center (EERC). The team of companies functioned as a ''seamless team'' assembled to support the Environmental Management Program Focus Areas. Staff resources were applied in the following offices: Richland, Washington, Idaho Falls, Idaho, Morgantown, West Virginia, Grand Forks, North Dakota, Aiken, South Carolina, Gaithersburg, Maryland, and Blacksburg, Virginia. These locations represented a mixture of site support offices at the field focus area locations and central staff to support across the focus areas.     The U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to identify and delineate leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM. This report focuses on NREL's development of three delineated leasing area options for the Massachusetts (MA) WEA and the technical evaluation of these leasing areas. The overarching objective of this study is to develop a logical process by which the MA WEA can be subdivided into non-overlapping leasing areas for BOEM's use in developing an auction process in a renewable energy lease sale. NREL worked with BOEM to identify an appropriate number of leasing areas and proposed three delineation alternatives within the MA WEA based on the boundaries announced in May 2012.   14. Nevada Test 1999 Waste Management Monitoring Report, Area 3 and Area 5 radioactive waste management sites

    Environmental monitoring data were collected at and around the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) at the Nevada Test Site (NTS). These monitoring data include radiation exposure, air, groundwater, meteorology, vadose zone, and biota data. Although some of these media (radiation exposure, air, and groundwater) are reported in detail in other Bechtel Nevada reports (Annual Site Environmental Report [ASER], the National Emissions Standard for Hazardous Air Pollutants [NESHAP] report, and the Annual Groundwater Monitoring Report), they are also summarized in this report to provide an overall evaluation of RWMS performance and environmental compliance. Direct radiation monitoring data indicate that exposure at and around the RWMSs is not above background levels. Air monitoring data indicate that tritium concentrations are slightly above background levels, whereas radon concentrations are not above background levels. Groundwater monitoring data indicate that the groundwater in the alluvial aquifer beneath the Area 5 RWMS has not been affected by the facility. Meteorology data indicate that 1999 was a dry year: rainfall totaled 3.9 inches at the Area 3 RWMS (61 percent of average) and 3.8 inches at the Area 5 RWMS (75 percent of average). Vadose zone monitoring data indicate that 1999 rainfall infiltrated less than one foot before being returned to the atmosphere by evaporation. Soil-gas tritium data indicate very slow migration, and tritium concentrations in biota were insignificant. All 1999 monitoring data indicate that the Area 3 and Area 5 RWMSs are performing as expected at isolating buried waste.

    The emission flux (mass/time-area) of tritiated water from TA-54 was measured to support the characterization of radioactive air emissions from waste sites for the Radioactive Air Emissions Management (RAEM) program and for the Area G Performance Assessment. Measurements were made at over 180 locations during the summers of 1993 and 1994, including randomly selected locations across Area G, three suspected areas of contamination at Area G, and the property surrounding TA-54. The emission fluxes of radon were measured at six locations and volatile organic compounds (VOCs) at 30 locations. Monitoring was performed at each location over a several-hour period using the U.S. EPA flux chamber approach. Separate samples for tritiated water, radon, and VOCs were collected and analyzed in off-site laboratories. The measured tritiated water emission fluxes varied over several orders of magnitude, from background levels of about 3 pCi/m{sup 2}-min to 9.69 x 10{sup 6} pCi/m{sup 2}-min near a disposal shaft. Low levels of tritiated water were found to have migrated into Pajarito Canyon, directly south of Area G. The tritium flux data were used to generate an estimated annual emission rate of 14 Curies/yr for all of Area G, with the majority of this activity being emitted from relatively small areas adjacent to several disposal shafts. The estimated total annual release is less than 1% of the total tritium release from all LANL in 1992 and results in a negligible off-site dose. Based on the limited data available, the average emission flux of radon from Area G is estimated to be 8.1 pCi/m{sup 2}-min. The measured emission fluxes of VOCs were < 100 {mu}g/m{sup 2}-min, which is small compared with fluxes typically measured at hazardous waste landfills. The air quality impacts of these releases were evaluated in a separate report.

    A habitat quality assessment was performed within selected portions of the proposed Area C Borrow Source. The previously identified Bitterbrush / Indian ricegrass stabilized dune element occurrence was determined to be better described as a sagebrush /needle-and-thread grass element occurrence of fair to good quality. A new habitat polygon is suggested adjacent to this element occurrence, which would also be sagebrush/needle-and-thread grass, but of poor quality. The proposed site of initial borrow site development was found to be a very low quality community dominated by cheatgrass.

    The National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to BOEM on the identification and delineation of offshore leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM in 2012. This report focuses on NREL's evaluation of BOEM's Rhode Island/Massachusetts (RIMA) WEA leasing areas. The objective of the NREL evaluation was to assess the proposed delineation of the two leasing areas and determine if the division is reasonable and technically sound. Additionally, the evaluation aimed to identify any deficiencies in the delineation. As part of the review, NREL performed the following tasks: 1. Performed a limited review of relevant literature and RIMA call nominations. 2. Executed a quantitative analysis and comparison of the two proposed leasing areas 3. Conducted interviews with University of Rhode Island (URI) staff involved with the URI Special Area Management Plan (SAMP) 4. Prepared this draft report summarizing the key findings.

    We report MP2 and CCSD(T) binding energies with basis sets up to pentuple zeta quality for the m = 2-6, 8 clusters. Or best CCSD(T)/CBS estimates are -4.99 kcal/mol (dimer), -15.77 kcal/mol (trimer), -27.39 kcal/mol (tetramer), -35.9 0.3 kcal/mol (pentamer), -46.2 0.3 kcal/mol (prism hexamer), -45.9 0.3 kcal/mol (cage hexamer), -45.4 0.3 kcal/mol (book hexamer), -44.3 0.3 kcal/mol (ring hexamer), -73.0 0.5 kcal/mol (D2d octamer) and -72.9 0.5 kcal/mol (S4 octamer). We have found that the percentage of both the uncorrected (dimer) and BSSE-corrected (dimerCPe) binding energies recovered with respect to the CBS limit falls into a narrow range for each basis set for all clusters and in addition this range was found to decrease upon increasing the basis set. Relatively accurate estimates (within < 0.5%) of the CBS limits can be obtained when using the 2/3, 1/3 (for the AVDZ set) or the , (for the AVTZ, AVQZ and AV5Z sets) mixing ratio between dimere and dimerCPe. Based on those findings we propose an accurate and efficient computational protocol that can be used to estimate accurate binding energies of clusters at the MP2 (for up to 100 molecules) and CCSD(T) (for up to 30 molecules) levels of theory.     This Sampling and Analysis Plan (SAP) has been prepared to fulfill requirements of Module VII, Section VII.M.2 and Table VII.1, requirement 4 of the Waste Isolation Pilot Plant (WIPP) Hazardous Waste Permit, NM4890139088-TSDF (the Permit); (NMED [New Mexico Environment Department], 1999a). This SAP describes the approach for investigation of the Solid Waste Management Units (SWMU) and Areas of Concern (AOC) specified in the Permit. This SAP addresses the current Permit requirements for a RCRA Facility Investigation(RFI) investigation of SWMUs and AOCs. It uses the results of previous investigations performed at WIPP and expands the investigations as required by the Permit. As an alternative to the RFI specified in Module VII of the Permit, current NMED guidance identifies an Accelerated Corrective Action Approach (ACAA) that may be used for any SWMU or AOC (NMED, 1998). This accelerated approach is used to replace the standard RFI work plan and report sequence with a more flexible decision-making approach. The ACAA process allows a facility to exit the schedule of compliance contained in the facility's Hazardous and Solid Waste Amendments (HSWA) permit module and proceed on an accelerated time frame. Thus, the ACAA process can beentered either before or after a RFI work plan. According to NMED's guidance, a facility can prepare a RFI work plan or SAP for any SWMU or AOC (NMED, 1998).
