    Recently, the DOE`s Mixed Waste Integrated Program (MWIP) (superseded by the Mixed Waste Focus Area) initiated an evaluation of alternatives to incineration to identify technologies capable of treating DOE organically contaminated mixed wastes and which may be more easily permitted. These technologies have the potential of alleviating stakeholder concerns by decreasing off-gas volurties and the associated emissions of particulates, volatilized metals and radionuclides, PICs, NO{sub x}, SO{sub x}, and recombination products (dioxins and furans). Ideally, the alternate technology would be easily permitted, relatively omnivorous and effective in treating a variety of wastes with varying constituents, require minimal pretreatment or characterization, and be easy to implement. In addition, it would produce secondary waste stream volumes significantly smaller than the original waste stream, and would minimize the environmental health and safety effects on workers and the public. The purpose of this report is to provide an up-to-date (as of early 1995) compendium of iternative technologies for designers of mixed waste treatment facilities, and to identify Iternate technologies that may merit funding for further development. Various categories of non-thermal and thermal technologies have been evaluated and are summarized in Table ES-1. Brief descriptions of these technologies are provided in Section 1.7 of the Introduction. This report provides a detailed description of approximately 30 alternative technologies in these categories. Included in the report are descriptions of each technology; applicable input waste streams and the characteristics of the secondary, or output, waste streams; the current status of each technology relative to its availability for implementation; performance data; and costs. This information was gleaned from the open literature, governments reports, and discussions with principal investigators and developers.

    This report documents the Mixed Waste Focus Area (MWFA)-sponsored Alternative Technology Workshop held in Salt Lake City, Utah, from January 24--27, 1995. The primary workshop goal was identifying potential applications for emerging technologies within the Options Analysis Team (OAT) ``wise`` configuration. Consistent with the scope of the OAT analysis, the review was limited to the Mixed Low-Level Waste (MLLW) fraction of DOE`s mixed waste inventory. The Los Alamos team prepared workshop materials (databases and compilations) to be used as bases for participant review and recommendations. These materials derived from the Mixed Waste Inventory Report (MWIR) data base (May 1994), the Draft Site Treatment Plan (DSTP) data base, and the OAT treatment facility configuration of December 7, 1994. In reviewing workshop results, the reader should note several caveats regarding data limitations. Link-up of the MWIR and DSTP data bases, while representing the most comprehensive array of mixed waste information available at the time of the workshop, requires additional data to completely characterize all waste streams. A number of changes in waste identification (new and redefined streams) occurred during the interval from compilation of the data base to compilation of the DSTP data base with the end result that precise identification of radiological and contaminant characteristics was not possible for these streams. To a degree, these shortcomings compromise the workshop results; however, the preponderance of waste data was linked adequately, and therefore, these analyses should provide useful insight into potential applications of alternative technologies to DOE MLLW treatment facilities.

    The area of leaves in the plant canopy, measured as leaf area index (LAI), modulates key land–atmosphere interactions, including the exchange of energy, moisture, carbon dioxide (CO2), and other trace gases and aerosols, and is therefore an essential variable in predicting terrestrial carbon, water, and energy fluxes. Here our goal is to characterize the LAI projections from the latest generation of earth system models (ESMs) for the Representative Concentration Pathway (RCP) 8.5 and RCP4.5 scenarios. On average, the models project increases in LAI in both RCP8.5 and RCP4.5 over most of the globe, but also show decreases in some partsmore » of the tropics. Because of projected increases in variability, there are also more frequent periods of low LAI across broad regions of the tropics. Projections of LAI changes varied greatly among models: some models project very modest changes, while others project large changes, usually increases. Modeled LAI typically increases with modeled warming in the high latitudes, but often decreases with increasing local warming in the tropics. The models with the most skill in simulating current LAI in the tropics relative to satellite observations tend to project smaller increases in LAI in the tropics in the future compared to the average of all the models. Using LAI projections to identify regions that may be vulnerable to climate change presents a slightly different picture than using precipitation projections, suggesting LAI may be an additional useful tool for understanding climate change impacts. Going forward, users of LAI projections from the CMIP5 ESMs evaluated here should be aware that model outputs do not exhibit clear-cut relationships to vegetation carbon and precipitation. Lastly, our findings underscore the need for more attention to LAI projections, in terms of understanding the drivers of projected changes and improvements to model skill.« less

Quantitative value functions derived from CERCLA balancing criteria in cooperation with State and Federal regulators are presented. A weighted criteria hierarchy is also summarized that relates individual value function numerical values to an overall score for a specific technology alternative.

    This technical memorandum estimates the effects of alternative contractual commitments that may be initiated by the Western Area Power Administration`s Salt Lake City Area Office. It also studies hydropower operational restrictions at the Salt Lake City Area Integrated Projects in combination with these alternatives. Power marketing and hydropower operational effects are estimated in support of Western`s Electric Power Marketing Environmental Impact Statement (EIS). Electricity production and capacity expansion for utility systems that will be directly affected by alternatives specified in the EIS are simulated. Cost estimates are presented by utility type and for various activities such as capacity expansion, generation, long-term firm purchases and sales, fixed operation and maintenance expenses, and spot market activities. Operational changes at hydropower facilities are also investigated.

    The Western Area Power Administration, which is responsible for marketing electricity produced at the hydroelectric power-generating facilities operated by the Bureau of Reclamation on the Upper Colorado River, has proposed changes in the levels of its commitment (sales) of long-term firm capacity and energy to its customers. This report describes (1) the existing conditions of air resources (climate and meteorology, ambient air quality, and acoustic environment) of the region potentially affected by the proposed action and (2) the methodology used and the results of analyses conducted to assess the potential impacts on air resources of the proposed action and the commitment-level alternatives. Analyses were performed for the potential impacts of both commitment-level alternatives and supply options, which include combinations of electric power purchases and different operational scenarios of the hydroelectric power-generating facilities.

  18. Alternative energy facility siting policies for urban coastal areas: executive summary of findings and policy recommendations

    An analysis was made of siting issues in the coastal zone, one of the nation's most critical natural resource areas and one which is often the target for energy development proposals. The analysis addressed the changing perceptions of citizens toward energy development in the coastal zone, emphasizing urban communities where access to the waterfront and revitalization of waterfront property are of interest to the citizen. The findings of this analysis are based on an examination of energy development along New Jersey's urban waterfront and along the Texas-Louisiana Gulf Coast, and on redevelopment efforts in Seattle, San Francisco, Boston, and elsewhere. The case studies demonstrate the significance of local attitudes and regional cooperation in the siting process. In highly urbanized areas, air quality has become a predominant concern among citizen groups and an influential factor in development of alternative energy facility siting strategies, such as consideration of inland siting connected by pipeline to a smaller coastal facility. The study addresses the economic impact of the permitting process on the desirability of energy facility investments, and the possible effects of the location selected for the facility on the permitting process and investment economics. The economic analysis demonstrates the importance of viewing energy facility investments in a broad perspective that includes the positive or negative impacts of various alternative siting patterns on the permitting process. Conclusions drawn from the studies regarding Federal, state, local, and corporate politics; regulatory, permitting, licensing, environmental assessment, and site selection are summarized. (MCW)

    The study reported herein contains the results of Task 1 of a four-task study entitled Criteria for Evaluating Engineered Facilities. The overall objective of this study is to ensure that the criteria needed to evaluate five alternative low-level radioactive waste (LLW) disposal methods are available to the Nuclear Regulatory Commission (NRC) and the Agreement States. The alternative methods considered are belowground vaults, aboveground vaults, earth mounded concrete bunkers, mined cavities, and augered holes. Each of these alternatives is either being used by other countries for low-level radioactive waste (LLW) disposal or is being considered by other countries or US agencies. In this report the performance requirements are listed, each alternative is described, the experience gained with its use is discussed, and the performance capabilities of each method are addressed. Next, the existing 10 CFR Part 61 Subpart D criteria with respect to paragraphs 61.50 through 61.53, pertaining to site suitability, design, operations and closure, and monitoring are assessed for applicability to evaluation of each alternative. Preliminary conclusions and recommendations are offered on each method's suitability as an LLW disposal alternative, the applicability of the criteria, and the need for supplemental or modified criteria.

  20. Hydrophobic force field as molecular alternative to surface-area models

    An effective force field for hydrophobic interactions is developed based on a modified potential-of-mean-force (PMF) expansion of the effective many-body interactions between nonpolar molecules in water. For the simplest nonpolar solutes in water, hard particles, the modified PMF expansion is exact in both limiting cases of infinite separation and perfect overlap. The hydrophobic interactions are parametrized by using the information-theory model of hydrophobic hydration. The interactions between nonpolar solutes are short-ranged and can be evaluated efficiently on a computer. The force field is compared with simulation data for alkane conformational equilibria in water as well as a model for the formation of a hydrophobic core of a protein. The modified PMF expansion can be extended to solutes with attractive interactions. The observed accuracy, computational efficiency, and atomic detail of the model suggest that this simple hydrophobic force field can lead to a molecular alternative for phenomenological surface-area models with applications in ligand-binding and protein-folding studies.

    Changes in power contract terms for customers of Western`s Salt Lake City Area Office affect electricity rates for consumers of electric power in Arizona, Colorado, Nevada, New Mexico, Utah, and Wyoming. The impacts of electricity rate changes on consumers are studied by measuring impacts on the rates charged by individual utility systems, determining the average rates in regional areas, and conducting a detailed rate analysis of representative utility systems. The primary focus is an evaluation of the way retail electricity rates for Western`s preference customers vary with alternative pricing and power quantity commitment terms under Western`s long-term contracts to sell power (marketing programs). Retail rate impacts are emphasized because changes in the price of electricity are the most direct economic effect on businesses and residences arising from different Western contractual and operational policies. Retail rates are the mechanism by which changes in cost associated with Western`s contract terms are imposed on ultimate consumers, and rate changes determine the dollar level of payments for electric power incurred by the affected consumers. 41 figs., 9 tabs.

  10. Construction-employment opportunities of four oil-replacing space-heating alternatives for core areas of thirteen major northeastern and midwestern cities

    Construction employment opportunities are compared for four oil-replacing technologies providing equivalent space-heating services to the core areas of 13 major northeastern and midwestern cities. The four technologies are: cogeneration district heating, coal gasification, coal liquefaction and electrification (coal-fired power plant). It is observed that the district-heating option places a higher percentage of its capital stock within the center city. It also requires lower occupational skills for its construction than the other three alternatives. In view of the lower average educational level of minorities and their concentration in urban areas, substantially more minority employment should occur if district heating is implemented. This alternative also will provide employment opportunities for unemployed nonminority construction laborers and contribute indirectly to the improvement of inner-city neighborhoods where many unemployed construction laborers live.

    The work described in this report was performed by the National Renewable Energy Laboratory (NREL) and funded by the Office of the Energy Efficiency and Renewable Energy, U.S. Department of Energy (EERE DOE). This project is a joint project with the Pacific Northwest National Laboratory. This report evaluates the physical characteristics that improve the ability of the power system to absorb variable generation. It then uses evidence from electricity markets in the Eastern Interconnection of the United States to show how large, fast energy markets can help with integration. The concept of Virtual Balancing Area is introduced, a concept that covers a broad range of cooperative measures that can be undertaken by balancing areas to help manage variability.

    This technical memorandum describes an analysis of regional economic impacts resulting from changes in retail electricity rates due to six power marketing programs proposed by Western Area Power Administration (Western). Regional economic impacts of changes in rates are estimated in terms of five key regional economic variables: population, gross regional product, disposable income, employment, and household income. The REMI (Regional Impact Models, Inc.) and IMPLAN (Impact Analysis for Planning) models simulate economic impacts in nine subregions in the area in which Western power is sold for the years 1993, 2000, and 2008. Estimates show that impacts on aggregate economic activity in any of the subregions or years would be minimal for three reasons. First, the utilities that buy power from Western sell only a relatively small proportion of the total electricity sold in any of the subregions. Second, reliance of Western customers on Western power is fairly low in each subregion. Finally, electricity is not a significant input cost for any industry or for households in any subregion.

    In the project ''Earth Materials and Earth Dynamics'' we linked fundamental and exploratory, experimental, theoretical, and computational research programs to shed light on the current and past states of the dynamic Earth. Our objective was to combine different geological, geochemical, geophysical, and materials science analyses with numerical techniques to illuminate active processes in the Earth. These processes include fluid-rock interactions that form and modify the lithosphere, non-linear wave attenuations in rocks that drive plate tectonics and perturb the earth's surface, dynamic recrystallization of olivine that deforms the upper mantle, development of texture in high-pressure olivine polymorphs that create anisotropic velocity regions in the convecting upper mantle and transition zone, and the intense chemical reactions between the mantle and core. We measured physical properties such as texture and nonlinear elasticity, equation of states at simultaneous pressures and temperatures, magnetic spins and bonding, chemical permeability, and thermal-chemical feedback to better characterize earth materials. We artificially generated seismic waves, numerically modeled fluid flow and transport in rock systems and modified polycrystal plasticity theory to interpret measured physical properties and integrate them into our understanding of the Earth. This is the final report of a three-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL).

    In this presentation the author addresses four main objectives. They are to: discuss programs that are driving the introduction of alternative fuels into fleet operations in urban areas around the country; define alternative fuels; quantify the present use and future projections on alternative fuel vehicles (AVFs) in the Chicago metropolitan statistical area; and discuss benefits of increased use of alternative fuels in urban areas. Factors which touch on these points include: present domestic dependence on petroleum for autos, with usage exceeding production; the large populations in urban areas which do not meet Clean Air Standards; recent legislative initiatives which give guidance and aid in the adoption of such strategies.

    REACT Project: The 14 projects that comprise ARPA-E’s REACT Project, short for “Rare Earth Alternatives in Critical Technologies”, are developing cost-effective alternatives to rare earths, the naturally occurring minerals with unique magnetic properties that are used in electric vehicle (EV) motors and wind generators. The REACT projects will identify low-cost and abundant replacement materials for rare earths while encouraging existing technologies to use them more efficiently. These alternatives would facilitate the widespread use of EVs and wind power, drastically reducing the amount of greenhouse gases released into the atmosphere.

    In addition to promoting energy efficiency, China has actively pursued alternative energy development as a strategy to reduce its energy demand and carbon emissions. One area of particular focus has been to raise the share of alternative energy in China’s rapidly growing electricity generation with a 2020 target of 15% share of total primary energy. Over the last ten years, China has established several major renewable energy regulations along with programs and subsidies to encourage the growth of non-fossil alternative energy including solar, wind, nuclear, hydro, geothermal and biomass power as well as biofuels and coal alternatives. This study thus seeks to examine China’s alternative energy in terms of what has and will continue to drive alternative energy development in China as well as analyze in depth the growth potential and challenges facing each specific technology. This study found that despite recent policies enabling extraordinary capacity and investment growth, alternative energy technologies face constraints and barriers to growth. For relatively new technologies that have not achieved commercialization such as concentrated solar thermal, geothermal and biomass power, China faces technological limitations to expanding the scale of installed capacity. While some alternative technologies such as hydropower and coal alternatives have been slowed by uneven and often changing market and policy support, others such as wind and solar PV have encountered physical and institutional barriers to grid integration. Lastly, all alternative energy technologies face constraints in human resources and raw material resources including land and water, with some facing supply limitations in critical elements such as uranium for nuclear, neodymium for wind and rare earth metals for advanced solar PV. In light of China’s potential for and barriers to growth, the resource and energy requirement for alternative energy technologies were modeled and scenario analysis

    The Western Area Power Administration (Western) requires all of its long-term firm power customers to implement programs that promote the conservation of electric energy or facilitate the use of renewable energy resources. Western has also proposed that all customers develop integrated resource plans that include cost-effective demand-side management programs. As part of the preparation of Western`s Electric Power Marketing Environmental Impact Statement, Argonne National Laboratory (ANL) developed estimates of the reductions in energy demand resulting from Western`s conservation and renewable energy activities in its Salt Lake City Area Office. ANL has also estimated the energy-demand reductions from cost-effective, demand-side management programs that could be included in the integrated resource plans of the customers served by Western`s Salt Lake City Area Office. The results of this study have been used to adjust the expected hourly demand for Western`s major systems in the Salt Lake City Area. The expected hourly demand served as the basis for capacity expansion plans develops with ANL`s Production and Capacity Expansion (PACE) model.

    The earth shelter concept has been utilized successfully around the world for thousands of years, but its use with contemporary mechanically conditioned buildings dates only from the oil embargo of the mid-1970s. This is an architectural innovation and a growing and viable response to the energy imperative. Most of the technical problems of earth shelters have been effectively addressed, but a systems design approach could further enhance overall energy savings. Although occupant lifestyle seems to be at a high level, areas that require further attention include site design, daylighting, and refined thermal design. The proper integration of passive solar heating and disaster protection represent opportunities for improved multifunctional aspects. With proper design, annual heating and cooling energy use reductions on the order of 80% can be anticipated. Research on energy design refinements and occupancy aspects necessary to achieve such levels of savings is presently under way at Oklahoma State University, the University of Minnesota, and other study centers throughout the nation and the world.

    A high energy gas laser with light output in the infrared or visible region of the spectrum is described. Laser action is obtained by generating vapors of rare earth halides, particularly neodymium iodide or, to a lesser extent, neodymium bromide, and disposing the rare earth vapor medium in a resonant cavity at elevated temperatures; e.g., approximately 1200/sup 0/ to 1400/sup 0/K. A particularly preferred gaseous medium is one involving a complex of aluminum chloride and neodymium chloride, which exhibits tremendously enhanced vapor pressure compared to the rare earth halides per se, and provides comparable increases in stored energy densities.

    This manual provides a state - of - the - art review of the design and construction of an earth - sheltered house using cast - in - place concrete, precast concrete, and concrete masonry. Based on a literature survey, theoretical work, and discussions with researchers and engineers in the concrete industry, the text is designed for use by architects, engineers, and homebuilders. The features of concrete construction that are current accepted practice for the concrete products discussed are shown to be applicable with reasonable care to building a safe, dry, and comfortable earth - sheltered house. The main considerations underlying the recommendations were the use of the earth's mass and passive solar effects to minimize energy needs, the structural capacity of the separate concrete products and their construction methods, and drainage principles and waterproofing details. Shelter ranging from those with at least 2 feet of earth cover to those with an uncovered roof of usual construction are included. To be considered an earth - sheltered residential building, at least half of the exterior wall and roof area that is in direct contact with the conditioned living space must be sheltered from the environment by earth berm or earthfill. Siting considerations, the fundamentals of passive solar heating, planning considerations, and structural considerations are discussed. Detailed guidelines are provided on concrete masonry construction, joint details in walls and floors, waterproofing, formwork and form removal, concrete construction practices, concrete masonry, and surface finishes. Numerous illustrations, tables, and a list of 32 references are provided. (Author abstract modified).

    The 1990 Global Change Institute (GCI) on Earth System Modeling is the third of a series organized by the Office for Interdisciplinary Earth Studies to look in depth at particular issues critical to developing a better understanding of the earth system. The 1990 GCI on Earth System Modeling was organized around three themes: defining critical gaps in the knowledge of the earth system, developing simplified working models, and validating comprehensive system models. This book is divided into three sections that reflect these themes. Each section begins with a set of background papers offering a brief tutorial on the subject, followed by working group reports developed during the institute. These reports summarize the joint ideas and recommendations of the participants and bring to bear the interdisciplinary perspective that imbued the institute. Since the conclusion of the 1990 Global Change Institute, research programs, nationally and internationally, have moved forward to implement a number of the recommendations made at the institute, and many of the participants have maintained collegial interactions to develop research projects addressing the needs identified during the two weeks in Snowmass.

    The Bush administration's proposals to revamp the Clean Air Act received mixed reviews. The alternative fuels proposal in the administration's bill, if passed, would mandate the sale of so-called clean-fueled vehicles (CFVs) in the nine worst ozone non-attainment areas in the country. In areas failing to plan for reductions of volatile organic compounds (VOCs) and toxic air chemicals equivalent to those outlined in the Bush proposal, a total of 500,000 CFVs would have to be sold in 1995, 750,000 in 1996, and 1,000,000 each year from 1997-2004. What is unclear, however, is who will manufacture, sell, or purchase these vehicles. The paper discusses the pros and cons of ethanol, methanol, and compressed natural gas (CNG), the major alternative fuels being considered as supplements or replacements for gasoline.

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

    This Annual Report presents summaries of selected representative research activities grouped according to the principal disciplines of the Earth Sciences Division: Reservoir Engineering and Hydrogeology, Geology and Geochemistry, and Geophysics and Geomechanics. Much of the Division`s research deals with the physical and chemical properties and processes in the earth`s crust, from the partially saturated, low-temperature near-surface environment to the high-temperature environments characteristic of regions where magmatic-hydrothermal processes are active. Strengths in laboratory and field instrumentation, numerical modeling, and in situ measurement allow study of the transport of mass and heat through geologic media -- studies that now include the appropriate chemical reactions and the hydraulic-mechanical complexities of fractured rock systems. Of particular note are three major Division efforts addressing problems in the discovery and recovery of petroleum, the application of isotope geochemistry to the study of geodynamic processes and earth history, and the development of borehole methods for high-resolution imaging of the subsurface using seismic and electromagnetic waves. In 1989 a major DOE-wide effort was launched in the areas of Environmental Restoration and Waste Management. Many of the methods previously developed for and applied to deeper regions of the earth will in the coming years be turned toward process definition and characterization of the very shallow subsurface, where man-induced contaminants now intrude and where remedial action is required.

    In the future, Earth will be warmer, precipitation events will be more extreme, global mean sea level will rise, and many arid and semiarid regions will be drier. Human modifications of landscapes will also occur at an accelerated rate as developed areas increase in size and population density. We now have gridded global forecasts, being continually improved, of the climatic and land use changes (C&LUC) that are likely to occur in the coming decades. However, besides a few exceptions, consensus forecasts do not exist for how these C&LUC will likely impact Earth-surface processes and hazards. In some cases, we havemore » the tools to forecast the geomorphic responses to likely future C&LUC. Fully exploiting these models and utilizing these tools will require close collaboration among Earth-surface scientists and Earth-system modelers.     In the future, Earth will be warmer, precipitation events will be more extreme, global mean sea level will rise, and many arid and semiarid regions will be drier. Human modifications of landscapes will also occur at an accelerated rate as developed areas increase in size and population density. We now have gridded global forecasts, being continually improved, of the climatic and land use changes (C&LUC) that are likely to occur in the coming decades. However, besides a few exceptions, consensus forecasts do not exist for how these C&LUC will likely impact Earth-surface processes and hazards. In some cases, we have the tools to forecast the geomorphic responses to likely future C&LUC. Fully exploiting these models and utilizing these tools will require close collaboration among Earth-surface scientists and Earth-system modelers.     Space geodetic and oceanic magnetic anomaly constraints on tectonic plate motions are employed to determine a new global map of present-day rates of change of plate velocities. This map shows that Earth's largest plate, the Pacific, is presently decelerating along with several other plates in the Pacific and Indo-Atlantic hemispheres. These plate decelerations contribute to an overall, globally averaged slowdown in tectonic plate speeds. The map of plate decelerations provides new and unique constraints on the dynamics of time-dependent convection in Earth's mantle. We employ a recently developed convection model constrained by seismic, geodynamic and mineral physics data to show that time-dependent changes in mantle buoyancy forces can explain the deceleration of the major plates in the Pacific and Indo-Atlantic hemispheres.

The hydrophobic coating can be a self assembly monolayer of a perfluorinated silane coupling agent. The DE is preferably natural-grade DE where organic impurities have been removed.     The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

    Earth-sheltered apartments for students at St. Johns University, Collegeville, MN are described. The intent was to provide energy-efficient, low maintenance housing in a neighborhood environment for the students. Students would learn about energy-conscious architecture from living in the buildings. The buildings have had few problems, but energy performance has not been up to expectations. The consumption of electricity exceeded predictions by 49%. The most likely answer to the problem is deviation from design. Several items of energy-efficient design were specified but deleted in order to cut costs.

    The environmental, organizational, and energy conservation issues related to a domed structure enveloping Winooski, Vermont, are discussed. Alternative means of accomplishing energy conservation will be addressed. These include retrofitting of existing structures, replacement with state-of-the-art structures, the use of planting shelter-belts, redevelopment to an earth-sheltered community, and redevelopment to a composite domed neighborhood and earth-sheltered community.
