  4. Making solar laws work: a study of state solar energy incentives

    SciTech Connect (OSTI)

    Roessner, J.D.

    1980-11-01T23:59:59.000Z

The results of a research investigation of solar financial and research, demonstration, and development (RD and D) incentive programs in 18 states are summarized. The investigation focuses upon implementation - the organization and administrative processes required to convert a law into a viable program. Eleven financial and 12 RD and D programs were investigated. Results indicate that four conditions are common to successful implementation of both types of incentive programs: the opportunity to use solar energy as a heating source; characteristics of the agency selected to complement the law; involvement of outside groups in program implementation; and the specificity of guidance given to those responsible for implementation. Other conditions specific to the implementation of each type of program are discussed as well as the implications of these findings for state and federal policy makers.

Incentives play an important role in (security and IT) risk management of a large-scale organization with multiple autonomous divisions. This paper presents an incentive mechanism design framework for risk management based on a game-theoretic approach. The risk manager acts as a mechanism designer providing rules and incentive factors such as assistance or subsidies to divisions or units, which are modeled as selfish players of a strategic (noncooperative) game. Based on this model, incentive mechanisms with various objectives are developed that satisfy efficiency, preference-compatibility, and strategy-proofness criteria. In addition, iterative and distributed algorithms are presented, which can be implemented under information limitations such as the risk manager not knowing the individual units' preferences. An example scenario illustrates the framework and results numerically. The incentive mechanism design approach presented is useful for not only deriving guidelines but also developing computer-assistan...

The Radiation Embrittlement Archive Project (REAP), which is being conducted by the Probabilistic Integrity Safety Assessment (PISA) Program at Oak Ridge National Laboratory under funding from the U.S. Nuclear Regulatory Commission s (NRC) Office of Nuclear Regulatory Research, aims to provide an archival source of information about the effect of neutron radiation on the properties of reactor pressure vessel (RPV) steels. Specifically, this project is an effort to create an Internet-accessible RPV steel embrittlement database. The project s website, https://reap.ornl.gov, provides information in two forms: (1) a document archive with surveillance capsule(s) reports and related technical reports, in PDF format, for the 104 commercial nuclear power plants (NPPs) in the United States, with similar reports from other countries; and (2) a relational database archive with detailed information extracted from the reports. The REAP project focuses on data collected from surveillance capsule programs for light-water moderated, nuclear power reactor vessels operated in the United States, including data on Charpy V-notch energy testing results, tensile properties, composition, exposure temperatures, neutron flux (rate of irradiation damage), and fluence, (Fast Neutron Fluence a cumulative measure of irradiation for E>1 MeV). Additionally, REAP contains data from surveillance programs conducted in other countries. REAP is presently being extended to focus on embrittlement data analysis, as well. This paper summarizes the current status of the REAP database and highlights opportunities to access the data and to participate in the project.

    Rogers, H.H. II; Shirley, L.E.; Reed, A.; Larsen, E.C.

    1999-07-01T23:59:59.000Z

The past three decades saw the rapid development of renewable energy technologies and the concurrent evolution of state and federal financial and regulatory incentives, programs and policies to augment that development. Within the past two years, utility companies have created new incentives and programs that promote the use of renewable energy. Many of these incentives are in response to electric utility restructuring, while others are part of a broader corporate perspective that seeks to diversify into renewable energy generation, manage demand-side growth, or reap environmental benefits. This paper will present the current status of available utility incentives and programs throughout the united States as collected and databased by the Interstate Renewable Energy Council's (IREC) Database of State Incentives for Renewable Energy (DSIRE) project. Discussion will focus on putting the status of utility incentives programs into the context of the current restructuring movement, as well as how the DSIRE project can assist local, state, and national policy makers; industry, businesses and consumers; environmental and consumer advocates; and energy policy researchers.

This report is the first product of an ongoing project to monitor the efforts of states to remove regulatory barriers to, and provide financial incentives for, utility investment in demand-side management (DSM) resources. The project was commissioned by the National Association of Regulatory Utility Commissioners (NARUC) in response to growing interest among regulators for a comprehensive survey of developments in this area. Each state report beings with an overview of the state's progress toward removing regulatory barriers and providing incentives for DSM. Information is organized under five headings: status; IRP regulations and practice; current treatment of DSM, directions and trends; commission contact person. Where applicable, each overview is followed by one or more sections that report on specific incentive proposals or mechanisms within the state. Information on each proposal or mechanism is organized under eight headings. A notation on each page identifies the utility or other group associated with the proposal or mechanism. The eight headings are as follows: status; background; treatment of cost recovery; treatment of lost revenues/decoupling; treatment of profitability; other features; issues, and additional observations.

    SciTech Connect (OSTI)

    Lantz, E.; Doris, E.

    2009-10-01T23:59:59.000Z

As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals. The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

The ELODIE archive contains the complete collection of high-resolution echelle spectra accumulated over the last decade using the ELODIE spectrograph at the Observatoire de Haute-Provence 1.93-m telescope. This article presents the different data products and the facilities available on the web to re-process these data on-the-fly. Users can retrieve the data in FITS format from http://atlas.obs-hp.fr/elodie and apply to them different functions: wavelength resampling and flux calibration in particular.

    1982-10-04T23:59:59.000Z

Hotel energy managers are finding that a cooperative and trained staff is a major factor in the success of conservation projects. Some managers go beyond training to offer cash bonus and other incentives. Training must be continuous because of the high turnover in personnel. Most of the training is geared to increasing employee awareness of conservation basics, such as turning off lights, heat, and air conditioning. It is as important for employees to take a personal interest in the size of the utility bill as it is for them to understand the sophisticated control devices. (DCK)

Like castor oil, the Superfund law can be difficult medicine to swallow, and no one wants to volunteer for a dose. Indeed, the law`s harsh and unbending liability scheme sometimes hinders the cleanup of contaminated property. Confronted with the choice of redeveloping an old {open_quotes}brownfield{close_quotes} urban industrial site or building at a pristine new {open_quotes}greenfield{close_quotes} location, most companies opt for the latter. The brownfield problem is especially troubling because the law often prevents voluntary cleanups at relatively low priority sites that usually don`t get caught up in the Superfund program. This paper describes the Upton Bill which would require the US EPA to establish cleanup standards for hazrdous substances, allow for public comment on a proposed response plan, and require a voluntary party to submit detailed annual reports and maintain records.

In late 1995, the US Department of Energy initiated a new program through the Interstate Renewable Energy Council to survey each of the 50 states for available information on financial and regulatory incentives that are designed to promote the application of renewable energy technologies. This information is being developed into a database, reports prepared and printed which detail the incentives on a state-by-state basis, and access provided to much of the database via the Internet. By providing this information on a wide basis, it will be much easier for other states to get the information needed to analyze and replicate successful incentives in their own states.

  20. Incentive Pass-through for Residential Solar Systems in California

    Broader source: Energy.gov [DOE]

The deployment of solar photovoltaic (PV) systems has grown rapidly over the last decade, partly because of various government incentives. In the United States, those established in California are among the largest and longest-running incentives. Building on past research, this report addresses the still-unanswered question: to what degree have the direct PV incentives in California been passed along from installers to consumers? This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

  1. Quantitative Financial Analysis of Alternative Energy Efficiency Shareholder Incentive Mechanisms

    2008-08-03T23:59:59.000Z

Rising energy prices and climate change are central issues in the debate about our nation's energy policy. Many are demanding increased energy efficiency as a way to help reduce greenhouse gas emissions and lower the total cost of electricity and energy services for consumers and businesses. Yet, as the National Action Plan on Energy Efficiency (NAPEE) pointed out, many utilities continue to shy away from seriously expanding their energy efficiency program offerings because they claim there is insufficient profit-motivation, or even a financial disincentive, when compared to supply-side investments. With the recent introduction of Duke Energy's Save-a-Watt incentive mechanism and ongoing discussions about decoupling, regulators and policymakers are now faced with an expanded and diverse landscape of financial incentive mechanisms, Determining the 'right' way forward to promote deep and sustainable demand side resource programs is challenging. Due to the renaissance that energy efficiency is currently experiencing, many want to better understand the tradeoffs in stakeholder benefits between these alternative incentive structures before aggressively embarking on a path for which course corrections can be time-consuming and costly. Using a prototypical Southwest utility and a publicly available financial model, we show how various stakeholders (e.g. shareholders, ratepayers, etc.) are affected by these different types of shareholder incentive mechanisms under varying assumptions about program portfolios. This quantitative analysis compares the financial consequences associated with a wide range of alternative incentive structures. The results will help regulators and policymakers better understand the financial implications of DSR program incentive regulation.

OAK - B135 Advancement in the use of renewable energy over the past decade is due, in part, to progress in coordinating renewable energy policies, programs and initiatives across all governmental levels and all sectors of business. Through recent efforts by IREC?s DSIRE project, information on existing federal, state, local, and utility programs and incentives has been easier for the general public and government agencies to access and, as a result, use of these programs is beginning to increase. Increasing awareness of incentives can directly and positively impact the use of renewable energy. The DSIRE project?s primary objective, therefore, is to provide a single resource for all available incentive programs. Information produced by DSIRE is of increasing value to an audience of: · State and local energy offices and regulatory agencies that may be considering new programs or initiatives, or extensions and expansions of past programs; · State regulatory agencies or utility commissions that have approval or influence over the creation of regulatory incentives; · Utility companies who may be considering the creation of new programs and incentives for renewable energy; · Consumers, businesses, and renewable energy industries that need timely information on such incentives for purchasing and business planning; · Schools and youth activity organizations seeking exciting and innovative applications of science and technology; and · Renewable energy, environmental and consumer organizations actively promoting the utilization of renewable energy technologies.

The purpose of the analysis is to identify and quantify Federal incentives that have increased the consumption of coal, oil, natural gas, and electricity. The introductory chapter is intended as a device for presenting the policy questions about the incentives that can be used to stimulate desired levels of energy development. In the theoretical chapter federal incentives were identified for the consumption of energy as Federal government actions whose major intent or result is to stimulate energy consumption. The stimulus comes through changing values of variables included in energy demand functions, thereby inducing energy consumers to move along the function in the direction of greater quantity of energy demanded, or through inducing a shift of the function to a position where more energy will be demanded at a given price. The demand variables fall into one of six categories: price of the energy form, price of complements, price of substitutes, preferences, income, and technology. The government can provide such incentives using six different policy instruments: taxation, disbursements, requirements, nontraditional services, traditional services, and market activity. The four major energy forms were examined. Six energy-consuming sectors were examined: residential, commercial, industrial, agricultural, transportation, and public. Two types of analyses of incentive actions are presented in this volume. The generic chapter focused on actions taken in 1978 across all energy forms. The subsequent chapters traced the patterns of incentive actions, energy form by energy form, from the beginning of the 20th century, to the present. The summary chapter includes the results of the previous chapters presented by energy form, incentive type, and user group. Finally, the implications of these results for solar policy are presented in the last chapter. (MCW)

    SciTech Connect (OSTI)

    Hill, L.J.

    1995-10-01T23:59:59.000Z

In contemplating a regulatory approach, the challenge for regulators is to develop a model that provides incentives for utilities to engage in socially desirable behavior. In this primer, we provide guidance on this process by discussing (1) various models of economic regulation, (2) problems implementing these models, and (3) the types of incentives that various models of regulation provide electric utilities. We address five regulatory models in depth. They include cost-of-service regulation in which prudently incurred costs are reflected dollar-for-dollar in rates and four performance-based models: (1) price-cap regulation, in which ceilings are placed on the average price that a utility can charge its customers; (2) revenue-cap regulation, in which a ceiling is placed on revenues; (3) rate-of-return bandwidth regulation, in which a utility`s rates are adjusted if earnings fall outside a {open_quotes}band{close_quotes} around equity returns; and (4) targeted incentives, in which a utility is given incentives to improve specific components of its operations. The primary difference between cost-of-service and performance-based approaches is the latter sever the tie between costs and prices. A sixth, {open_quotes}mixed approach{close_quotes} combines two or more of the five basic ones. In the recent past, a common mixed approach has been to combine targeted incentives with cost-of-service regulation. A common example is utilities that are subject to cost-of-service regulation are given added incentives to increase the efficiency of troubled electric-generating units.

The purpose of this research was to analyze past and present federal incentives to production of various energy sources and thereby assist the Division of Conservation and Solar Applications, Department of Energy, in the study and recommendation of federal incentives for the development of solar energy. The research was divided into five parts: a survey of current thought about incentives for solar energy production; the theoretical approach to analyzing and characterizing incentives; a generic view of the energy incentive creating landscape for 1978; analysis of the major energy sources (nuclear, hydro, coal, electricity, oil, and gas) along their trajectories from exploration to waste management, including their costs in 1978 dollars; and insights into potential incentives for solar policy. Economic, political, organizational, and legal viewpoints were considered in formulating the typology of incentives. Eight types of incentives were identified.

The research program analyzed the Federal incentives used to stimulate nuclear, hydro, coal, gas, oil, and electricity production in order to supply what was learned to the selection of an incentives strategy to induce new energy production from renewable resources. Following the introductory chapter, Chapter 2 examines the problem of estimating effects from a theoretical perspective. Methods of quantifying and identifying the many interactive effects of government actions are discussed. Chapter 3 presents a generic analysis of the result of Federal incentives. Chapters 4 through 9 deal with incentives to energy forms - nuclear, hydro, coal, oil, gas, and electricity. Chapter 10 summarizes the estimated results of the incentives, which are presented in terms of their quantity and price impacts. The incentive costs per million Btu of induced energy production is also discussed. Chapter 11 discusses the parity issue, that is an equivalence between Federal incentives to renewable resources and to traditional energy resources. Any analysis of incentives for solar needs will profit from an analysis of the costs of solar incentives per million Btu compared with those for traditional energy forms. Chapter 12 concludes the analysis, discussing the history of traditional energy incentives as a guide to solar-energy incentives. 216 references, 38 figures, 91 tables.

In a world with water resources severely impacted bytechnology, science must actively contribute to water law. To this end, this paper is an earth scientist s attempt to comprehend essentialelements of water law, and to examine their connections to science.Science and law share a common logical framework of starting with apriori prescribed tenets, and drawing consistent inferences. In science, observationally established physical laws constitute the tenets, while inlaw, they stem from social values. The foundations of modern water law inEurope and the New World were formulated nearly two thousand years ago byRoman jurists who were inspired by Greek philosophy of reason.Recognizing that vital natural elements such as water, air, and the seawere governed by immutable natural laws, they reasoned that theseelements belonged to all humans, and therefore cannot be owned as privateproperty. Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast, jus civile or civil law governed private property. Remarkably, jusgentium continues to be relevant in our contemporary society in whichscience plays a pivotal role in exploiting vital resources common to all. This paper examines the historical roots of modern water law, followstheir evolution through the centuries, and examines how the spirit ofscience inherent in jus gentium is profoundly influencing evolving waterand environmental laws in Europe, the United States and elsewhere. In atechnological world, scientific knowledge has to lie at the core of waterlaw. Yet, science cannot formulate law. It is hoped that a philosophicalunderstanding of the relationships between science and law willcontribute to their constructively coming together in the service ofsociety.

    2015-01-01T23:59:59.000Z

Zipf's law is just one out of many universal laws proposed to describe statistical regularities in language. Here we review and critically discuss how these laws can be statistically interpreted, fitted, and tested (falsified). The modern availability of large databases of written text allows for tests with an unprecedent statistical accuracy and also a characterization of the fluctuations around the typical behavior. We find that fluctuations are usually much larger than expected based on simplifying statistical assumptions (e.g., independence and lack of correlations between observations). These simplifications appear also in usual statistical tests so that the large fluctuations can be erroneously interpreted as a falsification of the law. Instead, here we argue that linguistic laws are only meaningful (falsifiable) if accompanied by a model for which the fluctuations can be computed (e.g., a generative model of the text). The large fluctuations we report show that the constraints imposed by linguistic laws...

Incentive drilling contracts historically have been based on the footage and turnkey concepts. Because these concepts have not been used widely in the international and offshore arenas, this paper discusses other innovative approaches to incentive contracts. Case studies of recently completed or current international and offshore contracts are presented to describe incentive projects based on a performance bonus (Case 1), lump sum per well (Case 2), target time and cap for a specified hole section (Case 3), and per-well target time (Case 4). This paper concludes with a review and comparison of the case studies and a general discussion of factors that produce successful innovative incentive programs that enhance drilling efficiency.

  10. Incentive program for energy efficient design of state buildings

    SciTech Connect (OSTI)

Case, M.E.; Wingerden, J. [and others

    1998-07-01T23:59:59.000Z

In 1996, the State of Utah instigated a pilot program intended to improve the energy efficiency of newly designed State buildings. The goal of the program was to show that buildings could be designed to be more energy efficient than the State's energy code, ASHRAE/IES 90.1, without adding to the construction costs. Four of the eight buildings beat the code by at least 50%; one by 40% and one by only 22%. One project is still in design. This paper summarizes the program's design, implementation and results through May 3, 1998. It presents an informal evaluation and discusses program highlights - both positive and negative. The difficulties--both technical and political--in using the ASHRAE Standard for Energy Efficient Design of New Buildings (ASHRAE/IES 90.1) in an incentive-based program are discussed. Possible solutions to specific problems are presented. The impact of incentives on the design teams, their methods and the resulting design are also discussed.

The North Carolina Solar Center at NC State University, in collaboration with the National Renewable Energy Laboratory, examined 10 state financial-incentive programs in six states using a case-study approach in order to clarify the key factors-both internal and external to the program-that influence their effectiveness at stimulating deployment of renewable energy technologies. While existing information resources such as the National Database of State Incentives for Renewable Energy (DSIRE, www.dsireusa.org) have documented what incentive programs are available, the effectiveness of such programs is not well understood. Understanding the impact of current financial incentives on the deployment of renewables and the factors that influence their effectiveness is critical to a variety of stakeholders, particularly in states considering new incentives or interested in improving or discarding existing ones.

Subnational policies pertaining to photovoltaic (PV) systems have increased in volume in recent years and federal incentives are set to be phased out over the next few. Understanding how subnational policies function within and across jurisdictions, thereby impacting PV market development, informs policy decision making. This report was developed for subnational policy-makers and researchers in order to aid the analysis on the function of PV system incentives within the emerging PV deployment market. The analysis presented is based on a 'logic engine,' a database tool using existing state, utility, and local incentives allowing users to see the interrelationships between PV system incentives and parameters, such as geographic location, technology specifications, and financial factors. Depending on how it is queried, the database can yield insights into which combinations of incentives are available and most advantageous to the PV system owner or developer under particular circumstances. This is useful both for individual system developers to identify the most advantageous incentive packages that they qualify for as well as for researchers and policymakers to better understand the patch work of incentives nationwide as well as how they drive the market.

Based on lessons from recent program experience, this report explores best practices for designing and implementing incentives for small and mid-sized residential and commercial distributed solar energy projects. The findings of this paper are relevant to both new incentive programs as well as those undergoing modifications. The report covers factors to consider in setting and modifying incentive levels over time, differentiating incentives to encourage various market segments, administrative issues such as providing equitable access to incentives and customer protection. It also explores how incentive programs can be designed to respond to changing market conditions while attempting to provide a longer-term and stable environment for the solar industry. The findings are based on interviews with program administrators, regulators, and industry representatives as well as data from numerous incentive programs nationally, particularly the largest and longest-running programs. These best practices consider the perspectives of various stakeholders and the broad objectives of reducing solar costs, encouraging long-term market viability, minimizing ratepayer costs, and protecting consumers.

Title IV of the Clean Air Act Amendments (CAAA) of 1990 (P.L. 101--549) establishes the use of flexible emission compliance strategies for electric utilities to reduce the emissions of add precursors (SO[sub 2], NO[sub 2]). To control SO[sub 2] emissions, tradeable emission allowances will be used; NO[sub 2] emissions will be controlled by an emission standard, but a utility is permitted to average NO[sub 2] emissions systemwide to meet the standard. Both of these policies promote flexibility and cost savings for the utility while achieving the prescribed emission reduction goals of P.L. 101--549. The use of SO[sub 2] emission allowances has two notable benefits: A utility has the choice of a wide range of compliance methods allowing it to minimize compliance costs and second; the use of transferable emission allowances promote technological innovation with respect to emissions reduction/control. This report discusses the use of regulatory incentives towards the achievement of a Title IV goal of cost reduction of SO[sub 2] emissions.

As a result of the agreement between the respective presidents, a joint study was undertaken to analyze the possibilities of increasing the international electricity exchange between the two countries. Responsibility for this undertaking was assigned to the United States Department of Energy (DOE) and to the Direccion de Energia de Mexico (DEM) through the Comision Federal de Electricidad (CFE). Representatives from Mexico and the US were chosen from the regional utilities along the border between the two countries and made up working groups that particiated in the study. With the support of both governments, and a high degree of cooperation between the two countries, work on the study was completed within fourteen months The completion of the study has been a major step in broadening the base of bilateral energy relations. the study highlights the opportunities for increased electricity exchanges, which could increase cooperation along the common border. Expansion of electricity interchange could offer substantial economic benefit to both countries, both directly and indirectly. Direct benefits include increased reliability of electric power and cost savings through economies of scale and diversity of peak demand patterns. Indirect benefits include improved economic and employment opportunities, especially in the border areas of both countries. This report provides background on the history of past exchanges and the characteristics of the US and Mexico electric systems, a summary of opportunities and incentives, and suggestions for procedures to remove obstacles and constraints.

    2004-07-01T23:59:59.000Z

This Departmental Energy Management Program (DEMP) funded Model Program Study developed out of a potential DOE-ID Performance Based Incentive for the Idaho National Engineering and Environmental Laboratory (INEEL), lasting from October 2001 through May 2002, which stressed reductions in electrical usage. An analysis of demand usage obtained from monthly INEEL Power Management electric reports revealed reductions in demand from a majority of the site areas. The purpose of this Model Program study was to determine the methods and activities that were used at these site areas to achieve the reductions in demand and to develop these demand reduction methods and activities into a Model Program that could be shared throughout the INEEL and DOE complex-wide for additional demand savings. INEEL Energy Management personnel interviewed contacts from the eight areas which had achieved a consistent reduction in demand during the study period, namely, Idaho Nuclear Technology and Engineering Center (INTEC), Test Area North (TAN), Power Burst Facility (PBF), Test Reactor Area (TRA) including Advanced Test Reactor ATR), Engineering Test Reactor (ETR), and Materials Test Reactor (MTR) areas, Central Facilities Area (CFA), Specific Manufacturing Capability (SMC), Radioactive Waste Management Complex (RWMC), and Argonne National Laboratory-West (ANLW). The information that resulted from the interviews indicated that more than direct demand and energy reduction actions were responsible for the recorded reductions in demand. INEEL Energy Management identified five categories of actions or conditions that contributed to the demand reduction. These categories are Decontamination and Decommissioning (D&D), employee actions, improvements, inactivation for maintenance, and processes. The following information details the findings from the study.

  5. Beagle Dog Tissue Archive (previously part of National Radiobiology Archives): from the Janus Tissue Archive at Northwestern University

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

    Watson, Charles R.

Following the advent of the atomic age, many nations have investigated the effects of radioactive exposure in animal models. Some of these investigations involved costly and unique experiments that produced tissue and data archives which are unlikely to be reproduced. In an effort to extract the value from these collections, programs have started in Japan, Europe, and America to preserve and make public the data and tissues from these studies for further investigation. The Beagle Dog Experiments, carried out at Argonne National Laboratory from 1952 to 1991 by Thomas Fritz, William Norris, and Tom Seed and supported by grants from the Atomic Energy Commission, investigated the effects of Cobalt-60 radiation on beagle dogs. Documentation from these studies is availible in pdf form. This web portal seeks to make accessible the animal tissues and study data from the Beagle Dog Experiments using data organized by Charles Watson. Use the search form to the left to look for dog data from particular experimental conditions. Click a dog number to return the full dog record. Use the dog record to find tissues of interest and make a sample tissue request. These tissue samples and the data were known until recently as the the U.S. National Radiobiology Archives (NRA) and were maintained as the United States Transuranium and Uranium Registries (USTUR) at Washington State University. Life-span studies using beagle dogs were done at the Argonne National Laboratory, University of California at Davis, Pacific Northwest National Laboratory, Inhalation Toxicology Research Institute, and the University of Utah. The results and many microscope slides from these life-span studies, totaling some 6000 dogs, are now available to researchers. A seminal work included in the Archive is The Atlas of Experimentally-Induced Neoplasia in the Beagle Dog (Watson et al, 1997).

  6. Mining scientific data archives through metadata generation

    SciTech Connect (OSTI)

    Springmeyer, R.; Werner, N.; Long, J.

    1997-04-01T23:59:59.000Z

Data analysis and management tools typically have not supported the documenting of data, so scientists must manually maintain all information pertaining to the context and history of their work. This metadata is critical to effective retrieval and use of the masses of archived data, yet little of it exists on-line or in an accessible format. Exploration of archived legacy data typically proceeds as a laborious process, using commands to navigate through file structures on several machines. This file-at-a-time approach needs to be replaced with a model that represents data as collections of interrelated objects. The tools that support this model must focus attention on data while hiding the complexity of the computational environment. This problem was addressed by developing a tool for exploring large amounts of data in UNIX directories via automatic generation of metadata summaries. This paper describes the model for metadata summaries of collections and the Data Miner tool for interactively traversing directories and automatically generating metadata that serves as a quick overview and index to the archived data. The summaries include thumbnail images as well as links to the data, related directories, and other metadata. Users may personalize the metadata by adding a title and abstract to the summary, which is presented as an HTML page viewed with a World Wide Web browser. We have designed summaries for 3 types of collections of data: contents of a single directory; virtual directories that represent relations between scattered files; and groups of related calculation files. By focusing on the scientists` view of the data mining task, we have developed techniques that assist in the ``detective work `` of mining without requiring knowledge of mundane details about formats and commands. Experiences in working with scientists to design these tools are recounted.

  7. An analysis of cost effective incentives for initial commercial deployment of advanced clean coal technologies

    SciTech Connect (OSTI)

Spencer, D.F. [SIMTECHE, Half Moon Bay, CA (United States)

    1997-12-31T23:59:59.000Z

This analysis evaluates the incentives necessary to introduce commercial scale Advanced Clean Coal Technologies, specifically Integrated Coal Gasification Combined Cycle (ICGCC) and Pressurized Fluidized Bed Combustion (PFBC) powerplants. The incentives required to support the initial introduction of these systems are based on competitive busbar electricity costs with natural gas fired combined cycle powerplants, in baseload service. A federal government price guarantee program for up to 10 Advanced Clean Coal Technology powerplants, 5 each ICGCC and PFBC systems is recommended in order to establish the commercial viability of these systems by 2010. By utilizing a decreasing incentives approach as the technologies mature (plants 1--5 of each type), and considering the additional federal government benefits of these plants versus natural gas fired combined cycle powerplants, federal government net financial exposure is minimized. Annual net incentive outlays of approximately 150 million annually over a 20 year period could be necessary. Based on increased demand for Advanced Clean Coal Technologies beyond 2010, the federal government would be revenue neutral within 10 years of the incentives program completion.

SDAMS is the ensemble of database + software packages aimed to the archiving, quick-look analysis, off-line analysis, network accessibility and plotting of the SPOrt produced data. Many of the aspects related to data archiving, analysis and distribution are common to almost all the astronomical experiments. SDAMS ambition is to face and solve problems like accessibility and portability of the data on any hardware/software platform in a way as simpler as possible, though effective. The system is conceived in a way to be used either by the scientific community interested in background radiation studies or by a wider public with low or null knowledge of the subject. The user authentication system allows us to apply different levels of access, analysis and data retrieving. SDAMS will be accessible through any Web browser though the most efficient way to use it is by writing simple programs. Graphics and images useful for outreach purposes will be produced and put on the Web on a regular basis.

We present VLBI and archival Karl G. Jansky Very Large Array (VLA) and Westerbork Synthesis Radio Telescope (WSRT) observations of the radio afterglow from the gamma-ray burst (GRB) of 2003 March 29 (GRB 030329) taken between 672 and 2032 days after the burst. The VLA and WSRT data suggest a simple power-law decay in the flux at 5 GHz, with no clear signature of any rebrightening from the counterjet. We report an unresolved source at day 2032 of size 1.18 {+-} 0.13 mas, which we use in conjunction with the expansion rate of the burst to argue for the presence of a uniform, interstellar-medium-like circumburst medium. A limit of <0.067 mas yr{sup -1} is placed on the proper motion, supporting the standard afterglow model for gamma-ray bursts.

A large variety of energy-efficiency policy measures exist. Some are mandatory, some are informative, and some use financial incentives to promote diffusion of efficient equipment. From country to country, financial incentives vary considerably in scope and form, the type of framework used to implement them, and the actors that administer them. They range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-points rewarding customers for buying highly efficient appliances (Japan). All have the primary objective of transforming the current market to accelerate the diffusion of efficient technologies by addressing up-front cost barriers faced by consumers; in most instances, efficient technologies require a greater initial investment than conventional technologies. In this paper, we review the different market transformation measures involving the use of financial incentives in the countries belonging to the Major Economies Forum. We characterize the main types of measures, discuss their mechanisms, and provide information on program impacts to the extent that ex-ante or ex-post evaluations have been conducted. Finally, we identify best practices in financial incentive programs and opportunities for coordination between Major Economies Forum countries as envisioned under the Super Efficient Appliance Deployment (SEAD) initiative.

  1. Designing PV Incentive Programs to Promote Performance: A Reviewof Current Practice in the U.S.

In the U.S., the increasing financial support for customer-sited photovoltaic (PV) systems provided through publicly-funded incentive programs has heightened concerns about the long-term performance of these systems. Given the barriers that customers face to ensuring that their PV systems perform well, and the responsibility that PV incentive programs bear to ensure that public funds are prudently spent, these programs should, and often do, play a critical role in addressing PV system performance. To provide a point of reference for assessing the current state of the art, and to inform program design efforts going forward, we examine the approaches to encouraging PV system performance used by 32 prominent PV incentive programs in the U.S. We identify eight general strategies or groups of related strategies that these programs have used to address factors that affect performance, and describe key implementation details. Based on this review, we then offer recommendations for how PV incentive programs can be effectively designed to mitigate potential performance issues.

Economic incentives have been widely advocated for controlling environmental externalities. There has been increasing interest in devising such incentives to reduce the generation of hazardous waste. It is demonstrated that since firms comply with existing disposal rules, there is no efficiency basis for additional incentives. In contrast, incentives may be appropriate for firms that do not comply with existing rules. A range of regulatory instruments is compared, including taxes on inputs and waste generation, and subsidies for safe disposal and waste minimization. Each instrument has undesirable properties. Waste-end taxes encourage illegal disposal; safe-disposal subsides stimulate waste generation; and waste-minimization subsidies cannot be effectively targeted. The economic incentive instrument proposed is a combination of input taxes and safe-disposal subsidies, sometime manifest in the deposit-refund system. This instrument is efficiency-enhancing under plausible real-world conditions. The theoretical results are applied to the case of used lubricating oil, a large-volume waste stream that has vexed regulators for many years. An empirical model is developed that enables the simulation of prices, quantities, and net social benefits resulting from the establishment of a tax-subsidy or deposit-refund system. This model accounts for variations in: price-responsiveness; residual external damage from disposal; ex ante rates of regulatory compliance; and the level of transactions costs implied by the program. The instrument offers positive net social benefits, but only under a narrow range of conditions. The model is modified to apply to a generic hazardous waste problem that emphasizes illegal dumping. The existence of positive net social benefits depends on differences in risk across disposal options, the ex ante level of regulatory compliance, and the magnitude of unit transactions costs.

Incentive programs are an essential policy tool to move the market toward energy-efficient products. They offer a favorable complement to mandatory standards and labeling policies by accelerating the market penetration of energy-efficient products above equipment standard requirements and by preparing the market for increased future mandatory requirements. They sway purchase decisions and in some cases production decisions and retail stocking decisions toward energy-efficient products. Incentive programs are structured according to their regulatory environment, the way they are financed, by how the incentive is targeted, and by who administers them. This report categorizes the main elements of incentive programs, using case studies from the Major Economies Forum to illustrate their characteristics. To inform future policy and program design, it seeks to recognize design advantages and disadvantages through a qualitative overview of the variety of programs in use around the globe. Examples range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-Points that reward customers for buying efficient appliances under a government recovery program (Japan). We found that evaluations have demonstrated that financial incentives programs have greater impact when they target highly efficient technologies that have a small market share. We also found that the benefits and drawbacks of different program design aspects depend on the market barriers addressed, the target equipment, and the local market context and that no program design surpasses the others. The key to successful program design and implementation is a thorough understanding of the market and effective identification of the most important local factors hindering the penetration of energy-efficient technologies.

We present a middleware for visualization and exploration of complex datasets in a VO framework, that performs interaction between data archives and existing VO client applications using PLASTIC. It comprises: (1) PLASTIC-enabled Java control applet, integrated into archive web-pages and interacting with VO applications; (2) cross-browser compatible JavaScript part managing PLASTIC-aware VO Clients (launch, data manipulation) by means of Java LiveConnect. This (or similar) solution is an essential for the new generation VO-enabled data archives providing access to complex observational and theoretical datasets (3D-spectroscopy, N-body simulations, etc.) through web-interface. Thanks to PLASTIC capabilities it is possible to start all necessary client software with a single-click in the archive query result page in a web-browser. This simplifies the scientific usage of the VO resources and makes it easy even for users with no experience in the VO technologies.

The effects of various financial incentives on potential developers of geothermal electric energy are studied and the impact of timing of plant construction costs on geothermal electricity costs is assessed. The effect of the geothermal loan guarantee program on decisions by investor-owned utilities to build geothermal electric power plants was examined. The usefulness of additional investment tax credits was studied as a method for encouraging utilities to invest in geothermal energy. The independent firms which specialize in geothermal resource development are described. The role of municipal and cooperative utilities in geothermal resource development was assessed in detail. Busbar capital costs were calculated for geothermal energy under a variety of ownerships with several assumptions about financial incentives. (MHR)

The Department of Energy (Department) established a Cost-Reduction Incentive Program (CRIP) at Westinghouse Savannah River Company (Westinghouse) in October 1992. In 1997, the Department performed a comprehensive review of Westinghouse`s performance-based incentives and cost-reduction incentives, and concluded that most of the savings identified through the CRIP occurred through greater management focus on reducing costs, working smart, or the results of budget constraints, as opposed to innovative changes in work methods and processes. The Assessment Team recommended that the Savannah River Operations Office (Operations Office) re-evaluate the effectiveness of the CRIP and consider either modifying the program to provide for payment only for innovative ideas, or cancel the program and utilize performance-based incentives to reward cost savings over some pre-established threshold. The objective of this audit was to determine whether the Operations Office took appropriate action in response to the Department`s internal assessment of the CRIP. The Operations Office did not take appropriate action in response to the internal assessment. The Operations Office stated that Westinghouse did not agree to the modification or cancellation of the CRIP, and the Department could not unilaterally modify or cancel the program because it was incorporated into the contract. However, the Operations Office could have substantially reduced its CRIP payments to Westinghouse without amending the contract by (1) enforcing the contract terms that required Westinghouse to use best commercial practices and industry standards in contract performance, and (2) requiring Westinghouse to comply with its internal procedures which required that cost-reduction proposals be innovative.

The purpose of this inspection was to review the economy and efficiency of Idaho`s Fiscal Year 1992 Cost Reduction Incentive Program, as well as to provide information to Departmental officials regarding any difficulties in administering these types of programs. The report is of the findings and recommendations. According to Idaho officials, their Cost Reduction Incentive Program was designed to motivate and provide incentives to management and operating contractors which would result in cost savings to the Department while increasing the efficiency and effectiveness of the contractors` operations. Idaho officials reported that over $22.5 million in costs were saved as a result of the Fiscal Year 1992 Cost Reduction Incentive Program. It was found that: (1) Idaho officials acknowledged that they did not attempt a full accounting records validation of the contractor`s submitted cost savings; (2) cost reduction incentive programs may result in conflicts of interest--contractors may defer work in order to receive an incentive fee; (3) the Department lacks written Department-wide policies and procedures--senior Procurement officials stated that the 1985 memorandum from the then-Assistant Secretary for Management and Administration was not the current policy of the Department; and (4) the Department already has the management and operating contract award fee provisions and value engineering program that can be used to provide financial rewards for contractors that operate cost effectively and efficiently.

This system (3D-ICAS) is being developed as a remote system to perform rapid in situ analysis of hazardous organics and radionuclide contamination on structural materials. It is in the final phase of a 3-phase program to support Decontamination and Decommissioning (D&D) operations. Accurate physical characterization of surfaces and radioactive and organic contamination is a critical D&D task. Surface characterization includes identification of dangerous inorganic materials such as asbestos and transite. 3D-ICAS robotically conveys a multisensor probe near the surfaces to be inspected, using coherent laser radar tracking, which also provides 3D facility maps. High-speed automated organic analysis is provided by means of gas chromatograph-mass spectrometer sensor which can process a sample without contact in one minute. Volatile organics are extracted directly from contaminated surfaces without sample removal; multiple stage focusing is used for high time resolution. Additional discrimination is obtained through a final stage time-of-flight mass spectrometer. The radionuclide sensors combines {alpha}, {beta}, and {gamma} counting with energy discrimination of the {alpha} channel; this quantifies isotopes of U, Pu, Th, Tc, Np, and Am in one minute. The Molecular Vibrational Spectrometry sensor is used to characterize substrate material such as concrete, transite, wood, or asbestos; this can be used to provide estimates of the depth of contamination. The 3D-ICAS will be available for real-time monitoring immediately after each 1 to 2 minute sample period. After surface mapping, 3-D displays will be provided showing contours of detected contaminant concentrations. Permanent measurement and contaminant level archiving will be provided, assuring data integrity and allowing regulatory review before and after D&D operations.
