    In light of the inadequate information concerning stranded tar on the southwest beaches of the Arabian Gulf and the Gulf of Oman, particularly following the massive oil releases during the Gulf War, the present investigation was designed to provide reference-integrated information on the nature, location, and levels of stranded tar balls on the beaches of the United Arab Emirates (UAE). The recorded levels appeared to be higher than expected or previously reported. The tar distribution pattern, in addition to the degree of weathering, indicates that the massive oil release during the Gulf War did not reach the UAE shorelines. The highest reported levels of stranded tar ever recorded in the Arabian Gulf at Jabal Dhannah apparently originated from oil spills and tankers' ballast water at the main oil terminal at the Al-Ruwaiss oil refinery some 10 km to the east. The surprising, relatively high levels of stranded tar on the beaches of the Gulf of Oman were solely attributed to the heavy navigation traffic close to the shorelines. 19 refs., 2 figs., 3 tabs.

    At its heart, Arab oil policy is inseparable from Arab economic and social policy. This holds whether we are talking about the Arab nations as a group or each separately. The seven Arab nations covered in this report-Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates--participate in several organizations focusing on regional cooperation regarding economic development, social programs, and Islamic unity, as well as organizations concerned with oil policies. This report focuses on the oil-related activities of the countries that may reveal the de facto oil policies of the seven Persian Gulf nations. Nevertheless it should be kept in mind that the decision makers participating in the oil policy organizations are also involved with the collaborative efforts of these other organizations. Oil policies of five of the seven Arab nations are expressed within the forums of the Organization of Petroleum Exporting Countries (OPEC) and the Organization of Arab Petroleum Exporting Countries (OAPEC). Only Oman, among the seven, is not a member of either OAPEC or OPEC; Bahrain is a member of OAPEC but not of OPEC. OPEC and OAPEC provide forums for compromise and cooperation among their members. Nevertheless, each member state maintains its own sovereignty and follows its own policies. Each country deviates from the group prescription from time to time, depending upon individual circumstances.

    Japanese policy toward the Arab states for the five years before the embargo are compared with the five years that followed. Significant events from October 1973 through the February 1974 Washington Conference are described on a virtually daily basis. The study concludes that the late 1973 oil-supply reduction did not result in significantly greater Japanese political support or economic assistance in the 1974-1978 period. Japan did not even carry the only specific commitment in the November 22 statement - that it would reconsider relations with Israel if that country didn't withdraw from the occupied Arab territories. Many factors contributed to this failure - American counter-pressure, Arab disunity, and a worldwide drop in oil demand. In terms of political demands, neither OAPEC nor any individual Arab state ever articulated any specific actions Japan was to take. Finally, the supply of oil was rapidly depoliticized after 1974.

    Iraq, holding oil reserves second only to those of Saudi Arabia in the Middle East, is locked in a war with Iran whose outcome will affect Western energy supplies and the prospects for stability in the Arabian Gulf. Yet Iraq even now remains little known to Western governments and publics. This study is intended to enlarge understanding of Iraqi behavior and of the concerns that motivate its leaders. Rather than selecting issues of importance to other countries, the author focuses on the forces that influence policy formulation in Iraq and evokes the perspective from which the Iraqi government itself views its problems and sets its priorities. Part 1 examines the country's evolution into modern Iraq, explaining why problems that have recurred throughout Iraqi history have bedeviled all recent Iraqi governments and created tension between ''Iraq the nation'' and ''Iraq the state.'' Part 2 discusses the Arab Ba'th Socialist party, which has dominated Iraqi political life since 1968. The author neither condemns nor praises this controversial party and its current leader, President Saddam Husain, but seeks to explain why they have adopted the positions and taken the actions that have characterized their rule. Part 3 analyzes the war between Iraq and Iran, its causes, and the decisions Iraq has made in light of its goals and its assumptions about Iran. The author finds that this is not simply ''a war over borders'' but a deeper conflict between Islamic conservatism and Arab nationalism. Looking beyond the war, the final chapter assesses Iraq's potential importance in the Middle East and to the world economy. 8 figs.

    Remnants of late Quaternary paleodunes are exposed near the coast of the Arabian Gulf and in large inland playas and interdunal areas in central and western Abu Dhabi Emirate over a distance of >45 km normal to the coast. Paleodunes occur south of Madinat Zayed (lat. 23[degree]35 N), which marks the northern limit of a modern dune field that grades into the mega-dune sand sea of the ar Rub al Khali, Saudi Arabia. Coastal paleodunes are composed of weakly cemented millolid foraminifers, ooids, and rounded biogenic grains, whereas inland and southward the paleodunes show a progressive increase in the proportion of eolian quartz sand. The paleodunes exhibit large-scale trough foresets in remnant exposures 0.5 to 10 m thick, indicating paleowind directions from 65[degree] to 184[degree] (dominantly southeast transport). Scattered paleoplaya remnants provide paleodune scale. Paleoplaya deposits form buttes 30--50 m high. If coeval with the Paleodunes, large-scale paleodune fields are implied (100+ m high), comparable to star dunes and sand mountains at the northwestern edge of the ar Rub al Khali. Based on U-Th isotopic analyses, the carbonate paleodune sands are >160ka and probably >250ka. The carbonate source was a shallow, nearly dry Arabian Gulf at a time when large areas were exposed during a low sea-level stand. Paleowind direction indicates that Pleistocene prevailing winds were northwesterly, the direction of the dominant (winter shamal) wind today. The geographic extend and implied magnitude of the paleodunes suggest large-scale eolian transport of carbonate sand during the Pleistocene disiccation, and admixed quartz sand identifies a youthful stage of contemporaneous evolution of the ar Rub al Khali. Wave-eroded paleodunes probably floor much of the present-day Gulf and extend beneath the modern dunes and sand mountains.

    Either OPEC or a similar Middle East organizaiton will recapture the dominant role in oil market as non-OPEC oil sources are depleted. An interview with Ali Ahmed Attiga of the Organization of Arab Petroleum Exporting Countries (OAPEC) suggests the possibility of another embargo, but emphasizes the common bond that both oil-importing and oil-exporting countries have if they become over-dependent on oil. Attiga points out that OAPEC will produce 40% of the energy consumed at the end of 10 years. He credits the 1973 embargo with reminding the US of its vital interest in the Arab world, but admits it did not accomplish the withdrawal of Israel from occupied territory. In response to other questions Attiga doubts other producers will join OPEC, explains OPEC pricing and production policies, and describes its development programs. 1 figure.

The origins of the 1973 boycott during the Yom Kippur War are examined, showing how that step affected subsequent OAPEC policy. OAPEC's relationship to the rest of the international petroleum community is explored, focusing on the interaction between OAPEC and OPEC in the making of petroleum pricing policy. The expulsion of Egypt for trading with Israel is discussed. Huge profits from the oil industry are the key to the region's economic development. Successes and failures of OAPEC investments, joint ventures with various nations as partners in fostering the economic progress of the Arab world are examined. This study provides a useful tool for the understanding of the international petroleum industry.

Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.

    The purpose of this study is to explain Thai foreign-policy behavior toward the Arab-Israeli conflict during the Arab oil embargo of 1973-1974 in the wake of the October 1973 War. The major hypothesis is that Thai foreign policy behavior shifted from a neutral to a pro-Arab position after the Arab oil embargo. This shift was motivated by Thai oil-import dependence on OAPEC (Organization of Arab Petroleum Exporting Countries). Oil has assumed an economic as well as a political dimension. Therefore, its political influence over the oil-dependent states cannot be dismissed. Thai foreign-policy behavior in the Arab-Israeli conflict is analyzed through the use of the dependence approach, which contends that external reliance is a potent factor for explaining behavior of actors. Thailand's foreign-policy stand is first delineated through the use of documents containing policy statements by Thai delegates to the United Nations. It was found that although Thai public policy statements were never bluntly anti-Israel, they moved from between neutrality before the oil crisis to a pro-Arab position after the oil crisis of 1973-1974. This shift of Thailand's foreign policy behavior position was then measured against its UN voting records. Results of the voting analysis indicated that the shifting of Thai foreign policy behavior during the October war was motivated by Thailand's oil-import dependence.

    As part of a program to survey low levels of radioactivity in the marine environment of the southern hemisphere, we have studied the distribution and uptake of /sup 131/I found in the subtidal kelp Ecklonia radiata, on the west coast of Australia. Concentrations of 5 to 75 fCi/g of /sup 131/I exist in this species over a considerable distance along the coast. We have characterized the principal source of the /sup 131/I and found a general temporal correlation between the amount of radioiodine discharged from sewer outfalls and its concentration in kelp. Transplant experiments have enabled us to estimate uptake and depuration rates, and our results are consistent with laboratory measurements made by others.

    The general question is considered of the effectiveness of economic sanctions in international politics, in terms of the Arabs' use of oil as a political weapon in 1956, 1967, and 1973. Chapter 3 focuses on the impact of the interruption of oil supplies to Western Europe throughout the 1956 Suez crisis. By 1967, pressure on the conservative governing elites of Saudi Arabia, Kuwait, Libya, and the Gulf Sheikdoms obliged these states to join Iraq and Algeria in imposing production cutbacks and an embargo. Yet the conservative regimes' ties to the West, and the control exerted by multinational oil corporations over all phases of their oil industry, insured that the embargo was not enforced. Chapter 4 explains historically how, by the late 1960s, relinquishment of old concessions, nationalization acts, and participation agreements had caused a decline in the multinationals' domination of the oil industry. The rise of OPEC and OAPEC, which by 1970 had united and organized the producing governments, channeled their demands, and created an international forum for their political grievances, is discussed. Chapter 5 considers how by 1973 international and Arab political developments had forced states like Saudi Arabia, which had sought to dissociate oil and politics, to unsheathe the oil weapon and wave it in the faces of their Western allies. The author concludes from analysis of these complex cases that scholarship has exaggerated the inefficacy of sanctions. The effectiveness of sanctions is seen to depend upon how the demands are formulated and presented and to what extent they can be negotiated, as well as upon the sociopolitical, cultural, and psychological characteristics of the target population.

    This paper discusses how preparations are being made for the construction and operation of a semi commercial plant to process Australian oil shale. This plant is primarily designed to demonstrate the technical feasibility of processing these shales at low cost. Nevertheless it is expected to generate modest profits even at this demonstration level. This will be the first step in a three staged development of one of the major Australian oil shale deposits which may ultimately provide nearly 10% of Australia's anticipated oil requirements by the end of the century. In turn this development should provide the basis for a full scale oil shale industry in Australia based upon the advantageously disposed oil shale deposits there. New sources of oil are becoming critical since Australian production is declining rapidly while consumption is accelerating.

    This study aimed to evaluate the accuracy of radiographers’ screen-reading mammograms. Currently, radiologist workforce shortages may be compromising the BreastScreen Australia screening program goal to detect early breast cancer. The solution to a similar problem in the United Kingdom has successfully encouraged radiographers to take on the role as one of two screen-readers. Prior to consideration of this strategy in Australia, educational and experiential differences between radiographers in the United Kingdom and Australia emphasise the need for an investigation of Australian radiographers’ screen-reading accuracy. Ten radiographers employed by the Westmead Breast Cancer Institute with a range of radiographic (median = 28 years), mammographic (median = 13 years) and BreastScreen (median = 8 years) experience were recruited to blindly and independently screen-read an image test set of 500 mammograms, without formal training. The radiographers indicated the presence of an abnormality using BI-RADS®. Accuracy was determined by comparison with the gold standard of known outcomes of pathology results, interval matching and client 6-year follow-up. Individual sensitivity and specificity levels ranged between 76.0% and 92.0%, and 74.8% and 96.2% respectively. Pooled screen-reader accuracy across the radiographers estimated sensitivity as 82.2% and specificity as 89.5%. Areas under the reading operating characteristic curve ranged between 0.842 and 0.923. This sample of radiographers in an Australian setting have adequate accuracy levels when screen-reading mammograms. It is expected that with formal screen-reading training, accuracy levels will improve, and with support, radiographers have the potential to be one of the two screen-readers in the BreastScreen Australia program, contributing to timeliness and improved program outcomes.

    In November 1995, the Australian and New Zealand Environment and Conservation Council (ANZECC, the Council of State and National Environment Ministers) adopted a National Management Plan for PCBs. This was a significant milestone in the very long saga of Australian efforts to develop public policy and management structures for dealing with persistent organochlorine wastes. The author was part of a four-person consultation panel that carried out a public involvement program to assist and inform the process of developing the National Management Plan. The program involved, among other things, visiting every state and territory of Australia at least twice. This paper describes the development and delivery of the public involvement program, including ongoing interactions with Governments. The latter is often a complex (and many would say an unduly complex) matter in the federal system, where primary responsibility for waste management resides in the individual state/territory jurisdictions. The paper also attempts to draw lessons from the process. While some participants learned and acted upon some of these lessons quite early in the process, other participants (particularly governments) took longer to realize their importance and thus took longer to refrain from actions that might be regarded as not keeping faith with the activities they had set in process. Finally, the lessons learned here are contrasted with those drawn by participants in the process that led to the establishment and expansion of the Swan Hills facility in Alberta. While the outcomes of the Australian and Albertan processes appear to be very different, a number of the essential lessons to be drawn from the two processes are virtually identical. 13 refs.

    Australia`s electric power industry (EPI) is undergoing major restructuring. This restructuring includes commercialization of state-owned electric organization through privatization and through corporatization into separate governmental business units; structural unbundling of generation, transmission, retailing, and distribution; and creation of a National Electricity Market (NEM) organized as a centralized, market-based trading pool for buying and selling electricity. The principal rationales for change in the EPI were the related needs of enhancing international competitiveness, improving productivity, and lowering electric rates. Reducing public debt through privatization also played an important role. Reforms in the EPI are part of the overall economic reform package that is being implemented in Australia. Enhancing efficiency in the economy through competition is a key objective of the reforms. As the need for reform was being discussed in the early 1990s, Australia`s previous prime minister, Paul Keating, observed that {open_quotes}the engine which drives efficiency is free and open competition.{close_quotes} The optimism about the economic benefits of the full package of reforms across the different sectors of the economy, including the electricity industry, is reflected in estimated benefits of a 5.5 percent annual increase in real gross domestic product and the creation of 30,000 more jobs. The largest source of the benefits (estimated at 25 percent of total benefits) was projected to come from reform of the electricity and gas sectors.

    Significant preliminary work has been undertaken by New Zealand and Australian Power/Generation Companies regarding Wind Power. Turbines are installed in Australia and New Zealand to test the wind and the technical applicability in the Australian wind diesel and the New Zealand high wind speed environment. Projects in Esperance, Thursday Island and King Island illustrate hybrid wind diesel applications. A single Wind Turbine Generator (WTG) has been successfully operated in New Zealand for the last 3 years. A new 3.5 MW wind farm is operational and Resource Consent has been granted for a 65 MW wind farm in New Zealand. Design Power is very proud to be involved in many of the New Zealand and Australian projects. It is obvious that wind power is just starting here, however the start has been promising and it is expected that wind power is here to stay. This paper will address some of the issues associated with wind power in New Zealand and Australia, particularly those that are different from Europe and America. It shows the opportunities and challenges regarding the operation of WTGs in these countries. It addresses the non subsidized electrical pricing structure and the influence of the economically necessary high wind speeds or diesel systems on the choice of technology, particularly the control algorithm of WTGs and the subsystems. It reviews several of the issues associated with predicting the amount of energy that a WTG can generate, again taking into account the high wind speed control algorithms. It further addresses the issue of embedded generation and the influence that a wind farm might have on the electrical network. It continues to address issues associated with wind diesel systems. The paper concludes that wind power will be viable in the near future both in New Zealand and Australia, but also that care should be taken with data analysis and hardware choices during the next phase of implementation of wind power in New Zealand and Australia. 7 figs.

Updated in 2005, these MEPS were aligned with US 2001 levels. Considered together, these actions set Australia apart as having one of the most aggressive appliance efficiency programs in the world. For these reasons, together with good data on product sales over time, Australia represents a potentially fruitful case study for understanding the dynamics energy efficiency standards and labeling (EES and L) programs impacts on appliance markets. This analysis attempts to distinguish between the impacts of labeling alone as opposed to MEPS, and to probe the time-dependency of such impacts. Fortunately, in the Australian case, detailed market sales data and a comprehensive registration system provides a solid basis for the empirical evaluation of these questions. This paper analyzes Australian refrigerator efficiency data covering the years 1993-2009. Sales data was purchased from a commercial market research organization (in this case, the GfK Group) and includes sales and average price in each year for each appliance model – this can be used to understand broader trends by product class and star rating category, even where data is aggregated. Statistical regression analysis is used to model market introduction and adoption of high efficiency refrigerators according to logistic adoption model formalism, and parameterizes the way in which the Australian programs accelerated adoption of high-efficiency products and phased out others. Through this analysis, the paper presents a detailed, robust and quantitative picture of the impacts of EES and L in the Australian case, but also demonstrates a methodology of the evaluation of program impacts that could form the basis of an international evaluation framework for similar programs in other countries.

    This paper seeks to address tile social and cultural dimensions of the global warming issue through an analysis of `public` responses in Newcastle, Australia, based on recent research undertaken for a PhD thesis. Given the history of Australian involvement in the F.C.C.C process this case-study will provides an interesting context in which to analyse discourses of environmental values. It is argued that these discourses shape and are shaped by public responses to global environmental issues in ways which have important implications for the definition of issues as `problems` with acceptable solutions, for the implementation of such solutions and for their political consequences.

The first sample, designated NSR-F-270409-1, was a depleted uranium powder of moderate purity (~1000 μg/g total elemental impurities). The chemical form of the uranium was a compound similar to K2(UO2)3O4·4H2O. While aliquoting NSR-F-270409-1 for analysis, the body and head of a Tineid moth was discovered in the sample. The second sample, designated NSR-F-270409-2, was also a depleted uranium powder. It was of reasonably high purity (~380 μg/g total elemental impurities). The chemical form of the uranium was primarily UO3·2H2O, with minor phases ofmore » U3O8 and UO2. While aliquoting NSR-F-270409-2 for analysis, a metal staple of unknown origin was discovered in the sample. The presence of 236U and 232U in both samples indicates that the uranium feed stocks for these samples experienced a neutron flux at some point in their history. The reactor burn-up calculated from the isotopic composition of the uranium is consistent with that of spent fuel from natural uranium (NU) fueled Pu production. These nuclear forensic conclusions allow us to categorically exclude Australia as the origin of the material and greatly reduce the number of candidate sources.« less

  16. Sediment body quantification: Examples from a Late Permian mixed influence deltaic system, Bowen Basin, Australia

    The Bowen basin open-cut coal mines of central Queensland, Australia, provide some of the best exposures of alluvial and fluviodeltaic sequences in the world. Within the Bowen basin coal is mined extensively along a strike length of 5-600 km exposing various parts of an Upper Permian terrestrial to shallow-marine sequence. Individual mines cover 10-30 km of strike and may work several different seams that are correlatable between mines. The project described here is aimed at providing a detailed database on facies geometry within coal-bearing alluvial and fluviodeltaic sequences of the Bowen basin. Data has been collected from the profusion of very large open-cut coal mine exposures in eastern Queensland, Australia, and rationalized into a form useful for hydrocarbon reservoir description. High-quality geometrical data is obtained from controlled photomosaics of highwalls supplemented by information from close-spaced borehole networks. Detailed information from core and accessible exposures allows accurate sedimentological interpretation. Interpretation of the German Creek Formation, one of the coalbearing units of the Bowen basin, suggests that accumulation occurred on an extensive lower delta plain, within a mixed (i.e., wave-tide-fluvial influenced) delta. Four facies have been identified, two of which are possible reservoirs: facies A, major channelized sandstone bodies (4-11 m thick and 0.5-5 km wide, elongate perpendicular to basin edge), interpreted as deltaic distributary channel fills; and facies B, tabular sandstone bodies (9-20 m thick tens of km in areal extent, elongate parallel to basin margin) internally dominated by hummocky cross-stratification, interpreted as proximal mouth bar deposits.

The mineral resources of Antarctica are also discussed.   18. Integrated geologic and engineering reservoir characterization of the Hutton Sandstone, Jackson region, Australia

    An integrated geologic and engineering reservoir characterization study of the Hutton Sandstone was completed for the Jackson region, Eromanga Basin, Australia. Our approach involves four principal steps: (1) determine reservoir architecture within a high-resolution sequence stratigraphic framework, (2) investigate trends in reservoir fluid flow, (3) integrate fluid flow trends with reservoir architecture to identify fundamental reservoir heterogeneities, and (4) identify opportunities for reserve growth. Contrary to the existing perception, the Hutton Sandstone, a continental-scale bed-load fluvial system, does not behave as a large, homogeneous tank in which pistonlike displacement of produced oil occurs unimpeded by vertical migration of the aquifer. The sequence stratigraphic analysis identified numerous thin but widespread shale units, deposited during lacustrine flooding events that periodically interrupted episodes of coarse clastic Hutton deposition. These shales represent chronostratigraphically significant surfaces. More importantly, the trends established in reservoir fluid flow from monitoring aquifer encroachment, production response to water shut-off workovers, and differential depletion in Repeat Formation Tests indicate that these shale units act as efficient barriers to vertical fluid flow. Erosion of the upper part of the Hutton reservoir by the younger Birkhead mixed-load fluvial system caused further stratigraphic complexity and introduced additional barriers to vertical and lateral migration of mobile oil and aquifer encroachment. This integrated characterization targeted strategic infill and step-out drilling and recompletion candidates.

  19. Structural evolution of the Permian-Triassic Cooper basin, Australia: Relation to hydrocarbon trap styles

    The structural and depositional history of the Cooper basin in eastern central Australia has revealed that the basin is a mildly compressional structural depression controlled by northwestrending and northeast-trending pre-Permian basement features. Pronounced pre-Permian compressions are indicated by northeast-trending major structures, the Gidgealpa-Merrimelia-Innamincka and Murteree-Nappacoongee trends. Detailed chronostratigraphic facies analysis, with closely spaced palynological control, of the Patchawarra Formation revealed that two pronounced phases of uplift occurred during the Sakmarian. The major intrabasin highs were rejuvenated during these tectonic events, as documented by crestal unconformities (middle and upper Patchawarra unconformities). Evidence of each event is dominantly tectonic in character, with similar depositional patterns over these highs related to each event. These events are also recognizable in midflank areas and basin margins with contemporaneous deposition in deeper parts of the basin. Results from this research show potential for future hydrocarbon discoveries within structural, stratigraphic, and structural/stratigraphic traps in the Cooper basin. Various trap styles are closely associated with faults, unconformities, and lateral facies changes. Lowside fault closures, onlap plays, and unconformity traps are expected to be well developed along intrabasinal highs, basin margins, and preexisting structures. The primary reservoir targets would be deltaic sequences comprising shoreline sandstones, distributary and delta-mouth bar deposits that may be well developed in synclinal areas, and flanks of intrabasin highs in the Copper basin.

    The Houtman Abrolhos reefs are located 80 km off the west coast of Australia between latitudes 28 and 29{degree} south. The islands are situated on three Pleistocene carbonate reef platforms which rise above the surrounding shelf. The modern coral reefs are close to the geographic limit for coral growth in the southern hemisphere and survive due to the presence of the Leeuwin current (a poleward-flowing warm stream). Two major shallow-water benthic communities coexist in the Abrolhos: a macroalgal-dominated community on the windward platform margins and a coral-dominated community on the leeward margins. These communities overlap-particularly in the platform lagoons, where competition between macroalgae and corals is intense. This interaction has been suggested as a major factor controlling the growth of cord reefs at high latitudes. The Holocene carbonate sediments lack nonskeletal components and are dominated by coral and coralline algal fragments with subordinate molluskan and echinoderm debris. The accumulations can be grouped into the following major facies: (1) coral framestone and coralline algal/serpulid boundstone, (2) submarine sand sheets, (3) subaerial coral storm ridges, (4-) peritidal to subtidal shingle and rubble veneers composed of dominantly coral debris, and (5) eolian dunes and beach sand. The Holocene sediment is a thin (< 2 m) veneer on the Pleistocene reef platform, which is emergent as small islands. The Pleistocene platform is composed of reef facies that can be directly related to the Holocene sediments. The platform is composed of framestone and boundstone facies (corals and coralline algal/serpulid facies), rudstones (submarine coral rubble facies), planar-bedded skeletal grainstones dipping 12-13{degree} (submarine sand sheet and peritidal shingle facies), and large 15-m-high eolianite dunes (eolian dune facies).

  1. The Rise and Decline of U.S. Private Sector Investments in Energy R&D since the Arab Oil Embargo of 1973

    This paper presents two distinct datasets that describe investments in energy research and development (R&D) by the US private sector since the mid1970s, which is when the US government began to systematically collect these data. The first dataset is based upon a broad survey of more than 20,000 firms’ industrial R&D activities. This broad survey of US industry is coordinated by the US National Science Foundation. The second dataset discussed here is a much narrower accounting of the energy R&D activities of the approximately two dozen largest US oil and gas companies conducted by the US Department of Energy’s Energy Information Agency. Even given the large disparity in the breadth and scope of these two surveys of the private sector’s support for energy R&D, both datasets tell the same story in terms of the broad outlines of the private sector’s investments in energy R&D since the mid 1970s. The broad outlines of the US private sector’s support for energy R&D since the mid 1970s is: (1) In the immediate aftermath of the Arab Oil Embargo of 1973, there is a large surge in US private sector investments in energy R&D that peaked in the period between 1980 and 1982 at approximately $3.7 billion to $6.7 billion per year (in inflation adjusted 2010 US dollars) depending upon which survey is used (2) Private sector investments in energy R&D declined from this peak until bottoming out at approximately $1.8 billion to $1 billion per year in 1999; (3) US private sector support for energy R&D has recovered somewhat over the past decade and stands at $2.2 billion to $3.4 billion. Both data sets indicate that the US private sector’s support for energy R&D has been and remains dominated by fossil energy R&D and in particular R&D related to the needs of the oil and gas industry.

    The purpose of this study was to explore the factors influencing the implementation or the lack of implementation of advanced practitioner role in Australia. This study uses an interpretative phenomenological approach to explore the in-depth real life issues, which surround the advanced practitioner as a solution to radiologist workforce shortages in Australia. Research participants are radiographers, radiation therapists and health managers registered with the Australian Institute of Radiography (AIR) and holding senior professional and AIR Board positions with knowledge of current advanced practice. In total, seven interviews were conducted revealing education, governance, technical, people issues, change management, government, costs and timing as critical factors influencing advanced practice in Australia. Seven participants in this study perceived an advanced practice role might have major benefits and a positive impact on the immediate and long-term management of patients. Another finding is the greater respect and appreciation of each other's roles and expertise within the multidisciplinary healthcare team. Engagement is required of the critical stakeholders that have been identified as ‘blockers’ (radiologists, health departments) as well as identified allies (e.g. emergency clinicians, supportive radiologists, patient advocacy groups). The research supports that the AIR has a role to play for the professional identity of radiographers and shaping the advanced practice role in Australia.

    In early 2009, a state policing agency raided a clandestine drug laboratory in a suburb of a major city in Australia. While searching the laboratory, they discovered a small glass jar labelled “Gamma Source” and containing a green powder. The powder was radioactive. This paper documents the detailed nuclear forensic analysis undertaken to characterize and identify the material and determine its provenance. Isotopic and impurity content, phase composition, microstructure and other characteristics were measured on the seized sample, and the results were compared with similar material obtained from the suspected source (ore and ore concentrate material). While an extensive rangemore » of parameters were measured, the key ‘nuclear forensic signatures’ used to identify the material were the U isotopic composition, Pb and Sr isotope ratios, and the rare earth element pattern. These measurements, in combination with statistical analysis of the elemental and isotopic content of the material against a database of uranium ore concentrates sourced from mines located worldwide, led to the conclusion that the seized material (a uranium ore concentrate of natural isotopic abundance) most likely originated from Mary Kathleen, a former Australian uranium mine.« less

  10. Bent-tailed radio sources in the australia telescope large area survey of the Chandra deep field south

    Using the 1.4 GHz Australia Telescope Large Area Survey, supplemented by the 1.4 GHz Very Large Array images, we undertook a search for bent-tailed (BT) radio galaxies in the Chandra Deep Field South. Here we present a catalog of 56 detections, which include 45 BT sources, 4 diffuse low-surface-brightness objects (1 relic, 2 halos, and 1 unclassified object), and a further 7 complex, multi-component sources. We report BT sources with rest-frame powers in the range 10{sup 22} ≤ P {sub 1.4} {sub GHz} ≤ 10{sup 26} W Hz{sup –1}, with redshifts up to 2 and linear extents from tens of kiloparsecs up to about 1 Mpc. This is the first systematic study of such sources down to such low powers and high redshifts and demonstrates the complementary nature of searches in deep, limited area surveys as compared to shallower, large surveys. Of the sources presented here, one is the most distant BT source yet detected at a redshift of 2.1688. Two of the sources are found to be associated with known clusters: a wide-angle tail source in A3141 and a putative radio relic which appears at the infall region between the galaxy group MZ 00108 and the galaxy cluster AMPCC 40. Further observations are required to confirm the relic detection, which, if successful, would demonstrate this to be the least powerful relic yet seen with P {sub 1.4} {sub GHz} = 9 × 10{sup 22} W Hz{sup –1}. Using these data, we predict future 1.4 GHz all-sky surveys with a resolution of ∼10 arcsec and a sensitivity of 10 μJy will detect of the order of 560,000 extended low-surface-brightness radio sources of which 440,000 will have a BT morphology.

    Climate change is one of the greatest challenges facing the globe and there is substantial evidence that this will result in a number of health impacts, regardless of the level of greenhouse gas mitigation. It is therefore apparent that a combined approach of mitigation and adaptation will be required to protect public health. While the importance of mitigation is recognised, this project focused on the role of adaptation strategies in addressing the potential health impacts of climate change. The nature and magnitude of these health impacts will be determined by a number of parameters that are dependent upon the location. Firstly, climate change will vary between regions. Secondly, the characteristics of each region in terms of population and the ability to adapt to changes will greatly influence the extent of the health impacts that are experienced now and into the future. Effective adaptation measures therefore need to be developed with these differences in mind. A Health Impact Assessment (HIA) framework was used to consider the implications of climate change on the health of the population of Western Australia (WA) and to develop a range of adaptive responses suited to WA. A broad range of stakeholders participated in the HIA process, providing informed input into developing an understanding of the potential health impacts and potential adaptation strategies from a diverse sector perspective. Potential health impacts were identified in relation to climate change predictions in WA in the year 2030. The risk associated with each of these impacts was assessed using a qualitative process that considered the consequences and the likelihood of the health impact occurring. Adaptations were then developed which could be used to mitigate the identified health impacts and provide responses which could be used by Government for future decision making.     Bradyrhizobium sp. strain WSM1743 is an aerobic, motile, Gram-negative, non-spore-forming rod that can exist as a soil saprophyte or as a legume microsymbiont of an Indigofera sp. WSM1743 was isolated from a nodule recovered from the roots of an Indigofera sp. growing 20 km north of Carnarvon in Australia. It is slow growing, tolerates up to 1 % NaCl and is capable of growth at 37 °C. Here we describe the features of Bradyrhizobium sp. strain WSM1743, together with genome sequence information and its annotation.   14. Hydrocarbon rims on monazite in Permian-Triassic arenites, northern Perth Basin, Western Australia: Pointers to the former presence of oil

    Black opaque hydrocarbon rims about 0.05 mm thick are preserved around detrital monazite grains in Permian-Triassic arenites of the norther Perth Basin, Western Australia. Chromatographic analysis indicates derivation from oil chemically like that elsewhere in the sequence, and the rims seem to be remnants of oil, which was largely flushed away. The hydrocarbon rims may have adhered to the monazite grains because of irradiation; they are not found on other grains. Monazite-rich heavy mineral bands are probably responsible for abnormally high radioactivity recorded locally by gamma-ray logs in wells penetrating the sandstones. A preliminary search has revealed similar rims around monazite in other Western Australian arenites ranging in age from Silurian to Cretaceous. Thin-section examination of heavy mineral concentrations may therefore be a useful, simple technique to indicate the former presence of hydrocarbons in dry arenites.

    We describe the design, performance, sensitivity and results of our recent experiments using the Australia Telescope Compact Array (ATCA) for lunar Cherenkov observations with a very wide (600 MHz) bandwidth and nanosecond timing, including a limit on an isotropic neutrino flux. We also make a first estimate of the effects of small-scale surface roughness on the effective experimental aperture, finding that contrary to expectations, such roughness will act to increase the detectability of near-surface events over the neutrino energy-range at which our experiment is most sensitive (though distortions to the time-domain pulse profile may make identification more difficult). The aim of our 'Lunar UHE Neutrino Astrophysics using the Square Kilometre Array' (LUNASKA) project is to develop the lunar Cherenkov technique of using terrestrial radio telescope arrays for ultrahigh energy (UHE) cosmic ray (CR) and neutrino detection, and, in particular, to prepare for using the Square Kilometre Array (SKA) and its path-finders such as the Australian SKA Pathfinder (ASKAP) and the Low Frequency Array (LOFAR) for lunar Cherenkov experiments.

    Understanding long-term changes in forest ecosystem carbon stocks under forest management practices such as timber harvesting is important for assessing the contribution of forests to the global carbon cycle. Harvesting effects are complicated by the amount, type, and condition of residue left on-site, the decomposition rate of this residue, the incorporation of residue into soil organic matter and the rate of new detritus input to the forest floor from regrowing vegetation. In an attempt to address these complexities, the forest succession model LINKAGES was used to assess the production of aboveground biomass, detritus, and soil carbon stocks in native Eucalyptus forests as influenced by five harvest management practices in New South Wales, Australia. The original decomposition sub-routines of LINKAGES were modified by adding components of the Rothamsted (RothC) soil organic matter turnover model. Simulation results using the new model were compared to data from long-term forest inventory plots. Good agreement was observed between simulated and measured above-ground biomass, but mixed results were obtained for basal area. Harvesting operations examined included removing trees for quota sawlogs (QSL, DBH >80 cm), integrated sawlogs (ISL, DBH >20 cm) and whole-tree harvesting in integrated sawlogs (WTH). We also examined the impact of different cutting cycles (20, 50 or 80 years) and intensities (removing 20, 50 or 80 m{sup 3}). Generally medium and high intensities of shorter cutting cycles in sawlog harvesting systems produced considerably higher soil carbon values compared to no harvesting. On average, soil carbon was 2-9% lower in whole-tree harvest simulations whereas in sawlog harvest simulations soil carbon was 5-17% higher than in no harvesting.

    The Clean Energy Ministerial (CEM) is a high-level global forum to share best practices and promote policies and programs that advance clean energy technologies and accelerate the transition to a global clean energy economy. The CEM works to increase energy efficiency, expand clean energy supply, and enhance clean energy access worldwide. To achieve these goals, the CEM pursues a three-part strategy that includes high-level policy dialogue, technical cooperation, and engagement with the private sector and other stakeholders. Each year, energy ministers and other high-level delegates from the 23 participating CEM governments come together to discuss clean energy, review clean energy progress, and identify tangible next steps to accelerate the clean energy transition. The U.S. Department of Energy, which played a crucial role in launching the CEM, hosted the first annual meeting of energy ministers in Washington, DC, in June 2010. The United Arab Emirates hosted the second Clean Energy Ministerial in 2011, and the United Kingdom hosted the third Clean Energy Ministerial in 2012. In April 2013, India hosted the fourth Clean Energy Ministerial (CEM4) in New Delhi. Key insights from CEM4 are summarized in the report. It captures the ideas and recommendations of the government and private sector leaders who participated in the discussions on six discussion topics: reducing soft costs of solar PV; energy management systems; renewables policy and finance; clean vehicle adoption; mini-grid development; and power systems in emerging economies.

The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves.   17. Neutral monosaccharides from a hypersaline tropical environment: Applications to the characterization of modern and ancient ecosystems

    Surficial and buried sediment samples from a hypersaline lagoon-sabkha system (Abu Dhabi, United Arab Emirates) were analyzed for carbohydrates (as neutral monosaccharides) to distinguish and characterize various types of recent and ancient tropical ecosystems on a molecular level. The samples consisted of surficial and buried microbial mats, lagoonal sediments containing seagrass (Halodule uninervis), and mangrove (Avicennia marine) paleosoils and handpicked mangrove leaves, ranging in age from contemporary to ca. 6000 yr BP. Analysis of quantitative neutral monosaccharide data by multivariate techniques shows that various groups can be distinguished: intact vascular plant material (mangrove leaf) contains high amounts of arabinose and glucose and hardly any partially methylated monosaccharides, whereas microbial mats in general and lagoonal seagrass sediments show high contributions of fucose, ribose, mannose, galactose, and partially methylated monosaccharides. Moreover, surficial microbial mats consisting of filamentous cyanobacteria (Microcoleus chtonoplastes, Lyngbya aestuarii) can be distinguished from other mats and sediments containing coccoid cyanobacteria (Entophysalis major) and/or fermenting, sulphate reducing, and methanogenic bacteria on the basis of high contributions of specific groups of partially methylated monosaccharides and other [open quotes]minor[close quotes] saccharides. The neutral monosaccharides present in mangrove paleosoils are for a substantial part derived from microorganisms. 22 refs., 4 figs., 4 tabs.

    Developed under the auspices of UNESCO, SESAME (Synchrotron-light for Experimental Science and Applications in the Middle East) will be a major international research centre in the Middle East and Mediterranean region. On 6th of January 2003, the official foundation of SESAME took place. The facility is located in Allan, Jordan, 30 km North-West of Amman. As of August 2003 the Founding Members are Bahrain, Egypt, Iran, Israel, Jordan, Pakistan, Palestine, Turkey and United Arabic Emirates, representing a population of over 300 million. SESAME will be a 2.5 GeV 3rd Generation light source (emittance 24.6 nm.rad, circumference {approx}125m). About 40% of the circumference is available for insertion devices (average length 2.75m) in 13 straight sections. Beam lines are up to 36m. The site and a building are provided by Jordan. Construction started in August 2003. The scientific program will start with up to 6 beam lines: MAD Protein Crystallography, SAXS and WAXS for polymers and proteins, Powder Diffraction for material science, UV/VUV/SXR Photoelectron Spectroscopy and Photoabsorption Spectroscopy, IR Spectroscopy, and EXAFS.

  19. 3-D seismology in the Arabian Gulf

    Since 1977 when Aramco and GSI (Geophysical Services International) pioneered the first 3-D seismic survey in the Arabian Gulf, under the guidance of Aramco`s Chief Geophysicist John Hoke, 3-D seismology has been effectively used to map many complex subsurface geological phenomena. By the mid-1990s extensive 3-D surveys were acquired in Abu Dhabi, Oman, Qatar and Saudi Arabia. Also in the mid-1990`s Bahrain, Kuwait and Dubai were preparing to record surveys over their fields. On the structural side 3-D has refined seismic maps, focused faults and fractures systems, as well as outlined the distribution of facies, porosity and fluid saturation. In field development, 3D has not only reduced drilling costs significantly, but has also improved the understanding of fluid behavior in the reservoir. In Oman, Petroleum Development Oman (PDO) has now acquired the first Gulf 4-D seismic survey (time-lapse 3D survey) over the Yibal Field. The 4-D survey will allow PDO to directly monitor water encroachment in the highly-faulted Cretaceous Shu`aiba reservoir. In exploration, 3-D seismology has resolved complex prospects with structural and stratigraphic complications and reduced the risk in the selection of drilling locations. The many case studies from Saudi Arabia, Oman, Qatar and the United Arab Emirates, which are reviewed in this paper, attest to the effectiveness of 3D seismology in exploration and producing, in clastics and carbonates reservoirs, and in the Mesozoic and Paleozoic.

  20. Three-dimensional modeling of an aeolian dune/interdune system: Applications to hydrocarbon production

    The Al Liwa region of the northeast Rub Al Khali, United Arab Emirates, comprises compound crescentic draa and subcircular inland sabkhas that are flanked to their north by a sand sea of smaller dunes extending almost to the coast of the Arabian Gulf. This controlled the supply of sand from the north and influenced water-table positions within interdune areas. The draa, up to 170 m high, comprise both fine and coarse sands with a strong carbonate component, and are migrating very slowly to the south-southeast. The evaporite-encrusted interdune sabkhas often are underlain by foreset dune sands that also indicate transport to the south-southeast. The northern fringe of smaller dunes migrates southward more rapidly than the draa, but their northern supply of sand now has been cut off by flooding of the Gulf, initiating the deflation of coastal areas down to the water table. A deep-penetrating radar survey, coupled with large-scale trenching, provides a three-dimensional model of dune/interdune systems. This fieldwork aids a clearer understanding of dune/interdune heterogeneities and interconnectedness, which in turn is providing more realistic reservoir models for interwell simulation studies within the Permian Rotliegende gas fields of northwest Europe.

It has been widely used to convert coal into gaseous energy carriers but only has been recently looked at as a process for producing energy from biomass. This study explores the potential of gasification for energy production and treatment of municipal solid waste (MSW). It relies on adapting the theory governing the chemistry and kinetics of the gasification process to the use of MSW as a feedstock to the process. It also relies on an equilibrium kinetics and thermodynamics solver tool (Gasify®) in the process of modeling gasification of MSW. The effect of process temperature variation on gasifying MSW was explored and the results were compared to incineration as an alternative to gasification of MSW. Also, the assessment was performed comparatively for gasification of MSW in the United Arab Emirates, USA, and Thailand, presenting a spectrum of socioeconomic settings with varying MSW compositions in order to explore the effect of MSW composition variance on the products of gasification. All in all, this study provides an insight into the potential of gasification for the treatment of MSW and as a waste to energy alternative to incineration.

    The East-West Center has received a research grant from the US Department of Energy's Office of Policy, Planning, and Analysis to study the impact of lower oil prices on OPEC production capacity, on export refineries, and petroleum trade. The project was later extended to include balance-of-payments scenarios and impacts on OPEC domestic demand. As the study progressed, a number of preliminary presentations were made at the US Department of Energy in order to receive feedback from DOE officials and to refine the focus of our analysis. During one of the presentations on June 4, 1987, the then Director of Division of Oil and Gas, John Stanley-Miller, advised us to focus our work on the Persian Gulf countries, since these countries were of special interest to the United States Government. Since then, our team has visited Iran, the United Arab Emirates, and Saudi Arabia and obtained detailed information from other countries. The political turmoil in the Gulf, the Iran/Iraq war, and the active US military presence have all worked to delay the final submission of our report. Even in countries where the United States has close ties, access to information has been difficult. In most countries, even mundane information on petroleum issues are treated as national secrets. As a result of these difficulties, we requested a one-year no cost extension to the grant and submitted an Interim Report in May 1988. As part of our grant extension request, we proposed to undertake additional tasks which appear in this report. 20 figs., 21 tabs.

Black-Right-Pointing-Pointer There is industry support for an entry-level, minimum industry qualification. - Abstract: Vocational Education and Training (VET) is an essential tool for providing waste management and recycling workers with the necessary skills and knowledge needed to beneficially influence their own employment and career development; and to also ensure productivity and safe working conditions within the organisations in which they are employed. Current training opportunities within Queensland for the sector are limited and not widely communicated or marketed; with other States, particularly Victoria and New South Wales, realising higher numbers of VET enrollments for waste management courses. This paper presents current VET opportunities and trends for the Queensland waste management sector. Results from a facilitated workshop to identify workforce requirements and future training needs organised by the Waste Contractors and Recyclers Association of Queensland (WCRAQ) are also presented and discussion follows on the future training needs of the industry within Queensland.

  14. SESAME - A 3rd Generation Synchrotron Light Source for the Middle East

    SESAME (Synchrotron-light for Experimental Science and Applications in the Middle East) will be the Middle East's first international research center. It is a cooperative venture by the scientists and governments of the region with founding members Bahrain, Egypt, Israel, Jordan, Pakistan, Palestine Authority, and Turkey. Iran is in the process of finalizing its formal membership. Other countries (Cyprus, Morocco, and the United Arab Emirates) are also expected to join. The permanent Council of member states has full responsibility for the project. Members provide the annual operating budget. Observer countries are Germany, Greece, Italy, Kuwait, Portugal, Russian Federation, Sweden, the UK, and the US. SESAME is being developed under the umbrella of UNESCO. Jordan was selected as the building site. SESAME will offer excellent opportunities for training of Middle East scientists and attract those working abroad to consider returning. SESAME will be a 2.5GeV 3rd Generation light source (emittance 26nm-rad, circumference {approx}133m), providing excellent performance for structural molecular biology, molecular environmental science, surface and interface science, microelectromechanical devices, x-ray imaging, archaeological microanalysis, and materials characterization. It will cover a broad spectral range from the infrared to hard x-rays and will have 12 straight sections for insertion devices (average length 2.75m). The injector will be the BESSY I 0.8 GeV booster synchrotron which has been given as a gift from Germany. Four committees advise the Council and assist in developing the technical design, beam lines, user community, and scientific Program. The SESAME building, now in construction with funds and a site provided by Jordan, is scheduled for completion in late 2006 after which the BESSY I injector will be installed.     A high-resolution sequence stratigraphic analysis of the Westbourne Formation identified five chronostratigraphic genetic units each separated by thin, but laterally extensive, shale markers interpreted as maximum lacustrine flooding surfaces. The flooding surfaces were primarily identified by their lateral persistence and high gamma-ray log response, but marked changes in bedding architecture across these surfaces also facilitated their identification. The changes in bedding architecture reflect reorganization of the depositional systems from one depositional episode to the next. The Westbourne Formation is interpreted as a series of fluvially-dominated lacustrine delta sequences. Although the genetic units generally display lobate to digitate sand body geometries, sediment transport directions between successive units is highly variable. The complex morphology of the distributary network and accompanying high degree of facies variability indicates shallow lacustrine sedimentation similar to that in the modern inland Niger River delta which provides a modern analog. Westbourne fluid flow trends were established by mapping water encroachment during field development, observing differential depletion in repeat formation test data, and monitoring production response to water shut-off workovers. The fluid flow trends emphasized the highly layered character of the Westbourne reservoirs and integrating these trends with the geologic architecture defined stratigraphic controls on Westbourne flow units. The stratigraphic framework proved essential for unraveling sediment transport patterns and thus, predicting reservoir sandstone distribution. The stratigraphic framework also provided the key to understanding water encroachment and pressure a depletion which, when combined with predicted sandstone geometries, identified several step-out drilling and recompletion opportunities.

    The Bowen Basin is a Permo-Triassic, back-arc extensional to foreland basin that developed landward of an intermittently active continental volcanic arc associated with the eastern Australian convergent plate margin. The basin has a complex, polyphase tectonic history that began with limited back-arc crustal extension during the Early Permian. This created a series of north-trending grabens and half grabens which, in the west, accommodated quartz-rich sediment derived locally from surrounding, uplifted continental basement. In the east, coeval calc-alkaline, volcanolithic-rich, and volcaniclastic sediment was derived from the active volcanic arc. This early extensional episode was followed by a phase of passive thermal subsidence accompanied by episodic compression during the late Early Permian to early Late Permian, with little contemporaneous volcanism. In the west, quartzose sediment was shed from stable, polymictic, continental basement immediately to the west and south of the basin, whereas volcanolithic-rich sediment that entered the eastern side of the basin during this time was presumably derived from the inactive, and possibly partly submerged volcanic arc. During the late Late Permian, flexural loading and increased compression occurred along the eastern margin of the Bowen Basin, and renewed volcanism took place in the arc system to the east. Reactivation of this arc led to westward and southward spread of volcanolithic-rich sediment over the entire basin. Accordingly, areas in the west that were earlier receiving quartzose, craton-derived sediment from the west and south were overwhelmed by volcanolithic-rich, arc-derived sediment from the east and north. This transition from quartz-rich, craton-derived sediments to volcanolithic-rich, arc-derived sediments is consistent with the interpreted back-arc extensional to foreland basin origin for the Bowen Basin.

    The Epsilon and Toolachee Formations record a transition from lacustrine deltas to fluvial depositional systems in the southeastern part of the Cooper Basin. Gas reservoirs in these formations occur mainly in narrow (typically less than 2 mi [3.2 km] wide) belts of distributary- and fluvial-channel sandstones in structurally high areas in Dullingari field and neighboring areas. In a study by the Bureau of Economic Geology and Santos to document distribution of Epsilon and Toolachee lithotacies, we mapped multiple depositional axes and projected them into undeveloped areas in the field. We performed a high-resolution sequence-stratigraphic study, defining four operational Epsilon subunits bounded by lacustrine mudstones recording periods of delta-platform abandonment and subsidence. In contrast, six genetic Toolachee subunits are bounded by regionally extensive coal seams recording pervasive sediment-supply shutoff and peat-swamp development over broad areas. Epsilon lacustrine deltas prograded northwestward over a muddy substrate on a broad, shallow basin floor. Distributary-channel axes, defined by narrow, northwest-trending belts of upward-fining sandstones less than 20 ft (6 m) thick, are projected across the field area. However, the younger Toolachee Formation contains northeast-trending sandstones in structural troughs, suggesting tectonic control on deposition. Detailed lithofacies maps of these formations provide a framework for assessing potential development targets at Dullingari field.

Gas reservoirs in these formations occur mainly in narrow (typically less than 2 mi [3.2 km] wide) belts of distributary- and fluvial-channel sandstones in structurally high areas in Dullingari field and neighboring areas. In a study by the Bureau of Economic Geology and Santos to document distribution of Epsilon and Toolachee lithotacies, we mapped multiple depositional axes and projected them into undeveloped areas in the field. We performed a high-resolution sequence-stratigraphic study, defining four operational Epsilon subunits bounded by lacustrine mudstones recording periods of delta-platform abandonment and subsidence. In contrast, six genetic Toolachee subunits are bounded by regionally extensive coal seams recording pervasive sediment-supply shutoff and peat-swamp development over broad areas. Epsilon lacustrine deltas prograded northwestward over a muddy substrate on a broad, shallow basin floor. Distributary-channel axes, defined by narrow, northwest-trending belts of upward-fining sandstones less than 20 ft (6 m) thick, are projected across the field area. However, the younger Toolachee Formation contains northeast-trending sandstones in structural troughs, suggesting tectonic control on deposition. Detailed lithofacies maps of these formations provide a framework for assessing potential development targets at Dullingari field.

    The Federal Energy Administration was the successor of the Federal Energy Office, a short-term organization created to coordinate the government's response to the Arab oil embargo. In October 1977, it became part of the Department of Energy. A brief history of the period from 1974 to 1977 specifically concerning these agencies is presented. Discussed are: the Arab Oil Embargo, the Federal Energy Office, the Federal Energy Administration, the Autumn Crisis (1974), Zarb Rebuilds the Agency, the Energy Policy and Conservation Act, the Energy Conservation and Production Act, Program Growth, and Energy Reorganization. Records of the Federal Energy Administration are briefly presented.

    Petroleum production in Middle East countries during 1986 totaled 4,493,973,000 bbl (an average rate of 12,312,254 BOPD), up 22.3% from the revised 1985 total of 3,673,729,000 bbl. Iraq, Kuwait, Saudi Arabia, Abu Dhabi, and Oman had significant increased; Iran was the only Middle East country with a significant decrease. New fields went on production in Oman and Yemen Arab Republic, and significant discoveries were reported in Iraq, Yemen Arab Republic, Oman, and Syria. However, exploration was generally down in most countries. Exploration and production operations continued to be affected by war in Iraq and Iran. 8 figures, 7 tables.

    When the 135,000 cu m LNG carrier Al Zubarah departed Ras Laffan Port in December, Qatar entered a new era of commerce that will both boost the emirate`s economic development and influence energy trade around the world. The event capped more than a decade of planning, design, and construction of Ras Laffan Port--the world`s newest and largest LNG exporting facility. During the 1980s, the focus in Qatar was on exploration and development of North field, which holds the world`s largest reserves of nonassociated natural gas. In the 1990s, efforts concentrated on establishing a direct production and export link between North field, the new multi-billion-dollar Qatar Liquefied Gas Co. (Qatargas) gas liquefaction plant at Ras Laffan, and LNG export facilities at the 8.5 sq km Ras Laffan Port. Markets of the Far East will be first to be served by LNG from Ras Laffan Port. Two 25-year LNG supply contracts have been signed with buyers in Japan and South Korea, and negotiations are under way with potential customers from China, Taiwan, and Thailand. The paper describes the port, its operations, and export projects.

    This paper reports that production expansion projects remain the focus in Abu Dhabi, with increased drilling operations underway both on and offshore. Only Abu Dhabi Co. for Onshore Operations (Adco) and Abu Dhabi Marine Operating Co. (Adma-Opco) provide any information about activity in the Emirate. Plans call for boosting productive capacity by 1 million bpd to near 3 million bpd. Present sustainable capacity is estimated at 1.8 million bpd by the CIA. This rate has been exceeded recently (it reached over 2 million bpd) to take advantage of higher prices in late 1990 and to make up for the shortfall due to loss of Iraqi and Kuwaiti exports. However, it does not appear higher rates can be sustained for a long period of time. By year-end 1992, sustainable output has been projected to reach 2.3 million bpd.

    The authors characterized nearly 500 [beta]-thalassemia genes from the Israeli population representing a variety of ethnic subgroups. They found 28 different mutations in the [beta]-globin gene, including three mutations ([beta][sup S], [beta][sup C], and [beta][sup O-Arab]) causing hemoglobinopathies. Marked genetic heterogeneity was observed in both the Arab (20 mutations) and Jewish (17 mutations) populations. On the other hand, two ethnic isolates - Druze and Samaritans - had a single mutation each. Fifteen of the [beta]-thalassemia alleles are Mediterranean in type, 5 originated in Kurdistan, 2 are of Indian origin, and 2 sporadic alleles came from Europe. Only one mutant allele-nonsense codon 37-appears to be indigenous to Israel. While human habitation in Israel dates back to early prehistory, the present-day spectrum of [beta]-globin mutations can be largely explained by migration events that occurred in the past millennium. 26 refs., 2 figs., 3 tabs.

    This study investigates relationships that emerged between European Economic Community and Arab League nations during the period 1970-1978, with special attention to the period immediately following the October 1973 Arab-Israeli war and the Arab oil embargo of 1973-74. The central argument is that European integration can be measured and understood from three different levels of analysis: not only the systems or supranational level (to which neofunctionalists and federalists have largely confined their investigations), but from the nation-state and the subnational levels also. This view is justified in the context of complex interdependencies in the work of Joseph Nye and Robert Keohane. From this perspective, nation-state and subnational-level data take on a new importance. This study collected data on the nature, level, and intensity of contracts between actors within each of these three levels. The study finds at all these levels strong evidence of increased collective and convergent activity which, in the context of complex interdependencies, points to a complex but clearly advancing process of European integration during the period under investigation.
