    This paper reports that production expansion projects remain the focus in Abu Dhabi, with increased drilling operations underway both on and offshore. Only Abu Dhabi Co. for Onshore Operations (Adco) and Abu Dhabi Marine Operating Co. (Adma-Opco) provide any information about activity in the Emirate. Plans call for boosting productive capacity by 1 million bpd to near 3 million bpd. Present sustainable capacity is estimated at 1.8 million bpd by the CIA. This rate has been exceeded recently (it reached over 2 million bpd) to take advantage of higher prices in late 1990 and to make up for the shortfall due to loss of Iraqi and Kuwaiti exports. However, it does not appear higher rates can be sustained for a long period of time. By year-end 1992, sustainable output has been projected to reach 2.3 million bpd.

    At its heart, Arab oil policy is inseparable from Arab economic and social policy. This holds whether we are talking about the Arab nations as a group or each separately. The seven Arab nations covered in this report-Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates--participate in several organizations focusing on regional cooperation regarding economic development, social programs, and Islamic unity, as well as organizations concerned with oil policies. This report focuses on the oil-related activities of the countries that may reveal the de facto oil policies of the seven Persian Gulf nations. Nevertheless it should be kept in mind that the decision makers participating in the oil policy organizations are also involved with the collaborative efforts of these other organizations. Oil policies of five of the seven Arab nations are expressed within the forums of the Organization of Petroleum Exporting Countries (OPEC) and the Organization of Arab Petroleum Exporting Countries (OAPEC). Only Oman, among the seven, is not a member of either OAPEC or OPEC; Bahrain is a member of OAPEC but not of OPEC. OPEC and OAPEC provide forums for compromise and cooperation among their members. Nevertheless, each member state maintains its own sovereignty and follows its own policies. Each country deviates from the group prescription from time to time, depending upon individual circumstances.

    The energy situation of 21 Arab countries for the period between 1960 and 2000 is examined. Attempts to forecast the demand and supply of energy in the Arab world for 1985, 1990 and 2000 are discussed. Following a description of the methodology employed, crude petroleum, petroleum production, natural gas and electricity are explored in detail. The national programs of the Arab countries for electric-power generation include conventional thermal electricity, hydroelectricity, nuclear power, solar energy, biomass conversion, and geothermal and wind energy. 23 references.

    The Masdar project is to build a self-contained economic zone creating 70,000 jobs and eventually housing as many as 40,000 residents in the middle of the desert by 2016. The community, which is envisioned to house a science and technology park and housing, is designed to be carbon neutral and virtually waste-free. Two-thirds of the power is to come from a 10 MW solar farm, and nearly all water is to be recycled and reused. There will be virtually no waste, as all packaging and material are to be recycled, used for power generation or turned into compost. The car-free zone will be served by advanced personal rapid transit (PRT) vehicles that will zip residents around the 6.5-square-kilometer area. The problem with Masdar is not so much what goes inside it, but rather what is outside. Masdar is unlikely to change the image of Abu Dhabi as the most carbon-intensive place on earth.

    In order for the solar absorption air conditioners to become a real alternative to the conventional vapour compression systems, their performance has to be improved and their total cost has to be reduced. A solar powered absorption cycle is modeled using the Transient System Simulation (TRNSYS) program and Typical Meteorological Year 2 data of Abu Dhabi. It uses evacuated tube collectors to drive a 10 kW ammonia-water absorption chiller. Firstly, the system performance and its total cost are optimized separately using single objective optimization algorithms. The design variables considered are: the collector slope, the collector mass flow rate, the collector area and the storage tank volume. The single objective optimization results show that MATLAB global optimization methods agree with the TRNSYS optimizer. Secondly, MATLAB is used to solve a multi-objective optimization problem to improve the system's performance and cost, simultaneously. The optimum designs are presented using Pareto curve and show the potential improvements of the baseline system. (author)

    Abu Attifel onshore oil field (Libya) was discovered in 1968 and put in production in November 1972. The total average production is nowadays about 140,000 BOPD (22,260 m{sup 3}/d) with 46 producing wells. All the production wells were originally completed with carbon steel tubing, although the produced fluids contain CO{sub 2}-4% in the gas phase. After several years of production with minor downhole corrosion problems, several corrosion failures started to occur in the nineties at extremely high corrosion rate. In some cases corrosion attacks occurred although the water cut was negligible (lower than 1%). A detailed corrosion study was initiated to investigate the problem in order to identify the most critical production wells and the priority of intervention for well; this paper reports the corrosion assessment results and the actions undertaken to control the corrosion. A occurred corrosion events is also reported.

    Ammoniated glycyrrhizin, butylated hydroxytoluene, and gum Arabic are generally recognized as safe (GRAS) substances that are used primarily as additives in foods. These substances were incorporated into rodent diets and fed to male rats and mice for 10 and 8 wk, respectively. The treated male mice and rats were then tested for dominant lethal effects. The mice were also tested for induced heritable translocation. Results of the rat studies indicated a statistically significant dominant lethal effect of each of the compounds tested; however, the biological significance of this response is not known. Results of the mouse dominant lethal and heritable translocation studies, on the other hand, indicated no adverse effects of the compounds tested.

    This paper presents two distinct datasets that describe investments in energy research and development (R&D) by the US private sector since the mid1970s, which is when the US government began to systematically collect these data. The first dataset is based upon a broad survey of more than 20,000 firms’ industrial R&D activities. This broad survey of US industry is coordinated by the US National Science Foundation. The second dataset discussed here is a much narrower accounting of the energy R&D activities of the approximately two dozen largest US oil and gas companies conducted by the US Department of Energy’s Energy Information Agency. Even given the large disparity in the breadth and scope of these two surveys of the private sector’s support for energy R&D, both datasets tell the same story in terms of the broad outlines of the private sector’s investments in energy R&D since the mid 1970s. The broad outlines of the US private sector’s support for energy R&D since the mid 1970s is: (1) In the immediate aftermath of the Arab Oil Embargo of 1973, there is a large surge in US private sector investments in energy R&D that peaked in the period between 1980 and 1982 at approximately $3.7 billion to $6.7 billion per year (in inflation adjusted 2010 US dollars) depending upon which survey is used (2) Private sector investments in energy R&D declined from this peak until bottoming out at approximately $1.8 billion to $1 billion per year in 1999; (3) US private sector support for energy R&D has recovered somewhat over the past decade and stands at $2.2 billion to $3.4 billion. Both data sets indicate that the US private sector’s support for energy R&D has been and remains dominated by fossil energy R&D and in particular R&D related to the needs of the oil and gas industry.

    A concerted effort to further develop productive capacity is evident in most Middle Eastern Countries, through exploration, field development, and secondary recovery. Saudi Arabia, Iraq, and Abu Dhabi all plan expanded petroleum industry programs in 1980. Oil production in Saudi Arabia through the first one-half of 1980 averaged 9.5 million bpd, and the Saudis are proceeding with the large-scale associated gas utilization and industrialization program. Iraq's near-term interest is in development of the Majnoon Discovery. Abu Dhabi is continuing efforts to complete development of a giant offshore field and finalize an onshore/offshore associated gas utilization facility. Only Iran and Kuwait are expected to be relatively inactive in petroleum programs during the remainder of 1980. Individual country reports are presented for Saudi Arabia, Iraq, Abu Dhabi, Dubai, Iran, Kuwait, the Divided Neutral Zone, Qatar, Oman, Bahrain, Syria, Turkey, Israel, Jordan, South Yemen, and Yemen Arab Republic.

    The OPEC members have experienced wide fluctuations in their trade balances. This can be attributed to several factors: (1) heavy dependence of national income and export earnings on a single primary export-oil; (2) instability of price and world demand for oil; and (3) the exchange rate regime practiced in recent years. An exchange rate policy can be used to minimize the fluctuations in trade balance, given the changes in exchange rates of major international currencies. The purpose of this study is two fold; first, examine the effects of fluctuations in trade balance on the OPEC economies, and second, propose appropriate exchange rate regime for selected OPEC members. The study is divided into two parts. The first part demonstrates the impact of trade balance changes on national income and other macroeconomic variables using a Keynesian framework. The second part involves using conventional trade models to search for the appropriate exchange rate regime to minimize the fluctuations in trade balance of each selective country. The study's findings are: first, fluctuations in trade balances had negative effects on the economics of Algeria, Kuwait, Libya, Saudi Arabia, and the United Arab Emirates. Second, the current exchange rate regime of no sample country is optimal in minimizing trade balance fluctuations. Third, in contrast to expectations, U.S. dollar peg did not stabilize the trade balance of any OPEC member. Finally, the results show that the sample OPEC economies could have enjoyed faster - though with different degree - economic growth if they had pegged their currencies to the derived optimal exchange rate regime. These optimal exchange rate regimes are: the SDR for Algeria and the United Arab Emirates, the purchasing power parity for Libya and Saudi Arabia, and the real Yen for Kuwait.

    There had been no challenge like it: a desert emirate ablaze; its main city sacked; the economically crucial oil industry devastated; countryside shrouded in smoke from oil well fires and littered with unexploded ordnance, disabled military equipment, and unignited crude oil. Like the well-documented effort that brought 749 burning wells under control in less than 7 months, Kuwaiti reconstruction had no precedent. Unlike the firefight, reconstruction is no-where complete. It nevertheless has placed two of three refineries back on stream, restored oil production to preinvasion levels, and repaired or rebuilt 17 of 26 oil field gathering stations. Most of the progress has come since the last well fire went out on Nov. 6, 1991. Expatriates in Kuwait since the days of Al-Awda- the return,' in Arabic- attribute much of the rapid progress under Al-Tameer- the reconstruction'- to decisions and preparations made while the well fires still raged. The article describes the planning for Al-Awda, reentering the country, drilling plans, facilities reconstruction, and special problems.

Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world's share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

    The worldwide embargo of oil from Iraq and Kuwait imposed following Iraq's Aug. 2 takeover of its neighbor cut world oil supply by an estimated 4.3 million barrels per day--7 percent of world production. Other major oil producers, notably Saudi Arabia, the United Arab Emirates and Venezuela, are stepping up their production and are expected to make up for most of the shortfall--at least for awhile. As a result, the International Energy Agency, the 21-member agency set up in the 1970s to respond to such emergencies, expects world oil supplies to be adequate through October. But two factors complicate matters in the long run: the drawdown of inventories in August that cut out a cushion that could have been used later and the use now of excess OPEC production capacity that was expected to be used this winter. The result is that the increase in cold weather demand could bring on a 3 million bpd shortage this winter, which would push prices higher.

    The Clean Energy Ministerial (CEM) is a high-level global forum to share best practices and promote policies and programs that advance clean energy technologies and accelerate the transition to a global clean energy economy. The CEM works to increase energy efficiency, expand clean energy supply, and enhance clean energy access worldwide. To achieve these goals, the CEM pursues a three-part strategy that includes high-level policy dialogue, technical cooperation, and engagement with the private sector and other stakeholders. Each year, energy ministers and other high-level delegates from the 23 participating CEM governments come together to discuss clean energy, review clean energy progress, and identify tangible next steps to accelerate the clean energy transition. The U.S. Department of Energy, which played a crucial role in launching the CEM, hosted the first annual meeting of energy ministers in Washington, DC, in June 2010. The United Arab Emirates hosted the second Clean Energy Ministerial in 2011, and the United Kingdom hosted the third Clean Energy Ministerial in 2012. In April 2013, India hosted the fourth Clean Energy Ministerial (CEM4) in New Delhi. Key insights from CEM4 are summarized in the report. It captures the ideas and recommendations of the government and private sector leaders who participated in the discussions on six discussion topics: reducing soft costs of solar PV; energy management systems; renewables policy and finance; clean vehicle adoption; mini-grid development; and power systems in emerging economies.

    The SEAD initiative aims to transform the global market by increasing the penetration of highly efficient equipment and appliances. SEAD is a government initiative whose activities and projects engage the private sector to realize the large global energy savings potential from improved appliance and equipment efficiency. SEAD seeks to enable high-level global action by informing the Clean Energy Ministerial dialogue as one of the initiatives in the Global Energy Efficiency Challenge. In keeping with its goal of achieving global energy savings through efficiency, SEAD was approved as a task within the International Partnership for Energy Efficiency Cooperation (IPEEC) in January 2010. SEAD partners work together in voluntary activities to: (1) ?raise the efficiency ceiling? by pulling super-efficient appliances and equipment into the market through cooperation on measures like incentives, procurement, awards, and research and development (R&D) investments; (2) ?raise the efficiency floor? by working together to bolster national or regional policies like minimum efficiency standards; and (3) ?strengthen the efficiency foundations? of programs by coordinating technical work to support these activities. Although not all SEAD partners may decide to participate in every SEAD activity, SEAD partners have agreed to engage actively in their particular areas of interest through commitment of financing, staff, consultant experts, and other resources. In addition, all SEAD partners are committed to share information, e.g., on implementation schedules for and the technical detail of minimum efficiency standards and other efficiency programs. Information collected and created through SEAD activities will be shared among all SEAD partners and, to the extent appropriate, with the global public.As of April 2011, the governments participating in SEAD are: Australia, Brazil, Canada, the European Commission, France, Germany, India, Japan, Korea, Mexico, Russia, South Africa, Sweden, the United Arab Emirates, the United Kingdom, and the United States.     Highlights: • Study developed a methodology for the evaluation of gasification for MSW treatment. • Study was conducted comparatively for USA, UAE, and Thailand. • Study applies a thermodynamic model (Gibbs free energy minimization) using the Gasify software. • The energy efficiency of the process and the compatibility with different waste streams was studied. - Abstract: Gasification is the thermochemical conversion of organic feedstocks mainly into combustible syngas (CO and H{sub 2}) along with other constituents. It has been widely used to convert coal into gaseous energy carriers but only has been recently looked at as a process for producing energy from biomass. This study explores the potential of gasification for energy production and treatment of municipal solid waste (MSW). It relies on adapting the theory governing the chemistry and kinetics of the gasification process to the use of MSW as a feedstock to the process. It also relies on an equilibrium kinetics and thermodynamics solver tool (Gasify®) in the process of modeling gasification of MSW. The effect of process temperature variation on gasifying MSW was explored and the results were compared to incineration as an alternative to gasification of MSW. Also, the assessment was performed comparatively for gasification of MSW in the United Arab Emirates, USA, and Thailand, presenting a spectrum of socioeconomic settings with varying MSW compositions in order to explore the effect of MSW composition variance on the products of gasification. All in all, this study provides an insight into the potential of gasification for the treatment of MSW and as a waste to energy alternative to incineration.

    The collective dose criterion was used to rank four potential nuclear power-plant sites. Baiji, Al-Mahzam, Al-Abbasia, and Abu-Dalaf. Atmospheric as well as aquatic releases of radionuclides into the environment from the VVER 440 nuclear power plant during normal operation were used to estimate the collective dose equivalents. The results indicated that the collective doses at Baiji, Al-Mahzam, Al-Abbasia, and Abu-Dalaf were 3.6 x 10{sup -2}, 4.7 x 10{sup -2}, 1.1 x 10{sup -1}, and 1.2 x 10{sup -1} man-Sv, respectively. Thus the order of preference is Baiji, Al-Mahzam, Al-Abbasia, and Abu-Dalaf. The effective dose equivalents to the highest exposed individual resulting from atmospheric as well as aquatic releases of radionuclides from the reactor at any one of the four potential nuclear power-plant sites would not exceed 2 x 10{sup -5} Sv/yr. Thus any one of the four sites is suitable for the operation of the 440 nuclear power plants. 27 refs., 1 tab.
