    As part of the science demonstration phase of the Herschel mission of the Gould Belt Key Program, the Aquila Rift molecular complex has been observed. The complete ~ 3.3deg x 3.3deg imaging with SPIRE 250/350/500 micron and PACS 70/160 micron allows a deep investigation of embedded protostellar phases, probing of the dust emission from warm inner regions at 70 and 160 micron to the bulk of the cold envelopes between 250 and 500 micron. We used a systematic detection technique operating simultaneously on all Herschel bands to build a sample of protostars. Spectral energy distributions are derived to measure luminosities and envelope masses, and to place the protostars in an M_env - L_bol evolutionary diagram. The spatial distribution of protostars indicates three star-forming sites in Aquila, with W40/Sh2-64 HII region by far the richest. Most of the detected protostars are newly discovered.     The origin and possible universality of the stellar initial mass function (IMF) is a major issue in astrophysics. One of the main objectives of the Herschel Gould Belt Survey is to clarify the link between the prestellar core mass function (CMF) and the IMF. We present and discuss the core mass function derived from Herschel data for the large population of prestellar cores discovered with SPIRE and PACS in the Aquila Rift cloud complex at d ~ 260 pc. We detect a total of 541 starless cores in the entire ~11 deg^2 area of the field imaged at 70-500 micron with SPIRE/PACS. Most of these cores appear to be gravitationally bound, and thus prestellar in nature. Our Herschel results confirm that the shape of the prestellar CMF resembles the stellar IMF, with much higher quality statistics than earlier submillimeter continuum ground-based surveys.

Such a structurenaturally arises from the close interrelation between the Shareholding Network and the Board of Directors network. Inorder to capture the simultaneous effects on both networks on Corporate Governance, we propose to model the Corporate Governance multiple network structure via tensor analysis. In particular, we consider the TOPHITS model, based on the PARAFAC tensor decomposition, to show that tensor techniques can be successfully applied in this context. After providing some empirical results from the Italian financial market in the univariate case, we will show that a tensor-based multiple network approach can reveal important information.

    We have performed an unbiased deep near-infrared survey toward the Aquila molecular cloud with a sky coverage of ~1 deg2. We identified 45 molecular hydrogen emission-line objects(MHOs), of which only 11 were previously known. Using the Spitzer archival data we also identified 802 young stellar objects (YSOs) in this region. Based on the morphology and the location of MHOs and YSO candidates, we associate 43 MHOs with 40 YSO candidates. The distribution of jet length shows an exponential decrease in the number of outflows with increasing length and the molecular hydrogen outflows seem to be oriented randomly. Moreover, there is no obvious correlation between jet lengths, jet opening angles, or jet H2 1-0 S(1) luminosities and spectral indices of the possible driving sources in this region. We also suggest that molecular hydrogen outflows in the Aquila molecular cloud are rather weak sources of turbulence, unlikely to generate the observed velocity dispersion in the region of survey.

    We have measured the diameters of the Cepheid variables delta Cephei (18 nights) and eta Aquilae (11 nights) with the Navy Prototype Optical Interferometer. The primary results of these observations are the mean angular diameters of these Cepheids: 1.520 +/- 0.014 milliseconds of arc (mas) for delta Cep and 1.69 +/- 0.04 mas for eta Aql. We also report limb-darkened diameters for the check stars in this program: for beta Lac, theta(LD) = 1.909 +/- 0.011 mas, and for 12 Aql, theta(LD) = 2.418 +/- 0.010 mas. When combined with radius estimates from period-radius relations in the literature, the Cepheid angular diameters suggest distances slightly smaller than, but still consistent with, the Hipparcos distances. Pulsations are weakly detected at a level of about 1.5 sigma to 2 sigma for both Cepheids.

    We have carried out the first general submillimeter analysis of the field toward GRSMC 45.46+0.05, a massive star-forming region in Aquila. The deconvolved 6 deg{sup 2} (3{sup 0} x 2{sup 0}) maps provided by BLAST in 2005 at 250, 350, and 500 {mu}m were used to perform a preliminary characterization of the clump population previously investigated in the infrared, radio, and molecular maps. Interferometric CORNISH data at 4.8 GHz have also been used to characterize the Ultracompact H II regions (UCHIIRs) within the main clumps. By means of the BLAST maps, we have produced an initial census of the submillimeter structures that will be observed by Herschel, several of which are known Infrared Dark Clouds. Our spectral energy distributions of the main clumps in the field, located at {approx}7 kpc, reveal an active population with temperatures of T{approx} 35-40 K and masses of {approx}10{sup 3} M{sub sun} for a dust emissivity index {beta} = 1.5. The clump evolutionary stages range from evolved sources, with extended H II regions and prominent IR stellar population, to massive young stellar objects, prior to the formation of an UCHIIR. The CORNISH data have revealed the details of the stellar content and structure of the UCHIIRs. In most cases, the ionizing stars corresponding to the brightest radio detections are capable of accounting for the clump bolometric luminosity, in most cases powered by embedded OB stellar clusters.

    The objective of the exchange between Pacific Northwest Laboratory (PNL) and Finnigan Corporation is a transfer of expertise and technology for the design and operation of efficient and sensitive atmospheric pressure/vacuum electrospray ionization (ESI) sources. The development of such ion sources will permit wider application of mass spectrometry instrumentation in applied studies in a variety of disciplines including clinical, forensic, biochemical, biotechnical, and environmental studies where sensitivity is a paramount concern. Two meetings were held between representatives of Finnigan Corporation (led by Dr. Ian Jardine, Director for Marketing, Finnigan Corporation) and PNL staff members. During these meetings, Finnigan and PNL staff surveyed the existing technology for atmosphere/vacuum interface of mass spectrometry to ESI. The representatives from Finnigan viewed demonstrations of recent developments that increased efficiency and sensitivity for ESI mass spectrometry. During these meetings, knowledge and expertise were shared in the development of instrumentation, methods, and applications of ESI mass spectrometry with particular emphasis on current and planned Finnigan instrumentation. With the objective of more effective and competitive products for Finnigan Corporation, concepts for a Cooperative Research and Development Agreement (CRADA) were directed toward the development and commercialization of advanced high efficiency and sensitivity ESI technology.     After almost 40 years of operation, the federal government is withdrawing from the uranium enrichment business. On July 1, the Department of Energy turned over to a new government-owned entity--the US Enrichment Corp. (USEC)--both the DOE enrichment plants at Paducah, Ky., and Portsmouth, Ohio, and domestic and international marketing of enriched uranium from them. Pushed by the inability of DOE's enrichment operations to meet foreign competition, Congress established USEC under the National Energy Policy Act of 1992, envisioning the new corporation as the first step to full privatization. With gross revenues of $1.5 billion in fiscal 1992, USEC would rank 275th on the Fortune 500 list of top US companies. USEC will lease from DOE the Paducah and Portsmouth facilities, built in the early 1950s, which use the gaseous diffusion process for uranium enrichment. USEC's stock is held by the US Treasury, to which it will pay annual dividends. Martin Marietta Energy Systems, which has operated Paducah since 1984 and Portsmouth since 1986 for DOE, will continue to operate both plants for USEC. Closing one of the two facilities will be studied, especially in light of a 40% world surplus of capacity over demand. USEC also will consider other nuclear-fuel-related ventures. USEC will produce only low-enriched uranium, not weapons-grade material. Indeed, USEC will implement a contract now being completed under which the US will purchase weapons-grade uranium from dismantled Russian nuclear weapons and convert it into low-enriched uranium for power reactor fuel.

    For the foreseeable future demand growth for energy will be generally higher in developing countries than in the mature markets of developed nations. Demand growth coupled with inadequate capital resources in these markets has led to projections of shortfalls in electrical capacity. As subsidies are eliminated in liberalizing economies, energy prices will rise. These trends have already created a wave of international power projects involving independent power producers, global utilities, local affiliates, financial partners, and privatizing governments. Those seeking business growth must enter and develop new markets. The new global utilities will compete for market share on the basis of service as well as price. In deregulated environments direct marketing to major end-users and market segments will be part of the game. Energy efficiency (demand-side) resources, because they can be much less expensive than new supply-side resources, offer a cost enhancement to capacity but require varied and novel techniques for their decentralized delivery. Financing and technical services may provide non-price enhancements of critical value to specific customers. Energy procurement and load management play increasingly important roles after deregulation. At the entry stage, corporate knowledge made tangible through Information Technology (IT) will help to negotiate and assemble the ``pieces on the ground`` in the form of relationships, alliances, and agreements. IT tools strengthen early performance in developing and implementing projects and new products. Energy Service Company (ESCO) learning is improved by consistency in proceeding through repeated entries. Learning the drill improves speed and reliability. But individual markets will be idiosyncratic even amidst structural parallels. Knowledge repositories provide a place where lessons learned can be shared and studied.

This third edition since this report was started in 2008 offers several marked improvements relative to its predecessors. Most significantly, where earlier editions of this report focused on supplying information through an examination of market drivers, new vehicle trends, and supplier data, this edition uses a different structure. After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. In addition to making this sectional re-alignment, this year s edition of the report also takes a different approach to communicating information. While previous editions relied heavily on text accompanied by auxiliary figures, this third edition relies primarily on charts and graphs to communicate trends. Any accompanying text serves to introduce the trends communication by the graphic and highlight any particularly salient observations. The opening section on Energy and Economics discusses the role of transportation energy and vehicle markets on a national (and even international) scale. For example, Figures 11 through 13 discuss the connections between global oil prices and U.S. GDP, and Figures 20 and 21 show U.S. employment in the automotive sector. In this reporting period, there were four transactions in the natural uranium market, no activity in the spot UF6 market, no activity in the spot conversion market, and only a single activity in the enrichment services market. Spot uranium volume dropped sharply, and active uranium supply rose. The rise in demand, however, more than offset this increase. Unrestricted exchange prices rose slightly, as did the unrestricted UF6 value. All other prices remained steady.

    The financial market is a complex dynamical system composed of a large variety of intricate relationships between several entities, such as banks, corporations and institutions. At the heart of the system lies the stock exchange mechanism, which establishes a time-evolving network of transactions among companies and individuals. Such network can be inferred through correlations between time series of companies stock prices, allowing the overall system to be characterized by techniques borrowed from network science. Here we study the presence of communities in the inferred stock market network, and show that the knowledge about the communities alone can provide a nearly complete representation of the system topology. This is done by defining a simple random model sharing only the sizes and interconnectivity between communities observed in the time-evolving stock market network. We show that many topological characteristics of the inferred networks are preserved in the modeled networks. In particular, we find t...

Unlike batteries, fuel cells continuously generate electricity, as long as a source of fuel is supplied. Moreover, fuel cells do not burn fuel, making the process quiet, pollution-free and two to three times more efficient than combustion. Fuel cell systems can be a truly zero-emission source of electricity, if the hydrogen is produced from non-polluting sources. Global concerns about climate change, energy security, and air pollution are driving demand for fuel cell technology. More than 630 companies and laboratories in the United States are investing $1 billion a year in fuel cells or fuel cell component technologies. This report provides an overview of trends in the fuel cell industry and markets, including product shipments, market development, and corporate performance. It also provides snapshots of select fuel cell companies, including general business strategy and market focus, as well as, financial information for select publicly-traded companies.

Long lengths of Tl-based HTS tapes with uniform transport properties have been fabricated. Multifilament samples of Tl-based HTS tapes have been fabricated for the first time. Optimization of thermomechanical processing is ongoing and weak links is still a major problem in P-I-T tapes. Future work is summarized.

The publication presents statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysis, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the fob and landed cost of imported crude oil, and the refiners` acquisition cost of crude oil. Refined petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane. The Petroleum Marketing Division, Office of Oil and Gas, Energy Information Administration ensures the accuracy, quality, and confidentiality of the published data in the Petroleum Marketing Annual. For this production, all estimates have been recalculated since their earlier publication in the Petroleum Marketing Monthly (PMM). These calculations made use of additional data and corrections that were received after the PMM publication date.

    Japan`s downstream oil industry is in a state of crisis and headed for a major shakeout. The major catalyst for this was a dramatic deregulation step during April 1996 that allowed refined petroleum product imports by non-refiners. The move, together with a sharp drop in refining margins, falling retail gasoline prices, and a service station sector on the brink of collapse, are all leading to massive changes in the way the country`s refiners and marketers do business. This paper reviews the collapse of corporate profits during this period of deregulation; the development of a new price system geared toward bringing the prices of gasoline, fuel oil, and kerosene into line with each other to offset the fall in gasoline prices; and industry restructuring including mergers, acquisitions, and marketing consolidation. The paper then makes predictions on the outcome of these changes on the Japanese oil industry.

    Power industry restructuring continues to evolve at multiple levels of system operations. At the bulk electricity level, several organizations charged with regional system operation are implementing versions of a Wholesale Power Market Platform (WPMP) in response to U.S. Federal Energy Regulatory Commission initiatives. Recently the Energy Policy Act of 2005 and several regional initiatives have been pressing the integration of demand response as a resource for system operations. These policy and regulatory pressures are driving the exploration of new market designs at the wholesale and retail levels. The complex interplay among structural conditions, market protocols, and learning behaviors in relation to short-term and longer-term market performance demand a flexible computational environment where designs can be tested and sensitivities to power system and market rule changes can be explored. This paper presents the use of agent-based computational methods in the study of electricity markets at the wholesale and retail levels, and distinctions in problem formulation between these levels.

    This report documents the marketing campaign that has been designed for middle and high school students in New Mexico to increase interest in participation in national security careers at the National Nuclear Security Administration. This marketing campaign builds on the research that was previously conducted, as well as the focus groups that were conducted. This work is a part of the National Nuclear Security Preparedness Project (NSPP) being performed under a Department of Energy (DOE) / National Nuclear Security Administration (NNSA) grant. Outcome analysis was performed to determine appropriate marketing strategies. The analysis was based upon focus groups with middle school and high school students, student interactions, and surveys completed by students to understand and gauge student interest in Science, Technology, Engineering, and Math (STEM) subjects, interest in careers at NNSA, future job considerations, and student desire to pursue post-secondary education. Further, through the focus groups, students were asked to attend a presentation on NNSA job opportunities and employee requirements. The feedback received from the students was utilized to develop the focus and components of the marketing campaign.

Previous research on the development of a properly trained and skilled national security workforce has identified a lack of interest by k-12 students in the STEM (Science, Technology, Engineering, and Mathematics) fields. Further, participation in these careers by women and minority populations is limited and is not increasing. Added to this are low educational achievement levels in New Mexico, where the marketing campaign will be deployed.

Further, a special emphasis has been placed on the importance of obtaining a national security clearance when working at NNSA and the steps that will need to be taken during middle school, high school, and college to be allowed this opportunity.

    This is a review of the US (and international) fuel cell development for the stationary power generation market. Besides DOE, GRI, and EPRI sponsorship, the US fuel cell program has over 40% cost-sharing from the private sector. Support is provided by user groups with over 75 utility and other end-user members. Objectives are to develop and demonstrate cost-effective fuel cell power generation which can initially be commercialized into various market applications using natural gas fuel by the year 2000. Types of fuel cells being developed include PAFC (phosphoric acid), MCFC (molten carbonate), and SOFC (solid oxide); status of each is reported. Potential international applications are reviewed also. Fuel cells are viewed as a force in dispersed power generation, distributed power, cogeneration, and deregulated industry. Specific fuel cell attributes are discussed: Fuel cells promise to be one of the most reliable power sources; they are now being used in critical uninterruptible power systems. They need hydrogen which can be generated internally from natural gas, coal gas, methanol landfill gas, or other fuels containing hydrocarbons. Finally, fuel cell development and market applications in Japan are reviewed briefly.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    Focusing on the development of the whole bioenergy market rather than isolated projects, this paper contributes to the identification of barriers and drivers behind bioenergy technology implementation. It presents a framework for the assessment of the potentials for bioenergy market growth to be used by decision makers in administration and industry. The conclusions are based on case studies of operating bioenergy markets in Austria, US and Sweden. Six important factors for bioenergy market growth have been identified: (1) Integration with other business, e.g. for biomass procurement, (2) Scale effects of bioenergy market, (3) Competition on bioenergy market, (4) Competition with other business, (5) National policy, (6) Local policy and local opinion.     The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.

    Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

Interestingly enough, over the last 40 years, tires have been somewhat of a success story for source reduction. The advent of the 40,000-mile tire means that tires last longer before they wear out. Potential source reduction measures for tires include the design of longer lived tires, reuse of tires removed from vehicles, and retreading. These practices all extend the useful life of tires before they are discarded. In the report, tire utilization methods are described and the market barriers to their utilization.     This report covers the three phase effort to bring the SEA Corporation`s Powergrid{trademark} from the concept stage to pilot production. The three phases of this contract covered component development, prototype module development, and pilot line production. The Powergrid is a photovoltaic concentrator that generates direct current electricity directly from sunlight using a linear Fresnel lens. Analysis has shown that the Powergrid has the potential to be very low cost in volume production. Before the start of the project, only proof of concept demonstrations of the components had been completed. During the project, SEA Corporation developed a low cost extruded Fresnel lens, a low cost receiver assembly using one sun type cells, a low cost plastic module housing, a single axis tracking system and frame structure, and pilot production equipment and techniques. In addition, an 800 kW/yr pilot production rate was demonstrated and two 40 kW systems were manufactured and installed.

In each market, the unrestricted value remained unchanged at $7.00 and $24.50 due to the lack of trades in the unrestricted market. Transaction values in both the restricted and unrestricted market were constant at $9.45 and $7.05 per pound U3O8. The restricted SWU value rose a dollar to $88 per SWU, and the unrestricted SWU value remained steady at $67 per SWU. Active demand continued to decrease, while active supply increased.

    Synthetic rubber markets in North America bounced back in no uncertain terms last year, with demand climbing an impressive 9.5%, to 2.97 million m.t.; and, according to the International Institute of Synthetic Rubber Producers (IIS-RP; Houston) latest five-year forecast, producers can look forward to a 3.3% increase in demand during 1993. This growth rate outpaced out 1992 forecast and demonstrates the resilience of the synthetic rubber industry, says William E. Tessemer, managing director of IISRP. We expect demand in 1993 to surpass 1992 and level off at a 2%/year growth rate for synthetic rubber - 2.5% including thermoplastic elastomers [TPEs]-over the 1993-97 period. The improvement reflects signs of a recovery in North America, especially the pickup in the auto and tire industry. The two major tire rubbers - styrene butadiene and polybutadiene rubber - notched up double-digit gains, and other materials that have autos uses, such as nitrile rubber and many of the specialty elastomers, also advanced strongly.

    The purpose of this report is to define the objectives of the Propane Market Model (PMM), describe its basic approach, and to provide details on model functions. This report is intended as a reference document for model analysts, users, and the general public. Documentation of the model is in accordance with EIA`s legal obligation to provide adequate documentation in support of its models. The PMM performs a short-term (6- to 9-months) forecast of demand and price for consumer-grad propane in the national US market; it also calculates the end-of-month stock level during the term of the forecast. Another part of the model allows for short-term demand forecasts for certain individual Petroleum Administration for Defense (PAD) districts. The model is used to analyze market behavior assumptions or shocks and to determine the effect on market price, demand, and stock level.
