    We present an analysis of the diffuse ultraviolet (UV) background in a low latitude region near the Aquila Rift based on observations made by the Galaxy Evolution Explorer (GALEX). The UV background is at a level of about 2000 ph cm^-2 s^-1 sr^-1 \\AA^-1 with no correlation with either the Galactic latitude or the 100 micron infrared (IR) emission. Rather, the UV emission falls off with distance from the bright B2 star HIP 88149, which is in the centre of the field. We have used a Monte Carlo model to derive an albedo of 0.6 - 0.7 in the UV with a phase function asymmetry factor (g) of 0.2 - 0.4. The value for the albedo is dependent on the dust distribution while g is determined by the extent of the halo.

    As part of the science demonstration phase of the Herschel mission of the Gould Belt Key Program, the Aquila Rift molecular complex has been observed. The complete ~ 3.3deg x 3.3deg imaging with SPIRE 250/350/500 micron and PACS 70/160 micron allows a deep investigation of embedded protostellar phases, probing of the dust emission from warm inner regions at 70 and 160 micron to the bulk of the cold envelopes between 250 and 500 micron. We used a systematic detection technique operating simultaneously on all Herschel bands to build a sample of protostars. Spectral energy distributions are derived to measure luminosities and envelope masses, and to place the protostars in an M_env - L_bol evolutionary diagram. The spatial distribution of protostars indicates three star-forming sites in Aquila, with W40/Sh2-64 HII region by far the richest. Most of the detected protostars are newly discovered.     The origin and possible universality of the stellar initial mass function (IMF) is a major issue in astrophysics. One of the main objectives of the Herschel Gould Belt Survey is to clarify the link between the prestellar core mass function (CMF) and the IMF. We present and discuss the core mass function derived from Herschel data for the large population of prestellar cores discovered with SPIRE and PACS in the Aquila Rift cloud complex at d ~ 260 pc. We detect a total of 541 starless cores in the entire ~11 deg^2 area of the field imaged at 70-500 micron with SPIRE/PACS. Most of these cores appear to be gravitationally bound, and thus prestellar in nature. Our Herschel results confirm that the shape of the prestellar CMF resembles the stellar IMF, with much higher quality statistics than earlier submillimeter continuum ground-based surveys.

    Our PACS and SPIRE images of the Aquila Rift and part of the Polaris Flare regions, taken during the science demonstration phase of Herschel discovered fascinating, omnipresent filamentary structures that appear to be physically related to compact cores. We briefly describe a new multi-scale, multi-wavelength source extraction method used to detect objects and measure their parameters in our Herschel images. All of the extracted starless cores (541 in Aquila and 302 in Polaris) appear to form in the long and very narrow filaments. With its combination of the far-IR resolution and sensitivity, Herschel directly reveals the filaments in which the dense cores are embedded; the filaments are resolved and have deconvolved widths of 35 arcsec in Aquila and 59 arcsec in Polaris (9000 AU in both regions).     We have performed an unbiased deep near-infrared survey toward the Aquila molecular cloud with a sky coverage of ~1 deg2. We identified 45 molecular hydrogen emission-line objects(MHOs), of which only 11 were previously known. Using the Spitzer archival data we also identified 802 young stellar objects (YSOs) in this region. Based on the morphology and the location of MHOs and YSO candidates, we associate 43 MHOs with 40 YSO candidates. The distribution of jet length shows an exponential decrease in the number of outflows with increasing length and the molecular hydrogen outflows seem to be oriented randomly. Moreover, there is no obvious correlation between jet lengths, jet opening angles, or jet H2 1-0 S(1) luminosities and spectral indices of the possible driving sources in this region. We also suggest that molecular hydrogen outflows in the Aquila molecular cloud are rather weak sources of turbulence, unlikely to generate the observed velocity dispersion in the region of survey.

  4. Diameters of delta Cephei and eta Aquilae Measured with the Navy Prototype Optical Interferometer

    We have measured the diameters of the Cepheid variables delta Cephei (18 nights) and eta Aquilae (11 nights) with the Navy Prototype Optical Interferometer. The primary results of these observations are the mean angular diameters of these Cepheids: 1.520 +/- 0.014 milliseconds of arc (mas) for delta Cep and 1.69 +/- 0.04 mas for eta Aql. We also report limb-darkened diameters for the check stars in this program: for beta Lac, theta(LD) = 1.909 +/- 0.011 mas, and for 12 Aql, theta(LD) = 2.418 +/- 0.010 mas. When combined with radius estimates from period-radius relations in the literature, the Cepheid angular diameters suggest distances slightly smaller than, but still consistent with, the Hipparcos distances. Pulsations are weakly detected at a level of about 1.5 sigma to 2 sigma for both Cepheids.

    We present and discuss the results of the Herschel Gould Belt survey observations in a ~11 deg^2 area of the Aquila molecular cloud complex at d~260 pc, imaged with the SPIRE/PACS cameras from 70 to 500 micron. We identify a complete sample of starless dense cores and embedded protostars in this region, and analyze their global properties and spatial distributions. We find a total of 651 starless cores, ~60% of which are gravitationally bound prestellar cores, and they will likely form stars in the future. We also detect 58 protostellar cores. The core mass function (CMF) derived for the prestellar cores is very similar in shape to the stellar initial mass function (IMF), supporting the earlier view that there is a close physical link between the IMF and the CMF. The global shift in mass scale observed between the CMF and the IMF is consistent with a typical star formation efficiency of ~40%.     We have carried out the first general submillimeter analysis of the field towards GRSMC 45.46+0.05, a massive star forming region in Aquila. The deconvolved 6 deg^2 (3\\degree X 2\\degree) maps provided by BLAST in 2005 at 250, 350, and 500 micron were used to perform a preliminary characterization of the clump population previously investigated in the infrared, radio, and molecular maps. Interferometric CORNISH data at 4.8 GHz have also been used to characterize the Ultracompact HII regions (UCHIIRs) within the main clumps. By means of the BLAST maps we have produced an initial census of the submillimeter structures that will be observed by Herschel, several of which are known Infrared Dark Clouds (IRDCs). Our spectral energy distributions of the main clumps in the field, located at ~7 kpc, reveal an active population with temperatures of T~35-40 K and masses of ~10^3 Msun for a dust emissivity index beta=1.5.     Human rights impact assessment (HRIA) is a process for systematically identifying, predicting and responding to the potential impact on human rights of a business operation, capital project, government policy or trade agreement. Traditionally, it has been conducted as a desktop exercise to predict the effects of trade agreements and government policies on individuals and communities. In line with a growing call for multinational corporations to ensure they do not violate human rights in their activities, HRIA is increasingly incorporated into the standard suite of corporate development project impact assessments. In this context, the policy world's non-structured, desk-based approaches to HRIA are insufficient. Although a number of corporations have commissioned and conducted HRIA, no broadly accepted and validated assessment tool is currently available. The lack of standardisation has complicated efforts to evaluate the effectiveness of HRIA as a risk mitigation tool, and has caused confusion in the corporate world regarding company duties. Hence, clarification is needed. The objectives of this paper are (i) to describe an HRIA methodology, (ii) to provide a rationale for its components and design, and (iii) to illustrate implementation of HRIA using the methodology in two selected corporate development projects—a uranium mine in Malawi and a tree farm in Tanzania. We found that as a prognostic tool, HRIA could examine potential positive and negative human rights impacts and provide effective recommendations for mitigation. However, longer-term monitoring revealed that recommendations were unevenly implemented, dependent on market conditions and personnel movements. This instability in the approach to human rights suggests a need for on-going monitoring and surveillance. -- Highlights: • We developed a novel methodology for corporate human rights impact assessment. • We piloted the methodology on two corporate projects—a mine and a plantation. • Human rights impact assessment exposed impacts not foreseen in ESIA. • Corporations adopted the majority of findings, but not necessarily immediately. • Methodological advancements are expected for monitoring processes.

    Fuel cells are electrochemical devices that combine hydrogen and oxygen to produce electricity, water, and heat. Unlike batteries, fuel cells continuously generate electricity, as long as a source of fuel is supplied.     After almost 40 years of operation, the federal government is withdrawing from the uranium enrichment business. On July 1, the Department of Energy turned over to a new government-owned entity--the US Enrichment Corp. (USEC)--both the DOE enrichment plants at Paducah, Ky., and Portsmouth, Ohio, and domestic and international marketing of enriched uranium from them. Pushed by the inability of DOE's enrichment operations to meet foreign competition, Congress established USEC under the National Energy Policy Act of 1992, envisioning the new corporation as the first step to full privatization. With gross revenues of $1.5 billion in fiscal 1992, USEC would rank 275th on the Fortune 500 list of top US companies. USEC will lease from DOE the Paducah and Portsmouth facilities, built in the early 1950s, which use the gaseous diffusion process for uranium enrichment. USEC's stock is held by the US Treasury, to which it will pay annual dividends. Martin Marietta Energy Systems, which has operated Paducah since 1984 and Portsmouth since 1986 for DOE, will continue to operate both plants for USEC. Closing one of the two facilities will be studied, especially in light of a 40% world surplus of capacity over demand. USEC also will consider other nuclear-fuel-related ventures. USEC will produce only low-enriched uranium, not weapons-grade material. Indeed, USEC will implement a contract now being completed under which the US will purchase weapons-grade uranium from dismantled Russian nuclear weapons and convert it into low-enriched uranium for power reactor fuel.

In this reporting period, there were four transactions in the natural uranium market, no activity in the spot UF6 market, no activity in the spot conversion market, and only a single activity in the enrichment services market. Spot uranium volume dropped sharply, and active uranium supply rose. The rise in demand, however, more than offset this increase. Unrestricted exchange prices rose slightly, as did the unrestricted UF6 value. All other prices remained steady.

    In world crude oil markets, 1987 was a year of limited recovery and relative stability after the dramatic price slide of early 1986. Both foreign and domestic crude thereafter, ending the year somewhat higher than a year ago. In contrast, product wholesale markets remained relatively stable throughout the year, while retail prices sustained a fairly steady increase. As has been the case for over a decade, major price movements in international oil markets generally reflected responses to actual or perceived changes in the policies of the Organization of Petroleum Exporting Countries (OPEC) and/or its members. The year began with prices on an upward trend, in reaction to the December 1986 OPEC meeting in which the members resolved to return to an official pricing structure (a departure from the market-based pricing of 1986), and to reduce output quotas. Prices continued to rise until August, when evidence of continued OPEC overproduction appeared to outweigh market optimism, triggering a gradual slide that lasted the remainder of the year. Even with the downturn in the fourth quarter, crude oil markets in 1987, as measured by refiner acquisition costs, finished the year above year-end 1986 levels, and considerably above the lows reached in mid-1986. OPEC's struggle to maintain stable prices and production levels in 1987 reflected the organization's difficulties in reaching and enforcing agreements among its politically and economically diverse membership. 11 figs., 49 tabs.

    This paper presents the results of energy market analysis sponsored by the Department of Energy's (DOE) Weatherization and International Program (WIP) within the Office of Energy Efficiency and Renewable Energy (EERE). The analysis was conducted by a team of DOE laboratory experts from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL), and Pacific Northwest National Laboratory (PNNL), with additional input from Lawrence Berkeley National Laboratory (LBNL). The analysis was structured to identify those markets and niches where government can create the biggest impact by informing management decisions in the private and public sectors. The analysis identifies those markets and niches where opportunities exist for increasing energy efficiency and renewable energy use.

    In epidemiology, an epidemic is defined as the spread of an infectious disease to a large number of people in a given population within a short period of time. In the marketing context, a message is viral when it is broadly sent and received by the target market through person-to-person transmission. This specific marketing communication strategy is commonly referred as viral marketing. Due to this similarity between an epidemic and the viral marketing process and because the understanding of the critical factors to this communications strategy effectiveness remain largely unknown, the mathematical models in epidemiology are presented in this marketing specific field. In this paper, an epidemiological model SIR (Susceptible- Infected-Recovered) to study the effects of a viral marketing strategy is presented.     Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.

    Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.
