    1 June 2013 Short-Term Energy Outlook (STEO) Highlights * After increasing to $119 per barrel in early February 2013, the Brent crude oil spot price fell to a low of $97 per barrel in mid-April and then recovered to an average of $103 per barrel in May. EIA expects that the Brent crude oil spot price will average $102 per barrel over the second half of 2013, and $100 per barrel in 2014. * EIA expects the price of regular gasoline will average $3.53 per gallon over the summer driving season

    This report provides the results of analyses that focused on the chemical species that pertain to the sodium aluminosilicate formation potential for archived Tank 38H and 43H subsurface samples from January 2010 through April 2013. Analyses included warm acid strike preparation followed by analysis of silicon, aluminum, and sodium and water dilution preparation followed by analysis for anions. The Tank 43H and 38H supernatant liquid silicon measurements for the January 2010 through April 2013 time period exhibit a slight increasing trend. Over this time period, the silicon concentration in the Tank 43H and Tank 38H samples averaged 179 mg/L and 235 mg/L, respectively. Comparison of Tank 43H sample results from 2005 through April 2013 to the previously developed process control models indicates that the current formation of sodium aluminosilicate in the 2H system is due to the seeded direct precipitation of cancrinite and sodalite.

    The Clean Energy Ministerial (CEM) is a high-level global forum to share best practices and promote policies and programs that advance clean energy technologies and accelerate the transition to a global clean energy economy. The CEM works to increase energy efficiency, expand clean energy supply, and enhance clean energy access worldwide. To achieve these goals, the CEM pursues a three-part strategy that includes high-level policy dialogue, technical cooperation, and engagement with the private sector and other stakeholders. Each year, energy ministers and other high-level delegates from the 23 participating CEM governments come together to discuss clean energy, review clean energy progress, and identify tangible next steps to accelerate the clean energy transition. The U.S. Department of Energy, which played a crucial role in launching the CEM, hosted the first annual meeting of energy ministers in Washington, DC, in June 2010. The United Arab Emirates hosted the second Clean Energy Ministerial in 2011, and the United Kingdom hosted the third Clean Energy Ministerial in 2012. In April 2013, India hosted the fourth Clean Energy Ministerial (CEM4) in New Delhi. Key insights from CEM4 are summarized in the report. It captures the ideas and recommendations of the government and private sector leaders who participated in the discussions on six discussion topics: reducing soft costs of solar PV; energy management systems; renewables policy and finance; clean vehicle adoption; mini-grid development; and power systems in emerging economies.

    The San Carlos Apache Tribe (Tribe) in the interests of strengthening tribal sovereignty, becoming more energy self-sufficient, and providing improved services and economic opportunities to tribal members and San Carlos Apache Reservation (Reservation) residents and businesses, has explored a variety of options for renewable energy development. The development of renewable energy technologies and generation is consistent with the Tribe’s 2011 Strategic Plan. This Study assessed the possibilities for both commercial-scale and community-scale solar development within the southwestern portions of the Reservation around the communities of San Carlos, Peridot, and Cutter, and in the southeastern Reservation around the community of Bylas. Based on the lack of any commercial-scale electric power transmission between the Reservation and the regional transmission grid, Phase 2 of this Study greatly expanded consideration of community-scale options. Three smaller sites (Point of Pines, Dudleyville/Winkleman, and Seneca Lake) were also evaluated for community-scale solar potential. Three building complexes were identified within the Reservation where the development of site-specific facility-scale solar power would be the most beneficial and cost-effective: Apache Gold Casino/Resort, Tribal College/Skill Center, and the Dudleyville (Winkleman) Casino.

    Progress toward predictions of the statistics of particle time-temperature histories is presented. These predictions are to be made using Lagrangian particle models within the one-dimensional turbulence (ODT) model. In the present reporting period we have further characterized the performance, behavior and capabilities of the particle dispersion models that were added to the ODT model in the first period. We have also extended the capabilities in two manners. First we provide alternate implementations of the particle transport process within ODT; within this context the original implementation is referred to as the type-I and the new implementations are referred to as the type-C and type-IC interactions. Second we have developed and implemented models for two-way coupling between the particle and fluid phase. This allows us to predict the reduced rate of turbulent mixing associated with particle dissipation of energy and similar phenomena. Work in characterizing these capabilities has taken place in homogeneous decaying turbulence, in free shear layers, in jets and in channel flow with walls, and selected results are presented.

    Annual sampling was conducted at the Rio Blanco, Colorado, site for the Long-Term Hydrologic Monitoring Program May 14-16, 2013, to monitor groundwater and surface water for potential radionuclide contamination. Sampling and analyses were conducted as specified in Sampling and Analysis Plan for the U.S. Department of Energy Office of Legacy Management Sites (LMS/PRO/S04351, continually updated). A duplicate sample was collected from location CER #1 Black Sulphur. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectrometry and for tritium using the conventional and enrichment methods.

    The W4E is a patent-pending, direct-drive, variable force turbine/generator. The equipment generates electricity through the water dependent engagement of a ring of rotating magnets with coils mounted on a stator ring. Validation testing of the W4e was performed at Alden Laboratories in the Spring of 2013. The testing was independently observed and validated by GZA GeoEnvironmental, Inc. The observations made during testing and the results of the testing are included in the Test Summary Report

    Savannah River National Laboratory (SRNL) analyzed solvent samples from Modular Caustic-Side Solvent Extraction Unit (MCU) in support of continuing operations. A quarterly analysis of the solvent is required to maintain solvent composition within specifications. Analytical results of the analyses of Solvent Hold Tank (SHT) samples MCU-13-814, MCU-13-815, MCU-13-816, MCU-13-817, MCU-13-818 and MCU-13-819 received May 28, 2013 are reported. The results show that the solvent at MCU does not require an Isopar L addition, but it will require addition of trioctylamine despite of the 272 g of TOA that was added to the solvent on June 5, 2013 based on the solvent containing a TOA level of 45% of nominal. A new TOA analysis method (HCl titration) has been used and its output was statistically similar to the results from the SVOA-TOA method. This method provides an independent method for measuring TOA and TiDG in MCU-NG solvent. An impurity containing a tert-butyl group was detected in the solvent and further analytical analysis is needed to identify it. SRNL recommends determining the impact of this impurity on the mass transfer ability of the solvent. SRNL also analyzed the SHT sample for {sup 137}Cs content and determined the measured value is above the results observed from the January 2013.

    A supplemental hazard analysis was conducted and quantitative risk assessment performed in response to an independent review comment received by the Pacific Northwest National Laboratory (PNNL) from the U.S. Department of Energy Pacific Northwest Field Office (PNSO) against the Hydrotreater/Distillation Column Hazard Analysis Report issued in April 2013. The supplemental analysis used the hazardous conditions documented by the previous April 2013 report as a basis. The conditions were screened and grouped for the purpose of identifying whether additional prudent, practical hazard controls could be identified, using a quantitative risk evaluation to assess the adequacy of the controls and establish a lower level of concern for the likelihood of potential serious accidents. Calculations were performed to support conclusions where necessary.
