    Highlights: Black-Right-Pointing-Pointer The existing structure of the multi-criteria decision analysis for site selection is criticized. Black-Right-Pointing-Pointer Fundamental problematic points based on the critics are defined. Black-Right-Pointing-Pointer Some modifications are suggested in order to provide solutions to these problematical points. Black-Right-Pointing-Pointer A new structure for the decision making mechanism is proposed. Black-Right-Pointing-Pointer The feasibility of the new method is subjected to an evaluation process. - Abstract: The main aim of this study is to criticize the process of selecting the most appropriate site for the disposal of municipal solid wastes which is one of the problematic issues of waste management operations. These kinds of problems are pathological symptoms of existing problematical human-nature relationship which is related to the syndrome called ecological crisis. In this regard, solving the site selection problem, which is just a small part of a larger entity, for the good of ecological rationality and social justice is only possible by founding a new and extensive type of human-nature relationship. In this study, as a problematic point regarding the discussions on ecological problems, the existing structure of the applications using multi-criteria decision analysis in the process of site selection with three main criteria is criticized. Based on this critique, fundamental problematic points (to which applications are insufficient to find solutions) will be defined. Later, some modifications will be suggested in order to provide solutions to these problematical points. Finally, the criticism addressed to the structure of the method with three main criteria and the feasibility of the new method with four main criteria is subjected to an evaluation process. As a result, it is emphasized that the new structure with four main criteria may be effective in solution of the fundamental problematic points.

    The ''Disposal Criticality Analysis Methodology Topical Report'' (YMP 2003) presents the methodology for evaluating potential criticality situations in the monitored geologic repository. As stated in the referenced Topical Report, the detailed methodology for performing the disposal criticality analyses will be documented in model reports. Many of the models developed in support of the Topical Report differ from the definition of models as given in the Office of Civilian Radioactive Waste Management procedure AP-SIII.10Q, ''Models'', in that they are procedural, rather than mathematical. These model reports document the detailed methodology necessary to implement the approach presented in the Disposal Criticality Analysis Methodology Topical Report and provide calculations utilizing the methodology. Thus, the governing procedure for this type of report is AP-3.12Q, ''Design Calculations and Analyses''. The ''Criticality Model'' is of this latter type, providing a process evaluating the criticality potential of in-package and external configurations. The purpose of this analysis is to layout the process for calculating the criticality potential for various in-package and external configurations and to calculate lower-bound tolerance limit (LBTL) values and determine range of applicability (ROA) parameters. The LBTL calculations and the ROA determinations are performed using selected benchmark experiments that are applicable to various waste forms and various in-package and external configurations. The waste forms considered in this calculation are pressurized water reactor (PWR), boiling water reactor (BWR), Fast Flux Test Facility (FFTF), Training Research Isotope General Atomic (TRIGA), Enrico Fermi, Shippingport pressurized water reactor, Shippingport light water breeder reactor (LWBR), N-Reactor, Melt and Dilute, and Fort Saint Vrain Reactor spent nuclear fuel (SNF). The scope of this analysis is to document the criticality computational method. The criticality computational method will be used for evaluating the criticality potential of configurations of fissionable materials (in-package and external to the waste package) within the repository at Yucca Mountain, Nevada for all waste packages/waste forms. The criticality computational method is also applicable to preclosure configurations. The criticality computational method is a component of the methodology presented in ''Disposal Criticality Analysis Methodology Topical Report'' (YMP 2003). How the criticality computational method fits in the overall disposal criticality analysis methodology is illustrated in Figure 1 (YMP 2003, Figure 3). This calculation will not provide direct input to the total system performance assessment for license application. It is to be used as necessary to determine the criticality potential of configuration classes as determined by the configuration probability analysis of the configuration generator model (BSC 2003a).

    The 2011 review of the INL Criticality Safety Program has determined that the program is robust and effective. The review was prepared for, and fulfills Contract Data Requirements List (CDRL) item H.20, 'Annual Criticality Safety Program performance summary that includes the status of assessments, issues, corrective actions, infractions, requirements management, training, and programmatic support.' This performance summary addresses the status of these important elements of the INL Criticality Safety Program. Assessments - Assessments in 2011 were planned and scheduled. The scheduled assessments included a Criticality Safety Program Effectiveness Review, Criticality Control Area Inspections, a Protection of Controlled Unclassified Information Inspection, an Assessment of Criticality Safety SQA, and this management assessment of the Criticality Safety Program. All of the assessments were completed with the exception of the 'Effectiveness Review' for SSPSF, which was delayed due to emerging work. Although minor issues were identified in the assessments, no issues or combination of issues indicated that the INL Criticality Safety Program was ineffective. The identification of issues demonstrates the importance of an assessment program to the overall health and effectiveness of the INL Criticality Safety Program. Issues and Corrective Actions - There are relatively few criticality safety related issues in the Laboratory ICAMS system. Most were identified by Criticality Safety Program assessments. No issues indicate ineffectiveness in the INL Criticality Safety Program. All of the issues are being worked and there are no imminent criticality concerns. Infractions - There was one criticality safety related violation in 2011. On January 18, 2011, it was discovered that a fuel plate bundle in the Nuclear Materials Inspection and Storage (NMIS) facility exceeded the fissionable mass limit, resulting in a technical safety requirement (TSR) violation. The TSR limits fuel plate bundles to 1085 grams U-235, which is the maximum loading of an ATR fuel element. The overloaded fuel plate bundle contained 1097 grams U-235 and was assembled under an 1100 gram U-235 limit in 1982. In 2003, the limit was reduced to 1085 grams citing a new criticality safety evaluation for ATR fuel elements. The fuel plate bundle inventories were not checked for compliance prior to implementing the reduced limit. A subsequent review of the NMIS inventory did not identify further violations. Requirements Management - The INL Criticality Safety program is organized and well documented. The source requirements for the INL Criticality Safety Program are from 10 CFR 830.204, DOE Order 420.1B, Chapter III, 'Nuclear Criticality Safety,' ANSI/ANS 8-series Industry Standards, and DOE Standards. These source requirements are documented in LRD-18001, 'INL Criticality Safety Program Requirements Manual.' The majority of the criticality safety source requirements are contained in DOE Order 420.1B because it invokes all of the ANSI/ANS 8-Series Standards. DOE Order 420.1B also invokes several DOE Standards, including DOE-STD-3007, 'Guidelines for Preparing Criticality Safety Evaluations at Department of Energy Non-Reactor Nuclear Facilities.' DOE Order 420.1B contains requirements for DOE 'Heads of Field Elements' to approve the criticality safety program and specific elements of the program, namely, the qualification of criticality staff and the method for preparing criticality safety evaluations. This was accomplished by the approval of SAR-400, 'INL Standardized Nuclear Safety Basis Manual,' Chapter 6, 'Prevention of Inadvertent Criticality.' Chapter 6 of SAR-400 contains sufficient detail and/or reference to the specific DOE and contractor documents that adequately describe the INL Criticality Safety Program per the elements specified in DOE Order 420.1B. The Safety Evaluation Report for SAR-400 specifically recognizes that the approval of SAR-400 approves the INL Criticality Safety Program. No new source requirements were released in 2011.     Preliminary design concepts for the proposed Subsurface Repository at Yucca Mountain indicate extensive reliance on modern, computer-based, digital control technologies. The purpose of this analysis is to investigate the degree to which the U. S. Nuclear Regulatory Commission (NRC) has accepted and approved the use of digital control technology for safety-related applications within the nuclear power industry. This analysis reviews cases of existing digitally-based control systems that have been approved by the NRC. These cases can serve as precedence for using similar types of digitally-based control technologies within the Subsurface Repository. While it is anticipated that the Yucca Mountain Project (YMP) will not contain control systems as complex as those required for a nuclear power plant, the review of these existing NRC approved applications will provide the YMP with valuable insight into the NRCs review process and design expectations for safety-related digital control systems. According to the YMP Compliance Program Guidance, portions of various NUREGS, Regulatory Guidelines, and nuclear IEEE standards the nuclear power plant safety related concept would be applied to some of the designs on a case-by-case basis. This analysis will consider key design methods, capabilities, successes, and important limitations or problems of selected control systems that have been approved for use in the Nuclear Power industry. An additional purpose of this analysis is to provide background information in support of further development of design criteria for the YMP. The scope and primary objectives of this analysis are to: (1) Identify and research the extent and precedence of digital control and remotely operated systems approved by the NRC for the nuclear power industry. Help provide a basis for using and relying on digital technologies for nuclear related safety critical applications. (2) Identify the basic control architecture and methods of key digital control systems approved for use in the nuclear power industry by the NRC. (3) Identify and discuss key design issues, features, benefits, and limitations of these NRC approved digital control systems that can be applied as design guidance and correlated to the Monitored Geologic Repository (MGR) design requirements. (4) Identify codes and standards used in the design of these NRC approved digital control systems and discuss their possible applicability to the design of a subsurface nuclear waste repository. (5) Evaluate the NRC approved digital control system's safety, reliability and maintainability features and issues. Apply these to MGR design methodologies and requirements. (6) Provide recommendations for use in developing design criteria in the System Description Documents for the digital control systems of the subsurface nuclear waste repository at Yucca Mountain. (7) Develop recommendations for applying NRC approval methods for digital control systems for the subsurface nuclear waste repository at Yucca Mountain. This analysis will focus on the development of the issues, criteria and methods used and required for identifying the appropriate requirements for digital based control systems. Attention will be placed on development of recommended design criteria for digital controls including interpretation of codes, standards and regulations. Attention will also focus on the use of digital controls and COTS (Commercial Off-the-shelf) technology and equipment in selected NRC approved digital control systems, and as referenced in applicable codes, standards and regulations. The analysis will address design issues related to COTS technology and how they were dealt with in previous NRC approved digital control systems.

    During the early 1980's, the number of municipalities considering waste-to-energy (WTE) facilities as a solid waste management option led to projections that WTE would be used to manage as much as half of all municipal solid waste by the turn of the century. However, during the latter part of the 1980's, the cancellation rate for WTE facilities grew to the point that its long-term future is questionable. This research sought to identify and examine the range of factors that influence municipalities' decisions concerning WTE. As part of a larger study, case studies of four communities that recently faced decisions about WTE facilities were undertaken. At two of the sites WTE projects formally were approved, while at the other two sites planned WTE facilities were canceled. The study distinguished between the decision-making process and the decision outcomes while recognizing that all aspects of the process clearly are linked to outcome. Case study findings indicate that like processes need not lead to like outcomes. Further, decisions do not fall neatly into simple acceptance'' or rejection'' categories.

    The Peircean decision aid (PDA) is a decision support architecture and embedded functionality that supports a decision maker in very complex environments dealing with massive amounts of disparate data, information and knowledge. The solution generated is a hybrid system solution employing a number of technologies that are based on Peircean reasoning, modal logic, and formal concept analysis. The system convolves data/information with knowledge to create a virtual belief state that is passed to a decisionmore » maker for consideration. The system can capture categorized knowledge or it can inductively learn or acquire new knowledge from suites of observations. Captured knowledge is used to abductively generate hypotheses that are potential explanations to observations or collected data. The zero order modal logic architecture is designed to augment knowledge update and belief revision and can be extended to include disjunctive screening of collected data. While intended to be a library for integration into a decision support architecture it possesses a basic stand-alone GUI for use as an analysis support tool.« less

    The Initiation Phase begins with the identification of a mission-related need. A Program Office will identify a credible performance gap between its current capabilities and capacities and those required to achieve the goals articulated in its strategic plan. The Mission Need Statement (MNS) is the translation of this gap into functional requirements that cannot be met through other than material means. It should describe the general parameters of the solution and why it is critical to the overall accomplishment of the Department’s mission, including the benefits to be realized. The mission need is independent of a particular solution, and should not be defined by equipment, facility, technological solution, or physical end-item.     Abstract: Motivation -- As indicated by the Blackout of 2003, the North American interconnected electric system is vulnerable to cascading outages and widespread blackouts. Investigations of large scale outages often attribute the causes to the three Ts: Trees, Training and Tools. A systematic approach has been developed to document and understand the mental processes that an expert power system operator uses when making critical decisions. The approach has been developed and refined as part of a capability demonstration of a high-fidelity real-time power system simulator under normal and emergency conditions. To examine naturalistic decision making (NDM) processes, transcripts of operator-to-operator conversations are analyzed to reveal and assess NDM-based performance criteria. Findings/Design -- The results of the study indicate that we can map the Situation Awareness Level of the operators at each point in the scenario. We can also identify clearly what mental models and mental simulations are being performed at different points in the scenario. As a result of this research we expect that we can identify improved training methods and improved analytical and visualization tools for power system operators. Originality/Value -- The research applies for the first time, the concepts of Recognition Primed Decision Making, Situation Awareness Levels and Cognitive Task Analysis to training of electric power system operators. Take away message -- The NDM approach provides an ideal framework for systematic training management and mitigation to accelerate learning in team-based training scenarios with high-fidelity power grid simulators.

    Climate Information Needs for Financial Decision Making (Final Report) This Department of Energy workshop award (grant #DE-SC0008480) provided primary support for the American Meteorological Society’s study on climate information needs for financial decision making. The goal of this study was to help advance societal decision making by examining the implications of climate variability and change on near-term financial investments. We explored four key topics: 1) the conditions and criteria that influence returns on investment of major financial decisions, 2) the climate sensitivity of financial decisions, 3) climate information needs of financial decision makers, and 4) potential new mechanisms to promote collaboration between scientists and financial decision makers. Better understanding of these four topics will help scientists provide the most useful information and enable financial decision makers to use scientific information most effectively. As a result, this study will enable leaders in business and government to make well-informed choices that help maximize long-term economic success and social wellbeing in the United States The outcomes of the study include a workshop, which brought together leaders from the scientific and financial decision making communities, a publication of the study report, and a public briefing of the results to the policy community. In addition, we will present the results to the scientific community at the AMS Annual Meeting in February, 2014. The study results were covered well by the media including Bloomberg News and E&E News. Upon request, we also briefed the Office of Science Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) on the outcomes. We presented the results to the policy community through a public briefing in December on Capitol Hill. The full report is publicly available at www.ametsoc.org/cin. Summary of Key Findings The United States invests roughly $1.5 trillion U.S. dollars (USD) in capital assets each year across the public and private sectors (Orszag 2008; United States Census Bureau 2013). Extreme weather events create and exacerbate risks to these financial investments by contributing to: • Direct physical impacts on the investments themselves • Degradation of critical supporting infrastructure • Changes in the availability of key natural resources • Changes to workforce availability or capacity • Changes in the customer base • Supply chain disruptions • Legal liability • Shifts in the regulatory environment • Reductions in credit ratings Even small changes in weather can impact operations in critical economic sectors. As a result, maximizing returns on financial investments depends on accurately understanding and effectively accounting for these risks. Climate variability and change can either exacerbate existing risks or cause new sources of risk to emerge. Managing these risks most effectively will depend on scientific advances and increases in the capacity of financial decision makers to use the scientific knowledge that results. Barriers to using climate information must also be overcome. This study proposes three predefined levels of certainty for communicating about weather and climate risks: 1) possible (i.e., unknown likelihood or less than 50% chance of occurrence), 2) probable (greater than 50% chance of occurrence), and 3) effectively certain (at least 95% chance of occurrence). For example, it is effectively certain that a change in climate will alter weather patterns. It is probable that climate warming will cause increases in the intensity of some extreme events. It is possible that climate change will cause major and widespread disruptions to key planetary life-support services. Key recommendations of this study: 1) Identify climate-related risks and opportunities for financial decision making. 2) Create a framework to translate scientific information in clear and actionable terms for financial decision makers. 3) Analyze existing climate assessments and translate projected impacts into possible, probable, and effectively certain impacts. 4) Improve climate projections with respect to precipitation (timing, amount, and intensity), extreme events, and tails of probability distributions (i.e., low-probability but high-consequence events). 5) Increase spatial resolution of climate projections in order to provide climate information at the scale most relevant to financial investments. 6) Improve projections of the societal consequences of climate impacts through integrated assessments of physical, natural, and social sciences. 7) Create a user-friendly information repository and portal that provides easy access to information relevant to financial decision making. 8) Create and maintain opportunities to bring together financial decision makers, scientists, and service providers. Near-term financial decisions have long-term implications for the United States’ social and economic well-being that depend, in part, on climate variability and change. Investments will be most successful, and will advance the interests of society most effectively, if they are grounded in the best available knowledge & understanding.

    The purpose of the ''Criticality Model Report'' is to validate the MCNP (CRWMS M&O 1998h) code's ability to accurately predict the effective neutron multiplication factor (k{sub eff}) for a range of conditions spanned by various critical configurations representative of the potential configurations commercial reactor assemblies stored in a waste package may take. Results of this work are an indication of the accuracy of MCNP for calculating eigenvalues, which will be used as input for criticality analyses for spent nuclear fuel (SNF) storage at the proposed Monitored Geologic Repository. The scope of this report is to document the development and validation of the criticality model. The scope of the criticality model is only applicable to commercial pressurized water reactor fuel. Valid ranges are established as part of the validation of the criticality model. This model activity follows the description in BSC (2002a).

  9. Vulnerability of critical infrastructures : identifying critical nodes.

    The objective of this research was the development of tools and techniques for the identification of critical nodes within critical infrastructures. These are nodes that, if disrupted through natural events or terrorist action, would cause the most widespread, immediate damage. This research focuses on one particular element of the national infrastructure: the bulk power system. Through the identification of critical elements and the quantification of the consequences of their failure, site-specific vulnerability analyses can be focused at those locations where additional security measures could be effectively implemented. In particular, with appropriate sizing and placement within the grid, distributed generation in the form of regional power parks may reduce or even prevent the impact of widespread network power outages. Even without additional security measures, increased awareness of sensitive power grid locations can provide a basis for more effective national, state and local emergency planning. A number of methods for identifying critical nodes were investigated: small-world (or network theory), polyhedral dynamics, and an artificial intelligence-based search method - particle swarm optimization. PSO was found to be the only viable approach and was applied to a variety of industry accepted test networks to validate the ability of the approach to identify sets of critical nodes. The approach was coded in a software package called Buzzard and integrated with a traditional power flow code. A number of industry accepted test networks were employed to validate the approach. The techniques (and software) are not unique to power grid network, but could be applied to a variety of complex, interacting infrastructures.

    Latent effects on a system are broken down into components ranging from those far removed in time from the system under study (latent) to those which closely effect changes in the system. Each component is provided with weighted inputs either by a user or from outputs of other components. A non-linear mathematical process known as `soft aggregation` is performed on the inputs to each component to provide information relating to the component. This information is combined in decreasing order of latency to the system to provide a quantifiable measure of an attribute of a system (e.g., safety) or to test hypotheses (e.g., for forensic deduction or decisions about various system design options).

This study, conducted as part of a larger study, identifies factors that influence municipalities, decisions regarding WTE. This study takes a broad perspective about decision-making within communities, emphasizing the context within which decisions were made and the decision-making process. It does not seek to judge the correctness of the decisions.

    Risk analysis and decision making is one of the critical objectives of CCSI, which seeks to use information from science-based models with quantified uncertainty to inform decision makers who are making large capital investments. The goal of this task is to develop tools and capabilities to facilitate the development of risk models tailored for carbon capture technologies, quantify the uncertainty of model predictions, and estimate the technical and financial risks associated with the system. This effort aims to reduce costs by identifying smarter demonstrations, which could accelerate development and deployment of the technology by several years.

    Evaluation of criticality safety has become an important task in preparing for the Atomic Vapor Laser Isotope Separation (AVLIS) uranium enrichment runs that will take place during the Integrated Process Demonstration (IPD) at Lawrence Livermore National Laboratory (LLNL). This integrated operation of AVLIS systems under plant-like conditions will be used to verify the performance of process equipment and to demonstrate the sustained integrated enrichment performance of these systems using operating parameters that are similar to production plant specifications. Because of the potential criticality concerns associated with enriched uranium, substantial effort has been aimed towards understanding the potential system failures of interest from a criticality standpoint, and evaluating them in detail. The AVLIS process is based on selective photoionization of uranium atoms of atomic weight 235 (U-235) in a vapor stream, followed by electrostatic extraction. The process is illustrated in Figure 1. Two major subsystems are involved: the uranium separator and the laser system. In the separator, metallic uranium is fed into a crucible where it is heated and vaporized by an electron beam. The atomic U-235/U-238 vapor stream moves away from the molten uranium and is illuminated by precisely tuned beams of dye laser light. Upon absorption of the tuned dye laser light, the U-235 atoms become excited and eject electrons (become photoionized), giving them a net positive charge. The ions of U-235 are moved preferentially by an electrostatic field to condense on the product collector, forming the enriched uranium product. The remaining vapor, which is depleted in U-235 (tails), passes unaffected through the photoionization/extractor zone and accumulates on collectors in the top of the separator. Tails and product collector surfaces operate at elevated temperatures so that deposited materials flow as segregated liquid streams. The separated uranium condensates (uranium enriched in U-235 and uranium depleted in U-235) are cooled and accumulated in solid metallic form in canisters. The collected product and tails material is weighed and transferred into certified, critically safe, shipping containers (DOT specification 6M with 2R containment vessel). These will be temporarily stored, and then shipped offsite either for use by a fuel fabricator, or for disposal. Tails material will be packaged for disposal. A criticality risk assessment was performed for AVLIS IPD runs. In this analysis, the likelihood of occurrence of a criticality was examined. For the AVLIS process, there are a number of areas that have been specifically examined to assess whether or not the frequency of occurrence of a criticality is credible (frequency of occurrence > 10-6/yr). In this paper, we discuss only two of the areas: the separator and canister operations.

These patterns include possible outage areas from a loss of power, denial of service or access, and disruption of operations.     Highlights: ? The mainly used decision support frameworks for solid waste management are reviewed. ? The LCA, CBA and MCDM models are presented and their strengths, weaknesses, similarities and possible combinations are analyzed. ? The game-theoretic approach in a solid waste management context is presented. ? The waste management bargaining game is introduced as a specific decision support framework. ? Cooperative and non-cooperative game-theoretic approaches to decision support for solid waste management are discussed. - Abstract: This paper surveys decision support models that are commonly used in the solid waste management area. Most models are mainly developed within three decision support frameworks, which are the life-cycle assessment, the costbenefit analysis and the multi-criteria decision-making. These frameworks are reviewed and their strengths and weaknesses as well as their critical issues are analyzed, while their possible combinations and extensions are also discussed. Furthermore, the paper presents how cooperative and non-cooperative game-theoretic approaches can be used for the purpose of modeling and analyzing decision-making in situations with multiple stakeholders. Specifically, since a waste management model is sustainable when considering not only environmental and economic but also social aspects, the waste management bargaining game is introduced as a specific decision support framework in which future models can be developed.

    The objective of this research was to develop and implement a shape identification measure within a geographic information system, specifically one that incorporates analytical modeling for site location planning. The application that was developed incorporated a location model within a raster-based GIS, which helped address critical performance issues for the decision support system. Binary matrices, which approximate the object`s geometrical form, are passed over the grided data structure and allow identification of irregular and regularly shaped objects. Lastly, the issue of shape rotation is addressed and is resolved by constructing unique matrices corresponding to the object`s orientation

    A method for computer emulation of human decision making defines a plurality of concepts related to a domain and a plurality of situations related to the domain, where each situation is a combination of at least two of the concepts. Each concept and situation is represented in the computer as an oscillator output, and each situation and concept oscillator output is distinguishable from all other oscillator outputs. Information is input to the computer representative of detected concepts, and the computer compares the detected concepts with the stored situations to determine if a situation has occurred.

    Decisions soon will be made which will set in motion the development of Qatar's huge North Dome gas field. The government and state company, Qatar General Petroleum Corp. (QGPC) is studying the results of 2 feasibility studies on the economics of LNG export, although initially North Dome exploitation will be aimed at the domestic market. Decisions on the nature and timing of the North Dome development are the most important that have had to be faced in the short 10-yr history of the small Gulf state. The country's oil production is currently running at approximately 500,000 bpd, with 270,000 bpd originating from 3 offshore fields. Output is expected to decline through 1990, and it generally is accepted that there is little likelihood of further major crude discoveries. Therefore, Qatar has to begin an adjustment from an economy based on oil to one based on gas, while adhering to the underlying tenets of long-term conservation and industrial diversification.

To enhance criticality safety, systems are incorporated into the design of autoclaves to limit the amount of water present. These safety systems also increase the likelihood that any UF{sub 6} inadvertently released from a cylinder into an autoclave is not released to the environment. Up to 140 pounds of water can be held up in large autoclaves. This mass of water is sufficient to support a nuclear criticality when optimally combined with 125 pounds of UF{sub 6} enriched to 5 percent U{sup 235}. However, water in autoclaves is widely dispersed as condensed droplets and vapor, and is extremely unlikely to form a critical configuration with released UF{sub 6}.

    These lecture notes for criticality safety are prepared for the training of Department of Energy supervisory, project management, and administrative staff. Technical training and basic mathematics are assumed. The notes are designed for a two-day course, taught by two lecturers. Video tapes may be used at the options of the instructors. The notes provide all the materials that are necessary but outside reading will assist in the fullest understanding. The course begins with a nuclear physics overview. The reader is led from the macroscopic world into the microscopic world of atoms and the elementary particles that constitute atoms. The particles, their masses and sizes and properties associated with radioactive decay and fission are introduced along with Einstein's mass-energy equivalence. Radioactive decay, nuclear reactions, radiation penetration, shielding and health-effects are discussed to understand protection in case of a criticality accident. Fission, the fission products, particles and energy released are presented to appreciate the dangers of criticality. Nuclear cross sections are introduced to understand the effectiveness of slow neutrons to produce fission. Chain reactors are presented as an economy; effective use of the neutrons from fission leads to more fission resulting in a power reactor or a criticality excursion. The six-factor formula is presented for managing the neutron budget. This leads to concepts of material and geometric buckling which are used in simple calculations to assure safety from criticality. Experimental measurements and computer code calculations of criticality are discussed. To emphasize the reality, historical criticality accidents are presented in a table with major ones discussed to provide lessons-learned. Finally, standards, NRC guides and regulations, and DOE orders relating to criticality protection are presented.

    Understanding the role of emotional states is critical for predicting the kind of decisions people will make in risky situations. Currently, there is little understanding as to how emotion influences decision-making in situations such as terrorist attacks, natural disasters, pandemics, and combat. To help address this, we used behavioral and neuroimaging methods to examine how emotion states and traits influence decisions. Specifically, this study used a wheel of fortune behavioral task and functional magnetic resonance imaging (fMRI) to examine the effects of emotional states and traits on decision-making pertaining to the degree of risk people are willing to make in specific situations. The behavioral results are reported here. The neural data requires additional time to analyze and will be reported at a future date. Biases caused by emotion states and traits were found regarding the likelihood of making risky decisions. The behavioral results will help provide a solid empirical foundation for modeling the effects of emotion on decision in risky situations.

This plan expands on the summary level information in the Tank Waste Remediation System Environmental Program Plan (HNF 1773) to address requirements that are most pertinent to WFD. This plan outlines alternative approaches to satisfying applicable environmental standards, and describes selected strategies for acquiring permits and other approvals needed for WFD to proceed. Appendices at the end of this plan provide preliminary cost and schedule estimates for implementing the selected strategies. The rest of this section summarizes the scope of WFD activities, including important TWRS operating information, and describes in more detail the objectives, structure, and content of this plan.

    This report describes a process for performing preclosure criticality analyses for a repository at Yucca Mountain, Nevada. These analyses will be performed from the time of receipt of fissile material until permanent closure of the repository (preclosure period). The process describes how criticality safety analyses will be performed for various configurations of waste in or out of waste packages that could occur during preclosure as a result of normal operations or event sequences. The criticality safety analysis considers those event sequences resulting in unanticipated moderation, loss of neutron absorber, geometric changes, or administrative errors in waste form placement (loading) of the waste package. The report proposes a criticality analyses process for preclosure to allow a consistent transition from preclosure to postclosure, thereby possibly reducing potential cost increases and delays in licensing of Yucca Mountain. The proposed approach provides the advantage of using a parallel regulatory framework for evaluation of preclosure and postclosure performance and is consistent with the U.S. Nuclear Regulatory Commission's approach of supporting risk-informed, performance-based regulation for fuel cycle facilities, ''Yucca Mountain Review Plan, Final Report'', and 10 CFR Part 63. The criticality-related criteria for ensuring subcriticality are also described as well as which guidance documents will be utilized. Preclosure operations and facilities have significant similarities to existing facilities and operations currently regulated by the U.S. Nuclear Regulatory Commission; therefore, the design approach for preclosure criticality safety will be dictated by existing regulatory requirements while using a risk-informed approach with burnup credit for in-package operations.

  1. Criticality assessment of LLRWDF closure

    During the operation of the Low Level Radioactive Waste Disposal Facility (LLRWDF), large amounts (greater than 100 kg) of enriched uranium (EU) were buried. This EU came primarily from the closing and decontamination of the Naval Fuels Facility in the time period from 1987--1989. Waste Management Operations (WMO) procedures were used to keep the EU boxes separated to prevent possible criticality during normal operation. Closure of the LLRWDF is currently being planned, and waste stabilization by Dynamic Compaction (DC) is proposed. Dynamic compaction will crush the containers in the LLRWDF and result in changes in their geometry. Research of the LLRWDF operations and record keeping practices have shown that the EU contents of trenches are known, but details of the arrangement of the contents cannot be proven. Reviews of the trench contents, combined with analysis of potential critical configurations, revealed that some portions of the LLRWDF can be expected to be free of criticality concerns while other sections have credible probabilities for the assembly of a critical mass, even in the uncompacted configuration. This will have an impact on the closure options and which trenches can be compacted.

    Decontamination of anthrax spores in critical infrastructure (e.g., subway systems, major airports) and critical assets (e.g., the interior of aircraft) can be challenging because effective decontaminants can damage materials. Current decontamination methods require the use of highly toxic and/or highly corrosive chemical solutions because bacterial spores are very difficult to kill. Bacterial spores such as Bacillus anthracis, the infectious agent of anthrax, are one of the most resistant forms of life and are several orders of magnitude more difficult to kill than their associated vegetative cells. Remediation of facilities and other spaces (e.g., subways, airports, and the interior of aircraft) contaminated with anthrax spores currently requires highly toxic and corrosive chemicals such as chlorine dioxide gas, vapor- phase hydrogen peroxide, or high-strength bleach, typically requiring complex deployment methods. We have developed a non-toxic, non-corrosive decontamination method to kill highly resistant bacterial spores in critical infrastructure and critical assets. A chemical solution that triggers the germination process in bacterial spores and causes those spores to rapidly and completely change to much less-resistant vegetative cells that can be easily killed. Vegetative cells are then exposed to mild chemicals (e.g., low concentrations of hydrogen peroxide, quaternary ammonium compounds, alcohols, aldehydes, etc.) or natural elements (e.g., heat, humidity, ultraviolet light, etc.) for complete and rapid kill. Our process employs a novel germination solution consisting of low-cost, non-toxic and non-corrosive chemicals. We are testing both direct surface application and aerosol delivery of the solutions. A key Homeland Security need is to develop the capability to rapidly recover from an attack utilizing biological warfare agents. This project will provide the capability to rapidly and safely decontaminate critical facilities and assets to return them to normal operations as quickly as possible, sparing significant economic damage by re-opening critical facilities more rapidly and safely. Facilities and assets contaminated with Bacillus anthracis (i.e., anthrax) spores can be decontaminated with mild chemicals as compared to the harsh chemicals currently needed. Both the 'germination' solution and the 'kill' solution are constructed of 'off-the-shelf,' inexpensive chemicals. The method can be utilized by directly spraying the solutions onto exposed surfaces or by application of the solutions as aerosols (i.e., small droplets), which can also reach hidden surfaces.

    Participatory modeling has become an important tool in facilitating resource decision making and dispute resolution. Approaches to modeling that are commonly used in this context often do not adequately account for important human factors. Current techniques provide insights into how certain human activities and variables affect resource outcomes; however, they do not directly simulate the complex variables that shape how, why, and under what conditions different human agents behave in ways that affect resources and human interactions related to them. Current approaches also do not adequately reveal how the effects of individual decisions scale up to have systemic level effects in complex resource systems. This lack of integration prevents the development of more robust models to support decision making and dispute resolution processes. Development of integrated tools is further hampered by the fact that collection of primary data for decision-making modeling is costly and time consuming. This project seeks to develop a new approach to resource modeling that incorporates both technical and behavioral modeling techniques into a single decision-making architecture. The modeling platform is enhanced by use of traditional and advanced processes and tools for expedited data capture. Specific objectives of the project are: (1) Develop a proof of concept for a new technical approach to resource modeling that combines the computational techniques of system dynamics and agent based modeling, (2) Develop an iterative, participatory modeling process supported with traditional and advance data capture techniques that may be utilized to facilitate decision making, dispute resolution, and collaborative learning processes, and (3) Examine potential applications of this technology and process. The development of this decision support architecture included both the engineering of the technology and the development of a participatory method to build and apply the technology. Stakeholder interaction with the model and associated data capture was facilitated through two very different modes of engagement, one a standard interface involving radio buttons, slider bars, graphs and plots, while the other utilized an immersive serious gaming interface. The decision support architecture developed through this project was piloted in the Middle Rio Grande Basin to examine how these tools might be utilized to promote enhanced understanding and decision-making in the context of complex water resource management issues. Potential applications of this architecture and its capacity to lead to enhanced understanding and decision-making was assessed through qualitative interviews with study participants who represented key stakeholders in the basin.

  10. Plutonium-238 Transuranic Waste Decision Analysis

    Five transuranic (TRU) waste sites in the Department of Energy (DOE) complex, collectively, have more than 2,100 cubic meters of Plutonium-238 (Pu-238) TRU waste that exceed the wattage restrictions of the Transuranic Package Transporter-II (TRUPACT-11). The Waste Isolation Pilot Plant (WIPP) is being developed by the DOE as a repository for TRU waste. With the Waste Isolation Pilot Plant (WIPP) opening in 1999, these sites are faced with a need to develop waste management practices that will enable the transportation of Pu-238 TRU waste to WIPP for disposal. This paper describes a decision analysis that provided a logical framework for addressing the Pu-238 TRU waste issue. The insights that can be gained by performing a formalized decision analysis are multifold. First and foremost, the very process. of formulating a decision tree forces the decision maker into structured, logical thinking where alternatives can be evaluated one against the other using a uniform set of criteria. In the process of developing the decision tree for transportation of Pu-238 TRU waste, several alternatives were eliminated and the logical order for decision making was discovered. Moreover, the key areas of uncertainty for proposed alternatives were identified and quantified. The decision analysis showed that the DOE can employ a combination approach where they will (1) use headspace gas analyses to show that a fraction of the Pu-238 TRU waste drums are no longer generating hydrogen gas and can be shipped to WIPP ''as-is'', (2) use drums and bags with advanced filter systems to repackage Pu-238 TRU waste drums that are still generating hydrogen, and (3) add hydrogen getter materials to the inner containment vessel of the TRUPACT-11to relieve the build-up of hydrogen gas during transportation of the Pu-238 TRU waste drums.

  11. AGING FACILITY CRITICALITY SAFETY CALCULATIONS

    The purpose of this design calculation is to revise and update the previous criticality calculation for the Aging Facility (documented in BSC 2004a). This design calculation will also demonstrate and ensure that the storage and aging operations to be performed in the Aging Facility meet the criticality safety design criteria in the ''Project Design Criteria Document'' (Doraswamy 2004, Section 4.9.2.2), and the functional nuclear criticality safety requirement described in the ''SNF Aging System Description Document'' (BSC [Bechtel SAIC Company] 2004f, p. 3-12). The scope of this design calculation covers the systems and processes for aging commercial spent nuclear fuel (SNF) and staging Department of Energy (DOE) SNF/High-Level Waste (HLW) prior to its placement in the final waste package (WP) (BSC 2004f, p. 1-1). Aging commercial SNF is a thermal management strategy, while staging DOE SNF/HLW will make loading of WPs more efficient (note that aging DOE SNF/HLW is not needed since these wastes are not expected to exceed the thermal limits form emplacement) (BSC 2004f, p. 1-2). The description of the changes in this revised document is as follows: (1) Include DOE SNF/HLW in addition to commercial SNF per the current ''SNF Aging System Description Document'' (BSC 2004f). (2) Update the evaluation of Category 1 and 2 event sequences for the Aging Facility as identified in the ''Categorization of Event Sequences for License Application'' (BSC 2004c, Section 7). (3) Further evaluate the design and criticality controls required for a storage/aging cask, referred to as MGR Site-specific Cask (MSC), to accommodate commercial fuel outside the content specification in the Certificate of Compliance for the existing NRC-certified storage casks. In addition, evaluate the design required for the MSC that will accommodate DOE SNF/HLW. This design calculation will achieve the objective of providing the criticality safety results to support the preliminary design of the Aging Facility. As the ongoing design evolution remains fluid, the results from this design calculation should be evaluated for applicability to any new or modified design. Consequently, the results presented in this document are limited to the current design. The information contained in this document was developed by Environmental and Nuclear Engineering and is intended for the use of Design and Engineering in its work regarding the various criticality related activities performed in the Aging Facility. Yucca Mountain Project personnel from Environmental and Nuclear Engineering should be consulted before the use of the information for purposes other than those stated herein or use by individuals other than authorized personnel in Design and Engineering.

    The Multiple Objective Decision Support (MODS) tool is an automated tool used to assist decision makers and policy analysts with multiple-objective decision problems. The classes of problems that this decision support tool addresses have both multiple objectives and multiple stakeholders. Decision problems, which have multiple objectives that in general cannot be maximized simultaneously, and multiple stakeholders, who have different perspectives about the relative importance of the objectives, require analytic approaches and tools that can providemore » flexible support to decision makers. This tool provides capabilities for the management, analysis, and graphical display for these types of decision problems drawn from diverse problem domains. The MODS tool is a unique integration of analysis algorithms, an information database, and a graphical user interface. This collection of algorithms, the combination of an information database with the analysis into a single tool, and the graphical user interface provides a technically advanced tool to decision makers and policy analysts. There are two main issues when addressing problems of this type: what set of attributes should be used to characterize the tokens in the domain of interest, and how should the values of these attributes and their weights be determined and combined to provide a relative ordering to the tokens. This tool addresses both of these issues. This decision support tool provides a flexible way to derive and use a chosen set of attributes. For example, the tool could be used to first perform a paired comparison of a large set of attributes and from this evaluation select those attributes that have the highest weights. The flexibility of the tool allows experimentation with various attribute sets and this capability, along with domain expertise, addresses the first issue. To address the second issue, several algorithms have been implemented. For example, two algorithms that have been implemented are the geometric mean and the product of the weighted attributes. These, and other algorithms, are described in detail in the following sections. The algorithms can be selected easily and various evaluations can be compared. The tool also provides flexible methods for assigning weights to the attributes. A range of values can be assigned to an attribute when there is uncertainty as to which specific value should be assigned.« less

    Systems and methods for operating an accelerator driven sub-critical core. In one embodiment, a fission power generator includes a sub-critical core and a plurality of proton beam generators. Each of the proton beam generators is configured to concurrently provide a proton beam into a different area of the sub-critical core. Each proton beam scatters neutrons within the sub-critical core. The plurality of proton beam generators provides aggregate power to the sub-critical core, via the proton beams, to scatter neutrons sufficient to initiate fission in the sub-critical core.

  8. Court decision dropping toxic substance rules stands

    In a somewhat surprising move, the U.S. Department of Labor has decided not to appeal a court decision essentially dropping regulations established by the Occupational Safety and Health Administration (OSHA) for about 400 hazardous substances. The decision leaves unregulated or subject to reduced standards substances that range from carbon monoxide to perchloroethylene. The Labor Department had until March 22, 1993, to appeal the court decision. On July 8, 1992, the U.S. Court of Appeals for the 11th Circuit overturned OSHA's final Air Contaminants Standard, which was promulgated in 1989. The standard established permissible exposure limits (PELs) for 428 toxic substances. In AFL-CIO vs. OSHA, the Court ruled that OSHA failed to make a separate scientific case for evaluating health risks of each chemical. Because of the decision not to appeal, PELs for more than half of the substances regulated by OSHA now are removed from the books or revert to the voluntary industry standards adopted by OSHA in 1970 and in force prior to the 1989 final rule.

    This report summarizes the results of characterization activities at the proposed state-approved land disposal site (SALDS); it updates the original characterization report with studies completed since the first characterization report. The initial characterization report discusses studies from two characterization boreholes, 699-48-77A and 699-48-77B. This revision includes data from implementation of the Groundwater Monitoring Plan and the Aquifer Test Plan. The primary sources of data are two down-gradient groundwater monitoring wells, 699-48-77C and 699-48-77D, and aquifer testing of three zones in well 699-48-77C. The SALDS is located on the Hanford Site, approximately 183 m north of the 200 West Area on the north side of the 200 Areas Plateau. The SALDS is an infiltration basin proposed for disposal of treated effluents from the 200 Areas of Hanford.

  11. Request for approval, vented container annual release fraction

    In accordance with the approval conditions for Modification to the Central Waste Complex (CWC) Radioactive Air Emissions Notice of Construction (NOC). dated August 24,1998, a new release fraction has been developed for submittal to the Washington State Department of Health (WDOH). The proposed annual release fraction of 2.50 E-14 is proposed for use in future NOCs involving the storage and handling operations associated with vented containers on the Hanford Site. The proposed annual release fraction was the largest release fraction calculated from alpha measurements of the NucFil filters from 10 vented containers consisting of nine 55-gallon drums and one burial box with dimensions of 9.3 x 5.7 x 6.4 feet. An annual release fraction of 2.0 E-09 was used in the modification to the CWC radioactive air emissions NOC. This study confirmed that the release fraction used in the CWC radioactive air emissions NOC was conservative.

    The ground is littered with projects that failed because of strong public opposition, including natural gas and coal power plants proposed in Idaho over the past several years. This joint project , of the Idaho National Laboratory, Boise State University, Idaho State University and University of Idaho has aimed to add to the tool box to reduce project risk through encouraging the public to engage in more critical thought and be more actively involved in public or social issues. Early in a project, project managers and decision-makers can talk with no one, pro and con stakeholder groups, or members of the public. Experience has shown that talking with no one outside of the project incurs high risk because opposition stakeholders have many means to stop most (if not all) energy projects. Talking with organized stakeholder groups provides some risk reduction from mutual learning, but organized groups tend not to change positions except under conditions of a negotiated settlement. Achieving a negotiated settlement may be impossible. Furthermore, opposition often arises outside pre-existing groups. Standard public polling provides some information but does not reveal underlying motivations, intensity of attitudes, etc. Improved methods are needed that probe deeper into stakeholder (organized groups and members of the public) values and beliefs/heuristics to increase the potential for change of opinions and/or out-of-box solutions. The term “heuristics” refers to the mental short-cuts, underlying beliefs, and paradigms that everyone uses to filter and interpret information, to interpret what is around us, and to guide our actions and decisions. This document is the final report of a 3-year effort to test different public discourse methods in the subject area of energy policy decision-making. We analyzed 504 mail-in surveys and 80 participants in groups on the Boise State University campus for their preference, financial support, and evaluations of eight attributes for energy conservation and efficiency, fossil fuels, nuclear energy, hydropower, and renewable energy. All participants saw a 7-person diverse energy expert panel. Some participants attended deliberation sessions; some received a 35-page briefing document that included pros and cons of the different energy options.

    An apparatus for testing, in situ, highly irradiated specimens at high temperature transients is provided. A specimen, which has a thermocouple device attached thereto, is manipulated into test position in a sealed quartz heating tube by a robot. An induction coil around a heating portion of the tube is powered by a radio frequency generator to heat the specimen. Sensors are connected to monitor the temperatures of the specimen and the induction coil. A quench chamber is located below the heating portion to permit rapid cooling of the specimen which is moved into this quench chamber once it is heated to a critical temperature. A vacuum pump is connected to the apparatus to collect any released fission gases which are analyzed at a remote location.

    The objective of this calculation is to evaluate the criticality risk in the surface facility for design basis events (DBE) involving Department of Energy (DOE) Spent Nuclear Fuel (SNF) standardized canisters (Civilian Radioactive Waste Management System [CRWMS] Management and Operating Contractor [M&O] 2000a). Since some of the canisters will be stored in the surface facility before they are loaded in the waste package (WP), this calculation supports the demonstration of concept viability related to the Surface Facility environment.     Characteristics between commercial spent fuel waste packages (WP), Laboratory Critical Experiments (LCEs), and commercial reactor critical (CRC) evaluations are compared in this work. Emphasis is placed upon comparisons of CRC benchmark results and the relative neutron flux spectra in each system. Benchmark evaluations were performed for four different pressurized water reactors using four different sets of isotopes. As expected, as the number of fission products used to represent the burned fuel inventory approached reality, the closer to unity k{sub eff} became. Examination of material and geometry characteristics indicate several fundamental similarities between the WP and CRC systems. In addition, spectral evaluations were performed on a representative pressurized water reactor CRC, a 21-assembly area of the core modeled in a potential WP configuration, and three LCEs considered applicable benchmarks for storage packages. Fission and absorption reaction spectra as well as relative neutron flux spectra are generated and compared for each system. The energy dependent reaction rates are the product of the neutron flux spectrum and the energy dependent total macroscopic cross section. With constant source distribution functions, and the total macroscopic cross sections for the fuel region in the CRCs and WP being composed of nearly the same isotopics, the resulting relative flux spectra in the CRCs and WP are very nearly the same. Differences in the relative neutron flux spectra between WPs and CRCs are evident in the thermal energy range as expected. However, the relative energy distribution of the absorption, fission, and scattering reaction rates in both the CRCs and the WP are essentially the same.

    Unique challenges exist for the handling, transport, and disposal of debris resulting from homeland security incidents, disasters or other national emergencies. Access to guidance to facilitate decision making to ensure the safe and timely disposal of debris is critical to helping restore a community or region and prevent further contamination or spread of disease. For a radiological dispersal device (RDD), proper characterization of the quantity, properties, and level of contamination of debris can have a significant impact on cleanup costs and timelines. A suite of decision support tools (DSTs) is being developed by the U.S. EPA's Office of Research and Development to assist individuals responsible for making decisions associated with handling, transport, and disposal of such debris. The DSTs are location-specific to help identify specific facilities and contacts for making final disposal decisions. The DSTs provide quick reference to technical information, regulations, and other information to provide decision makers with assistance in guiding disposal decisions that are important for the protection of public health, first responders, and the environment. These tools are being developed in partnership with other U.S. government agencies, EPA program offices, industry, and state and local emergency response programs. (authors)

  19. SILENE Benchmark Critical Experiments for Criticality Accident Alarm Systems

    In October 2010 a series of benchmark experiments was conducted at the Commissariat a Energie Atomique et aux Energies Alternatives (CEA) Valduc SILENE [1] facility. These experiments were a joint effort between the US Department of Energy (DOE) and the French CEA. The purpose of these experiments was to create three benchmarks for the verification and validation of radiation transport codes and evaluated nuclear data used in the analysis of criticality accident alarm systems (CAASs). This presentation will discuss the geometric configuration of these experiments and the quantities that were measured and will present some preliminary comparisons between the measured data and calculations. This series consisted of three single-pulsed experiments with the SILENE reactor. During the first experiment the reactor was bare (unshielded), but during the second and third experiments it was shielded by lead and polyethylene, respectively. During each experiment several neutron activation foils and thermoluminescent dosimeters (TLDs) were placed around the reactor, and some of these detectors were themselves shielded from the reactor by high-density magnetite and barite concrete, standard concrete, and/or BoroBond. All the concrete was provided by CEA Saclay, and the BoroBond was provided by Y-12 National Security Complex. Figure 1 is a picture of the SILENE reactor cell configured for pulse 1. Also included in these experiments were measurements of the neutron and photon spectra with two BICRON BC-501A liquid scintillators. These two detectors were provided and operated by CEA Valduc. They were set up just outside the SILENE reactor cell with additional lead shielding to prevent the detectors from being saturated. The final detectors involved in the experiments were two different types of CAAS detectors. The Babcock International Group provided three CIDAS CAAS detectors, which measured photon dose and dose rate with a Geiger-Mueller tube. CIDAS detectors are currently in use at Y-12 in the newly constructed Highly Enriched Uranium Materials Facility. The second CAAS detector used a {sup 6}LiF TLD to absorb neutrons and a silicon detector to count the charge particles released by these absorption events. Lawrence Livermore National Laboratory provided four of these detectors, which had formerly been used at the Rocky Flats facility in the United States.

    Urban metabolism components define the energy and material exchanges within a city and, therefore, can provide valuable information on the environmental quality of urban areas. Assessing the potential impact of urban planning alternatives on urban metabolism components (such as energy, water, carbon and pollutants fluxes) can provide a quantitative estimation of their sustainability performance. Urban metabolism impact assessment can, therefore, contribute to the identification of sustainable urban structures with regards, for example, to building types, materials and layout, as well as to location and capacity of transportation and infrastructural developments. In this way, it enables the formulation of planning and policy recommendations to promote efficient use of resources and enhance environmental quality in urban areas. The European FP7 project BRIDGE (sustainaBle uRban plannIng Decision support accountinG for urban mEtabolism) has developed a decision-support system (DSS) that systematically integrates urban metabolism components into impact assessment processes with the aim of accurately quantifying the potential effects of proposed planning interventions. The DSS enables integration of multiple spatial and non-spatial datasets (e.g. physical flows of energy and material with variables of social and economic change) in a systematic manner to obtain spatially defined assessment results and to thus inform planners and decision-makers. This multi-criteria approach also enables incorporation of stakeholders' perceptions in order to prioritise decisive assessment criteria.     We propose a computationally efficient method based onnonlinear optimization to identify critical lines, failure of which cancause severe blackouts. Our method computes criticality measure for alllines at a time, as opposed to detecting a single vulnerability,providing a global view of the system. This information on criticality oflines can be used to identify multiple contingencies by selectivelyexploring multiple combinations of broken lines. The effectiveness of ourmethod is demonstrated on the IEEE 30 and 118 bus systems, where we canvery quickly detect the most critical lines in the system and identifysevere multiple contingencies.

  13. Naturalistic Decision Making in Power Grid Operations: Implications for Dispatcher Training and Usability Testing

    The focus of the present study is on improved training approaches to accelerate learning and improved methods for analyzing effectiveness of tools within a high-fidelity power grid simulated environment. A theory-based model has been developed to document and understand the mental processes that an expert power system operator uses when making critical decisions. The theoretical foundation for the method is based on the concepts of situation awareness, the methods of cognitive task analysis, and the naturalistic decision making (NDM) approach of Recognition Primed Decision Making. The method has been systematically explored and refined as part of a capability demonstration of a high-fidelity real-time power system simulator under normal and emergency conditions. To examine NDM processes, we analyzed transcripts of operator-to-operator conversations during the simulated scenario to reveal and assess NDM-based performance criteria. The results of the analysis indicate that the proposed framework can be used constructively to map or assess the Situation Awareness Level of the operators at each point in the scenario. We can also identify the mental models and mental simulations that the operators employ at different points in the scenario. This report documents the method, describes elements of the model, and provides appendices that document the simulation scenario and the associated mental models used by operators in the scenario.

    This paper reports observations and preliminary investigations in the first phase of a research program covering methodologies for making safety-related decisions. The objective has been to gain insight into NRC perceptions of the value of formal decision methods, their possible applications, and how risk is, or may be, incorporated in decision making. The perception of formal decision making techniques, held by various decision makers, and what may be done to improve them, were explored through interviews with NRC staff. An initial survey of decision making methods, an assessment of the applicability of formal methods vis-a-vis the available information, and a review of methods of incorporating risk and uncertainty have also been conducted.
