    The Thoreau Center was developed as an effective demonstration for appropriate technology in Des Moines, Iowa. Efforts included: (1) physical improvements for which funding was granted: insulation of walls of the brick house from inside, and painting of walls with vapor-barrier paint; construction of a batch-type or breadbox solar hot water pre-heating system; construction of a variety of window insulation treatments for all windows; evaluation of the Center's energy use over a three year (4th year included as well) period; insulation of basement (office) space using several alternative methods; investigation of various projects, such as the originally proposed greywater system and ceiling fans; and continued emphasis on winterization and low-cost conservation methods such as caulking, weatherstripping, waterheater insulation, lowered thermostat, etc. Services of the Resource Center Library which were supported through grant funds are summarized.

    The Truscott Brine Lake is being constructed to impound highly brackish water from a number of sources which would normally flow into the Wichita River, a tributary of the Red River in Knox County, Texas. A 35.4-km (22-mile) pipeline is being constructed to carry the brines from their primary source to the Truscott Brine Lake site. The reservoir is designed to contain 100 years of brine emissions from three chloride emission areas in the Wichita River Basin. The solar ponds and power generating facilities would be located in the Bluff Creek Arm of Truscott Brine Lake. The Truscott Brine Lake study includes: survey of suitability of Truscott Lake site, review of solar pond technology, preconceptual design of solar salt pond power plant, and economic evaluation.

The bill authorizes $1 billion for fiscal years 1987, 88, and 89 for crude oil acquisitions for the SPR and $163 million for storage and related facility construction during 1987. This legislation makes a number of important changes in the way in which the Office carries out the requirements of the National Environmental Policy Act (NEPA). The legislation also sets up a review procedure and requires a report to Congress on steps that are being taken to alleviate damage to fish and wildlife habitat. Testimony was also given on S. 1584, a bill to assure NEPA compliance in cases involving Special Use Airspace. This legislation would clarify congressional intent that control of the Nation's airspace is the responsibility of the Federal Aviation Administration and that allocation of airspace belongs to the Federal Government.

The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations.     Each of these measures is cosponsored by the two Nevada Senators, Senators Hecht and Reid, and there were companion measures pending in the House. A version of S. 59 - the so-called Nevada Interchange bill - passed the House last year. Primarily because of a dispute over language regarding federal reserved water rights, that measure did not pass the Senate. The Aerojet land exchange embodied in S. 854 proved to be fairly controversial. While the exchange is supported by the entire Nevada congressional delegation as well as the Governor, a number of conservation groups presented testimony in opposition to this proposed exchange.     This invention relates to an optical transmitter, receiver or transceiver module, and more particularly, to an apparatus for connecting a first optical connector to a second optical connector. The apparatus comprises: (1) a housing having at least a first end and at least a second end, the first end of the housing capable of receiving the first optical connector, and the second end of the housing capable of receiving the second optical connector; (2) a longitudinal cavity extending from the first end of the housing to the second end of the housing; and (3) an electromagnetic shield comprising at least a portion of the housing. This invention also relates to an apparatus for housing a flexible printed circuit board, and this apparatus comprises: (1) a mounting structure having at least a first surface and a second surface; (2) alignment ridges along the first and second surfaces of the mounting structure, the alignment ridges functioning to align and secure a flexible printed circuit board that is wrapped around and attached to the first and second surfaces of the mounting structure; and (3) a series of heat sink ridges adapted to the mounting structure, the heat sink ridges functioning to dissipate heat that is generated from the flexible printed circuit board.

    In this study, the authors used a two-part methodology to analyze metered energy use patterns in 91 public housing projects. Their goal was to develop a technique that could be used by the U.S. Department of Housing and Urban Development (HUD) and public housing authorities (PHAs) to derive reasonable energy use guidelines for different segments of the public housing stock. In the authors' approach, actual energy use was first normalized to consumption in a year with ''typical'' weather and then used in a multiple regression analysis of different cross-sectional variables. The regression model explained 80% of the variation in energy use, with the type of account and the management practices of PHAs emerging as important explanatory factors. As compared to previous engineering estimates of public housing consumption, the projects in this study used 8% (per square foot) to 16% (per apartment) less fuel and electricity, but consumption was still significantly higher (43%) than that of privately owned multifamily housing. They conclude that this methodology could be used to help HUD and PHAs increase their understanding of energy use patterns and appropriate consumption levels in public housing.

The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    The White House, which recently celebrated its 200th birthday, has a long tradition of demonstrating technological innovation. In keeping with that tradition, President Clinton announced the Greening of the White House Initiative on Earth Day 1993. The initiative improves the energy and environmental performance of the White House complex by identifying opportunities to reduce waste, lower energy use, and make an appropriate use of renewable resources, all while improving indoor air quality and building comfort. This report on President Clinton's legacy of greening at the White House summarizes progress made to date and gives an overview of new opportunities identified during the past year. It also includes an environmental history of the White House and a short tour of the buildings that make up the White House complex. Over the past five years, this initiative has involved hundreds of dedicated people from both within and outside government. A description of how they worked together to develop and implement the Greening Plan is also included in this report.

Such impacts could be of two types: (1) migrations across national borders of people, of resources (such as agricultural productivity, or surface water, or natural ecosystems), of effluents, or of patterns of commerce; and (2) changes to the way nations use and manage their resources, particularly fossil fuels and forests, as a consequence of international concern over the global climate. Actions by a few resource-dominant nations may affect the fate of all.     A five-year initiative between the US Department of Energy (DOE) and the US Department of Housing and Urban Development (HUD) demonstrated the feasibility of improving the energy efficiency of publicly-assisted housing. Twenty-seven projects and activities undertaken during 1990--95 involved research and field demonstrations, institutional and administrative changes to HUD policies and procedures, innovative financing and leveraging of federal dollars with non-federal money, and education, training, and technical assistance. With most of the 27 projects and activities completed, the two departments have initiated a five-year deployment effort, the DOE-Energy Partnerships for Affordable Homes, to achieve energy and water savings in public and assisted housing on a large scale throughout the country. A Clearinghouse for Energy Efficiency in Public and Assisted Housing managed by the National Center for Appropriate Technology (NCAT), will offer hands-on energy assistance to housing providers to complement DOE`s assistance. This paper presents the findings of the DOE-HUD Initiative, with primary attention paid to those projects which successfully integrated energy efficiency into private and public single and multifamily housing. The paper includes examples of the publications, case-study reports, exhibits and videotapes developed during the course of the Initiative. Information on the new DOE Energy Partnerships and on the NCAT Clearinghouse is also presented. New Partnership projects with the Atlanta and Chicago Housing Authorities describe the technical assistance envisioned under the Partnership.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    The scope of this study included the selection of a random sample of 90 Appropriate Technology grant projects for review, which would ensure an overall, objective analysis of the Program. In addition, the statement of work requested that a non-random selection of 20 grantees be developed. The non-random projects would be illustrated through case studies and would include examples of some of the Program's most successful projects. The study was to provide the Department with data to be used in preparing a report to Congress and the President containing the following: (1) an assessment of how well the Program achieved its objectives; (2) an assessment of how well the Program stimulated the overall use of appropriate technologies in various markets; (3) an overall energy savings impact of the Appropriate Technology Program, as well as other direct and indirect Program impacts including new technologies, products, devices, businesses, jobs, etc., developed as a result of the Program; (4) case studies of the 20 most successful grants and their actual or potential individual energy savings and other direct and indirect impacts; and (5) an identification and analyses of the factors that contributed to successful and unsuccessful grants, with recommendations for improvement of other similar governmental and non-governmental programs.

    The U.S. Department of Energy (DOE) is required by statute and Presidential Memorandum to establish guidelines for agencies to meter their Federal buildings for energy (electricity, natural gas, and steam) and water. See 42 U.S.C. § 8253(e). DOE issued guidance in February 2006 on the installation of electric meters in Federal buildings. A recent update to the 2006 guidance accounts for more current metering practices within the Federal Government. The updated metering guidance specifies that all Federal buildings shall be considered “appropriate” for energy or water metering unless identified for potential exclusion. In developing the updated guidance to carry out the statue, Congress also directed DOE to (among other things) establish exclusions from the metering requirements based on the de minimis quantity of energy use of a Federal building, industrial process, or structure. This paper discusses the method used to identify de minimis values.

    In this presentation are described specific technical solutions put in place in various database applications of the ATLAS experiment at LHC where we make use of several partitioning techniques available in Oracle 11g. With the broadly used range partitioning and its option of automatic interval partitioning we add our own logic in PLSQL procedures and scheduler jobs to sustain data sliding windows in order to enforce various data retention policies. We also make use of the new Oracle 11g reference partitioning in the ATLAS Nightly Build System to achieve uniform data segmentation. However the most challenging was to segment the data of the new ATLAS Distributed Data Management system, which resulted in tens of thousands list type partitions and sub-partitions.     A Shift and Replace Graph which is a very appropriate candidate for the topology of a multiple-processor system is a function of two positive integers r and m, and is denoted as SRF(r,m). Pradhan and Reddy proved that the node connectivity of SRG(r,m) is at least r and also give a routing algorithm which generally requires 2m jumps if the number of node failures is no larger than r - 1. Later, Esfahanian and Hakimi proved that SRG(r,m) has maximum node connectivity 2r - 2 and give routing algorithms which require: (1) at most m + 3 + log/sub r/m jumps if 3 + log/sub r/m does not exceed m and the number of node failures is at most r - 1; (2) at most m + 5 + log/sub r/m jumps if 4 + log/sub r/m less than or equal to m and the number of node failures if less than or equal to 2r - 3; (3) all the other situations require no more than 2m jumps. By modifying the SRG(r,m), it is first proved that node connectivity of SRG(r,m) can be increased to: (1) 2r - 1 when r = 2, m = 2, and (2) 2r when (r = 2, m > 2) or (r > 2, m greater than or equal to 2, m greater than or equal to 2). The routing algorithms are also given for the modified SRG (r,m), which require at most 2m + 3 jumps when the number of node failures is less than or equal to 2r - 1.

    As the Building America Program has grown to include a large and diverse cross section of the home building industry, accurate and consistent analysis techniques have become more important to help all program partners as they perform design tradeoffs and calculate energy savings for prototype houses built as part of the program. This document illustrates some of the analysis concepts proven effective and reliable for analyzing the transient energy usage of advanced energy systems as well as entire houses. The analysis procedure described here provides a starting point for calculating energy savings of a prototype house relative to two base cases: builder standard practice and regional standard practice. Also provides building simulation analysis to calculate annual energy savings based on side-by-side short-term field testing of a prototype house.

    A housing is disclosed for the containment of instrumentation in a high pressure fluid environment that consists of a metallic endcap and ceramic cylinder bonded together. The improvement comprises a structure which results in the improved sealing of said housing as the fluid pressure increases. The cylindrical ceramic tube and endcap are dimensioned such that mechanical failure does not occur when exposed to the desired external operating pressures which includes up to 36,000 feet of water. The housing is designed to withstand the external operating pressures without being subject to mechanical failure or excessive deformation which results in the loss of pressure housing integrity via cracking or deformation of the ceramic tube, deformation of the endcap, or from failure of the bonding agent. 9 figs.

    The Greenbuilt house is a 1980's era house in the Sacramento area that was a prominent part of Sacramento Municipal Utility District's (SMUD) Energy Efficient Remodel Demonstration Program. The house underwent an extensive remodel, aimed at improving overall energy efficiency with a goal of reducing the home's energy use by 50%. NREL researchers performed a number of tests on the major systems touched by the retrofit to ensure they were working as planned. Additionally, SMUD rented the house from Greenbuilt Construction for a year to allow NREL to perform a number of tests on the cooling system and the water heating system. The goal of the space conditioning tests was to find the best ways to cut cooling loads and shift the summer peak. The water heating system, comprised of an add-on heat pump water heater and an integrated collector-storage solar water heater, was operated with a number of different draw profiles to see how varying hot water draw volume and schedule affected the performance of the system as a whole. All the experiments were performed with the house empty, with a simulated occupancy schedule running in the house to mimic the load imposed by real occupants.

    The interim Guidelines provide information on the need for and appropriate methods of identifying and abating lead-based paint (LBP) in the Department of Housing and Urban Development's (HUD's) Public and Indian Housing program. It should be noted that these are interim Guidelines and are subject to change as new information becomes available. All requirements for Public Housing Authorities (PHAs) are considered to apply to Indian Housing Authorities (IHAs), except where specifically excluded by statute. Thus, these Guidelines apply to PHAs and IHAs inclusively. These Guidelines have been prepared by a panel of distinguished experts in the field of LBP and are an outgrowth of the National Institute of Building Sciences (NIBS) effort, which developed the first draft of these guidelines under contract to HUD. These Guidelines represent the first national compilation of technical protocols, practices, and procedures on testing, abatement, worker protection, clean-up, and disposal of LBP in residential structures. These Guidelines should be used in conjunction with the requirements of any State or local codes and regulations which may apply to the specific project under consideration.
