Information relating to changes recommended for the $6.7 billion Department of Interior (DOI) Appropriations Bill, 1984 (HR 3363) by the Senate Committee on Appropriations emphasizes Congressional efforts to limit speeding and committee concerns over some DOI procedures, especially filing declarations of taking that have received excessive court awards. The report details line-item changes in the proposed appropriations, and compares them with budget estimates and House allowances. The commtitee recommends less than the budget estimate and more than the House allowance for the overall Title I and II budgets, but both the House and Senate recommend substantial increases in the proposed land and water conservation fund. ScienceCinema (OSTI)

    Bingaman, Jeff (Senator, New Mexico)

    2012-03-14

During the opening session of the EFRC Summit, Senator Jeff Bingaman (D-NM) explained how the EFRCs play an important role in the U.S. energy innovation ecosystem. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    SciTech Connect (OSTI)

    Shurcliff, W.A.

    1986-01-01

Superinsulation is a direct response to the fast-rising cost of home heating. Of the many kinds of responses, superinsulation is proving to be the simplest and most cost-effective. Until the oil embargo of 1973 there was little interest in saving heat. When the oil shortage arrived and fuel costs doubled and redoubled, many architects responded, at first, by invoking solar energy. They examined the designs of existing solar-heated houses and proposed a great variety of new designs, most of which appeared - to the uninitiated - to have great promise. Most of the early designs were of the active type; some were of the passive type; a few were of the hybrid design.

From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed. The ATMIS can classify data into numerous categories (technology area, geographic location, project status, etc.). This manual was generated directly from the data base.
