    The Division of Nuclear Chemistry and Technology (NUCL) of the American Chemistry Society (ACS) is sponsoring a symposium entitled "New Directions in Isotope Production, Nuclear Forensics and Radiochemistry Supported by the DOE" at the 240th ACS National Meeting in Boston, MA 22-26 August 2010. Radiochemistry and nuclear science is a critical area of research and funding for which the DOE has provided support over the years. Radiochemistry is undergoing a renaissance in interdisciplinary areas including medicine, materials, nanotechnology, nuclear forensics and energy. For example, interest in nuclear energy is growing in response to global warming. The field of nuclear forensics has grown significantly since 9/11 in response to potential terror threats and homeland security. Radioactive molecular imaging agents and targeted radiotherapy are revolutionizing molecular medicine. The need for radiochemists is growing, critical, and global. The NUCL Division of the ACS has been involved in various areas of radiochemistry and nuclear chemistry for many years, and is the host of the DOE supported Nuclear Chemistry Summer Schools. This Symposium is dedicated to three of the critical areas of nuclear science, namely isotope production, nuclear forensics and radiochemistry. An important facet of this meeting is to provide support for young radiochemistry students/postdoctoral fellows to attend this Symposium as participants and contributors. The funding requested from DOE in this application will be used to provide bursaries for U.S. students/postdoctoral fellows to enable them to participate in this symposium at the 240th ACS National Meeting, and for invited scientists to speak on the important issues in these areas.

    In speaker verification (SV) systems that employ a support vector machine (SVM) classifier to make decisions on a supervector derived from Gaussian mixture model (GMM) component mean vectors, a significant portion of the computational load is involved in the calculation of the a posteriori probability of the feature vectors of the speaker under test with respect to the individual component densities of the universal background model (UBM). Further, the calculation of the sufficient statistics for the weight, mean, and covariance parameters derived from these same feature vectors also contribute a substantial amount of processing load to the SV system. In this paper, we propose a method that utilizes clusters of GMM-UBM mixture component densities in order to reduce the computational load required. In the adaptation step we score the feature vectors against the clusters and calculate the a posteriori probabilities and update the statistics exclusively for mixture components belonging to appropriate clusters. Each cluster is a grouping of multivariate normal distributions and is modeled by a single multivariate distribution. As such, the set of multivariate normal distributions representing the different clusters also form a GMM. This GMM is referred to as a hash GMM which can be considered to a lower resolution representation of the GMM-UBM. The mapping that associates the components of the hash GMM with components of the original GMM-UBM is referred to as a shortlist. This research investigates various methods of clustering the components of the GMM-UBM and forming hash GMMs. Of five different methods that are presented one method, Gaussian mixture reduction as proposed by Runnall's, easily outperformed the other methods. This method of Gaussian reduction iteratively reduces the size of a GMM by successively merging pairs of component densities. Pairs are selected for merger by using a Kullback-Leibler based metric. Using Runnal's method of reduction, we were able to achieve a factor of 2.77 reduction in a posteriori probability calculations with no loss in accuracy when the original UBM consisted of 256 component densities. When clustering was implemented with a 1024 component UBM, we achieved a computation reduction of 5 with no loss in accuracy and a reduction by a factor of 10 with less than 2.4% relative loss in accuracy.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

    The International Scientific Studies project (ISS) was initiated in early 2008 with the objective of creating a series of activities aimed at application of modern scientific methods to improve the efficiency of analysis and the quality of verification of the Comprehensive Nuclear Test-Ban Treaty Organization (CTBTO). The ISS On-Site Inspection (OSI) Invited Meeting convened on March 24, 2009 with the objectives of gaining a better understanding of the phenomenology of underground nuclear explosions (UNE) for OSI purposes and to identify areas of interest to OSI that could benefit significantly from contributions by the general scientific community. Fifteen invited experts from four countries, along with fifteen members of the OSI Division of the Provisional Technical Secretariat (PTS) met for four days at the Vienna International Center in an informal setting to discuss the application of observational methods, geophysical techniques, radionuclide measurement methods, environmental sampling methods, drilling techniques, and information management in the context UNE phenomena and OSI implementation. The meeting began with the identification and description of two general OSI scenarios, a vertical borehole emplacement and a horizontal tunnel emplacement, that serve as general examples of past UNE testing activities that can be used as a reference to identify UNE phenomena relevant for OSI observations. A significant portion of the first day of the meeting was spent in the description of the details of these scenarios and their implications for OSI observables. This discussion then served as a foundation for the discussions of the following three days in which OSI methods and technologies were evaluated in the context of UNE phenomenology and signatures. The methods and technologies discussed included visual observation from air and ground, radiation detection from the air, ground, and subsurface, ground-based and airborne geophysical observations and analysis, collection strategies for air, water, and solid samples, drilling concepts, and aspects of data fusion, information management, and modeling and simulation. The informal setting of the meeting provided a 'brainstorming' atmosphere and participation was excellent. One important aspect of this particular group was the very wide breadth of experience and expertise represented, ranging from those sharing their knowledge of UNE testing practice, radiological measurements and sampling, and knowledge of the underground effects of UNEs, to those with extensive experience in scientific and commercial geophysical measurements and surveys, to others with rich experience gained from several OSI field exercises, including the recent OSI Integrated Field Exercise in held in Kazakhstan in September 2008. During the workshop a number of topic areas relevant to OSI, explained in the list below, were identified that will benefit from collaboration with the international scientific community. Most of the topics represent the potential for studies of long-term interest, but some topics were identified that could be addressed, either by workshop participants or others known to the participants, that could be included as abstracts for submission to the ISS meeting taking place in June 2009. Items with topics that could be covered in the June meeting are annotated in the list. The meeting ended with the general understanding that ISS will not be completed with the June 2009 Conference. Rather, the ISS is considered as a long term project sponsoring relevant ongoing international scientific initiatives to expand and improve the verification capabilities of the Comprehensive Nuclear Test-Ban Treaty.

    Collective Thomson scattering (CTS) system has been constructed at LHD making use of the high power electron cyclotron resonance heating (ECRH) system in Large Helical Device (LHD). The necessary features for CTS, high power probing beams and receiving beams, both with well defined Gaussian profile and with the fine controllability, are endowed in the ECRH system. The 32 channel radiometer with sharp notch filter at the front end is attached to the ECRH system transmission line as a CTS receiver. The validation of the CTS signal is performed by scanning the scattering volume. A new method to separate the CTS signal from background electron cyclotron emission is developed and applied to derive the bulk and high energy ion components for several combinations of neutral beam heated plasmas.

    Traceability to the International System of Units has been established for vibration and shock measurements as specified in international document standards, recommendations, and regulations to ensure product quality, health, and safety. New and upgraded laser methods and techniques developed by national metrology institutes and by leading manufacturers in the past two decades have been swiftly specified as standard methods in the ISO 16063 series of international document standards. In ISO 16063-11:1999, three interferometric methods are specified for the primary calibration of vibration transducers (reference standard accelerometers) in a frequency range from 1 Hz to 10 kHz. In order to specify the same (modified) methods for the calibration of laser vibrometers (ISO 16063-41:2011), their applicability in an expanded frequency range was investigated. Steady-state sinusoidal vibrations were generated by piezoelectric actuators at specific frequencies up to 347 kHz (acceleration amplitudes up to 376 km/s{sup 2}). The displacement amplitude, adjusted by the special interferometric method of coincidence to 158.2 nm (quarter the wavelength of the He-Ne laser light), was measured by the standardized interferometric methods of fringe counting and sine-approximation. The deviations between the measurement results of the three interferometric methods applied simultaneously were smaller than 1 %. The limits of measurement uncertainty specified in ISO 16063-11 between 1 Hz to 10 kHz were kept up to frequencies, which are orders of magnitude greater; the uncertainty limit 0.5 % specified at the reference frequency 160 Hz was not exceeded at 160 kHz. The reported results were considered during the development of ISO 16063-41 by specifying the instrumentation and procedures for performing calibrations of rectilinear laser vibrometers in the frequency range typically between 0.4 Hz and 50 kHzóthe interferometric methods may be applied within expanded frequency ranges using refined techniques and procedures. It is concluded that calibration frequencies up to 0.5 MHz are attainable in compliance with the first international document standard for the calibration of laser vibrometers.

    In this work we apply Thompson's method (of the dimensions) to study the quantum electrodynamics (QED). This method can be considered as a simple and alternative way to the renormalisation group (R.G) approach and when applied to QED lagrangian is able to obtain the running coupling constant behavior $\\alpha (\\mu)$, namely the dependence of $\\alpha$ on the energy scale. We also obtain the dependence of the mass on the energy scale. The calculations are evaluated just at $d_c=4$, where $d_c$ is the upper critical dimension of the problem, so that we obtain logarithmic behavior both for the coupling $\\alpha$ and the mass $m$ on the energy scale $\\mu$.

    Increased deployment of new technologies, e.g., renewable generation and electric vehicles, is rapidly transforming electrical power networks by crossing previously distinct spatiotemporal scales and invalidating many traditional approaches for designing, analyzing, and operating power grids. This trend is expected to accelerate over the coming years, bringing the disruptive challenge of complexity, but also opportunities to deliver unprecedented efficiency and reliability. Our Applied Mathematics for Power Systems (AMPS) Center will discover, enable, and solve emerging mathematics challenges arising in power systems and, more generally, in complex engineered networks. We will develop foundational applied mathematics resulting in rigorous algorithms and simulation toolboxes for modern and future engineered networks. The AMPS Center deconstruction/reconstruction approach 'deconstructs' complex networks into sub-problems within non-separable spatiotemporal scales, a missing step in 20th century modeling of engineered networks. These sub-problems are addressed within the appropriate AMPS foundational pillar - complex systems, control theory, and optimization theory - and merged or 'reconstructed' at their boundaries into more general mathematical descriptions of complex engineered networks where important new questions are formulated and attacked. These two steps, iterated multiple times, will bridge the growing chasm between the legacy power grid and its future as a complex engineered network.

    In July of 2012, scientists leading two different research teams, working independently of each other, announced that they had almost certain proof of the long-sought Higgs boson. Though Cern did not call the discovery "official", many physicists conceded the evidence was now so compelling they had surely found the missing particle. The formal confirmation will come over the next few months of further investigation. The experiments are taking place at the Large Hadron Collider (LHC), and this third lecture in the DOE Science Speaker Series is given by one of those announcing scientists in July. He is Dr. Joseph Incandela, the current spokesperson for the Compact Muon Solenoid (CMS) Experiment at CERN. He was heavily involved in the search for the top quark at Fermi and is from the University of California, Santa Barbara. The title he gives his presentation is "Searching for the genetic code of our universe: Discovery at the LHC."

    The Applied Sciences Branch actively supports the advancement of DOE/SERI goals for the development and implementation of the solar photovoltaic technology. The primary focus of the laboratories is to provide state-of-the-art analytical capabilities for materials and device characterization and fabrication.     Benford's Law states that the frequency of first digits of numbers in naturally occurring systems is not evenly distributed. Numbers beginning with a 1 occur roughly 30\\% of the time, and are six times more common than numbers beginning with a 9. We show that Benford's Law applies to social and behavioral features of users in online social networks. We consider social data from five major social networks: Facebook, Twitter, Google Plus, Pinterest, and Live Journal. We show that the distribution of first significant digits of friend and follower counts for users in these systems follow Benford's Law. The same holds for the number of posts users make. We extend this to egocentric networks, showing that friend counts among the people in an individual's social network also follow the expected distribution. We discuss how this can be used to detect suspicious or fraudulent activity online and to validate datasets.

  13. To Apply or Not to Apply: A Survey Analysis of Grant Writing Costs and Benefits

    We surveyed 113 astronomers and 82 psychologists active in applying for federally funded research on their grant-writing history between January, 2009 and November, 2012. We collected demographic data, effort levels, success rates, and perceived non-financial benefits from writing grant proposals. We find that the average proposal takes 116 PI hours and 55 CI hours to write; although time spent writing was not related to whether the grant was funded. Effort did translate into success, however, as academics who wrote more grants received more funding. Participants indicated modest non-monetary benefits from grant writing, with psychologists reporting a somewhat greater benefit overall than astronomers. These perceptions of non-financial benefits were unrelated to how many grants investigators applied for, the number of grants they received, or the amount of time they devoted to writing their proposals.     This lecture begins with a overview of applied fracture mechanics pertinent to safety of pressure vessels. It then progresses to a chronological panorama of experimental and analytical results. To be useful and dependable in safety analysis of real structures, new analysis developments must be physically realistic, which means that they must accurately describe physical cause and effect. Consequently, before mathematical modeling can begin, cause and effect must be established from experimental data. This can be difficult and time consuming, but worth the effort. Accordingly, the theme of this paper is that the search for patterns is constant and vital. This theme is illustrated by the development of small, single-specimen, fracture toughness testing techniques. It is also illustrated by the development, based on two different published large-strain, elastic-plastic, three-dimensional finite-element analyses, of a hypothesis concerning three-dimensional loss of constraint. When a generalization of Irwin`s thickness-normalized plastic-zone parameter, reaches a value close to 2{pi}, the through-thickness contraction strain at the apex of the near-tip logarithmic-spiral slip-line region becomes the dominant negative strain accommodating crack opening. Because slip lines passing from the midplane to the stress-free side surfaces do not have to curve, once these slip lines are established, stresses near the crack tip are only elevated by strain hardening and constraint becomes significantly relaxed. This hypothesis, based on published three-dimensional elastic-plastic analyses, provides a potentially valuable means for gaining additional insight into constraint effects on fracture toughness by considering the roles played by the plastic strains as well as the stresses that develop near a crack tip.

    Tectonic earthquakes of high magnitude can cause considerable losses in terms of human lives, economic and infrastructure, among others. According to an evaluation published by the U.S. Geological Survey, 30 is the number of earthquakes which have greatly impacted Mexico from the end of the XIX century to this one. Based upon data from the National Seismological Service, on the period between January 1, 2006 and May 1, 2013 there have occurred 5,826 earthquakes which magnitude has been greater than 4.0 degrees on the Richter magnitude scale (25.54% of the total of earthquakes registered on the national territory), being the Pacific Plate and the Cocos Plate the most important ones.     We have studied a range of pseudo-ternaries derived from the parent compound PrMn{sub 2}Ge{sub 2}, substituting for each constituent element with a smaller one to contract the lattice. This enables us to observe the magneto-elastic transitions that occur as the Mn-Mn nearest neighbour distance is reduced and to assess the role of Pr on the magnetism. Here, we report on the PrMn{sub 2}Ge{sub 2?x}Si{sub x}, Pr{sub 1?x}Y{sub x}Mn{sub 2}Ge{sub 2}, and PrMn{sub 2?x}Fe{sub x}Ge{sub 2} systems. The pressure produced by chemical substitution in these pseudo-ternaries is inherently non-uniform, with local pressure variations dependent on the local atomic distribution. We find that concentrated chemical substitution on the R or X site (e.g., in Pr{sub 0.5}Y{sub 0.5}Mn{sub 2}Ge{sub 2} and PrMn{sub 2}Ge{sub 0.8}Si{sub 1.2}) can produce a separation into two distinct magnetic phases, canted ferromagnetic and canted antiferromagnetic, with a commensurate phase gap in the crystalline lattice. This phase gap is a consequence of the combination of phase separation and spontaneous magnetostriction, which is positive on transition to the canted ferromagnetic phase and negative on transition to the canted antiferromagnetic phase. Our results show that co-existence of canted ferromagnetic and antiferromagnetic phases depends on chemical pressure from the rare earth and metalloid sites, on local lattice strain distributions and on applied magnetic field. We demonstrate that the effects of chemical pressure bear close resemblance to those of mechanical pressure on the parent compound.

Each participant committed to an outreach activity and publication of a report on the workshop's web site. The final session of the workshop produced recommendations for future action.

    The connections between optimization and control theory have been explored by many researchers and optimization algorithms have been applied with success to optimal control. The rapid pace of developments in model predictive control has given rise to a host of new problems to which optimization has yet to be applied. Concurrently, developments in optimization, and especially in interior-point methods, have produced a new set of algorithms that may be especially helpful in this context. In this paper, we reexamine the relatively simple problem of control of linear processes subject to quadratic objectives and general linear constraints. We show how new algorithms for quadratic programming can be applied efficiently to this problem. The approach extends to several more general problems in straightforward ways.
