The primary focus of the laboratories is to provide state-of-the-art analytical capabilities for materials and device characterization and fabrication.     The Foreign Applied Sciences Assessment Center (FASAC) conducts reviews of selected areas of foreign basic and applied science by US scientists who are technically expert and active in the fields reviewed. Several of the FASAC assessments of Soviet science have involved various aspects of the information sciences, including enabling technologies and applications, as well as the core information sciences. This report draws upon those FASAC assessment reports, the expert judgment of some of the authors of those reports, and other public sources to characterize the current state of the information sciences in the Soviet Union and the effects of information science capabilities upon other areas of Soviet science and technology. This report also provides estimates of the likely effect of the political and social reforms underway in the Soviet Union on future Soviet progress in the information sciences and, at a more general level, in science and technology. 41 refs., 7 tabs.

    The primary concern of the Environmental Research Program is the understanding of pollutant formation, transport, and transformation and the impacts of pollutants on the environment. These impacts include global, regional, and local effects on the atmosphere and hydrosphere, and on certain aspects of human health. This multidisciplinary research program includes fundamental and applied research in physics, chemistry, engineering, and biology, as well as research on the development of advanced methods of measurement and analysis. During FY 1983, research concentrated on atmospheric physics and chemistry, applied physics and laser spectroscopy, combustion theory and phenomena, environmental effects of oil shale processing, freshwater ecology and acid precipitation, trace element analysis for the investigation of present and historical environmental impacts, and a continuing survey of instrumentation for environmental monitoring.

The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

    Software lifecycles are becoming an increasingly important issue for computational science and engineering (CSE) software. The process by which a piece of CSE software begins life as a set of research requirements and then matures into a trusted high-quality capability is both commonplace and extremely challenging. Although an implicit lifecycle is obviously being used in any effort, the challenges of this process - respecting the competing needs of research vs. production - cannot be overstated. Here we describe a proposal for a well-defined software lifecycle process based on modern Lean/Agile software engineering principles. What we propose is appropriate for many CSE software projects that are initially heavily focused on research but also are expected to eventually produce usable high-quality capabilities. The model is related to TriBITS, a build, integration and testing system, which serves as a strong foundation for this lifecycle model, and aspects of this lifecycle model are ingrained in the TriBITS system. Here, we advocate three to four phases or maturity levels that address the appropriate handling of many issues associated with the transition from research to production software. The goals of this lifecycle model are to better communicate maturity levels with customers and to help to identify and promote Software Engineering (SE) practices that will help to improve productivity and produce better software. An important collection of software in this domain is Trilinos, which is used as the motivation and the initial target for this lifecycle model. However, many other related and similar CSE (and non-CSE) software projects can also make good use of this lifecycle model, especially those that use the TriBITS system. Indeed this lifecycle process, if followed, will enable large-scale sustainable integration of many complex CSE software efforts across several institutions.

    I will explore the similarities and differences between the process of writing science fiction and the process of 'producing' science, specifically theoretical physics. What are the ground rules for introducing unproven new ideas in science fiction, and how do they differ from the corresponding rules in physics? How predictive is science fiction? (For that matter, how predictive is theoretical physics?) I will also contrast the way in which information is presented in science fiction, as opposed to its presentation in scientific papers, and I will examine the relative importance of ideas (as opposed to the importance of the way in which these ideas are presented). Finally, I will discuss whether a background as a research scientist provides any advantage in writing science fiction.

    Simulations - utilizing computers to solve complicated science and engineering problems - are a key ingredient of modern science. The U.S. Department of Energy (DOE) is a world leader in the development of high-performance computing (HPC), the development of applied math and algorithms that utilize the full potential of HPC platforms, and the application of computing to science and engineering problems. An interesting general question is whether the DOE can strategically utilize its capability in simulations to advance innovation more broadly. In this article, I will argue that this is certainly possible.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

    OAK-B135 A symposium discussing the implications of certain phenomena observed in radiation biology for cancer risk assessment in general. In July of 2002 a workshop was convened that explored some of the intercellular phenomena that appear to condition responses to carcinogen exposure. Effects that result from communication between cells that appear to either increase the sphere of damage or to modify the sensitivity of cells to further damage were of particular interest. Much of the discussion focused on the effects of ionizing radiation that were transmitted from cells directly hit to cells not receiving direct exposure to radiation (bystander cells). In cell culture, increased rates of mutation, chromosomal aberration, apoptosis, genomic instability, and decreased clonogenic survival have all been observed in cells that have experienced no direct radiation. In addition, there is evidence that low doses of radiation or certain chemicals give rise to adaptive responses in which the treated cells develop resistance to the effects of high doses given in subsequent exposures. Data were presented at the workshop indicating that low dose exposure of animals to radiation and some chemicals frequently reduces the spontaneous rate of mutation in vitro and tumor responses in vivo. Finally, it was concluded that considerable improvement in understanding of how genetic variation may modify the impact of these phenomena is necessary before the risk implications can be fully appreciated. The workshop participants discussed the substantive challenge that these data present with respect to simple linear methodologies that are currently used in cancer risk assessment and attempted to identify broad strategies by which these phenomena may start to be used to refine cancer risk assessment methods in the future.

    Bohmian mechanics provides an explanation of quantum phenomena in terms of point particles guided by wave functions. This review focuses on the formalism of non-relativistic Bohmian mechanics, rather than its interpretation. Although the Bohmian and standard quantum theories have different formalisms, both give exactly the same predictions for all phenomena. Fifteen years ago, the quantum chemistry community began to study the practical usefulness of Bohmian mechanics. Since then, the scientific community has mainly applied it to study the (unitary) evolution of single-particle wave functions, either by developing efficient quantum trajectory algorithms or by providing a trajectory-based explanation of complicated quantum phenomena. Here we present a large list of examples showing how the Bohmian formalism provides a useful solution in different forefront research fields for this kind of problems (where the Bohmian and the quantum hydrodynamic formalisms coincide). In addition, this work also emphasizes that the Bohmian formalism can be a useful tool in other types of (non-unitary and nonlinear) quantum problems where the influence of the environment or the global wave function are unknown. This review contains also examples on the use of the Bohmian formalism for the many-body problem, decoherence and measurement processes. The ability of the Bohmian formalism to analyze this last type of problems for (open) quantum systems remains mainly unexplored by the scientific community. The authors of this review are convinced that the final status of the Bohmian theory among the scientific community will be greatly influenced by its potential success in these type of problems that present non-unitary and/or nonlinear quantum evolutions. A brief introduction of the Bohmian formalism and some of its extensions are presented in the last part of this review.

    The objectives of the theoretical science program are: To support the interpretation of present experiments and predict the outcome of future planned experiments; to improve on existing models and codes and validate against experimental results; and to conduct theoretical physics development of advanced concepts with applications for DIII-D and future devices. Major accomplishments in FY91 include the corroboration between theory and experiment on MHD behavior in the second stable regime of operation on DIII-D, and the frequency and mode structure of toroidal Alfven eigenmodes in high beta, shaped plasmas. We have made significant advances in the development of the gyro-Landau fluid approach to turbulence simulation which more accurately models kinetic drive and damping mechanisms. Several theoretical models to explain the bifurcation phenomenon in L- to H-mode transition were proposed providing the theoretical basis for future experimental verification. The capabilities of new rf codes have been upgraded in response to the expanding needs of the rf experiments. Codes are being employed to plan for a fully non-inductive current drive experiment in a high beta, enhanced confinement regime. GA's experimental effort in Applied Physics encompasses two advanced diagnostics essential for the operation of future fusion experiments: Alpha particle diagnostic, and current and density profile diagnostics. This paper discusses research in all these topics.

    Focusing on thermodynamic analysis - from the requisite first law to more sophisticated applications - and engine design, this book is an introduction to internal combustion engines and their mechanics. It covers the many types of internal combustion engines, including spark ignition, compression ignition, and stratified charge engines, and examines processes, keeping equations of state simple by assuming constant specific heats. Equations are limited to heat engines and later applied to combustion engines. Topics include realistic equations of state, stroichiometry, predictions of chemical equilibrium, engine performance criteria, and friction, which is discussed in terms of the hydrodynamic theory of lubrication and experimental methods such as dimensional analysis.

    Thermodynamics applied to cement science has proved to be very valuable. One of the most striking findings has been the extent to which the hydrate phases, with one conspicuous exception, achieve equilibrium. The important exception is the persistence of amorphous C-S-H which is metastable with respect to crystalline calcium silicate hydrates. Nevertheless C-S-H can be included in the scope of calculations. As a consequence, from comparison of calculation and experiment, it appears that kinetics is not necessarily an insuperable barrier to engineering the phase composition of a hydrated Portland cement. Also the sensitivity of the mineralogy of the AFm and AFt phase compositions to the presence of calcite and to temperature has been reported. This knowledge gives a powerful incentive to develop links between the mineralogy and engineering properties of hydrated cement paste and, of course, anticipates improvements in its performance leading to decreasing the environmental impacts of cement production.

    In my five years as the Director of the Advanced Photon Source (APS), I have been fortunate to see major growth in the scientific impact from the APS. This year I am particularly enthusiastic about prospects for our longer-term future. Every scientific instrument must remain at the cutting edge to flourish. Our plans for the next generation of APS--an APS upgrade--got seriously in gear this year with strong encouragement from our users and sponsors. The most promising avenue that has emerged is the energy-recovery linac (ERL) (see article on page xx), for which we are beginning serious R&D. The ERL{at}APS would offer revolutionary performance, especially for x-ray imaging and ultrafast science, while not seriously disrupting the existing user base. I am very proud of our accelerator physics and engineering staff, who not only keep the current APS at the forefront, but were able to greatly impress our international Machine Advisory Committee with the quality of their work on the possible upgrade option (see page xx). As we prepare for long-term major upgrades, our plans to develop and optimize all the sectors at APS in the near future are advancing. Several new beamlines saw first light this year, including a dedicated powder diffraction beamline (11-BM), two instruments for inelastic x-ray scattering at sector 30, and the Center for Nanoscale Materials (CNM) Nanoprobe beamline at sector 26. Our partnership in the first x-ray free-electron laser (LCLS) to be built at Stanford contributes to revolutionary growth in ultrafast science (see page xx), and we are developing a pulse chirping scheme to get ps pulses at sector 7 of the APS within a year or so. In this report, you will find selected highlights of scientific research at the APS from calendar year 2006. The highlighted work covers diverse disciplines, from fundamental to applied science. In the article on page xx you can see the direct impact of APS research on technology. Several new products have emerged from work at the APS, to complement the tremendous output of work in basic science, which often has payoff in technology but over decades rather than years. Highlights in this report also reflect the relevance of APS work to Department of Energy missions, for example a route to more efficient fuel cells (page xx mr-88-073113) addresses the energy challenge, and natural approaches to cleaning up the environment.
