    The minimum revenue requirement discipline (MRRD) is accepted throughout the utility industry as a tool to be used for economic decisions and rate making. At least one utility company has also used MRRD in the analysis of financing alternatives. This article was written to show the versatility of the revenue requirement discipline. It demonstrates that this methodology is appropriate not only for evaluating traditional capital budgeting decisions, but also for identifying the most economic financing alternatives. 5 references, 4 figures, 4 tables.

  9. Alternative materials to cadmium for neutron absorbers in safeguards applications

    Cadmium is increasingly difficult to use in safeguards applications because of rising cost and increased safety regulations. This work examines the properties of two materials produced by Ceradyne, inc. that present alternatives to cadmium for neutron shielding. The first is an aluminum metal doped with boron and the second is a boron carbide powder, compressed into a ceramic. Both are enriched in the {sup 10}B isotope. Two sheets of boron doped aluminum (1.1 mm and 5.2mm thick) and one sheet of boron carbide (8.5mm thick) were provided by Ceradyne for testing. An experiment was designed to test the neutron absorption capabilities of these three sheets against two different thicknesses of cadmium (0.6mm and 1.6mm thick). The thinner piece of aluminum boron alloy (1.1mm) performed as well as the cadmium pieces at absorbing neutrons. The thicker aluminum-boron plate provided more shielding than the cadmium sheets and the boron carbide performed best by a relatively large margin. Monte Carlo N-Particle eXtended (MCNPX) transport code modeling of the experiment was performed to provide validaLed computational tools for predicting the behavior of systems in which these materials may be incorporated as alternatives to cadmium. MCNPX calculations predict that approximately 0.17mm of the boron carbide is equivalent to 0.6mm of cadmium. There are drawbacks to these materials that need to be noted when considering using them as replacements for cadmium. Notably, they may need to be thicker than cadmium, and are not malleable, requiring machining to fit any curved forms.

    This document specifies the functional and performance requirements to be used in the development of the conceptual design of a high temperature gas-cooled reactor (HTGR) based plant supplying energy to a typical industrial facility. These requirements were developed from collaboration with industry and HTGR suppliers over the preceding three years to identify the energy needs of industrial processes for which the HTGR technology is technically and economically viable. The functional and performance requirements specified herein are an effective representation of the industrial sector energy needs and an effective basis for developing a conceptual design of the plant that will serve the broadest range of industrial applications.

  11. Alternative applications of atomic vapor laser isotope separation technology

    This report was commissioned by the Secretary of Energy. It summarizes the main features of atomic vapor laser isotope separation (AVLIS) technology and subsystems; evaluates applications, beyond those of uranium enrichment, suggested by Lawrence Livermore National Laboratory (LLNL) and a wide range of US industries and individuals; recommends further work on several applications; recommends the provision of facilities for evaluating potential new applications; and recommends the full involvement of end users from the very beginning in the development of any application. Specifically excluded from this report is an evaluation of the main AVLIS missions, uranium enrichment and purification of plutonium for weapons. In evaluating many of the alternative applications, it became clear that industry should play a greater and earlier role in the definition and development of technologies with the Department of Energy (DOE) if the nation is to derive significant commercial benefit. Applications of AVLIS to the separation of alternate (nonuranium) isotopes were considered. The use of {sup 157}Gd as burnable poison in the nuclear fuel cycle, the use {sup 12}C for isotopically pure diamond, and the use of plutonium isotopes for several nonweapons applications are examples of commercially useful products that might be produced at a cost less than the product value. Separations of other isotopes such as the elemental constituents of semiconductors were suggested; it is recommended that proposed applications be tested by using existing supplies to establish their value before more efficient enrichment processes are developed. Some applications are clear, but their production costs are too high, the window of opportunity in the market has passed, or societal constraints (e.g., on reprocessing of reactor fuel) discourage implementation.

    Title VII of the 1990 Clean Air Act Amendments (the {open_quotes}Act{close_quotes}) expanded and clarified the Environmental Protection Agency`s (EPA) enforcement capabilities under the Act. Section 702 of the 1990 Amendments clarified EPA`s ability to require sources to provide information. Additionally, Section 702(b) required EPA to promulgate rules on enhanced monitoring and compliance certifications by adding a new section 114(a)(3) of the Act which states in part: {open_quotes}The Administrator shall in the case of any person which is the owner or operator of a major stationary source, and any in the case of any other person, require enhanced monitoring and submission of compliance certifications. Compliance certifications shall include (A) identification of the applicable requirement that is the basis of the certification, (B) the method used for determining the compliance status of the source, (C) the compliance status, (D) whether compliance is continuous or intermittent, (E) such other facts as the Administrator may require...{close_quotes} The 1990 Amendments contained several other changes that either relate directly to section 114(a)(3) or provide additional indications of the intent behind the new section. First, section 504(b) of the Amendments permits the Administrator to promulgate appropriate tests methods and monitoring requirements for determining compliance. That section states that {open_quotes}continuous emissions monitoring need not be required if alternative methods are available that provide sufficiently reliable and timely information for determining compliance.{close_quotes} This paper will describe Predictive Emission Systems (PEMS) and how the applications of PEMS may be a low cost, accurate, and acceptable alternative to Continuous Emission Monitoring Systems (CEMS) for complying with Enhanced Monitoring requirements.

    This alternatives generation and analysis (AGA) addresses the question: What is the design basis for the facilities required to stage low-level waste (LLW) feed to the Phase I private contractors? Alternative designs for the intermediate waste feed staging system were developed, analyzed, and compared. Based on these analyses, this document recommends installing mixer pumps in the central pump pit of double-shell tanks 241-AP-102 and 241-AP-104. Also recommended is installing decant/transfer pumps at these tanks. These recommendations have clear advantages in that they provide a low shedule impact/risk and the highest operability of all the alternatives investigated. This revision incorporates comments from the decision board.

    The Subcontract Statement of Work consists of two major tasks. This report is the Final Report in fulfillment of the contract deliverable for Task 1. The purpose of Task 1 was to evaluate existing and emerging protocols and standards for interfacing sensors and controllers for communicating with integrated lighting control systems in commercial buildings. The detailed task description follows: Task 1. Evaluate alternative sensor/field buses. The objective of this task is to evaluate existing and emerging standards for interfacing sensors and controllers for communicating with integrated lighting control systems in commercial buildings. The protocols to be evaluated will include at least: (1) 1-Wire Net, (2) DALI, (3) MODBUS (or appropriate substitute such as EIB) and (4) ZigBee. The evaluation will include a comparative matrix for comparing the technical performance features of the different alternative systems. The performance features to be considered include: (1) directionality and network speed, (2) error control, (3) latency times, (4) allowable cable voltage drop, (5) topology, and (6) polarization. Specifically, Subcontractor will: (1) Analyze the proposed network architecture and identify potential problems that may require further research and specification. (2) Help identify and specify additional software and hardware components that may be required for the communications network to operate properly. (3) Identify areas of the architecture that can benefit from existing standards and technology and enumerate those standards and technologies. (4) Identify existing companies that may have relevant technology that can be applied to this research. (5) Help determine if new standards or technologies need to be developed.

    The advancement of coal-based power generation technology is of primary interest to the U.S. Department of Energy (DOE). The interests are well-founded due to increasing costs for premium fuels and, more importantly, the establishment of energy independence to promote national security. One of DOE's current goals is to promote the development of coal-fired technology for the electric utility industry. This paper is concerned with the economic comparison of two alternative technologies: the coal gasification-combined cycle (GCC) and the coal-fired magnetohydrodynamic (MHD)-combined cycle. The revenue requirement analysis was used for the economic evaluation of engineering alternatives in the electric utility industry. The results were compared based on year-by-year revenue requirement analysis. A computer program was written in Fortran to perform the calculations.

    This study investigated the application of National Environmental Policy Act (NEPA) requirements to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) actions. Similarities in the documentation and public participation requirements of NEPA and CERCLA include identification and evaluation of alternatives and public participation. Differences include document contents and timing of public participation. This study presented four options for ensuring NEPA compliance at CERCLA sites. Option one included a Programmatic Environmental Impact Statement (PEIS) with subsequent combined FS/EIS report for each subunit. Option two eliminated the PEIS, but retained a stand-alone NEPA document for each CERCLA subunit. Option three included a PEIS with a subsequent combined FS/EIS report for each subunit. Option four eliminated the PEIS but retained a combined FS/EIS report for each subunit. The model presented in this study can be used at any installation to determine the optimal approach for the site. The model's goal is to comply with NEPA and CERCLA while maintaining a balance between cost, schedule, and public acceptance.

    This paper presents an assessment of the capital requirements of using six different fuels in the vehicles with tripled fuel economy (3X vehicles) that the Partnership for a new Generation of Vehicles is currently investigating. The six fuels include two petroleum-based fuels (reformulated gasoline and low-sulfur diesel) and four alternative fuels (methanol, ethanol, dimethyl ether, and hydrogen). This study develops estimates of cumulative capital needs for establishing fuels production and distribution infrastructure to accommodate 3X vehicle fuel needs. Two levels of fuel volume-70,000 barrels per day and 1.6 million barrels per day-were established for meeting 3X-vehicle fuel demand. As expected, infrastructure capital needs for the high fuel demand level are much higher than for the low fuel demand level. Between fuel production infrastructure and distribution infrastructure, capital needs for the former far exceed those for the latter. Among the four alternative fuels, hydrogen bears the largest capital needs for production and distribution infrastructure.

    The use of alcohol with diesel fuel has been investigated as a means of extending diesel fuel supplies. The ability to use ethanol in diesel-powered farm equipment could provide the means for increasing the near-term fuels self-sufficiency of the American farmer. In the longer term, the potential availability of methanol (from coal) in large quantities could serve to further decrease the dependency on diesel fuel. This document gives two separate overviews of the use of alcohols in farm equipment. Part I of this document compares alcohol with No. 1 and No. 2 diesel fuels and describes several techniques for using alcohol in farm diesels. Part II of this document discusses the use of aqueous ethanol in diesel engines, spark ignition engines and provides some information on safety and fuel handling of both methanol and ethanol. This document is not intended as a guide for converting equipment to utilize alcohol, but rather to provide information such that the reader can gain insight on the advantages and disadvantages of using alcohol in existing engines currently used in farming applications.

    This article identifies and describes five alternative cooling technologies (magnetic, thermionic, thermoacoustic, thermoelectric, and thermotunnel) and qualitatively assesses the prospects of each technology relative to vapor compression for space cooling and food refrigeration applications. Assessment of the alternatives was based on the theoretical maximum % of Carnot efficiency, the current state of development, the best % of Carnot efficiency currently achieved, developmental barriers, and the extent of development activity. The prospect for each alternative was assigned an overall qualitative rating based on the subjective, composite view of the five characteristics.

    In May 2010, the NRC issued a proposed notice of rulemaking that includes a provision to add a new section to its rules to require licensees to implement ASME Code Case N-770, Alternative Examination Requirements and Acceptance Standards for Class 1 PWR Piping and Vessel Nozzle Butt Welds Fabricated with UNS N06082 or UNS W86182 Weld Filler Material With or Without the Application of Listed Mitigation Activities, Section XI, Division 1, with 15 conditions. Code Case N-770 contains baseline and inservice inspection (ISI) requirements for unmitigated butt welds fabricated with Alloy 82/182 material and preservice and ISI requirements for mitigated butt welds. The NRC stated that application of ASME Code Case N-770 is necessary because the inspections currently required by the ASME Code, Section XI, were not written to address stress corrosion cracking Alloy 82/182 butt welds, and the safety consequences of inadequate inspections can be significant. The NRC expects to issue the final rule incorporating this code case into its regulations in the spring 2011 time frame. This paper discusses the new examination requirements, the conditions that NRC is imposing , and the major concerns with implementation of the new Code Case.

    In 2009 the Oak Ridge Leadership Computing Facility (OLCF), a U.S. Department of Energy (DOE) facility at the Oak Ridge National Laboratory (ORNL) National Center for Computational Sciences (NCCS), elicited petascale computational science requirements from leading computational scientists in the international science community. This effort targeted science teams whose projects received large computer allocation awards on OLCF systems. A clear finding of this process was that in order to reach their science goals over the next several years, multiple projects will require computational resources in excess of an order of magnitude more powerful than those currently available. Additionally, for the longer term, next-generation science will require computing platforms of exascale capability in order to reach DOE science objectives over the next decade. It is generally recognized that achieving exascale in the proposed time frame will require disruptive changes in computer hardware and software. Processor hardware will become necessarily heterogeneous and will include accelerator technologies. Software must undergo the concomitant changes needed to extract the available performance from this heterogeneous hardware. This disruption portends to be substantial, not unlike the change to the message passing paradigm in the computational science community over 20 years ago. Since technological disruptions take time to assimilate, we must aggressively embark on this course of change now, to insure that science applications and their underlying programming models are mature and ready when exascale computing arrives. This includes initiation of application readiness efforts to adapt existing codes to heterogeneous architectures, support of relevant software tools, and procurement of next-generation hardware testbeds for porting and testing codes.   8. Performance of R-410A Alternative Refrigerants in a Reciprocating Compressor Designed for Air Conditioning Applications

    In response to environmental concerns raised by the use of refrigerants with high Global Warming Potential (GWP), the Air-Conditioning, Heating, and Refrigeration Institute (AHRI) has launched an industry-wide cooperative research program, referred to as the Low-GWP Alternative Refrigerants Evaluation Program (AREP), to identify and evaluate promising alternative refrigerants for major product categories. After successfully completing the first phase of the program in December 2013, AHRI launched a second phase of the Low-GWP AREP in 2014 to continue research in areas that were not previously addressed, including refrigerants in high ambient conditions, refrigerants in applications not tested in the first phase, and new refrigerants identified since testing for the program began. Although the Ozone Depletion Potential of R-410A is zero, this refrigerant is under scrutiny due to its high GWP. Several candidate alternative refrigerants have already demonstrated low global warming potential. Performance of these low-GWP alternative refrigerants is being evaluated for Air conditioning and heat pump applications to ensure acceptable system capacity and efficiency. This paper reports the results of a series of compressor calorimeter tests conducted for the second phase of the AREP to evaluate the performance of R-410A alternative refrigerants in a reciprocating compressor designed for air conditioning systems. It compares performance of alternative refrigerants ARM-71A, L41-1, DR-5A, D2Y-60, and R-32 to that of R-410A over a wide range of operating conditions. The tests showed that, in general, cooling capacities were slightly lower (except for the R-32), but energy efficiency ratios (EER) of the alternative refrigerants were comparable to that of R-410A.

  9. Electrical signature analysis applications for non-intrusive automotive alternator diagnostics

    Automotive alternators are designed to supply power for automobile engine ignition systems as well as charge the storage battery. This product is used in a large market where consumers are concerned with acoustic noise and vibration that comes from the unit. as well as overall quality and dependability. Alternators and generators in general are used in industries other than automotive, such as transportation and airline industries and in military applications. Their manufacturers are interested in pursuing state-of-the-art methods to achieve higher quality and reduced costs. Preliminary investigations of non-intrusive diagnostic techniques utilizing the inherent voltage signals of alternators have been performed with promising results. These techniques are based on time and frequency domain analyses of specially conditioned signals taken from several alternators under various test conditions. This paper discusses investigations that show correlations of the alternator output voltage to airborne noise production. In addition these signals provide insight into internal magnetic characteristics that relate to design and/or assembly problems.

    Five alternatives to vapor compression technology were qualitatively evaluated to determine their prospects for being better than vapor compression for space cooling and food refrigeration applications. The results of the assessment are summarized in the report.     X-ray diffraction rocking-curve measurements were performed on tetragonal hen egg white (HEW) lysozyme crystals grown with and without the application of an external alternating current (AC) electric field. The crystal quality was assessed by the full width at half maximum (FWHM) value for each rocking curve. For two-dimensional maps of the FWHMs measured on the 440 and the 12 12 0 reflection, the crystal homogeneity was improved under application of an external electric field at 1 MHz, compared with that without. In particular, the significant improvement of the crystal homogeneity was observed for the 12 12 0 reflection.

    The Department of Energy s Leadership Computing Facility, located at Oak Ridge National Laboratory s National Center for Computational Sciences, recently polled scientific teams that had large allocations at the center in 2007, asking them to identify computational science requirements for future exascale systems (capable of an exaflop, or 1018 floating point operations per second). These requirements are necessarily speculative, since an exascale system will not be realized until the 2015 2020 timeframe, and are expressed where possible relative to a recent petascale requirements analysis of similar science applications [1]. Our initial findings, which beg further data collection, validation, and analysis, did in fact align with many of our expectations and existing petascale requirements, yet they also contained some surprises, complete with new challenges and opportunities. First and foremost, the breadth and depth of science prospects and benefits on an exascale computing system are striking. Without a doubt, they justify a large investment, even with its inherent risks. The possibilities for return on investment (by any measure) are too large to let us ignore this opportunity. The software opportunities and challenges are enormous. In fact, as one notable computational scientist put it, the scale of questions being asked at the exascale is tremendous and the hardware has gotten way ahead of the software. We are in grave danger of failing because of a software crisis unless concerted investments and coordinating activities are undertaken to reduce and close this hardwaresoftware gap over the next decade. Key to success will be a rigorous requirement for natural mapping of algorithms to hardware in a way that complements (rather than competes with) compilers and runtime systems. The level of abstraction must be raised, and more attention must be paid to functionalities and capabilities that incorporate intent into data structures, are aware of memory hierarchy

    In this article we review the prospects of laser wakefield accelerators as next generation light sources for applications. This work arose as a result of discussions held at the 2013 Laser Plasma Accelerators Workshop. X-ray phase contrast imaging, X-ray absorption spectroscopy, and nuclear resonance fluorescence are highlighted as potential applications for laser-plasma based light sources. We discuss ongoing and future eff orts to improve the properties of radiation from plasma betatron emission and Compton scattering using laser wakefi eld accelerators for these specifi c applications.

    In response to environmental concerns raised by the use of refrigerants with high Global Warming Potential (GWP), the Air-Conditioning, Heating, and Refrigeration Institute (AHRI) has launched an industry-wide cooperative research program, referred to as the Low-GWP Alternative Refrigerants Evaluation Program (AREP), to identify and evaluate promising alternative refrigerants for major product categories. This paper reports one of the Oak Ridge National Laboratory (ORNL) contributions to AREP. It compares performance of alternative refrigerants to that of R-410A and R-404A for heat pump and medium temperature applications, respectively. The alternatives reported in this paper are: R-32, DR-5, and L-41a for R-410A and ARM-31a, D2Y-65, L-40, and a mixture of R-32 and R-134a for R-404A. All performance comparison tests were conducted using scroll compressors of ~1.85 tons (6.5 kW) cooling capacity. Tests were conducted over a range of combinations of saturation suction and saturation discharge temperatures for both compressors. The tests showed that, in general, energy efficiency ratio (EER) and cooling capacity of R-410A alternative refrigerants were slightly lower than that of the baseline refrigerant with a moderate increases in discharge temperature. On the other hand, R-404A alternative refrigerants showed relative performance dependence on saturation suction and saturation discharge temperatures and larger increases in discharge temperature than for the R-410A alternatives. This paper summarizes the relative performance of all alternative refrigerants compared to their respective baseline.

  1. Low temperature pyrotechnic smokes: A potential low cost alternative to nonpyrotechnic smoke for access delay applications

    Smokes are frequently used as visual obscurants in access delay applications. A new generation of low temperature pyrotechnic smokes is being developed. Terephthalic Acid (TPA) smoke was developed by the U.S. Army and Sebacic Acid (SA) smoke is being developed by Thiokol Corp. The advantages these smokes offer over traditional pyrotechnic smokes include; low generation temperature (approximately 450{degree}C), lower toxicity, and lower corrosivity. The low generation temperature reduces smoke layering effects and allows the addition of sensory irritants, such as o-Chlorobenzylidene Malononitrile (CS), to the formulation. Some advantages low temperature pyrotechnic smokes offer over nonpyrotechnic smokes include; low cost, simplicity, compactness, light weight, long storage life, and orientation insensitive operation. Low cost permits distribution of multiple units for reduced vulnerability and refill flexibility. Some disadvantages may include the combustibility of the smoke particulate; however, the published lower explosive limit of the mentioned materials is approximately ten times greater than the concentration required for effective obscuration. The TPA smoke cloud contains small quantities of benzene, formaldehyde, and carbon monoxide; no benzene or formaldehyde was identified during preliminary SA smoke analyses performed by Thiokol Corp. Sandia performed tests and analyses on TPA smoke to determine the smoke cloud composition, the quantity of particulate produced per canister, and the relationship between airborne particulate concentration and measured optical density values. Current activities include characterization of SA smoke.

    The Demonstration of Decision Support Tools for Sustainable Development project integrated the Bechtel/Nexant Industrial Materials Exchange Planner and the Idaho National Engineering and Environmental Laboratory System Dynamic models, demonstrating their capabilities on alternative fuel applications in the Greater Yellowstone-Teton Park system. The combined model, called the Dynamic Industrial Material Exchange, was used on selected test cases in the Greater Yellow Teton Parks region to evaluate economic, environmental, and social implications of alternative fuel applications, and identifying primary and secondary industries. The test cases included looking at compressed natural gas applications in Teton National Park and Jackson, Wyoming, and studying ethanol use in Yellowstone National Park and gateway cities in Montana. With further development, the system could be used to assist decision-makers (local government, planners, vehicle purchasers, and fuel suppliers) in selecting alternative fuels, vehicles, and developing AF infrastructures. The system could become a regional AF market assessment tool that could help decision-makers understand the behavior of the AF market and conditions in which the market would grow. Based on this high level market assessment, investors and decision-makers would become more knowledgeable of the AF market opportunity before developing detailed plans and preparing financial analysis.

    From 22 – 24 March, 2011, the International Atomic Energy Agency (IAEA) held an international workshop to address the question of a possible replacement for helium-3 based neutron detectors. Within this wider scope, the workshop was focused on those applications used in IAEA verification activities. There were two principle objectives of the workshop: 1) to determine the specific requirements that a potential replacement technology would have to satisfy, and 2) to identify alternative detector technologies that appear promising for meeting those requirements. The workshop was successful in achieving both objectives. A set of detailed and quantitative specifications was developed and achieved a general consensus among the conference participants. These included operational considerations such as temperature stability, safety, weight, and cost in addition to a number of performance requirements. The performance requirements were derived from an analysis of the spectrum of IAEA applications that use neutron detectors. After analyzing these applications, it was determined that the most common application for 3He detectors was for neutron coincidence counting, comprising over 95% of 3He use. The details and rationale for this assessment will be provided. The performance requirements for neutron coincidence counting can be directly calculated from the standard variance expressions. From these, a basic figure of merit (FOM) was developed that can be used to rank various different options. For neutron coincidence counting, the figure of merit is: , where ε is the detection efficiency and is the detector die away time. Both the FOM and the calculations will be presented. The full list of requirements is included in this paper. The second purpose of the workshop was to identify promising replacement technologies.     The Model 9975 shipping package specifies the materials of construction for its various components. With the loss of availability of material for two components (cane fiberboard overpack and Viton{reg_sign} GLT O-rings), alternate materials of construction were identified and approved for use for transport (softwood fiberboard and Viton{reg_sign} GLT-S O-rings). As these shipping packages are part of a long-term storage configuration at the Savannah River Site, additional testing is in progress to verify satisfactory long-term performance of the alternate materials under storage conditions. The test results to date can be compared to comparable results on the original materials of construction to draw preliminary conclusions on the performance of the replacement materials.

    This paper describes the development and application of the Stochastic Integrated Waste Management Simulator (SIWMS) model. SIWMS provides a detailed view of the environmental impacts and associated costs of municipal solid waste (MSW) management alternatives under conditions of uncertainty. The model follows a life-cycle inventory approach extended with compensatory systems to provide more equitable bases for comparing different alternatives. Economic performance is measured by the net present value. The model is verified against four publicly available models under deterministic conditions and then used to study the impact of uncertainty on Sydney's MSW management 'best practices'. Uncertainty has a significant effect on all impact categories. The greatest effect is observed in the global warming category where a reversal of impact direction is predicted. The reliability of the system is most sensitive to uncertainties in the waste processing and disposal. The results highlight the importance of incorporating uncertainty at all stages to better understand the behaviour of the MSW system.

  16. Additional requirements for leak-before-break application to primary coolant piping in Belgium

    Leak-Before-Break (LBB) technology has not been applied in the first design of the seven Pressurized Water Reactors the Belgian utility is currently operating. The design basis of these plants required to consider the dynamic effects associated with the ruptures to be postulated in the high energy piping. The application of the LBB technology to the existing plants has been recently approved by the Belgian Safety Authorities but with a limitation to the primary coolant loop. LBB analysis has been initiated for the Doel 3 and Tihange 2 plants to allow the withdrawal of some of the reactor coolant pump snubbers at both plants and not reinstall some of the restraints after steam generator replacement at Doel 3. LBB analysis was also found beneficial to demonstrate the acceptability of the primary components and piping to the new conditions resulting from power uprating and stretch-out operation. LBB analysis has been subsequently performed on the primary coolant loop of the Tihange I plant and is currently being performed for the Doel 4 plant. Application of the LBB to the primary coolant loop is based in Belgium on the U.S. Nuclear Regulatory Commission requirements. However the Belgian Safety Authorities required some additional analyses and put some restrictions on the benefits of the LBB analysis to maintain the global safety of the plant at a sufficient level. This paper develops the main steps of the safety evaluation performed by the Belgian Safety Authorities for accepting the application of the LBB technology to existing plants and summarizes the requirements asked for in addition to the U.S. Nuclear Regulatory Commission rules.

    In 2010, the United States Dept. of Energy initiated a research and development effort to develop modern modeling and simulation methods that could utilize high performance computing capabilities to address issues important to nuclear power plant operation, safety and sustainability. To respond to this need, a consortium of national laboratories, academic institutions and industry partners (the Consortium for Advanced Simulation of Light Water Reactors - CASL) was formed to develop an integrated Virtual Environment for Reactor Applications (VERA) modeling and simulation capability. A critical element for the success of the CASL research and development effort was the development of an integrated set of overarching requirements that provides guidance in the planning, development, and management of the VERA modeling and simulation software. These requirements also provide a mechanism from which the needs of a broad array of external CASL stakeholders (e.g. reactor / fuel vendors, plant owner / operators, regulatory personnel, etc.) can be identified and integrated into the VERA development plans. This paper presents an overview of the initial set of requirements contained within the VERA Requirements Document (VRD) that currently is being used to govern development of the VERA software within the CASL program. The complex interdisciplinary nature of these requirements together with a multi-physics coupling approach to realize a core simulator capability pose a challenge to how the VRD should be derived and subsequently revised to accommodate the needs of different stakeholders. Thus, the VRD is viewed as an evolving document that will be updated periodically to reflect the changing needs of identified CASL stakeholders and lessons learned during the progress of the CASL modeling and simulation program.     The path towards realizing peta-scale computing isincreasingly dependent on building supercomputers with unprecedentednumbers of processors. To prevent the interconnect from dominating theoverall cost of these ultra-scale systems, there is a critical need forhigh-performance network solutions whose costs scale linearly with systemsize. This work makes several unique contributions towards attaining thatgoal. First, we conduct one of the broadest studies to date of high-endapplication communication requirements, whose computational methodsinclude: finite-difference, lattice-bolzmann, particle in cell, sparselinear algebra, particle mesh ewald, and FFT-based solvers. Toefficiently collect this data, we use the IPM (Integrated PerformanceMonitoring) profiling layer to gather detailed messaging statistics withminimal impact to code performance. Using the derived communicationcharacterizations, we next present fit-trees interconnects, a novelapproach for designing network infrastructure at a fraction of thecomponent cost of traditional fat-tree solutions. Finally, we propose theHybrid Flexibly Assignable Switch Topology (HFAST) infrastructure, whichuses both passive (circuit) and active (packet) commodity switchcomponents to dynamically reconfigure interconnects to suit thetopological requirements of scientific applications. Overall ourexploration leads to a promising directions for practically addressingthe interconnect requirements of future peta-scale systems.

    Significant national and international attention has focused on the role that chlorofluorocarbons (CFCs) play in stratospheric ozone depletion. The Clean Air Act of 1990 calls for the production of the most harmful CFCs to completely cease by December 31, 1995. This production phaseout affects many CFC-refrigerants which are commonly used in commercial, residential, and industrial cooling processes. The production phaseout of CFCs will require owners of CFC-based refrigeration equipment to make plans to replace their equipment. Many equipment owners find themselves in a {open_quotes}rut{close_quotes}replacing CFCs with another chemical coolant, rather than a new cooling process. Since many of the chemical alternatives are structurally similar to CFCs (i.e., HCFCs, HFCs, and blends) they require minimal changes to current equipment. However, these substances are also believed to affect the global climate. Hence, they may not be the most environmentally sound alternative and probable are subject to other Federal regulations. There are other HVAC/R alternatives which are less environmentally damaging than these chemicals and may actually be more cost-effective and energy efficient and than the {open_quotes}traditional{close_quotes} CFC chemical substitutes. Alternative cooling technologies include absorption systems, desiccant cooling, evaporative cooling, and ammonia vapor compression. These alternative technologies are proven alternatives and are commercially available. Further, significant technological developments in recent years have made these technologies feasible alternatives for applications previously believed to be unacceptable. This paper describes these alternative technologies and the conditions in which they are viable alternatives to CFC-based equipment. Additionally, energy efficiency and life-cycle cost analysis considerations are addressed to provide a more completes analysis of cooling equipment alternatives.

    Advances in fire science over the past 40 years have offered the potential for developing technically sound alternative temperature-time curves for use in evaluating fire barriers for areas where fire exposures can be expected to be significantly different than the ASTM E-119 standard temperature-time exposure. This report summarizes the development of the ASTM E-119, standard temperature-time curve, and the efforts by the federal government and the petrochemical industry to develop alternative fire endurance curves for specific applications. The report also provides a framework for the development of alternative curves for application at nuclear power plants. The staff has concluded that in view of the effort necessary for the development of nuclear power plant specific temperature-time curves, such curves are not a viable approach for resolving the issues concerning Thermo-Lag fire barriers. However, the approach may be useful to licensees in the development of performance-based fire protection methods in the future.

    This technical letter report provides the status of an assessment undertaken by PNNL at the request of the NRC to verify the capability of periodic ASME-required volumetric examinations of reactor vessels to characterize the density and distribution of flaws of interest for applying §50.61a on a plant-by-plant basis. The PTS rule, described in the Code of Federal Regulations, Title 10, Section 50.61 (§50.61), "Fracture Toughness Requirements for Protection against Pressurized Thermal Shock Events," establishes screening criteria to ensure that the potential for a reactor vessel to fail due to a PTS event is deemed to be acceptably low. Recently, the NRC completed a research program that concluded that the risk of through-wall cracking due to a PTS event is much lower than previously estimated. The NRC subsequently developed and promulgated an alternate PTS rule, §50.61a, that can be implemented by PWR licensees. The §50.61a rule differs from §50.61 in that it requires licensees who choose to follow this alternate method to analyze the results from periodic volumetric examinations required by the ASME Code, Section XI, Rules for Inservice Inspection (ISI) of Nuclear Power Plants.

    The objective is to identify (mostly for industrial end-users) the difference between a Section III nuclear steam generator (classified as Structures, Systems and Components (SSC)) and a Section VIII steam generator in the same general conditions, but used in a conventional application. Specifically, applicable temperature and pressure ranges and a more quantitative description of how materials change, design margins change and required design rigor changes are of interest. This overview focuses on the steam generator pressure boundary but the downstream piping will also be considered. Within the designations of Section III and Section VIII there are subcategories with their specific regions of applicability. Each of these subcategories has evolved their own unique features with respect to design rules and their implementation. A general overview of the various design codes will be provided in sufficient detail to illustrate the major differences; however, a detailed discussion of the various design requirements and their implementation is beyond the scope of this discussion. References (1) and (2) are sources of more detailed information. Also, example wall sizing calculations will be provided to illustrate the application of the relevant design codes under the candidate design conditions. The candidate steam supply Design Conditions are 600C (1112F) and 24MPa (3,480psi). The Operating Conditions or Service Levels will be somewhat lower and the difference shows up in some of the various design methodologies employed.

    While holistically defining the smart grid is a challenge, one area of interest is demand-response. In 2009, the Department of Energy announced over $4 billion in grant and project funding for the Smart Grid. A significant amount of this funding was allotted to utilities for cost sharing projects to deploy Smart Grid technologies, many of whom have deployed and are deploying advanced metering infrastructure (AMI). AMI is an enabler to increase the efficiency of utilities and the bulk power grid. The bulk electrical system is unique in that it produces electricity as it is consumed. Most other industries have a delay between generation and consumption. This aspect of the power grid means that there must be enough generation capacity to meet the highest demand whereas other industries could over produce during off-peak times. This requires significant investment in generation capacity to cover the few days a year of peak consumption. Since bulk electrical storage doesn't yet exist at scale another way to curb the need for new peak period generation is through demand-response; that is to incentivize consumers (demand) to curtail (respond) electrical usage during peak periods. Of the various methods proposed for enabling demand-response, this paper will focus on the communication requirements for creating an energy market using transactional controls. More specifically, the paper will focus on the communication requirements needed to send the peak period notices and receive the response back from the consumers.

Most major air pollution sources will be required to submit operating permit applications by November 15, 1995 or earlier.     The commercialization of alternative fuels is analyzed. Following a synopsis of US energy use, the concept of commercialization, the impacts of supply shortages and demand inelasticity upon commercialization, and the status of alternative fuels commercialization to date in the US are discussed. The US energy market is viewed as essentially numerous submarkets. The interrelationship among these submarkets precludes the need to commercialize for a specific fuel/use. However, the level of consumption, the projected growth in demand, and the inordinate dependence upon foreign fuels dictate that additional fuel supplies in general be brought to the US energy marketplace. Commercialization efforts encompass a range of measures designed to accelerate the arrival of technologies or products in the marketplace. As discussed in this paper, such a union of willing buyers and willing sellers requires that three general conditions be met: product quality comparable to existing products; price competitiveness; and adequate availability of supply. Product comparability presently appears to be the least problematic of these three requirements. Ethanol/gasoline and methanol/gasoline blends, for example, demonstrate the fact that alternative fuel technologies exist. Yet price and availability (i.e., production capacity) remain major obstacles. Given inelasticity (with respect to price) in the US and abroad, supply shortages - actual or contrived - generate upward price pressure and should make once-unattractive alternative fuels more price competitive. It is noted, however, that actual price competitiveness has been slow to occur and that even with price competitiveness, the lengthy time frame needed to achieve significant production capacity limits the near-term impact of alternative fuels.

    Engine tests demonstrate that dimethyl ether (DME, CH{sub 3}OCH{sub 3}) can provide an alternative approach toward efficient, ultra-clean and quiet compression ignition (CI) engines. From a combustion point of view, DME is an attractive alternative fuel for CI engines, primarily for commercial applications in urban areas, where ultra-low emissions will be required in the future. DME can resolve the classical diesel emission problem of smoke emissions, which are completely eliminated. With a properly developed DME injection and combustion system, NO{sub x} emissions can be reduced to 40% of Euro II or U.S. 1998 limits, and can meet the future ULEV standards of California. Simultaneously, the combustion noise is reduced by as much as 15 dB(A) below diesel levels. In addition, the classical diesel advantages such as high thermal efficiency, compression ignition, engine robustness, etc., are retained.

    Pressurized thermal shock (PTS) events are system transients in a pressurized water reactor (PWR) in which there is a rapid operating temperature cool-down that results in cold vessel temperatures with or without repressurization of the vessel. The rapid cooling of the inside surface of the reactor pressure vessel (RPV) causes thermal stresses that can combine with stresses caused by high pressure. The aggregate effect of these stresses is an increase in the potential for fracture if a pre-existing flaw is present in a material susceptible to brittle failure. The ferritic, low alloy steel of the reactor vessel beltline adjacent to the core, where neutron radiation gradually embrittles the material over the lifetime of the plant, can be susceptible to brittle fracture. The PTS rule, described in the Code of Federal Regulations, Title 10, Section 50.61 (§50.61), “Fracture Toughness Requirements for Protection against Pressurized Thermal Shock Events,” adopted on July 23, 1985, establishes screening criteria to ensure that the potential for a reactor vessel to fail due to a PTS event is deemed to be acceptably low. The U.S. Nuclear Regulatory Commission (NRC) completed a research program that concluded that the risk of through-wall cracking due to a PTS event is much lower than previously estimated. The NRC subsequently developed a rule, §50.61a, published on January 4, 2010, entitled “Alternate Fracture Toughness Requirements for Protection Against Pressurized Thermal Shock Events” (75 FR 13). Use of the new rule by licensees is optional. The §50.61a rule differs from §50.61 in that it requires licensees who choose to follow this alternate method to analyze the results from periodic volumetric examinations required by the ASME Code, Section XI, Rules for Inservice Inspection (ISI) of Nuclear Power Plants. These analyses are intended to determine if the actual flaw density and size distribution in the licensee’s reactor vessel beltline welds are bounded

    Even though peat is a low-heating value and low-bulk density fossil fuel which in its natural state contains over 80 percent moisture, it can be an economical alternative to coal, and fuel oil, as is the case in Iceland and Finland for direct combustion applications. This is because of the relative ease with which peat can be harvested, and the generally low sulfur and ash content of peat. Recent studies show that peat also has very favorable characteristics for conversion to synthetic fuels. Tests show that on the basis of chemistry and kinetics, peat is a better raw material than coal for production of synthetic fuels. Recent estimates also show that conversion of peat to high-Btu gas (>950 Btu/scf) is competitive with other alternatives of synthetic high-Btu gas. Therefore, peat can be an economical energy alternative depending upon location of peat deposits, region of energy need, scale of operation and cost of other energy alternatives.

    Pacific Northwest Laboratory (PNL) is providing technical assistance in selecting, designing, evaluating, and demonstrating protective barriers. As part of this technical assistance effort, asphalt, clay, and chemical grout will be evaluated for use as alternate barriers. The purpose of the subsurface layer is to reduce the likelihood that extreme events (i.e., 100-year maximum storms, etc.) will cause significant drainage through the barrier. The tests on alternate barriers will include laboratory and field analysis of the subsurface layer performance. This field test plan outlines the activities required to test and design subsurface moisture barriers. The test plan covers activities completed in FY 1988 and planned through FY 1992 and includes a field-scale test of one or more of the alternate barriers to demonstrate full-scale application techniques and to provide performance data on a larger scale. Tests on asphalt, clay, and chemical grout were initiated in FY 1988 in small (30.5 cm diameter) tube-layer lysimeters. The parameters used for testing the materials were different for each one. The tests had to take into account the differences in material characteristics and response to change in conditions, as well as information provided by previous studies. 33 refs., 8 figs., 1 tab.

    A generic model for alternating lags in quasi-periodic oscillation (QPO) harmonics is presented where variations in the photon spectrum are caused by oscillations in two parameters that characterize the spectrum. It is further assumed that variations in one of the parameters are linearly driven by variations in the other after a time delay t{sub d} . It is shown that alternating lags will be observed for a range of t{sub d} values. A phenomenological model based on this generic one is developed that can explain the amplitude and phase lag variation with energy of the fundamental and the next three harmonics of the 67 mHz QPO observed in GRS 1915+105. The phenomenological model also predicts the variation of the Bicoherence phase with energy, which can be checked by further analysis of the observational data.

    Alternatives to helium-3 are being actively pursued due to the shortage and rising costs of helium-3. For safeguards applications, there are a number of ongoing investigations to find alternatives that provide the same capability in a cost-effective manner. One of the greatest challenges is to find a comparable alternative for multiplicity counters, since they require high efficiency and short collection or die-away times. Work has been progressing on investigating three commercially available alternatives for high efficiency multiplicity counters: boron trifluoride (BF3) filled proportional tubes, boron-lined proportional tubes, and lithium fluoride with zinc sulfide coated light guides. The baseline multiplicity counter used for the investigation is the Epithermal Neutron Multiplicity Counter with 121 helium-3 filled tubes at 10 atmosphere pressure, which is a significant capability to match. The primary tool for the investigation has been modeling and simulation using the Monte Carlo N-Particle eXtended (MCNPX) radiation transport program, with experiments to validate the models. To directly calculate the coincidence rates in boron-lined (and possibly other) detectors, the MCNPX code has been enhanced to allow the existing coincidence tally to be used with energy deposition rather than neutron capture reactions. This allows boron-lined detectors to be modeled more accurately. Variations of tube number and diameter along with variations in the amount of inter-tube moderator have been conducted for the BF3 and boron-lined cases. Tube pressure was investigated for BF3, up to two atmospheres, as well as optimal boron thickness in the boron-lined tubes. The lithium fluoride was modeled as sheets of material with light guides in between, and the number and thickness of the sheets investigated. The amount of light guide, which in this case doubles as a moderator, was also optimized. The results of these modeling and simulation optimization investigations are described

    This report presents the first compilation by the Energy Information Administration (EIA) of information on alternatives to gasoline and diesel fuel. The purpose of the report is: (1) to provide background information on alternative transportation fuels and replacement fuels compared with gasoline and diesel fuel, and (2) to furnish preliminary estimates of alternative transportation fuels and alternative fueled vehicles as required by the Energy Policy Act of 1992 (EPACT), Title V, Section 503, ``Replacement Fuel Demand Estimates and Supply Information.`` Specifically, Section 503 requires the EIA to report annually on: (1) the number and type of alternative fueled vehicles in existence the previous year and expected to be in use the following year, (2) the geographic distribution of these vehicles, (3) the amounts and types of replacement fuels consumed, and (4) the greenhouse gas emissions likely to result from replacement fuel use. Alternative fueled vehicles are defined in this report as motorized vehicles licensed for on-road use, which may consume alternative transportation fuels. (Alternative fueled vehicles may use either an alternative transportation fuel or a replacement fuel.) The intended audience for the first section of this report includes the Secretary of Energy, the Congress, Federal and State agencies, the automobile manufacturing industry, the transportation fuel manufacturing and distribution industries, and the general public. The second section is designed primarily for persons desiring a more technical explanation of and background for the issues surrounding alternative transportation fuels.

    This report is an exposition of the revenue requirements method for project evaluation in the electric utility industry. The results are developed from first principles of economics and finance. Application of the results is illustrated by a series of hypothetical calculations. Revenue requirements are a way of expressing the costs associated with an investment. The revenue requirements method can be used to choose among alternatives that provide an equivalent amount and quality of service. If alternatives do not provide equivalent service, then the appropriate economic comparison depends on the value of service as well as the cost. Market discount rates rather than so-called ''customer discount rates'' should be used to calculate the present value of revenue requirements.     This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

    Due to the cold climate and environmental requirements of Alaska`s North Slope and Western Canada`s oil production areas, line pipe steels intended for use in these areas must display not only high strength as required, but superior toughness. Additionally,if the line pipe is to be used in aggressive sour gas (i.e., H{sub 2}S containing) environments it must also have excellent resistance to hydrogen induced cracking (HIC). Such a steel has been designed, through selective chemistry, clean steel-making practices, nonmetallic inclusion control, and hot mill process control, that is capable of meeting stringent line pipe specifications covering X65 grade line pipe in Arctic service temperatures. This paper also examined the effect that hot rolling finishing temperature had on notch toughness. Steel-making knowledge developed for lower strength, HIC resistant X52 grade steel has been employed for the development of a X65 grade steel. Results of trial heats will be presented.

    Recently, the DOE`s Mixed Waste Integrated Program (MWIP) (superseded by the Mixed Waste Focus Area) initiated an evaluation of alternatives to incineration to identify technologies capable of treating DOE organically contaminated mixed wastes and which may be more easily permitted. These technologies have the potential of alleviating stakeholder concerns by decreasing off-gas volurties and the associated emissions of particulates, volatilized metals and radionuclides, PICs, NO{sub x}, SO{sub x}, and recombination products (dioxins and furans). Ideally, the alternate technology would be easily permitted, relatively omnivorous and effective in treating a variety of wastes with varying constituents, require minimal pretreatment or characterization, and be easy to implement. In addition, it would produce secondary waste stream volumes significantly smaller than the original waste stream, and would minimize the environmental health and safety effects on workers and the public. The purpose of this report is to provide an up-to-date (as of early 1995) compendium of iternative technologies for designers of mixed waste treatment facilities, and to identify Iternate technologies that may merit funding for further development. Various categories of non-thermal and thermal technologies have been evaluated and are summarized in Table ES-1. Brief descriptions of these technologies are provided in Section 1.7 of the Introduction. This report provides a detailed description of approximately 30 alternative technologies in these categories. Included in the report are descriptions of each technology; applicable input waste streams and the characteristics of the secondary, or output, waste streams; the current status of each technology relative to its availability for implementation; performance data; and costs. This information was gleaned from the open literature, governments reports, and discussions with principal investigators and developers.

    This report presents the rationale for adopting a recommended characterization strategy that uses a risk-based decision-making framework for managing the Tank Waste Characterization program at Hanford. The risk-management/value-of-information (VOI) strategy that is illustrated explicitly links each information-gathering activity to its cost and provides a mechanism to ensure that characterization funds are spent where they can produce the largest reduction in risk. The approach was developed by tailoring well-known decision analysis techniques to specific tank waste characterization applications. This report illustrates how VOI calculations are performed and demonstrates that the VOI approach can definitely be used for real Tank Waste Remediation System (TWRS) characterization problems.

  1. Psychrometric Bin Analysis for Alternative Cooling Strategies in Data Centers

    Data centers are significant energy users and require continuous cooling to maintain high levels of computing performance. The majority of data centers have direct-expansion cooling which typically accounts for approximately 50% of the energy usage of data centers. However, using typical meteorological year 3 (TMY3) weather data and a simple psychometric bin analysis, alternative cooling strategies using a combination of economizer, evaporative, and supplemental DX cooling have been shown to be applicable in all climate zones in the United States. Average data center cooling energy savings across the U.S. was approximately 80%. Analysis of cooling energy savings is presented for various ASHRAE climate zones. The psychometric bin analysis is conducted for the ASHRAE recommended and allowable operating environment zones, as well as, a modified allowable operating environment. Control strategies are discussed. Finally, examples of energy efficient data centers using alternative cooling strategies are presented.

    Many coal-based electric generating units use alternative fuels, and this effort assessed the impact of alternative fuels on CO{sub 2} production and other emissions and also assessed the potential impact of changes in emission regulations under the Clean Air Act (CAA) for facilities utilizing alternative fuels that may be categorized as wastes. Information was assembled from publicly available U.S. Department of Energy Energy Information Administration databases that included alternative fuel use for 2004 and 2005. Alternative fuel types were categorized along with information on usage by coal-based electric, number of facilities utilizing each fuel type, and the heating value of solid, liquid, and gaseous alternative fuels. The sulfur dioxide, nitrogen oxide, and carbon dioxide emissions associated with alternative fuels and primary fuels were also evaluated. Carbon dioxide emissions are also associated with the transport of all fuels. A calculation of carbon dioxide emissions associated with the transport of biomass-based fuels that are typically accessed on a regional basis was made. A review of CAA emission regulations for coal-based electric generating facilities from Section 112 (1) and Section 129 (2) for solid waste incinerators was performed with consideration for a potential regulatory change from Section 112 (1) regulation to Section 129 (2). Increased emission controls would be expected to be required if coal-based electric generating facilities using alternative fuels would be recategorized under CAA Section 129 (2) for solid waste incinerators, and if this change were made, it is anticipated that coal-fired electric generating facilities might reduce the use of alternative fuels. Conclusions included information on the use profile for alternative fuels and the impacts to emissions as well as the impact of potential application of emission regulations for solid waste incinerators to electric generating facilities using alternative fuels.

In particular, the reduction in plant staffing can result in significant cost savings. The introduction of advanced reactor designs and increased use of advanced automation technologies in existing nuclear power plants will likely change the roles, responsibilities, composition, and size of the crews required to control plant operations. Similarly, certain security staffing requirements for traditional operational nuclear power plants may not be appropriate or necessary for SMRs due to the simpler, safer and more automated design characteristics of SMRs. As a first step in a process to identify where regulatory requirements may be met with reduced staffing and therefore lower cost, this report identifies the regulatory requirements and associated guidance utilized in the licensing of existing reactors. The potential applicability of these regulations to advanced SMR designs is identified taking into account the unique features of these types of reactors.

    This report documents the Mixed Waste Focus Area (MWFA)-sponsored Alternative Technology Workshop held in Salt Lake City, Utah, from January 24--27, 1995. The primary workshop goal was identifying potential applications for emerging technologies within the Options Analysis Team (OAT) ``wise`` configuration. Consistent with the scope of the OAT analysis, the review was limited to the Mixed Low-Level Waste (MLLW) fraction of DOE`s mixed waste inventory. The Los Alamos team prepared workshop materials (databases and compilations) to be used as bases for participant review and recommendations. These materials derived from the Mixed Waste Inventory Report (MWIR) data base (May 1994), the Draft Site Treatment Plan (DSTP) data base, and the OAT treatment facility configuration of December 7, 1994. In reviewing workshop results, the reader should note several caveats regarding data limitations. Link-up of the MWIR and DSTP data bases, while representing the most comprehensive array of mixed waste information available at the time of the workshop, requires additional data to completely characterize all waste streams. A number of changes in waste identification (new and redefined streams) occurred during the interval from compilation of the data base to compilation of the DSTP data base with the end result that precise identification of radiological and contaminant characteristics was not possible for these streams. To a degree, these shortcomings compromise the workshop results; however, the preponderance of waste data was linked adequately, and therefore, these analyses should provide useful insight into potential applications of alternative technologies to DOE MLLW treatment facilities.

    The proven value of DOD Unmanned Aerial Vehicles (UAVs) will ultimately transition to National and Homeland Security missions that require real-time aerial surveillance, situation awareness, force protection, and sensor placement. Public services first responders who routinely risk personal safety to assess and report a situation for emergency actions will likely be the first to benefit from these new unmanned technologies. ‘Packable’ or ‘Portable’ small class UAVs will be particularly useful to the first responder. They require the least amount of training, no fixed infrastructure, and are capable of being launched and recovered from the point of emergency. All UAVs require wireless communication technologies for real- time applications. Typically on a small UAV, a low bandwidth telemetry link is required for command and control (C2), and systems health monitoring. If the UAV is equipped with a real-time Electro-Optical or Infrared (EO/Ir) video camera payload, a dedicated high bandwidth analog/digital link is usually required for reliable high-resolution imagery. In most cases, both the wireless telemetry and real-time video links will be integrated into the UAV with unity gain omni-directional antennas. With limited on-board power and payload capacity, a small UAV will be limited with the amount of radio-frequency (RF) energy it transmits to the users. Therefore, ‘packable’ and ‘portable’ UAVs will have limited useful operational ranges for first responders. This paper will discuss the limitations of small UAV wireless communications. The discussion will present an approach of utilizing a dynamic ground based real-time tracking high gain directional antenna to provide extend range stand-off operation, potential RF channel reuse, and assured telemetry and data communications from low-powered UAV deployed wireless assets.

  12. An Alternative Low-Cost Process for Deposition of MCrAlY Bond Coats for Advanced Syngas/Hydrogen Turbine Applications

    The objective of this project was to develop and optimize MCrAlY bond coats for syngas/hydrogen turbine applications using a low-cost electrolytic codeposition process. Prealloyed CrAlY-based powders were codeposited into a metal matrix of Ni, Co or Ni-Co during the electroplating process, and a subsequent post-deposition heat treatment converted it to the MCrAlY coating. Our research efforts focused on: (1) investigation of the effects of electro-codeposition configuration and parameters on the CrAlY particle incorporation in the NiCo-CrAlY composite coatings; (2) development of the post-deposition heat treating procedure; (3) characterization of coating properties and evaluation of coating oxidation performance; (4) exploration of a sulfurfree electroplating solution; (5) cost analysis of the present electrolytic codeposition process. Different electro-codeposition configurations were investigated, and the rotating barrel system demonstrated the capability of depositing NiCo-CrAlY composite coatings uniformly on the entire specimen surface, with the CrAlY particle incorporation in the range 37-42 vol.%. Post-deposition heat treatment at 1000-1200 °C promoted interdiffusion between the CrAlY particles and the Ni-Co metal matrix, resulting in β/γ’/γ or β/γ’ phases in the heat-treated coatings. The results also indicate that the post-deposition heat treatment should be conducted at temperatures ≤1100 °C to minimize Cr evaporation and outward diffusion of Ti. The electro-codeposited NiCrAlY coatings in general showed lower hardness and surface roughness than thermal spray MCrAlY coatings. Coating oxidation performance was evaluated at 1000-1100 °C in dry and wet air environments. The initial electro-codeposited NiCoCrAlY coatings containing relatively high sulfur did not show good oxidation resistance. After modifications of the coating process, the cleaner NiCoCrAlY coating exhibited good oxidation performance at 1000 °C during the 2,000 1-h cyclic

    The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

    With the recent development and introduction of environmentally preferred refrigerants as substitutes for HCFC`s, a number of new classes of companion compressor lubricants also have been offered. In contrast to the former compressor lubricants which were derived from petroleum based stocks, the new lubricants are synthetic products, initially designed to provide miscibilities and solubilities similar to the CFC/mineral oil predecessors. Rather than review the classes of lubricants being evaluated and used for different types of refrigeration machinery, this paper will address longer term benefits and challenges related to the introduction of synthetic compressor lubricants such as polyesters, polyolesters, polyalkalene glycols and polycarbonates. Within these families of synthetic fluids, large selections of chemical structures are available, each with unique physical and chemical properties. Of course all of the lubricants must meet general requirements of compressor oils with respect to flammability, pour point, volatility, toxicity, etc., but beyond these minimum requirements, there are technical options for tailoring lubricant structures to optimize certain lubricant (and thus lubricant/refrigerant) properties such as vapor pressure, solubility, viscosity, viscosity index, miscibility, moisture absorption, additive response and biodegradability. Basic studies to predict lubricant/refrigerant mixture properties based on chemical structure of the components are recommended. A number of practical challenges in the selection and application of new lubricants and new working fluids will be discussed including standards for bench screening tests and compressor tests, guidelines for lubricant handling during recovery and servicing of equipment and the potential for reprocessing compressor lubricants.

    This study identifies the applicable requirements for procurement and installation of a coating intended for tank farm valve and pump pit interior surfaces. These requirements are intended to be incorporated into project specification documents and design media. This study also evaluates previously recommended coatings and identifies requirement-compliant coating products.

    An alternatives analysis was performed for resumption of transient testing. The analysis considered eleven alternatives including both US international facilities. A screening process was used to identify two viable alternatives from the original eleven. In addition, the alternatives analysis includes a no action alternative as required by the National Environmental Policy Act (NEPA). The alternatives considered in this analysis included: 1. Restart the Transient Reactor Test Facility (TREAT) 2. Modify the Annular Core Research Reactor (ACRR) which includes construction of a new hot cell and installation of a new hodoscope. 3. No Action
