    The International Finance Corporation (IFC), a member of the World Bank Group, is the largest multilateral source of loan and equity financing for private sector projects in the developing world. IFC participates in an investment only when it can make a special contribution that complements the role of market operators. Since its founding 40 years ago, IFC has provided more than $18.8 billion in financing for 1,706 companies in developing countries. Its share capital is provided by its 170 member countries, which collectively determine its policies and activities. Strong shareholder support and a substantial paid-in capital base have allowed IFC to raise funds for its lending activities through its triple-A rated bond issues in international financial markets. IFC created an Infrastructure Department in 1992 in response to the growing demand for its services in this area. During fiscal 1996 IFC approved 33 projects for new investments of $715 million of which 27% were in the power sector. In recognition of the continuing demand growth for private power investments an expanded Power Department has been formed to handle IFC`s investments in electric power generation projects using renewable resources such as: run-of-the-river hydro, geothermal, biomass cogeneration, wind energy, and solar (photovoltaic, solar thermal, etc.), as well as conventional thermal generation projects, transmission and distribution projects, and energy efficiency investments.

    Are your employees unhappy with internal corporate search? Frequent complaints include: too many results to sift through; results are unrelated/outdated; employees aren't sure which terms to search for. One way to improve intranet search is to implement a controlled vocabulary ontology. Employing this takes the guess work out of searching, makes search efficient and precise, educates employees about the lingo used within the corporation, and allows employees to contribute to the corpus of terms. It promotes internal corporate search to rival its superior sibling, internet search. We will cover our experiences, lessons learned, and conclusions from implementing a controlled vocabulary ontology at Sandia National Laboratories. The work focuses on construction of this ontology from the content perspective and the technical perspective. We'll discuss the following: (1) The tool we used to build a polyhierarchical taxonomy; (2) Examples of two methods of indexing the content: traditional 'back of the book' and folksonomy word-mapping; (3) Tips on how to build future search capabilities while building the basic controlled vocabulary; (4) How to implement the controlled vocabulary as an ontology that mimics Google's search suggestions; (5) Making the user experience more interactive and intuitive; and (6) Sorting suggestions based on preferred, alternate and related terms using SPARQL queries. In summary, future improvements will be presented, including permitting end-users to add, edit and remove terms, and filtering on different subject domains.

    The article discusses the successful introduction of Derrick Corporation's Stack Sizer technology for removing minus 200 mesh slimes from 6-inch coal hydrocyclone underflow prior to froth flotation or dewatering by screen bowl centrifuges. In 2006, the James River Coal Company selected the Stack Sizer fitted with Derrick 150 micron and 100 micron urethane screen panels for removal of the minus 100 mesh high ash clay fraction from the clean coal spiral product circuits. After this application proved successful, Derrick Corporation introduced new 75 micron urethane screen panels for use on the Stack Sizer. Evaluation of feed slurry to flotation cells and screen bowl centrifuges showed significant amounts of minus 75 micron that could potentially be removed by efficient screening technology. Removal of the minus 75 micron fraction was sought to reduce ash and moisture content of the final clean coal product. Full-scale lab tests confirmed that the Stack Sizer fitted with Derrick 75 micron urethane screen panels consistently reduced the minus 75 micron percentage in coal slurry from 6-inch clean coal hydrocyclone underflow that is approximately 15 to 20% solid by-weight and 30 to 60% minus 75 micron to a clean coal fraction that is approximately 13 to 16% minus 75 micron. As a result total ash is reduced from approximately 36 to 38% in the hydrocyclone underflow to 14 to 16% in the oversize product fraction form the Stack Sizers. 1 fig., 2 tabs., 5 photos.

    The third international workshop on ice storage for cooling applications which was informal and interactive in nature, was open to persons interested in all ice-growing technologies and in ice storage, both seasonal and diurnal. Presentations were made on some 20 topics, ranging from freezers in Alaska to ice cooling of commercial jet aircraft. Workshop tours included visits to ice-storage systems at Commonwealth Edison's facilities in Bolingbrook and Des Plaines Valley, the A.C. Neilsen builing in Northbrook, and the new State of Illinois Center in Chicago. The first workshop in the present series considered the future of ice storage and predicted applications in the agricultural sector, desalinization, and commercial ice production. Progress has been rapid in the intervening two years, and an important topic at the third workshop was the possible use of ''warm ices'' (clathrate hydrates) for energy storage. This report consists primarily of abstracts of presentations made at the workshop.     The reduction of VOC emissions from metal dip coating applications is not an environmental constraint, it is an economic opportunity. This case study shows how the industry can reap economic benefits from VOC reductions while improving air quality. The Canam Steel Corporation plant located in Point of Rocks, MD operates dip tanks for primer application on fabricated steel joists and joist girders. This process is presently subject to a regulation that limits the paint VOC content to 3.5 pounds per gallon of coating less water. As a result of the high paint viscosity associated with that regulation, the paint thickness of the dipped steel is thicker than the customers` specifications. Most of the VOC emissions can therefore be associated with the excess of paint applied to the products rather than to the required thickness of the coating. The higher paint usage rate has more than environmental consequences, it increases the cost of the applied coating. The project is to reduce the paint usage by controlling the viscosity of the coating in the tank. Experimental results as well as actual mass balance calculations show that using a higher VOC content paint would reduce the overall VOC emissions. The author explained the project to the Maryland Department of the Environment (MDE) Air and Radiation Management Administration. First, the MDE agreed to develop a new RACT determination for fabricated steel dipping operations. The new regulation would limit the amount of VOC than can be emitted to dip coat a ton of fabricated steel. Second, the MDE agreed to allow experimentation of the higher VOC content paint as a pilot project for the new regulation. This paper demonstrates the need for a RACT determination specific to fabricated steel dipping operations.

    Battelle’s National Security & Defense objective is, “applying unmatched expertise and unique facilities to deliver homeland security solutions. From detection and protection against weapons of mass destruction to emergency preparedness/response and protection of critical infrastructure, we are working with industry and government to integrate policy, operational, technological, and logistical parameters that will secure a safe future”. In an ongoing effort to meet this mission, engagements with industry that are intended to improve operational and technical attributes of commercial solutions that are related to national security initiatives are necessary. This necessity will ensure that capabilities for protecting critical infrastructure assets are considered by commercial entities in their development, design, and deployment lifecycles thus addressing the alignment of identified deficiencies and improvements needed to support national cyber security initiatives. The Secure Firewall (Sidewinder) appliance by Secure Computing was assessed for applicable use in critical infrastructure control system environments, such as electric power, nuclear and other facilities containing critical systems that require augmented protection from cyber threat. The testing was performed in the Pacific Northwest National Laboratory’s (PNNL) Electric Infrastructure Operations Center (EIOC). The Secure Firewall was tested in a network configuration that emulates a typical control center network and then evaluated. A number of observations and recommendations are included in this report relating to features currently included in the Secure Firewall that support critical infrastructure security needs.

    Characterization of corrosion in the oil and gas industry is becoming of increasing importance for safety reasons as well as for the preservation of production facilities; to prevent down time and damage to the environment. This article presents the methodology used by this company to characterize the corrosion behavior of the whole production facility, taking into consideration the hydrodynamic and thermodynamic conditions of the produced fluids (flow velocities, flow pattern, liquid holdup, pressure, temperature, etc.) as they flow from the reservoir through the surface installations (flowlines, gas/oil gathering and transmission lines, gas processing plants, artificial lift systems, etc.). The methodology uses Petroleum Engineering and Two-Phase modeling techniques to: (1) optimize the entire production system to obtain the most efficient objective flow rate taking into consideration the corrosive/erosive nature of the produced fluid and (2) characterize the corrosive nature of the produced fluid as it flows through the above mentioned installations. The modeling techniques were performed using commercially available simulators and CO{sub 2} corrosion rates were determined using well known published correlations. For H{sub 2}S corrosion, NACE MR0175 criteria is applied. The application of this methodology has allowed corrosion control strategies, protection and monitoring criteria, inhibitor optimization and increased the effectiveness of already existing corrosion control systems.

    As with science, so with security - in both arenas, the extraordinary sensitivity of cryogenic sensors enables high-confidence detection and high-precision measurement even of the faintest signals. Science applications are more mature, but several national and international security applications have been identified where cryogenic detectors have high potential payoff. International safeguards and nuclear forensics are areas needing new technology and methods to boost speed, sensitivity, precision and accuracy. Successfully applied, improved nuclear materials analysis will help constrain nuclear materials diversion pathways and contribute to treaty verification. Cryogenic microcalorimeter detectors for X-ray, gamma ray, neutron, and alpha particle spectrometry are under development with these aims in mind. In each case the unsurpassed energy resolution of microcalorimeters reveals previously invi sible spectral features of nuclear materials. Preliminary results of quantitative analysis indicate substantial improvements are still possible, but significant work will be required to fully understand the ultimate performance limits.

    The Fifteenth International Conference on the Science and Application of Nanotubes (NT14) was held at the University of Southern California in Los Angeles, California on June 2-6, 2014. NT14 upheld the NT tradition of presenting the latest results in the science and applications of nanotubes and related materials in plenary sessions. Emphasis was given to convivial poster sessions and student participation. Over 225 participants attended the conference, including students, post-docs, faculty, and members from industry. A total of 45 talks were presented, as well as 157 posters.

    International Fuel Cells (IFC) is involved with the full spectrum of fuel cell power plants including the development of Proton Exchange Membrane (PEM) fuel cell systems. The extensive background in systems, design, materials and manufacturing technologies has been brought to bear on the development of highly competitive PEM power plants. IFC is aggressively pursuing these opportunities and is developing low-cost designs for a wide variety of PEM fuel cell applications with special emphasis on portable power and transportation. Experimental PEM power plants for each of these applications have been successfully tested.

ISLA-2013 has been confirmed to be the largest and the most important meeting dedicated to liquid metal application for the magnetic fusion research. Overall, 45 presentation plus 5 posters were given, representing 28 institutions from 11 countries. The latest experimental results from nine magnetic fusion devices were presented in 16 presentations from NSTX (PPPL, USA), FTU (ENEA, Italy),more » T-11M (Trinity, RF), T-10 (Kurchatov Institute, RF), TJ-II (CIEMAT, Spain), EAST(ASIPP, China), HT-7 (ASIPP, China), RFX (Padova, Italy), KTM (NNC RK, Kazakhstan). Sessions were devoted to the following: (I) lithium in magnetic confinement experiments (facility overviews), (II) lithium in magnetic confinement experiments (topical issues), (III) special session on liquid lithium technology, (IV) lithium laboratory test stands, (V) Lithium theory/modelling/comments, (VI) innovative lithium applications and (VII) special Session on lithium-safety and lithium handling.     This paper describes a proposed stand alone company, the Solar Development Corporation (SDC), to be a business development and financing entity for photovoltaic operations with the potential to be commercially sustainable. SDC will have a fully integrated policy advocacy link to the World Bank. SDC will define target countries where the potential exists for significant early market expansion. In those countries it will provide: market and business development services that will accelerate the growth of private firms and deepen the penetration of Solar Home Systems (SHS) and other rural PV applications in the market; and access to pre-commercial and parallel financing for private firms to (1) expand their capability in PV distribution businesses, and (2) strengthen their ability to provide credit to end users. SDC itself will not engage in direct financing of the final consumer. It is intended that as far as possible SDC`s finance will be provided in parallel with financing from Financial Intermediaries.

This will address fuel quality issues that have hampered expanded use of opportunity fuels such as landfill gas, digester biogas, and coal mine methane.     The North American industry has employed major solvent-extraction processes to support a wide range of separations including but not limited to chemical, metallurgical, nuclear, biochemical, pharmaceutical, and petroleum applications. The knowledge enabling these separations has been obtained through fundamental studies in academe, government and industry. The International Solvent Extraction Conferences have been and continue to be a major gathering of scientists, engineers, operators, and vendors from around the world, who present new findings since the last meeting, exchange ideas, make business contacts, and conduct collegial discussions. The ISEC 2008 program emphasizes fundamentals to industrial applications of solvent extraction, particularly how this broad spectrum of activities is interconnected and has led to the implementation of novel processes. The oral and poster sessions have been organized into seven topics: Fundamentals; Novel Reagents, Materials and Techniques; Nuclear Fuel Reprocessing; Hydrometallurgy and Metals Extraction; Analytical and Preparative Applications; Biotechnology, Pharmaceuticals, Life-Science Products, and Organic Products; and Process Chemistry and Engineering. Over 350 abstracts were received, resulting in more than 260 manuscripts published in these proceedings. Five outstanding plenary presentations have been identified, with five parallel sessions for oral presentations and posters. In recognition of the major role solvent extraction (SX) plays in the hydrometallurgical and nuclear industries, these proceedings begin with sections focusing on hydrometallurgy, process chemistry, and engineering. More fundamental topics follow, including sections on novel reagents, materials, and techniques, featuring novel applications in analytical and biotechnology areas.     Advanced methodologies and improvements to current measurements techniques are needed to strengthen the effectiveness and efficiency of international safeguards. This need was recognized and discussed at a Technical Meeting on 'The Application of Laser Spectrometry Techniques in IAEA Safeguards' held at IAEA headquarters (September 2006). One of the principal recommendations from that meeting was the need to pursue the development of novel complementary access instrumentation based on Laser Induced Breakdown Spectroscopy (UBS) for the detection of gaseous and solid signatures and indicators of nuclear fuel cycle processes and associated materials'. Pursuant to this recommendation the Department of Safeguards (SG) under the Division of Technical Support (SGTS) convened the 'Experts and Users Advisory Meeting on Laser Induced Breakdown Spectroscopy (LIBS) for Safeguards Applications' also held at IAEA headquarters (July 2008). This meeting was attended by 12 LlBS experts from the Czech Republic, the European Commission, France, the Republic of South Korea, the United States of America, Germany, the United Kingdom of Great Britain, Canada, and Northern Ireland. Following a presentation of the needs of the IAEA inspectors, the LIBS experts agreed that needs as presented could be partially or fully fulfilled using LIBS instrumentation. Inspectors needs were grouped into the following broad categories: (1) Improvements to in-field measurements/environmental sampling; (2) Monitoring status of activities in Hot Cells; (3) Verify status of activity at a declared facility via process monitoring; and (4) Need for pre-screening of environmental samples before analysis. The primary tool employed by the IAEA to detect undeclared processes and activities at special nuclear material facilities and sites is environmental sampling.     Social Impact Assessment (SIA) has traditionally been practiced as a predictive study for the regulatory approval of major projects, however, in recent years the drivers and domain of focus for SIA have shifted. This paper details the emergence of Social Impact Management Plans (SIMPs) and undertakes an analysis of innovations in corporate and public policy that have put in place ongoing processes – assessment, management and monitoring – to better identify the nature and scope of the social impacts that might occur during implementation and to proactively respond to change across the lifecycle of developments. Four leading practice examples are analyzed. The International Finance Corporation (IFC) Performance Standards require the preparation of Environmental and Social Management Plans for all projects financed by the IFC identified as having significant environmental and social risks. Anglo American, a major resources company, has introduced a Socio-Economic Assessment Toolbox, which requires mine sites to undertake regular assessments and link these assessments with their internal management systems, monitoring activities and a Social Management Plan. In South Africa, Social and Labour Plans are submitted with an application for a mining or production right. In Queensland, Australia, Social Impact Management Plans were developed as part of an Environmental Impact Statement, which included assessment of social impacts. Collectively these initiatives, and others, are a practical realization of theoretical conceptions of SIA that include management and monitoring as core components of SIA. The paper concludes with an analysis of the implications for the practice of impact assessment including a summary of key criteria for the design and implementation of effective SIMPs. -- Highlights: • Social impact management plans are effective strategies to manage social issues. • They are developed in partnership with regulatory agencies, investors and community.

    A stochastic approach to model the positions of BC/dust internally mixed with two snow-grain types has been developed, including hexagonal plate/column (convex) and Koch snowflake (concave). Subsequently, light absorption and scattering analysis can be followed by means of an improved geometric-optics approach coupled with Monte Carlo photon tracing to determine their single-scattering properties. For a given shape (plate, Koch snowflake, spheroid, or sphere), internal mixing absorbs more light than external mixing. The snow-grain shape effect on absorption is relatively small, but its effect on the asymmetry factor is substantial. Due to a greater probability of intercepting photons, multiple inclusions of BC/dust exhibit a larger absorption than an equal-volume single inclusion. The spectral absorption (0.2 5 um) for snow grains internally mixed with BC/dust is confined to wavelengths shorter than about 1.4 um, beyond which ice absorption predominates. Based on the single-scattering properties determined from stochastic and light absorption parameterizations and using the adding/doubling method for spectral radiative transfer, we find that internal mixing reduces snow albedo more than external mixing and that the snow-grain shape plays a critical role in snow albedo calculations through the asymmetry factor. Also, snow albedo reduces more in the case of multiple inclusion of BC/dust compared to that of an equal-volume single sphere. For application to land/snow models, we propose a two-layer spectral snow parameterization containing contaminated fresh snow on top of old snow for investigating and understanding the climatic impact of multiple BC/dust internal mixing associated with snow grain metamorphism, particularly over mountains/snow topography.

    A direct flame impingement method and apparatus employing at least one multi-ported, internally recuperated burner. The burner includes an innermost coaxial conduit having a first fluid inlet end and a first fluid outlet end, an outermost coaxial conduit disposed around the innermost coaxial conduit and having a combustion products outlet end proximate the first fluid inlet end of the innermost coaxial conduit and a combustion products inlet end proximate the first fluid outlet end of the innermost coaxial conduit, and a coaxial intermediate conduit disposed between the innermost coaxial conduit and the outermost coaxial conduit, whereby a second fluid annular region is formed between the innermost coaxial conduit and the intermediate coaxial conduit and a combustion products annular region is formed between the intermediate coaxial conduit and the outermost coaxial conduit. The intermediate coaxial conduit has a second fluid inlet end proximate the first fluid inlet end of the innermost coaxial conduit and a second fluid outlet end proximate the combustion products inlet end of the outermost coaxial conduit.

    An air supply control system for selectively supplying ambient air, oxygen enriched air and nitrogen enriched air to an intake of an internal combustion engine includes an air mixing chamber that is in fluid communication with the air intake. At least a portion of the ambient air flowing to the mixing chamber is selectively diverted through a secondary path that includes a selectively permeable air separating membrane device due a differential pressure established across the air separating membrane. The permeable membrane device separates a portion of the nitrogen in the ambient air so that oxygen enriched air (permeate) and nitrogen enriched air (retentate) are produced. The oxygen enriched air and the nitrogen enriched air can be selectively supplied to the mixing chamber or expelled to atmosphere. Alternatively, a portion of the nitrogen enriched air can be supplied through another control valve to a monatomic-nitrogen plasma generator device so that atomic nitrogen produced from the nitrogen enriched air can be then injected into the exhaust of the engine. The oxygen enriched air or the nitrogen enriched air becomes mixed with the ambient air in the mixing chamber and then the mixed air is supplied to the intake of the engine. As a result, the air being supplied to the intake of the engine can be regulated with respect to the concentration of oxygen and/or nitrogen.

    Combustion instabilities in dilute internal combustion engines are manifest in cyclic variability (CV) in engine performance measures such as integrated heat release or shaft work. Understanding the factors leading to CV is important in model-based control, especially with high dilution where experimental studies have demonstrated that deterministic effects can become more prominent. Observation of enough consecutive engine cycles for significant statistical analysis is standard in experimental studies but is largely wanting in numerical simulations because of the computational time required to compute hundreds or thousands of consecutive cycles. We have proposed and begun implementation of an alternative approach to allow rapid simulation of long series of engine dynamics based on a low-dimensional mapping of ensembles of single-cycle simulations which map input parameters to output engine performance. This paper details the use Titan at the Oak Ridge Leadership Computing Facility to investigate CV in a gasoline direct-injected spark-ignited engine with a moderately high rate of dilution achieved through external exhaust gas recirculation. The CONVERGE CFD software was used to perform single-cycle simulations with imposed variations of operating parameters and boundary conditions selected according to a sparse grid sampling of the parameter space. Using an uncertainty quantification technique, the sampling scheme is chosen similar to a design of experiments grid but uses functions designed to minimize the number of samples required to achieve a desired degree of accuracy. The simulations map input parameters to output metrics of engine performance for a single cycle, and by mapping over a large parameter space, results can be interpolated from within that space. This interpolation scheme forms the basis for a low-dimensional metamodel which can be used to mimic the dynamical behavior of corresponding high-dimensional simulations.
