    This document furnishes knowledge and methods for verifying compliance with the U.S. Department of Transportation (DOT) packaging requirements for shipping Type A quantities of radioactive material. The primary emphasis is on the requirements identified in 49 CFR 173.415(a), which states, ``Each offeror of a Specification 7A package must maintain on file for at least one year after the shipment, and shall provide to DOT on request, complete documentation of tests and an engineering evaluation of comparative data showing that the construction methods, packaging design, and materials of construction comply with that specification.`` This guidance document uses a checklist to show compliance.

    The Waste Isolation Pilot Plant (WIPP) in southeast New Mexico has been studied as a transuranic waste repository for the past 23 years. During this time, an extensive site characterization, design, construction, and experimental program was completed, which provided in depth understanding of the dominant processes that are most likely to influence the containment of radionuclides for 10,000 years. Nearly 1,500 parameters were developed using information gathered from this program and were input to numerical models for WIPP Compliance Certification Application (CCA) Performance Assessment (PA) calculations. The CCA probability models require input parameters that are defined by a statistical distribution. Developing parameters begins with the assignment of an appropriate distribution type, which is dependent on the type, magnitude, and volume of data or information available. Parameter development may require interpretation or statistical analysis of raw data, combining raw data with literature values, scaling laboratory or field data to fit code grid mesh sizes, or other transformations. Documentation of parameter development is designed to answer two questions: What source information was used to develop this parameter? and Why was this particular data set/information used? Therefore, complete documentation requires integrating information from code sponsors, parameter task leaders, performance assessment analysts, and experimental principal investigators. This paper, Part 2 of 2 parts, contains a discussion of the WIPP CCA PA Parameter Tracking System, document traceability and retrievability, and lessons learned from related audits and reviews.

    The US Department of Energy (DOE) has been conducting, through several of its operating contractors, an evaluation and testing program to qualify Type A radioactive material packagings per US Department of Transportation (DOT) Specification 7A (DOT-7A) of the Code of Federal Regulations (CFR), Title 49, Part 178 (49 CFR 178). This document summarizes the evaluation and testing performed for all of the packagings successfully qualified in this program. This document supersedes DOE Evaluation Document for DOT-7A Type A Packaging (Edling 1987), originally issued in 1987 by Monsanto Research Corporation Mound Laboratory (MLM), Miamisburg, Ohio, for the Department of Energy, Security Evaluation Program (I)P-4. Mound Laboratory issued four revisions to the document between November 1988 and December 1989. In September 1989, the program was transferred to Westinghouse Hanford Company (Westinghouse Hanford) in Richland, Washington. One additional revision was issued in March 1990 by Westinghouse Hanford. This revision reflects the earlier material and incorporates a number of changes. Evaluation and testing activities on 1208 three DOT-7A Program Dockets resulted in the qualification of three new packaging configurations, which are incorporated herein and summarized. This document presents approximately 300 different packagings that have been determined to meet the requirements for a DOT-7A, type A packaging per 49 CFR 178.350.

    The objective of this document is to ease the task of adding new system components to the Transient Reactor Analysis Code (TRAC) or altering old ones. Sufficient information is provided to permit replacement or modification of physical models and correlations. Within TRAC, information is passed at two levels. At the upper level, information is passed by system-wide and component-specific data modules at and above the level of component subroutines. At the lower level, information is passed through a combination of module-based data structures and argument lists. This document describes the basic mechanics involved in the flow of information within the code. The discussion of interfaces in the body of this document has been kept to a general level to highlight key considerations. The appendices cover instructions for obtaining a detailed list of variables used to communicate in each subprogram, definitions and locations of key variables, and proposed improvements to intercomponent interfaces that are not available in the first level of code modernization.

    The Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (document number DOE/RL-91-28) and a Unit-Specific Portion. The scope of the Unit-Specific Portion is limited to Part B permit application documentation submitted for individual, operating, treatment, storage, and/or disposal units, such as the Central Waste Complex (this document, DOE/RL-91-17). Both the General Information and Unit-Specific portions of the Hanford Facility Dangerous Waste Permit Application address the content of the Part B permit application guidance prepared by the Washington State Department of Ecology (Ecology 1996) and the U.S. Environmental Protection Agency (40 Code of Federal Regulations 270), with additional information needed by the Hazardous and Solid Waste Amendments and revisions of Washington Administrative Code 173-303. For ease of reference, the Washington State Department of Ecology alpha-numeric section identifiers from the permit application guidance documentation (Ecology 1996) follow, in brackets, the chapter headings and subheadings.     Waste mangement practices at the Hanford Site have relied havily on near-surface burial. Predicting the future performance of any burial site in terms of the migration of buried contaminants requires a model capable of simulating water flow in the unsaturated soils above the buried waste. The model currently being developed to meet this need is UNSAT-H, which was developed at Pacific Northwest Laboratory for assessing the water dynamics of near-surface waste-disposal sites at the Hanfrod Site. The code will primarily be used to predict deep drainage (i.e., recharge) as a function of environmental conditions such as climate, soil type, and vegetation. UNSAT-H will also simulate various waste-management practices such as placing surface barriers over waste sites. UNSAT-H is a one-dimensional model that simulates the dynamics processes of infiltration, drainage, redistribution, surface evaporation, and uptake of water from soil by plants. UNSAT-H is designed to utilize two auxiliary codes. These codes are DATAINH, which is used to process the input data, and DATAOUT, which is used to process the UNSAT-H output. Operation of the code requires three separate steps. First, the problem to be simulated must be conceptualized in terms of boundary conditions, available data, and soil properties. Next, the data must be correctly formatted for input. Finally, the unput data must be processed, UNSAT-H run, and the output data processed for analysis. This report includes three examples of code use. In the first example, a benchmark test case is run in which the results of UNSAT-H simulations of infiltration are compared with an analytical solution and a numerical solution. The comparisons show excellent agreement for the specific test case, and this agreement provides vertification of the infiltration portion of the UNSAT-H code. The other two examples of code use are a simulation of a layered soil and one of plant transpiration.

    The purpose of this revision of the System Design Description (SDD) is to establish requirements that drive the design of the electrical support system and their bases to allow the design effort to proceed to License Application. This SDD is a living document that will be revised at strategic points as the design matures over time. This SDD identifies the requirements and describes the system design as they exist at this time, with emphasis on those attributes of the design provided to meet the requirements. This SDD has been developed to be an engineering tool for design control. Accordingly, the primary audience/users are design engineers. This type of SDD both ''leads'' and ''trails'' the design process. It leads the design process with regard to the flow down of upper tier requirements onto the system. Knowledge of these requirements is essential in performing the design process. The SDD trails the design with regard to the description of the system. The description provided in the SDD is a reflection of the results of the design process to date. Functional and operational requirements applicable to electrical support systems are obtained from the ''Project Functional and Operational Requirements'' (F&OR) (Siddoway 2003). Other requirements to support the design process have been taken from higher-level requirements documents such as the ''Project Design Criteria Document'' (PDC) (Doraswamy 2004), and fire hazards analyses. The above-mentioned low-level documents address ''Project Requirements Document'' (PRD) (Canon and Leitner 2003) requirements. This SDD contains several appendices that include supporting information. Appendix B lists key system charts, diagrams, drawings, and lists, and Appendix C includes a list of system procedures.

    This DOE limited technical standard establishes uniform Office of Environmental Management (EM) guidance on hazards baseline documents that identify and control radiological and nonradiological hazards for all EM facilities. It provides a road map to the safety and health hazard identification and control requirements contained in the Department`s orders and provides EM guidance on the applicability and integration of these requirements. This includes a definition of four classes of facilities (nuclear, non-nuclear, radiological, and other industrial); the thresholds for facility hazard classification; and applicable safety and health hazard identification, controls, and documentation. The standard applies to the classification, development, review, and approval of hazard identification and control documentation for EM facilities.

    Methods for determining the nature and magnitude of injury to the following natural resources are described for: soil chemical characteristics (acidity or pH, cation exchange capacity, percent base saturation, salinity); soil physical characteristics (porosity, water holding capacity, aggregate stability); biological characteristics (microbial activities, invertebrate activities, vegetation); and contaminant transport potential (leaching, food chain). In addition, this document explains how injuries to the soil resource can be translated into a reduction in service provided by that soil and how to determine soil recovery potential. That portion of 43 CFR Part 11 that pertains to the soils portion of the geologic resource is explained.

    As part of MRC-Mound's responsibility to coordinate DOE Spec 7A Type A Packaging testing, evaluation, and utilization, this document evaluates per 49CFR 173.415(a) the SWEPP packaging system: DOT Spec 17C steel drums - 30, 55 and 83-gal; High Density Polyethylene (HDPE) liners; and SWEPP DVS Filter Assemblies (two configurations) as a US DOT Spec 7A Type A packaging. A variety of Type A performance testing was done on: DOT Spec 17C 55-gal steel drums; DOT Spec 17C 55-gal steel drums with HDPE liners; and DOT Spec 17C 55-gal steel drums with ''Nucfil'' filters as part of MRC-Mound's Type A Packaging Evaluation Program funded by DOE/HQ, DP-4, Security Evaluations. The subject SWEPP packaging incorporates modifications to the ''Nucfil'' filter and installation assembly previously tested in conjunction with the Spec 17C 55-gal drums. Thus, additional testing was required on the new filter installation in order to evaluate the entire packaging system. This document presents the test data to demonstrate the SWEPP packaging system's performance against the DOT 7A Type A requirements.

    Since 1939, U.S. utility companies have been required to obtain a Presidential Permit to construct electric transmission lines that cross a U.S. border and connect with a foreign utility. The purpose of this document is to provide Presidential Permit applicants with two types of guidance: (1) on the type of environmental and project descriptive information needed to assess the potential impacts of the proposed and alternative actions and (2) on compliance with applicable federal and state regulations. The main three chapters present information on the purpose and content of this document (Chapter 1); legislative, regulatory, and consultation requirements for transmission line interconnect projects (Chapter 2); and identification of basic transmission system design parameters and environmental data requirements for analysis of potential impacts of the proposed action (Chapter 3). Chapter 3 also includes information on possible techniques or measures to mitigate impacts. Appendix A presents an overview of NEPA requirements and DOE`s implementing procedures. Appendix B summarizes information on legislation that may be applicable to transmission line projects proposed in Presidential Permit applications.

    The purpose of this system description document (SDD) is to establish requirements that drive the design of the spent nuclear fuel (SNF) aging system and associated bases, which will allow the design effort to proceed. This SDD will be revised at strategic points as the design matures. This SDD identifies the requirements and describes the system design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This SDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This SDD is part of an iterative design process. It leads the design process with regard to the flow down of upper tier requirements onto the system. Knowledge of these requirements is essential in performing the design process. The SDD follows the design with regard to the description of the system. The description provided in the SDD reflects the current results of the design process. Throughout this SDD, the term aging cask applies to vertical site-specific casks and to horizontal aging modules. The term overpack is a vertical site-specific cask that contains a dual-purpose canister (DPC) or a disposable canister. Functional and operational requirements applicable to this system were obtained from ''Project Functional and Operational Requirements'' (F&OR) (Curry 2004 [DIRS 170557]). Other requirements that support the design process were taken from documents such as ''Project Design Criteria Document'' (PDC) (BSC 2004 [DES 171599]), ''Site Fire Hazards Analyses'' (BSC 2005 [DIRS 172174]), and ''Nuclear Safety Design Bases for License Application'' (BSC 2005 [DIRS 171512]).     Waste characterization and monitoring are major activities in the management of waste from generation through storage and treatment to disposal. Adequate waste characterization is necessary to ensure safe storage, selection of appropriate and effective treatment, and adherence to disposal standards. For some wastes characterization objectives can be difficult and costly to achieve. The purpose of this document is to evaluate costs of characterizing one such waste type, mixed (hazardous and radioactive) waste. For the purpose of this document, waste characterization includes treatment system monitoring, where monitoring is a supplement or substitute for waste characterization. This document establishes a cost baseline for mixed waste characterization and treatment system monitoring requirements from which to evaluate alternatives. The cost baseline established as part of this work includes costs for a thermal treatment technology (i.e., a rotary kiln incinerator), a nonthermal treatment process (i.e., waste sorting, macronencapsulation, and catalytic wet oxidation), and no treatment (i.e., disposal of waste at the Waste Isolation Pilot Plant (WIPP)). The analysis of improvement over the baseline includes assessment of promising areas for technology development in front-end waste characterization, process equipment, off gas controls, and monitoring. Based on this assessment, an ideal characterization and monitoring configuration is described that minimizes costs and optimizes resources required for waste characterization.

    At present, most companies in the hazardous materials process industries are knowledgeable in the requirements of the OSHA Process Safety Management (PSM) standard (29 CFR 1910.119), issued in May of 1992. The results were correlated to assess the use of corrosion characteristics determined by electrochemical techniques for predicting long term corrosion behavior. The corrosion behaviors of Type A537 carbon steel and Incoloy 825 were also evaluated. A good correlation was found between the results from the electrochemical techniques and the immersion tests.

    The United States Strategic Petroleum Reserve (SPR) maintains an underground storage system consisting of caverns that were leached or solution mined in four salt domes located near the Gulf of Mexico in Texas and Louisiana. The SPR comprises more than 60 active caverns containing approximately 700 million barrels of crude oil. Sandia National Labo- ratories (SNL) is the geotechnical advisor to the SPR. As the most pressing need at the inception of the SPR was to create and fill storage volume with oil, the decision was made to leach the caverns and fill them simultaneously (leach-fill). Therefore, A.J. Russo developed SANSMIC in the early 1980s which allows for a transient oil-brine interface (OBI) making it possible to model leach-fill and withdrawal operations. As the majority of caverns are currently filled to storage capacity, the primary uses of SANSMIC at this time are related to the effects of small and large withdrawals, expansion of existing caverns, and projecting future pillar to diameter ratios. SANSMIC was identified by SNL as a priority candidate for qualification. This report continues the quality assurance (QA) process by documenting the "as built" mathematical and numerical models that comprise this document. The pro- gram flow is outlined and the models are discussed in detail. Code features that were added later or were not documented previously have been expounded. No changes in the code's physics have occurred since the original documentation (Russo, 1981, 1983) although recent experiments may yield improvements to the temperature and plume methods in the future.

    Automotive exhaust systems must meet increasingly stringent lifetime requirements, and thus the incorporation of stainless steels (primarily ferritic) has increased. One of the failure mechanisms that is rarely encountered, but does occur, is intergranular corrosion. Intergranular corrosion of ferritic stainless steels is believed to occur via a similar mechanism as is observed in austenitic stainless, namely precipitation of chromium-carbon nitride (Cr-C/N) particles at the grain boundaries leading to Cr-depleted regions. In the present study, the effect of thermal history (including heat treatment, welding and post-weld heat treatment) and alloy chemistry on the level of sensitization of Type 409SS were examined.

    Resiliency and cyber security of modern critical infrastructures is becoming increasingly important with the growing number of threats in the cyber-environment. This paper proposes an extension to a previously developed fuzzy logic based anomaly detection network security cyber sensor via incorporating Type-2 Fuzzy Logic (T2 FL). In general, fuzzy logic provides a framework for system modeling in linguistic form capable of coping with imprecise and vague meanings of words. T2 FL is an extension of Type-1 FL which proved to be successful in modeling and minimizing the effects of various kinds of dynamic uncertainties. In this paper, T2 FL provides a basis for robust anomaly detection and cyber security state awareness. In addition, the proposed algorithm was specifically developed to comply with the constrained computational requirements of low-cost embedded network security cyber sensors. The performance of the system was evaluated on a set of network data recorded from an experimental cyber-security test-bed.

    The SRS Ecology Environmental Information Document (EEID) provides a source of information on the ecology of Savannah River Site (SRS). The SRS is a U.S. Department of Energy (DOE)--owned property on the upper Atlantic Coastal Plain of South Carolina, centered approximately 40 kilometers (25 miles) southeast of Augusta, Georgia. The entire site was designated a National Environmental Research Park in 1972 by the Atomic Energy Commission, the predecessor of DOE. This document summarizes and synthesizes ecological research and monitoring conducted on the three main types of ecosystems found at SRS: terrestrial, wetland and aquatic. It also summarizes the available information on the threatened and endangered species found on the Savannah River Site. SRS is located along the Savannah River and encompasses an area of 80,267 hectares (310 square miles) in three South Carolina counties. It contains diverse habitats, flora, and fauna. Habitats include upland terrestrial areas, wetlands, streams, reservoirs, and the adjacent Savannah River. These diverse habitats support a variety of plants and animals, including many commercially or recreationally valuable species and several rare, threatened, or endangered species. Soils are the basic terrestrial resource, influencing the development of terrestrial biological communities. Many different soils exist on the SRS, from hydric to well-drained, and from sand to clay. In general, SRS soils are predominantly well-drained loamy sands.

    This is the Tank Waste Remediation System (TWRS) Functions and Requirements Document derived from the TWRS Technical Baseline.     The National Energy Modeling System (NEMS) is a computer modeling system that produces a general equilibrium solution for energy supply and demand in the US energy markets. The model achieves a supply and demand balance in the end-use demand regions, defined as the nine Census Divisions, by solving for the prices of each energy type such that the quantities producers are willing to supply equal the quantities consumers wish to consume. The system reflects market economics, industry structure, and energy policies and regulations that influence market behavior. The NEMS Integrating Module is the central integrating component of a complex modeling system. As such, a thorough understanding of its role in the modeling process can only be achieved by placing it in the proper context with respect to the other modules. To that end, this document provides an overview of the complete NEMS model, and includes brief descriptions of the modules with which the Integrating Module interacts.   13. Evaluation of weldments in Type 21-6-9 stainless steel for Compact Ignition Tokamak structural applications: Phase 1

    Primary design considerations for the Compact Ignition Tokamak toroidal field-coil cases are yield strength and toughness in the temperature range from 77 to 300 K. Type 21-6-9 stainless steel, also still known by its original Armco Steel Company trade name Nitronic 40, is the proposed alloy for this application. It has high yield strength and usually adequate base metal toughness, but weldments in thick sections have not been adequately characterized in terms of mechanical properties or hot-cracking propensity. In this study, weldability of the alloy in heavy sections and the mechanical properties of the resultant welds were investigated including tensile yield strength and Charpy V-notch toughness at 77 K and room temperature. Weldments were made in four different base metals using seven different filler metals. None of the weldments showed any indication of hot-cracking problems. All base metals, including weldment heat-affected zones, were found to have adequate strength and impact toughness at both test temperatures. Weld metals, on the other hand, except ERNiCr-3 and ENiCrFe-3 had impact toughnesses of less than 67 J at 77 K. Inconel 82 had an average weld metal impact toughness of over 135 J at 77 K, and although its strength at 77 K is less than that of type 21-6-9 base metal, at this point it is considered to be the first-choice filler metal. Phase 2 of this program will concentrate on composition refinement and process/procedure optimization for the generic ERNiCr-3 composition and will generate a design data base for base and weld metal, including tensile, fracture toughness, and crack growth rate data.
