    The National Environmental Policy Act (NEPA) requires U.S. Forest Service planning processes to be conducted by interdisciplinary teams of resource specialists to analyze and disclose the likely environmental impacts of proposed natural resource management actions on Forest Service lands. Multiple challenges associated with these processes have been a source of frustration for the agency. One of these challenges involves administrative appeals through which public entities can challenge a Forest Service decision following a NEPA process. These appeals instigate an internal review process and can result in an affirmation of the Forest Service decision, a reversal of that decision, or additional work that re-initiates all or part of the NEPA process. We examine the best predictors of appeals and their outcomes on a representative sample of 489 Forest Service NEPA processes that were decided between 2007 and 2009. While certain factors associated with pre-existing social contexts (such as a history of controversy) or pre-determined elements of a proposed action (such as the extraction of forest products) predispose certain processes to a higher risk of appeals, other practices and process-related strategies within the control of the agency also appear to bear meaningful influence on the occurrence of appeals and their outcomes. Appeals and their outcomes were most strongly related to programmatic, structural (turnover of personnel in particular), and relationship risks (both internal and external) within the processes, suggesting the need for greater focus within the agency on cultivating positive internal and external relationships to manage the risk of appeals. -- Highlights: ? We examined appeals and their outcomes on 489 U.S. Forest Service NEPA processes. ? Project type, context, team turnover, and personal relationships predicted appeals. ? External relationship management and staff turnover best predicted appeal outcomes. ? Positive internal and external relationships appear to reduce appeal risks.

    One year ago, a panel of industry experts were interviewed in the November/December 1994 issue of Fuel Reformulation (Vol. 4, No. 6). With the focus then and now on refinery investments, the panelists were asked to forecast which refining processes would grow in importance. It is apparent from their response, and from other articles and discussions throughout the year, that hydroprocessing and catalytic conversion processes are synergistic in the overall refinery design, with flexibility and process objectives varying on a unit-by-unit case. To an extent, future refinery investments in downstream petrochemicals, such as for paraxylene production, are based on available catalytic reforming feedstock. Just a importantly, hydroprocessing units (hydrotreating, hydrocracking) needed for clean fuel production (gasoline, diesel, aviation fuel), are heavily dependent on hydrogen production from the catalytic reformer. Catalytic reforming`s significant influence in the refinery hydrogen balance, as well as its status as a significant naphtha conversion route to higher-quality fuels, make this unit a high-priority issue for engineers and planners striving for flexibility.

    In the United States we generate greater than 500 million tons of toxic waste per year which pose a threat to human health and the environment. Some of the most toxic of these wastes are those that are radioactively contaminated. This thesis explores the need for permanent disposal facilities to isolate radioactive waste materials that are being stored temporarily, and therefore potentially unsafely, at generating facilities. Because of current controversies involving the interstate transfer of toxic waste, more states are restricting the flow of wastes into - their borders with the resultant outcome of requiring the management (storage and disposal) of wastes generated solely within a state`s boundary to remain there. The purpose of this project is to study nuclear waste storage issues and public perceptions of this important matter. Temporary storage at generating facilities is a cause for safety concerns and underscores, the need for the opening of permanent disposal sites. Political controversies and public concern are forcing states to look within their own borders to find solutions to this difficult problem. Permanent disposal or retrievable storage for radioactive waste may become a necessity in the near future in Colorado. Suitable areas that could support - a nuclear storage/disposal site need to be explored to make certain the health, safety and environment of our citizens now, and that of future generations, will be protected.

The basic theory of diffusive shock acceleration is outlined, followed by a discussion of some of the key issues that still prevent us from a full understanding of its outcomes. Some recent insights are mentioned at the end that may help direct ultimate resolution of our uncertainties.

    Increasingly, users of the Energy Information Administration`s petroleum data and analytical reports have expressed an interest in a recurring report that takes a broad view of the petroleum sector. What is sought is some perspective on the complex interrelationships that comprise an industry and markets accounting for 40 percent of the energy consumed in the United States and ranging from the drilling rig in the oil field to the pump at the local gasoline station. This report comprehensively examines historical trends, and selectively focuses on major issues and the events they represent. It analyzes different dimensions of the industry and related markets in terms of how they relate to a common theme, in this case, the volatility in petroleum markets.

    This report summarizes the state of theoretical knowledge of several physics issues important to the spheromak. It was prepared as part of the preparation for the Sustained Spheromak Physics Experiment (SSPX), which addresses these goals: energy confinement and the physics which determines it; the physics of transition from a short-pulsed experiment, in which the equilibrium and stability are determined by a conducting wall (``flux conserver``) to one in which the equilibrium is supported by external coils. Physics is examined in this report in four important areas. The status of present theoretical understanding is reviewed, physics which needs to be addressed more fully is identified, and tools which are available or require more development are described. Specifically, the topics include: MHD equilibrium and design, review of MHD stability, spheromak dynamo, and edge plasma in spheromaks.

The issues evaluation process was initiated February 27, 1990 with a Charter and Process Overview for short-term implementation. The purpose of the process was to determine the projects required for completion before the Phased Resumption of Plutonium Operations. To determine which projects were required, the issues evaluation process and emphasized risk mitigation, based on a ranking system.     Electrolytes are vital components of an electrochemical energy storage device. They are usually composed of a solvent or mixture of solvents and a salt or a mixture of salts which provide the appropriate environment for ionic conduction. One of the main issues associated with the selection of a proper electrolyte is that its electronic properties have to be such that allow a wide electrochemical window - defined as the voltage range in which the electrolyte is not oxidized or reduced - suitable to the battery operating voltage. In addition, electrolytes must have high ionic conductivity and negligible electronic conductivity, be chemically stable with respect to the other battery components, have low flammability, and low cost. Weak stability of the electrolyte against oxidation or reduction leads to the formation of a solid-electrolyte interphase (SEI) layer at the surface of the cathode and anode respectively. Depending on the materials of the electrolyte and those of the electrode, the SEI layer may be composed by combinations of organic and inorganic species, and it may exert a passivating role. In this paper we discuss the current status of knowledge about electrolyte materials, including non-aqueous liquids, ionic liquids, solid ceramic and polymer electrolytes. We also review the basic knowledge about the SEI layer formation, and challenges for a rational design of stable electrolytes.

    Issues in Midterm Analysis and Forecasting 1998 (Issues) presents a series of nine papers covering topics in analysis and modeling that underlie the Annual Energy Outlook 1998 (AEO98), as well as other significant issues in midterm energy markets. AEO98, DOE/EIA-0383(98), published in December 1997, presents national forecasts of energy production, demand, imports, and prices through the year 2020 for five cases -- a reference case and four additional cases that assume higher and lower economic growth and higher and lower world oil prices than in the reference case. The forecasts were prepared by the Energy Information Administration (EIA), using EIA`s National Energy Modeling System (NEMS). The papers included in Issues describe underlying analyses for the projections in AEO98 and the forthcoming Annual Energy Outlook 1999 and for other products of EIA`s Office of Integrated Analysis and Forecasting. Their purpose is to provide public access to analytical work done in preparation for the midterm projections and other unpublished analyses. Specific topics were chosen for their relevance to current energy issues or to highlight modeling activities in NEMS. 59 figs., 44 tabs.

    Recently PNNL was tasked by DOE to develop and demonstrate a risk-based strategic approach to characterizing Hanford`s Nuclear Waste Tanks. This strategic approach was documented in a report entitled ``A Risk-Based Focused Decision-Management Approach for Justifying Characterization of Hanford Tank Waste``. In support of the general approach, a specific strategy for addressing each of the several safety issues associated with the tanks was developed. This report documents the approach for the Ferrocyanide Safety Issue. The purpose of this report is to describe a structured logic diagram (SLD) for determining the risk associated with the ferrocyanide tank safety issue and provide the supporting information for the SLD. The SLD addresses the resolution of risks resulting from the presence of ferrocyanide layers within the Hanford tanks. The informational requirements for determining risk from any reaction stemming from ferrocyanide are outlined in the SLD. This report will describe the potential paths to a successful resolution of the ferrocyanide safety issue. Complete development of the intervention pathway is outside the scope of this current activity. General descriptions of the approach, key components of the SLD, and conclusions are provided in the body of this report. The complete SLD, descriptions of each box shown in the SLD, a discussion on how to fill data needs, and a list of contributors is provided in the appendices.

    The author outlines what he considers to be the key environmental issues affecting Clean Coal Technology (CCT) deployment both in the US and internationally. Since the international issues are difficult to characterize given different environmental drivers in various countries and regions, the primary focus of his remarks is on US deployment. However, he makes some general remarks, particularly regarding the environmental issues in developing vs. developed countries and how these issues may affect CCT deployment. Further, how environment affects deployment depends on which particular type of clean coal technology one is addressing. It is not the author`s intention to mention many specific technologies other than to use them for the purposes of example. He generally categorizes CCTs into four groups since environment is likely to affect deployment for each category somewhat differently. These four categories are: Precombustion technologies such as coal cleaning; Combustion technologies such as low NOx burners; Postcombustion technologies such as FGD systems and postcombustion NOx control; and New generation technologies such as gasification and fluidized bed combustion.

    Wind plants are susceptible to lightly-damped resonances which can attract and amplify ambient grid harmonic distortion and magnify wind turbine harmonic generation. Long-accepted harmonic modeling assumptions and practices are not appropriate for wind plants. VSCs are not ideal current sources and grid impedance is important. Attention to modeling detail and thorough evaluation over range of conditions is critical to meaningful analysis. In general, wind turbines are very slight sources of harmonics. Most harmonic issues are a result of resonance, caused by capacitor banks (for reactive power compensation) or from the extensive underground cabling in a collector system. Converter controls instability can be exacerbated by power system resonances. In some cases this has caused severe voltage distorDon and other problems. The IEEE 519 recommended guidelines are very restrictive. I recommend that they are used to resolve serious harmonic issues, and not to create petty problems.

    In summary, stoker-fired boilers that cofire or switch to biomass fuel may potentially have to deal with ash behavior issues such as production of different concentrations and quantities of fine particulate or aerosols and ash-fouling deposition. Stoker boiler operators that are considering switching to biomass and adding potential infrastructure to accommodate the switch may also at the same time be looking into upgrades that will allow for generating additional power for sale on the grid. This is the case for the feasibility study being done currently for a small (<1-MW) stoker facility at the North Dakota State Penitentiary, which is considering not only the incorporation of a lower-cost biomass fuel but also a refurbishing of the stoker boiler to burn slightly hotter with the ability to generate more power and sell excess energy on the grid. These types of fuel and boiler changes can greatly affect ash behavior issues.

    The assembly and packaging of MEMS (Microelectromechanical Systems) devices raise a number of issues over and above those normally associated with the assembly of standard microelectronic circuits. MEMS components include a variety of sensors, microengines, optical components, and other devices. They often have exposed mechanical structures which during assembly require particulate control, space in the package, non-contact handling procedures, low-stress die attach, precision die placement, unique process schedules, hermetic sealing in controlled environments (including vacuum), and other special constraints. These constraints force changes in the techniques used to separate die on a wafer, in the types of packages which can be used in the assembly processes and materials, and in the sealing environment and process. This paper discusses a number of these issues and provides information on approaches being taken or proposed to address them.

    Failure analysis and device characterization of MEMS components are critical steps in understanding the root causes of failure and improving device performance. At the wafer and die level these tasks can be performed with little or no sample preparation. Larger challenges occur after fabrication when the device is packaged, capped, sealed, or otherwise obstructed from view. The challenges and issues of MEMS failure analysis lie in identifying the root cause of failure for these packaged, capped, and sealed devices without perturbing the device or its immediate environment. Novel methods of gaining access to the device or preparing the device for analysis are crucial to accurately determining the root cause of failure. This paper will discuss issues identified in performing root cause failure analysis of packaged MEMS devices, as well as the methods employed to analyze them.

    Reliance on the reduced reactivity of spent fuel for criticality control during transportation and storage is referred to as burnup credit. This concept has attracted international interest and is being actively pursued in the United States in the development of a new generation of transport casks. An overview of the US experience in developing a methodology to implement burnup credit in an integrated approach to transport cask design is presented in this paper. Specifically, technical issues related to the analysis, validation and implementation of burnup credit are identified and discussed.

    This report summarizes the results of a safety research task to identify the safety issues and phenomenology of metallic dust fires and explosions that are postulated for fusion experiments. There are a variety of metal dusts that are created by plasma erosion and disruptions within the plasma chamber, as well as normal industrial dusts generated in the more conventional equipment in the balance of plant. For fusion, in-vessel dusts are generally mixtures of several elements; that is, the constituent elements in alloys and the variety of elements used for in-vessel materials. For example, in-vessel dust could be composed of beryllium from a first wall coating, tungsten from a divertor plate, copper from a plasma heating antenna or diagnostic, and perhaps some iron and chromium from the steel vessel wall or titanium and vanadium from the vessel wall. Each of these elements has its own unique combustion characteristics, and mixtures of elements must be evaluated for the mixture’s combustion properties. Issues of particle size, dust temperature, and presence of other combustible materials (i.e., deuterium and tritium) also affect combustion in air. Combustion in other gases has also been investigated to determine if there are safety concerns with “inert” atmospheres, such as nitrogen. Several coolants have also been reviewed to determine if coolant breach into the plasma chamber would enhance the combustion threat; for example, in-vessel steam from a water coolant breach will react with metal dust. The results of this review are presented here.

    Tritium has become an important radionuclide in commercial Pressurized Water Reactors because of its mobility and tendency to concentrate in plant systems as tritiated water during the recycling of reactor coolant. Small quantities of tritium are released in routine regulated effluents as liquid water and as water vapor. Tritium has become a focus of attention at commercial nuclear power plants in recent years due to inadvertent, low-level, chronic releases arising from routine maintenance operations and from component failures. Tritium has been observed in groundwater in the vicinity of stations. The nuclear industry has undertaken strong proactive corrective measures to prevent recurrence, and continues to eliminate emission sources through its singular focus on public safety and environmental stewardship. This paper will discuss: production mechanisms for tritium, transport mechanisms from the reactor through plant, systems to the environment, examples of routine effluent releases, offsite doses, basic groundwater transport and geological issues, and recent nuclear industry environmental and legal ramifications.     The Chemical Weapons Convention (CWC) offers a unique challenge to the US system of constitutional law. Its promise of eliminating what is the most purely genocidal type of weapon from the world`s arsenals as well as of destroying the facilities for producing these weapons, brings with it a set of novel legal issues. The reservations about the CWC expressed by US business people are rooted in concern about safeguarding confidential business information and protecting the constitutional right to privacy. The chief worry is that international verification inspectors will misuse their power to enter commercial property and that trade secrets or other private information will be compromised as a result. It has been charged that the Convention is probably unconstitutional. The author categorically disagrees with that view and is aware of no scholarly writing that supports it. The purpose of this presentation is to show that CWC verification activities can be implemented in the US consistently with the traditional constitutional regard for commercial and individual privacy. First, he very briefly reviews the types of verification inspections that the CWC permits, as well as some of its specific privacy protections. Second, he explains how the Fourth Amendment right to privacy works in the context of CWC verification inspections. Finally, he reviews how verification inspections can be integrated into these constitutional requirements in the SU through a federal implementing statute.

    Steam pressure reduction has the potential to reduce fuel consumption for a minimum capital investment. When the pressure at the boiler is reduced, fuel and steam are saved as a result of changes in the high-pressure side of the steam system from the boiler through the condensate return system. In the boiler plant, losses from combustion, boiler blowdown, radiation, and steam venting from condensate receivers would be reduced by reducing steam pressure. Similarly, in the steam distribution system, losses from radiation, flash steam vented from condensate receivers, and component and steam trap leakage would also be reduced. There are potential problems associated with steam pressure reduction, however. These may include increased boiler carryover, boiler water circulation problems in watertube boilers, increased steam velocity in piping, loss of power in steam turbines, and issues with pressure reducing valves. This paper is based a Steam Technical Brief sponsored by the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy and Enbridge Gas Distribution, Inc. (5). An example illustrates the use of DOE BestPractices Steam System Assessment Tool to model changes in steam, fuel, electricity generation, and makeup water and to estimate resulting economic benefits.

    This issue of the PETC Review focuses on the Clean Coal Technology Demonstration Program. Several projects were completed recently and many more are beginning to generate data from operations, making this an ideal time to highlight this program. The program, which was initiated in 1986, now has 42 projects that represent a remarkable scope of activities ranging from the demonstration of improved retrofit components to the repowering of coal-fired electrical power plants with advanced systems. In 1986, when Congress committed the nation to this multi-billion dollar, multi-year demonstration program, the policy goals were clearly set forth and the funding was completely committed. I believe that defining and sticking to these goals and commitments has been critical to establishing substantial industry interest and investment, thereby enhancing the prospects for success. Both the public and private sectors were better able to establish priorities and to allocate resources to projects that best meet our nation`s energy and environmental needs. I believe that the Clean Coal Technology program will help fulfill the goals for coal that were recently reaffirmed in the National Energy Strategy: One Year Later-to maintain coal`s competitiveness and to create a favorable export market for US coal and coal technology.

  3. BARRIER ISSUES TO THE UTILIZATION OF BIOMASS

    The Energy & Environmental Research Center (EERC) is conducting a project to examine the fundamental issues limiting the use of biomass in small industrial steam/power systems in order to increase the future use of this valuable domestic resource. Specifically, the EERC is attempting to elucidate the ash-related problems--grate clinkering and heat exchange surface fouling--associated with cofiring coal and biomass in grate-fired systems. Utilization of biomass in stoker boilers designed for coal can be a cause of concern for boiler operators. Boilers that were designed for low-volatile fuels with lower reactivities can experience damaging fouling when switched to higher-volatile and more reactive lower-rank fuels, such as when cofiring biomass. Higher heat release rates at the grate can cause more clinkering or slagging at the grate because of higher temperatures. Combustion and loss of volatile matter can start too early with biomass fuels compared to design fuel, vaporizing alkali and chlorides which then condense on rear walls and heat exchange tube banks in the convective pass of the boiler, causing noticeable increases in fouling. In addition, stoker-fired boilers that switch to biomass blends may encounter new chemical species such as potassium sulfates and various chlorides in combination with different flue gas temperatures because of changes in fuel heating value, which can adversely affect ash deposition behavior.

    This document updates and expands the report with a similar title issued in October 1980. This document examines a number of legal and regulatory issues that potentially can affect implementation of the aquifer thermal energy storage (ATES) concept. This concept involves the storage of thermal energy in an underground aquifer until a later date when it can be effectively utilized. Either heat energy or chill can be stored. Potential end uses of the energy include district space heating and cooling, industrial process applications, and use in agriculture or aquaculture. Issues are examined in four categories: regulatory requirements, property rights, potential liability, and issues related to heat or chill delivery.

Issues of national importance include energy, urban transportation, defense, and natural resources. Combustion and loss of volatile matter can start too early for biomass fuels compared to the design fuel, vaporizing alkali and chlorides which then condense on rear walls and heat exchange tube banks in the convective pass of the stoker, causing noticeable increases in fouling. In addition, stoker-fired boilers that switch to biomass blends may encounter new chemical species such as potassium sulfates and various chlorides, in combination with different flue gas temperatures because of changes in fuel heating value which can adversely affect ash deposition behavior. The goal of this project is to identify the primary ash mechanisms related to grate clinkering and heat exchange surface fouling associated with cofiring coal and biomass--specifically wood and agricultural residuals--in grate-fired systems, leading to future mitigation of these problems. The specific technical objectives of the project are: Modification of an existing EERC pilot-scale combustion system to simulate a grate-fired system; Verification testing of the simulator; Laboratory-scale testing and fuel characterization to determine ash formation and potential fouling mechanisms and to optimize activities in the modified pilot-scale system; and Pilot-scale testing in the grate-fired system. The resulting data will be collected, analyzed, and reported to elucidate ash-related problems during biomass-coal cofiring and offer a range of potential solutions.

    Precipitation (crystal growth) in supersaturated solutions is governed by both kenetic and thermodynamic processes. This is an important and evolving field of research, especially for the petroleum industry. There are several types of precipitates including sulfate compounds (ie. barium sulfate) and calcium compounds (ie. calcium carbonate). The chemical makeup of the mine water has relatively large concentrations of sulfate as compared to calcium, so we may expect that sulfate type reactions. The kinetics of calcium sulfate dihydrate (CaSO4 {center_dot} 2H20, gypsum) scale formation on heat exchanger surfaces from aqueous solutions has been studied by a highly reproducible technique. It has been found that gypsum scale formation takes place directly on the surface of the heat exchanger without any bulk or spontaneous precipitation in the reaction cell. The kinetic data also indicate that the rate of scale formation is a function of surface area and the metallurgy of the heat exchanger. As we don't have detailed information about the heat exchanger, we can only infer that this will be an issue for us. Supersaturations of various compounds are affected differently by temperature, pressure and pH. Pressure has only a slight affect on the solubility, whereas temperature is a much more sensitive parameter (Figure 1). The affect of temperature is reversed for calcium carbonate and barium sulfate solubilities. As temperature increases, barium sulfate solubility concentrations increase and scaling decreases. For calcium carbonate, the scaling tendencies increase with increasing temperature. This is all relative, as the temperatures and pressures of the referenced experiments range from 122 to 356 F. Their pressures range from 200 to 4000 psi. Because the cooling water system isn't likely to see pressures above 200 psi, it's unclear if this pressure/scaling relationship will be significant or even apparent. The most common scale minerals found in the oilfield include calcium carbonates (CaCO3, mainly calcite) and alkaline-earth metal sulfates (barite BaSO4, celestite SrSO4, anhydrite CaSO4, hemihydrate CaSO4 1/2H2O, and gypsum CaSO4 2H2O or calcium sulfate). The cause of scaling can be difficult to identify in real oil and gas wells. However, pressure and temperature changes during the flow of fluids are primary reasons for the formation of carbonate scales, because the escape of CO2 and/or H2S gases out of the brine solution, as pressure is lowered, tends to elevate the pH of the brine and result in super-saturation with respect to carbonates. Concerning sulfate scales, the common cause is commingling of different sources of brines either due to breakthrough of injected incompatible waters or mixing of two different brines from different zones of the reservoir formation. A decrease in temperature tends to cause barite to precipitate, opposite of calcite. In addition, pressure drops tend to cause all scale minerals to precipitate due to the pressure dependence of the solubility product. And we can expect that there will be a pressure drop across the heat exchanger. Weather or not this will be offset by the rise in pressure remains to be seen. It's typically left to field testing to prove out. Progress has been made toward the control and treatment of the scale deposits, although most of the reaction mechanisms are still not well understood. Often the most efficient and economic treatment for scale formation is to apply threshold chemical inhibitors. Threshold scale inhibitors are like catalysts and have inhibition efficiency at very low concentrations (commonly less than a few mg/L), far below the stoichiometric concentrations of the crystal lattice ions in solution. There are many chemical classes of inhibitors and even more brands on the market. Based on the water chemistry it is anticipated that there is a high likelihood for sulfate compound precipitation and scaling. This may be dependent on the temperature and pressure, which vary throughout the system. Therefore, various types and amounts of scaling may occur at different
