    In a victory for the oil industry, a federal appeals court has overturned EPA`s mandate for ethanol use in reformulated gasoline (REG), saying the agency lacks authority to require 30% of the oxygenate market be reserved for ethanol. EPA says the ruling does not prevent ethanols use in RFG - {open_quotes}It only says that EPA cannot dictate the recipe.{close_quotes} Charles DiBona, president of the American Petroleum Institute (API), says {open_quotes}API and its member companies are not opposed to the use of ethanol as an oxygenate. We oppose this illegal mandate.{close_quotes} Urvan Sternfels, president of the National Petroleum Refiners Association, says, {open_quotes}Mandating market shares for any product is unsound economic policy.{close_quotes} The two trade groups led the legal battle against the ethanol requirement.

    Tycho Brahe, the most prominent and accomplished astronomer of his era, made measurements of the apparent sizes of the Sun, Moon, stars, and planets. From these he showed that within a geocentric cosmos these bodies were of comparable sizes, with the Sun being the largest body and the Moon the smallest. He further showed that within a heliocentric cosmos, the stars had to be absurdly large - with the smallest star dwarfing even the Sun. (The results of Tycho's calculations are illustrated in this paper.) Various Copernicans responded to this issue of observation and geometry by appealing to the power of God: They argued that giant stars were not absurd because even such giant objects were nothing compared to an infinite God, and that in fact the Copernican stars pointed out the power of God to humankind. Tycho rejected this argument.

    Low emission development strategies (LEDS) articulate policies and implementation plans that enable countries to advance sustainable, climate-resilient development and private sector growth while significantly reducing the greenhouse gas (GHG) emissions traditionally associated with economic growth. In creating a LEDS, policy makers often have access to information on abatement potential and costs for clean energy technologies, but there is a scarcity of economy-wide approaches for evaluating and presenting information on other dimensions of importance to development, such as human welfare, poverty alleviation, and energy security. To address this shortcoming, this paper proposes a new tool for communicating development benefits to policy makers as part of a LEDS process. The purpose of this tool is two-fold: 1. Communicate development benefits associated with each clean energy-related intervention; 2. Facilitate decision-making on which combination of interventions best contributes to development goals. To pilot this tool, the authors created a visual using data on developmental impacts identified through the Technology Needs Assessment (TNA) project in Montenegro. The visual will then be revised to reflect new data established through the TNA that provides information on cost, GHG mitigation, as well as the range and magnitude of developmental impacts.

    The Office of Hearings and Appeals (OHA) issued a decision granting in part an appeal from a Freedom of Information Act (FOIA) determination issued by the Office of Information Resources (OIR). The National Security Archive (NSA) filed a FOIA request for documents relating to the Bonn Climate Change talks in August 2010. OIR conducted a search and located one responsive document. NSA challenged the adequacy of the search and the OIR agreed to search the retired records at the Washington National Records Center. Consequently, we remanded this matter to OIR so that a search of those records could be performed.
