    The Subpanel on Occupational Radiation Protection Research concludes that the most urgently needed research is that leading to the resolution of the potential effects of low-level ionizing radiation. This is the primary driving force in setting appropriate radiation protection standards and in directing the emphasis of radiation protection efforts. Much has already been done in collecting data that represents a compendium of knowledge that should be fully reviewed and understood. It is imperative that health physics researchers more effectively use that data and apply the findings to enhance understanding of the potential health effects of low-level ionizing radiation and improve the risk estimates upon which current occupational radiation protection procedures and requirements depend. Research must be focused to best serve needs in the immediate years ahead. Only then will we get the most out of what is accomplished. Beyond the above fundamental need, a number of applied research areas also have been identified as national priority issues. If effective governmental focus is achieved on several of the most important national priority issues, important occupational radiation protection research will be enhanced, more effectively coordinated, and more quickly applied to the work environment. Response in the near term will be enhanced and costs will be reduced by: developing microprocessor-aided {open_quotes}smart{close_quotes} instruments to simplify the use and processing of radiation data; developing more sensitive, energy-independent, and tissue-equivalent dosimeters to more accurately quantify personnel dose; and developing an improved risk assessment technology base. This can lead to savings of millions of dollars in current efforts needed to ensure personnel safety and to meet new, more stringent occupational guidelines.

    A multidisciplinary team of IEQ and energy researchers has defined a program of priority energy-related IEQ research. This paper describes the methods employed to develop the agenda, and 35 high priority research and development (R&D) project areas related to four broad goals: (1) identifying IEQ problems and opportunities; (2) developing and evaluating energy-efficient technologies for improving IEQ; (3) developing and evaluating energy-efficient practices for improving IEQ; and (4) encouraging or assisting the implementation of technologies or practices for improving IEQ. The identified R&D priorities reflect a strong need to benchmark IEQ conditions in small commercial buildings, schools, and residences. The R&D priorities also reflect the need to better understand how people are affected by IEQ conditions and by the related building characteristics and operation and maintenance practices. The associated research findings will provide a clearer definition of acceptable IEQ that is required to guide the development of technologies, practices, standards, and guidelines. Quantifying the effects of building characteristics and practices on IEQ conditions, in order to provide the basis for development of energy efficient and effective IEQ control measures, was also considered a priority. The development or advancement in a broad range of IEQ tools, technologies, and practices are also a major component of the priority research agenda. Consistent with the focus on ''energy-related'' research priorities, building ventilation and heating, ventilating and air conditioning (HVAC) systems and processes are very prominent in the agenda. Research related to moisture and microbiological problems, particularly within hot and humid climates, is also prominent within the agenda. The agenda tends to emphasize research on residences, small commercial buildings, and schools because these types of buildings have been underrepresented in prior research. Most of the research areas apply to both new construction and existing buildings. Nearly all of the recommended priority R&D project areas include tasks intended to facilitate the communication and implementation of the research results. In addition, the priority agenda includes several projects specifically designed to facilitate or stimulate the use of existing energy-efficient technologies and practices for improving IEQ. To assure that the research program continues to meet the needs of stakeholders and to facilitate the coordination of research among sponsors, the core team recommends an annual meeting attended by sponsors, a balanced group of stakeholders, and a selection of researchers implementing the agenda.

    There has been a substantial decline in both exploratory drilling and seismic field crew activity in the United States over the last 10 years, due primarily to the declining price of oil. To reverse this trend and to preserve the entrepreneurial independent operator, the U.S. DOE is attempting to encourage hydrocarbon exploration activities in some of the under exploited regions of the United States. This goal is being accomplished by conducting broad regional reviews of potentially prospective areas within the lower 48 states. Data are being collected on selected areas, and studies are being done on a regional scale generally unavailable to the smaller independent. The results of this work will be made available to the public to encourage the undertaking of operations in areas which have been overlooked until this project. Fifteen criteria have been developed for the selection of study areas. Eight regions have been identified where regional geologic analysis will be performed. This report discusses preliminary findings concerning the geology, early tectonic history, structure and potential unconventional source rocks for the Black Mesa basin and South Central states region, the two highest priority study areas.

    Within cyber security, the human element represents one of the greatest untapped opportunities for increasing the effectiveness of network defenses. However, there has been little research to understand the human dimension in cyber operations. To better understand the needs and priorities for research and development to address these issues, a workshop was conducted August 28-29, 2012 in Washington DC. A synthesis was developed that captured the key issues and associated research questions. Research and development needs were identified that fell into three parallel paths: (1) human factors analysis and scientific studies to establish foundational knowledge concerning factors underlying the performance of cyber defenders; (2) development of models that capture key processes that mediate interactions between defenders, users, adversaries and the public; and (3) development of a multi-purpose test environment for conducting controlled experiments that enables systems and human performance measurement. These research and development investments would transform cyber operations from an art to a science, enabling systems solutions to be engineered to address a range of situations. Organizations would be able to move beyond the current state where key decisions (e.g. personnel assignment) are made on a largely ad hoc basis to a state in which there exist institutionalized processes for assuring the right people are doing the right jobs in the right way. These developments lay the groundwork for emergence of a professional class of cyber defenders with defined roles and career progressions, with higher levels of personnel commitment and retention. Finally, the operational impact would be evident in improved performance, accompanied by a shift to a more proactive response in which defenders have the capacity to exert greater control over the cyber battlespace.

    Energy Secretary Hazel O'Leary officially unveiled the Energy Department's $19.6 billion fiscal 1994 budget, adding the theme - changed priorities' - and some details to a budget proposal that many in the industry already had seen. Those changed priorities are everywhere: Defense programs, which traditionally has been the largest single program in DOE's budget, now follows environmental restoration and waste management in the budget queue. The department's fiscal 1994 budget, proposes $6.5 billion for ERWM and $5.9 billion for defense. Consistent with President Clinton's stated goals during his campaign and recent DOE pronouncements that deemphasize the department's commitment to nuclear power, DOE is proposing nuclear research and development funding levels that are 45 percent lower than in fiscal 1993. Conversely, funding for energy efficiency and renewables is hot: it is slated to rise 34 percent over this year's budget - crossing the billion-dollar mark for the first time since Jimmy Carter's final budget in fiscal 1981.

    This report identifies research, development, and demonstration (RD&D) needs and priorities associated with municipal solid waste (MSW) management technologies that conserve or produce energy or resources. The changing character of MSW waste management and the public`s heightened awareness of its real and perceived benefits and costs creates opportunities for RD&D in MSW technologies. Increased recycling, for example, creates new opportunities for energy, chemicals, and materials recovery. New technologies to control and monitor emissions from MSW combustion facilities are available for further improvement or application. Furthermore, emerging waste-to-energy technologies may offer environmental, economic, and other advantages. Given these developments, DOE identified a need to assess the RD&D needs and pdodties and carefully target RD&D efforts to help solve the carbon`s waste management problem and further the National Energy Strategy. This report presents such an assessment. It identifies and Documents RD&D needs and priorities in the broad area of MSW resource . recovery, focusing on efforts to make MSW management technologies commercially viable or to improve their commercial deployment over a 5 to l0 year period. Panels of technical experts identifies 279 RD&D needs in 12 technology areas, ranking about one-fifth of these needs as priorities. A ``Peer Review Group`` identified mass-burn combustion, ``systems studies,`` landfill gas, and ash utilization and disposal as high priority areas for RD&D based on cost and the impacts of further RD&D. The results of this assessment are intended to provide guidance to DOE concerning possible future RD&D projects.

    The Fairchild Semiconductor Corporation, the Intel Corporation, and the Raytheon Company each have a facility located approximately 3 miles south of San Francisco Bay in Mountain View, California. The Intel and Raytheon facilities are on the National Priorities List (NPL) while the Fairchild facility is a proposed NPL site. Within the one-half square mile area containing the three sites, 37 potential and two inferred sources of contamination have been identified. The major contaminants for the three sites include trichloroethene, 1,1,1-trichloroethane, 1,1-dichloroethene, 1,2-dichloroethene, 1,1-dichloroethane, chloroform, tetrachloroethene, 1,2-dichlorobenzene, trichlorotrifluoroethane (Freon 113), and vinyl chloride. These contaminants are attributed to the sites and have been found primarily in the ground water and subsurface soil on the sites and in ground water off the sites. Contaminant concentrations in surface soils were within the normal range of background values. Volatile organic compounds (VOCs) have been found in surface water west of the study area in Stevens Creek, an intermittent stream.     This report summarizes work done by Applied Decision Analysis (ADA) for Los Alamos National Laboratory (LANL) under Subcontract Number 9-XQ2-Y3837-1 with the University of California. The purpose of this work was to develop a method of setting priorities for environmental, safety, and health (ES&H) deficiencies at Los Alamos. The deficiencies were identified by a DOE Tiger Team that visited LANL in the fall of 1991, and by self assessments done by the Laboratory. ADA did the work described here between October 1991 and the end of September 1992. The ADA staff working on this project became part of a Risk Management Team in the Laboratory`s Integration and Coordination Office (ICO). During the project, the Risk Management Team produced a variety of documents describing aspects of the action-plan prioritization system. Some of those documents are attached to this report. Rather than attempt to duplicate their contents, this report provides a guide to those documents, and references them whenever appropriate.

    Following the principles set by the National Biofuels Roundtable, a workshop was held in March 1995 which brought together a group of stakeholders and experts in the field of biomass energy and ecology. The mission of the workshop was to identify and set priorities for ecological research to ensure that large-scale biomass energy development in the North Central states occurs in an ecologically sound, sustainable manner. The workshop found that questions about the landscape-scale deployment of biomass plantations were most pressing. The workshop recommended that adaptive resource management principles be applied in a phased development of increasingly larger plantations. Each phase of development would help to answer questions about landscape-scale development; improving the design of subsequent phases. Principles of sustainable agriculture should also be applied to biomass plantations to minimize impact on soils and water quality, maintain productivity and benefit the rural economy. Results of the workshop will be helpful to natural resource and research agencies, as well as utilities and biomass energy developers.

    The United States Support Program (USSP) priority for containment and surveillance (US) focuses on maintaining or improving the reliability and cost-effectiveness of C/S systems for IAEA safeguards, expanding the number of systems that are unattended and remotely monitored, and developing verification methods that help streamline the on-site inspection process. Existing IAEA C/S systems have evolved to become complex, integrated systems, which may include active seals, nondestructive assay (NDA) instruments, video cameras, and other sensors. These systems operate autonomously. They send analytical data to IAEA headquarters where it can be reviewed. These systems present challenges to the goals of improved system performance, standardization, reliability, maintainability, documentation, and cost effectiveness. One critical lesson from past experiences is the need for cooperation and common objectives among the IAEA, the developer, and the facility operator, to create a successful, cost effective system. Recent USSP C/S activities include Rokkasho Reprocessing Plant safeguard systems, production of a new shift register, numerous vulnerability assessments of C/S systems, a conduit monitoring system which identifies tampering of IAEA conduit deployed in the field, fiber optic seal upgrades, unattended monitoring system software upgrades, next generation surveillance system which will upgrade existing camera systems, and support of the IAEA's development of the universal nondestructive assay data acquisition platform.

    The U.S. Support Program to IAEA Safeguards (USSP) priority of training and human resources is aimed at providing the Department of Safeguards with an appropriate mixture of regular staff and extrabudgetary experts who are qualified to meet the IAEA's technical needs and to provide personnel with appropriate instruction to improve the technical basis and specific skills needed to perform their job functions. The equipment and methods used in inspection activities are unique, complex, and evolving. New and experienced safeguards inspectors need timely and effective training to perform required tasks and to learn new skills prescribed by new safeguards policies or agreements. The role of the inspector has changed from that of strictly an accountant to include that of a detective. New safeguards procedures are being instituted, and therefore, experienced inspectors must be educated on these new procedures. The USSP also recognizes the need for training safeguards support staff, particularly those who maintain and service safeguards equipment (SGTS), and those who perform information collection and analysis (SGIM). The USSP is committed to supporting the IAEA with training to ensure the effectiveness of all staff members and will continue to offer its assistance in the development and delivery of basic, refresher, and advanced training courses. This paper will discuss the USSP ongoing support in the area of training and IAEA staffing.

    Rapid growth in the human population and related increases in consumption, depletion of natural resources, and environmental degradation are serious concerns for the quality of life and national security. Global change, biological diversity, and sustainable ecosystems were identified as priority areas of research based on their importance for the advance of the fundamental knowledge needed to manage for a sustainable biosphere. Demographic trends, global climate change, and patterns of contaminant release and transport suggest that the effects of human activity on the environment and on natural resources will be especially pronounced in the coastal zone. This report presents the results of a workshop organized by the National Association of Marine Laboratories (NAML) to evaluate the changing roles of coastal laboratories and to recommend mechanisms by which the community of coastal scientists can more effectively work together and with government agencies in defining priorities and implementing research programs that are responsive to national needs. The workshop is part of an ongoing effort to facilitate more integrated approaches to environmental research and the use of scientific information for the purposes of education and environmental management in the coastal zone.

    A multi-level (facility and programmatic) risk assessment was conducted for the facilities in the Nevada National Security Site (NNSS) Readiness in Technical Base and Facilities (RTBF) Program and results were included in a new Risk Management Plan (RMP), which was incorporated into the fiscal year (FY) 2010 Integrated Plans. Risks, risk events, probability, consequence(s), and mitigation strategies were identified and captured, for most scope areas (i.e., risk categories) during the facilitated risk workshops. Risk mitigations (i.e., efforts in addition to existing controls) were identified during the facilitated risk workshops when the risk event was identified. Risk mitigation strategies fell into two broad categories: threats or opportunities. Improvement projects were identified and linked to specific risks they mitigate, making the connection of risk reduction through investments for the annual Site Execution Plan. Due to the amount of that was collected, analysis to be performed, and reports to be generated, a Risk Assessment/ Management Tool (RAMtool) database was developed to analyze the risks in real-time, at multiple levels, which reinforced the site-level risk management process and procedures. The RAMtool database was developed and designed to assist in the capturing and analysis of the key elements of risk: probability, consequence, and impact. The RAMtool calculates the facility-level and programmatic-level risk factors to enable a side-by-side comparison to see where the facility manager and program manager should focus their risk reduction efforts and funding. This enables them to make solid decisions on priorities and funding to maximize the risk reduction. A more active risk management process was developed where risks and opportunities are actively managed, monitored, and controlled by each facility more aggressively and frequently. risk owners have the responsibility and accountability to manage their assigned risk in real-time, using the RAMtool database.

    The Nuclear Waste Policy Act of 1982, as amended (the Act), assigns the Federal Government the responsibility for the disposal of spent nuclear fuel and high-level waste. Section 302(a) of the Act authorizes the Secretary to enter into contracts with the owners and generators of commercial spent nuclear fuel and/or high-level waste. The Standard Contract for Disposal of Spent Nuclear Fuel and/or High-Level Radioactive Waste (Standard Contract) established the contractual mechanism for the Department's acceptance and disposal of spent nuclear fuel and high-level waste. It includes the requirements and operational responsibilities of the parties to the Standard Contract in the areas of administrative matters, fees, terms of payment, waste acceptance criteria, and waste acceptance procedures. The Standard Contract provides for the acquisition of title to the spent nuclear fuel and/or high-level waste by the Department, its transportation to Federal facilities, and its subsequent disposal.

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

    This report describes a research plan to establish environmental, energy, and economic performance measures for renewable building materials, and to identify management and technology alternatives to improve environmental performance in a cost-effective manner. The research plan is designed to: (1) collect environmental and economic data on all life-cycle stages of the materials, (2) ensure that the data follows consistent definitions and collection procedures, and (3) develop analytical procedures for life-cycle analysis to address environmental performance questions. The research will be subdivided into a number of individual project modules. The five processing stages of wood used to organize the research plan are: (1) resource management and harvesting; (2) processing; (3) design and construction of structures; (4) use, maintenance, and disposal; and (5) waste recycling.     A comprehensive settlement of the North Korean nuclear issue may involve military, economic, political, and diplomatic components, many of which will require verification to ensure reciprocal implementation. This paper sets out potential verification methodologies that might address a wide range of objectives. The inspection requirements set by the International Atomic Energy Agency form the foundation, first as defined at the time of the Agreed Framework in 1994, and now as modified by the events since revelation of the North Korean uranium enrichment program in October 2002. In addition, refreezing the reprocessing facility and 5 MWe reactor, taking possession of possible weapons components and destroying weaponization capabilities add many new verification tasks. The paper also considers several measures for the short-term freezing of the North's nuclear weapon program during the process of negotiations, should that process be protracted. New inspection technologies and monitoring tools are applicable to North Korean facilities and may offer improved approaches over those envisioned just a few years ago. These are noted, and potential bilateral and regional verification regimes are examined.

It contains a concise statement of the problem, a list of policy alternatives, all study findings, and an outline of the evaluations which produced the study findings. Volume 2 is a detailed evaluation of each policy alternative, except for the environmental impact assessment in Volume 3. Both Volumes 2 and 3 are designed to add details for the reader who has already studied Volume 1; background in Volume 1 is not repeated in other volumes. Volume 2 should be used to understand the basic causes for the differences in curtailment alternatives presented in Volume 1. It should also be used to gain understanding of how any additional curtailment alternative must be evaluated before it can be safely implemented.     Beginning in 2010, DOE conducted an assessment of Wind Powering America (WPA) activities to determine whether the methods the department had used to help grow the wind industry to provide 2% of the nation's electrical energy should be the same methods used to achieve 20% of the nation's energy from wind (as described in the report 20% Wind Energy by 2030: Increasing Wind Energy's Contribution to U.S. Electricity Supply). After the assessment, it was determined that the initiative's state-based activities should be phased out as part of a shift to regional-based approaches. To assist with this transition, WPA hosted a series of 1-day regional meetings at six strategic locations around the country and a single teleconference for island states, U.S. territories, and remote communities. This report summarizes the results of the inaugural regional meetings and the state reports with a focus on ongoing wind deployment barriers in each region.

    Increasing energy-efficiency requirements, combined with environmental considerations, have resulted in designs for domestic refrigerators that incorporate new thermal insulating materials. The first series of tests of these materials have been sufficiently promising that incorporation of vacuum insulations if likely within the next several years. Initial designs will probably use a combination of vacuum insulations and foam; in future designs, major parts consolidation will be possible using structural and other characteristics of the new panel assemblies. Given optimization of the refrigerator thermal envelope according to life-cycle costs, energy use by refrigerators could be greatly reduced; refrigerators could lose their significance as a major component in residential energy-use. Possible forms in which these new materials will be used are discussed, including alternatives for composite assembly and requirements for reliability and durability.

    This document describes research that has been accomplished or currently models the effects of reduced light and temperature on terrestrial systems. We shall divide the systems to be studied into cultivated lands and uncultivated lands. The cultivated class consists of monoculture systems in which the individual plants belong to the same age and size class. The systems in the uncultivated class consist of uneven age, multi-species assemblies of interacting plants and animals. The uncultivated class ranges from minimally managed systems, e.g., rangelands and some forests, to completely unmanaged wildlands. For the cultivated case, the variable of concern is the annual yield of the crop under consideration. The models should be able to estimate percent yield loss as a function of reductions of light and temperature. The models should be accurate for the range of environments predicted for the growing season immediately following or during which the hypothetical nuclear exchange occurs. The models should be able to estimate yield loss in any subsequent year for which climatic conditions still differ significantly from normal. For the uncultivated case, the modelling program needs to be able to predict the effects on individual plants much the same as in the cultivated case; but in addition, the modelling program will have the task of estimating the effect that these changes in individual organisms will have at higher levels of organization, i.e., on populations, communities, and regional distributions of species. 25 refs., 1 tab.

    This paper demonstrates how the Department of Energy (DOE) enhanced their Environmental Restoration Program by modifying the Department of Defense (DoD) Cleanup Program`s Relative Risk Site Evaluation Primer in order to create their own framework, the Relative Ranking Evaluation Framework for EM-40 Release Sites, Facilities and Buildings. In addition, this paper discusses and compares the two frameworks and presents the results of relative risk/relative ranking site evaluations for both agencies through July 1996.     Field investigations conducted during 2011 support and expand the conclusion of the original Preliminary Report that discovery of a viable geothermal system is possible in the northwestern part of the Utah Testing and Training Range-South (UTTR-S), referred to henceforth as Focus Area 1. The investigations defined the southward extent of the Wendover graben into and near Focus Area 1, enhanced the understanding of subsurface conditions, and focused further geothermal exploration efforts towards the northwestern-most part of Focus Area 1. Specifically, the detailed gravity survey shows that the Wendover graben, first defined by Cook et al. (1964) for areas north of Interstate Highway 80, extends and deepens southwest-ward to the northwest corner of Focus Area 1. At its deepest point, the intersection with a northwest-trending graben there is favorable for enhanced permeability associated with intersecting faults. Processing and modeling of the gravity data collected during 2011 provide a good understanding of graben depth and distribution of faults bounding the graben and has focused the interest area of the study. Down-hole logging of temperatures in wells made available near the Intrepid, Inc., evaporation ponds, just north of Focus Area 1, provide a good understanding of the variability of thermal gradients in that area and corroborate the more extensive temperature data reported by Turk (1973) for the depth range of 300-500 m. Moderate temperature gradients in the northern part of the Intrepid area increase to much higher gradients and bottom-hole temperatures southeastward, towards graben-bounding faults, suggesting upwelling geothermal waters along those faults. Water sampling, analysis, and temperature measurements of Blue Lakes and Mosquito Willey's springs, on the western boundary of Focus Area 1, also show elevated temperatures along the graben-bounding fault system. In addition, water chemistry suggests origin of those waters in limestone rocks beneath the graben in areas with temperatures as high as 140 C (284 F). In conclusion, all of the field data collected during 2011 and documented in the Appendices of this report indicate that there is reasonable potential for a viable geothermal resource along faults that bound the Wendover graben. Prospects for a system capable of binary electrical generation are especially good, and the possibility of a flash steam system is also within reason. The next steps should focus on securing the necessary funding for detailed geophysical surveys and for drilling a set of temperature gradient wells to further evaluate the resource, and to focus deep exploration efforts in the most promising areas.
