    Hydrocarbons in shallow reservoirs of the Eugene Island 330 field in the Gulf of Mexico basin are thought to have migrated rapidly along low permeability sediments of the Red fault zone as discrete pressure pulses from source rocks at depths of about 4.5 km. The aim of this research was to evaluate the hypothesis that these pressure pulses represent solitary waves by investigating the mechanics of solitary wave formation and motion and wave oil transport capability. A two-dimensional numerical model of Eugene Island minibasin formation predicted overpressures at the hydrocarbon source depth to increase at an average rate of 30 Pa/yr, reaching 52 MPa by the present day and oil velocities of 1E?¢????12 m/yr, far too low for kilometer scale oil transport to fill shallow Plio-Pleistocene reservoirs within the 3.6 million year minibasin history. Calculations from a separate one-dimensional model that used the pressure generation rate from the two-dimensional model showed that solitary waves could only form and migrate within sediments that have very low permeabilities between 1E?¢????25 to 1E?¢????24 m2 and that are highly overpressured to 91-93% of lithostatic pressure. Solitary waves were found to have a maximum pore volume of 105 m3, to travel a maximum distance of 1-2 km, and to have a maximum velocity of 1E?¢????3 m/yr. Based on these results, solitary waves are unlikely to have transported oil to the shallowest reservoirs in the Eugene Island field in a poroelastic fault gouge rheology at the pressure generation rates likely to have been caused by disequilibrium compaction and hydrocarbon generation. However, solitary waves could perhaps be important agents for oil transport in other locations where reservoirs are closer to the source rocks, where the pore space is occupied by more than one fluid, or where sudden fracturing of overpressured hydrocarbon source sediments would allow the solitary waves to propagate as shock waves.     In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOE’s Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics’ eW® Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical

    The calculations for the yields were done by Al Sondgeroth and Anthony Malensek. The authors used the DECAY deck called PBSEC{_}E.DAT from the CMS DECKS library. After obtaining the run modes and calibration modes from the liaison physicist, they made individual decay runs, using DECAY TURTLE from the CMS libraries and a production spectrum subroutine which was modified by Anthony, for each particle and decay mode for all particle types coming out of the target box. Results were weighted according to branching ratios for particles with more than one decay mode. The production spectra were produced assuming beryllium as the target. The optional deuterium target available to broadband will produce slightly higher yields. It should be noted that they did not include pion yields from klong decays because they could not simulate three body decays. Pions from klongs would add a very small fraction to the total yield.

    Verdant Power, Inc, working in partnership with the National Renewable Energy Laboratory (NREL), Sandia National Laboratories (SNL), and the University of Minnesota St. Anthony Falls Laboratory (SAFL), among other partners, used evolving Computational Fluid Dynamics (CFD) and Finite Element Analysis (FEA) models and techniques to improve the structure and fabrication of large, high-power composite Kinetic Hydropower System (KHPS) rotor blades. The objectives of the project were to: design; analyze; develop for manufacture and fabricate; and thoroughly test, in the lab and at full scale in the water, the improved KHPS rotor blade.

    This user's manual describes performance data measured for flat-plate photovoltaic (PV) modules installed in Cocoa, Florida, Eugene, Oregon, and Golden, Colorado. The data include PV module current-voltage curves and associated meteorological data for approximately one-year periods. These publicly available data are intended to facilitate the validation of existing models for predicting the performance of PV modules, and for the development of new and improved models. For comparing different modeling approaches, using these public data will provide transparency and more meaningful comparisons of the relative benefits.

    The Jordan Schnitzer Museum of Art in Eugene, Oregon, houses a remarkable permanent collection of Asian art and antiquities, modern art, and sculpture, and also hosts traveling exhibitions. In the winter and spring of 2011, a series of digital photographs by artist Chris Jordan, titled "Running the Numbers," was exhibited in the Coeta and Donald Barker Special Exhibitions Gallery. These works graphically illustrate waste (energy, money, health, consumer objects, etc.) in contemporary culture. The Bonneville Power Administration and the Eugene Water and Electricity Board provided a set of Cree 12W light-emitting diode (LED) PAR38 replacement lamps (Cree LRP38) for the museum to test for accent lighting in lieu of their standard Sylvania 90W PAR38 130V Narrow Flood lamps (which draw 78.9W at 120V). At the same time, the museum tested LED replacement lamps from three other manufacturers, and chose the Cree lamp as the most versatile and most appropriate color product for this exhibit. The lamps were installed for the opening of the show in January 2011. This report describes the process for the demonstration, the energy and economic results, and results of a survey of the museum staff and gallery visitors on four similar clusters of art lighted separately by four PAR38 lamps.

    Non-elutable ion exchange is being considered as a potential replacement for the In-Tank Precipitation process for removing cesium from Savannah River Site (SRS) radioactive waste. Crystalline silicotitanate (CST) particles are the reference ion exchange medium for the process. A major factor in the construction cost of this process is the size of the ion exchange column required to meet product specifications for decontaminated waste. To validate SRS column sizing calculations, SRS subcontracted two reknowned experts in this field to perform similar calculations: Professor R. G. Anthony, Department of Chemical Engineering, Texas A&038;M University, and Professor S. W. Wang, Department of Chemical Engineering, Purdue University. The appendices of this document contain reports from the two subcontractors. Definition of the design problem came through several meetings and conference calls between the participants and SRS personnel over the past few months. This document summarizes the problem definition and results from the two reports.

Site Description - The site is located on land designated as a Research Natural Area (RNA). The site is very open, with even-aged stands of old-growth trees, young trees and mixed aged stands. The eddy-flux tower footprint was classified as ~ 48% mixed aged, ~27% pure old growth and ~25% young aged stands. The data in this workbook describes the mixed aged component. Many countries continue to make efforts to strengthen nuclear security by enhancing systems of nuclear material protection, control, and accounting (MPC&A). Though MPC&A systems can significantly upgrade nuclear security, they do not eliminate the "human factor." Gen. Eugene Habiger, a former "Assistant Secretary for Safeguards and Security" at the U.S. Department of Energy’s (DOE) nuclear-weapons complex and a former commander of U.S. strategic nuclear forces, has observed that "good security is 20% equipment and 80% people." Although eliminating the "human factor" is not possible, accounting for and mitigating the risk of the insider threat is an essential element in establishing an effective nuclear security culture. This paper will consider the organizational role in mitigating the risk associated with the malicious insider through monitoring and enhancing human reliability and motivation as well as enhancing the nuclear security culture.

    STUDIES OF STRONGLY-INTERACTING 2D ELECTRON SYSTEMS – There is a great deal of current interest in the properties of systems in which the interaction between electrons (their potential energy) is large compared to their kinetic energy. We have investigated an apparent, unexpected metal-insulator transition inferred from the behavior of the temperature-dependence of the resistivity; moreover, detailed analysis of the behavior of the magnetoresistance suggests that the electrons’ effective mass diverges, supporting this scenario. Whether this is a true phase transition or crossover behavior has been strenuously debated over the past 20 years. Our measurements have now shown that the thermoelectric power of these 2D materials diverges at a finite density, providing clear evidence that this is, in fact, a phase transition to a new low-density phase which may be a precursor or a direct transition to the long sought-after electronic crystal predicted by Eugene Wigner in 1934.

    Marine and hydrokinetic (MHK) technology performance testing in the laboratory and field supports the US Department of Energy s MHK program goals to advance the technology readiness levels of MHK machines, to ensure environmentally responsible designs, to identify key cost drivers, and to reduce the cost of energy of MHK technologies. Laboratory testing results from scaled model machine testing at the University of Minnesota s St. Anthony Falls Laboratory (SAFL) main channel flume are presented, including simultaneous machine power and inflow measurements for a 1:10 scale three-bladed axial flow turbine used to assess machine performance in turbulent flows, and detailed measurements of inflow and wake flow velocity and turbulence, including the assessment of the effects of large energetic organized vortex shedding on machine performance and wake turbulence downstream. Scaled laboratory testing provides accurate data sets for near- and far-field hydrodynamic models, and useful information on technology and environmental readiness levels before full-scale testing and demonstration in open water. This study validated turbine performance for a technology in order to advance its technology readiness level. Synchronized ADV measurements to calculate spatio-temporal characteristics of turbulence supported model development of the inflow turbulence model, Hydro-TurbSim, developed by the National Renewable Energy Laboratory (NREL) to evaluate unsteady loading on MHK machines. Wake flow measurements supported model development of the far-field model, SNL-EFDC, developed by Sandia National Laboratory (SNL) to optimize spacing for MHK machine arrays.

    The objective of this work is, through modeling, to predict the performance of Crystalline Silicotitinate (CST) for the removal of cesium from Small Column Ion Exchange (SCIX) Batches 1-4 (as proposed in Revision 16 of the Liquid Waste System Plan). The scope of this task is specified in Technical Task Request (TTR) 'SCIX Feed Modeling', HLE-TTR-2011-003, which specified using the Zheng, Anthony, Miller (ZAM) code to predict CST isotherms for six given SCIX feed compositions and the VErsatile Reaction and SEparation simulator for Liquid Chromatography (VERSE-LC) code to predict ion-exchange column behavior. The six SCIX feed compositions provided in the TTR represent SCIX Batches 1-4 and Batches 1 and 2 without caustic addition. The study also investigated the sensitivity in column performance to: (1) Flow rates of 5, 10, and 20 gpm with 10 gpm as the nominal flow; and (2) Temperatures of 25, 35, and 45 C with 35 C as the nominal temperature. The isotherms and column predictions presented in this report reflect the expected performance of engineered CST IE-911. This form of CST was used in experiments conducted at the Savannah River National Laboratory (SRNL) that formed the basis for estimating model parameters (Hamm et al., 2002). As has been done previously, the engineered resin capacity is estimated to be 68% of the capacity of particulate CST without binder.

    Today`s notice announces BPA`s proposal to fund land acquisition or acquisition of a conservation easement and a wildlife management plan to protect and enhance wildlife habitat at the Willow Creek Natural Area in Eugene, Oregon. This action would provide partial mitigation for wildlife and wildlife habitat lost by the development of Federal hydroelectric projects in the Willamette River Basin. The project is consistent with BPA`s obligations under provisions of the Pacific Northwest Electric Power Planning and Conservation Act of 1980 as outlined by the Northwest Power Planning Council`s 1994 Columbia River Basin Fish and Wildlife Program. BPA has prepared an environmental assessment (DOE/EA-1023) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement (EIS) is not required and BPA is issuing this FONSI.

    Former gasoline stations that are now classified as brownfields can be good sites to sell alternative fuels because they are in locations that are convenient to vehicles and they may be seeking a new source of income. However, their success as alternative fueling stations is highly dependent on location-specific criteria. First, this report outlines what these criteria are, how to prioritize them, and then applies that assessment framework to five of the most popular alternative fuels--electricity, natural gas, hydrogen, ethanol, and biodiesel. The second part of this report delves into the criteria and tools used to assess an alternative fuel retail site at the local level. It does this through two case studies of converting former gasoline stations in the Seattle-Eugene area into electric charge stations. The third part of this report addresses steps to be taken after the specific site has been selected. This includes choosing and installing the recharging equipment, which includes steps to take in the permitting process and key players to include.

    Enserch Exploration`s Garden Banks 388 development has a production scheme based around a floating drilling and production facility and subsea drilling/production template. The Floating Production Facility (FPF) is a converted semisubmersible drilling rig that will drill and produce through a 24-well slot subsea template. This development is located in Block 388 of the Garden Banks area in the Gulf of Mexico approximately 200 miles southwest of New Orleans, Louisiana. The production system is being installed in an area of known oil and gas reserves and will produce to a shallow water platform 54 miles away at Eugene Island 315. The FPF will be permanently moored above the template. The subsea template has been installed in 2190 feet of water and will produce through a 2,000 foot free-standing production riser system to the FPF. The produced fluids are partially separated on the FPF before oil and gas are pumped through the template to export gathering lines that are connected to the shallow water facility. The system designed through-put is 40,000 BOPD of oil and 120 MMSCFD of gas.

  13. Rethinking conventional field development: 3-D shows direct detection of new reserves

    Accurate well to seismic ties of several producing sands and analyses of reservoir characters have revealed hidden reserves in an aging field that was previously determined to be uneconomic. The combination of a recent three-dimensional survey shot over Eugene Island Blocks 338 and 339, Gulf of Mexico, and new interactive workstation technology were instrumental in identifying swept and unswept portions of different oil reservoirs and allowed new infill wells to pinpoint key targets. Amplitudes were extracted along mapped horizons, which showed lateral variations in the reservoir properties, identifying zones where the waterfront had passed through (deterioration in amplitudes) and areas it had missed (strong amplitudes). For one of the successful wells, overlaying structural contours on the amplitude map showed that much of the oil could be recovered by drilling west and up to 30 m downdip from the current tilted oil/water contact-counterintuitive to traditional field development. Net pay (detuned, composite isopach) maps were constructed by calibrating amplitudes to pay thicknesses. The top and base of these net pay surfaces were displayed in geologic cross sections to direct the horizontal paths of subsequent wells. The result was a 100% success rate in five out of five development wells, to date. The wells are producing between 5740-9250 bbl/day, for Chevron and its operating partner, Texaco. This economic scenario directly resulted in a [open quotes]turnaround[close quotes] decision to keep what was once thought to be a B-rated property.

Working directly with the environmental justice (EJ) communities, the prototype was developed to (1) meet the needs of the community and; (2) evaluate the use in EJ communities. The prototype was evaluated in 3 community focus groups (n=25) to obtain feedback on the prototypemore » and feasibility study design to evaluate the efficacy of the device to address community concerns. Focus groups were recorded and qualitatively analyzed with discrete feedback tabulated for further refinement. The prototype was improved by community feedback resulting in 8 alterations/additions to software and instructional materials. A summary evaluation and explanation of each of the systems is provided in Section 4 of the paper. Several other ES&H systems were reviewed in preparation of the paper, but were not specifically included as a system in this matrix. Only those ES&H management systems that are potentially applicable to DOE Defense Program sites were included as part of the matrix comparison. A description of other ES&H management systems that were evaluated, but not specifically incorporated in this matrix comparison, are provided in Attachment 3 entitled, `Other ES&H Management Systems Reviewed.` In the past, it has been difficult integrating ES&H into work planning for several reasons. One barrier to this integration has been the complexity caused by the existence of several `stove pipe` ES&H systems. By analyzing the unique elements of the various ES&H systems, as well as their strengths and limitations, and their similarities and differences, it is envisioned that this paper will aid in facilitating the integration of ES&H into work planning.     The division was formed in 1946 at the suggestion of Dr. Eugene P. Wigner to attack the problem of the distortion of graphite in the early reactors due to exposure to reactor neutrons, and the consequent radiation damage. It was called the Metallurgy Division and assembled the metallurgical and solid state physics activities of the time which were not directly related to nuclear weapons production. William A. Johnson, a Westinghouse employee, was named Division Director in 1946. In 1949 he was replaced by John H Frye Jr. when the Division consisted of 45 people. He was director during most of what is called the Reactor Project Years until 1973 and his retirement. During this period the Division evolved into three organizational areas: basic research, applied research in nuclear reactor materials, and reactor programs directly related to a specific reactor(s) being designed or built. The Division (Metals and Ceramics) consisted of 204 staff members in 1973 when James R. Weir, Jr., became Director. This was the period of the oil embargo, the formation of the Energy Research and Development Administration (ERDA) by combining the Atomic Energy Commission (AEC) with the Office of Coal Research, and subsequent formation of the Department of Energy (DOE). The diversification process continued when James O. Stiegler became Director in 1984, partially as a result of the pressure of legislation encouraging the national laboratories to work with U.S. industries on their problems. During that time the Division staff grew from 265 to 330. Douglas F. Craig became Director in 1992.

    Energy-performance improvements in consumer products are an essential element in any government's portfolio of energy-efficiency and climate change mitigation programs. Governments need to develop balanced programs, both voluntary and regulatory, that remove cost-ineffective, energy-wasting products from the marketplace and stimulate the development of cost-effective, energy-efficient technology. Energy-efficiency labels and standards for appliances, equipment, and lighting products deserve to be among the first policy tools considered by a country's energy policy makers. The U.S. Agency for International Development (USAID) and the United Nations Foundation (UNF) recognize the need to support policy makers in their efforts to implement energy-efficiency standards and labeling programs and have developed this guidebook, together with the Collaborative Labeling and Appliance Standards Program (CLASP), as a primary reference. This guidebook was prepared over the course of the past year with significant contribution from the authors and reviewers mentioned previously. Their diligent participation has made this the international guidance tool it was intended to be. The lead authors would also like to thank the following individuals for their support in the development, production, and distribution of the guidebook: Marcy Beck, Elisa Derby, Diana Dhunke, Ted Gartner, and Julie Osborn of Lawrence Berkeley National Laboratory as well as Anthony Ma of Bevilacqua-Knight, Inc.     Dr. Harold Agnew, retired director of Los Alamos National Laboratory and one of 49 people present on December 2, 1942 when the world?s first man-made controlled nuclear chain reaction was achieved with the CP-1 reactor, and Dr. Len Koch, one of Argonne?s earliest staff members and a designer of EBR-I, the first liquid metal-cooled fast reactor, spoke about their early work during ?The Dawn of the Nuclear Age?, a Director?s Special Symposium held as one of the events to commemorate the 70th anniversary year of CP-1 achieving criticality. The symposium was moderated by Dr. Charles Till, a retired Argonne associate laboratory director who led Argonne?s nuclear engineering programs throughout the 1980?s and ?90?s. Dr. Agnew painted a vivid picture of the challenges and rewards of working in Enrico Fermi?s group under strict security conditions and the complete faith all in the group had in Fermi?s analyses. He stated that no one ever doubted that CP-1 would achieve criticality, and when the moment came, those present acknowledged the accomplishment with little more than a subdued toast of chianti from a bottle provided by reactor physicist Eugene Wigner. This experimental work on nuclear reactors was continued in the Chicago area and led first by Fermi and then Walter Zinn, another member of Fermi?s CP-1 group, resulting in the formal establishment of Argonne National Laboratory on July 1, 1946. Dr. Koch described how much he enjoyed working at Argonne through the 1950?s and ?60?s and contributing to many of the research ?firsts? that Argonne achieved in the nuclear energy field and led to the foundation of the commercial nuclear power generation industry. His reminiscences about all that was achieved with EBR-I and how that work then led into Argonne?s design, building, and operation of EBR-II as a full demonstration of a fast reactor power plant brought Argonne?s nuclear energy legacy to life for everyone in the auditorium.   20. FAMeS: Fidelity of Analysis of Metagenomic Samples

    Metagenomics is a rapidly emerging field of research for studying microbial communities. To evaluate methods currently used to process metagenomic sequences, simulated datasets of varying complexity were constructed by combining sequencing reads randomly selected from 113 isolate genomes. These datasets were designed to model real metagenomes in terms of complexity and phylogenetic composition. Assembly, gene prediction and binning, employing methods commonly used for the analysis of metagenomic datasets at the DOE JGI, were performed. This site provides access to the simulated datasets, and aims to facilitate standardized benchmarking of tools for metagenomic analysis. FAMeS now hosts data coming from a comprehensive study of methodologies used to create OTUs from 16S rRNA targeted studies of microbial communities. Studies of phylogenetic markers at the molecular level have revealed a vast biodiversity of microorganisms living in the sea, land, and even within the human body. Microbial diversity studies of uncharacterized environments typically seek to estimate the richness and diversity of endemic microflora using a 16S rRNA gene sequencing approach. When most of the species in an environment are unknown and cannot be classified through a database search, researchers cluster 16S sequences into operational taxonomic units (OTUs) or phylotypes, thereby providing an estimate of population structure. Using real 16S sequence data, we have performed a critical analysis of OTU clustering methodologies to assess the potential variability in OTU quality. FAMeS provides the sequence data, taxonomic information, multiple sequence alignments, and distance matrices used and described in the core paper, as well as compiled results of more than 700 unique OTU methods. The Laboratory started a small 'parallel processing project' in 1983 to study the new technology and its application to scientific computing with four people: Tim Axelrod, Pete Eltgroth, Paul Dubois and Mark Seager. Two years later, Eugene Brooks joined the team. This team focused on Unix and 'killer micro' SMPs. Indeed, Eugene Brooks was credited with coming up with the 'Killer Micro' term. After several generations of SMP platforms (e.g., Sequent Balance 8000 with 8 33MHz MC32032s, Allian FX8 with 8 MC68020 and FPGA based Vector Units and finally the BB&N Butterfly with 128 cores), it became apparent to us that the killer micro revolution would indeed take over Crays and that we definitely needed a new programming and systems model. The model developed by Mark Seager and Dale Nielsen focused on both the system aspects (Slide 3) and the code development aspects (Slide 4). Although now succinctly captured in two attached slides, at the time there was tremendous ferment in the research community as to what parallel programming model would emerge, dominate and survive. In addition, we wanted a model that would provide portability between platforms of a single generation but also longevity over multiple--and hopefully--many generations. Only after we developed the 'Livermore Model' and worked it out in considerable detail did it become obvious that what we came up with was the right approach. In a nutshell, the applications programming model of the Livermore Model posited that SMP parallelism would ultimately not scale indefinitely and one would have to bite the bullet and implement MPI parallelism within the Integrated Design Code (IDC). We also had a major emphasis on doing everything in a completely standards based, portable methodology with POSIX/Unix as the target environment.     The NDA participated in a panel session 31B on Wednesday afternoon starting at 3:15. The NDA is a non-departmental public body, set up in April 2005 under the Energy Act 2004 to take strategic responsibility for the UK's nuclear legacy. Details of their organization and history are located on their web site at www.nda.gov.uk. Also copies of their Power Point presentations made at WM'06 are available on their web site. Their core objective is to ensure that the 20 civil public sector nuclear sites under our ownership are decommissioned and cleaned up safely, securely, cost effectively and in ways that protect the environment for this and future generations. They lead the development of a unified and coherent decommissioning strategy, working in partnership with regulators and site licensees to achieve best value, optimum impact on local communities, and the highest environmental standards. The NDA's main task is the decommissioning and clean up of civil nuclear sites. If the Government decides it is necessary, however, the Energy Act 2004 allows the NDA to take responsibility for sites currently operated by, or on behalf of, the Ministry of Defence (MoD). Resources will then be transferred from the MoD to meet the costs of clean up. The NDA made a number of presentations to allow conference delegates the opportunity to understand some of the major aspects of their work and to interact with NDA staff. These included the following topics and gave opportunity for audience discussion: - A brief presentation to update on progress by the NDA; - Outline of low level waste management and the prioritisation process; - Discussion of the competition schedule related to low level waste management and the Drigg site.     The effects of genetic knowledge beyond the scientific community depend on processes of social construction of risks and benefits, or perils and possibilities, which are different in different communities. In a globalized world, new developments affect societies not capable of technically replicating them and unaware of the very nature of the scientific process. Moral and legal consequences, however, diffuse rapidly and involve groups and persons with scant or no knowledge about the way scientific concepts are developed or perfected. Leading genomics researchers view their field as developing after a sharp break with that worldwide social movement of the 20s and 30s known as eugenics and its most radical expression in the Nazi efforts to destroy life not worth living. Manipulation, prejudice and mistrust, however, pervade non-expert accounts of current research. Researchers claim that the new knowledge will have a positive impact on medicine and serve as a foundation for informed social policy. Both types of applications depend on informed communities of non-scientists (physicians, policymakers), whose members may well differ on what constitutes burden and what is benefit, depending upon professional socialization and cultural bias. ELSI projects associated with genomic research are notable for the lack of minorities involved and for the absence of comparative analysis of data reception in different world communities. It may be contended also that the critical potential of philosophical or ethical analyses is reduced by their being situated within the scientific process itself and carried out by members of the expert community, thus reducing independence of judgment. The majority of those involved in such studies, by tradition, experience, and formative influences, share the same worldview about the nature of moral dilemmas or the feasibility of intended applications. The decision of the D.C. Circuit Court of Appeals invalidating FERC's Order 750 and the consequent challenges to Order 1000 on the same basis exemplify this difficulty. The states are generally without adequate powers and legal authority as well, save for several large states. The RTOs are an ongoing answer from FERC, but they also are limited by the Federal Power Act. We urge attention to this important issue.     predation. Cormorant predation rates in excess of 30%, however, were observed for some groups of hatchery-reared fall Chinook salmon released downstream of Bonneville Dam. Implementation of the federal plan 'Caspian Tern Management to Reduce Predation of Juvenile Salmonids in the Columbia River Estuary' was initiated in 2008 with construction by the Corps of Engineers of two alternative colony sites for Caspian terns in interior Oregon: a 1-acre island on Crump Lake in the Warner Valley and a 1-acre island on Fern Ridge Reservoir near Eugene. We deployed Caspian tern social attraction (decoys and sound systems) on these two islands and monitored for Caspian tern nesting. Caspian terns quickly colonized the Crump Lake tern island; about 430 pairs nested there, including 5 terns that had been banded at the East Sand Island colony in the Columbia River estuary, over 500 km to the northwest. No Caspian terns nested at the Fern Ridge tern island in 2008, but up to 9 Caspian terns were recorded roosting on the island after the nesting season. There were two breeding colonies of Caspian terns on the mid-Columbia River in 2008: (1) about 388 pairs nested at the historical colony on Crescent Island in the McNary Pool and (2) about 100 pairs nested at a relatively new colony site on Rock Island in the John Day Pool. Nesting success at the Crescent Island tern colony was only 0.28 young fledged per breeding pair, the lowest nesting success recorded at that colony since monitoring began in 2000, while only three fledglings were raised at the Rock Island tern colony. The diet of Crescent Island Caspian terns consisted of 68% salmonid smolts; total smolt consumption was estimated at 330,000. Since 2004, total smolt consumption by Crescent Island terns has declined by 34%, due mostly to a decline in colony size, while steelhead consumption has increased 10% during this same period. In 2008, approximately 64,000 steelhead smolts were consumed by Caspian terns nesting at Crescent Island
