Currently, several cost-per-mile calculators exist that can provide estimates of acquisition and operating costs for consumers and fleets. However, these calculators are limited in their ability to determine the difference in cost per mile for consumer versus fleet ownership, to calculate the costs beyond one ownership period, to show the sensitivity of the cost per mile to the annual vehicle miles traveled (VMT), and to estimate future increases in operating and ownership costs. Oftentimes, these tools apply a constant percentage increase over the time period of vehicle operation, or in some cases, no increase in direct costs at all over time. A more accurate cost-per-mile calculator has been developed that allows the user to analyze these costs for both consumers and fleets. The calculator was developed to allow simultaneous comparisons of conventional light-duty internal combustion engine (ICE) vehicles, mild and full hybrid electric vehicles (HEVs), and fuel cell vehicles (FCVs). This paper is a summary of the development by the authors of a more accurate cost-per-mile calculator that allows the user to analyze vehicle acquisition and operating costs for both consumer and fleets. Cost-per-mile results are reported for consumer-operated vehicles travelling 15,000 miles per year and for fleets travelling 25,000 miles per year.

Estimating commercial truck VMT (vehicle miles of travel) of interstate motor carriers: Data evaluation

This memorandum summarizes the evaluation results of six data sources in terms of their ability to estimate the number of commercial trucks operating in interstate commerce and their vehicle miles of travel (VMT) by carrier type and by state. The six data sources are: (1) Truck Inventory and Use Survey (TIUS) from the Bureau of the Census, (2) nationwide truck activity and commodity survey (NTACS) from the Bureau of the Census, (3) National Truck Trip Information Survey (NTTIS) from the University of Michigan Transportation Research Institute (UMTRI), (4) highway performance monitoring system (HPMS) from the Federal Highway Administration (FHWA), Department of Transportation, (5) state fuel tax reports from each individual state and the international fuel tax agreement (IFTA), and (6) International Registration Plan (IRP) of the American Association of Motor Vehicle Administrators (AAMVA). TIUS, NTACS, and NTTIS are designed to provide data on the physical and operational characteristics of the Nation's truck population (or sub-population); HPMS is implemented to collect information on the physical and usage characteristics of various highway systems; and state fuel tax reports and IRP are tax-oriented registrations. 16 figs., 13 tabs.

An Econometric Analysis of the Elasticity of Vehicle Travel with Respect to Fuel Cost per Mile Using RTEC Survey Data

This paper presents the results of econometric estimation of the ''rebound effect'' for household vehicle travel in the United States based on a comprehensive analysis of survey data collected by the U.S. Energy Information Administration (EIA) at approximately three-year intervals over a 15-year period. The rebound effect is defined as the percent change in vehicle travel for a percent change in fuel economy. It summarizes the tendency to ''take back'' potential energy savings due to fuel economy improvements in the form of increased vehicle travel. Separate vehicles use models were estimated for one-, two-, three-, four-, and five-vehicle households. The results are consistent with the consensus of recently published estimates based on national or state-level data, which show a long-run rebound effect of about +0.2 (a ten percent increase in fuel economy, all else equal, would produce roughly a two percent increase in vehicle travel and an eight percent reduction in fuel use). The hypothesis that vehicle travel responds equally to changes in fuel cost-per-mile whether caused by changes in fuel economy or fuel price per gallon could not be rejected. Recognizing the interdependency in survey data among miles of travel, fuel economy and price paid for fuel for a particular vehicle turns out to be crucial to obtaining meaningful results.

Field Operations Program Neighborhood Electric Vehicles - Fleet Survey

This report summarizes a study of 15 automotive fleets that operate neighborhood electric vehicles(NEVs) in the United States. The information was obtained to help Field Operations Program personnel understand how NEVs are being used, how many miles they are being driven, and if they are being used to replace other types of fleet vehicles or as additions to fleets. (The Field Operations Program is a U.S. Department of Energy Program within the DOE Office of Energy Efficiency and Renewable Energy, Transportation Technologies). The NEVs contribution to petroleum avoidance and cleaner air can be estimated based on the miles driven and by assuming gasoline use and air emissions values for the vehicles being replaced. Gasoline and emissions data for a Honda Civic are used as the Civic has the best fuel use for a gasoline-powered vehicle and very clean emissions. Based on these conservation assumptions, the 348 NEVs are being driven a total of about 1.2 million miles per year. This equates to an average of 3,409 miles per NEV annually or 9 miles per day. It is estimated that 29,195 gallons of petroleum use is avoided annually by the 348 NEVs. This equates to 87 gallons of petroleum use avoided per NEV, per year. Using the 348 NEVs avoids the generation of at least 775 pounds of smog- forming emissions annually.

Battery Electric Vehicles: Range Optimization and Diversification for the U.S. Drivers

Properly selecting the driving range is critical for accurately predicting the market acceptance and the resulting social benefits of BEVs. Analysis of transportation technology transition could be biased against battery electric vehicles (BEV) and mislead policy making, if BEVs are not represented with optimal ranges. This study proposes a coherent method to optimize the BEV driving range by minimizing the range-related cost, which is formulated as a function of range, battery cost, energy prices, charging frequency, access to backup vehicles, and the cost and refueling hassle of operating the backup vehicle. This method is implemented with a sample of 36,664 drivers, representing U.S. new car drivers, based on the 2009 National Household Travel Survey data. Key findings are: 1) Assuming the near term (2015) battery cost at $405/kWh, about 98% of the sampled drivers are predicted to prefer a range below 200 miles, and about 70% below 100 miles. The most popular 20-mile band of range is 57 to77 miles, unsurprisingly encompassing the Leaf s EPA-certified 73-mile range. With range limited to 4 or 7 discrete options, the majority are predicted to choose a range below 100 miles. 2) Found as a statistically robust rule of thumb, the BEV optimal range is approximately 0.6% of one s annual driving distance. 3) Reducing battery costs could motivate demand for larger range, but improving public charging may cause the opposite. 4) Using a single range to represent BEVs in analysis could significantly underestimate their competitiveness e.g. by $3226/vehicle if BEVs are represented with 73-mile range only or by $7404/BEV if with 150-mile range only. Range optimization and diversification into 4 or 7 range options reduce such analytical bias by 78% or 90%, respectively.

Clean Cities 2013 Annual Metrics Report

The Department remains focused on the technologies that are critical to making electric and hybrid vehicles commercially viable and competitive with current production gasoline-fueled vehicles in performance, reliability, and affordability. During Fiscal Year 1994, significant progress was made toward fulfilling the intent of Congress. The Department and the United States Advanced Battery Consortium (a partnership of the three major domestic automobile manufacturers) continued to work together and to focus the efforts of battery developers on the battery technologies that are most likely to be commercialized in the near term. Progress was made in industry cost-shared contracts toward demonstrating the technical feasibility of fuel cells for passenger bus and light duty vehicle applications. Two industry teams which will develop hybrid vehicle propulsion technologies have been selected through competitive procurement and have initiated work, in Fiscal Year 1994. In addition, technical studies and program planning continue, as required by the Energy Policy Act of 1992, to achieve the goals of reducing the transportation sector dependence on imported oil, reducing the level of environmentally harmful emissions, and enhancing industrial productivity and competitiveness.

The objective of the Eagle-Picher nickel-iron battery program is to develop a nickel-iron battery for use in the propulsion of electric and electric-hybrid vehicles. To date, the program has concentrated on the characterization, fabrication and testing of the required electrodes, the fabrication and testing of full-scale cells, and finally, the fabrication and testing of full-scale (270 AH) six (6) volt modules. Electrodes of the final configuration have now exceeded 1880 cycles and are showing minimal capacity decline. Full-scale cells have presently exceeded 600 cycles and are tracking the individual electrode tests almost identically. Six volt module tests have exceeded 500 cycles, with a specific energy of 48 Wh/kg. Results to date indicate the nickel-iron battery is beginning to demonstrate the performance required for electric vehicle propulsion.

This second annual report under Contract No. 31-109-39-4200 covers the period July 1, 1978 through August 31, 1979. The program demonstrates the feasibility of the nickel-zinc battery for electric vehicle propulsion. The program is divided into seven distinct but highly interactive tasks collectively aimed at the development and commercialization of nickel-zinc technology. These basic technical tasks are separator development, electrode development, product design and analysis, cell/module battery testing, process development, pilot manufacturing, and thermal management. A Quality Assurance Program has also been established. Significant progress has been made in the understanding of separator failure mechanisms, and a generic category of materials has been specified for the 300+ deep discharge (100% DOD) applications. Shape change has been reduced significantly. A methodology has been generated with the resulting hierarchy: cycle life cost, volumetric energy density, peak power at 80% DOD, gravimetric energy density, and sustained power. Generation I design full-sized 400-Ah cells have yielded in excess of 70 W/lb at 80% DOD. Extensive testing of cells, modules, and batteries is done in a minicomputer-based testing facility. The best life attained with electric vehicle-size cell components is 315 cycles at 100% DOD (1.0V cutoff voltage), while four-cell (approx. 6V) module performance has been limited to about 145 deep discharge cycles. The scale-up of processes for production of components and cells has progressed to facilitate component production rates of thousands per month. Progress in the area of thermal management has been significant, with the development of a model that accurately represents heat generation and rejection rates during battery operation. For the balance of the program, cycle life of > 500 has to be demonstrated in modules and full-sized batteries. 40 figures, 19 tables. (RWR)

The Entiat 4-mile Wells (Entiat 4-mile) project is located in the Entiat subbasin and will benefit Upper Columbia steelhead, spring Chinook and bull trout. The goal of this project is to prevent juvenile fish from being diverted into an out-of-stream irrigation system and to eliminate impacts due to the annual maintenance of an instream pushup dam. The objectives include eliminating a surface irrigation diversion and replacing it with two wells, which will provide Bonneville Power Administration (BPA) and the Bureau of Reclamation (Reclamation) with a Federal Columbia River Power System (FCRPS) BiOp metric credit of one. Wells were chosen over a new fish screen based on biological benefits and costs. Long-term biological benefits are provided by completely eliminating the surface diversion and the potential for fish entrainment in a fish screen. Construction costs for a new fish screen were estimated at $150,000, which does not include other costs associated with implementing and maintaining a fish screening project. Construction costs for a well were estimated at $20,000 each. The diversion consisted of a pushup dam that diverted water into an off-channel pond. Water was then pumped into a pressurized system for irrigation. There are 3 different irrigators who used water from this surface diversion, and each has multiple water right claims totaling approximately 5 cfs. Current use was estimated at 300 gallons per minute (approximately 0.641 cfs). Some irrigated acreage was taken out of orchard production less than 5 years ago. Therefore, approximately 6.8 acre-feet will be put into the State of Washington Trust Water Right program. No water will be set aside for conservation savings. The construction of the two irrigation wells for three landowners was completed in September 2006. The Lower Well (Tippen/Wick) will produce up to 175 gpm while the Upper Well (Griffith) will produce up to 275 gpm during the irrigation season. The eight inch diameter wells were developed to a depth of 75 feet and 85 feet, respectively, and will be pumped with Submersible Turbine pumps. The irrigation wells have been fitted with new electric boxes and Siemens flowmeters (MAG8000).

Advanced Technology Vehicle Testing

The light-duty vehicle transportation sector in the United States depends heavily on imported petroleum as a transportation fuel. The Department of Energy’s Advanced Vehicle Testing Activity (AVTA) is testing advanced technology vehicles to help reduce this dependency, which would contribute to the economic stability and homeland security of the United States. These advanced technology test vehicles include internal combustion engine vehicles operating on 100% hydrogen (H2) and H2CNG (compressed natural gas) blended fuels, hybrid electric vehicles, neighborhood electric vehicles, urban electric vehicles, and electric ground support vehicles. The AVTA tests and evaluates these vehicles with closed track and dynamometer testing methods (baseline performance testing) and accelerated reliability testing methods (accumulating lifecycle vehicle miles and operational knowledge within 1 to 1.5 years), and in normal fleet environments. The Arizona Public Service Alternative Fuel Pilot Plant and H2-fueled vehicles are demonstrating the feasibility of using H2 as a transportation fuel. Hybrid, neighborhood, and urban electric test vehicles are demonstrating successful applications of electric drive vehicles in various fleet missions. The AVTA is also developing electric ground support equipment (GSE) test procedures, and GSE testing will start during the fall of 2003. All of these activities are intended to support U.S. energy independence. The Idaho National Engineering and Environmental Laboratory manages these activities for the AVTA.

Per Executive Order 13031, “Federal Alternative Fueled Vehicle Leadership,” the U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge. However, the majority of the fleets reported needing gasoline vehicles for missions beyond the capabilities of the electric vehicles, usually because of range limitations. Twelve fleets reported experiencing at least one charge depletion while driving, whereas nine fleets reported not having this problem. Twenty-four of the 25 fleets responded that the electric vehicles were easy to use and 22 fleets indicated that the payload was adequate. Thirteen fleets reported charging problems; eleven fleets reported no charging problems. Nine fleets reported the vehicles broke down while driving; 14 fleets reported no onroad breakdowns. Some of the breakdowns while driving, however, appear to include normal flat tires and idiot lights coming on. In spite of operation and charging problems, 59% of the fleets responded that they were satisfied, very satisfied, or extremely satisfied with the performance of the electric vehicles. As of September 2003, 74 of the electric vehicles were still being used and 107 had been returned to the manufacturers because the leases had concluded.

The purpose of the Heavy Vehicle Propulsion System materials Program is the development of materials: ceramics, intermetallics, metal alloys, and metal and ceramic coatings, to support the dieselization of class 1--3 trucks to realize a 35{percent} fuel-economy improvement over current gasoline-fueled trucks and to support commercialization of fuel-flexible LE-55 low-emissions, high-efficiency diesel engines for class 7--8 trucks. The Office of Transportation Technologies, Office of Heavy Vehicle Technologies (OTT OHVT) has an active program to develop the technology for advanced LE-55 diesel engines with 55{percent} efficiency and low emissions levels of 2.0 g/bhp-h NO{sub x} and 0.05 g/bhp-h particulates. The goal is also for the LE-55 engine to run on natural gas with efficiency approaching that of diesel fuel. The LE-55 program is being completed in FY 1997 and, after approximately 10 years of effort, has largely met the program goals of 55{percent} efficiency and low emissions. However, the commercialization of the LE-55 technology requires more durable materials than those that have been used to demonstrate the goals. Heavy Vehicle Propulsion System Materials will, in concert with the heavy-duty diesel engine companies, develop the durable materials required to commercialize the LE-55 technologies.

The first development effort in improving lead-acid batteries fore electric vehicles was the improvement of electric vehicle batteries using flat pasted positive plates and the second was for a tubular long life positive plate. The investigation of 32 component variables based on a flat pasted positive plate configuration is described. The experiment tested 96 - six volt batteries for characterization at 0, 25, and 40/sup 0/C and for cycle life capability at the 3 hour discharge rate with a one cycle, to 80% DOD, per day regime. Four positive paste formulations were selected. Two commercially available microporous separators were used in conjunction with a layer of 0.076 mm thick glass mat. Two concentrations of battery grade sulfuric acid were included in the test to determine if an increase in concentration would improve the battery capacity sufficient to offset the added weight of the more concentrated solution. Two construction variations, 23 plate elements with outside negative plates and 23 plate elements with outside positive plates, were included. The second development effort was an experiment designed to study the relationship of 32 component variables based on a tubular positive plate configuration. 96-six volt batteries were tested at various discharge rates at 0, 25, and 40/sup 0/C along with cycle life testing at 80% DOD of the 3 hour rate. 75 batteries remain on cycle life testing with 17 batteries having in excess of 365 life cycles. Preliminary conclusions indicate: the tubular positive plate is far more capable of withstanding deep cycles than is the flat pasted plate; as presently designed 40 Whr/kg can not be achieved, since 37.7 Whr/kg was the best tubular data obtained; electrolyte circulation is impaired due to the tight element fit in the container; and a redesign is required to reduce the battery weight which will improve the Whr/kg value. This redesign is complete and new molds have been ordered.

Clean Cities 2012 Annual Metrics Report

The U.S. Department of Energy's (DOE) Clean Cities program advances the nation's economic, environmental, and energy security by supporting local actions to cut petroleum use in transportation. A national network of nearly 100 Clean Cities coalitions brings together stakeholders in the public and private sectors to deploy alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Each year DOE asks Clean Cities coordinators to submit annual reports of their activities and accomplishments for the previous calendar year. Data and information are submitted via an online database that is maintained as part of the Alternative Fuels Data Center (AFDC) at the National Renewable Energy Laboratory (NREL). Coordinators submit a range of data that characterizes the membership, funding, projects, and activities of their coalitions. They also submit data about sales of alternative fuels, deployment of alternative fuel vehicles (AFVs) and hybrid electric vehicles (HEVs), idle-reduction initiatives, fuel economy activities, and programs to reduce vehicle miles traveled (VMT). NREL analyzes the data and translates them into petroleum-use reduction impacts, which are summarized in this report.

Nissan Hypermini Urban Electric Vehicle Testing

The U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity (AVTA), which is part of DOE’s FreedomCAR and Vehicle Technologies Program, in partnership with the California cities of Vacaville and Palm Springs, collected mileage and maintenance and repairs data for a fleet of eleven Nissan Hypermini urban electric vehicles (UEVs). The eleven Hyperminis were deployed for various periods between January 2001 and June 2005. During the combined total of 439 months of use, the eleven Hyperminis were driven a total of 41,220 miles by staff from both cities. This equates to an average use of about 22 miles per week per vehicle. There were some early problems with the vehicles, including a charging problem and a need to upgrade the electrical system. In addition, six vehicles required drive system repairs. However, the repairs were all made under warranty. The Hyperminis were generally well-liked and provided drivers with the ability to travel any of the local roads. Full charging of the Hypermini’s lithiumion battery pack required up to 4 hours, with about 8–10 miles of range available for each hour of battery charging. With its right-side steering wheel, some accommodation of the drivers’ customary driving methods was required to adapt for different blind spots and vehicle manipulation. For that reason, the drivers received orientation and training before using the vehicle. The Hypermini is instrumented in kilometers rather than in miles, which required an adjustment for the drivers to calculate speed and range. As the drivers gained familiarity with the vehicles, there was increased acceptance and a preference for using it over traditional city vehicles. In all cases, the Hyperminis attracted a great amount of attention and interest from the general public.

Hydrogen ICE Vehicle Testing Activities

The Advanced Vehicle Testing Activity teamed with Electric Transportation Applications and Arizona Public Service to develop and monitor the operations of the APS Alternative Fuel (Hydrogen) Pilot Plant. The Pilot Plant provides 100% hydrogen, and hydrogen and compressed natural gas (H/CNG)-blended fuels for the evaluation of hydrogen and H/CNG internal combustion engine (ICE) vehicles in controlled and fleet testing environments. Since June 2002, twenty hydrogen and H/CNG vehicles have accumulated 300,000 test miles and 5,700 fueling events. The AVTA is part of the Department of Energy’s FreedomCAR and Vehicle Technologies Program. These testing activities are managed by the Idaho National Laboratory. This paper discusses the Pilot Plant design and monitoring, and hydrogen ICE vehicle testing methods and results.

Three Mile Island: the financial fallout

The nuclear accident at Three Mile Island raised serious questions about the financial ability of the electric utility company owners to clean up and repair the damaged reactor facilities while continuing to provide reliable electric service to customers. Financial insolvency of the companies is not imminent and power supplies are assured for the immediate future. However, the loss of earnings capability by the Metropolitan Edison Company makes it questionable whether it can fund its share of the clean-up costs and maintain system reliability without large rate increases or some external financial assistance. The accident has shown that the utilities and Federal and State regulatory agencies were not prepared to deal with recovery from such a large financial loss. The Department of Energy should move swiftly to assess the financial needs of the affected utilities and develop plans for meeting them.

Electric vehicle test and evaluation data: preliminary analysis

The data in this paper summarizes the current experience of DOE private sector site operators and is based on information gathered from electric vehicle (EV) private sector site operators by Booz, Allen and Hamilton under contract to the U.S. Department of Energy. Since January 1980, Booz, Allen has collected and computerized on an IBM Personnel computer data from 16 private sector site operators covering nine vehicle types and over 1.3 million miles of vehicle travel. The paper summarizes key indicators of vehicle performance including energy consumption per mile and miles travelled per charge and reports on results of and plans for special analyses. This Oil Bypass Filter Technology Evaluation quarterly report (April–June 2004) details the ongoing fleet evaluation of an oil bypass filter technology by the Idaho National Engineering and Environmental Laboratory (INEEL) for the U.S. Department of Energy’s (DOE) FreedomCAR & Vehicle Technologies Program. Eight INEEL four-cycle diesel engine buses used to transport INEEL employees on various routes and six INEEL Chevrolet Tahoes with gasoline engines are equipped with oil bypass filter systems from the puraDYN Corporation. The bypass filters are reported to have engine oil filtering capability of <1 micron and a built-in additive package to facilitate extended oil-drain intervals. This quarter, the eight diesel engine buses traveled 85,632 miles. As of the end of June 2004, the eight buses have accumulated 498,814 miles since the beginning of the test and 473,192 miles without an oil change. This represents an avoidance of 39 oil changes, which equates to 1,374 quarts (343 gallons) of new oil not consumed and, furthermore, 1,374 quarts of waste oil not generated. One bus had its oil changed due to the degraded quality of the engine oil. Also this quarter, the six Tahoe test vehicles traveled 48,193 miles; to date, the six Tahoes have accumulated 109,708 total test miles. The oil for all six of the Tahoes was changed this quarter due to low Total Base Numbers (TBN). The oil used initially in the Tahoe testing was recycled oil; the recycled oil has been replaced with Castrol virgin oil, and the testing was restarted. However, the six Tahoe’s did travel a total of 98,266 miles on the initial engine oil. This represents an avoidance of 26 oil changes, which equates to 130 quarts (32.5 gallons) of new oil not consumed and, consequently, 130 quarts of waste oil not generated. Based on the number of oil changes avoided by the test buses and Tahoes to date, the potential engine oil savings if an oil bypass filter system were used was estimated for the INEEL, DOE complex and all Federal fleets of on-road vehicles. The estimated potential annual engine oil savings for the three fleets are: INEEL – 3,400 gallons, all DOE fleets – 32,000 gallons, and all Federal fleet – 1.7 million gallons.

Debate over waste imperils 3-Mile cleanup

The cleanup is a task of extraordinary proportions. Every step in the cleanup must be taken in a highly sensitive political and regulatory environment. A demineralizer or ion exchange filtration unit was installed in order that the fission products could be removed from the water spilled in the auxiliary and fuel handling buildings. GPU later vented krypton gas. Twice now engineers have made cautions entries into the containment building as part of the effort to size up the job. Cleanup will be costly, requiring many workers. Some wastes will require special packaging in hundreds of containers with shielded overpacks, plus bulky items of hardware and equipment that cannot be easily packaged. There will be the damaged fuel assemblies from the reactor core. Removing the fuel from the reactor may be difficult. A troublesome waste disposal question has to do with the material to be generated in cleaning up the containment building's sump water. GPU's man in charge of clean-up strategy is to collect the wastes in a form that permits maximum flexibility with respect to their stage, packaging, transport, and ultimate disposal. If plans for disposal of all the wastes from the cleanup are to be completed, an early commitment by Pennsylvania and other northeastern states to establish a burial ground for low level waste generated within the region is needed. Also a speedy commitment by NRC, DOE, and Congress to a plan for disposal of the first-stage zeolites is needed. Should there be a failure to cope with the wastes that Three Mile Island cleanup generates, the whole nuclear enterprise may suffer.

Tool Helps Utilities Assess Readiness for Electric Vehicle Charging (Fact Sheet)

NREL research helps answer a fundamental question regarding electric vehicles: Is the grid ready to handle them? Environmental, economic and security concerns regarding oil consumption make electrifying the transportation sector a high national priority. NREL's Center for Transportation Technologies & Systems (CTTS) has developed a framework for utilities to evaluate the plug-in vehicle (PEV) readiness of distribution transformers. Combining a wealth of vehicle performance statistics with load data from partner utilities including the Hawaiian Electric Company and Xcel Energy, NREL analyzed the thermal loading characteristics of distribution transformers due to vehicle charging. After running millions of simulations replicating varying climates and conditions, NREL is now able to predict aging rates for transformers when PEVs are added to existing building loads. With the NREL tool, users define simulation parameters by inputting vehicle trip and weather data; transformer load profiles and ratings; PEV penetration, charging rates and battery sizes; utility rates; the number of houses on each transformer; and public charging availability. Transformer load profiles, drive cycles, and ambient temperature data are then run through the thermal model to produce a one-year timeseries of the hotspot temperature. Annual temperature durations are calculated to help determine the annual aging rate. Annual aging rate results are grouped by independent variables. The most useful measure is transformer mileage, a measure of how many electrically-driven miles must be supplied by the transformer. Once the spectrum analysis has been conducted for an area or utility, the outputs can be used to help determine if more detailed evaluation is necessary, or if transformer replacement is required. In the majority of scenarios, transformers have enough excess capacity to charge PEVs. Only in extreme cases does vehicle charging have negative long-term impact on transformers. In those cases, upgrades to larger transformers would be recommended. NREL analysis also showed opportunity for newly-installed smart grids to offset distribution demands by time-shifting the charging loads. Most importantly, the model demonstrated synergies between PEVs and distributed renewables, not only providing clean renewable energy for vehicles, but also reducing demand on the entire distribution infrastructure by supplying loads at the point of consumption.

ITS Technologies in Military Wheeled Tactical Vehicles: Status Quo and the Future

The U.S. Army operates and maintains the largest trucking fleet in the United States. Its fleet consists of over 246,000 trucks, and it is responsible for buying and developing trucks for all branches of the armed forces. The Army's tactical wheeled vehicle fleet is the logistical backbone of the Army, and annually, the fleet logs about 823 million miles. The fleet consists of a number of types of vehicles. They include eight different families of trucks from the High Mobility Multi-Purpose Wheeled Vehicles to M900 series line haul tractors and special bodies. The average age of all the trucks within the Army fleet is 15 years, and very few have more than traditional driving instrumentation on-board. Over the past decade, the Department of Transportation's (DOT's) Intelligent Transportation Systems (ITS) Program has conducted research and deployment activities in a number of areas including in-vehicle systems, communication and telematics technologies. Many current model passenger vehicles have demonstrated the assimilation of these technologies to enhance safety and trip quality. Commercial vehicles are also demonstrating many new electronic devices that are assisting in making them safer and more efficient. Moreover, a plethora of new technologies are about to be introduced to drivers that promise greater safety, enhanced efficiency, congestion avoidance, fuel usage reduction, and enhanced trip quality. The U.S. Army has special needs with regard to fleet management, logistics, sustainability, reliability, survivability, and fuel consumption that goes beyond similar requirements within the private industry. In order to effectively apply emerging ITS technologies to the special needs of the U.S. Army, planning for the conduct of the Army's Vehicle Intelligence Program (AVIP) has now commenced. The AVIP will be focused on the conduct of research that: (1) will apply ITS technologies to the special needs of the Army, and (2) will conduct research for special needs wi th regard to vehicle control, driver assistance, integration of vehicle intelligence and robotic technologies, managing effectively the information flow to drivers, enhanced logistics capabilities and sustainability of the Army's fleet during battlefield conditions. This paper will highlight the special needs of the Army, briefly describe two programs, which are embracing ITS technologies to a limited extent, will outline the AVIP, and will provide some insight into future Army vehicle intelligence efforts.

U.S. Department of Energy -- Advanced Vehicle Testing Activity: Plug-in Hybrid Electric Vehicle Testing and Demonstration Activities

The U.S. Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA) tests plug-in hybrid electric vehicles (PHEV) in closed track, dynamometer and onroad testing environments. The onroad testing includes the use of dedicated drivers on repeated urban and highway driving cycles that range from 10 to 200 miles, with recharging between each loop. Fleet demonstrations with onboard data collectors are also ongoing with PHEVs operating in several dozen states and Canadian Provinces, during which trips- and miles-per-charge, charging demand and energy profiles, and miles-per-gallon and miles-per-kilowatt-hour fuel use results are all documented, allowing an understanding of fuel use when vehicles are operated in charge depleting, charge sustaining, and mixed charge modes. The intent of the PHEV testing includes documenting the petroleum reduction potential of the PHEV concept, the infrastructure requirements, and operator recharging influences and profiles. As of May 2008, the AVTA has conducted track and dynamometer testing on six PHEV conversion models and fleet testing on 70 PHEVs representing nine PHEV conversion models. A total of 150 PHEVs will be in fleet testing by the end of 2008, all with onboard data loggers. The onroad testing to date has demonstrated 100+ miles per gallon results in mostly urban applications for approximately the first 40 miles of PHEV operations. The primary goal of the AVTA is to provide advanced technology vehicle performance benchmark data for technology modelers, research and development programs, and technology goal setters. The AVTA testing results also assist fleet managers in making informed vehicle purchase, deployment and operating decisions. The AVTA is part of DOE’s Vehicle Technologies Program. These AVTA testing activities are conducted by the Idaho National Laboratory and Electric Transportation Engineering Corporation, with Argonne National Laboratory providing dynamometer testing support. Retail Infrastructure Costs Comparison for Hydrogen and Electricity for Light-Duty Vehicles: Preprint

Both hydrogen and plug-in electric vehicles offer significant social benefits to enhance energy security and reduce criteria and greenhouse gas emissions from the transportation sector. However, the rollout of electric vehicle supply equipment (EVSE) and hydrogen retail stations (HRS) requires substantial investments with high risks due to many uncertainties. We compare retail infrastructure costs on a common basis - cost per mile, assuming fueling service to 10% of all light-duty vehicles in a typical 1.5 million person city in 2025. Our analysis considers three HRS sizes, four distinct types of EVSE and two distinct EVSE scenarios. EVSE station costs, including equipment and installation, are assumed to be 15% less than today's costs. We find that levelized retail capital costs per mile are essentially indistinguishable given the uncertainty and variability around input assumptions. Total fuel costs per mile for battery electric vehicle (BEV) and plug-in hybrid vehicle (PHEV) are, respectively, 21% lower and 13% lower than that for hydrogen fuel cell electric vehicle (FCEV) under the home-dominant scenario. Including fuel economies and vehicle costs makes FCEVs and BEVs comparable in terms of costs per mile, and PHEVs are about 10% less than FCEVs and BEVs. To account for geographic variability in energy prices and hydrogen delivery costs, we use the Scenario Evaluation, Regionalization and Analysis (SERA) model and confirm the aforementioned estimate of cost per mile, nationally averaged, but see a 15% variability in regional costs of FCEVs and a 5% variability in regional costs for BEVs.

Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

Electric vehicles

Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

The U.S. Department of Energy’s Advanced Vehicle Testing Activity Program consists of vehicle, battery, and infrastructure testing on advanced technology related to transportation. The activity includes tests on hybrid electric vehicles, including testing hybrid electric vehicle batteries when both the vehicles and batteries are new and at the conclusion of 160,000 miles of on-road fleet testing. This report documents battery testing performed for the 2011 Hyundai Sonata Hybrid (VIN KMHEC4A47BA003539). Battery testing was performed by Intertek Testing Services NA. The Idaho National Laboratory and Intertek collaborate on the Advanced Vehicle Testing Activity for the Vehicle Technologies Program of the U.S. Department of Energy.

Performance test results for the Eaton dc developmental power train in an electric test bed vehicle

This report presents the results of the tests performed on a direct current (dc) power train in a test bed vehicle developed by the Eaton Corporation for the US Department of Energy (DOE). The tests were performed by EG and G Idaho, Inc. at the Idaho National Engineering Laboratory (INEL). The purpose of the INEL testing was to provide test results from which an evaluation of the performance capabilities of the Eaton dc power train could be made and compared with other vehicle propulsion systems. The planned tests were primarily oriented toward road testing, chassis dynamometer testing, and associated dynamometer coastdown tests for road loss determination. Range tests of the Eaton dc test bed vehicle using an ALCO 2200 lead acid battery pack, produced ranges of 97 km at 56 km/h (60 miles at 35 mph), 79 km at 72 km/h (49 miles at 45 mph), and 47 km at 88 km/h (29 miles at 55 mph). The corresponding net dc energy consumptions are 135 Wh/km (217 Wh/mile), 145 Wh/km (233 Wh/mile), and 178 Wh/km (287 Wh/mile). The energy consumption for the D-cycle test was 241 Wh/km (387 Wh/mile). 8 refs., 11 figs., 16 tabs.

This annual report is in fulfillment of contract obligations with Bonneville Power Administration which is the funding source for the Oregon Department of Fish and Wildlife`s Umatilla Basin Habitat Improvement Project. Major activities undertaken during this report period included: (1) procurement of one access easement with a private landowner, (2) design, layout, and implementation of 3.36 miles of instream structure maintenance, (3) inspection and routine maintenance of 15.1 miles of fence, (4) revegetation along 3.36 miles of stream, (5) collection and summarization of physical and biological monitoring data, (6) extensive interagency coordination, and (7) environmental education activities with local high school students.

Efficiency Improvement Opportunities for Light-Duty Natural-Gas-Fueled Vehicles

The purpose of this report is to evaluate and make recommendations concerning technologies that promise to improve the efilciency of compressed natural gas (CNG) light-duty vehicles. Technical targets for CNG automotive technology given in the March 1998 OffIce of Advanced Automotive Technologies research and development plan were used as guidance for this effort. The technical target that necessitates this current study is to validate technologies that enable CNG light vehicles to have at least 10% greater - fuel economy (on a miles per gallon equivalent basis) than equivalent gasoline vehicles by 2006. Other tar- gets important to natural gas (NG) automotive technology and this study are to: (1) increase CNG vehicle range to 380 miles, (2) reduce the incremental vehicle cost (CNG vs gasoline) to $1500, and (3) meet the California ultra low-emission vehicle (ULEV) and Federal Tier 2 emission standards expected to be in effect in 2004.

Hybrid Electric and Plug-in Hybrid Electric Vehicle Testing Activities

The Advanced Vehicle Testing Activity (AVTA) conducts hybrid electric vehicle (HEV) and plug-in hybrid electric vehicle (PHEV) testing in order to provide benchmark data for technology modeling and research and development programs, and to be an independent source of test data for fleet managers and other early adaptors of advanced-technology vehicles. To date, the AVTA has completed baseline performance testing on 12 HEV models and accumulated 2.7 million fleet testing miles on 35 HEVs. The HEV baseline performance testing includes dynamometer and closed-track testing to document HEV performance in a controlled environment. During fleet testing, two of each HEV model accumulate 160,000 test miles within 36 months, during which maintenance and repair events and fuel use were recorded. Three models of PHEVs, from vehicle converters Energy CS and Hymotion and the original equipment manufacturer Renault, are currently in testing. The PHEV baseline performance testing includes 5 days of dynamometer testing with a minimum of 26 test drive cycles, including the Urban Dynamometer Driving Schedule, the Highway Fuel Economy Driving Schedule, and the US06 test cycle, in charge-depleting and charge-sustaining modes. The PHEV accelerated testing is conducted with dedicated drivers for 4,240 miles, over a series of 132 driving loops that range from 10 to 200 miles over various combinations of defined 10-mile urban and 10-mile highway loops, with 984 hours of vehicle charging. The AVTA is part of the U.S. Department of Energy’s FreedomCAR and Vehicle Technologies Program. These AVTA testing activities were conducted by the Idaho National Laboratory and Electric Transportation Applications, with dynamometer testing conducted at Argonne National Laboratory. The code operates in batch mode with all the vehicle information stored in data files. The code calculates power train dimensions, fuel economy for three driving schedules, time for 0-96 km/h at maximum acceleration, hill climbing performance, and pollution generation rates. This paper also documents the application of the code to a hybrid vehicle that utilizes a hydrogen internal combustion engine. The simulation model is used for parametric studies of the vehicle. The results show the fuel economy of the vehicle as a function of vehicle mass, aerodynamic drag, engine efficiency, accessory load, and flywheel efficiency. The code also calculates the minimum flywheel energy and power to obtain a desired performance. The hydrogen hybrid vehicle analyzed in the paper has a range of 480 km (300 miles), with a predicted gasoline equivalent fuel efficiency of 33.7 km/liter (79.3 mpg).

Three Mile Island waste management: a DOE Perspective

The Department of Energy (DOE) is conducting waste management research and development activities which are applicable to the cleanup of the Three Mile Island-Unit 2 nuclear reactor. These activities have enabled DOE to provide timely assistance to General Public Utilities (GPU), the utility owner, the Nuclear Regulatory Commission (NRC), and the State of Pennsylvania in their efforts to quickly and safely clean up the damaged reactor. The DOE has been particularly active in evaluating proposed cleanup systems, providing information on waste characteristics, and advising GPU and NRC as to appropriate disposal methods for the waste generated during the cleanup. A description and discussion of some of these activities is presented.

Autonomous vehicles

There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles. The authors provide a survey of the technological progress that has been made in AV`s, the current research issues and approaches that are continuing that progress, and the applications which motivate this work. It should be noted that issues of control are pervasive regardless of the kind of AV being considered, but that there are special considerations in the design and operation of AV`s depending on whether the focus is on vehicles underwater, on the ground, or in the air. The authors have separated the discussion into sections treating each of these categories.

Vegetation survey of Pen Branch and Four Mile Creek wetlands

One hundred-fifty plots were recently sampled (vegetational sampling study) at the Savannah River Site (SRS). An extensive characterization of the vascular flora, in four predetermined strata (overstory, Understory, shrub layer, and ground cover), was undertaken to determine dominance, co-dominance, and the importance value (I.V.) of each species. These results will be used by the Savannah River Laboratory (SRL) to evaluate the environmental status of Four Mile Creek, Pen Branch, and two upland pine stands. Objectives of this study were to: Describe in detail the plant communities previously mapped with reference to the topography and drainage, including species of plants present: Examine the successional trends within each sampling area and describe the extent to which current vegetation communities have resulted from specific earlier vegetation disturbances (e.g., logging and grazing); describe in detail the botanical field techniques used to sample the flora; describe the habitat and location of protected and/or rare species of plants; and collect and prepare plant species as herbarium quality specimens. Sampling was conducted at Four Mile Creek and Pen Branch, and in two upland pine plantations of different age growth.

US Department of Energy Hybrid Vehicle Battery and Fuel Economy Testing

The Advanced Vehicle Testing Activity (AVTA), part of the U.S. Department of Energy’s FreedomCAR and Vehicle Technologies Program, has conducted testing of advanced technology vehicles since August, 1995 in support of the AVTA goal to provide benchmark data for technology modeling, and research and development programs. The AVTA has tested over 200 advanced technology vehicles including full size electric vehicles, urban electric vehicles, neighborhood electric vehicles, and hydrogen internal combustion engine powered vehicles. Currently, the AVTA is conducting significant tests of hybrid electric vehicles (HEV). This testing has included all HEVs produced by major automotive manufacturers and spans over 1.3 million miles. The results of all testing are posted on the AVTA web page maintained by the Idaho National Laboratory. Through the course of this testing, the fuel economy of HEV fleets has been monitored and analyzed to determine the "real world" performance of their hybrid energy systems, particularly the battery. While the initial "real world" fuel economy of these vehicles has typically been less than that evaluated by the manufacturer and varies significantly with environmental conditions, the fuel economy and, therefore, battery performance, has remained stable over vehicle life (160,000 miles).

The U.S. Department of Energy Advanced Vehicle Testing Activity Program consists of vehicle, battery, and infrastructure testing on advanced technology related to transportation. The activity includes tests on hybrid electric vehicles (HEVs), including testing the HEV batteries when both the vehicles and batteries are new and at the conclusion of 160,000 miles of on-road fleet testing. This report documents battery testing performed for the 2011 Hyundai Sonata Hybrid HEV (VIN KMHEC4A43BA004932). Battery testing was performed by the Electric Transportation Engineering Corporation dba ECOtality North America. The Idaho National Laboratory and ECOtality North America collaborate on the AVTA for the Vehicle Technologies Program of the DOE.

A separate abstract was prepared for each of the 19 chapters, divided according to the following Parts: (1) Public Perceptions of Nuclear Energy; (2) Local Responses to Nuclear Plants; (3) Institutional Responsibilities for Nuclear Energy; (4) The Interaction of Social and Technical Systems; and (5) Implications for Public Policy. All of the abstracts will appear in Energy Abstracts for Policy Analysis (EAPA); three will appear in Energy Research Abstracts (ERA). At the request of the President's Commission on the Accident at Three Mile Island (the Kemeny Commission), the Social Science Research Council commissioned social scientists to write a series of papers on the human dimensions of the event. Hidden costs of the accident at Three Mile Island

It has been possible to identify a significant drop in the performance of Pressurised Water Reactors (PWRs) in the western world following the accident at Three Mile Island (TMI). Although there are indications that the magnitude of the load factor reduction was slightly larger in the U.S., there is nevertheless strong evidence to suggest that the response was felt in all countries with operating PWRs. The effect did not, however, extend to other reactor systems; even the generically similar Boiling Water Reactor (BWR) suffered no drop in output. It is estimated that the costs, worldwide, of this fall in performance are of the same order as the TMI clean-up operation.

The U.S. fleet of light-duty vehicles consists of cars and light trucks, including minivans, sport utility vehicles (SUVs) and trucks with gross vehicle weight less than 8,500 pounds. The fuel economy of light-duty vehicles is regulated by the (Corporate Average Fuel Economy) CAFE standards set by the National Highway Traffic Safety Administration. Currently, the CAFE standard is 27.5 miles per gallon (mpg) for cars and 20.7 mpg for light trucks. The most recent increase in the CAFE standard for cars was in 1990, and the most recent increase in the CAFE standard for light trucks was in 1996.

Sensitivity of Battery Electric Vehicle Economics to Drive Patterns, Vehicle Range, and Charge Strategies

Battery electric vehicles (BEVs) offer the potential to reduce both oil imports and greenhouse gas emissions, but high upfront costs discourage many potential purchasers. Making an economic comparison with conventional alternatives is complicated in part by strong sensitivity to drive patterns, vehicle range, and charge strategies that affect vehicle utilization and battery wear. Identifying justifiable battery replacement schedules and sufficiently accounting for the limited range of a BEV add further complexity to the issue. The National Renewable Energy Laboratory developed the Battery Ownership Model to address these and related questions. The Battery Ownership Model is applied here to examine the sensitivity of BEV economics to drive patterns, vehicle range, and charge strategies when a high-fidelity battery degradation model, financially justified battery replacement schedules, and two different means of accounting for a BEV's unachievable vehicle miles traveled (VMT) are employed. We find that the value of unachievable VMT with a BEV has a strong impact on the cost-optimal range, charge strategy, and battery replacement schedule; that the overall cost competitiveness of a BEV is highly sensitive to vehicle-specific drive patterns; and that common cross-sectional drive patterns do not provide consistent representation of the relative cost of a BEV.

Hybrid Electric Vehicle Fleet and Baseline Performance Testing

The U.S. Department of Energy’s Advanced Vehicle Testing Activity (AVTA) conducts baseline performance and fleet testing of hybrid electric vehicles (HEV). To date, the AVTA has completed baseline performance testing on seven HEV models and accumulated 1.4 million fleet testing miles on 26 HEVs. The HEV models tested or in testing include: Toyota Gen I and Gen II Prius, and Highlander; Honda Insight, Civic and Accord; Chevrolet Silverado; Ford Escape; and Lexus RX 400h. The baseline performance testing includes dynamometer and closed track testing to document the HEV’s fuel economy (SAE J1634) and performance in a controlled environment. During fleet testing, two of each HEV model are driven to 160,000 miles per vehicle within 36 months, during which maintenance and repair events, and fuel use is recorded and used to compile life-cycle costs. At the conclusion of the 160,000 miles of fleet testing, the SAE J1634 tests are rerun and each HEV battery pack is tested. These AVTA testing activities are conducted by the Idaho National Laboratory, Electric Transportation Applications, and Exponent Failure Analysis Associates. This paper discusses the testing methods and results.

Vegetation survey of Four Mile Creek wetlands. [Savannah River Plant

A survey of forested wetlands along upper Four Mile Creek was conducted. The region from Road 3 to the creek headwaters was sampled to evaluate the composition of woody and herbaceons plant communities. All sites were found to fall into either the Nyssa sylvatica (Black Gum) -- Persea borbonia (Red Bay) or Nyssa sylvatica -- Acer rubrum (Red Maple) types. These community types are generally species-rich and diverse. Previous studies (Greenwood et al., 1990; Mackey, 1988) demonstrated contaminant stress in areas downslope from the F- and H-Area seepage basins. In the present study there were some indications of contaminant stress. In the wetland near H-Area, shrub basal area, ground cover stratum species richness, and diversity were low. In the area surrounding the F-Area tree kill zone, ground cover stratum cover and shrub basal area were low and ground cover stratum species richness was low. The moderately stressed site at F-Area also showed reduced overstory richness and diversity and reduced ground cover stratum richness. These results could, however, be due to the very high basal area of overstory trees in both stressed F-Area sites that would reduce light availability to understory plants. No threatened or endangered plant species were found in the areas sampled. 40 refs., 4 figs., 8 tabs.

Drop tests of the Three Mile Island knockout canister

A type of Three Mile Island Unit 2 (TMI-2) defueling canister, called a ''knockout'' canister, was subjected to a series of drop tests at the Oak Ridge National Laboratory's Drop Test Facility. These tests were designed to confirm the structural integrity of internal fixed neutron poisons in support of a request for NRC licensing of this type of canister for the shipment of TMI-2 reactor fuel debris to the Idaho National Engineering Laboratory (INEL) for the Core Examination R and D Program. Work conducted at the Oak Ridge National Laboratory included (1) precise physical measurements of the internal poison rod configuration before assembly, (2) canister assembly and welding, (3) nondestructive examination (an initial hydrostatic pressure test and an x-ray profile of the internals before and after each drop test), (4) addition of a simulated fuel load, (5) instrumentation of the canister for each drop test, (6) fabrication of a cask simulation vessel with a developed and tested foam impact limiter, (7) use of refrigeration facilities to cool the canister to well below freezing prior to three of the drops, (8) recording the drop test with still, high-speed, and normal-speed photography, (9) recording the accelerometer measurements during impact, (10) disassembly and post-test examination with precise physical measurements, and (11) preparation of the final report.

Safer Vehicles for People and the Planet

Motor vehicles contribute to climate change and petroleum dependence. Improving their fuel economy by making them lighter need not compromise safety. The cars and trucks plying America's roads and highways generate roughly 20 percent of the nation's total emissions of carbon dioxide, a pollutant that is, of course, of increasing concern because of its influence on climate. Motor vehicles also account for most of our country's dependence on imported petroleum, the price of which has recently skyrocketed to near-record levels. So policymakers would welcome the many benefits that would accrue from lessening the amount of fuel consumed in this way. Yet lawmakers have not significantly tightened new vehicle fuel-economy standards since they were first enacted three decades ago. Since then, manufacturers have, for the most part, used advances in automotive technology, ones that could have diminished fuel consumption, to boost performance and increase vehicle weight. In addition, the growth in popularity of pickups, sport utility vehicles (SUVs) and minivans--and the large amounts of gas they typically guzzle--has resulted in the average vehicle using the same amount of fuel per mile as it did 20 years ago. One of the historical impediments to imposing tougher fuel-economy standards has been the long-standing worry that reducing the mass of a car or truck to help meet these requirements would make it more dangerous to its occupants in a crash. People often justify this concern in terms of 'simple physics', noting, for example, that, all else being equal, in a head-on collision, the lighter vehicle is the more strongly decelerated, an argument that continues to sway regulators, legislators and many in the general public. We have spent the past several years examining the research underlying this position--and some recent work challenging it. We have also conducted our own analyses and come to the conclusion that the claim that lighter vehicles are inherently dangerous to those riding in them is flawed. For starters, all else is never equal; other aspects of vehicle design appear to control what really happens in a crash, as reflected in the safety record of different kinds of vehicles. What's more, the use of high-strength steel, light-weight metals such as aluminum and magnesium, and fiber-reinforced plastics now offers automotive engineers the means to fashion vehicles that are simultaneously safer and less massive than their predecessors, and such designs would, of course, enjoy the better fuel economy that shedding pounds brings.

The Plug-in Hybrid Electric Vehicle (PHEV) Fuel Use Reporting Methods and Results report provides real world test results from PHEV operations and testing in 20 United States and Canada. Examples are given that demonstrate the significant variations operational parameters can have on PHEV petroleum use. In addition to other influences, PHEV mpg results are significantly impacted by driver aggressiveness, cold temperatures, and whether or not the vehicle operator has charged the PHEV battery pack. The U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity (AVTA) has been testing plug-in hybrid electric vehicles (PHEVs) for several years. The AVTA http://avt.inl.gov/), which is part of DOE’s Vehicle Technology Program, also tests other advanced technology vehicles, with 12 million miles of total test vehicle and data collection experience. The Idaho National Laboratory is responsible for conducting the light-duty vehicle testing of PHEVs. Electric Transportation Engineering Corporation also supports the AVTA by conducting PHEV and other types of testing. To date, 12 different PHEV models have been tested, with more than 600,000 miles of PHEV operations data collected.
