    Currently, several cost-per-mile calculators exist that can provide estimates of acquisition and operating costs for consumers and fleets. However, these calculators are limited in their ability to determine the difference in cost per mile for consumer versus fleet ownership, to calculate the costs beyond one ownership period, to show the sensitivity of the cost per mile to the annual vehicle miles traveled (VMT), and to estimate future increases in operating and ownership costs. Oftentimes, these tools apply a constant percentage increase over the time period of vehicle operation, or in some cases, no increase in direct costs at all over time. A more accurate cost-per-mile calculator has been developed that allows the user to analyze these costs for both consumers and fleets. The calculator was developed to allow simultaneous comparisons of conventional light-duty internal combustion engine (ICE) vehicles, mild and full hybrid electric vehicles (HEVs), and fuel cell vehicles (FCVs). This paper is a summary of the development by the authors of a more accurate cost-per-mile calculator that allows the user to analyze vehicle acquisition and operating costs for both consumer and fleets. Cost-per-mile results are reported for consumer-operated vehicles travelling 15,000 miles per year and for fleets travelling 25,000 miles per year.

    To obtain vehicle registration data that consistently and accurately reflect the distinction between automobiles and light-duty trucks, Oak Ridge National Laboratory (ORNL) was asked by FHWA to estimate the current and historical vehicle registration numbers of automobiles and of other two-axle four-tire vehicles (i.e., light-duty trucks), and their associated travel. The term automobile is synonymous with passenger car. Passenger cars are defined as all sedans, coupes, and station wagons manufactured primarily for the purpose of carrying passengers. This includes taxicabs, rental cars, and ambulances and hearses on an automobile chassis. Light-duty trucks refer to all two-axle four-tire vehicles other than passenger cars. They include pickup trucks, panel trucks, delivery and passenger vans, and other vehicles such as campers, motor homes, ambulances on a truck chassis, hearses on a truck chassis, and carryalls. In this study, light-duty trucks include four major types: (1) pickup truck, (2) van, (3) sport utility vehicle, and (4) other 2-axle 4-tire truck. Specifically, this project re-estimates statistics that appeared in Tables MV-1 and MV-9 of the 1995 Highway Statistics. Given the complexity of the approach developed in this effort and the incompleteness and inconsistency of the state-submitted data, it is recommended that alternatives be considered by FHWA to obtain vehicle registration data. One alternative is the Polk`s NVPP data (via the US Department of Transportation`s annual subscription to Polk). The second alternative is to obtain raw registration files from individual states` Departments of Motor Vehicles and to decode individual VINs.

    This fifth annual report on the implementation of the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976 (Public Law 94-413, as amended by Public Law 95-238, referred to as the Act) complies with the reporting requirements established in Section 14 of the Act. In addition to informing the Congress of the progress and plans of the Department of Energy Electric and Hybrid Vehicles Program, this report is intended to serve as a communication link between the Department and all of the public and private interests involved in making the program a success. The Annual Report represents the major summary of the Electric and Hybrid Vehicles Program activities; since July 1981, DOE has ceased publication of the EHV Quarterly Reports with Congressional approval. The fourth quarter activities for FY 1981 are included in this report. During FY 1981, significant progress was made toward implementing the policies established by Congress in the Act. There has been a noticeable increase in interest shown by both the automobile manufacturing and the supply sectors of our economy in electric and hybrid vehicles. This year, the emphasis in the Electric and Hybrid Vehicles Program shifted from vehicle demonstration and preparation for production readiness to research, development, test, and evaluation of advanced technologies to achieve the attributes necessary to make electric and hybrid vehicles a practical transportation alternative. Research and development efforts in batteries and propulsion components, as well as total vehicle systems, continue to reveal significant progress toward providing industry with technology options that will result in vehicles with greater public acceptance.

    Pure and hybrid electric vehicles, considered environmentally benign, are being developed to reduce urban air pollutant emissions. The obvious emissions benefit of pure electric vehicles is that they produce no tailpipe emissions. Hybrid electric vehicles have the potential of improving fuel economy and reducing emissions. However, both electric vehicles and hybrid electric vehicles (HEVs) do have their own environmental impacts. In order to quantify the potential benefits from introducing such vehicles, it is necessary to compare their impacts with those from the conventional vehicles they would replace. These impacts include energy use and emissions from the entire energy cycle, including fuel production, vehicle and battery production and recycling, and vehicle operation. Argonne`s previous work in collaboration with other national laboratories analyzed the total energy cycle of electric vehicles; this paper compares energy use and emissions for the total energy cycles of several HEV designs with those from modern conventional vehicles. The estimates presented indicate that use of HEVs can reduce energy use and emissions of greenhouse gases, volatile organic gases, carbon monoxide, and particulate matter smaller than 10 micrometers. HEVs may, in some cases, increase emissions of nitrogen oxides and sulfur oxides. Although some of the HEV designs illustrated in this paper could run a significant proportion of annual miles in all electric operation, no calculation of the emission reductions that result from using electricity from the utility grid is presented in this paper.

    Each year, the U.S. Department of Energy asks its Clean Cities program coordinators to submit annual reports of their activities and accomplishments for the previous calendar year. Data and information are submitted via an online database that is maintained as part of the Alternative Fuels Data Center (AFDC) at the National Renewable Energy Laboratory (NREL). Coordinators submit a range of data that characterize the membership, funding, projects, and activities of their coalitions. They also submit data about sales of alternative fuels, deployment of alternative fuel vehicles (AFVs) and hybrid electric vehicles (HEVs), idle-reduction (IR) initiatives, fuel economy activities, and programs to reduce vehicle miles traveled (VMT).     As fleets become a larger proportion of the new vehicle population on the road, they have more influence on the characteristics of the total US motor vehicle population. One of the characteristics which fleets are expected to have the most influence on is the overall vehicle fuel economy. In addition, because of the relatively large market share and the high turnover rate of fleet vehicles, fleets have been considered as a useful initial market for alternative fuel vehicles. In order to analyze fleet market potential and likely market penetration of alternative fuel vehicles and to infrastructure requirements for successful operations of these vehicles in the future, information on fleet sizes and composition, fleet vehicle operating characteristics (such as daily/annual miles of travel), fuel efficiency, and refueling practices, is essential. The purpose of this report is to gather and summarize information from the latest data sources available pertaining to fleet vehicles in the US This report presents fleet vehicle data on composition, operating characteristics, and fueling practices. The questions these data are intended to address include: (1) How are fleet vehicles operated? (2) Where are they located? and (3) What are their usual fueling practices? Since a limited number of alternative fuel fleet vehicles are already in use, data on these vehicles are also included in this report. 17 refs.

    The Department remains focused on the technologies that are critical to making electric and hybrid vehicles commercially viable and competitive with current production gasoline-fueled vehicles in performance, reliability, and affordability. During Fiscal Year 1994, significant progress was made toward fulfilling the intent of Congress. The Department and the United States Advanced Battery Consortium (a partnership of the three major domestic automobile manufacturers) continued to work together and to focus the efforts of battery developers on the battery technologies that are most likely to be commercialized in the near term. Progress was made in industry cost-shared contracts toward demonstrating the technical feasibility of fuel cells for passenger bus and light duty vehicle applications. Two industry teams which will develop hybrid vehicle propulsion technologies have been selected through competitive procurement and have initiated work, in Fiscal Year 1994. In addition, technical studies and program planning continue, as required by the Energy Policy Act of 1992, to achieve the goals of reducing the transportation sector dependence on imported oil, reducing the level of environmentally harmful emissions, and enhancing industrial productivity and competitiveness.

    This report presents a summary of technical work accomplished on the Hybrid Vehicle Turbine Engine--Technology Support (HVTE-TS) Project during calendar years 1995 and 1996. Work was performed under an initial National Aeronautics and Space Administration (NASA) contract DEN3-336. As of September 1996 the contract administration was transferred to the US Department of Energy (DoE) Chicago Operations Office, and renumbered as DE-AC02-96EE50553. The purpose of the HVTE-TS program is to develop gas turbine engine technology in support of DoE and automotive industry programs exploring the use of gas turbine generator sets in hybrid-electric automotive propulsion systems.     The objective of the Eagle-Picher nickel-iron battery program is to develop a nickel-iron battery for use in the propulsion of electric and electric-hybrid vehicles. To date, the program has concentrated on the characterization, fabrication and testing of the required electrodes, the fabrication and testing of full-scale cells, and finally, the fabrication and testing of full-scale (270 AH) six (6) volt modules. Electrodes of the final configuration have now exceeded 1880 cycles and are showing minimal capacity decline. Full-scale cells have presently exceeded 600 cycles and are tracking the individual electrode tests almost identically. Six volt module tests have exceeded 500 cycles, with a specific energy of 48 Wh/kg. Results to date indicate the nickel-iron battery is beginning to demonstrate the performance required for electric vehicle propulsion.

    The objective of this report is: (1) Provide guidance to industry in the reduction of aerodynamic drag of heavy truck vehicles; and (2) Establish a database of experimental, computational, and conceptual design information, and demonstrate potential of new drag-reduction devices. The approaches used were: (1) Develop and demonstrate the ability to simulate and analyze aerodynamic flow around heavy truck vehicles using existing and advanced computational fluid dynamics (CFD) tools; (2) Through an extensive experimental effort, generate an experimental data base for code validation; (3) Using experimental data base, validate computations; (4) Provide industry with design guidance and insight into flow phenomena from experiments and computations; and (5) Investigate aero devices (e.g., base flaps, tractor-trailer gap stabilizer, underbody skirts and wedges, blowing and acoustic devices), provide industry with conceptual designs of drag reducing devices, and demonstrate the full-scale fuel economy potential of these devices.

    This second annual report under Contract No. 31-109-39-4200 covers the period July 1, 1978 through August 31, 1979. The program demonstrates the feasibility of the nickel-zinc battery for electric vehicle propulsion. The program is divided into seven distinct but highly interactive tasks collectively aimed at the development and commercialization of nickel-zinc technology. These basic technical tasks are separator development, electrode development, product design and analysis, cell/module battery testing, process development, pilot manufacturing, and thermal management. A Quality Assurance Program has also been established. Significant progress has been made in the understanding of separator failure mechanisms, and a generic category of materials has been specified for the 300+ deep discharge (100% DOD) applications. Shape change has been reduced significantly. A methodology has been generated with the resulting hierarchy: cycle life cost, volumetric energy density, peak power at 80% DOD, gravimetric energy density, and sustained power. Generation I design full-sized 400-Ah cells have yielded in excess of 70 W/lb at 80% DOD. Extensive testing of cells, modules, and batteries is done in a minicomputer-based testing facility. The best life attained with electric vehicle-size cell components is 315 cycles at 100% DOD (1.0V cutoff voltage), while four-cell (approx. 6V) module performance has been limited to about 145 deep discharge cycles. The scale-up of processes for production of components and cells has progressed to facilitate component production rates of thousands per month. Progress in the area of thermal management has been significant, with the development of a model that accurately represents heat generation and rejection rates during battery operation. For the balance of the program, cycle life of > 500 has to be demonstrated in modules and full-sized batteries. 40 figures, 19 tables. (RWR)

    Class 8 tractor-trailers consume 11-12% of the total US petroleum use. At high way speeds, 65% of the energy expenditure for a Class 8 truck is in overcoming aerodynamic drag. The project objective is to improve fuel economy of Class 8 tractor-trailers by providing guidance on methods of reducing drag by at least 25%. A 25% reduction in drag would present a 12% improvement in fuel economy at highway speeds, equivalent to about 130 midsize tanker ships per year. Specific goals include: (1) Provide guidance to industry in the reduction of aerodynamic drag of heavy truck vehicles; and (2) Establish a database of experimental, computational, and conceptual design information, and demonstrate the potential of new drag-reduction devices.

    The Entiat 4-mile Wells (Entiat 4-mile) project is located in the Entiat subbasin and will benefit Upper Columbia steelhead, spring Chinook and bull trout. The goal of this project is to prevent juvenile fish from being diverted into an out-of-stream irrigation system and to eliminate impacts due to the annual maintenance of an instream pushup dam. The objectives include eliminating a surface irrigation diversion and replacing it with two wells, which will provide Bonneville Power Administration (BPA) and the Bureau of Reclamation (Reclamation) with a Federal Columbia River Power System (FCRPS) BiOp metric credit of one. Wells were chosen over a new fish screen based on biological benefits and costs. Long-term biological benefits are provided by completely eliminating the surface diversion and the potential for fish entrainment in a fish screen. Construction costs for a new fish screen were estimated at $150,000, which does not include other costs associated with implementing and maintaining a fish screening project. Construction costs for a well were estimated at $20,000 each. The diversion consisted of a pushup dam that diverted water into an off-channel pond. Water was then pumped into a pressurized system for irrigation. There are 3 different irrigators who used water from this surface diversion, and each has multiple water right claims totaling approximately 5 cfs. Current use was estimated at 300 gallons per minute (approximately 0.641 cfs). Some irrigated acreage was taken out of orchard production less than 5 years ago. Therefore, approximately 6.8 acre-feet will be put into the State of Washington Trust Water Right program. No water will be set aside for conservation savings. The construction of the two irrigation wells for three landowners was completed in September 2006. The Lower Well (Tippen/Wick) will produce up to 175 gpm while the Upper Well (Griffith) will produce up to 275 gpm during the irrigation season. The eight inch diameter wells were developed to a depth of 75 feet and 85 feet, respectively, and will be pumped with Submersible Turbine pumps. The irrigation wells have been fitted with new electric boxes and Siemens flowmeters (MAG8000).

    Per Executive Order 13031, “Federal Alternative Fueled Vehicle Leadership,” the U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge. However, the majority of the fleets reported needing gasoline vehicles for missions beyond the capabilities of the electric vehicles, usually because of range limitations. Twelve fleets reported experiencing at least one charge depletion while driving, whereas nine fleets reported not having this problem. Twenty-four of the 25 fleets responded that the electric vehicles were easy to use and 22 fleets indicated that the payload was adequate. Thirteen fleets reported charging problems; eleven fleets reported no charging problems. Nine fleets reported the vehicles broke down while driving; 14 fleets reported no onroad breakdowns. Some of the breakdowns while driving, however, appear to include normal flat tires and idiot lights coming on. In spite of operation and charging problems, 59% of the fleets responded that they were satisfied, very satisfied, or extremely satisfied with the performance of the electric vehicles. As of September 2003, 74 of the electric vehicles were still being used and 107 had been returned to the manufacturers because the leases had concluded.

    Japanese automakers have introduced hybrid passenger cars in Japan and will soon do so in the US. In this paper, we report how we used early computer simulation model results to compare the commercial viability of a hypothetical near-term (next decade) hybrid mid-size passenger car configuration under varying fuel price and driving patterns. The fuel prices and driving patterns evaluated are designed to span likely values for major OECD nations. Two types of models are used. One allows the ''design'' of a hybrid to a specified set of performance requirements and the prediction of fuel economy under a number of possible driving patterns (called driving cycles). Another provides an estimate of the incremental cost of the hybrid in comparison to a comparably performing conventional vehicle. In this paper, the models are applied to predict the NPV cost of conventional gasoline-fueled vehicles vs. parallel hybrid vehicles. The parallel hybrids are assumed to (1) be produced at high volume, (2) use nickel metal hydride battery packs, and (3) have high-strength steel bodies. The conventional vehicle also is assumed to have a high-strength steel body. The simulated vehicles are held constant in many respects, including 0-60 time, engine type, aerodynamic drag coefficient, tire rolling resistance, and frontal area. The hybrids analyzed use the minimum size battery pack and motor to meet specified 0-60 times. A key characteristic affecting commercial viability is noted and quantified: that hybrids achieve the most pronounced fuel economy increase (best use) in slow, average-speed, stop-and-go driving, but when households consistently drive these vehicles under these conditions, they tend to travel fewer miles than average vehicles. We find that hours driven is a more valuable measure than miles. Estimates are developed concerning hours of use of household vehicles versus driving cycle, and the pattern of minimum NPV incremental cost (or benefit) of selecting the hybrid over the conventional vehicle at various fuel prices is illustrated. These results are based on data from various OECD motions on fuel price, annual miles of travel per vehicle, and driving cycles assumed to be applicable in those nations. Scatter in results plotted as a function of average speed, related to details of driving cycles and the vehicles selected for analysis, is discussed.

    The purpose of the Heavy Vehicle Propulsion System materials Program is the development of materials: ceramics, intermetallics, metal alloys, and metal and ceramic coatings, to support the dieselization of class 1--3 trucks to realize a 35{percent} fuel-economy improvement over current gasoline-fueled trucks and to support commercialization of fuel-flexible LE-55 low-emissions, high-efficiency diesel engines for class 7--8 trucks. The Office of Transportation Technologies, Office of Heavy Vehicle Technologies (OTT OHVT) has an active program to develop the technology for advanced LE-55 diesel engines with 55{percent} efficiency and low emissions levels of 2.0 g/bhp-h NO{sub x} and 0.05 g/bhp-h particulates. The goal is also for the LE-55 engine to run on natural gas with efficiency approaching that of diesel fuel. The LE-55 program is being completed in FY 1997 and, after approximately 10 years of effort, has largely met the program goals of 55{percent} efficiency and low emissions. However, the commercialization of the LE-55 technology requires more durable materials than those that have been used to demonstrate the goals. Heavy Vehicle Propulsion System Materials will, in concert with the heavy-duty diesel engine companies, develop the durable materials required to commercialize the LE-55 technologies.

    Work performed during Oct. 1, 1979 to Sept. 30, 1980 for the development of lead-acid batteries for electric vehicle propulsion is described. During this report period many of the results frpm Globe Battery's design, materials and process development programs became evident in the achievement of the ISOA (Improved State of Art) specific energy, specific power, and energy efficiency goals while testing in progress also indicates that the cycle life goal can be met. These programs led to the establishment of a working pilot assembly line which produced the first twelve volt ISOA modules. Five of these modules were delivered to the National Battery Test Laboratory during the year for capacity, power and life testing, and assembly is in progress of three full battery systems for installation in vehicles. In the battery subsystem area, design of the acid circulation system for a ninety-six volt ISOA battery pack was completed and assembly of the first such system was initiated. Charger development has been slowed by problems encountered with reliability of some circuits but a prototype unit is being prepared which will meet the charging requirements of our ninety-six volt pack. This charger will be available during the 1981 fiscal year.

    The U.S. Department of Energy's (DOE) Clean Cities program advances the nation's economic, environmental, and energy security by supporting local actions to cut petroleum use in transportation. A national network of nearly 100 Clean Cities coalitions brings together stakeholders in the public and private sectors to deploy alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Each year DOE asks Clean Cities coordinators to submit annual reports of their activities and accomplishments for the previous calendar year. Data and information are submitted via an online database that is maintained as part of the Alternative Fuels Data Center (AFDC) at the National Renewable Energy Laboratory (NREL). Coordinators submit a range of data that characterizes the membership, funding, projects, and activities of their coalitions. They also submit data about sales of alternative fuels, deployment of alternative fuel vehicles (AFVs) and hybrid electric vehicles (HEVs), idle-reduction initiatives, fuel economy activities, and programs to reduce vehicle miles traveled (VMT). NREL analyzes the data and translates them into petroleum-use reduction impacts, which are summarized in this report.

    The first development effort in improving lead-acid batteries fore electric vehicles was the improvement of electric vehicle batteries using flat pasted positive plates and the second was for a tubular long life positive plate. The investigation of 32 component variables based on a flat pasted positive plate configuration is described. The experiment tested 96 - six volt batteries for characterization at 0, 25, and 40/sup 0/C and for cycle life capability at the 3 hour discharge rate with a one cycle, to 80% DOD, per day regime. Four positive paste formulations were selected. Two commercially available microporous separators were used in conjunction with a layer of 0.076 mm thick glass mat. Two concentrations of battery grade sulfuric acid were included in the test to determine if an increase in concentration would improve the battery capacity sufficient to offset the added weight of the more concentrated solution. Two construction variations, 23 plate elements with outside negative plates and 23 plate elements with outside positive plates, were included. The second development effort was an experiment designed to study the relationship of 32 component variables based on a tubular positive plate configuration. 96-six volt batteries were tested at various discharge rates at 0, 25, and 40/sup 0/C along with cycle life testing at 80% DOD of the 3 hour rate. 75 batteries remain on cycle life testing with 17 batteries having in excess of 365 life cycles. Preliminary conclusions indicate: the tubular positive plate is far more capable of withstanding deep cycles than is the flat pasted plate; as presently designed 40 Whr/kg can not be achieved, since 37.7 Whr/kg was the best tubular data obtained; electrolyte circulation is impaired due to the tight element fit in the container; and a redesign is required to reduce the battery weight which will improve the Whr/kg value. This redesign is complete and new molds have been ordered.

    The Advanced Vehicle Testing Activity teamed with Electric Transportation Applications and Arizona Public Service to develop and monitor the operations of the APS Alternative Fuel (Hydrogen) Pilot Plant. The Pilot Plant provides 100% hydrogen, and hydrogen and compressed natural gas (H/CNG)-blended fuels for the evaluation of hydrogen and H/CNG internal combustion engine (ICE) vehicles in controlled and fleet testing environments. Since June 2002, twenty hydrogen and H/CNG vehicles have accumulated 300,000 test miles and 5,700 fueling events. The AVTA is part of the Department of Energy’s FreedomCAR and Vehicle Technologies Program. These testing activities are managed by the Idaho National Laboratory. This paper discusses the Pilot Plant design and monitoring, and hydrogen ICE vehicle testing methods and results.

    Plug-in hybrid electric vehicles and electric vehicles have increased vehicle thermal management complexity, using separate coolant loop for advanced power electronics and electric motors.     This Oil Bypass Filter Technology Evaluation quarterly report (April–June 2004) details the ongoing fleet evaluation of an oil bypass filter technology by the Idaho National Engineering and Environmental Laboratory (INEEL) for the U.S. Department of Energy’s (DOE) FreedomCAR & Vehicle Technologies Program. Eight INEEL four-cycle diesel engine buses used to transport INEEL employees on various routes and six INEEL Chevrolet Tahoes with gasoline engines are equipped with oil bypass filter systems from the puraDYN Corporation. The bypass filters are reported to have engine oil filtering capability of <1 micron and a built-in additive package to facilitate extended oil-drain intervals. This quarter, the eight diesel engine buses traveled 85,632 miles. As of the end of June 2004, the eight buses have accumulated 498,814 miles since the beginning of the test and 473,192 miles without an oil change. This represents an avoidance of 39 oil changes, which equates to 1,374 quarts (343 gallons) of new oil not consumed and, furthermore, 1,374 quarts of waste oil not generated. One bus had its oil changed due to the degraded quality of the engine oil. Also this quarter, the six Tahoe test vehicles traveled 48,193 miles; to date, the six Tahoes have accumulated 109,708 total test miles. The oil for all six of the Tahoes was changed this quarter due to low Total Base Numbers (TBN). The oil used initially in the Tahoe testing was recycled oil; the recycled oil has been replaced with Castrol virgin oil, and the testing was restarted. However, the six Tahoe’s did travel a total of 98,266 miles on the initial engine oil. This represents an avoidance of 26 oil changes, which equates to 130 quarts (32.5 gallons) of new oil not consumed and, consequently, 130 quarts of waste oil not generated. Based on the number of oil changes avoided by the test buses and Tahoes to date, the potential engine oil savings if an oil bypass filter system were used was estimated for the INEEL, DOE complex and all Federal fleets of on-road vehicles. The estimated potential annual engine oil savings for the three fleets are: INEEL – 3,400 gallons, all DOE fleets – 32,000 gallons, and all Federal fleet – 1.7 million gallons.

  12. Tool Helps Utilities Assess Readiness for Electric Vehicle Charging (Fact Sheet)

    NREL research helps answer a fundamental question regarding electric vehicles: Is the grid ready to handle them? Environmental, economic and security concerns regarding oil consumption make electrifying the transportation sector a high national priority. NREL's Center for Transportation Technologies & Systems (CTTS) has developed a framework for utilities to evaluate the plug-in vehicle (PEV) readiness of distribution transformers. Combining a wealth of vehicle performance statistics with load data from partner utilities including the Hawaiian Electric Company and Xcel Energy, NREL analyzed the thermal loading characteristics of distribution transformers due to vehicle charging. After running millions of simulations replicating varying climates and conditions, NREL is now able to predict aging rates for transformers when PEVs are added to existing building loads. With the NREL tool, users define simulation parameters by inputting vehicle trip and weather data; transformer load profiles and ratings; PEV penetration, charging rates and battery sizes; utility rates; the number of houses on each transformer; and public charging availability. Transformer load profiles, drive cycles, and ambient temperature data are then run through the thermal model to produce a one-year timeseries of the hotspot temperature. Annual temperature durations are calculated to help determine the annual aging rate. Annual aging rate results are grouped by independent variables. The most useful measure is transformer mileage, a measure of how many electrically-driven miles must be supplied by the transformer. Once the spectrum analysis has been conducted for an area or utility, the outputs can be used to help determine if more detailed evaluation is necessary, or if transformer replacement is required. In the majority of scenarios, transformers have enough excess capacity to charge PEVs. Only in extreme cases does vehicle charging have negative long-term impact on transformers. In those cases, upgrades to larger transformers would be recommended. NREL analysis also showed opportunity for newly-installed smart grids to offset distribution demands by time-shifting the charging loads. Most importantly, the model demonstrated synergies between PEVs and distributed renewables, not only providing clean renewable energy for vehicles, but also reducing demand on the entire distribution infrastructure by supplying loads at the point of consumption.

    The U.S. Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA) tests plug-in hybrid electric vehicles (PHEV) in closed track, dynamometer and onroad testing environments. The onroad testing includes the use of dedicated drivers on repeated urban and highway driving cycles that range from 10 to 200 miles, with recharging between each loop. Fleet demonstrations with onboard data collectors are also ongoing with PHEVs operating in several dozen states and Canadian Provinces, during which trips- and miles-per-charge, charging demand and energy profiles, and miles-per-gallon and miles-per-kilowatt-hour fuel use results are all documented, allowing an understanding of fuel use when vehicles are operated in charge depleting, charge sustaining, and mixed charge modes. The intent of the PHEV testing includes documenting the petroleum reduction potential of the PHEV concept, the infrastructure requirements, and operator recharging influences and profiles. As of May 2008, the AVTA has conducted track and dynamometer testing on six PHEV conversion models and fleet testing on 70 PHEVs representing nine PHEV conversion models. A total of 150 PHEVs will be in fleet testing by the end of 2008, all with onboard data loggers. The onroad testing to date has demonstrated 100+ miles per gallon results in mostly urban applications for approximately the first 40 miles of PHEV operations. The primary goal of the AVTA is to provide advanced technology vehicle performance benchmark data for technology modelers, research and development programs, and technology goal setters. The AVTA testing results also assist fleet managers in making informed vehicle purchase, deployment and operating decisions. The AVTA is part of DOE’s Vehicle Technologies Program. These AVTA testing activities are conducted by the Idaho National Laboratory and Electric Transportation Engineering Corporation, with Argonne National Laboratory providing dynamometer testing support.     Both hydrogen and plug-in electric vehicles offer significant social benefits to enhance energy security and reduce criteria and greenhouse gas emissions from the transportation sector. However, the rollout of electric vehicle supply equipment (EVSE) and hydrogen retail stations (HRS) requires substantial investments with high risks due to many uncertainties. We compare retail infrastructure costs on a common basis - cost per mile, assuming fueling service to 10% of all light-duty vehicles in a typical 1.5 million person city in 2025. Our analysis considers three HRS sizes, four distinct types of EVSE and two distinct EVSE scenarios. EVSE station costs, including equipment and installation, are assumed to be 15% less than today's costs. We find that levelized retail capital costs per mile are essentially indistinguishable given the uncertainty and variability around input assumptions. Total fuel costs per mile for battery electric vehicle (BEV) and plug-in hybrid vehicle (PHEV) are, respectively, 21% lower and 13% lower than that for hydrogen fuel cell electric vehicle (FCEV) under the home-dominant scenario. Including fuel economies and vehicle costs makes FCEVs and BEVs comparable in terms of costs per mile, and PHEVs are about 10% less than FCEVs and BEVs. To account for geographic variability in energy prices and hydrogen delivery costs, we use the Scenario Evaluation, Regionalization and Analysis (SERA) model and confirm the aforementioned estimate of cost per mile, nationally averaged, but see a 15% variability in regional costs of FCEVs and a 5% variability in regional costs for BEVs.

    LPG demand for vehicles amounts to 1.8 MM tons annually, equivalent to about 11% of the total LPG consumption in Japan. The feature which dominates the demand of LPG as a vehicle fuel in Japan is the high penetration of LPG powered vehicles into taxi fleets. This has been made possible following the rationalization in the taxi business in the early 1960s. Today, three quarters of LPG vehicles, numbering some 235,000 while representing only about 1% of the total number of vehicles, account for nearly 93% of all taxicabs.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

  12. Analysis of the Relationship Between Vehicle Weight/Size and Safety, and Implications for Federal Fuel Economy Regulation

    This report analyzes the relationship between vehicle weight, size (wheelbase, track width, and their product, footprint), and safety, for individual vehicle makes and models. Vehicle weight and footprint are correlated with a correlation coefficient (R{sup 2}) of about 0.62. The relationship is stronger for cars (0.69) than for light trucks (0.42); light trucks include minivans, fullsize vans, truck-based SUVs, crossover SUVs, and pickup trucks. The correlation between wheelbase and track width, the components of footprint, is about 0.61 for all light vehicles, 0.62 for cars and 0.48 for light trucks. However, the footprint data used in this analysis does not vary for different versions of the same vehicle model, as curb weight does; the analysis could be improved with more precise data on footprint for different versions of the same vehicle model. Although US fatality risk to drivers (driver fatalities per million registered vehicles) decreases as vehicle footprint increases, there is very little correlation either for all light vehicles (0.01), or cars (0.07) or trucks (0.11). The correlation between footprint and fatality risks cars impose on drivers of other vehicles is also very low (0.01); for trucks the correlation is higher (0.30), with risk to others increasing as truck footprint increases. Fatality risks reported here do not account for differences in annual miles driven, driver age or gender, or crash location by vehicle type or model. It is difficult to account for these factors using data on national fatal crashes because the number of vehicles registered to, for instance, young males in urban areas is not readily available by vehicle type or model. State data on all police-reported crashes can be used to estimate casualty risks that account for miles driven, driver age and gender, and crash location. The number of vehicles involved in a crash can act as a proxy of the number of miles a given vehicle type, or model, is driven per year, and is a preferable unit of exposure to a serious crash than the number of registered vehicles. However, because there are relatively few fatalities in the states providing crash data, we calculate casualty risks, which are the sum of fatalities and serious or incapacitating injuries, per vehicle involved in a crash reported to the police. We can account for driver age/gender and driving location effects by excluding from analysis crashes (and casualties) involving young males and the elderly, and occurring in very rural or very urban counties. Using state data on all police-reported crashes in five states, we find that excluding crashes involving young male and elderly drivers has little effect on casualty risk; however, excluding crashes that occurred in the most rural and most urban counties (based on population density) increases casualty risk for all vehicle types except pickups. This suggests that risks for pickups are overstated unless they account for the population density of the county in which the crashes occur. After removing crashes involving young males and elderly drivers, and those occurring in the most rural and most urban counties, we find that casualty risk in all light-duty vehicles tends to increase with increasing weight or footprint; however, the correlation (R{sup 2}) between casualty risk and vehicle weight is 0.31, while the correlation with footprint is 0.23. These relationships are stronger for cars than for light trucks. The correlation between casualty risk in frontal crashes and light-duty vehicle wheelbase is 0.12, while the correlation between casualty risk in left side crashes and track width is 0.36. We calculated separately the casualty risks vehicles impose on drivers of the other vehicles with which they crash. The correlation between casualty risk imposed by light trucks on drivers of other vehicles and light truck footprint is 0.15, while the correlation with light truck footprint is 0.33; risk imposed on others increases as light truck weight or footprint increases.     The U.S. Department of Energy’s Advanced Vehicle Testing Activity Program consists of vehicle, battery, and infrastructure testing on advanced technology related to transportation. The activity includes tests on hybrid electric vehicles, including testing hybrid electric vehicle batteries when both the vehicles and batteries are new and at the conclusion of 160,000 miles of on-road fleet testing. This report documents battery testing performed for the 2011 Hyundai Sonata Hybrid (VIN KMHEC4A47BA003539). Battery testing was performed by Intertek Testing Services NA. The Idaho National Laboratory and Intertek collaborate on the Advanced Vehicle Testing Activity for the Vehicle Technologies Program of the U.S. Department of Energy.

    The purpose of this report is to evaluate and make recommendations concerning technologies that promise to improve the efilciency of compressed natural gas (CNG) light-duty vehicles. Technical targets for CNG automotive technology given in the March 1998 OffIce of Advanced Automotive Technologies research and development plan were used as guidance for this effort. The technical target that necessitates this current study is to validate technologies that enable CNG light vehicles to have at least 10% greater - fuel economy (on a miles per gallon equivalent basis) than equivalent gasoline vehicles by 2006. Other tar- gets important to natural gas (NG) automotive technology and this study are to: (1) increase CNG vehicle range to 380 miles, (2) reduce the incremental vehicle cost (CNG vs gasoline) to $1500, and (3) meet the California ultra low-emission vehicle (ULEV) and Federal Tier 2 emission standards expected to be in effect in 2004.
