The meeting also provided attendees with a forum for interaction and technology information transfer.

    This report presents the results of a fully documented peer review of DOE/RW-0184, Rev. 1, ``Characteristics of Potential Repository Wastes``. The peer review was chaired and administered by oak Ridge National Laboratory (ORNL) for the Department of Energy (DOE), Office of Civilian Radioactive Waste Management (OCRWM) and was conducted in accordance with OCRWM QA procedure QAAP 3.3 ``Peer Review`` for the purpose of quailing the document for use in OCRWM quality-affecting work. The peer reviewers selected represent a wide range of experience and knowledge particularly suitable for evaluating the subject matter. A total of 596 formal comments were documented by the seven peer review panels, and all were successfully resolved. The peers reached the conclusion that DOE/RW-0184, Rev. 1, is quality determined and suitable for use in quality-affecting work.

    This is the 24th annual radiation exposure report published by US DOE and its predecessor agencies. This report summarizes the radiation exposures received by both employees and visitors at DOE and COE contractor facilities during 1991. Trends in radiations exposures are evaluated. The significance of the doses is addressed by comparing them to the DOE limits and by correlating the doses to health risks based on risk estimates from expert groups.

    Brookhaven National (BNL) Laboratory is a multidisciplinary laboratory that carries out basic and applied research in the physical, biomedical, and environmental sciences, and in selected energy technologies. It is managed by Brookhaven Science Associates, LLC, under contract with the U. S. Department of Energy. BNL's total annual budget has averaged about $450 million. There are about 3,000 employees, and another 4,500 guest scientists and students who come each year to use the Laboratory's facilities and work with the staff. The BNL Laboratory Directed Research and Development (LDRD) Program reports its status to the U.S. Department of Energy (DOE) annually in March, as required by DOE Order 4 13.2, ''Laboratory Directed Research and Development,'' March 5, 1997, and the LDRD Annual Report guidance, updated February 12, 1999. The LDRD Program obtains its funds through the Laboratory overhead pool and operates under the authority of DOE Order 4 13.2. The goals and objectives of BNL's LDRD Program can be inferred from the Program's stated purposes. These are to (1) encourage and support the development of new ideas and technology, (2) promote the early exploration and exploitation of creative and innovative concepts, and (3) develop new ''fundable'' R&D projects and programs. The emphasis is clearly articulated by BNL to be on supporting exploratory research ''which could lead to new programs, projects, and directions'' for the Laboratory. As one of the premier scientific laboratories of the DOE, BNL must continuously foster groundbreaking scientific research. At Brookhaven National Laboratory one such method is through its LDRD Program. This discretionary research and development tool is critical in maintaining the scientific excellence and long-term vitality of the Laboratory. Additionally, it is a means to stimulate the scientific community and foster new science and technology ideas, which becomes a major factor in achieving and maintaining staff excellence and a means to address national needs within the overall mission of the DOE and BNL. The LDRD Annual Report contains summaries of all research activities funded during Fiscal Year 2001. The Project Summaries with their accomplishments described in this report reflect the above. Aside from leading to new fundable or promising programs and producing especially noteworthy research, the LDRD activities have resulted in numerous publications in various professional and scientific journals and presentations at meetings and forums. All FY 2001 projects are listed and tabulated in the Project Funding Table. Also included in this Annual Report in Appendix A is a summary of the proposed projects for FY 2002. The BNL LDRD budget authority by DOE in FY 2001 was $6 million. The actual allocation totaled $5.3 million. The following sections in this report contain the management processes, peer review, and the portfolio's relatedness to BNL's mission, initiatives and strategic plans. Also included is a metric of success indicators.

    This contains abstracts from the 2009 Annual Environmental Remediation Sciences Program (ERSP) Principal Investigators (PI) Meeting. The ERSP seeks to advance fundamental science to understand, predict, and mitigate the impacts of environmental contamination from past nuclear weapons production and provide a scientific basis for the long-term stewardship of nuclear waste disposal. These ambitious goals cannot be achieved by any one project alone. Therefore, ERSP funds a combination of research programs at the DOE national laboratories, individual projects at universities and federal agencies, and large long(er)-term field site research. Integration of these activities to advance the ERSP goals is a constant challenge, but made significantly simpler by bringing together all funded ERSP researchers once a year to discuss the very latest research results. It is at these meetings where new ideas and/or scientific advancements in support of ERSP goals can be discussed and openly debated among all PIs in the program. The ERSP thrives, in part, on the new ideas, concepts, scientific connections, and collaborations generated as a result of these meetings. The annual PI Meeting is very much a working meeting with three major goals: (1) to provide opportunities for scientific interaction among the ERSP scientists, a critical element for the program; (2) to provide the ERSP program staff with an opportunity to evaluate the progress of each program and project; and (3) to showcase the ERSP to interested parties within DOE and within other federal agencies In addition to program managers from within OBER, there will be representatives from other offices within DOE and other federal agencies in attandance at the meeting.

    Geothermal Technologies Office conducted its annual program peer review in April of 2013. The review provided an independent, expert evaluation of the technical progress and merit of GTO-funded projects.     Welcome to the annual 2007 Environmental Remediation Sciences Program (ERSP) Principal Investigators (PIs) meeting. The purpose of this meeting is to bring together all of the lead PIs and key Co-PIs in the program to share and review the results of funded research from the past year. This meeting allows program managers from the Environmental Remediation Sciences Division (ERSD) within the Office of Biological and Environmental Research (OBER) to gauge the progress and significance of the funded research, and it is also an important venue to showcase ERSP research to interested parties within DOE and other invited federal agency representatives. Additionally, these meetings should serve as an opportunity for funded PIs to view their research in the context of the entire ERSP portfolio. Past ERSP meetings have been very important venues for detailed discussion of research results among PIs, development of new research ideas, fostering new collaborations and discussion with ERSD program managers on future research efforts and/or initiatives within the program. In short, these meetings are an important resource for both program managers and PIs. There will be only one ERSP PI meeting for 2007. In years past, ERSD has sponsored two PI meetings, one in the spring and a separate meeting in the fall that focused primarily on field research. However, this format tends to insulate laboratory-based research from the field research sponsored in the program and is incompatible with the ERSD view that laboratory-based research should progress towards understanding the relevant processes in natural environments at the field scale. Therefore the agenda for this year's PI meeting is well integrated with both lab-based and field-based projects, to allow for detailed discussion between PIs involved in each area. In the agenda, you will notice a more relaxed format than in years past. This year's meeting spans four days, but is less heavily regimented in terms of oral presentations and allows ample time for informal group discussions and poster presentations. The intent of this format is to foster informal discussion of research among PIs and ERSD program managers-discussion that is a hallmark of previous ERSD-sponsored meetings. Morning sessions will be dominated by oral presentations from PIs chosen by ERSD program managers to communicate key topics of research within the program. There is ample time during lunch and in the early afternoon for small group discussions/meetings prior to convening again in the later afternoon for oral presentations on field research conducted at the Integrated Field-Scale Subsurface Research Challenge sites (IFCs). Formal poster sessions begin after dinner. Abstracts for all poster presentations are listed within this meeting booklet. On behalf of the ERSD program managers and staff, we thank you for attending this year's PI meeting. We look forward to discussing the results of your research with you and your ideas for the future, and we hope that this meeting will continue as an important tradition for PIs in the program and serve as a valuable resource for your investigations.

    A comparative analysis of the Gas Research Institute (GRI) Baseline Projection of US Energy Supply and Demand with the DOE/EIA 1984 Annual Energy Outlook shows many similar assumptions, but many cases of widening differences between the projections of primary energy consumption and sector-specific energy consumption. The DOE/EIA expects a faster and more significant decline in the electricity to natural gas price ratio, lower sector-specific end-use prices of refined petroleum products, and a faster growth in industrial raw material energy demand. In contrast to the GRI report, it also omits an estimate of industrial cogeneration and does not retire any exisiting generating capacity. The report examines the basic assumptions and results of both projections using five scenarios. 17 tables.

  1. Use of annual profiles of hourly data for analyzing DOE-2 building simulation program results

    This paper presents an approach for improving potential building energy analyses using the DOE-2 computer program. The approach makes use of the ability to generate hour-by-hour data results from DOE-2 simulations, and uses a plotting package to generate 3-dimensional annual profiles of the hour-by-hour data for specific quantities of interest. The annual profiles of hourly data provide a graphical check of voluminous data in a condensed form allowing several different types of data to be plotted over a year. These profiles provide the user the opportunity to: check simulation results, check potential problems with simulations, provide graphs to customers who may want a simpler presentation, visualize interactions in simulations, and understand where weak areas may exist in simulations. Future analysis, using such profiles, may allow methods to be developed to check consistency between simulations, check for potential errors in modeling buildings, and better understand how simulations compared with data from real buildings. 14 refs., 24 figs.

This report consists of four volumes oriented to particular segments of the PNL program, describing research performed for the DOE Office of Health and Environmental Research in the Office of Energy Research. The parts of the 1992 Annual Report are: Biomedical Sciences; Environmental Sciences; Atmospheric Sciences; and Physical Sciences. This Report is Part II: Environmental Sciences. Included in this report are developments in Subsurface Science, Terrestrial Science, Laboratory-Directed Research and Development, Interactions with Educational Institutions, Technology Transfer, Publications, and Presentations. The research is directed toward developing a fundamental understanding of subsurface and terrestrial systems as a basis for both managing these critical resources and addressing environmental problems such as environmental restoration and global change. The Technology Transfer section of this report describes a number of examples in which fundamental research is laying the groundwork for the technology needed to resolve important environmental problems. The Interactions with Educational Institutions section of the report illustrates the results of a long-term, proactive program to make PNL facilities available for university and preuniversity education and to involve educational institutions in research programs. The areas under investigation include the effect of geochemical and physical phenomena on the diversity and function of microorganisms in deep subsurface environments, ways to address subsurface heterogeneity, and ways to determine the key biochemical and physiological pathways (and DNA markers) that control nutrient, water, and energy dynamics in arid ecosystems and the response of these systems to disturbance and climatic change.

  8. Rocketdyne Propulsion and Power DOE Operations annual site environmental report 1997

    This annual report discusses environmental monitoring at two manufacturing and test sites operated in the Los Angeles area by Rocketdyne Propulsion and Power of Boeing North American, Inc. These are identified as Area 4 of the SSFL and the De Soto site. These sites have been used for research and development (R and D), engineering, and testing in a broad range of technical fields primarily in energy research and nuclear reactor technology. The De Soto site had research and development laboratories involved with nuclear research. This work was terminated in 1995 and only D and D activities will have potential for impact on the environment. Since 1956, Area 4 has been used for work with nuclear materials, including fabricating nuclear reactor fuels, testing nuclear reactors, and dissembling used fuel elements. This work ended in 1988 and subsequent efforts have been directed toward decommissioning and decontamination of the former nuclear facilities. The primary purpose of this report is to present information on environmental and effluent monitoring of DOE-sponsored activities to the regulatory agencies responsible for oversight. Information presented here concentrates on Area 4 at SSFL, which is the only area at SSFL where DOE operations were performed.

  9. Rocketdyne Propulsion and Power DOE operations annual site environmental report 1996

    Rocketdyne currently operates several facilities in the San Fernando Valley/Simi Valley area, for manufacturing, testing, and research and development (R and D). These operations include manufacturing liquid-fueled rocket engines, such as the Space Shuttle Main Engine (SSME) and engines used for expendable launch vehicles used to place artificial satellites into orbit. This work includes fabrication and testing of rocket engines, lasers, and heat-transfer systems; and R and D in a wide range of high-technology fields, such as the electrical power system for the Space Station. Previously, this work also included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials, under the Atomics International Division (AI). AI was merged into Rocketdyne in 1984 and many of the AI functions were transferred to existing Rocketdyne departments. This nuclear work was terminated in 1988, and subsequently, all radiological work has been directed toward decontamination and decommissioning (D and D) of the previously used nuclear facilities and associated site areas. The majority of this work is done for the Department of Energy (DOE). This Annual Site Environmental Report for 1996 concentrates on the environmental conditions related to DOE operations at Area IV of SSFL and at De Soto.

Included in this report are developments in Subsurface Science, Terrestrial Science, Laboratory-Directed Research and Development, Interactions with Educational Institutions, Technology Transfer, Publications, and Presentations. The research is directed toward developing a fundamental understanding of subsurface and terrestrial systems as a basis for both managing these critical resources and addressing environmental problems such as environmental restoration and global change. The Technology Transfer section of this report describes a number of examples in which fundamental research is laying the groundwork for the technology needed to resolve important environmental problems. The Interactions with Educational Institutions section of the report illustrates the results of a long-term, proactive program to make PNL facilities available for university and preuniversity education and to involve educational institutions in research programs. The areas under investigation include the effect of geochemical and physical phenomena on the diversity and function of microorganisms in deep subsurface environments, ways to address subsurface heterogeneity, and ways to determine the key biochemical and physiological pathways (and DNA markers) that control nutrient, water, and energy dynamics in arid ecosystems and the response of these systems to disturbance and climatic change.

    Within the US Department of Energy's (DOE's) Office of Health and Environmental Research (OHER), the atmospheric sciences and carbon dioxide research programs are part of the Environmental Sciences Division (ESD). One of the central missions of the division Is to provide the DOE with scientifically defensible information on the local, regional, and global distributions of energy-related pollutants and their effects on climate. This information is vital to the definition and Implementation of a sound national energy strategy. This volume reports on the progress and status of all OHER atmospheric science and climate research projects at the Pacific Northwest Laboratory (PNL). Research at PNL provides basic scientific underpinnings to DOE's program of global climate research. Research projects within the core carbon dioxide and ocean research programs are now integrated with those in the Atmospheric Radiation Measurements (ARM), the Computer Hardware, Advanced Mathematics and Model Physics (CHAMMP), and quantitative links programs to form DOEs contribution to the US Global Change Research Program.     This report summarizes progress in environmental sciences research conducted by Pacific Northwest Laboratory (PNL) for the US Department of Energy's (DOE) Office of Health and Environmental Research in FY 1991. Each project in the PNL research program is a component in an integrated laboratory, intermediate-scale, and field approach designed to examine multiple phenomena at increasing levels of complexity. Examples include definition of the role of fundamental geochemical and physical phenomena on the diversity and function of microorganisms in the deep subsurface, and determination of the controls on nutrient, water, and energy dynamics in arid ecosystems and their response to stress at the landscape scale. The Environmental Science Research Center has enable PNL to extend fundamental knowledge of subsurface science to develop emerging new concepts for use in natural systems and in environmental restoration of DOE sites. New PNL investments have been made in developing advanced concepts for addressing chemical desorption kinetics, enzyme transformations and redesign, the role of heterogeneity in contaminant transport, and modeling of fundamental ecological processes.

    The Department of Energy (DOE) has created nuclear weapons for defense for over forty years. During this time, hazardous and nuclear wastes have accumulated, and contamination of soils and groundwater have occurred throughout the US, as environmental stewardship was not fully appreciated until recent times. Thousands of sites require clean up, and hundreds of facilities require decontamination and decommissioning. The Office of Technology Development (OTD) assists this mission by developing new technology that is safer, more efficient, and less expensive than current processes. The OTD has focused upon five primary areas where robotics technology can help. These five areas are: Tank Waste Retrieval, Contaminant analysis Automation, Decontamination and Dismantlement, Mixed Waste Operations, and the Plutonium Focus Area. This report details work on the robotic opening of waste drums and end-effector design for non-destructive drum opening.

    New concepts for nuclear energy development are considered in both the USA and Europe within the framework of the Generation-IV International Forum (GIF) as well as in various US-DOE programs (e.g. the Fuel Cycle Research and Development - FCRD) and as part of the European Sustainable Nuclear Energy Technology Platform (SNE-TP). Since most new fuel cycle concepts envisage the adoption of a closed nuclear fuel cycle employing fast reactors, the fuel behavior characteristics of the various proposed advanced fuel forms must be effectively investigated using state of the art experimental techniques before implementation. More rapid progress can be achieved if effective synergy with advanced (multi-scale) modeling efforts can be achieved. The fuel systems to be considered include minor actinide (MA) transmutation fuel types such as advanced MOX, advanced metal alloy, inert matrix fuel (IMF), and other ceramic fuels like nitrides, carbides, etc., for fast neutronic spectrum conditions. Most of the advanced fuel compounds have already been the object of past examination programs, which included irradiations in research reactors. The knowledge derived from previous experience constitutes a significant, albeit incomplete body of data. New or upgraded experimental tools are available today that can extend the scientific and technological knowledge towards achieving the objectives associated with the new generation of nuclear reactors and fuels. The objectives of this project will be three-fold: (1) to extend the available knowledge on properties and irradiation behavior of high burnup and minor actinide bearing advanced fuel systems; (2) to establish a synergy with multi-scale and code development efforts in which experimental data and expertise on the irradiation behavior of nuclear fuels is properly conveyed for the upgrade/development of advanced modeling tools; (3) to promote the effective use of international resources to the characterization of irradiated fuel through exchange of expertise and information among leading experimental facilities. The priorities in this project will be set according to the down selection procedure of U.S. and European development programs.

    The Institute for Regulatory Science (RS) and the American Society of Mechanical Engineers (ASME) jointly estab lished a peer-review program. As the program evolved, four types of review were established. A process for stakeholder participation in peer review eetings was also developed. While a committee established by the ASME provided oversight to the peer-review process, the RSI managed the day-to-day operations of peer review panels. In addition to the reports resulting from peer review of specific projects, several documents were prepared to facilitate the review process, all of which were widely distributed.

    The US Department of Energy`s (DOE`s) Office of Health and Environmental Research (OHER) atmospheric sciences and carbon dioxide research programs provide the DOE with scientifically defensible information on the local, regional, and global distributions of energy-related pollutants and their effects on climate. PNL has had a long history of technical leadership in the atmospheric sciences research programs within OHER. Within the Environmental Sciences Division of OHER, the Atmospheric Chemistry Program continues DOE`s long-term commitment to understanding the local, regional, and global effects of energy-related air pollutants. Research through direct measurement, numerical modeling, and analytical studies in the Atmospheric Chemistry Program emphasizes the long-range transport, chemical transformation, and removal of emitted pollutants, photochemically produced oxidant species, nitrogen-reservoir species, and aerosols. The atmospheric studies in Complex Terrain Program applies basic research on atmospheric boundary layer structure and evolution over inhomogeneous terrain to DOE`s site-specific and generic mission needs in site safety, air quality, and climate change. Research at PNL provides basic scientific underpinnings to DOE`s program of global climate research. Research projects within the core carbon dioxide and ocean research programs are now integrated with those in the Atmospheric Radiation Measurements, the Computer Hardware, Advanced Mathematics and Model Physics, and Quantitative Links program to form DOE`s contribution to the US Global Change Research Program. The description of ongoing atmospheric and climate research at PNL is organized in two broad research areas: atmospheric research; and climate research. This report describes the progress in fiscal year 1993 in each of these areas. Individual papers have been processed separately for inclusion in the appropriate data bases.

    The Eighth Annual DOE (Department of Energy) Low-Level Waste Management Forum was held in September 1986, in Denver, Colorado, to provide a forum for exchange of information on low-level radioactive waste (LLW) management activities, requirements, and plans. The one hundred ninety attendees included representatives from the DOE Nuclear Energy and Defense Low-Level Waste Management Programs, DOE Operations Offices and their contractors; representatives from the US Nuclear Regulatory Commission (NRC), US Environmental Protection Agency (EPA), US Geological Survey, and their contractors; representatives of states and regions responsible for development of new commercial low-level waste disposal facilities; representatives of utilities, private contractors, disposal facility operators, and other parties concerned with low-level waste management issues. Plenary sessions were held at the beginning and conclusion of the meeting, while eight concurrent topical sessions were held during the intervening two days. The meeting was organized by topical areas to allow for information exchange and discussion on current and future low-level radioactive waste management challenges. Session chairmen presented summaries of the discussions and conclusions resulting from their respective sessions.     The Laboratory's Directed Research and Development (LDRD) program encourages the advancement of science and the development of major new technical capabilities from which future research and development will grow. Through LDRD funding, Pacific Northwest continually replenishes its inventory of ideas that have the potential to address major national needs. The LDRD program has enabled the Laboratory to bring to bear its scientific and technical capabilities on all of DOE's missions, particularly in the arena of environmental problems. Many of the concepts related to environmental cleanup originally developed with LDRD funds are now receiving programmatic support from DOE, LDRD-funded work in atmospheric sciences is now being applied to DOE's Atmospheric Radiation Measurement Program. We also have used concepts initially explored through LDRD to develop several winning proposals in the Environmental Management Science Program. The success of our LDRD program is founded on good management practices that ensure funding is allocated and projects are conducted in compliance with DOE requirements. We thoroughly evaluate the LDRD proposals based on their scientific and technical merit, as well as their relevance to DOE's programmatic needs. After a proposal is funded, we assess progress annually using external peer reviews.     This report summarizes progress in environmental sciences research conducted by Pacific Northwest Laboratory (PNL) for the US Department of Energy`s (DOE) Office of Health and Environmental Research in FY 1991. Each project in the PNL research program is a component in an integrated laboratory, intermediate-scale, and field approach designed to examine multiple phenomena at increasing levels of complexity. Examples include definition of the role of fundamental geochemical and physical phenomena on the diversity and function of microorganisms in the deep subsurface, and determination of the controls on nutrient, water, and energy dynamics in arid ecosystems and their response to stress at the landscape scale. The Environmental Science Research Center has enable PNL to extend fundamental knowledge of subsurface science to develop emerging new concepts for use in natural systems and in environmental restoration of DOE sites. New PNL investments have been made in developing advanced concepts for addressing chemical desorption kinetics, enzyme transformations and redesign, the role of heterogeneity in contaminant transport, and modeling of fundamental ecological processes.

    This report summarizes progress on OHER biomedical and health-effects research conducted at PNL in FY 1985 to develop information for a comprehensive understanding of the interaction of energy-related radiation and chemicals with man. Our continuing emphasis on decreasing the uncertainty of health-effects risk estimates to man from existing and/or developing energy-related technologies supports the DOE goal of increasing and diversifying national energy resources and decreasing risks to human health. The report is arranged to reflect the PNL research relative to OHER programmatic needs. The first section concerns evaluation of possible health effects among nuclear workers. The next two sections, which contain reports of health-effects research in biological systems, include health effects of radiation and health effects of chemical mixtures. The last section is related to medical applications of nuclear technology.

    These proceedings contain papers prepared for the 22nd Annual DoD/DOE Seismic Research Symposium: Planning for Verification of and Compliance with the Comprehensive Nuclear-Test-Ban Treaty (CTBT), held 13-15 September 2000 in New Orleans, Louisiana. These papers represent the combined research related to ground-based nuclear explosion monitoring funded by the National Nuclear Security Administration (NNSA), Defense Threat Reduction Agency (DTRA), Air Force Technical Applications Center (AFTAC), Department of Defense (DoD), US Army Space and Missile Defense Command, Defense Special Weapons Agency (DSWA), and other invited sponsors. The scientific objectives of the research are to improve the United States capability to detect, locate, and identify nuclear explosions. The purpose of the meeting is to provide the sponsoring agencies, as well as potential users, an opportunity to review research accomplished during the preceding year and to discuss areas of investigation for the coming year. For the researchers, it provides a forum for the exchange of scientific information toward achieving program goals, and an opportunity to discuss results and future plans.     This 1989 Annual Report from Pacific Northwest Laboratory (PNL) to the US Department of Energy (DOE) describes research in environment, safety, and health conducted during fiscal year 1989. The report again consists of five parts, each in a separate volume. This volume contains research in the atmospheric sciences. Currently, the broad goals of atmospheric research at PNL are to describe and predict the nature and fate of atmospheric contaminants and to develop an understanding of the atmospheric processes contributing to their distribution on local, regional, continental, and global scales in the air, in clouds, and on the surface. The redistribution and long-range transport of transformed contaminants passing through clouds is recognized as a necessary extension of our research to even larger scales in the future. Eventually, large-scale experiments on cloud processing and redistribution of contaminants will be integrated into the national program on global change, investigating how energy pollutants affect aerosols and clouds and the transfer of radiant energy through them. As the significance of this effect becomes clear, its global impact on climate will be studied through experimental and modeling research. The description of ongoing atmospheric research at PNL is organized in terms of the following study areas: atmospheric studies in complex terrain, large-scale atmospheric transport and processing of emissions, and climate change. This report describes the progress in FY 1989 in each of these areas.     On behalf of the Subsurface Biogeochemical Research (SBR) program managers in the Climate and Environmental Sciences Division (CESD), Office of Biological and Environmental Research (BER), welcome to the 2011 SBR Principal Investigators meeting. Thank you in advance for your attendance and your presentations at this year's meeting. As the events in Japan continue to unfold, we are all reminded that the research we perform on radionuclide behavior in the environment has implications beyond legacy waste cleanup and in fact has its place in the discussion on the expanded use of nuclear power. As in the past, there are three broad objectives to the Principal Investigators meeting: (1) to provide opportunities to share research results and promote interactions among the SBR scientists and other invited guests; (2) to evaluate the progress of each project within the program; and (3) to showcase the scientific expertise and research progress over the past year to senior managers within the DOE Office of Science, the technology offices within DOE, and other invited attendees from other Federal Agencies. This past year has seen a few significant changes within BER and within the SBR program. In November, our Associate Director for BER, Anna Palmisano, retired from Federal service. Just this month, Dr. Sharlene Weatherwax (Division Director for Biological Systems Sciences) has been named as the new Associate Director for BER. In August, BER welcomed Dr. Gary Geernaert as the new Division Director for CESD. Gary joins the division from Los Alamos National Laboratory with a background in atmospheric science. Within the SBR program, a new Strategic Plan was completed last June (currently posted on the SBR and the Office of Science website). The new strategic plan is intended to foster integration within the Environmental Systems Science portion of the BER budget that includes both SBR and Terrestrial Ecosystem Sciences (TES). Both these programs share a goal of advancing a predictive understanding of environmental processes and utilizing iterative, multidisciplinary approaches to understand complex environmental systems of relevance to DOE. CESD in general is undergoing continued discussions on integration among its programs in an effort to develop a new strategic plan for the division. This effort also includes identifying opportunities for integration with BER's Biological Systems Science Division (BSSD). The program this year includes three poster presentation sessions, six plenary sessions, and three breakout sessions. The plenary session on Tuesday morning will feature introductory presentations by BER program staff and three keynote addresses from Dr. Ken Bencala (USGS), Dr. Michael (Mick) Follows (MIT) and Dr. Sue Brantley (PSU) that will lead into three breakout sessions Tuesday afternoon. The breakout sessions are intended to highlight key developments in SBR research and foster a dialog among session participants on scientific paths forward in each particular area. The SBR program managers are asking for input from the SBR community at these sessions to help guide future efforts and/or identify areas of integration within BER programs. On Wednesday, plenary sessions will continue in the morning, followed by an early afternoon poster session. After an extended break for lunch, plenary sessions will continue in the afternoon, followed by an evening poster session. Thursday's plenary session will focus on selected highlights of research efforts at the IFRC sites and on a new potential TES field effort in the Arctic. This new field site is an obvious point of integration between the SBR and TES programs.

    This report summarizes progress on OHER human health, biological, general life sciences, and medical applications research programs conducted at PNL in FY 1989. The research develops the knowledge and scientific principles necessary to identify, understand, and anticipate the long-term health consequences of energy-related radiation and chemicals. Our continuing emphasis is to decrease the uncertainty of health risk estimates from existing and developing energy-related technologies through an increased understanding of how radiation and chemicals cause biological damage. The sequence of this report of PNL research reflects the OHER programmatic structure. The first section, on human health research, concerns statistical and epidemiological studies for assessing health risks. The next section contains reports of biological research in laboratory animals and in vitro cell systems, including research with radionuclides and chemicals. The general life sciences research section reports research conducted for the OHER human genome research program, and the medical applications section summarizes commercial radioisotope production and distribution activities at DOE facilities. 6 refs., 50 figs., 35 tabs.

    The CONTAIN code was developed by Sandia National Laboratories under the sponsorship of the US Nuclear Regulatory Commission (NRC) to provide integrated analyses of containment phenomena. It is used to predict nuclear reactor containment loads, radiological source terms, and associated physical phenomena for a range of accident conditions encompassing both design-basis and severe accidents. The code`s targeted applications include support for containment-related experimental programs, light water and advanced light water reactor plant analysis, and analytical support for resolution of specific technical issues such as direct containment heating. The NRC decided that a broad technical review of the code should be performed by technical experts to determine its overall technical adequacy. For this purpose, a six-member CONTAIN Peer Review Committee was organized and a peer review as conducted. While the review was in progress, the NRC issued a draft ``Revised Severe Accident Code Strategy`` that incorporated revised design objectives and targeted applications for the CONTAIN code. The committee continued its effort to develop findings relative to the original NRC statement of design objectives and targeted applications.     A multiagent based model for a system of cooperative agents aiming at growth is proposed. This is based on a set of generalized Verhulst-Lotka-Volterra differential equations. In this study, strong cooperation is allowed among agents having similar sizes, and weak cooperation if agent have markedly different "sizes", thus establishing a peer-to-peer modulated interaction scheme. A rigorous analysis of the stable configurations is presented first examining the fixed points of the system, next determining their stability as a function of the model parameters. It is found that the agents are self-organizing into clusters. Furthermore, it is demonstrated that, depending on parameter values, multiple stable configurations can coexist. It occurs that only one of them always emerges with probability close to one, because its associated attractor dominates over the rest.     The 2008 DOE Vehicle Technologies Program Annual Merit Review was held February 25-28, 2008 in Bethesda, Maryland. The review encompassed all of the work done by the Vehicle Technologies Program: a total of 280 individual activities were reviewed, by a total of just over 100 reviewers. A total of 1,908 individual review responses were received for the technical reviews, and an additional 29 individual review responses were received for the plenary session review.
