    This proceedings contains papers presented at the 20th anniversary conference of ASCE's Water Resources Planning and Management Division held in Seattle, Washington, May 1-5, 1993. The conference theme is an acknowledgement of the need for water resources professionals to face major challenges in managing diminishing supplies for ever-increasing demands, in protecting valuable watersheds from urban and agricultural pollution, and in building and maintaining critical infrastructure with limited financial resources. The papers in this proceedings reflect a practical, problem-solving focus with emphasis on novel solutions for current and near future challenges. Included are papers from three symposia held as part of the conference: (1) Urban runoff and the Environment, (2) Water Supply and Conservation, and (3) the National Drought Study. Other topics covered include: computer-aided decision support systems, the Endangered Species Act impact on major water systems, international disasters, geographic information systems, global warming, and hydropower planning. Individual papers are processed separately for inclusion in the appropriate data bases.

    The 2008 Washington International Renewable Energy Conference (WIREC) was held in Washington, D.C., from March 4-6, 2008, and involved nearly 9,000 people from 125 countries. The event brought together worldwide leaders in renewable energy (RE) from governments, international organizations, nongovernmental organizations, and the private sector to discuss the role that renewables can play in alleviating poverty, growing economies, and passing on a healthy planet to future generations. The conference concluded with more than 140 governments, international organizations, and private-sector representatives pledging to advance the uptake of renewable energy. The U.S. government authorized the National Renewable Energy Laboratory (NREL) to estimate the carbon dioxide (CO2) savings that would result from the pledges made at the 2008 conference. This report describes the methodology and assumptions used by NREL in quantifying the potential CO2 reductions derived from those pledges.

    The 50th Annual Maize Genetics Conference was held February 27 - March 2, 2008 at the Marriott Wardman Park Hotel in Washington, D.C. As the golden anniversary of the Conference and coinciding with the release of a draft of the maize genome sequence, this was a special meeting. To publicize this unique occasion, meeting organizers hosted a press conference, which was attended by members of the press representing science and non-science publications, and an evening reception at the Smithsonian National Museum of Natural History, where the draft sequence was announced and awards were presented to Dr. Mary Clutter and Senator Kit Bond to thank them for their outstanding contributions to maize genetics and genomics research. As usual, the Conference provided an invigorating forum for exchange of recent research results in many areas of maize genetics, e.g., cytogenetics, development, molecular genetics, transposable element biology, biochemical genetics, and genomics. Results were shared via both oral and poster presentations. Invited talks were given by four distinguished geneticists: Vicki Chandler, University of Arizona; John Doebley, University of Wisconsin; Susan Wessler, University of Georgia; and Richard Wilson, Washington University. There were 46 short talks and 241 poster presentations. The Conference was attended by over 500 participants. This included a large number of first-time participants in the meeting and an increasingly visible presence by individuals from underrepresented groups. Although we do not have concrete counts, there seem to be more African American, African and Hispanic/Latino attendees coming to the meeting than in years past. In addition, this meeting attracted many participants from outside the U.S. Student participation continues to be hallmark of the spirit of free exchange and cooperation characteristic of the maize genetics community. With the generous support provided by DOE, USDA NSF, and corporate/private donors, organizers were able to defray lodging and meal costs for 133 graduate and undergraduate students and 66 postdocs

    The Phytochemical Society of North America will have its 50th anniversary meeting from December 10 through 15th, 2011, on the big island of Hawaii. The society has a long tradition in the study of plant biochemistry, chemistry, natural products (whether for commodity chemicals, food and fiber sources, renewable energy, pharmaceuticals, nutraceuticals and other bioactive substances). The meeting, being a very special celebration, is anticipated to attract a very broad range of researchers drawn from worldwide locations. This is also reflected in the international composition of our organizing and scientific program committees. We are now finalizing speakers for the PSNA 50 conference which has a variety of scientific themes, including biofuels/bioengineering, transcriptome profiling, metabolism and metabolomics, and new characterization technologies/methodologies. A most important part of our PSNA 50 conference is to provide opportunities for graduate students and postdoctoral fellows to present their research findings and exchange ideas with scientific colleagues. In this regard, the bulk of the funding in support of this conference is anticipated to come from sponsorships (industry, foundations, and so forth) and registrations which are currently underway. It is essential, however, that we strongly encourage the participation of both young graduate students and postdoctoral fellows at our historic meeting. In order to do this, we are requesting financial support from BES to help partially defray travel and registration costs to support 10 graduate students and 10 postdoctoral fellows in BES relevant areas of research. PSNA has a long history of supporting young scientists, including yearly graduate student and PDF competitions for best paper/poster awards. Support from BES would thus build on our previous successes, and enable a much broader and larger group of students/postdoctorals than at previous meetings.

    Dr. Harold Agnew, retired director of Los Alamos National Laboratory and one of 49 people present on December 2, 1942 when the world?s first man-made controlled nuclear chain reaction was achieved with the CP-1 reactor, and Dr. Len Koch, one of Argonne?s earliest staff members and a designer of EBR-I, the first liquid metal-cooled fast reactor, spoke about their early work during ?The Dawn of the Nuclear Age?, a Director?s Special Symposium held as one of the events to commemorate the 70th anniversary year of CP-1 achieving criticality. The symposium was moderated by Dr. Charles Till, a retired Argonne associate laboratory director who led Argonne?s nuclear engineering programs throughout the 1980?s and ?90?s. Dr. Agnew painted a vivid picture of the challenges and rewards of working in Enrico Fermi?s group under strict security conditions and the complete faith all in the group had in Fermi?s analyses. He stated that no one ever doubted that CP-1 would achieve criticality, and when the moment came, those present acknowledged the accomplishment with little more than a subdued toast of chianti from a bottle provided by reactor physicist Eugene Wigner. This experimental work on nuclear reactors was continued in the Chicago area and led first by Fermi and then Walter Zinn, another member of Fermi?s CP-1 group, resulting in the formal establishment of Argonne National Laboratory on July 1, 1946. Dr. Koch described how much he enjoyed working at Argonne through the 1950?s and ?60?s and contributing to many of the research ?firsts? that Argonne achieved in the nuclear energy field and led to the foundation of the commercial nuclear power generation industry. His reminiscences about all that was achieved with EBR-I and how that work then led into Argonne?s design, building, and operation of EBR-II as a full demonstration of a fast reactor power plant brought Argonne?s nuclear energy legacy to life for everyone in the auditorium. These engaging presentations prompted a number of questions from the audience, which showed its appreciation for both speakers by ending the symposium with a standing ovation.

    Dr. Harold Agnew, retired director of Los Alamos National Laboratory and one of 49 people present on December 2, 1942 when the world’s first man-made controlled nuclear chain reaction was achieved with the CP-1 reactor, and Dr. Len Koch, one of Argonne’s earliest staff members and a designer of EBR-I, the first liquid metal-cooled fast reactor, spoke about their early work during “The Dawn of the Nuclear Age”, a Director’s Special Symposium held as one of the events to commemorate the 70th anniversary year of CP-1 achieving criticality. The symposium was moderated by Dr. Charles Till, a retired Argonne associate laboratory director who led Argonne’s nuclear engineering programs throughout the 1980’s and ‘90’s. Dr. Agnew painted a vivid picture of the challenges and rewards of working in Enrico Fermi’s group under strict security conditions and the complete faith all in the group had in Fermi’s analyses. He stated that no one ever doubted that CP-1 would achieve criticality, and when the moment came, those present acknowledged the accomplishment with little more than a subdued toast of chianti from a bottle provided by reactor physicist Eugene Wigner. This experimental work on nuclear reactors was continued in the Chicago area and led first by Fermi and then Walter Zinn, another member of Fermi’s CP-1 group, resulting in the formal establishment of Argonne National Laboratory on July 1, 1946. Dr. Koch described how much he enjoyed working at Argonne through the 1950’s and ‘60’s and contributing to many of the research “firsts” that Argonne achieved in the nuclear energy field and led to the foundation of the commercial nuclear power generation industry. His reminiscences about all that was achieved with EBR-I and how that work then led into Argonne’s design, building, and operation of EBR-II as a full demonstration of a fast reactor power plant brought Argonne’s nuclear energy legacy to life for everyone in the auditorium. These engaging presentations prompted a number of questions from the audience, which showed its appreciation for both speakers by ending the symposium with a standing ovation.

    The 15th Anniversary Edition of the IPNS Progress Report is being published in recognition of the Intense Pulsed Neutron Source`s first 15 years of successful operation as a user facility. To emphasize the importance of this milestone, the authors have made the design and organization of the report significantly different from previous IPNS Progress Reports. This report consists of two volumes. For Volume 1, authors were asked to prepare articles that highlighted recent scientific accomplishments at IPNS, from 1991 to present; to focus on and illustrate the scientific advances achieved through the unique capabilities of neutron studies performed by IPNS users; to report on specific activities or results from an instrument; or to focus on a body of work encompassing different neutron-scattering techniques.     I am pleased to speak at the Fortieth Gordon Conference on Nuclear Chemistry. I served as Chairman of the first Gordon Conference on Nuclear Chemistry held June 23--27, 1952, at New Hampton, New Hampshire. In my remarks, during which I shall quote from my journal, I shall describe some of the background leading up to the first Gordon Conference on Nuclear Chemistry and my attendance at the first seven Gordon Conferences during the period 1952 through 1958. I shall also quote my description of my appearance as the featured speaker at the Silver Anniversary of the Gordon Research Conferences on December 27, 1956 held at the Commodore Hotel in New York City. I shall begin with reference to my participation in the predecessor to the Gordon Conferences, the Gibson Island Research Conferences 45 years ago, on Thursday, June 20, 1946, as a speaker. This was 15 years after the start of these conferences in 1931. Neil Gordon played a leading role in these conferences, which were named (in 1948) in his honor -- the Gordon Research Conferences -- soon after they were moved to Colby Junior College, New London, New Hampshire in 1947. W. George Parks became Director in 1947, Alexander Cruickshank became Assistant Director in 1947 and Director in 1968.

    Twenty years ago, W. Lawrence (Larry) Gates approached the U.S. Department of Energy (DOE) Office of Energy Research (now the Office of Science) with a plan to coordinate the comparison and documentation of climate model differences. This effort would help improve our understanding of climate change through a systematic approach to model intercomparison. Early attempts at comparing results showed a surprisingly large range in control climate from such parameters as cloud cover, precipitation, and even atmospheric temperature. The DOE agreed to fund the effort at the Lawrence Livermore National Laboratory (LLNL), in part because of the existing computing environment and because of a preexisting atmospheric science group that contained a wide variety of expertise. The project was named the Program for Climate Model Diagnosis and Intercomparison (PCMDI), and it has changed the international landscape of climate modeling over the past 20 years. In spring 2009 the DOE hosted a 1-day symposium to celebrate the twentieth anniversary of PCMDI and to honor its founder, Larry Gates. Through their personal experiences, the morning presenters painted an image of climate science in the 1970s and 1980s, that generated early support from the international community for model intercomparison, thereby bringing PCMDI into existence. Four talks covered Gates���¢��������s early contributions to climate research at the University of California, Los Angeles (UCLA), the RAND Corporation, and Oregon State University through the founding of PCMDI to coordinate the Atmospheric Model Intercomparison Project (AMIP). The speakers were, in order of presentation, Warren Washington [National Center for Atmospheric Research (NCAR)], Kelly Redmond (Western Regional Climate Center), George Boer (Canadian Centre for Climate Modelling and Analysis), and Lennart Bengtsson [University of Reading, former director of the European Centre for Medium-Range Weather Forecasts (ECMWF)]. The afternoon session emphasized the scientific ideas that are the basis of PCMDI���¢��������s success, summarizing their evolution and impact. Four speakers followed the various PCMDI-supported climate model intercomparison projects, beginning with early work on cloud representations in models, presented by Robert D. Cess (Distinguished Professor Emeritus, Stony Brook University), and then the latest Cloud Feedback Model Intercomparison Projects (CFMIPs) led by Sandrine Bony (Laboratoire de M�������©t�������©orologie Dynamique). Benjamin Santer (LLNL) presented a review of the climate change detection and attribution (D & A) work pioneered at PCMDI, and Gerald A. Meehl (NCAR) ended the day with a look toward the future of climate change research.

    Fossil plant cycling continues to be a key issue for many electric utilities. EPRI's previous cycling workshops, held in 1983, 1985, and 1987, allowed utilities to benefit from collective industry experience in the conversion of baseload fossil units to cyclic operation. Continued improvements in equipment, retrofits, diagnostics, and controls were highlighted at the 1990 conference. The objective is to provide a forum for utility discussions of the cycling operation of fossil fuel power plants. Potomac Electric Power Company (PEPCO) hosted the 1990 EPRI Fossil Fuel Cycling Conference in Washington, DC, on December 4--6, 1990. More than 130 representatives from utilities, vendors, government agencies, universities, and industry associations attended the conference. Following the general session, technical sessions covered such topics as plant modifications, utility retrofit experience, cycling economics, life assessment, controls, environmental controls, and energy storage. Attendees also toured PEPCO's Potomac River generating station, the site of an earlier EPRI cycling conversion study.

    On January 19-21, 2011, The National Council for Science and the Environment (NCSE) successfully convened its 11th National Conference on Science, Policy and the Environment: Our Changing Oceans in Washington, DC at the Ronald Reagan Building and International Trade Center. Over 1,247 participants attended the conference, representing federal, state and local governments, university and colleges across the US, civil society organizations, the business community, and international entities. In addition, the conference was webcast to an audience across several states. The conference provided a forum to examine the profound changes our ocean will undergo over the next 25-50 years and share various perspectives on the new research, tools, and policy initiatives to protect and sustain our ocean. Conference highlights and recommendations are available to the public on NCSE's conference website, www.OurChangingOceans.org.

    The EPRI-DOE Conference on Environmentally-Enhanced Hydropower Turbines was a component of a larger project. The goal of the overall project was to conduct the final developmental engineering required to advance the commercialization of the Alden turbine. As part of this effort, the conference provided a venue to disseminate information on the status of the Alden turbine technology as well as the status of other advanced turbines and research on environmentally-friendly hydropower turbines. The conference was also a product of a federal Memorandum of Understanding among DOE, USBR, and USACE to share technical information on hydropower. The conference was held in Washington, DC on May 19 and 20, 2011 and welcomed over 100 attendees. The Conference Organizing Committee included the federal agencies with a vested interest in hydropower in the U.S. The Committee collaboratively assembled this conference, including topics from each facet of the environmentally-friendly conventional hydropower research community. The conference was successful in illustrating the readiness of environmentally-enhanced hydropower technologies. Furthermore, the topics presented illustrated the need for additional deployment and field testing of these technologies in an effort to promote the growth of environmentally sustainable hydropower in the U.S. and around the world

    The 58th International Conference on Electron, Ion and Photon Beam Technology and Nanofabrication (EIPBN), 2014, was held at the Omni Shoreham Hotel in Washington, DC, May 27 to 30, 2014. The EIPBN Conference is recognized as the foremost international meeting dedicated to lithographic science and technology and its application to micro and nanofabrication techniques. The conference brought together 386 engineers and scientists from industries and universities from all over the world to discuss recent progress and future trends. Among the emerging technologies that are within the scope of EIPBN is Nanofabrication for Energy Sources along with nanofabrication for the realization of low power integrated circuits. Every year, EIPBN provides financial support for students to attend the conference. Travel support for 43 students came from a mixture of government agencies and corporate donors. The Department of Energy Office of Basic Energy Sciences provided $5,000 to support student travel from US universities to participate at EIPBN 2014 through grant DE-SC0011789.

    With the support of the Department of Energy, the National Science Teachers Association and the National Oceanic and Atmospheric Administration, Imaginary Lines Inc. (dba Sally Ride Science) delivered a highly successful 2-day conference to 165 K-12 educators on climate change. The event took place on July 23rd and 24th, 2008 at the NOAA facility in Silver Spring, MD. The conference celebrated the 25th anniversary of Dr. Sally Ride’s first flight into space in 1983 and examined how our understanding of Earth has changed in those 25 years. One the first day of the conference, participants heard a keynote talk delivered by Dr. Sally Ride, followed by presentations by well-known climate change scientists: Dr. Richard Somerville, Dr. Inez Fung and Dr. Susan Solomon. These sessions were concurrently webcast and made available to educators who were unable to attend the conference. On the second day of the conference, participants attended breakout sessions where they performed climate change activities (e.g. “Neato Albedo!”, “Greenhouse in a Bottle”, “Shell-Shocked”) that they could take back to their classrooms. Additional break-out sessions on using remote sensing images to illustrate climate change effects on Earth’s surface and how to address the climate change debate, were also offered. During lunch, participants attended an Educator Street Fair and had the opportunity to interact with representatives from NOAA, NASA, the EPA, NEEF and the JASON project. A follow-up evaluation survey was administered to all conference attendees immediately following the conference to evaluate its effectiveness. The results of this survey were overwhelmingly positive. The conference materials: presentation Power Points, workshop handouts and activities were available for teachers to download after the conference from the Sally Ride Science website. In summary, the approximately $55K support for the Department of Energy was used to help plan, deliver and evaluate the “Earth Then, Earth Now: Our Changing Climate”, conference which took place on July 23rd and 24th, 2008 at the NOAA facility in Silver Spring, MD.

    Existing geothermal gradient and heat flow data for the state of Washington are summarized. In addition, information on mean-annual ground surface temperatures is included. The data consist of accurate, detailed temperature-depth measurements in selected available holes throughout the state of Washington made between 1979 and 1982. Measurements of thermal conductivity on selected rock samples from these drill holes and ancillary information required to assess the significance of the data and calculate heat flow values were obtained as well. Information is presented on the mean-annual ground-surface temperatures throughout the state of Washington. 32 refs., 15 figs., 4 tabs.

    The 2011 Gordon Research Conference on Superconductivity will commemorate the 100th anniversary of the discovery of superconductivity by providing a forum for discussion of the latest experimental and theoretical advances in this field. The conference will bring together experts to address the current challenges in understanding correlated superconductors - from cuprates and pnictides to heavy fermion superconductors. The fundamental mechanisms of superconducting pairing, the underlying explanations for thermodynamic phase diagrams including potential importance of competing phases, the correspondence between these phenomena, and the transport and spectroscopic properties of these materials will be among the themes of the conference. We will also discuss the feasibility of using lessons learned from the study of known superconductors as a guide to the future discovery of novel and higher temperature superconductors. Speakers will be strongly encouraged to present new, unpublished work, which will ensure that discussions evoke and explore new research directions. The participation of young scientists at the graduate student or post-doctoral level will be encouraged by the offering of selected presentations, focused discussions with invited speakers, and poster sessions. In addition, the organizers have earmarked funds to facilitate attendance of members of groups underrepresented in science and engineering.

    Mutations are genetic alterations that drive biological evolution and cause many, if not all, human diseases. Mutation originates via two distinct mechanisms: ''vertical'' variation is de novo change of one or few bases, whereas ''horizontal'' variation occurs by genetic recombination, which creates new mosaics of pre-existing sequences. The Mutagenesis Conference has traditionally focused on the generation of mutagenic intermediates during normal DNA synthesis or in response to environmental insults, as well as the diverse repair mechanisms that prevent the fixation of such intermediates as permanent mutations. While the 2004 Conference will continue to focus on the molecular mechanisms of mutagenesis, there will be increased emphasis on the biological consequences of mutations, both in terms of evolutionary processes and in terms of human disease. The meeting will open with two historical accounts of mutation research that recapitulate the intellectual framework of this field and thereby place the current research paradigms into perspective. The two introductory keynote lectures will be followed by sessions on: (1) mutagenic systems, (2) hypermutable sequences, (3) mechanisms of mutation, (4) mutation avoidance systems, (5) mutation in human hereditary and infectious diseases, (6) mutation rates in evolution and genotype-phenotype relationships, (7) ecology, mutagenesis and the modeling of evolution and (8) genetic diversity of the human population and models for human mutagenesis. The Conference will end with a synthesis of the meeting as the keynote closing lecture.

    This publication has been prepared to record some of the history of the Cross Section Evaluation Working Group (CSEWG). CSEWG is responsible for creating the evaluated nuclear data file (ENDF/B) which is widely used by scientists and engineers who are involved in the development and maintenance of applied nuclear technologies. This organization has become the model for the development of nuclear data libraries throughout the world. The data format (ENDF) has been adopted as the international standard. On November 5, 2001, a symposium was held at Brookhaven National Laboratory to celebrate the 50 th meeting of the CSEWG organization and the 35 th anniversary of its first meeting in November 1966. The papers presented in this volume were prepared by present and former CSEWG members for presentation at the November 2001 symposium. All but two of the presentations are included. I have included an appendix to list all of the CSEWG members and their affiliations, which has been compiled from the minutes of each of the CSEWG meetings. Minutes exist for all meetings except the 4 th meeting held in January 1968. The list includes 348 individuals from 71 organizations. The dates for each of the 50 CSEWG meetings are listed. The committee structure and chairmen of all committees and subcommittees are also included in the appendix. This volume is dedicated to three individuals whose foresight and talents made CSEWG possible and successful. They are Henry Honeck who lead the effort to develop the ENDF format and the CSEWG system, Ira Zartman, the Atomic Energy Commission program manager who provided the programmatic direction and support, and Sol Pearlstein who led the development of the CESWG organization and the ENDF/B evaluated nuclear data library.

    Plant cover established without purposeful soil preparation or seeding was measured on ground disturbed by plowing in Washington and by aboveground nuclear explosions in Nevada. After a time lapse of three decades in Washington and two decades in Nevada, fewer species were self-established on the disturbed ground than the nearby undisturbed ground. Alien annual plants were the dominants on the disturbed ground. Cheatgrass (Bromus tectorum) dominated abandoned fields in Washington, and filaree (Erodium cicutarium) dominated disturbed ground in Nevada. Perennial grasses and shrubs appeared to be more successful as invaders in Nevada than in Washington. This distinction is attributed to the superior competitive ability of cheatgrass in Washington.

    Ten years after hosting the First International Mammalian Genome Conference in Paris in 1986, Dr. Jean-Louis Guenet presided over the Tenth Conference at the Pasteur Institute, October 7--10, 1996. The 1986 conference was a satellite to the Human Gene Mapping Workshop and had approximately 50 attendees. The 1996 meeting was attended by 300 scientists from around the world. In the interim, the number of mapped loci in the mouse increased from 1,000 to over 20,000. This report contains a listing of the program and its participants, and two articles that review the meeting and the role of the laboratory mouse in the Human Genome project. More than 200 papers were presented at the conference covering the following topics: International mouse chromosome committee meetings; Mutant generation and identification; Physical and genetic maps; New technology and resources; Chromatin structure and gene regulation; Rate and hamster genetic maps; Informatics and databases; and Quantitative trait analysis.

    This report documents the results of the routine environmental audit of the Hanford Site (Hanford), Richland, Washington. During this audit, the activities conducted by the audit team included reviews of internal documents an reports from previous audits and assessments; interviews with US Department of Energy (DOE), State of Washington regulatory, and contractor personnel; and inspections and observations of selected facilities and operations. The onsite portion of the audit was conducted May 2--13, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety and Health (EH). The audit evaluated the status of programs to ensure compliance with Federal, State, and local environmental laws and regulations; compliance with DOE orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The audit also evaluated the status and adequacy of the management systems developed to address environmental requirements.

    The Washington Department of Commerce, via a U.S. Department of Energy grant, supported research into siting and permitting processes for wind projects by Skagit County, Washington. The goal was to help a local government understand key issues, consider how other areas have addressed wind siting, and establish a basis for enacting permitting and zoning ordinances that provided a more predictable permitting path and process for landowners, citizens, government and developers of small and community wind projects. The County?s contractor developed a report that looked at various approaches to wind siting, interviewed stakeholders, and examined technology options. The contractor outlined key issues and recommended the adoption of a siting process. The Skagit County Commission considered the report and directed the Skagit County Planning & Development Services Department to add development of wind guidelines to its work plan for potential changes to development codes.

    This second edition is an update of biomass energy production and use in Washington State for 1989. The purpose of this directory is to provide a listing of known biomass users within the state and some basic information about their facilities. The data can be helpful to persons or organizations considering the use of biomass fuels. The directory is divided into three sections of biomass facilities with each section containing a map of locations and a data summary table. In addition, a conversion table, a glossary and an index are provided in the back of the directory. The first section deals with biogas production from wastewater treatment plants. The second section provides information on the wood combustion facilities in the state. This section is subdivided into two categories. The first is for facilities connected with the forest products industries. The second category include other facilities using wood for energy. The third section is composed of three different types of biomass facilities -- ethanol, municipal solid waste, and solid fuel processing. Biomass facilities included in this directory produce over 64 trillion Btu (British thermal units) per year. Wood combustion facilities account for 91 percent of the total. Biogas and ethanol facilities each produce close to 800 billion Btu per year, MSW facilities produce 1845 billion BTU, and solid fuel processing facilities produce 2321 billion Btu per year. To put these numbers in perspective, Washington`s industrial section uses 200 trillion Btu of fuels per year. Therefore, biomass fuels used and/or produced by facilities listed in this directory account for nearly 32 percent of the state`s total industrial fuel demand. This is a sizable contribution to the state`s energy needs.

    Sinclair and Dyes Inlets near Bremerton, Washington, are on the State of Washington 1998 303(d) list of impaired waters because of fecal coliform contamination in marine water, metals in sediment and fish tissue, and organics in sediment and fish tissue. Because significant cleanup and source control activities have been conducted in the inlets since the data supporting the 1998 303(d) listings were collected, two verification studies were performed to address the 303(d) segments that were listed for metal and organic contaminants in marine sediment. The Metals Verification Study (MVS) was conducted in 2003; the final report, Metals Verification Study for Sinclair and Dyes Inlets, Washington, was published in March 2004 (Kohn et al. 2004). This report describes the Organics Verification Study that was conducted in 2005. The study approach was similar to the MVS in that many surface sediment samples were screened for the major classes of organic contaminants, and then the screening results and other available data were used to select a subset of samples for quantitative chemical analysis. Because the MVS was designed to obtain representative data on concentrations of contaminants in surface sediment throughout Sinclair Inlet, Dyes Inlet, Port Orchard Passage, and Rich Passage, aliquots of the 160 MVS sediment samples were used in the analysis for the Organics Verification Study. However, unlike metals screening methods, organics screening methods are not specific to individual organic compounds, and are not available for some target organics. Therefore, only the quantitative analytical results were used in the organics verification evaluation. The results of the Organics Verification Study showed that sediment quality outside of Sinclair Inlet is unlikely to be impaired because of organic contaminants. Similar to the results for metals, in Sinclair Inlet, the distribution of residual organic contaminants is generally limited to nearshore areas already within the actively managed Puget Sound Naval Shipyard and Intermediate Maintenance Facility Superfund Site, where further source-control actions and monitoring are under way.

    This EIS evaluates the environmental impacts of DOE’s Bonneville Power Administration’s proposal to fund the construction, operation, and maintenance of a coho salmon restoration program sponsored by the Confederated Tribes and Bands of the Yakama Nation to help mitigate impacts to fish affected by the Federal Columbia River Power System dams on the Columbia River. The Proposed Action would involve building a new, small, in-basin adult holding/spawning, incubation and rearing facility on the Wenatchee River at one of two potential sites; and constructing and improving several sites in both the Wenatchee and Methow river basins in north central Washington State.

    A workshop sponsored by the Los Alamos National Laboratory in cooperation with the Woodrow Wilson International Center for Scholars was held at the Wilson Center in Washington, DC, on October 28, 2010. The workshop addressed evolving nuclear forces and their impacts on nonproliferation in the context of the new strategic environment, the Obama Administration's Nuclear Posture Review and the 2010 NPT Review Conference. The discussions reflected the importance of the NPR for defining the role of US nuclear forces in dealing with 21st century threats and providing guidance for National Nuclear Security Administration (NNSA) and Department of Defense (DoD) programs and, for many but not all participants, highlighted its role in the successful outcome of the NPT RevCon. There was widespread support for the NPR and its role in developing the foundations for a sustainable nuclear-weapon program that addresses nuclear weapons, infrastructure and expertise in the broader nonproliferation, disarmament and international security contexts. However, some participants raised concerns about its implementation and its long-term effectiveness and sustainability.

    This report presents the findings of an energy study done at Darigold dairy products plant in Issaquah, Washington. The study includes all electrical energy using systems at the plant, but does not address specific modifications to process equipment or the gas boilers. The Issaquah Darigold plant receives milk and cream, which are stored in large, insulated silos. These raw products are then processed into butter, cottage cheese, buttermilk, yogurt, sour cream, and powdered milk. This plant produces the majority of the butter used in the state of Washington. The Issaquah plant purchases electricity from Puget Sound Power and Light Company. The plant is on Schedule 31, primary metering. The plant provides transformers to step down the voltage to 480, 240, and 120 volts as needed. Based on utility bills for the period from July 1983 through July 1984, the Issaquah Darigold plant consumed 7,134,300 kWh at a total cost of $218,703.78 and 1,600,633 therms at a total cost of $889,687.48. Energy use for this period is shown in Figures 1.1 to 1.5. Demand charges account for approximately 23% of the total electrical bill for this period, while reactive charges account for less than 0.5%. The electrical usage for the plant was divided into process energy uses, as summarized in Figure 1.2. This breakdown is based on a 311-day processing schedule, with Sunday clean-up and holidays composing the 54 days of downtime.

    This map of the Richland 1:100,000-scale quadrangle, Washington, shows the geology of one of fifteen complete or partial 1:100,000-scale quadrangles that cover the southeast quadrant of Washington. Geologic maps of these quadrangles have been compiled by geologists with the Washington Division of Geology and Earth Resources (DGER) and Washington State University and are the principal data sources for a 1:250,000-scale geologic map of the southeast quadrant of Washington, which is in preparation. Eleven of these quadrangles are being released as DGER open-file reports. The map of the Wenatchee quadrangle has been published by the US Geological Survey, and the Moses Lake, Ritzville quadrangles have already been released.

    The Eighth National Passive Solar Conference was held near Santa Fe, New Mexico at the Glorieta Conference Center on September 5 to 11, 1983. Nearly 900 people from all across the nation and the world attended the conference. Close to 200 technical papers were presented, 50 solar product exhibits were available; 34 poster sessions were presented; 16 solar workshops were conducted; 10 renowned solar individuals participated in rendezvous sessions; 7 major addresses were delivered; 5 solar home tours were conducted; 2 emerging architecture sessions were held which included 21 separate presentations; and commercial product presentations were given for the first time ever at a national passive solar conference. Peter van Dresser of Santa Fe received the prestigious Passive Solar Pioneer Award, posthumously, from the American Solar Energy Society and Benjamin T. Buck Rogers of Embudo received the prestigious Peter van Dresser Award from the New Mexico Solar Energy Association. This report reviews conference organization, attendance, finances, conference evaluation form results, and includes press coverage samples, selected conference photos courtesy of Marshall Tyler, and a summary with recommendations for future conferences. The Appendices included conference press releases and a report by the New Mexico Solar Industry Development Corporation on exhibits management.

    A comprehensive energy data base for the state of Washington is presented to provide energy suppliers, consumers, and policy makers with the most current energy data and information possible so that energy planning and policy decisions may be made on an informed basis. The first section provides an overview of demographic and economic factors, energy use, energy resources, and prices. The second section provides greater detail on the uses, supplies, and prices of the principal energy resources used in the state. The third section focuses on electricity and describes uses, supplies, and prices for this intermediate energy form.     Large changes in the distribution of sediment near the entrance to Grays Harbor, Washington, have occurred since the long rock jetties were built to confine flow. Spits to the north and south of the entrance have grown, the entrance channel has deepened, and the outer bar has eroded and moved offshore. The shorelines of North Beach and South Beach have experienced significant amounts of both erosion and accretion since the jetties were constructed around the turn of the century. Recently, the erosion rate at South Beach has increased and, because Half Moon Bay is growing at the expense of the shoreward side of Point Chehalis, the vegetated portion of the spit is now less than 350 ft wide at the narrowest section. The US Army Corps of Engineers, Seattle District, requested that Battelle/Marine Sciences Laboratory evaluate long-term trends in erosion near the entrance to Grays Harbor.

    Since 1978, the Division of Geology and Earth Resources of the Washington Department of Natural Resources has participated in the U.S. Department of Energy's (USDOE) State-Coupled Geothermal Resource Program. Federal and state funds have been used to investigate and evaluate the potential for geothermal resources, on both a reconnaissance and area-specific level. Preliminary results and progress reports for the period up through mid-1980 have already been released as a Division Open File Report (Korosec, Schuster, and others, 1981). Preliminary results and progress summaries of work carried out from mid-1980 through the end of 1982 are presented in this report. Only one other summary report dealing with geothermal resource investigations in the state has been published. An Information Circular released by the Division (Schuster and others, 1978) compiled the geology, geochemistry, and heat flow drilling results from a project in the Indian Heaven area in the south Cascades. The previous progress report for the geothermal program (Korosec, Schuster, and others, 1981) included information on temperature gradients measured throughout the state, heat flow drilling in the southern Cascades, gravity surveys for the southern Cascades, thermal and mineral spring investigations, geologic mapping for the White Pass-Tumac Mountain area, and area specific studies for the Camas area of Clark County and Mount St. Helens. This work, along with some additional studies, led to the compilation of the Geothermal Resources of Washington map (Korosec, Kaler, and others, 1981). The map is principally a nontechnical presentation based on all available geothermal information, presented as data points, tables, and text on a map with a scale of 1:500,000.

    This second edition is an update of biomass energy production and use in Washington State for 1989. The purpose of this directory is to provide a listing of known biomass users within the state and some basic information about their facilities. The data can be helpful to persons or organizations considering the use of biomass fuels. The directory is divided into three sections of biomass facilities with each section containing a map of locations and a data summary table. In addition, a conversion table, a glossary and an index are provided in the back of the directory. The first section deals with biogas production from wastewater treatment plants. The second section provides information on the wood combustion facilities in the state. This section is subdivided into two categories. The first is for facilities connected with the forest products industries. The second category include other facilities using wood for energy. The third section is composed of three different types of biomass facilities -- ethanol, municipal solid waste, and solid fuel processing. Biomass facilities included in this directory produce over 64 trillion Btu (British thermal units) per year. Wood combustion facilities account for 91 percent of the total. Biogas and ethanol facilities each produce close to 800 billion Btu per year, MSW facilities produce 1845 billion BTU, and solid fuel processing facilities produce 2321 billion Btu per year. To put these numbers in perspective, Washington's industrial section uses 200 trillion Btu of fuels per year. Therefore, biomass fuels used and/or produced by facilities listed in this directory account for nearly 32 percent of the state's total industrial fuel demand. This is a sizable contribution to the state's energy needs.

    The XXIst International Conference on Magnetic Resonance in Biological Systems (ICMRBS 2005), '60th anniversary of the discovery of Nuclear Magnetic Resonance,' was held between 16 and 21 January 2005 in Hyderabad, India. The meeting focused on a broad range of magnetic resonance methods as applied to studies of biological processes related to human health. The biennial ICMRBS has become the major venue for discussion of advances in nuclear and electron magnetic resonance (NMR & EMR/EPR) studies of the structure, dynamics, and chemical properties of important classes of biomolecules. Magnetic resonance has become an established tool in structural biology, and its special importance derives from its ability to provide atomic level information. It is becoming increasingly evident that the dynamic features of biomolecules, their intermolecular interactions, and accessible conformations in solution are data of key importance in understanding molecular recognition and function. NMR, which is already contributing to approximately 25% of the new structures being deposited with the Protein Data Bank, is destined to be a major player in the post genomic structure age with its emphasis on structure and function. In-vivo magnetic resonance spectroscopy (MRS) and magnetic resonance imaging (MRI) results shed light on human metabolic processes and on the cellular ramifications of cancer, stroke, cardiovascular disease, and other pathologies. New methodologies in metabonomics may lead to development of new drugs and medical diagnosis. The ICMRBS is the one conference that brings together experts from high-resolution NMR, solid state NMR, EPR, in-vivo MRS and MRI, and developers of instrumentation, techniques, software, and databases. Symposia at this ICMRBS are designed to continue the fruitful cross-fertilization of ideas that has been so successful in driving the spectacular advances in this field. ICMRBS 2005 maintained the traditional format of poster sessions, and plenary lectures that highlight major advances in each of the major areas, and three parallel symposia that focused on particular biological systems, interfacial applications of magnetic resonance, and rapidly advancing technology. Funds provided partial travel support for 33 younger scientists from the U.S. (graduate students, postdoctoral research associates, and beginning faculty), selected from those who submitted accepted posters; 12 of these were invited to contribute oral presentations. Those receiving travel support were selected by a committee composed of the U.S. members of the International Advisory Committee for the meeting. Particular emphasis was placed on facilitating participation of minority and women scientists.
