    The U.S. Department of Energy (DOE) Oak Ridge Office (ORO) of Environmental Management (EM) requested the technical assistance of Oak Ridge Institute for Science and Education (ORISE) to characterize a tract of land associated with the David Witherspoon, Incorporated (DWI) Volunteer Equipment and Supply Company (VESC). This tract of land (hereinafter referred to as Screen Arts) is located in the Vestal Community in the 2000-block of Maryville Pike in south Knoxville, Tennessee, as shown in Figure A-1. This tract of land has been used primarily to store salvaged equipment and materials for resale, recycle, or for disposal in the former landfill once operated by DWI. The DWI Site industrial landfill and metal recycling business had been permitted by the Tennessee Division of Radiological Health to accept low-level radiologically contaminated metals. DWI received materials and equipment associated with operations from DOE sites, including those in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio. It is likely that items stored at Screen Arts may have contained some residual radiological materials.

    This building characterization plan was developed as an addendum to the existing site characterization work plan documents, which are in Appendix B of the David Witherspoon, Inc., (DWI) preliminary remedial investigation (RI)/feasibility study (FS). All building characterization activities will be conducted in accordance with the rules of the Hazardous Substance Remedial Action Program under the direction of the Tennessee Department of Environment and Conservation, Division of Superfund (TN Rules 1200-1-3) and its implementing regulations. Additional rules of the state of Tennessee, Comprehensive Environmental Response, Compensation, and Liability Act of 1980, and the U.S. Environmental Protection Agency guidance were consulted during development of this plan.     This remedial investigation (RI)/feasibility study (FS) supports the selection of remedial actions for the David Witherspoon, Inc. 901 Maryville Pike Site in Knoxville, Tennessee. Operations at the site, used as a recycling center, have resulted in past, present, and potential future releases of hazardous substances in to the environment. This Site is a Tennessee Superfund site. A phased approach was planned to (1) gather existing data from previous investigations managed by the Tenn. Dept. of Environment and Conservation; (2) perform a preliminary RI, including risk assessments, and an FS with existing data to identify areas where remedial action may be necessary; (3) gather additional field data to adequately define the nature and extent of risk-based contaminants that present identifiable threats to human and/or ecological receptors; and (4) develop remedial action alternatives to reduce risks to acceptable levels.

    Purpose/Objective(s): The aim of this study is to build the estimator of toxicity using artificial neural network (ANN) for head and neck cancer patients Materials/Methods: An ANN can combine variables into a predictive model during training and considered all possible correlations of variables. We constructed an ANN based on the data from 73 patients with advanced H and N cancer treated with external beam radiotherapy and/or chemotherapy at our institution. For the toxicity estimator we defined input data including age, sex, site, stage, pathology, status of chemo, technique of external beam radiation therapy (EBRT), length of treatment, dose of EBRT, status of post operation, length of follow-up, the status of local recurrences and distant metastasis. These data were digitized based on the significance and fed to the ANN as input nodes. We used 20 hidden nodes (for the 13 input nodes) to take care of the correlations of input nodes. For training ANN, we divided data into three subsets such as training set, validation set and test set. Finally, we built the estimator for the toxicity from ANN output. Results: We used 13 input variables including the status of local recurrences and distant metastasis and 20 hidden nodes for correlations. 59 patients for training set, 7 patients for validation set and 7 patients for test set and fed the inputs to Matlab neural network fitting tool. We trained the data within 15% of errors of outcome. In the end we have the toxicity estimation with 74% of accuracy. Conclusion: We proved in principle that ANN can be a very useful tool for predicting the RT outcomes for high risk H and N patients. Currently we are improving the results using cross validation.

Forty years have elapsed since the first Southern Methodist University (SMU) temperature logging truck rolled onto the high desert in Southern Idaho, yet even after so much time has elapsed, most recent and ongoing geothermal R&D can trace its roots to the foundational temperature studies led by Dr. Blackwell. We believe that the best way to honor any scientist is to see their work carried forward by others. As this paper demonstrates, it has been an easy task to find a host of Idaho researchers and students eager to contribute to this tribute paper.     The 48-acre David Witherspoon, Inc. (DWI) 1630 Site operated as an unregulated industrial landfill and scrap yard. The Tennessee Division of Superfund (TDSF) closed the landfill in 1974. During the period of operation, the site received solid and liquid wastes from salvage and industrial operations. The site consists of five separate tracts of land including a small portion located across the Norfolk Southern Railroad track. The landfill occupies approximately 5 acres of the site, and roughly 20 acres of the 48 acres contains surface and buried debris associated with the DWI dismantling business operation. Beginning in 1968, the state of Tennessee licensed DWI to receive scrap metal at the DWI 1630 Site, contaminated with natural uranium and enriched uranium (235U) not exceeding 0.1 percent by weight (TDSF 1990). The U.S. Department of Energy (DOE) has agreed to undertake remedial actions at the DWI 1630 Site as specified under a Consent Order with the Tennessee Department of Environment and Conservation (TDEC) (Consent Order No. 90-3443, April 4, 1991), and as further delineated by a Memorandum of Understanding (MOU) between DOE and the State of Tennessee (MOU Regarding Implementation of Consent Orders, October 6, 1994). The soil and debris removal at the DWI 1630 Site is being performed by Bechtel Jacobs Company LLC (BJC) on behalf of the DOE. Remediation consists of removing contaminated soil and debris from the DWI 1630 site except for the landfill area and repairing the landfill cap. The DWI 1630 remediation waste that is being disposed at the Environmental Management Waste Management Facility (EMWMF) as defined as waste lot (WL) 146.1 and consists primarily of soils and soil like material, incidental debris and secondary waste generated from the excavation of debris and soil from the DWI 1630 site. The WL 146.1 includes soil, soil like material (e.g., shredded or chipped vegetation, ash), discrete debris items (e.g., equipment, drums, large scrap metal, cylinders, and cable) and populations of debris type items (e.g., piles of bricks, small scrap metal, roofing material, scaffolding, and shelving) that are located throughout the DWI 1630 site. The project also generates an additional small volume of secondary waste [e.g., personal protective equipment (PPE), and miscellaneous construction waste] that is bagged and included in bulk soil shipments to the EMWMF. The Waste Acceptance Criteria (WAC) for the EMWMF does not allow for material that does not meet the Resource Conservation and Recovery Act (RCRA) Land Disposal Restrictions (LDRs). The waste being excavated in certain areas of the DWI 1630 site contained soil that did not meet RCRA LDR criteria; therefore this waste had to be segregated for treatment or alternate disposal offsite. This document identifies the approach taken by the DWI 1630 project to further characterize the areas identified during the Phase II Remedial Investigation (RI) as potentially containing RCRA-characteristic waste. This document also describes the methodology used to determine excavation limits for areas determined to be RCRA waste, post excavation sampling, and the treatment and disposal of this material.

    California needs new, responsive, demand-side energy technologies to ensure that periods of tight electricity supply on the grid don't turn into power outages. Led by Berkeley Lab's Mary Ann Piette, the California Energy Commission (through its Public Interest Energy Research Program) has established a Demand Response Research Center that addresses two motivations for adopting demand responsiveness: reducing average electricity prices and preventing future electricity crises. The research seeks to understand factors that influence "what works" in Demand Response. Piette's team is investigating the two types of demand response, load response and price response, that may influence and reduce the use of peak electric power through automated controls, peak pricing, advanced communications, and other strategies.

    The Chemical Analysis Automation (CAA) project is developing standardized, software-driven, site-deployable robotic laboratory systems with the objective of lowering the per-sample analysis cost, decreasing sample turnaround time, and minimizing human exposure to hazardous and radioactive materials associated with DOE remediation projects. The first integrated system developed by the CAA project is designed to determine polychlorinated biphenyls (PCB) content in soil matrices. A demonstration and development testing of this system was conducted in conjuction with surface soil characterization activities at the David Witherspoon 1630 Site in Knoxville, Tennessee. The PCB system consists of five hardware standard laboratory modules (SLMs), one software SLM, the task sequence controller (TSC), and the human-computer interface (HCI). Four of the hardware SLMs included a four-channel Soxhlet extractor, a high-volume concentrator, a column cleanup, and a gas chromatograph. These SLMs performed the sample preparation and measurement steps within the total analysis protocol. The fifth hardware module was a robot that transports samples between the SLMs and the required consumable supplies to the SLMs. The software SLM is an automated data interpretation module that receives raw data from the gas chromatograph SLM and analyzes the data to yield the analyte information. The TSC is a software system that provides the scheduling, management of system resources, and the coordination of all SLM activities. The HCI is a graphical user interface that presents the automated laboratory to the analyst in terms of the analytical procedures and methods. Human control of the automated laboratory is accomplished via the HCI. Sample information required for processing by the automated laboratory is entered through the HCI. Information related to the sample and the system status is presented to the analyst via graphical icons.

    I attended the Meeting on 8/8/14 in Bismarck. I didn’t Know what the Quadrennial Review was so I did some research prior to the meeting. I realized I didn’t know what the DOE did. Since it was started in 1977 it appears to have a goal of Cheap and Clean Energy. A current goal appears to be to reduce use of Coal instead of Working on Clean coal. A goal of more electric cars would mean using coal to generate electricity to reduce use of gasoline. Ports are being built to ship more coal to places like China. If coal is a cheap source of power, do we give China an economic advantage while we use more expensive alternatives? Do we reduce emissions from Coal in the U.S. but allow China and other countries to pollute the earth with U.S. coal? Using more natural gas for electricity will raise the price of home heating. Ethanol and biofuels raise the price of food.

    Learn what it will take to create tomorrow's net-zero energy home as scientists reveal the secrets of cool roofs, smart windows, and computer-driven energy control systems. The net-zero energy home: Scientists are working to make tomorrow's homes more than just energy efficient -- they want them to be zero energy. Iain Walker, a scientist in the Lab's Energy Performance of Buildings Group, will discuss what it takes to develop net-zero energy houses that generate as much energy as they use through highly aggressive energy efficiency and on-site renewable energy generation. Talking back to the grid: Imagine programming your house to use less energy if the electricity grid is full or price are high. Mary Ann Piette, deputy director of Berkeley Lab's building technology department and director of the Lab's Demand Response Research Center, will discuss how new technologies are enabling buildings to listen to the grid and automatically change their thermostat settings or lighting loads, among other demands, in response to fluctuating electricity prices. The networked (and energy efficient) house: In the future, your home's lights, climate control devices, computers, windows, and appliances could be controlled via a sophisticated digital network. If it's plugged in, it'll be connected. Bruce Nordman, an energy scientist in Berkeley Lab's Energy End-Use Forecasting group, will discuss how he and other scientists are working to ensure these networks help homeowners save energy.

    At the NRC?s request, ORAU conducted confirmatory surveys of the FNR during the period of December 4 through 6, 2012. The survey activities included visual inspections and measurement and sampling activities. Confirmatory activities also included the review and assessment of UM?s project documentation and methodologies. Surface scans identified elevated activity in two areas. The first area was on a wall outside of Room 3103 and the second area was in the southwest section on the first floor. The first area was remediated to background levels. However, the second area was due to gamma shine from a neighboring source storage area. A retrospective analysis of UM?s FSS data shows that for the SUs investigated by the ORAU survey team, UM met the survey requirements set forth in the FSSP. The total mean surface activity values were directly compared with the mean total surface activity reported by UM. Mean surface activity values determined by UM were within two standard deviations of the mean determined by ORAU. Additionally, all surface activity values were less than the corresponding gross beta DCGL{sub W}. Laboratory analysis of the soil showed that COC concentrations were less than the respective DCGL{sub W} values. For the inter-lab comparison, the DER was above 3 for only one sample. However, since the sum of fractions for each of the soil samples was below 1, thus none of the samples would fail to meet release guidelines. Based on the findings of the side-by-side direct measurements, and after discussion with the NRC and ORAU, UM decided to use a more appropriate source efficiency in their direct measurement calculations and changed their source efficiency from 0.37 to 0.25.

However, the second area was due to gamma shine from a neighboring source storage area. A retrospective analysis of UM?s FSS data shows that for the SUs investigated by the ORAU survey team, UM met the survey requirements set forth in the FSSP. The total mean surface activity values were directly compared with the mean total surface activity reported by UM. Mean surface activity values determined by UM were within two standard deviations of the mean determined by ORAU. Additionally, all surface activity values were less than the corresponding gross beta DCGLW. Laboratory analysis of the soil showed that COC concentrations were less than the respective DCGLW values. For the inter-lab comparison, the DER was above 3 for only one sample. However, since the sum of fractions for each of the soil samples was below 1, thus none of the samples would fail to meet release guidelines. Based on the findings of the side-by-side direct measurements, and after discussion with the NRC and ORAU, UM decided to use a more appropriate source efficiency in their direct measurement calculations and changed their source efficiency from 0.37 to 0.25.

Here is my brief comment: We do not need more fossil fuel infrastructure. Natural gas has served its purpose as a bridge fuel here, and new gas infrastructure now will act as a raised drawbridge, holding back investments in renewables. Subsidies that would be going to the natural gas industry via the proposed tariff on our electric bills (http://www.nescoe.com/uploads/ISO_assistance_Trans___Gas_1_21_14_final.pdf) should be directed to sustainable, renewable sources and to the development of electrical storage capacity for those sources.
