    In the late 1700s, a composer, orchestra director and soloist named William Herschel became fascinated with astronomy, and, having built his own reflecting telescope, went out in his garden in Bath, England, one night and discovered Uranus?the first planet in human history ever found by an individual. The feat earned him a lifetime pension from King George III. But Herschel considered the discovery to be relatively unimportant in comparison to his real work: understanding the composition, structure and evolution of the universe. In pursuing that work, he became the first observational cosmologist.

    Hello DOE, Thanks for accepting my comments on the Quadrennial Energy Review by e-mail. There will be those who wish to promote nuclear energy as a source of electricity for future use in the USA. I speak against this form of energy. Because it creates long-lived radioactive wastes, nuclear power is incompatible with the biological world in which we live and from which we evolved. The lasting nature of these wastes creates a moral quandry for us in this generation, as we leave behind such biological poisons for our descents to manage, in ways which we do not yet know. A further problem with nucler energy is that any fission reaction creates plutonium, the stuff of nuclear weapons. If nuclear power reactors were to be spread around the world, inevitably the proliferation of nuclear weapons would follow. So-called '4th generation' or 'thorium' reactors suffer from a similar problem, for although they may generate less plutonium, their fuel cycle involves creation of large amounts of U-233 which carries a similar proliferation risk to plutonium-239. I advocate crafting an energy future for our nation bsed on the natural flows of renewable energy, coupled with a diversified structure which generates electricity at many smaller sources. Implicit in any modern energy system is the increased efficiency of energy usage which will continue to lower the bulk amounts of energy, particularly electricity, which our society uses to satisfy our industrial, military, commercial, and personal needs. Clearly as a nation we must participate in the worldwide effort to control the buildup of carbon dioxide gases and other pollutants which threaten the stability of the earth's climate.     Purpose/Objective(s): The aim of this study is to build the estimator of toxicity using artificial neural network (ANN) for head and neck cancer patients Materials/Methods: An ANN can combine variables into a predictive model during training and considered all possible correlations of variables. We constructed an ANN based on the data from 73 patients with advanced H and N cancer treated with external beam radiotherapy and/or chemotherapy at our institution. For the toxicity estimator we defined input data including age, sex, site, stage, pathology, status of chemo, technique of external beam radiation therapy (EBRT), length of treatment, dose of EBRT, status of post operation, length of follow-up, the status of local recurrences and distant metastasis. These data were digitized based on the significance and fed to the ANN as input nodes. We used 20 hidden nodes (for the 13 input nodes) to take care of the correlations of input nodes. For training ANN, we divided data into three subsets such as training set, validation set and test set. Finally, we built the estimator for the toxicity from ANN output. Results: We used 13 input variables including the status of local recurrences and distant metastasis and 20 hidden nodes for correlations. 59 patients for training set, 7 patients for validation set and 7 patients for test set and fed the inputs to Matlab neural network fitting tool. We trained the data within 15% of errors of outcome. In the end we have the toxicity estimation with 74% of accuracy. Conclusion: We proved in principle that ANN can be a very useful tool for predicting the RT outcomes for high risk H and N patients. Currently we are improving the results using cross validation.

    The Exxon Valdez oil (EVO) spill of 1989 occurred a few weeks before herring spawned in Prince William Sound (PWS), AK. An estimated 40% to 50% of the egg biomass sustained exposure during early development, and the majority of pelagic larvae were collected within the oil trajectory path. Sublethal effects observed at hatch (morphologic defects and genetic damage) were related to ambient EVO concentrations. Reduced survival rates, decreased growth, genetic damage and histopathological changes were measured in pelagic larvae from oiled areas. However, because the 1989 year class is one of the smallest cohorts now in PWS, population effects are difficult to assess. From 1990 to 1992, population abundance and reproductive potential remained high. When the 1989 year class was fully recruited (1993--1994), the spawning population decreased by 50% to 75% of the expected abundance. Many of the surviving fish were infected with viral hemorrhagic septicemia (VHS) and failed to spawn. Proposed causes for the VHS epizootic include previous oil exposure, density-dependent effects following the 1989 fishery closure, and reduced food availability from 1990 to 1994.

    This report documents the results of a collaborative project to demonstrate a solid state lighting (SSL) general illumination product in an outdoor area walkway application. In the project, six light-emitting diode (LED) luminaires were installed to replace six existing high pressure sodium (HPS) luminaires mounted on 14-foot poles on a set of exterior walkways and stairs at the Federal Aviation Administration (FAA) William J. Hughes Technical Center in Atlantic City, New Jersey, during December, 2007. The effort was a U.S. Department of Energy (DOE) SSL Technology Gateway Demonstration that involved a collaborative teaming agreement between DOE, FAA and Ruud Lighting (and their wholly owned division, Beta LED). Pre- and post-installation power and illumination measurements were taken and used in calculations of energy savings and related economic payback, while personnel impacted by the new lights were provided questionnaires to gauge their perceptions and feedback. The SSL product demonstrated energy savings of over 25% while maintaining illuminance levels and improving illuminance uniformity. PNNL's economic analysis yielded a variety of potential payback results depending on the assumptions used. In the best case, replacing HPS with the LED luminaire can yield a payback as low as 3 years. The new lamps were quite popular with the affected personnel, who gave the lighting an average score of 4.46 out of 5 for improvement.

    Purpose: To determine whether the American Society for Radiation Oncology (ASTRO) Consensus Statement (CS) recommendations for accelerated partial breast irradiation (APBI) are associated with significantly different outcomes in a pooled analysis from William Beaumont Hospital (WBH) and the American Society of Breast Surgeons (ASBrS) MammoSite Registry Trial. Methods and Materials: APBI was used to treat 2127 cases of early-stage breast cancer (WBH, n=678; ASBrS, n=1449). Three forms of APBI were used at WBH (interstitial, n=221; balloon-based, n=255; or 3-dimensional conformal radiation therapy, n=206), whereas all Registry Trial patients received balloon-based brachytherapy. Patients were divided according to the ASTRO CS into suitable (n=661, 36.5%), cautionary (n=850, 46.9%), and unsuitable (n=302, 16.7%) categories. Tumor characteristics and clinical outcomes were analyzed according to CS group. Results: The median age was 65 years (range, 32-94 years), and the median tumor size was 10.0 mm (range, 0-45 mm). The median follow-up time was 60.6 months. The WBH cohort had more node-positive disease (6.9% vs 2.6%, P<.01) and cautionary patients (49.5% vs 41.8%, P=.06). The 5-year actuarial ipsilateral breast tumor recurrence (IBTR), regional nodal failure (RNF), and distant metastasis (DM) for the whole cohort were 2.8%, 0.6%, 1.6%. The rate of IBTR was not statistically higher between suitable (2.5%), cautionary (3.3%), or unsuitable (4.6%) patients (P=.20). The nonsignificant increase in IBTR for the cautionary and unsuitable categories was due to increased elsewhere failures and new primaries (P=.04), not tumor bed recurrence (P=.93). Conclusions: Excellent outcomes after breast-conserving surgery and APBI were seen in our pooled analysis. The current ASTRO CS guidelines did not adequately differentiate patients at an increased risk of IBTR or tumor bed failure in this large patient cohort.

    The author compared pre- and post-spill abundance and breeding activity of murrelets near the Naked Island group in central Prince William Sound, and in Kachemak Bay in lower Cook Inlet. Murrelet numbers at Naked Island were lower in 1989 than in 1978-1980 but not in 1990-1992. At Kachemak Bay, where oiling was minimal, murrelet densities did not change between 1988 and 1989. The results suggest that the murrelet population at Kachemak Bay, further removed temporally and spatially from the spill epicenter, was not affected as the Naked Island populations in 1989. Murrelet numbers were negatively correlated to numbers of boats at both study sites, and cleanup activities likely contributed to disruption in 1989.

    Mussels (Mytilus trossulus) were deployed at 22 locations inside Prince William Sound and 16 locations outside the Sound at depths of 1, 5 and 25 m for 2 to 8 weeks to determine the biological availability and persistence of petroleum-derived hydrocarbons from the Exxon Valdez Oil (EVO) spill. Four successive deployments were made in 1989, and two each in 1990 and 1991. Mussels were analyzed for 27 alkane and 43 polynuclear aromatic hydrocarbon (PAH) analytes. PAH concentrations derived from EVO in mussels decreased with depth, time, and distance from heavily oiled beaches. Hydrocarbon accumulation derived from EVO by deployed mussels indicates petroleum hydrocarbons were available to subsurface marine fauna the summer following the spill, which may be a route of oil ingestion exposure by fauna at high trophic levels.

    At the NRC?s request, ORAU conducted confirmatory surveys of the FNR during the period of December 4 through 6, 2012. The survey activities included visual inspections and measurement and sampling activities. Confirmatory activities also included the review and assessment of UM?s project documentation and methodologies. Surface scans identified elevated activity in two areas. The first area was on a wall outside of Room 3103 and the second area was in the southwest section on the first floor. The first area was remediated to background levels. However, the second area was due to gamma shine from a neighboring source storage area. A retrospective analysis of UM?s FSS data shows that for the SUs investigated by the ORAU survey team, UM met the survey requirements set forth in the FSSP. The total mean surface activity values were directly compared with the mean total surface activity reported by UM. Mean surface activity values determined by UM were within two standard deviations of the mean determined by ORAU. Additionally, all surface activity values were less than the corresponding gross beta DCGL{sub W}. Laboratory analysis of the soil showed that COC concentrations were less than the respective DCGL{sub W} values. For the inter-lab comparison, the DER was above 3 for only one sample. However, since the sum of fractions for each of the soil samples was below 1, thus none of the samples would fail to meet release guidelines. Based on the findings of the side-by-side direct measurements, and after discussion with the NRC and ORAU, UM decided to use a more appropriate source efficiency in their direct measurement calculations and changed their source efficiency from 0.37 to 0.25.

    The Native Village of Eyak (NVE) has been monitoring wind resources around Cordova, Alaska in order to determine whether there is a role for wind energy to play in the city’s energy scheme, which is now supplies entirely by two run-of-the-river hydro plants and diesel generators. These data are reported in Appendices A and B. Because the hydro resources decline during winter months, and wind resources increase, wind is perhaps an ideal counterpart to round out Cordova’s renewable energy supply. The results of this effort suggests that this is the case, and that developing wind resources makes sense for our small, isolated community.

  10. Hybrid eolian dunes of William River Dune field, northern Saskatchewan, Canada

    A series of northwest-southeast aligned, large-scale (up to 30 m high) eolian dunes, occurring in a confined (600 km/sup 2/) desert area in northern Saskatchewan, Canada, was examined in the field. Observations were made of dune morphology and internal structure, and patterns of sand movement on the dunes were analyzed in relation to wind events during the summer of 1981. Present cross-sectional profiles exhibit steeper northeast slopes, the lower segment of which are intermittently covered by psammophilous grasses. Dune structure is dominated by northeast-dipping accretion laminae. Three /sup 14/C dates from organic material cropping out on the lower southwest slopes reveal that the dunes have migrated as transverse bed forms at rates of roughly 0.5 m/yr during the last few hundred years. However, a progressive increase in height, bulk, and symmetry along the dune axis from northwest to southeast, suggests an along-dune component of sand transport. This view is supported by (1) field measurements of airflow and along-dune sand transport patterns on 2 dunes, and (2) the present-day wind regime (1963-78). Dominated by north-northeast to northeast winds from January to June and by west-southwest winds from July to December, the resultant potential sand transport vector is toward the southeast, virtually identical to the dune axis.

NOAA deployed three instruments: a Parsivel disdrometer, a 2.8-GHz profiler, and a 449-MHz profiler. The parasivel provided surface estimates of the raindrop size distribution and is the reference used to absolutely calibrate the 2.8 GHz profiler. The 2.8-GHz profiler provided unattenuated reflectivity profiles of the precipitation. The 449-MHz profiler provided estimates of the vertical air motion during precipitation from near the surface to just below the freezing level. By using the combination of 2.8-GHz and 449-MHz profiler observations, vertical profiles of raindrop size distributions can be retrieved. The profilers are often reference by their frequency band: the 2.8-GHz profiler operates in the S-band and the 449-MHz profiler operates in the UHF band. The raw observations are available as well as calibrated spectra and moments. This document describes how the instruments were deployed, how the data was collected, and the format of the archived data.

    The Basis Set Exchange (BSE) provides a web-based user interface for downloading and uploading Gaussian-type (GTO) basis sets, including effective core potentials (ECPs), from the EMSL Basis Set Library. It provides an improved user interface and capabilities over its predecessor, the EMSL Basis Set Order Form, for exploring the contents of the EMSL Basis Set Library. The popular Basis Set Order Form and underlying Basis Set Library were originally developed by Dr. David Feller and have been available from the EMSL webpages since 1994.     Secretary Chu meets with Annie Whatley, Acting Chief of Staff in the Office of Economic Impact and Diversity, and Dr. William Harvey. Last February, President Obama renewed the White House Initiative on Historically Black Colleges and Universities to encourage collaboration between government agencies, educational associations, philanthropic organizations, the private sector and others to increase the capacity of HBCUs to provide high-quality education to a greater number of students.  The Department of Energy is committed to supporting education at HBCUs and has partnered with HBCUs on a variety of projects. As part of that commitment, today I met with Dr. William Harvey, Chairman of the President’s Board of Advisors on Historically Black Colleges and Universities and President of Hampton University, as well as Langston University President JoAnn Haysbert and Morgan State University President David Wilson. The presidents and I discussed how the Department can better engage HBCUs in our science and laboratory projects, and what lessons we can learn from the many ongoing and successful partnerships we have in place.

    Much of the work conducted under the auspices of DE-FG02-03ER25579 was characterized by an exceptionally close collaboration with researchers at the Lawrence Berkeley National Laboratory (LBNL). For example, Andy Nonaka, one of Professor Miller's graduate students in the Department of Applied Science at U. C. Davis (UCD) wrote his PhD thesis in an area of interest to researchers in the Applied Numerical Algorithms Group (ANAG), which is a part of the National Energy Research Supercomputer Center (NERSC) at LBNL. Dr. Nonaka collaborated closely with these researchers and subsequently published the results of this collaboration jointly with them, one article in a peer reviewed journal article and one paper in the proceedings of a conference. Dr. Nonaka is now a research scientist in the Center for Computational Sciences and Engineering (CCSE), which is also part of the National Energy Research Supercomputer Center (NERSC) at LBNL. This collaboration with researchers at LBNL also included having one of Professor Puckett's graduate students in the Graduate Group in Applied Mathematics (GGAM) at UCD, Sarah Williams, spend the summer working with Dr. Ann Almgren, who is a staff scientist in CCSE. As a result of this visit Sarah decided work on a problem suggested by the head of CCSE, Dr. John Bell, for her PhD thesis. Having finished all of the coursework and examinations required for a PhD, Sarah stayed at LBNL to work on her thesis under the guidance of Dr. Bell. Sarah finished her PhD thesis in June of 2007. Writing a PhD thesis while working at one of the University of California (UC) managed DOE laboratories is long established tradition at UC and Professor Puckett has always encouraged his students to consider doing this. Another one of Professor Puckett's graduate students in the GGAM at UCD, Christopher Algieri, was partially supported with funds from DE-FG02-03ER25579 while he wrote his MS thesis in which he analyzed and extended work originally published by Dr. Phillip Colella, the head of ANAG, and some of his colleagues. Chris Algieri is now employed as a staff member in Dr. Bill Collins' Climate Science Department in the Earth Sciences Division at LBNL working with computational models of climate change. Finally, it should be noted that the work conducted by Professor Puckett and his students Sarah Williams and Chris Algieri and described in this final report for DOE grant # DE-FC02-03ER25579 is closely related to work performed by Professor Puckett and his students under the auspices of Professor Puckett's DOE SciDAC grant DE-FC02-01ER25473 An Algorithmic and Software Framework for Applied Partial Differential Equations: A DOE SciDAC Integrated Software Infrastructure Center (ISIC). Dr. Colella was the lead PI for this SciDAC grant, which was comprised of several research groups from DOE national laboratories and five university PI's from five different universities. In theory Professor Puckett tried to use funds from the SciDAC grant to support work directly involved in implementing algorithms developed by members of his research group at UCD as software that might be of use to Puckett's SciDAC CoPIs. (For example, see the work reported in Section 2.2.2 of this final report.) However, since there is considerable lead time spent developing such algorithms before they are ready to become `software' and research plans and goals change as the research progresses, Professor Puckett supported each member of his research group partially with funds from the SciDAC APDEC ISIC DE-FC02-01ER25473 and partially with funds from this DOE MICS grant DE-FC02-03ER25579. This has necessarily resulted in a significant overlap of project areas that were funded by both grants. In particular, both Sarah Williams and Chris Algieri were supported partially with funds from grant # DE-FG02-03ER25579, for which this is the final report, and in part with funds from Professor Puckett's DOE SciDAC grant # DE-FC02-01ER25473.
