    This paper reports that prospects of Angola, free of political complications, are certain to bring a flurry of interest from oil firms and could mean an influx of foreign capital. Licensing will be under production-sharing terms, but incentives may be offered due to increased risks inherent in deeper water. Long term security and stability remain uncertain. In addition to Unita and previously communist MPLA, new factions from 16 years of civil war are gaining support and increasing possibilities for violence. Oil firms consider production-sharing terms high and current price cap clauses keep them from realizing benefits from price increases after contracts are signed. However, geology and exploration successes have overshadowed concerns.

    Fewer wells and less footage were drilled in 1986 compared to 1985. Total drilling decreased by 23% as 217 wells were completed compared to 289 in 1985. Footage drilled during 1986 declined by 52%; about 1.3 million ft were drilled compared to about 2.7 million feet in 1985. The success rate for exploration wells of 34% during 1986 is due to considerably higher success rates in Nigeria and Gabon compared to 1985. Significant discoveries were made in Nigeria, Angola, Congo, and Gabon. Seismic acquisition was the major geophysical activity during 1986. Seismic activity (2-D and 3-D) decreased by 12% to about 230 crew-months. Total 2-D seismic kilometers recorded increased by 26% to about 82,000 km due to significant 2-D marine seismic activity in Nigeria and Angola. Surface geology, photogeology, geochemistry, gravimetry, and aeromagnetic surveys decreased compared to 1985. Total oil production in 1986 was 834 million bbl (about 2.2 million BOPD), an increase of 2%, with the most significant increased in Cameroon and Angola. The production share of OPEC countries (Nigeria and Gabon) versus non-OPEC countries increased to 72% in 1986 compared to 67% in 1985. 32 figures, 5 tables.

Angola, Benin, Congo, Gabon, Ghana, Guinea, Guinea Bissau, Mauritania, Seychelles, Somali Republic, Tanzania, Zaire, and Zambia announced awards or acreage open for bidding. Decreases in exploratory rightholdings occurred in Cameroon, Congo, Cote d'Ivoire, Equatorial Guinea, Gabon, Kenya, Namibia, South Africa, and Tanzania. More wells and greater footage were drilled in 1987 than in 1986. Total wells increased by 18% as 254 wells were completed compared to 217 in 1986. Footage drilled during the year increased by 46% as about 1.9 million ft were drilled compared to about 1.3 million ft in 1986. The success rate for exploration wells in 1987 improved slightly to 36% compared to 34% in 1986. Significant discoveries were made in Nigeria, Angola, Congo, and Gabon. Seismic acquisition in 1987 was the major geophysical activity during the year. Total oil production in 1987 was 773 million bbl (about 2.1 million b/d), a decrease of 7%. The decrease is mostly due to a 14% drop in Nigerian production, which comprises 60% of total regional production. The production share of OPEC countries (Nigeria and Gabon) versus non-OPEC countries of 67% remained unchanged from 1986. 24 figs., 5 tabs.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin.     This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

    Countries in this report include Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, Trinidad and Tobago, and Venezuela. These ten countries are the most important oil and gas producers in the Latin American and the Caribbean region. In the following sections, the primary energy supply (oil, gas, coal, hydroelectricity, and nuclear power whenever they are applicable), primary energy consumption, downstream oil sector development, gas utilization are discussed for each of the ten countries. The report also presents our latest forecasts of petroleum product consumption in each country toward 2000, which form the basis of the outlook for regional energy production and consumption outlined in Report No 1. Since the bulk of primary energy supply and demand is hydrocarbons for many countries, brief descriptions of the important hydrocarbons policy issues are provided at the end of the each country sections.

    The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration.     Crucial physical phenomena occur in the equatorial atmosphere and ionosphere, which are currently understudied and poorly understood. Then, scientific campaigns for monitoring equatorial region are required, which will provide the data for analyzing and creating adequate models. Ecuador is located in strategic geographical position where these studies can be performed, providing data for the scientific community working for understanding the nature of these physical systems. The Quito Astronomical Observatory of National Polytechnic School is working in this direction, promoting research in Space Sciences for studying the equatorial zone. With the participation and valuable collaboration of international initiatives like AWESOME, MAGDAS, SAVNET and CALLISTO, the Quito Observatory is creating a new space physics division on the basis of the International Space Weather Initiative.   7. Renewable resource development in the Ecuadorian rainforest

    This paper discusses the planning and execution of a multi-million dollar, heavy oil renewable resource development project in the Amazon Basin of Ecuador. The project work is authorized under a risk service contract with PETROECUADOR and employs new technology in order to minimize environmental and cultural impacts on the environment and the inhabitants of the areas. During the peak of the project, over 3,000 workers were employed and managed in the rainforest under special guidelines, in order to avoid damages to the environment. The project guidelines are spelled out in a model Environmental Management Plan (EMP) which employs innovative well pad, road and pipeline construction and platform drilling methods to limit deforestation. Reforestation methods are reviewed; scientific baseline and archaeological pre and post construction methods were followed, and methods to control colonization pressures are executed as a part of the EMP described in this paper. In addition, the EMP covers methods used to minimize the disruption of the indigenous population of the area including medical, educational and other programs employed to reduce disease among the indigenous population of the area. Conventional aspects of the EMP include spill control techniques for remote areas of the rainforest, solid waste recycling programs, drilling and construction waste management, landfarming methods, pipeline construction and underground river crossing methods. All of these methods are employed to minimize the environmental and cultural impact of the project on the environment and its inhabitants.

  8. Oil and gas developments in South America, Central America, Caribbean area, and Mexico in 1987

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

    Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year's Persian Gulf Crisis are making foreign investment in Latin America's energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America's need for foreign financial and technical assistance are providing an important pull'' factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico's plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    Public and private funding for end-use energy efficiency actions is expected to increase significantly in the United States over the next decade. For example, Barbose et al (2009) estimate that spending on ratepayer-funded energy efficiency programs in the U.S. could increase from $3.1 billion in 2008 to $7.5 and 12.4 billion by 2020 under their medium and high scenarios. This increase in spending could yield annual electric energy savings ranging from 0.58% - 0.93% of total U.S. retail sales in 2020, up from 0.34% of retail sales in 2008. Interest in and support for energy efficiency has broadened among national and state policymakers. Prominent examples include {approx}$18 billion in new funding for energy efficiency programs (e.g., State Energy Program, Weatherization, and Energy Efficiency and Conservation Block Grants) in the 2009 American Recovery and Reinvestment Act (ARRA). Increased funding for energy efficiency should result in more benefits as well as more scrutiny of these results. As energy efficiency becomes a more prominent component of the U.S. national energy strategy and policies, assessing the effectiveness and energy saving impacts of energy efficiency programs is likely to become increasingly important for policymakers and private and public funders of efficiency actions. Thus, it is critical that evaluation, measurement, and verification (EM&V) is carried out effectively and efficiently, which implies that: (1) Effective program evaluation, measurement, and verification (EM&V) methodologies and tools are available to key stakeholders (e.g., regulatory agencies, program administrators, consumers, and evaluation consultants); and (2) Capacity (people and infrastructure resources) is available to conduct EM&V activities and report results in ways that support program improvement and provide data that reliably compares achieved results against goals and similar programs in other jurisdictions (benchmarking). The National Action Plan for Energy Efficiency (2007) presented commonly used definitions for EM&V in the context of energy efficiency programs: (1) Evaluation (E) - The performance of studies and activities aimed at determining the effects and effectiveness of EE programs; (2) Measurement and Verification (M&V) - Data collection, monitoring, and analysis associated with the calculation of gross energy and demand savings from individual measures, sites or projects. M&V can be a subset of program evaluation; and (3) Evaluation, Measurement, and Verification (EM&V) - This term is frequently seen in evaluation literature. EM&V is a catchall acronym for determining both the effectiveness of program designs and estimates of load impacts at the portfolio, program and project level. This report is a scoping study that assesses current practices and methods in the evaluation, measurement and verification (EM&V) of ratepayer-funded energy efficiency programs, with a focus on methods and practices currently used for determining whether projected (ex-ante) energy and demand savings have been achieved (ex-post). M&V practices for privately-funded energy efficiency projects (e.g., ESCO projects) or programs where the primary focus is greenhouse gas reductions were not part of the scope of this study. We identify and discuss key purposes and uses of current evaluations of end-use energy efficiency programs, methods used to evaluate these programs, processes used to determine those methods; and key issues that need to be addressed now and in the future, based on discussions with regulatory agencies, policymakers, program administrators, and evaluation practitioners in 14 states and national experts in the evaluation field. We also explore how EM&V may evolve in a future in which efficiency funding increases significantly, innovative mechanisms for rewarding program performance are adopted, the role of efficiency in greenhouse gas mitigation is more closely linked, and programs are increasingly funded from multiple sources often with multiple program administrators and in
