    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    This marketing plan was developed as part of the National Security Preparedness Project by the Arrowhead Center of New Mexico State University. The vision of the National Security Technology Incubator program is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety and security. The plan defines important aspects of developing the incubator, such as defining the target market, marketing goals, and creating strategies to reach the target market while meeting those goals.     Thermal waters produced from large oil fields are currently the most important geothermal resources in Los Angeles County. Otherwise, the County does not appear to have any large, near-surface geothermal resources. The oil fields produce thermal water because of both the moderate depths of production and normal to above-normal geothermal gradients. Gradients are about 3.0-3.5/sup 0/C/100 meters in the Ventura Basin and range from that up to about 5.5-6.0/sup 0/C/100 meters in the Los Angeles Basin. The hottest fields in the County are west of the Newport-Inglewood Structural Zone. The Los Angeles Basin has substantially more potential for uses of heat from oil fields than does the Ventura Basin because of its large fields and dense urban development. Produced fluid temperatures there range from ambient air to boiling, but most are in the 100-150/sup 0/F range. Daily water production ranges from only a few barrels at some fields to over a million barrels at Wilmington Oil Field; nearly all fields produce less than 50,000 barrels/day. Water salinity generally ranges from about 15,000-35,000 mg/liter NaCl. Fields with the most promise as sources of heat for outside applications are Wilmington, Torrance, Venice Beach, and Lawndale. The centralized treatment facilities are the most favorable sites for extraction of heat within the oil fields. Because of the poor water quality heat exchangers will likely be required rather than direct circulation of the field water to users. The best sites for applications are commercial-industrial areas and possibly institutional structures occupied by large numbers of people.

    During the term of the above mentioned agreement, the Los Angeles Department of Water and Power (LADWP), a municipal utility serving the citizens of Los Angeles, marked its tenth year of involvement in testing and promoting electric vehicles as part of Los Angeles` overall air quality improvement program, and as a means of improving the regions` economic competitiveness through the creation of new industries. LADWP maintained and operated twenty electric vehicles (EVs) during the test period. These vehicles consisted of six G-Vans, four Chrysler TEVans, five U.S. Electricar pickup trucks, and five U.S. Electricar Prizms. LADWP`s electric transportation program also included infrastructure, public transit development, public and awareness, and legislative and regulatory activities.

    In this paper, we report on the major accomplishments of the U.S. Department of Energy's (DOE) Solar Energy Technologies Program (SETP) Photovoltaic (PV) Technology Incubator project. The Incubator project facilitates a company's transition from developing a solar cell or PV module prototype to pilot- and large-scale U.S. manufacturing. The project targets small businesses that have demonstrated proof-of-concept devices or processes in the laboratory. Their success supports U.S. Secretary of Energy Steven Chu's SunShot Initiative, which seeks to achieve PV technologies that are cost-competitive without subsidies at large scale with fossil-based energy sources by the end of this decade.     In this paper, we report on the major accomplishments of the U.S. Department of Energy's (DOE) Solar Energy Technologies Program (SETP) Photovoltaic (PV) Technology Incubator project. The Incubator project facilitates a company's transition from developing a solar cell or PV module prototype to pilot- and large-scale U.S. manufacturing. The project targets small businesses that have demonstrated proof-of-concept devices or processes in the laboratory. Their success supports U.S. Secretary of Energy Steven Chu's SunShot Initiative, which seeks to achieve PV technologies that are cost-competitive without subsidies at large scale with fossil-based energy sources by the end of this decade. The Incubator Project has enhanced U.S. PV manufacturing capacity and created more than 1200 clean energy jobs, resulting in an increase in American economic competitiveness.   7. Air pollution and morbidity: a further analysis of the Los Angeles student nurses data

    Hammer et al. analyzed daily diary reports of headache, eye irritation, cough, and chest discomfort in a study of Los Angeles student nurses, and found a statistically significant association between these symptoms and daily maximum one-hour oxidant concentrations at a nearby air quality monitor. Our analysis examines the student nurse data for the possible significance of other pollutants. We used new model specifications designed to account for the probabilistic nature of the outcome variables, and to allow for complications arising from the time series aspects of the data. We replicated the finding of a significant relationship between oxidants and coughing and eye irritation, and also found that; carbon monoxide was significantly related to headache symptoms; nitrogen dioxide was significantly related to eye irritation; and sulfur dioxide was significantly related to chest discomfort.

    This article explores environmental impacts and risks that can accumulate in rural and ex-urban areas and regions and their relation to urban and global development forces. Two Southern Ontario cases are examined: an area level water disaster and cumulative change at the regional level. The role of disaster incubation analysis and advanced environmental assessment tools are discussed in terms of their potential to contribute to more enlightened and effective assessment and planning processes. It is concluded that conventional approaches to EA and planning are characteristically deficient in addressing the full range of impacts and risks, and particularly those originating from pathogens, dispersed and insidious sources. Rigorous application of disaster incubation analysis and more advanced forms of EA has considerable potential to influence a different pattern of planning and decision making.

Turtle eggs were collected from four sites in New York State and randomly assigned to four incubation temperature treatments to produce males (constant 26{degree}C and downshifted 30-26-30{degree}C) and females (constant 30{degree}C and upshifted 26-30-26{degree}C) under constant and altered temperature regimes. The incubation conditions resulted in 92% males from the constant 26{degree}C group and 93% males from the downshifted group. 100% females resulted from both the constant 30{degree}C group and the upshifted group. Turtles hatching from eggs incubated constantly at 26{degree}C were significantly larger than hatchlings from eggs incubated at a constant 30{degree}C or downshifted. Hatchlings were raised in individual aquaria at 25{degree}C and fed earthworms and fish. After a 9-month growth period, turtles which had been incubated at a constant 30{degree}C gained significantly more mass than did turtles from eggs which had been downshifted or upshifted. There was no extended effect of incubation condition on Post-hatching performance and learning ability as measured by righting and feeding responses. Thus, the mass gain differences seen in this study suggest that physiological differences do result as the consequence of incubation condition. However, these physiological differences are not reflected in normal locomotive or feeding behavior.

    The Los Angeles Department of Water and Power (LADWP) is currently one of the most active electric utility companies in deploying fuel cell technology. Fuel cells offer many benefits and are now used as an alternative to traditional internal combustion engines in power generation. In continuing it's role as the leader in fuel cell deploying, LADWP installed a Phosphoric Acid Fuel Cell (PAFC) in February 2002 at its Main Street service center. The goal of this project is to evaluate the PAFC's performance and cost benefits. This will provide LADWP an insight for future deployment of fuel cell technology. The fuel cell ran smoothly through the first year of operation with very high efficiency and availability, and only with some minor setbacks. The Main street fuel cell project is funded by LADWP with partial grant funding from the Department of Defense's Climate Change Fuel Cell Buydown Program. The technical evaluation and the benefit-cost evaluation of the Main Street fuel cell are both examined in this report.

    Solar envelope zoning represents a promising approach to solar access protection. A solar envelope defines the volume within which a building will not shade adjacent lots or buildings. Other solar access protection techniques, such as privately negotiated easements, continue to be tested and implemented but none offer the degree of comprehensiveness evident in this approach. Here, the City of Los Angeles, through the Mayor's Energy Office, the City Planning Department, and the City Attorney's Office, examine the feasibility of translating the concept of solar envelopes into zoning techniques. They concluded that envelope zoning is a fair and consistent method of guaranteeing solar access, but problems of complexity and uncertainty may limit its usefulness. Envelope zoning may be inappropriate for the development of high density centers and for more restrictive community plans. Aids or tools to administer envelope zoning need to be developed. Finally, some combination of approaches, including publicly recorded easements, subdivision approval and envelope zoning, need to be adopted to encourage solar use in cities. (MHR)

    An in-situ incubation device (ISI) was developed in order to investigate the stability and dynamics of sediment associated microbial communities to prevailing subsurface oxidizing or reducing conditions. Here we describe the use of these devices at the Old Rifle Uranium Mill Tailings Remedial Action (UMTRA) site. During the 7 month deployment oxidized Rifle aquifer background sediments (RABS) were deployed in previously biostimulated wells under iron reducing conditions, cell densities of known iron reducing bacteria including Geobacteraceae increased significantly showing the microbial community response to local subsurface conditions. PLFA profiles of RABS following in situ deployment were strikingly similar to those of adjacent sediment cores suggesting ISI results could be extrapolated to the native material of the test plots. Results for ISI deployed reduced sediments showed only slight changes in community composition and pointed toward the ability of the ISIs to monitor microbial community stability and response to subsurface conditions.

The tasks conducted and results obtained in pursuit of three objectives are summarized: * to conduct a field monitoring program at the Ives Island and Multnomah Falls study sites, collecting empirical data on TDG to obtain a more thorough understanding of TDG levels during different river stage scenarios (i.e., high-water year versus low-water year) * to conduct laboratory toxicity tests on hatchery chum salmon fry at gas levels likely to occur downstream from Bonneville Dam * to sample chum salmon sac fry during Bonneville Dam spill operations to determine if there is a physiological response to TDG levels. Chapter 1 discusses the field monitoring, Chapter 2 reports the findings of the laboratory toxicity tests, and Chapter 3 describes the field-sampling task.     At the request of the U.S. Army Corps of Engineers (USACE; Portland District), Pacific Northwest National Laboratory (PNNL) undertook a project in 2006 to look further into issues of total dissolved gas (TDG) supersaturation in the lower Columbia River downstream of Bonneville Dam. In FY 2008, the third year of the project, PNNL conducted field monitoring and laboratory toxicity testing to both verify results from 2007 and answer some additional questions about how salmonid sac fry respond to elevated TDG in the field and the laboratory. For FY 2008, three objectives were 1) to repeat the 2006-2007 field effort to collect empirical data on TDG from the Ives Island and Multnomah Falls study sites; 2) to repeat the static laboratory toxicity tests on hatchery chum salmon fry to verify 2007 results and to expose wild chum salmon fry to incremental increases in TDG, above those of the static test, until external symptoms of gas bubble disease were clearly present; and 3) to assess physiological responses to TDG levels in wild chum salmon sac fry incubating below Bonneville Dam during spill operations. This report summarizes the tasks conducted and results obtained in pursuit of the three objectives.     The main objective of NREL in supporting this study is to determine the relative air quality impact of the use of compressed natural gas (CNG) as an alternative transportation fuel when compared to low Reid vapor pressure (RVP) gasoline and reformulated gasoline (RFG). A table lists the criteria, air toxic, and greenhouse gas pollutants for which emissions were estimated for the alternative fuel scenarios. Air quality impacts were then estimated by performing photochemical modeling of the alternative fuel scenarios using the Urban Airshed Model Version 6.21 and the Carbon Bond Mechanism Version IV (CBM-IV) (Geary et al., 1988) Using this model, the authors examined the formation and transport of ozone under alternative fuel strategies for motor vehicle transportation sources for the year 2007. Photochemical modeling was performed for modeling domains in Los Angeles, California, and Atlanta, Georgia.

    The atmospheric concentrations of gas-phase C{sub 2}--C{sub 10} monocarboxylic and benzoic acids are reported in samples collected during a severe Los Angeles area photochemical smog episode. Average urban concentrations are 10--50 {times} greater than concentrations observed at a remote background location, indicating an anthropogenic origin for these compounds. Average urban concentrations during the episode were 16.1 {micro}g m{sup {minus}3} (6.6 ppb) for acetic acid and 1.67 {micro}g m{sup {minus}3} (0.55 ppb) for propionic acid, with progressively lesser amounts as the carbon chain length of the acids is increased. Spatial and diurnal variations in atmospheric organic acids concentrations point to the importance of both direct emissions from primary sources and formation by photochemical reaction of precursor compounds.

  5. Molecular Characterization of Organosulfates in Organic Aerosols from Shanghai and Los Angeles Urban Areas by Nanospray-Desorption Electrospray Ionization High-Resolution Mass Spectrometry

    Aerosol samples collected in the urban areas of Shanghai and Los Angeles were analyzed by nanospray-desorption electrospray ionization mass spectrometry (nano-DESI MS) with high mass resolution (m/?m=100,000). Solvent mixtures of acetonitrile/water and acetonitrile/toluene were used to extract and ionize polar and non-polar compounds, respectively. A diverse mixture of oxygenated hydrocarbons, organosulfates, organonitrates, and organics with reduced nitrogen were detected in the Los Angeles sample. Majority of the organics in the Shanghai sample were detected as organosulfates. The dominant organosulfates in the two samples have distinctly different molecular characteristics. Specifically, organosulfates in the Los Angeles sample were dominated by isoprene- or monoterpene-derived products, while organosulfates of yet unknown origin in the Shanghai sample had distinctive characteristics of long aliphatic carbon chains and low degree of oxidation and unsaturation. The use of acetonitrile/toluene solvent facilitated identification of this type of organosulfates, suggesting they could be missed in previous studies relying on sample extraction using common polar solvents. The high molecular weight and low degree of unsaturation and oxidization of the organosulfates detected in the Shanghai sample suggest that they may act as surfactants, and plausibly affect the surface tension and hygroscopicity of the atmospheric particulate matter. We propose that direct esterification of carbonyl or hydroxyl compounds by sulfates or sulfuric acid in liquid phase could be the formation pathway of these special organosulfates. Long-chain alkanes from vehicle emissions might be their precursors.

    The Los Angeles Department of Water & Power (LADWP) instituted an electric rate schedule, A3-B, for its largest industrial power consumers in 1985. The A3 rate provides these LADWP customers (2000 Kilowatts or more users) a significant savings on their electric service rate. LADWP benefits by having the capability to interrupt the industrial customer`s load after giving them a 10 minute warning notice of interruption. The Interruptible Service System (ISS) automates this formerly manual process and allows for continuous monitoring of the power used of the power system`s largest power consumers. An ISS remote terminal unit (RTU) is installed at each customer`s site. This RTU communicates with a master computer (desktop PC) at LADWP`s Energy Control Center (ECC). The ECC initiates control, monitoring, and interrupt operations involving all customers on the ISS rate. Communication between the master computer and the various ISS customer RTUs will be accomplished via Pacific Bell Telephone`s advanced digital network (ADN). Future Plans include expansion to monitoring and control of co-generation facilities and monitoring of other large industrial customer power consumption.

    In response to a request from the International Association of Fire Fighters, a study was made of possible toxic exposures experienced by fire fighters from the Los Angeles Fire Department, paramedics, and police officers during a chemical warehouse fire at Research Organic, Inorganic Chemical Corporation, Sun Valley, California. Numerous flammable, corrosive, and reactive compounds were stored at the warehouse at the time of the fire. Dermatological problems with rashes lasting more than 1 day after the fire were reported by 18 fire fighters and nine police officers. Neurotoxic symptoms of fatigue, forgetfulness, irritability, headaches, and difficulty sleeping were also reported. The neurotoxic symptoms lasted from a month to over a year. The authors conclude that the symptoms experienced by those working at the fire site are associated with exposures during the fire. Recommendations arising from the fire include the establishment of a response team with comprehensive training, state of the art protective equipment, protocols for addressing medical evaluation and decontamination issues, environmental sampling capability, and coordination with other emergency disaster responders.

    In this study, accurately estimating methane (CH4) flux is critically important for investigating and predicting the biogeochemistry-climate feedback. Better simulating CH4 flux requires explicit representations of microbial processes on CH4 dynamics because all processes for CH4 production and consumption are actually carried out by microbes. A microbial functional group based module was developed and tested against an incubation experiment. The module considers four key mechanisms for CH4 production and consumption: methanogenesis from acetate or single-carbon compounds and CH4 oxidation using molecular oxygen or other inorganic electron acceptors. These four processes were carried out by four microbial functional groups: acetoclastic methanogens, hydrogenotrophic methanogens, aerobic methanotrophs, and anaerobic methanotrophs. This module was then linked with the decomposition subroutine of the Community Land Model, and was further used to simulate dynamics of carbon dioxide (CO2) and CH4 concentrations from an incubation experiment with permafrost soils. The results show that the model could capture the dynamics of CO2 and CH4 concentrations in microcosms with top soils, mineral layer soils and permafrost soils under natural and saturated moisture conditions and a temperature gradient of -2C, 3C, and 5C. Sensitivity analysis confirmed the importance of acetic acid's direct contribution as substrate and indirect effects through pH feedback on CO2 and CH4 production and consumption. This study suggests that representing the microbial mechanisms is critical for modeling CH4 production and consumption; it is urgent to incorporate microbial mechanisms into Earth system models for better predicting the behavior of the climate system.

    One of Los Angeles County Department of Public Works` many responsibilities is to manage non-point pollution that enters the storm drain network within Los Angeles County. The management of this non-point source pollution is mandated by the NPDES guidelines under the Federal Clean Water Act. These guidelines require the County to monitor the drainage network and the storm water and urban runoff flowing through it. The County covers over 3,117 square miles, with the NPDES Permit covering over 3,100 square miles and over 2500 miles of storm drains. A proposed solution to monitor and manage this vast geographic area is centered upon an Arc/Info GIS. Some of the many concerns which need to be addressed include the administration and evaluation of Best Management Practices (BMP`s), storm drain inspection for illegal connections and illicit discharges, and pollutant load assessment and modeling. The storm drain network and other coverages will be related to external data bases currently used for facility management and planning. This system would be used for query purposes to perform spatial modeling and {open_quotes}what if{close_quotes} scenarios needed to create maps and reports required by the permit and to evaluate various BMP implementation strategies.

    Four different parameterizations for the formation and evolution of secondary organic aerosol (SOA) are evaluated using a 0-D box model representing the Los Angeles Metropolitan Region during the CalNex 2010 field campaign. We constrain the model predictions with measurements from several platforms and compare predictions with particle and gas-phase observations from the CalNex Pasadena ground site. That site provides a unique opportunity to study aerosol formation close to anthropogenic emission sources with limited recirculation. The model SOA formed only from the oxidation of VOCs (V-SOA) is insufficient to explain the observed SOA concentrations, even when using SOA parameterizations with multi-generationmore » oxidation that produce much higher yields than have been observed in chamber experiments, or when increasing yields to their upper limit estimates accounting for recently reported losses of vapors to chamber walls. The Community Multiscale Air Quality (WRF-CMAQ) model (version 5.0.1) provides excellent predictions of secondary inorganic particle species but underestimates the observed SOA mass by a factor of 25 when an older VOC-only parameterization is used, which is consistent with many previous model-measurement comparisons for pre-2007 anthropogenic SOA modules in urban areas. Including SOA from primary semi-volatile and intermediate volatility organic compounds (P-S/IVOCs) following the parameterizations of Robinson et al. (2007), Grieshop et al. (2009), or Pye and Seinfeld (2010) improves model/measurement agreement for mass concentration. When comparing the three parameterizations, the Grieshop et al. (2009) parameterization more accurately reproduces both the SOA mass concentration and oxygen-to-carbon ratio inside the urban area. Our results strongly suggest that other precursors besides VOCs, such as P-S/IVOCs, are needed to explain the observed SOA concentrations in Pasadena.     The Los Angeles Department of Water and Power (LADWP) places a high priority on developing its distribution system in the most reliable and cost-effective manner. At higher distribution voltages, such as 34.5-kV, jointing systems which are easily, consistently, and quickly installed by both utility and contracted personnel offer significant economic advantages. With increasing loads and higher load densities at LADWP, the use of 34.5-kV, cross-linked polyethylene (CLP) aluminum, 1000-kcmil cable is becoming more common to meet customer load requirements. Two methods of jointing this large conductor cable were historically used, although each method had limitations. This paper provides an overview of LADWP's distribution system, past jointing techniques, the investigation and evaluation of alternate approaches, and the field experience with the joint selected for use.

    From October 2012 through September 2013, the second ARM Mobile Facility (AMF2) was deployed on the container ship Spirit, operated by Horizon Lines, for the Marine ARM GPCI* Investigation of Clouds (MAGIC) field campaign. During approximately 20 round trips between Los Angeles, California, and Honolulu, Hawaii, AMF2 obtained continuous on-board measurements of cloud and precipitation, aerosols, and atmospheric radiation; surface meteorological and oceanographic variables; and atmospheric profiles from weather balloons launched every six hours. During two two-week intensive observational periods in January and July 2013, additional instruments were deployed and balloon soundings were be increased to every three hours. These additional data provided a more detailed characterization of the state of the atmosphere and its daily cycle during two distinctly different seasons. The primary objective of MAGIC was to improve the representation of the stratocumulus-to-cumulus transition in climate models. AMF2 data documented the small-scale physical processes associated with turbulence, convection, and radiation in a variety of marine cloud types.

    Field studies in polluted areas over the last decade have observed large formation of secondary organic aerosol (SOA) that is often poorly captured by models. The study of SOA formation using ambient data is often confounded by the effects of advection, vertical mixing, emissions, and variable degrees of photochemical aging. An oxidation flow reactor (OFR) was deployed to study SOA formation in real-time during the California Research at the Nexus of Air Quality and Climate Change (CalNex) campaign in Pasadena, CA, in 2010. A high-resolution aerosol mass spectrometer (AMS) and a scanning mobility particle sizer (SMPS) alternated sampling ambient andmore » reactor-aged air. The reactor produced OH concentrations up to 4 orders of magnitude higher than in ambient air. OH radical concentration was continuously stepped, achieving equivalent atmospheric aging of 0.8 days–6.4 weeks in 3 min of processing every 2 h. Enhancement of organic aerosol (OA) from aging showed a maximum net SOA production between 0.8–6 days of aging with net OA mass loss beyond 2 weeks. Reactor SOA mass peaked at night, in the absence of ambient photochemistry and correlated with trimethylbenzene concentrations. Reactor SOA formation was inversely correlated with ambient SOA and Ox, which along with the short-lived volatile organic compound correlation, indicates the importance of very reactive (τOH ~ 0.3 day) SOA precursors (most likely semivolatile and intermediate volatility species, S/IVOCs) in the Greater Los Angeles Area. Evolution of the elemental composition in the reactor was similar to trends observed in the atmosphere (O : C vs. H : C slope ~ –0.65). Oxidation state of carbon (OSc) in reactor SOA increased steeply with age and remained elevated (OSC ~ 2) at the highest photochemical ages probed. The ratio of OA in the reactor output to excess CO (ΔCO, ambient CO above regional background) vs. photochemical age is similar to previous studies at low to moderate ages and

    MicroLink has developed a process technology that will enable the manufacture of high-efficiency, low-cost, multijunction solar cells for use in concentrating photovoltaic (CPV) applications. The multijunction cells were fabricated using a novel low-temperature wafer bonding process. A triple-junction InGaP/GaAs/Ge tandem solar cell with efficiency of 30% at 1 sun AM1.5 illumination was fabricated by wafer bonding a dual-junction InGaP/GaAs cell to a single-junction Ge cell. Temperature cycling over the range -25 degrees C to +40 degrees C resulted in no degradation of cell performance.     The Solar America Initiative (SAI) is intended to provide numerous technological routes towards a lower levelized cost of solar-generated electricity (LCOE). MicroLink's planned contribution towards the SAI is to provide a method of lowering the cost of GaAs-based solar cells, which are a major contributor to the cost of concentrator photovoltaic (CPV) modules. MicroLink's unique approach is to use an epitaxial liftoff (ELO) process to completely remove the active solar cell from the substrate while preserving the performance and yield of the cell. The substrate accounts for approximately half the cost of conventional, multijunction GaAs-based solar cells. By using ELO, the substrate can be reused several times for additional solar cell growths, thereby reducing the cost of multijunction solar cells by up to 50%. The achievement of high efficiency has significantly increased the acceptance of MicroLink Devices as a future supplier of high-efficiency dual-junction and IMM (inverted metamorphic) triple-junction ELO solar cells. MicroLink entered the SAI program with a 10% efficiency GaAs solar cell (1-sun AM 1.5) and finished the program with an NREL-verified IMM triple-junction ELO solar cell (1-sun AM 1.5).

    The goal of the subcontract is to scale up Semprius' novel micro-cell based modules to an annualized rate of 500 kW of receivers and 10 kW of modules, in support of the DOE 2020 Sunshot Initiative goals. The statement of work (SOW) was broken up into two Phases. Phase I was directed towards process development efforts towards addressing fundamental manufacturing metrics such as yield, die per wafer, automation and throughput. Phase II objectives are to scale to an annualized production rate of 500 kW of receivers and 10 kW of modules, while improving cell efficiency, module efficiency and transfer yield. Semprius has met all the technical milestones and deliverables for the contract. All subtasks were completed earlier than expected and the results exceeded the technical targets. In particular, 3J cell efficiency of 41.2% exceeded the target of 38%, module efficiency of 28.3% exceeded the target of 28% and transfer yield of 96.4% exceeds the target of 95%, with all tasks completed well ahead of schedule. Also, devices fabricated from 1st use GaAs substrates and substrates with two re-uses have been shown to be identical.

    Geomechanics Technologies has completed a detailed characterization study of the Wilmington Graben offshore Southern California area for large-scale CO₂ storage. This effort has included: an evaluation of existing wells in both State and Federal waters, field acquisition of about 175 km (109 mi) of new seismic data, new well drilling, development of integrated 3D geologic, geomechanics, and fluid flow models for the area. The geologic analysis indicates that more than 796 MMt of storage capacity is available within the Pliocene and Miocene formations in the Graben for midrange geologic estimates (P50). Geomechanical analyses indicate that injection can be conducted without significant risk for surface deformation, induced stresses or fault activation. Numerical analysis of fluid migration indicates that injection into the Pliocene Formation at depths of 1525 m (5000 ft) would lead to undesirable vertical migration of the CO₂ plume. Recent well drilling however, indicates that deeper sand is present at depths exceeding 2135 m (7000 ft), which could be viable for large volume storage. For vertical containment, injection would need to be limited to about 250,000 metric tons per year per well, would need to be placed at depths greater than 7000ft, and would need to be placed in new wells located at least 1 mile from any existing offset wells. As a practical matter, this would likely limit storage operations in the Wilmington Graben to about 1 million tons per year or less. A quantitative risk analysis for the Wilmington Graben indicate that such large scale CO₂ storage in the area would represent higher risk than other similar size projects in the US and overseas.

Particular attention is given to U.S. venture capital investments in the energy/industrial sector over the period 1980-2010Q1+Q2 as well as in the more recently created cross-cutting category of CleanTech over the period 1995-2010Q1+Q2. During the early 1980s, U.S. venture capital investments in the energy/industrial sector accounted for more than 20% of all venture capital investments. However subsequent periods of low energy prices, the deregulation of large aspects of the energy industry, and the emergence of fast growing new industries like computers (both hardware and software), biotechnology and the Internet quickly reduced the priority accorded to energy/industrial investments. To wit, venture capital investments related to the energy/industrial sector accounted for only 1% of the $119 billion dollars invested in 2000 by the U.S. venture capital community. The significant increase in the real price of oil that began in 2003-2004 correlates with renewed interest and increased investment by the venture capital community in energy/industrial investment opportunities. Venture capital investments for 2009 for the energy/industrial sector accounted for $2.1 billion or slightly more than 13% of all venture capital invested that year. The total venture capital invested in energy/industrial during the first two quarters of 2010 is close to $1.8 billion accounting for 17% of all venture capital investments during the first two quarters of 2010. In 2009, the aggregate amount invested in CleanTech was $1.8 billion (30% of the total US venture capital invested in that lean year) and for the first two quarters of 2010 US venture capital investments in CleanTech have already exceeded $1.9 billion (19% of all US venture capital investments made during the first half of 2010).
