    Thermal waters produced from large oil fields are currently the most important geothermal resources in Los Angeles County. Otherwise, the County does not appear to have any large, near-surface geothermal resources. The oil fields produce thermal water because of both the moderate depths of production and normal to above-normal geothermal gradients. Gradients are about 3.0-3.5/sup 0/C/100 meters in the Ventura Basin and range from that up to about 5.5-6.0/sup 0/C/100 meters in the Los Angeles Basin. The hottest fields in the County are west of the Newport-Inglewood Structural Zone. The Los Angeles Basin has substantially more potential for uses of heat from oil fields than does the Ventura Basin because of its large fields and dense urban development. Produced fluid temperatures there range from ambient air to boiling, but most are in the 100-150/sup 0/F range. Daily water production ranges from only a few barrels at some fields to over a million barrels at Wilmington Oil Field; nearly all fields produce less than 50,000 barrels/day. Water salinity generally ranges from about 15,000-35,000 mg/liter NaCl. Fields with the most promise as sources of heat for outside applications are Wilmington, Torrance, Venice Beach, and Lawndale. The centralized treatment facilities are the most favorable sites for extraction of heat within the oil fields. Because of the poor water quality heat exchangers will likely be required rather than direct circulation of the field water to users. The best sites for applications are commercial-industrial areas and possibly institutional structures occupied by large numbers of people.

    In response to a request from the International Association of Fire Fighters, a study was made of possible toxic exposures experienced by fire fighters from the Los Angeles Fire Department, paramedics, and police officers during a chemical warehouse fire at Research Organic, Inorganic Chemical Corporation, Sun Valley, California. Numerous flammable, corrosive, and reactive compounds were stored at the warehouse at the time of the fire. Dermatological problems with rashes lasting more than 1 day after the fire were reported by 18 fire fighters and nine police officers. Neurotoxic symptoms of fatigue, forgetfulness, irritability, headaches, and difficulty sleeping were also reported. The neurotoxic symptoms lasted from a month to over a year. The authors conclude that the symptoms experienced by those working at the fire site are associated with exposures during the fire. Recommendations arising from the fire include the establishment of a response team with comprehensive training, state of the art protective equipment, protocols for addressing medical evaluation and decontamination issues, environmental sampling capability, and coordination with other emergency disaster responders.

    From October 2012 through September 2013, the second ARM Mobile Facility (AMF2) was deployed on the container ship Spirit, operated by Horizon Lines, for the Marine ARM GPCI* Investigation of Clouds (MAGIC) field campaign. During approximately 20 round trips between Los Angeles, California, and Honolulu, Hawaii, AMF2 obtained continuous on-board measurements of cloud and precipitation, aerosols, and atmospheric radiation; surface meteorological and oceanographic variables; and atmospheric profiles from weather balloons launched every six hours. During two two-week intensive observational periods in January and July 2013, additional instruments were deployed and balloon soundings were be increased to every three hours. These additional data provided a more detailed characterization of the state of the atmosphere and its daily cycle during two distinctly different seasons. The primary objective of MAGIC was to improve the representation of the stratocumulus-to-cumulus transition in climate models. AMF2 data documented the small-scale physical processes associated with turbulence, convection, and radiation in a variety of marine cloud types.

    As one of the first US stages to open its doors to retail electric competition, California offers an important opportunity to assess the effectiveness of green power marketing as a mechanism for supporting renewable energy. This report is an interim assessment of key green power product, industry, and market trends in California. The report identifies and analyzes: the potential size of the green power market in California; the companies participating in the green power market; the green power products being offered and their prices; the impact of the green market on renewable generators and the environment; and the influence of several public policies and non-governmental programs on the market for green power. Data used in this paper have been collected, in large part, from surveys and interviews with green power marketers that took place between December 1997 and April 1998. There remain legitimate concerns over the viability of green power marketing to support significant quantities of renewable energy and provide large environmental gains, and it is far too early to assess the overall strength of customer demand for renewable energy. A critical finding of this report is that, because of the high cost of acquiring and servicing residential customers and the low utility default service price, green power marketing affords new energy service providers one of the only viable entrees to California`s residential marketplace.

    This analysis presents a case study in California for a large scale, standalone wind electrolysis site. This is a techno-economic analysis of the 40,000 kg/day renewable production of hydrogen and subsequent delivery by truck to a fueling station in the Los Angeles area. This quantity of hydrogen represents about 1% vehicle market penetration for a city such as Los Angeles (assuming 0.62 kg/day/vehicle and 0.69 vehicles/person) [8]. A wind site near the Mojave Desert was selected for proximity to the LA area where hydrogen refueling stations are already built.

    Sea lion mortalities in central California during May and June 1998 were traced to their ingestion of sardines and anchovies that had accumulated the neurotoxin domoic acid. The detection of toxin in urine, feces, and stomach contents of several sea lions represents the first proven occurrence of domoic acid transfer through the food chain to a marine mammal. The pennate diatoms, Pseudo-nitzschia multiseries and P. australis, were the dominant, toxin-producing phytoplankton constituting algal blooms near Monterey Bay, Half Moon Bay, and Oceano Dunes, areas where sea lions with neurological symptoms stranded. Toxic Pseudo-nitzschia were also found near Morrow Bay, Point Conception, Point Arguello, and Santa Barbara, demonstrating that these species were widespread along the central California coast in June 1998. Measurements of domoic acid during three cruises in early June showed the highest cellular toxin levels in P. multiseries near Point A?o Nuevo and in P. australis from Morro w Bay. Maximum cellular domoic acid levels were observed within 20 km of the coast between 0 and 5 m depth, although toxin was also measured to depths of 40 m. Hydrographic data indicated that the highest toxin levels and greatest numbers of toxic cells were positioned in water masses associated with upwelling zones near coastal headlands. Nutrient levels at these sites were less than those typically measured during periods of active upwelling, due to the 1998 El Ni?o event. The flow of cells and/or nutrients from coastal headlands into embayments where cells can multiply in a stratified environment is a possible mechanism of bloom development along the central California coast. This coupling of toxic Pseudo-nitzschia growth near upwelling zones with physical processes involved in cell transport will be understood only when long-term measurements are made at several key coastal locations, aiding in our capability to predict domoic-acid producing algal blooms.

    This document provides an analysis of the potential impacts associated with the proposed action, which is continued operation of Naval Petroleum Reserve No. I (NPR-1) at the Maximum Efficient Rate (MER) as authorized by Public law 94-258, the Naval Petroleum Reserves Production Act of 1976 (Act). The document also provides a similar analysis of alternatives to the proposed action, which also involve continued operations, but under lower development scenarios and lower rates of production. NPR-1 is a large oil and gas field jointly owned and operated by the federal government and Chevron U.SA Inc. (CUSA) pursuant to a Unit Plan Contract that became effective in 1944; the government`s interest is approximately 78% and CUSA`s interest is approximately 22%. The government`s interest is under the jurisdiction of the United States Department of Energy (DOE). The facility is approximately 17,409 acres (74 square miles), and it is located in Kern County, California, about 25 miles southwest of Bakersfield and 100 miles north of Los Angeles in the south central portion of the state.     California's target for greenhouse gas reduction in part relies on the development of viable low-carbon fuel alternatives to gasoline. It is often assumed that cellulosic ethanol--ethanol made from the structural parts of a plant and not from the food parts--will be one of these alternatives. This study examines the physical viability of a switchgrass-based cellulosic ethanol industry in California from the point of view of the physical requirements of land, water, energy and other material use. Starting from a scenario in which existing irrigated pastureland and fiber-crop land is converted to switchgrass production, the analysis determines the total acreage and water supply available and the resulting total biofuel feedstock output under different assumed yields. The number and location of cellulosic ethanol biorefineries that can be supported is also determined, assuming that the distance from field to biorefinery would be minimized. The biorefinery energy input requirement, available energy from the fraction of biomass not converted to ethanol, and energy output is calculated at various levels of ethanol yields, making different assumptions about process efficiencies. The analysis shows that there is insufficient biomass (after cellulose separation and fermentation into ethanol) to provide all the process energy needed to run the biorefinery; hence, the purchase of external energy such as natural gas is required to produce ethanol from switchgrass. The higher the yield of ethanol, the more external energy is needed, so that the net gains due to improved process efficiency may not be positive. On 2.7 million acres of land planted in switchgrass in this scenario, the switchgrass outputproduces enough ethanol to substitute for only 1.2 to 4.0percent of California's gasoline consumption in 2007.

    At the end of 1983, the number of signed contracts and letter agreements for cogeneration and small power production projects was 305, with a total estimated nominal capacity of 2,389 MW. Of these totals, 202 projects, capable of producing 566 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration, solid waste, or biomass projects had signed 101 contracts with a potential of 1,408 MW. In total, 106 contracts and letter agreements had been signed with projects capable of producing 1,479 MW. PG and E also had under active discussion 29 cogeneration projects that could generate a total of 402 MW to 444 MW, and 13 solid waste or biomass projects with a potential of 84 MW to 89 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 3 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 28, with a generating capability of 618 MW. Also, discussions were being conducted with 14 wind farm projects, totaling 365 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 8 other small wind projects under active discussion. There were 59 hydroelectric projects with signed contracts and a potential of 146 MW, as well as 72 projects under active discussion for 169 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 185 MW, that PG and E was planning to construct. Table B displays the above information. In tabular form, in Appendix A, are status reports of the projects as of December 31, 1983.

There were 101 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 6 other small wind projects under active discussion. There were 64 hydroelectric projects with signed contracts and a potential of 148 MW, as well as 75 projects under active discussion for 316 MW. Of these totals, 232 projects, capable of producing 678 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration projects had signed 80 contracts with a potential of 1,161 MW. Thirty-three contracts had been signed for solid waste/biomass projects for a total of 298 MW. In total, 118 contracts and letter agreements had been signed with cogeneration, solid waste, and biomass projects capable of producing 1,545 MW. PG and E also had under active discussion 46 cogeneration projects that could generate a total of 688 MW to 770 MW, and 13 solid waste or biomass projects with a potential of 119 MW to 139 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. Two geothermal projects were under active discussion for a total of 2 MW. There were 8 solar projects with signed contracts and a potential of 37 MW, as well as 4 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 34, with a generating capability of 1,042 MW, Also, discussions were being conducted with 23 wind farm projects, totaling 597 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 7 other small wind projects under active discussion. There were 71 hydroelectric projects with signed contracts and a potential of 151 MW, as well as 76 projects under active discussion for 505 MW. In addition, there were 18 hydroelectric projects, with a nominal capacity of 193 MW, that PG and E was planning to construct. Table B displays the above information. Appendix A displays in tabular form the status reports of the projects as of June 30, 1984.

    The main objective of NREL in supporting this study is to determine the relative air quality impact of the use of compressed natural gas (CNG) as an alternative transportation fuel when compared to low Reid vapor pressure (RVP) gasoline and reformulated gasoline (RFG). A table lists the criteria, air toxic, and greenhouse gas pollutants for which emissions were estimated for the alternative fuel scenarios. Air quality impacts were then estimated by performing photochemical modeling of the alternative fuel scenarios using the Urban Airshed Model Version 6.21 and the Carbon Bond Mechanism Version IV (CBM-IV) (Geary et al., 1988) Using this model, the authors examined the formation and transport of ozone under alternative fuel strategies for motor vehicle transportation sources for the year 2007. Photochemical modeling was performed for modeling domains in Los Angeles, California, and Atlanta, Georgia.

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

    San Nicolas Island (SNI) is the site of the Navy Range Instrumentation Test Site which relies on an isolated diesel-powered grid for its energy needs. The island is located in the Pacific Ocean 85 miles southwest of Los Angeles, California and 65 miles south of the Naval Air Weapons Station (NAWS), Point Mugu, California. SNI is situated on the continental shelf at latitude N33{degree}14` and longitude W119{degree}27`. It is approximately 9 miles long and 3.6 miles wide and encompasses an area of 13,370 acres of land owned by the Navy in fee title. Winds on San Nicolas are prevailingly northwest and are strong most of the year. The average wind speed is 7.2 m/s (14 knots) and seasonal variation is small. The windiest months, March through July, have wind speeds averaging 8.2 m/s (16 knots). The least windy months, August through February, have wind speeds averaging 6.2 m/s (12 knots).

  17. An Overview of Geologic Carbon Sequestration Potential in California

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), the California Geological Survey (CGS) conducted an assessment of geologic carbon sequestration potential in California. An inventory of sedimentary basins was screened for preliminary suitability for carbon sequestration. Criteria included porous and permeable strata, seals, and depth sufficient for critical state carbon dioxide (CO{sub 2}) injection. Of 104 basins inventoried, 27 met the criteria for further assessment. Petrophysical and fluid data from oil and gas reservoirs was used to characterize both saline aquifers and hydrocarbon reservoirs. Where available, well log or geophysical information was used to prepare basin-wide maps showing depth-to-basement and gross sand distribution. California's Cenozoic marine basins were determined to possess the most potential for geologic sequestration. These basins contain thick sedimentary sections, multiple saline aquifers and oil and gas reservoirs, widespread shale seals, and significant petrophysical data from oil and gas operations. Potential sequestration areas include the San Joaquin, Sacramento, Ventura, Los Angeles, and Eel River basins, followed by the smaller Salinas, La Honda, Cuyama, Livermore, Orinda, and Sonoma marine basins. California's terrestrial basins are generally too shallow for carbon sequestration. However, the Salton Trough and several smaller basins may offer opportunities for localized carbon sequestration.

    Aerosol samples collected in the urban areas of Shanghai and Los Angeles were analyzed by nanospray-desorption electrospray ionization mass spectrometry (nano-DESI MS) with high mass resolution (m/?m=100,000). Solvent mixtures of acetonitrile/water and acetonitrile/toluene were used to extract and ionize polar and non-polar compounds, respectively. A diverse mixture of oxygenated hydrocarbons, organosulfates, organonitrates, and organics with reduced nitrogen were detected in the Los Angeles sample. Majority of the organics in the Shanghai sample were detected as organosulfates. The dominant organosulfates in the two samples have distinctly different molecular characteristics. Specifically, organosulfates in the Los Angeles sample were dominated by isoprene- or monoterpene-derived products, while organosulfates of yet unknown origin in the Shanghai sample had distinctive characteristics of long aliphatic carbon chains and low degree of oxidation and unsaturation. The use of acetonitrile/toluene solvent facilitated identification of this type of organosulfates, suggesting they could be missed in previous studies relying on sample extraction using common polar solvents. The high molecular weight and low degree of unsaturation and oxidization of the organosulfates detected in the Shanghai sample suggest that they may act as surfactants, and plausibly affect the surface tension and hygroscopicity of the atmospheric particulate matter. We propose that direct esterification of carbonyl or hydroxyl compounds by sulfates or sulfuric acid in liquid phase could be the formation pathway of these special organosulfates. Long-chain alkanes from vehicle emissions might be their precursors.

    Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots’ main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.

    Energy consumption in the state of California decreased about 3% in 1993 reflecting continuation of the recession that was manifest in a moribund construction industry and a high state unemployment that ran counter to national recovery trends. Residential/commercial use decreased slightly reflecting a mild winter in the populous southern portion of the state, a decrease that was offset to some extent by an increase in the state population. Industrial consumption of purchased energy declined substantially as did production of self-generated electricity for in-house use. Consumption in the transportation sector decreased slightly. The amount of power transmitted by the utilities was at 1992 levels; however a smaller proportion was produced by the utilities themselves. Generation of electricity by nonutilities, primarily cogenerators and small power producers, was the largest of any state in the US. The growth in the number of private power producers combined with increased amounts of electricity sold to the public utilities set the stage for the sweeping proposals before the California Public Utility Commission to permit direct sales from the nonutilities to retail customers. California production of both oil and natural gas declined; however, to meet demand only the imports of natural gas increased. A break in the decade-long drought during the 1992--1993 season resulted in a substantial increase in the amount of hydroelectricity generated during the year. Geothermal energy`s contribution increased substantially because of the development of new resources by small power producers. Decline in steam production continued at The Geysers, the state`s largest field, principally owned and managed by a public utility. Increases in windpower constituted 1--1/2% of the total electric supply--up slightly from 1992. Several solar photo voltaic demonstration plants were in operation, but their contribution remained small.

    California energy consumption increased in 1994 in keeping with a recovery from the previous mild recession years. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs currently sponsored by the utilities. The issues were not resolved at year-end, but the state`s public utilities began to take steps to improve their positions in a future competitive market by cutting costs, improving efficiencies operating plants, and enlarging their nonutility interests.

    Climate projections from three atmosphere-ocean climate models with a range of low to mid-high temperature sensitivity forced by the Intergovernmental Panel for Climate Change SRES higher, middle, and lower emission scenarios indicate that, over the 21st century, extreme heat events for major cities in heavily air-conditioned California will increase rapidly. These increases in temperature extremes are projected to exceed the rate of increase in mean temperature, along with increased variance. Extreme heat is defined here as the 90 percent exceedance probability (T90) of the local warmest summer days under the current climate. The number of extreme heat days in Los Angeles, where T90 is currently 95 F (32 C), may increase from 12 days to as many as 96 days per year by 2100, implying current-day heat wave conditions may last for the entire summer, with earlier onset. Overall, projected increases in extreme heat under the higher A1fi emission scenario by 2070-2099 tend to be 20-30 percent higher than those projected under the lower B1 emission scenario, ranging from approximately double the historical number of days for inland California cities (e.g. Sacramento and Fresno), up to four times for previously temperate coastal cities (e.g. Los Angeles, San Diego). These findings, combined with observed relationships between high temperature and electricity demand for air-conditioned regions, suggest potential shortfalls in transmission and supply during T90 peak electricity demand periods. When the projected extreme heat and peak demand for electricity are mapped onto current availability, maintaining technology and population constant only for demand side calculations, we find the potential for electricity deficits as high as 17 percent. Similar increases in extreme heat days are suggested for other locations across the U.S. southwest, as well as for developing nations with rapidly increasing electricity demands. Electricity response to recent extreme heat events, such as the July 2006 heat wave in California, suggests that peak electricity demand will challenge current supply, as well as future planned supply capacities when population and income growth are taken into account.

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a “real-world” retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation’s hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations with a focus on safe, convenient, fast-fills. These potential areas were then compared to and overlaid with suitable sites from various energy companies and other potential station operators. Work continues to match vehicle needs with suitable fueling station locations. Once a specific site was identified, the necessary agreements could be completed with the station operator and expected station users. Detailed work could then begin on the site drawings, permits, safety procedures and training needs. Permanent stations were successfully installed in Irvine (delivered liquid hydrogen), Torrance (delivered pipeline hydrogen) and Fountain Valley (renewable hydrogen from anaerobic digester gas). Mobile fueling stations were also deployed to meet short-term fueling needs in Long Beach and Placerville. Once these stations were brought online, infrastructure data was collected and reported to DOE using Air Products’ Enterprise Remote Access Monitoring system. Feedback from station operators was incorporated to improve the station user’s fueling experience.

    This study presents a comparative analysis of two different renewable energy options for the California energy market between 2017 and 2020: 12,000 GWh per year from new California in-state renewable energy resources; and 12,000 GWh per year from Wyoming wind delivered to the California marketplace. Either option would add to the California resources already existing or under construction, theoretically providing the last measure of power needed to meet (or to slightly exceed) the state's 33% renewable portfolio standard. Both options have discretely measurable differences in transmission costs, capital costs (due to the enabling of different generation portfolios), capacity values, and production costs. The purpose of this study is to compare and contrast the two different options to provide additional insight for future planning.

    Our study targets recent (Plio-Pleistocene) faults and young (Tertiary) petroleum fields in southern California. Faults include the Refugio Fault in the Transverse Ranges, the Ellwood Fault in the Santa Barbara Channel, and most recently the Newport- Inglewood in the Los Angeles Basin. Subsurface core and tubing scale samples, outcrop samples, well logs, reservoir properties, pore pressures, fluid compositions, and published structural-seismic sections have been used to characterize the tectonic/diagenetic history of the faults. As part of the effort to understand the diagenetic processes within these fault zones, we have studied analogous processes of rapid carbonate precipitation (scaling) in petroleum reservoir tubing and manmade tunnels. From this, we have identified geochemical signatures in carbonate that characterize rapid CO2 degassing. These data provide constraints for finite element models that predict fluid pressures, multiphase flow patterns, rates and patterns of deformation, subsurface temperatures and heat flow, and geochemistry associated with large fault systems.

    The Chemical Mass Balance (CMB) receptor model was applied to the chemically-speciated diurnal particulate matter samples and volatile organic compound (VOC) acquired during the summer and fall campaigns of the Southern California Air Quality Study (SCAQS). Source profiles applicable to the Los Angeles area were used to apportion PM[sub (2.5)] and PM[sub (10)] to primary paved road dust, primary construction dust, primary motor vehicle exhaust, primary marine aerosol, secondary ammonium nitrate, and secondary ammonium sulfate. Nonmethane hydrocarbon was apportioned to motor vehicle exhaust, liquid fuel, gasoline vapor, gas leaks, architectural and industrial coatings, and biogenic emissions. Suspended dust was the major contributor to PM(10) during the summer, while secondary ammonium nitrate and primary motor vehicle exhaust contributions were high in the fall. Motor vehicle exhaust was the major contributor to nonmethane hydrocarbons, ranging from 30% to 70% of the total.

    This study evaluated the feasibility of potential energy efficiency measures (EEM`s) for the proposed EDD office building located at 5401 Crenshaw in Los Angeles, CA. The 26,748 ft{sup 2} single-story building is currently in the final design phase. Key building energy features include uninsulated exterior concrete block walls, R19 insulated roof, glazing on north and east orientations only, multiple air source rooftop packaged heat pumps, and electric resistance water heaters. For this project, DEG evaluated seven potential EEM`s from both performance and 30 year life cycle cost (LCC) perspectives.

    California has been leading the nation down the path of electric utility deregulation, beginning with the April 1994, California Public Utilities Commission`s (CPUC) Blue Book restructuring proposal. The road for renewable energy producers has been particularly rocky, leaving the future of renewable energy production very much in doubt. The original CPUC proposal provided for competition among generating sources on the basis of price alone, without regard for environmental considerations. The California legislature took up electric utility deregulation legislation during 1996, culminating in AB 1890, California`s landmark restructuring legislation, which was passed unanimously by the Senate and Assembly, and signed into law by the governor on September 28, 1996. AB 1890 assigned to the California Energy Commission (CEC) the task of determining how to allocate the renewables transition funds between existing and new renewable generating sources, and among the various renewable energy technologies that are available for deployment in California. The California Environmental Protection Agency (Cal/EPA) was assigned the task of reporting to the legislature about the specific benefits provided by biomass energy production in California, and about policies that could shift some of the cost of biomass energy production away from the electric ratepayer, on to beneficiaries of the environmental benefits of biomass energy production. This study describes the development of the CEC and Cal/EPA reports to the California legislature, and provides an analysis of the major issues that were encountered during the course of their development. The study concludes with a consideration of the future prospects for biomass and renewable energy production in the state.

    Hammer et al. analyzed daily diary reports of headache, eye irritation, cough, and chest discomfort in a study of Los Angeles student nurses, and found a statistically significant association between these symptoms and daily maximum one-hour oxidant concentrations at a nearby air quality monitor. Our analysis examines the student nurse data for the possible significance of other pollutants. We used new model specifications designed to account for the probabilistic nature of the outcome variables, and to allow for complications arising from the time series aspects of the data. We replicated the finding of a significant relationship between oxidants and coughing and eye irritation, and also found that; carbon monoxide was significantly related to headache symptoms; nitrogen dioxide was significantly related to eye irritation; and sulfur dioxide was significantly related to chest discomfort.

    In October 2013, the California Public Utilities Commission (CPUC) finalized procurement targets and other requirements to its jurisdictional utilities for a minimum of 1,325 MW of 'viable and cost-effective' energy storage systems by 2020. The goal of this study is to explore several aspects of grid operations in California and the Western Interconnection resulting from meeting the CPUC storage targets. We perform this analysis using a set of databases and grid simulation tools developed and implemented by the CPUC, the California Independent System Operator (CAISO), and the California Energy Commission (CEC) for the CPUC's Long-term Procurement Plan (LTPP). The 2014 version of this database contains information about generators, storage, transmission, and electrical demand, for California in the year 2024 for both 33% and 40% renewable energy portfolios. We examine the value of various services provided by energy storage in these scenarios. Sensitivities were performed relating to the services energy storage can provide, the capacity and duration of storage devices, export limitations, and negative price floor variations. Results show that a storage portfolio, as outlined by the CPUC, can reduce curtailment and system-wide production costs for 33% and 40% renewable scenarios. A storage device that can participate in energy and ancillary service markets provides the grid with the greatest benefit; the mandated storage requirement of 1,325 MW was estimated to reduce the total cost of production by about 78 million per year in the 33% scenario and 144 million per year in the 40% scenario. Much of this value is derived from the avoided start and stop costs of thermal generators and provision of ancillary services. A device on the 2024 California grid and participating in only ancillary service markets can provide the system with over 90% of the value as the energy and ancillary service device. The analysis points to the challenge of new storage providing regulation reserve, as the added storage could provide about 75% of the regulation up requirement for all of California, which would likely greatly reduce regulation prices and potential revenue. The addition of storage in California decreases renewable curtailment, particularly in the 40% RPS case. Following previous analysis, storage has a mixed impact on emissions, generally reducing emissions, but also creating additional incentives for increased emissions from out-of-state coal generations. Overall, storage shows significant system cost savings, but analysis also points to additional challenges associated with full valuation of energy storage, including capturing the operational benefits calculated here, but also recovering additional benefits associated avoided generation, transmission, and distribution capacity, and avoided losses.

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Recent U.S. Environmental Protection Agency emissions regulations have resulted in lower emissions of particulate matter and oxides of nitrogen from heavy-duty diesel trucks. To accelerate fleet turnover the State of California in 2008 along with the Ports of Los Angeles and Long Beach (San Pedro Bay Ports) in 2006 passed regulations establishing timelines forcing the retirement of older diesel trucks. On-road emissions measurements of heavy-duty diesel trucks were collected over a three-year period, beginning in 2008, at a Port of Los Angeles location and an inland weigh station on the Riverside freeway (CA SR91). At the Port location the mean fleet age decreased from 12.7 years in April of 2008 to 2.5 years in May of 2010 with significant reductions in carbon monoxide (30%), oxides of nitrogen (48%) and infrared opacity (a measure of particulate matter, 54%). We also observed a 20-fold increase in ammonia emissions as a result of new, stoichiometrically combusted, liquefied natural gas powered trucks. These results compare with changes at our inland site where the average ages were 7.9 years in April of 2008 and 8.3 years in April of 2010, with only small reductions in oxides of nitrogen (10%) being statistically significant. Both locations have experienced significant increases in nitrogen dioxide emissions from new trucks equipped with diesel particle filters; raising the mean nitrogen dioxide to oxides of nitrogen ratios from less than 10% to more than 30% at the Riverside freeway location.

    Solar envelope zoning represents a promising approach to solar access protection. A solar envelope defines the volume within which a building will not shade adjacent lots or buildings. Other solar access protection techniques, such as privately negotiated easements, continue to be tested and implemented but none offer the degree of comprehensiveness evident in this approach. Here, the City of Los Angeles, through the Mayor's Energy Office, the City Planning Department, and the City Attorney's Office, examine the feasibility of translating the concept of solar envelopes into zoning techniques. They concluded that envelope zoning is a fair and consistent method of guaranteeing solar access, but problems of complexity and uncertainty may limit its usefulness. Envelope zoning may be inappropriate for the development of high density centers and for more restrictive community plans. Aids or tools to administer envelope zoning need to be developed. Finally, some combination of approaches, including publicly recorded easements, subdivision approval and envelope zoning, need to be adopted to encourage solar use in cities. (MHR)

    The Los Angeles Department of Water and Power (LADWP) is currently one of the most active electric utility companies in deploying fuel cell technology. Fuel cells offer many benefits and are now used as an alternative to traditional internal combustion engines in power generation. In continuing it's role as the leader in fuel cell deploying, LADWP installed a Phosphoric Acid Fuel Cell (PAFC) in February 2002 at its Main Street service center. The goal of this project is to evaluate the PAFC's performance and cost benefits. This will provide LADWP an insight for future deployment of fuel cell technology. The fuel cell ran smoothly through the first year of operation with very high efficiency and availability, and only with some minor setbacks. The Main street fuel cell project is funded by LADWP with partial grant funding from the Department of Defense's Climate Change Fuel Cell Buydown Program. The technical evaluation and the benefit-cost evaluation of the Main Street fuel cell are both examined in this report.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and hence are reluctant to share their data. The California Commercial End Use Survey (CEUS), the primary source of data for Cal-Arch, is a unique source of information on commercial buildings in California. It has not been made public; however, it was made available by CEC to LBNL for the purpose of developing a public benchmarking tool.

    Four different literature parameterizations for the formation and evolution of urban secondary organic aerosol (SOA) frequently used in 3-D models are evaluated using a 0-D box model representing the Los Angeles metropolitan region during the California Research at the Nexus of Air Quality and Climate Change (CalNex) 2010 campaign. We constrain the model predictions with measurements from several platforms and compare predictions with particle- and gas-phase observations from the CalNex Pasadena ground site. That site provides a unique opportunity to study aerosol formation close to anthropogenic emission sources with limited recirculation. The model SOA that formed only from the oxidationmore » of VOCs (V-SOA) is insufficient to explain the observed SOA concentrations, even when using SOA parameterizations with multi-generation oxidation that produce much higher yields than have been observed in chamber experiments, or when increasing yields to their upper limit estimates accounting for recently reported losses of vapors to chamber walls. The Community Multiscale Air Quality (WRF-CMAQ) model (version 5.0.1) provides excellent predictions of secondary inorganic particle species but underestimates the observed SOA mass by a factor of 25 when an older VOC-only parameterization is used, which is consistent with many previous model–measurement comparisons for pre-2007 anthropogenic SOA modules in urban areas. Including SOA from primary semi-volatile and intermediate-volatility organic compounds (P-S/IVOCs) following the parameterizations of Robinson et al. (2007), Grieshop et al. (2009), or Pye and Seinfeld (2010) improves model–measurement agreement for mass concentration. The results from the three parameterizations show large differences (e.g., a factor of 3 in SOA mass) and are not well constrained, underscoring the current uncertainties in this area. Our results strongly suggest that other precursors besides VOCs, such as P-S/IVOCs, are needed to explain the observed SOA concentrations in Pasadena. All the recent parameterizations overpredict urban SOA formation at long photochemical ages (≈ 3 days) compared to observations from multiple sites, which can lead to problems in regional and especially global modeling. However, reducing IVOC emissions by one-half in the model to better match recent IVOC measurements improves SOA predictions at these long photochemical ages. Among the explicitly modeled VOCs, the precursor compounds that contribute the greatest SOA mass are methylbenzenes. Measured polycyclic aromatic hydrocarbons (naphthalenes) contribute 0.7% of the modeled SOA mass. The amounts of SOA mass from diesel vehicles, gasoline vehicles, and cooking emissions are estimated to be 16–27, 35–61, and 19–35%, respectively, depending on the parameterization used, which is consistent with the observed fossil fraction of urban SOA, 71(±3) %. The relative contribution of each source is uncertain by almost a factor of 2 depending on the parameterization used. In-basin biogenic VOCs are predicted to contribute only a few percent to SOA. A regional SOA background of approximately 2.1 μg m−3 is also present due to the long-distance transport of highly aged OA, likely with a substantial contribution from regional biogenic SOA. The percentage of SOA from diesel vehicle emissions is the same, within the estimated uncertainty, as reported in previous work that analyzed the weekly cycles in OA concentrations (Bahreini et al., 2012; Hayes et al., 2013). However, the modeling work presented here suggests a strong anthropogenic source of modern carbon in SOA, due to cooking emissions, which was not accounted for in those previous studies and which is higher on weekends. Lastly, this work adapts a simple two-parameter model to predict SOA concentration and O/C from urban emissions. This model successfully predicts SOA concentration, and the optimal parameter combination is very similar to that found for Mexico City. This approach provides a computationally inexpensive method for predicting urban SOA in global and climate models. We estimate pollution SOA to account for 26 Tg yr−1 of SOA globally, or 17% of global SOA, one-third of which is likely to be non-fossil.« less
