    Higher Education Institutions (HEIs) are often the size of small municipalities. Worldwide, the higher education (HE) sector has expanded phenomenally; for example, since the 1960s, the United Kingdom (UK) HE system has expanded sixfold to >2.4 million students. As a consequence, the overall production of waste at HEIs throughout the world is very large and presents significant challenges as the associated legislative, economic and environmental pressures can be difficult to control and manage. This paper critically reviews why sustainable waste management has become a key issue for the worldwide HE sector to address and describes some of the benefits, barriers, practical and logistical problems. As a practical illustration of some of the issues and problems, the four-phase waste management strategy developed over 15 years by one of the largest universities in Southern England - the University of Southampton (UoS) - is outlined as a case study. The UoS is committed to protecting the environment by developing practices that are safe, sustainable and environmentally friendly and has developed a practical, staged approach to manage waste in an increasingly sustainable fashion. At each stage, the approach taken to the development of infrastructure (I), service provision (S) and behavior change (B) is explained, taking into account the Political, Economic, Social, Technological, Legal and Environmental (PESTLE) factors. Signposts to lessons learned, good practice and useful resources that other institutions - both nationally and internationally - can access are provided. As a result of the strategy developed at the UoS, from 2004 to 2008 waste costs fell by around Pounds 125k and a recycling rate of 72% was achieved. The holistic approach taken - recognizing the PESTLE factors and the importance of a concerted ISB approach - provides a realistic, successful and practical example for other institutions wishing to effectively and sustainably manage their waste.

    As analysts attempt to make sense of a collection of documents, such as intelligence analysis reports, they may wish to “connect the dots” between pieces of information that may initially seem unrelated. This process of synthesizing information between information requires users to make connections between pairs of documents, creating a conceptual story. We conducted a user study to analyze the process by which users connect pairs of documents and how they spatially arrange information. Users created conceptual stories that connected the dots using organizational strategies that ranged in complexity. We propose taxonomies for cognitive connections and physical structures used when trying to “connect the dots” between two documents. We compared the user-created stories with a data-mining algorithm that constructs chains of documents using co-occurrence metrics. Using the insight gained into the storytelling process, we offer design considerations for the existing data mining algorithm and corresponding tools to combine the power of data mining and the complex cognitive processing of analysts.

    A model of interfuel substitution is described for colleges and universities in the United States and its implications for conserving fossil fuel resources. There is a significant and growing interest among institutions of higher education in utilizing more efficiently their purchased as well as generated energy sources. An analysis of energy consumption patterns of colleges and universities shows a significant difference in how energy sources are being utilized. Smaller colleges and universities convert purchased fuels directly into end use services such as space heating, water heating, and lighting. The purchased fuels may include electricity and fossil fuels. A more varied fuel use situation exists for larger institutions where not only the above fuel consumption mixture exists, but a central generating plant operated by the university may exist which uses purchased fossil fuels in a primary energy use sense to generate electricity, steam, and chilled water for their own end use requirements. Results indicate that relative changes in fuel prices across a broad cross-section of colleges and universities have significant effects on primary and end-use consumption of fuels. Increasing prices of distillate and residual fuels have a greater energy conservation potential than do equal price increases for coal and natural gas.     Hydrogen reduces the service life of many metallic components. Such reductions may be manifested as blisters, as a decrease in fatigue resistance, as enhanced creep, as the precipitation of a hydride phase and, most commonly, as unexpected, macroscopically brittle failure. This unexpected, brittle fracture is commonly termed hydrogen embrittlement. Frequently, hydrogen embrittlement occurs after the component has been is service for a period of time and much of the resulting fracture surface is distinctly intergranular. Many failures, particularly of high strength steels, are attributed to hydrogen embrittlement simply because the failure analyst sees intergranular fracture in a component that served adequately for a significant period of time. Unfortunately, simply determining that a failure is due to hydrogen embrittlement or some other form of hydrogen induced damage is of no particular help to the customer unless that determination is coupled with recommendations that provide pathways to avoid such damage in future applications. This paper presents qualitative and phenomenological descriptions of the hydrogen damage processes and outlines several metallurgical recommendations that may help reduce the susceptibility of a particular component or system to the various forms of hydrogen damage.

We have also embarked on a system to comprehensively generate long time-series plots, frequency distributions, and other relevant statistics for scientific and engineering data in most high-level, publicly available ARM data streams. Furthermore, frequency distributions categorized by month or by season are made available to help define valid data ranges specific to those time domains. These statistics can be used to set limits that when checked, will improve upon the reporting of suspicious data and the early detection of instrument malfunction. The statistics and proposed limits are stored in a database for easy reporting, refining, and for use by other processes. Web-based applications to view the results are also available.

    To achieve its goals in meeting future clean energy requirements, the United States must develop well trained people, and the steady stream of scientific and technical innovations they produce. Education in the emerging fields of nanoscience is expected to be critical in this endeavor. Access to the basic tools used in understanding nanoscience is lacking in the education environment. The goal of this program was to develop affordable electron microscopes for nanotechnology undergraduate education, student research experiences, and workforce training. The outcome was to complete the development and delivery of tools to education institutions for evaluation. The evaluation of the tools was accomplished under a second DOE funded effort, DE-FG02-06ER64248 “Tools for Nanotechnology Education Development”, and administered by the Biological and Environmental Research (BER) division. The final report from that program is attached to this report as an appendix as a courtesy.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to address them, wind and wildlife materials and sample model ordinances. Video and presentations from each in-person meeting and webinar recordings are also available on the site. At the end of the two-year period, PennFuture has accomplished its goal of giving a unified voice and presence to wind energy advocates in the Mid-Atlantic region. We educated a broad range of stakeholders on the benefits of wind energy and gave them the tools to help make a difference in their states. We grew a database of over 500 contacts and hope to continue the discussion and work around the importance of wind energy in the region.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of Alaska. The JIN agreement recognizes that cooperation beyond UW and PNNL is highly valuable. Starting in early 2003, efforts were initiated to form a regional communication link called the Northwest Nanoscience and Nanotechnology Network (N4). In concept, N4 is a tool to encourage communication and help identify regional resources and nanoscience and technology activities.

    In a concerted effort supported by the National Science Foundation, the Department of Commerce, and the Department of Energy, the United States is rebuilding its leadership in neutron scattering capability through a significant investment in U.S. neutron scattering user facilities and related instrumentation. These unique facilities provide opportunities in neutron scattering to a broad community of researchers from academic institutions, federal laboratories, and industry. However, neutron scattering is often considered to be a tool for 'experts only' and in order for the U.S. research community to take full advantage of these new and powerful tools, a comprehensive education and outreach program must be developed. The workshop described below is the first step in developing a national program that takes full advantage of modern education methods and leverages the existing educational capacity at universities and national facilities. During March 27-28, 2008, a workshop entitled 'Building a Network for Neutron Scattering Education' was held in Washington, D.C. The goal of the workshop was to define and design a roadmap for a comprehensive neutron scattering education program in the United States. Successful implementation of the roadmap will maximize the national intellectual capital in neutron sciences and will increase the sophistication of research questions addressed by neutron scattering at the nation's forefront facilities. (See Appendix A for the list of attendees, Appendix B for the workshop agenda, Appendix C for a list of references. Appendix D contains the results of a survey given at the workshop; Appendix E contains summaries of the contributed talks.) The workshop brought together U.S. academicians, representatives from neutron sources, scientists who have developed nontraditional educational programs, educational specialists, and managers from government agencies to create a national structure for providing ongoing neutron scattering education. A concerted effort was made to involve representatives from historically black colleges and universities (HBCUs) and minority educational institutions (MEIs). The roadmap contained herein provides the path to a national infrastructure for education of students, faculty, and professional researchers who wish to make use of national neutron scattering facilities but do not have (or do not believe they have) the educational background to do so. Education of other stakeholders, including the public, students in kindergarten through twelfth grade (K-12), and policy makers is also included. The opening sessions of the workshop provided the current status of neutron scattering education in North America, Europe, and Australia. National neutron sources have individually developed outreach and advertising programs aimed at increasing awareness among researchers of the potential applications of neutron scattering. However, because their principal mission is to carry out scientific research, their outreach efforts are necessarily self-limiting. The opening session was designed to build awareness that the individual programs need to be coupled with, and integrated into, a broader education program that addresses the complete range of experience, from the student to the experienced researcher, and the wide range of scientific disciplines covered by neutron scattering. Such a program must also take full advantage of existing educational programs and expertise at universities and expand them using modern distance learning capabilities, recognizing that the landscape of education is changing.

  4. Climate Models from the Joint Global Change Research Institute

The GCAM, for example, gives analysts insight into how regional and national economies might respond to climate change mitigation policies including carbon taxes, carbon trading, and accelerated deployment of energy technology. Three available models are Phoenix, GCAM, and EPIC. Phoenix is a global, dynamic recursive, computable general equilibrium model that is solved in five-year time steps from 2005 through 2100 and divides the world into twenty-four regions. Each region includes twenty-six industrial sectors. Particular attention is paid to energy production in Phoenix. There are nine electricity-generating technologies (coal, natural gas, oil, biomass, nuclear, hydro, wind, solar, and geothermal) and four additional energy commodities: crude oil, refined oil products, coal, and natural gas. Phoenix is designed to answer economic questions related to international climate and energy policy and international trade. Phoenix replaces the Second Generation Model (SGM) that was formerly used for general equilibrium analysis at JGCRI. GCAM is the Global Change Assessment Model, a partial equilibrium model of the world with 14 regions. GCAM operates in 5 year time steps from 1990 to 2095 and is designed to examine long-term changes in the coupled energy, agriculture/land-use, and climate system. GCAM includes a 151-region agriculture land-use module and a reduced form carbon cycle and climate module in addition to its incorporation of demographics, resources, energy production and consumption. The model has been used extensively in a number of assessment and modeling activities such as the Energy Modeling Forum (EMF), the U.S. Climate Change Technology Program, and the U.S. Climate Change Science Program and IPCC assessment reports. GCAM is now freely available as a community model. The Environmental Policy Integrated Climate (EPIC) Model is a process-based agricultural systems model composed of simulation components for weather, hydrology, nutrient cycling, pesticide fate, tillage, crop growth, soil erosion, crop and soil management and economics. Staff at PNNL have been involved in the development of this model by integrating new sub-models for soil carbon dynamics and nitrogen cycling.

CEPA is a collaborative international consortium that brings together higher education institutions with governmental agencies, research laboratories, and private sector entities. CEPA's mission is to strengthen the technical, professional, and educational environmental infrastructure in the United States and Latin America.     It is now fairly well documented that traditionally taught, large-scale introductory physics courses fail to teach our students the basics. In fact, often these same courses have been found to teach students things we do not want. Building on a tradition of research in physics, the physics education research community has been researching the effects of educational practice and reforms at the undergraduate level for many decades. From these efforts and those within the fields of education, cognitive science, and psychology we have learned a great deal about student learning and environments that support learning for an increasingly diverse population of students in the physics classroom. This talk will introduce some of the ideas from physics education research, discuss a variety of effective classroom practices/ surrounding educational structures, and begin to examine why these do (and do not) work. I will present both a survey of physics education research and some of the exciting theoretical and experimental developments emerging from the University of Colorado.

    This final report describes the activities of the Iowa State Mining and Mineral Resources Research Institute (ISMMRRI) at Iowa State University for the period July 1, 1989, to June 30, 1990. Activities include research in mining- and mineral-related areas, education and training of scientists and engineers in these fields, administration of the Institute, and cooperative interactions with industry, government agencies, and other research centers. During this period, ISMMRRI has supported research efforts to: (1) Investigate methods of leaching zinc from sphalerite-containing ores. (2) Study the geochemistry and geology of an Archean gold deposit and of a gold-telluride deposit. (3) Enchance how-quality aggregates for use in construction. (4) Pre-clean coal by triboelectric charging in a fluidized-bed. (5) Characterize the crystal/grain alignment during processing of yttrium-barium-copper-perovskite (1-2-3) superconductors. (5) Study the fluid inclusion properties of a fluorite district. (6) Study the impacts of surface mining on community planning. (7) Assess the hydrophobicity of coal and pyrite for beneficiation. (8) Investigate the use of photoacoustic absorption spectroscopy for monitoring unburnt carbon in the exhaust gas from coal-fired boilers. The education and training program continued within the interdepartmental graduate minor in mineral resources includes courses in such areas as mining methods, mineral processing, industrial minerals, extractive metallurgy, coal science and technology, and reclamation of mined land. In addition, ISMMRRI hosted the 3rd International Conference on Processing and Utilization of High-Sulfur Coals in Ames, Iowa. The Institute continues to interact with industry in order to foster increased cooperation between academia and the mining and mineral community.

    The Institutional Plan provides an overview of the Lawrence Berkeley Laboratory mission, strategic plan, scientific initiatives, research programs, environment and safety program plans, educational and technology transfer efforts, human resources, and facilities needs. For FY 1994-1999 the Institutional Plan reflects significant revisions based on the Laboratory`s strategic planning process. The Strategic Plan section identifies long-range conditions that will influence the Laboratory, as well as potential research trends and management implications. The Initiatives section identifies potential new research programs that represent major long-term opportunities for the Laboratory, and the resources required for their implementation. The Scientific and Technical Programs section summarizes current programs and potential changes in research program activity. The Environment, Safety, and Health section describes the management systems and programs underway at the Laboratory to protect the environment, the public, and the employees. The Technology Transfer and Education programs section describes current and planned programs to enhance the nation`s scientific literacy and human infrastructure and to improve economic competitiveness. The Human Resources section identifies LBL staff diversity and development program. The section on Site and Facilities discusses resources required to sustain and improve the physical plant and its equipment. The new section on Information Resources reflects the importance of computing and communication resources to the Laboratory. The Resource Projections are estimates of required budgetary authority for the Laboratory`s ongoing research programs. The Institutional Plan is a management report for integration with the Department of Energy`s strategic planning activities, developed through an annual planning process.

    The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    Task A: Examination of the physiological, morphological, and reproductive responses of Panicum virgatum (switchgrass) cultivars identified as potential biofuel producing cultivars as well as naturally-occurring varieties of switchgrass to projected changes in climate for the central portion of the United States. This project was a multi-year project set in a field site located at the Konza Prairie Biological Station near Manhattan, KS USA. At the field site we planted switchgrass collected from regions in Kansas, Oklahoma, and Texas. After a year of establishment we implemented a set of two-year water treatments that examined the responses in physiology, growth and development of switchgrass to predicted changes in precipitation amount for the central United States. After this experiment was completed we performed a second set of experiments that examined the responses of switchgrass physiology, growth, and development to changes in precipitation frequency. We also included in this analysis how genome size of individuals influenced their responses to precipitation frequency changes. Generally, we found switchgrass to be unresponsive to realistic predictions of precipitation changes for the Central Plains of the United States. These studies have provided significant insight into how this important grassland species will respond to future climate change from both an ecological and applied biological perspective. Finally, we provided insight into the mechanism through which this species changes in the face of altered water availability by not supporting the hypothesis that the control of switchgrass responses to changes in precipitation is altered by genome size. Task B: Installation of an extensive green roof system on the Science Center at Saint Joseph's University for research, research-training and educational outreach activities. An experimental green roof system was designed and installed by an outside contractor (Roofmeadows) on the roof of the Science Center at Saint Joseph's University. The roof system includes four test plots, each with a different drainage system, instrumentation to monitor storm water retention, roof deck temperature, heat flux into and out of the building, rain fall, wind speed and direction, relative humidity and heat emission from the roof system. The vegetative roof was planted with 26 species of plants, distributed throughout the roof area, to assess species/variety growth and coverage characteristics, both in terms of the different drain layer systems, and in terms of the different exposures along the north to south axis of the building. Analysis of the drain layer performance, in terms of storm water retention, shows that the aggregate (stone) drainage layer system performed the best, with the moisture management mat system second, and the geotextile drain layer and reservoir sheet layer systems coming in last. Plant growth performance analysis is ongoing, but significant differences have been observed in the third growing season ('13) along the north to south axis, with most species doing better towards the northern end of the roof (in terms of percent ground coverage and plant spread and reproduction). Interestingly, plant growth in all four of the test plots was reduced relative to the lower areas of the roof (the lower area was ca. 2 inches lower than the test plots, due to the space needed for sensors under the plots. The lower roof area uses an aggregate drain layer comparable to that in the third test plot), even when accounting for the north to south differences. The reasons for these differences are not clear and studies are underway to examine the impact of wind scour, drainage rates, temperature, and other factors. MOLIS includes in-depth information about the research and educational capabilities of Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs), and Tribal Colleges. Included with this report are several annual progress reports, a list of all minority institutions currently on MOLIS, a list of outreach activities, etc.

    The following pages present the final report of activities undertaken by Carpenter Environmental Associates, Inc. (CEA) in carrying out its contractual obligations for the New York Support Office of the US Department of Energy. The contract calls for the field monitoring/review of DOE grants to schools and hospitals under the Institutional Conservation Program (ICP). This final report is the result of a review of statistics and findings gathered over the period of the contract, which included monitoring visits to 50 grantees in New York State and New Jersey. The report is intended to highlight aspects of the monitoring project and to make recommendations. This report is organized into four sections: Section 1 details the steps taken by CEA in organizing and implementing the review; Section 2 presents program statistics; Section 3 discusses monitoring review concerns, implementation issues and commonly observed problems/accomplishments; and Section 4 lists recommendations. Taken as a whole, this final report is intended to convey a complete picture of CEA's activities under this contract. 25 tabs.,

    Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute tor Science and Education (ORISE) contract, received two concrete core and three soil samples on August 26, 2013 from the Worcester Polytechnic Institute in Worcester, Massachusetts. The samples were received in good condition. The samples were analyzed tor activation and fission products by gamma spectrometry. The sample collection data and identification numbers are tabulated and the gamma spectrometry data are presented. The pertinent procedure reference is included with the data table.

    The HBCU/MI ET Consortium was established in January 1990, through a Memorandum of Understanding (MOU) among its member institutions. This group of research oriented Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) agreed to work together to initiate or revise education programs, develop research partnerships with public and private sector organizations, and promote technology development to address the nation`s critical environmental contamination problems. The Consortium`s Research, Education and Technology Transfer (RETT) Plan became the working agenda. The Consortium is a resource for collaboration among the member institutions and with federal an state agencies, national and federal laboratories, industries, (including small businesses), majority universities, and two and four-year technical colleges. As a group of 17 institutions geographically located in the southern US, the Consortium is well positioned to reach a diverse group of women and minority populations of African Americans, Hispanics and American Indians. This Report provides a status update on activities and achievements in environmental curriculum development, outreach at the K--12 level, undergraduate and graduate education, research and development, and technology transfer.
