    2013-06-04T23:59:59.000Z

As analysts attempt to make sense of a collection of documents, such as intelligence analysis reports, they may wish to “connect the dots” between pieces of information that may initially seem unrelated. This process of synthesizing information between information requires users to make connections between pairs of documents, creating a conceptual story. We conducted a user study to analyze the process by which users connect pairs of documents and how they spatially arrange information. Users created conceptual stories that connected the dots using organizational strategies that ranged in complexity. We propose taxonomies for cognitive connections and physical structures used when trying to “connect the dots” between two documents. We compared the user-created stories with a data-mining algorithm that constructs chains of documents using co-occurrence metrics. Using the insight gained into the storytelling process, we offer design considerations for the existing data mining algorithm and corresponding tools to combine the power of data mining and the complex cognitive processing of analysts.

  14. HYDROGEN EMBRITTLEMENT OF METALS: A PRIMER FOR THE FAILURE ANALYST

    SciTech Connect (OSTI)

    Louthan, M

    2008-01-31T23:59:59.000Z

Hydrogen reduces the service life of many metallic components. Such reductions may be manifested as blisters, as a decrease in fatigue resistance, as enhanced creep, as the precipitation of a hydride phase and, most commonly, as unexpected, macroscopically brittle failure. This unexpected, brittle fracture is commonly termed hydrogen embrittlement. Frequently, hydrogen embrittlement occurs after the component has been is service for a period of time and much of the resulting fracture surface is distinctly intergranular. Many failures, particularly of high strength steels, are attributed to hydrogen embrittlement simply because the failure analyst sees intergranular fracture in a component that served adequately for a significant period of time. Unfortunately, simply determining that a failure is due to hydrogen embrittlement or some other form of hydrogen induced damage is of no particular help to the customer unless that determination is coupled with recommendations that provide pathways to avoid such damage in future applications. This paper presents qualitative and phenomenological descriptions of the hydrogen damage processes and outlines several metallurgical recommendations that may help reduce the susceptibility of a particular component or system to the various forms of hydrogen damage.

The goal of the project was to create a set of next generation cyber situational awareness capabilities with applications to other domains in the long term. The goal is to improve the decision making process such that decision makers can choose better actions. To this end, we put extensive effort into ensuring we had feedback from network analysts and managers and understood what their needs truly were. Consequently, this is the focus of this portion of the research. This paper discusses the methodology we followed to acquire this feedback from the analysts, namely a cognitive task analysis. Additionally, this paper provides the details we acquired from the analysts. This essentially provides details on their processes, goals, concerns, the data and meta-data they analyze, etc. A final result we describe is the generation of a task-flow diagram.

ATK Mission Research develops analyst tools and automated quality control software in order to assist the Atmospheric Radiation Measurement (ARM) Data Quality Office with their data inspection tasks. We have developed a web-based data analysis and visualization tool, called NCVweb, that allows for easy viewing of ARM NetCDF files. NCVweb, along with our library of sharable Interactive Data Language procedures and functions, allows even novice ARM researchers to be productive with ARM data with only minimal effort. We also contribute to the ARM Data Quality Office by analyzing ARM data streams, developing new quality control metrics, new diagnostic plots, and integrating this information into DQ HandS - the Data Quality Health and Status web-based explorer. We have developed several ways to detect outliers in ARM data streams and have written software to run in an automated fashion to flag these outliers.

To achieve its goals in meeting future clean energy requirements, the United States must develop well trained people, and the steady stream of scientific and technical innovations they produce. Education in the emerging fields of nanoscience is expected to be critical in this endeavor. Access to the basic tools used in understanding nanoscience is lacking in the education environment. The goal of this program was to develop affordable electron microscopes for nanotechnology undergraduate education, student research experiences, and workforce training. The outcome was to complete the development and delivery of tools to education institutions for evaluation. The evaluation of the tools was accomplished under a second DOE funded effort, DE-FG02-06ER64248 “Tools for Nanotechnology Education Development”, and administered by the Biological and Environmental Research (BER) division. The final report from that program is attached to this report as an appendix as a courtesy.

The information contained in this directory is derived from responses to a national survey of educational institutions and organizations involved in solar energy educational activities beyond the secondary school level. Phone calls and follow-up mail requests were used to gather additional information when necessary. Every survey instrument was read, coded, and edited before entry into the data base from which this directory was produced. The Directory is organized alphabetically by state. Institutions and organizations within each state are categorized according to type (Colleges and Universities, Junior/Community Colleges, Vocational/Technical Schools, and Other Educational Institutions and Organizations) and listed alphabetically within these categories. Within each institutional listing the amount of information provided will vary according to the completeness of the survey response received from that institution. (MHR)

  3. Mid-Atlantic Regional Wind Energy Institute

    SciTech Connect (OSTI)

    Courtney Lane

    2011-12-20T23:59:59.000Z

As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to address them, wind and wildlife materials and sample model ordinances. Video and presentations from each in-person meeting and webinar recordings are also available on the site. At the end of the two-year period, PennFuture has accomplished its goal of giving a unified voice and presence to wind energy advocates in the Mid-Atlantic region. We educated a broad range of stakeholders on the benefits of wind energy and gave them the tools to help make a difference in their states. We grew a database of over 500 contacts and hope to continue the discussion and work around the importance of wind energy in the region.

The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

Los Alamos National Laboratory (LANL) and the University of California, San Diego (UCSD) have taken the unprecedented step of creating a collaborative, multi-disciplinary graduate education program and associated research agenda called the Engineering Institute. The mission of the Engineering Institute is to develop a comprehensive approach for conducting LANL mission-driven, multidisciplinary engineering research and to improve recruiting, revitalization, and retention of the current and future staff necessary to support the LANL' s national security responsibilities. The components of the Engineering Institute are (1) a joint LANL/UCSD degree program, (2) joint LANL/UCSD research projects, (3) the Los Alamos Dynamic Summer School, (4) an annual workshop, and (5) industry short courses. This program is a possible model for future industry/government interactions with university partners.

Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

The first step in the institutional change process is defining your Federal agency's sustainability goals. That is, decide what outcomes are desired (or required) over what period of time. 16. Joint Institute for Nanoscience Annual Report 2004

    SciTech Connect (OSTI)

    Baer, Donald R.; Campbell, Charles

    2005-02-01T23:59:59.000Z

Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of Alaska. The JIN agreement recognizes that cooperation beyond UW and PNNL is highly valuable. Starting in early 2003, efforts were initiated to form a regional communication link called the Northwest Nanoscience and Nanotechnology Network (N4). In concept, N4 is a tool to encourage communication and help identify regional resources and nanoscience and technology activities.

  15. Climate Models from the Joint Global Change Research Institute

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

Staff at the Joint Institute develop and use models to simulate the economic and physical impacts of global change policy options. The GCAM, for example, gives analysts insight into how regional and national economies might respond to climate change mitigation policies including carbon taxes, carbon trading, and accelerated deployment of energy technology. Three available models are Phoenix, GCAM, and EPIC. Phoenix is a global, dynamic recursive, computable general equilibrium model that is solved in five-year time steps from 2005 through 2100 and divides the world into twenty-four regions. Each region includes twenty-six industrial sectors. Particular attention is paid to energy production in Phoenix. There are nine electricity-generating technologies (coal, natural gas, oil, biomass, nuclear, hydro, wind, solar, and geothermal) and four additional energy commodities: crude oil, refined oil products, coal, and natural gas. Phoenix is designed to answer economic questions related to international climate and energy policy and international trade. Phoenix replaces the Second Generation Model (SGM) that was formerly used for general equilibrium analysis at JGCRI. GCAM is the Global Change Assessment Model, a partial equilibrium model of the world with 14 regions. GCAM operates in 5 year time steps from 1990 to 2095 and is designed to examine long-term changes in the coupled energy, agriculture/land-use, and climate system. GCAM includes a 151-region agriculture land-use module and a reduced form carbon cycle and climate module in addition to its incorporation of demographics, resources, energy production and consumption. The model has been used extensively in a number of assessment and modeling activities such as the Energy Modeling Forum (EMF), the U.S. Climate Change Technology Program, and the U.S. Climate Change Science Program and IPCC assessment reports. GCAM is now freely available as a community model. The Environmental Policy Integrated Climate (EPIC) Model is a process-based agricultural systems model composed of simulation components for weather, hydrology, nutrient cycling, pesticide fate, tillage, crop growth, soil erosion, crop and soil management and economics. Staff at PNNL have been involved in the development of this model by integrating new sub-models for soil carbon dynamics and nitrogen cycling.

In a concerted effort supported by the National Science Foundation, the Department of Commerce, and the Department of Energy, the United States is rebuilding its leadership in neutron scattering capability through a significant investment in U.S. neutron scattering user facilities and related instrumentation. These unique facilities provide opportunities in neutron scattering to a broad community of researchers from academic institutions, federal laboratories, and industry. However, neutron scattering is often considered to be a tool for 'experts only' and in order for the U.S. research community to take full advantage of these new and powerful tools, a comprehensive education and outreach program must be developed. The workshop described below is the first step in developing a national program that takes full advantage of modern education methods and leverages the existing educational capacity at universities and national facilities. During March 27-28, 2008, a workshop entitled 'Building a Network for Neutron Scattering Education' was held in Washington, D.C. The goal of the workshop was to define and design a roadmap for a comprehensive neutron scattering education program in the United States. Successful implementation of the roadmap will maximize the national intellectual capital in neutron sciences and will increase the sophistication of research questions addressed by neutron scattering at the nation's forefront facilities. (See Appendix A for the list of attendees, Appendix B for the workshop agenda, Appendix C for a list of references. Appendix D contains the results of a survey given at the workshop; Appendix E contains summaries of the contributed talks.) The workshop brought together U.S. academicians, representatives from neutron sources, scientists who have developed nontraditional educational programs, educational specialists, and managers from government agencies to create a national structure for providing ongoing neutron scattering education. A concerted effort was made to involve representatives from historically black colleges and universities (HBCUs) and minority educational institutions (MEIs). The roadmap contained herein provides the path to a national infrastructure for education of students, faculty, and professional researchers who wish to make use of national neutron scattering facilities but do not have (or do not believe they have) the educational background to do so. Education of other stakeholders, including the public, students in kindergarten through twelfth grade (K-12), and policy makers is also included. The opening sessions of the workshop provided the current status of neutron scattering education in North America, Europe, and Australia. National neutron sources have individually developed outreach and advertising programs aimed at increasing awareness among researchers of the potential applications of neutron scattering. However, because their principal mission is to carry out scientific research, their outreach efforts are necessarily self-limiting. The opening session was designed to build awareness that the individual programs need to be coupled with, and integrated into, a broader education program that addresses the complete range of experience, from the student to the experienced researcher, and the wide range of scientific disciplines covered by neutron scattering. Such a program must also take full advantage of existing educational programs and expertise at universities and expand them using modern distance learning capabilities, recognizing that the landscape of education is changing.

Task A: Examination of the physiological, morphological, and reproductive responses of Panicum virgatum (switchgrass) cultivars identified as potential biofuel producing cultivars as well as naturally-occurring varieties of switchgrass to projected changes in climate for the central portion of the United States. This project was a multi-year project set in a field site located at the Konza Prairie Biological Station near Manhattan, KS USA. At the field site we planted switchgrass collected from regions in Kansas, Oklahoma, and Texas. After a year of establishment we implemented a set of two-year water treatments that examined the responses in physiology, growth and development of switchgrass to predicted changes in precipitation amount for the central United States. After this experiment was completed we performed a second set of experiments that examined the responses of switchgrass physiology, growth, and development to changes in precipitation frequency. We also included in this analysis how genome size of individuals influenced their responses to precipitation frequency changes. Generally, we found switchgrass to be unresponsive to realistic predictions of precipitation changes for the Central Plains of the United States. These studies have provided significant insight into how this important grassland species will respond to future climate change from both an ecological and applied biological perspective. Finally, we provided insight into the mechanism through which this species changes in the face of altered water availability by not supporting the hypothesis that the control of switchgrass responses to changes in precipitation is altered by genome size. Task B: Installation of an extensive green roof system on the Science Center at Saint Joseph's University for research, research-training and educational outreach activities. An experimental green roof system was designed and installed by an outside contractor (Roofmeadows) on the roof of the Science Center at Saint Joseph's University. The roof system includes four test plots, each with a different drainage system, instrumentation to monitor storm water retention, roof deck temperature, heat flux into and out of the building, rain fall, wind speed and direction, relative humidity and heat emission from the roof system. The vegetative roof was planted with 26 species of plants, distributed throughout the roof area, to assess species/variety growth and coverage characteristics, both in terms of the different drain layer systems, and in terms of the different exposures along the north to south axis of the building. Analysis of the drain layer performance, in terms of storm water retention, shows that the aggregate (stone) drainage layer system performed the best, with the moisture management mat system second, and the geotextile drain layer and reservoir sheet layer systems coming in last. Plant growth performance analysis is ongoing, but significant differences have been observed in the third growing season ('13) along the north to south axis, with most species doing better towards the northern end of the roof (in terms of percent ground coverage and plant spread and reproduction). Interestingly, plant growth in all four of the test plots was reduced relative to the lower areas of the roof (the lower area was ca. 2 inches lower than the test plots, due to the space needed for sensors under the plots. The lower roof area uses an aggregate drain layer comparable to that in the third test plot), even when accounting for the north to south differences. The reasons for these differences are not clear and studies are underway to examine the impact of wind scour, drainage rates, temperature, and other factors. Task C: Education and community outreach efforts by the IES involving conferences at SJU, presentations by faculty and students off campus, and educational signage. The Institute for Environmental Stewardship hosted three storm water management workshops on the SJU campus in Philadelphia, in collaboration with the Lower Merion Conservancy, a not-for-profit organizati

The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    2003-01-27T23:59:59.000Z

The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities. The Infrastructure Strategic Planning section describes Berkeley Lab's facilities planning process and our site and facility needs. The Summary of Major Issues section provides context for discussions at the Institutional Planning On-Site Review. The Resource Projections are estimates of required budgetary authority for Berkeley Lab's research programs.

Since its formation in 1977, US DOE has been authorized to support education programs that help ensure an adequate supply of scientists, engineers, and technicians for energy-related research, production activities, and technology transfer. A national conference in 1989 produced a clear vision of the important role that DOE, its facilities, and its 169,000 Federal and contract employees can play in the educational life of their communities and the Nation. Many of the programs listed in this catalog are the result of this new vision; others have existed for many years. Purpose of this catalog is to make all DOE education efforts more widely known so that more teachers, students, and others can benefit. Supporting the hundreds of education programs (precollege, undergraduate, graduate, public) is the network of DOE national laboratories, technology centers, and other research facilities. Brief descriptions of each facility, its programs, and contact information for its education personnel are included.

    2012-06-01T23:59:59.000Z

? Objectives include, among others, a description of the basic development status of “small modular reactors” (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. Attachment H is included for overview purposes and is a sampling of advanced SMR concepts, which will be considered as part of the current DOE SMR program but whose estimated deployment time is beyond CAP’s current investment time horizon. Attachment I is the public DOE statement describing the present approach of their SMR Program.

The institutional directory of groups, centers, institutes, and individuals involved in climate-related impacts research is an update of the initial network directory issued in 1985. The original directory had 26 listings; now there are about 160. The directory will be useful in maintaining a vital climate-related impacts research community and in establishing linkages among researchers and institutions. The directory was compiled by sending a questionnaire to all North American recipients of the Network Newsletter and assembling the information from those who responded.

The Institutional Plan is the culmination of Argonne`s annual planning cycle. The document outlines what Argonne National Laboratory (ANL) regards as the optimal development of programs and resources in the context of national research and development needs, the missions of the Department of Energy and Argonne National Laboratory, and pertinent resource constraints. It is the product of ANL`s internal planning process and extensive discussions with DOE managers. Strategic planning is important for all of Argonne`s programs, and coordination of planning for the entire institution is crucial. This Institutional Plan will increasingly reflect the planning initiatives that have recently been implemented.

  8. Changing Western water institutions: energy's role

    SciTech Connect (OSTI)

    Brown, F.L.; Roach, F.

    1982-01-01T23:59:59.000Z

This paper describes the institutional mechanisms through which physical availability of water, historical pattern of water use, and unresolved water issues combine to constrain and channel the energy industry's use of water. These institutional mechanisms include the developing markets for water rights, the legal and administrative structure governing water allocation, the formation of social attitudes about water, and the political process that often implements concensus. Within this context, the narrow physical interpretation commonly given to the question, Is there enough water, broadens greatly to include the institutional dimension that is the most important component of the question.

Despite numerous calls for the transformation of undergraduate STEM education, there is still a lack of successful models for creating large-scale, systemic cultural changes in STEM departments. To date, change efforts have generally focused on one of three areas: developing reflective teachers, disseminating curricula and pedagogy, or enacting institutional policy. These efforts illustrate many of the challenges of departmental change; in particular, they highlight the need for a holistic approach that integrates across all three of these levels: individual faculty, whole departments, and university policymakers. To address these challenges, as part of our campus-wide AAU-sponsored effort in STEM education transformation, we import and integrate models of change from multiple perspectives. We draw from models in organizational change, from departmental and disciplinary change in STEM education, and from efforts to support individual efforts such as the development and dissemination model. As a result, our de...

This grant provided partial funds for American graduate students to attend the 3rd Graduate Summer Institute on Complex Plasmas, which was held from July 30 to August 8, 2012 at Seton Hall University in South Orange, New Jersey. The Graduate Summer Institute is a topical series of instructional workshops held bi-annually on the emerging field of complex plasmas that is jointly organized through a collaboration between American and German-European Union plasmas researchers. This specialized program brings together many of the world's leading researchers in the specialized area of complex plasmas, who freely provide instructional lectures and tutorials on the most recent research and discoveries done in this branch of plasma science. The partial funds provided by this grant helped support the travel and accommodation expenses of the participating American students and tutorial instructors. Partial funds further supported the travel and accommodation of three renown American plasma researchers that provided educational tutorials to the thirty-eight participating students from the United States, Europe, and Asia. The organized program afforded a unique opportunity for the participating American graduate students to learn about and engage more deeply in an area of plasma science that is not studied in any of the graduate educational curriculums provided by universities in the United States of America. The educational experience offered by this program provided the necessary knowledge needed by future American plasma researchers to keep the national plasma research effort on the cutting-edge and keep the national plasma community as a global leader.
